I didn't get to do my end last time. My name is Willie Hutchbeth. I live at 623 Newton. I noticed when I mentioned salaries to a person up there, you all reacted. Some verbally, I don't really know how to say anything, but I mentioned salaries and I thought that the people your employees should get more money. I said that your priorities should be, this is my thought. County, the voting public, secondly, the employees. And I begin to say, and I don't know this for a fact. That's the thing I want to make sure that everyone knows, because you know I don't know what the budget entails. I don't know any of that, but what I thought was, you ought to take care of your employees. You should do something to make sure that the health cost is at a point in which they can reasonably take care of and you should Make sure that they get something. I mean anything as far as an increase You say well you're getting 5% well Okay, how about throwing in something else into that to make them feel good? I think your employee should feel good about their employer. I have to do that with my people and I think that's just a good thing. That's just my thoughts. Now to other business, the Confederate monument, I've asked you for years now, it's over 20 I think, since 2000, not 20, about 17. I said, first I started out with remove it. It's offensive to me. I would like for you to remove it. Then I went to no, maybe it's not. Why don't you add some more history out there since it's a historical site? Then I said, turn the water back on. You know, there was a time when only one race could drink from those fountains. And I'm'm seeing turn it on so everybody can drink from it. To this day you've done none of that. You have compromised, you haven't done anything. I think government working together for the people should at least entertain the compromise, put some other history on the square. Then one of the people who came by as I was demonstrating said to me, why don't you get if the commissioners and the judge thinks it's not a bad idea to have that Confederate monument there, offer the time for them to come and take a picture with you under it, or picture by themselves under it so that it can be photographed with them and then let you use that photograph to say this is what your county government believes is the right thing to do for our county. Thank you. Let's go first to item 3a which is approval of proclaiming Denton County a purple heart county. You have a special guest with us this morning. We have John Lunkhurst who's the military of purple heart commander. If you would come on up to the microphone please. I'm going to read the resolution and then we'll call a new sir. This is a proclamation whereas the people of the county of Denton have great admiration and the utmost gratitude for all the men and women who have selfishly served their country in this community in the armed forces. Whereas the Purple Heart is the oldest military decoration in present use and was initially created as the badge of military merit by George Washington in 1782. And whereas the Purple Heart was the first American Service Award or decoration made available to the common soldier and is specifically awarded to members of the United States Armed Forces who have been rooted or paid the ultimate sacrifice in combat with a declared enemy of the United States of America. And whereas the contributions and sacrifices of the men and women from Dentland County, Texas, who served in the armed forces have been vital in maintaining the freedoms and way of life enjoyed by our citizens. And whereas many men and women in uniform have given their lives while serving the armed forces. And whereas many citizens of our community have earned the Purple Heart Medal as a result of being wounded while engaged in combat with an enemy force construed as a singularly, maritalist act of essential service. Now therefore be it resolved that the Dentland County Commission's Court hereby proclaims Dentland County Texas as a purple heart county for honoring the service and sacrifice of our nation's men and women in uniform wounded or killed by the enemy while serving to protect the freedoms enjoyed by all Americans. George, commissioners, good morning. Before you, you have the changes that we are presenting for calendar year 2018. I'm going to go one by one so it would be easier to follow. We're going in the PPO plan as all know, we have a virtual visit, copy right now. It's a $25 copy, where we are asking the court to reduce it to a $0 copy. That is a benefit for all the employees who have minor serious conditions. We can make the visual electronic interaction with the doctors at CiroCos. That is something we already have in place, but we are just charging $25. We are asking you to remove that copy. With the preventive care medication, there are several prescriptions that we are asking the court again to reduce the copay to a zero copay. These prescriptions that are listed here the intent of these prescriptions to reduce the cholesterol level. So that is a benefit for somebody who sees some maintenance medication. Effective January 2018, they will have to pay any copies. We are also announcing that the benefit plan is going to start covering 3D mammogram with a $0.00 copy. The next one is to approve to cover FICO DNA testing, which basically will replace the screening to a colonoscopy. The doctor considers that it will be okay for you to have this DNA test and will eliminate the need to have the colonoscopy. Again, this will be covered as a preventive care. So you're cooperating on both plans, H.S.A. Hyde doctor plan and the P.P.O. plan. Regarding the Hyde doctor plan, the IRS approved to increase the HSA contributions. We will go for single coverage from 3400 to 3450. Family coverage will go from 6750 to 6900. Then we have the catch up contribution of $1,000 for anyone which is five years of age and all that. The next one is the maximum out of packet protection program. Basically what this means is we have a specialty drug. Whoever it is on a specialty drug this familiar with Acreo. Acreo is the company that manages this type of prescription. What happens is some of the pharmacy companies assist the employees, assist the patient with a copay assistance. But we are asking the court is that this copy assist is not going to go towards the maximum amount of packet. In other words, we are asking that the employee, the only thing that we go to the maximum amount of packet would be what the expense the employee, the member actually has to pay. Now they know, know whatever they call the pharmacy pharmaceutical companies paying for them. It's just what the employee actually they actually out of packet from the patient. Okay. Nadi, they repel what we are asking is the patient has maintenance medication, rather than using the main order prescription, they can go to the pharmacy and get the 90-day supply at the pharmacy, rather than going through the main order prescription. The copy will be the same, nothing would be different. Then we have the next one is the Collector Alt Care Program. That is a PCSK9 injectable. And basically, the doctor thinks that you can use that. He will be approved by the doctor, and he will go through a creed as well. to agree though as well. The last one, well the one before the last one is basically if you are prescribed to have a specialty drought you will have to go through a credo to do it. There is not going to be more of the courtesy field. In other words sometimes employees will go to the pharmacy and say, I need this prescription today. Well, and they will give them a cortacy briefing. They are going to eliminate that. Now, we have to go to a credo. It's not going to mean that the employees are not going to get the medication, which means that it's not going to be a court decision. Last but not least, this is just to confirm that employees who choose to use a non-EPA in pharmacy will pay the $10 penalty, which will no go to work at a packet of funds. With that, that's the only changes we have for the benefit plans for nature. I don't know, you have any questions? Members, do we have questions? I think we did a good job of increasing percentage wise the employee was contribution from what 16 to 14 percent. So we're carrying a much larger load and you've got to have the employees contribute but they're paying a smaller percentage which I think is positive. Even though the premium is arising. Two weeks ago, I'm sorry, I provide the call with this summary of the full-time rates. The call approved these rates two weeks ago, but I just wanted to have it as a reference. Sure. So we can talk about the part-time rates. Basically, the part-time rates are half of what the full-time employees pay. Right now, we have five part-time employees that take our insurance plan. So we are asking the court to continue with the same premium shared that we have currently which is 50-50. Employees for pay 50%, the county pays 50%. We are also asking the court to approve the code of rates. Basically, the former employees paid the food percentage plus 2% administrative cost. We are doing the same thing we have done in previous years. The dental division rates, those are paid 100% by the employee. There is no increase in the division of dental rates for premiums for this year. So we are asking the court to approve. The only vendor rate that is changing for next year is the stop-loss carrier. The premium went from $38.97 to $40.92. It's an increase of $1.95. We are asking the court to approve those rights as presented. Thank you. Are there questions from members recorded? I want to make an emphasis on the fact that the rates that we are presented for senior supplement plants, they include the ACA insurance fees. At this time, we don't know the federal government is going to remove that fee or not, but I would think that if we approve the higher rate and if the federal government reduces that fee, we can come back to the court and ask for a new approval or we can use directly charged in all the rates. We only are asking for the senior supplement The Medicare rates are said by Medicare Right or the questions are coming so What did we propose a raise for the retirees? Is there a raise proposed for the retirees? in their medical premiums, but we didn't give them a raise. So kind of an essence that they were depending on that. That's a pay cat. We didn't, we do not tend to increase the color for retirees, which is the race, because we would really have a big impact on the financial numbers. We, I think we did it for a few years, we did it last year, but in 2009 2009 we did it like four years in a row and it gave us a really big impact. I think the financials will be affected the way that we will pay increases drastically. So we are trying to do it like maybe every three, two, three years. To do a cola or a colo. For the retirees. I just saw a couple of them just doing the math. It was between, I just got in my mind average 15% but somewhere like 11% percent for the retirees depending on whether it's the under 65 retirees or the others I just brought that up because anticipate some phone call. Oh no I'm'm not retiring. But no, I mean I know. Why are you looking over here here? No, I'm just having a lot of friends who, you know, I'm not even so working with the Sheriff's Department and stuff. And they all got my cell phone number. And I know one in particular you used to work for me. Who was the director of planning who's probably going to call me. The very insurance especially for under 65. It's very expensive. That is why FGS5 we created the tier. So it will be counted. We take on more of the percentage of the insurance premium. But yeah. That's going to be tough for Bobby since she was a commissioner since she was like 12 Senior supplement plans Even though they have increased I mean those rates It is my belief that those rates are pretty good being for retirees But I agree the the the the insurance for retirees under the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the the that was roughly 15 and some of the other ones, like a lot smaller and some of the other ones are bigger. But I just thought we'd need to be well informed consumers before we make those decisions, knowing that some people will probably be happy with us and some people probably not. It's just not their quality. The Tari benefits is one of the things I sell the fellows who come work for us at Rone Bridge and some of the people I know who work at the bottom line jobs at the jail. And if they're going to invest that kind of time in working for us, they only want to take care of them after they work for us in my opinion. Specifically, the legislation would amend the Texas Constitution to provide that it law enacted by the legislature on or after January 1, 2018 that requires the city to establish, expand or modify a duty or activity that requires the expenditure of funds is not effective until the legislature appropriates funds for the payment or reimbursement of a cost incurred for complying with the requirement.
