Witnessed. Detroit. Good morning, sir. You have three minutes. Good morning, judge. Good morning, commissioners. My name is with your deeter economic 27 year resident of Denton County. I'd like to again address the status of the Confederate memorial. The first time I was here I spoke about the importance of the county thinking strategically and about how the statue will attract racist elements to our town. About a month ago I shared my own family's history with Confederacy and how I do not see that this type of monument honors them in any way. Today I want to address another aspect of the issue that I do not believe gets enough attention. That is the issue of respect. Not respect for the leaders of the rebellion or the soldiers who died on those bloody fields. Not respect for the white descendants of those southerners. I'm talking about respect for the African-American southerners and their ancestors. While our forefathers were busy trying desperately to parse what the war meant so the set of slavery would not stain the memory of their grandfather's, the black people of this county and others across the south were dealing with a different and altogether terrified reality. Handed down to the generations of white southerners, our old photographs of proud men and grey and other tangible items where we can connect with the past. Handed down through generations of African-American families are painful memories. Stories of their forefathers murdered, their homes burned, and always, always the understanding that justice would not be theirs. That's why this monument and hundreds of like it were placed on that courthouse long, as a reminder, even today, that justice was for some and not all. I ask that when you deliberate over this issue, that you take the time to empathize with our African-American neighbors, that you try to feel what they feel when they look on the monument. Not the pride of an ancestor in Butternuth and Grey had ain't off the war, but the painful scars their ancestor suffered through the Jim Crow era and how that history affects their lives even today. I just moved in recently to attend UNT and I'd like to respond to some comments made that I found the stressing during the last democracy is and we're not, but you live in a represent democracy or direct democracy. But this is democracy either way and in a free elected democracy be the electorates are allowed to come up to our elected officials to discuss our thoughts in our opinions and the issues that are concerning to us. Not as the tone of the comet seems to imply, or we just elect our officials, and then you just go off to do whatever will be ignoring you. As selected officials, you have a duty and responsibility to hear our thoughts, our opinions on the issues that matter to us, and can make decisions that we can't, in fact, things that we can't, in fact, things that we can't in a direct way. Unlike what the comments seem to imply, or we should be thankful that you let as many of five of us speak on the agenda, item 13B on that meeting, we shouldn't have to be thankful for you for doing your job in hearing our voices on issues that are charged and controversial. I've been coming to these meetings for a couple of months now. In every meeting, we always salute the flag. We say a pledge of allegiance. And I wonder how many times we take those words to core. Or do we just parodom, you know, we just say them like parrots. It says, one nation under God, indivisible with liberty and justice for all. When I look at the, consider the Confederate soldier, he was not fighting for one nation under God. He was going to divide this nation. When I look at the words with liberty and justice for all, he was not thinking of minorities. He was not thinking about others other than the white community and actually those were probably the rich the rich people not so much the poor whites either So it bothers me that we have these quote we talk about core values These are our core values. This is what makes us Americans yet we hold on To the Confederate soldier that actually fought against our core values. And then we wonder, we pray to God. We say, God, bring us peace. Bring us, give us this. Give us that. Well, it's not going to happen if we ourselves don't change. We have to believe in liberty for all, in justice for all. Just getting out here and praying every Tuesday doesn't, and we don't change ourselves, it's not going to make our country, this country better. We see what's happening throughout the United States. People are being killed. Why? Our values have changed completely completely and that includes us So if we want to see a better nation we need to take Understand the core values that that made this country and that is Liberty and justice for all Thank you members for all. I want to talk about this committee and this is what I'm alluding to. These two pictures right here, trouble me quite a bit. One, because it's the church, and I've been dealing with the church for many, many years. And the other is, this is a motion that I understand, and I think all the rest of you do too. This is raw emotion. This is just hurt, especially when you see the kids who are killed in that situation. And audiences, this is where I'm showing the emotion. The emotion, just raw emotion, hugging someone and just feeling awful. And then the church picture. Just what my God told me today. Whatever you do in this committee, I don't want anything to happen as going to start to keep us separate. He said get us together. Get us together. So I'm entering that in that committee with that in mind. Now some of said your religion is kind of weird. You on one hand you will say get us together in the next minute you come and lash it out at everybody. I'm not going to whip out. I'm telling you, coming together is not going to be whipping out. But it's going to be, tell me what to do. Who do I show love to and that's how I'm going to operate on that committee. And from this point on, I'm still going to be out there demonstrating, that doesn't mean don't demonstrate. It's to be nice to one another. Just say what you say. Don't try to trip people in a walk by and things like that. So let me just tell you about this committee. You have an opportunity, and I am not going to tell you how to do it. That's on you. You're going to have to deal with the same God I deal with, I think. You have an opportunity to make history. Think long and hard about who you put on the committee. You got to think about that. You are charged with that. Get it together. You can either do it like I wanted to do and stack the thing with whom I wanted to be on there. For the purpose that I want it, or you think real hard about it and you say this person will bring us together. You decide that. Secondly, think about the charge. Tell what do you want to be advised of, hopefully, that you have taken advice and then listen to it and then make a decision based on what you, the information you're given. So you've got to make the charge, you've got to say committee, we want you to do this. Mr. Houdspeth, we adopted that last week. What? We adopted our charge to the committee last week. Well, I'm lost in. What, tell me what the charge is. Because I got that paper. You didn't come up. You didn't say that. Yeah. Ron did. Yeah. The charge. Yeah, that was we basically guidelines. The mission statement that what we wanted to do is scope of what the committee would do. We labeled it guidelines. Yeah, that was kind of our direction to the committee. Okay, I need to get the copy if you need it. Would you please? Yes, thank you. That's fine. All right, well, then the work is continuing on. You are going to now say who's going to be on it. Now, as I say, that's on you. All right, my charges bring us together. Bring us together. Thank you. My charges bring us together bring us together. Thank you. Yes, go ahead then. I think your microphone's on. Yeah, I handed you one Mr. Hutsmith in the hallway, the one that was passed. And let me give you a little bit of background on that particular one because it looks like some others are going to speak to that. We're in a somewhat of a no-win situation up here. Anything that we might put down on a piece of paper is totally under a lot of scrutiny. I read the charge if you would if that's what you're calling it in the committee guidelines that the City of Dallas put in place for their ad hoc advisory committee that they put together and still have together. And they address every symbol of the Confederacy within their city. And they give open direction to that committee on how, not how to address it, but to come to a conclusion on what to do with it. And if you read through that document, it is very, very tight to where they control the outcome. And rather than the committee controlling the outcome, I felt, as well as in conversation with the rest of the commissioners court individually, I felt that by us, and all of us agree that by us laying down a lot of guidelines that we in essence are telling you what conclusion to come to. And by no means do we want that to be the case. And so the guidelines are there to basically say this is what you need to consider. Whether you agree with those guidelines or not, those are the ones that we agree to. Now the committee may get together and the committee may expand those guidelines. That's at the discretion of the committee. And the committee may be at a position to where they want to recommend certain things. But I believe too much verbiage, too much direction from this commissioners court will end to end come back and bite us. Because it... You determine something? Yeah. I mean, again, it's a no-win situation. And so you may say, well, that's not a direction you're giving us on one hand. And on the other hand, wait a minute, you gave us too much direction, and you're trying to control the committee. And so by what we passed last week was somewhat a compromise for the committee to give its own direction and little guidelines on how to form that and what we are looking for as far as the preservation of that statue and then listening to you guys on what your suggestion is going to be back to us. And Ron, you did a great job with those guidelines because if you just give a committee without any kind of boundaries or stuff, we'd wind up with a recommendation on how to find the county jail as opposed to, and we don't want people running far afield. We want them to stay pretty. But again, it's a no-one situation for us. I mean, it is. I mean, we put guidelines together. You criticize. You might criticize that we, it's, didn't go far enough. We go back and look in depth in those guidelines, and we start putting do's and don'ts in that guideline. And then we get criticized for giving direction to the committee for a pred-determined outcome. So, let the committee look at the basic guidelines of what's going on. Let the committee have somewhat of a determination on a direction they want to go. That's why you put a committee together and give some guidelines that have to be in there, for instance, we gave a guideline that you need to be aware that this is a historical artifact. And as a historical artifact, there are rules based upon the certification from those historical societies that have given them that designation on what you can or what you cannot do. Not us, but them. And so... The final, I believe the final discussion was to let the committee decide who they wanted to share that. And I had given you one and I think I gave you Jessica, didn't I give you one of those? But you heard it yet. You heard it, didn't you? I know you will, but what I'm trying to do is clarify it for you, sir. And. Just for clarification purposes, I'm not sure that it could be heard. The question was who was going to chair the committee. And last week the determination was made by this body to chair the committee. And last week, the determination was made by this body to let the committee decide who they'd like to be chair. The newspaper misquoted it. The newspaper quoted that we were going to point, and that's not the case. It's not accurate. Great. OK, let's, Bryce Goodman. Jack Sucke, you want to go next? Okay. So I think there is a little bit of confusion here about the committee and what's going to happen in guidelines. And I think I can answer that pretty simply because what was discussed last time and what you all voted on was to adopt those guidelines as a skeleton that would be further discussed and fine tuned. It was very... No. I'm sorry. I don't mean to do it. Every time you interrupt someone you say I'm sorry I don't mean to, but you do it anyway, but go ahead. What was voted on last time was you all agreed with the stipulation that things could be added and adjusted and would be further discussed. And let me That's why there's a confusion. Members of this, or members of this commission is that you're understanding that the guidelines that we approved last week are guidelines that we issue to the committee if the committee wants to add to or take away from those guidelines that they can do that not take away from but add to those guidelines as everybody. That was my intent. I mean it would be discussed more. And that it would be discussed more. I believe a couple of you said you would like to see a little more revision. Right. I'm just saying the reason people seem to be confused. I think we all expected to come here and hear a little more discussion this morning. Really, this item is to appoint people to the committee. Correct. That's right. In discussion. If you have some remains to the appointments, I'd love to hear it. It's just hard to know when to speak. So you guys just let me know when it's my turn to speak. You want advice on interpretation of history? Do you want advice on how to act on the monument? What to do on the monument? What options are available? What are you asking for advice on? If no matter what the committee comes back with, you're the ones who make the ultimate decisions Then you need to provide some guidance on what it is you're asking for advice on so that people know I Refuse to do that. I know you do because you don't want to be held accountable. I'm sorry It's hard, but this is what you sign up for when you become an elected official. That's wrong. Hey Ron. I heard the words starting point several times last week. This is the kind of thing that happens. That would like to hear some germane testimony to regarding the appointments we've made. All of the above Okay, so you want them to give you historical advice or their interpretation and You're wanting that committee to make recommendations on one of these options These are basically the options to be considered then. They're not their guidelines, not options to consider. For instance, you have it in front of you. Right here. Use historical resources provided by the county and other authoritative material to That's to me that's a that's a verb to determine the correct historical record and context of the Confederate soldier memorial. So you've appointed two people, one of which is Mike Cochran, who the first public comment he makes to the news is, oh he's ecstatic to be on the committee because it involves his two favorite things, history and controversy. So here's why I'm a little confused. I thought we were trying to dispel controversy and we're trying to answer questions about historical accuracy and in your saying that this is what you expect of the committee you want them to talk about preserving the monument and reviewing the physical condition of the memorial. Okay, so the synthesis of your comment, you don't like my Cochrane being on the committee. I've never met my Cochrane. I don't know. You have an additional commentary other than you don't like my Cochrane. I didn't say I don't like my Cochrane. I said I've never met Mike Cochrane. What I'm saying is it makes me incredibly uncomfortable to see that the first person that's made a public comment that's been appointed to this committee has said that one of their favorite things is controversy. When we're supposed to be putting people on this committee, they're supposed to help dissolve. So I like Cochrane to be very, very interested in history. Yeah, very knowledgeable. And he's not afraid to take on controversy with accurate historical context. Actually, he's posted a lot of inaccurate history. So I guess that comes back to, are we just picking people who interpret history the way that we interpret history to give us advice? Or are we picking people who are bona the way that we interpret history to give us advice or we picking people who are bona fide certified historians because we happen to have a lot of those here in Denton. Well we also have a wonderful resource in the University professor who said he doesn't want to be on the committee. He doesn't have time to be on the committee but he has made himself available to the committee as a resource which I very much appreciate. An advisor to the advisory committee they would like to and I understand that Mike Cochran would like to talk to him. Who else has been proffered? I'm sorry. Who else has been proffered as a committee member? Mike Cochran and Willie? That's the only two people that have been appointed at this time. There's a lot of comments other than Mr. Cochran. I mean you would be good. I think there's like- Do you have comments other than Mr. Cochran? I mean, you wouldn't be- Yeah, I am curious. I think that Willie- Mr. Hudson's appointment. Yes. Okay. So anyway, what I want to put out there is along the same lines as what Jessica mentioned, please think very, very carefully about this committee. Already, there have been comments, unfortunate comments by one of the appointees about this being a national hysteria, calling people names who are seeking to see the lost cause replaced by, I mean, you have to not want to know what happened, both during Jim Crow and during the prior era of slavery. You have to actually not want to know in order to not know. It's so easy to find. The articles of succession are easy to find. The history of Jim Crow is easy to find. The history of African Americans in this country during the First World War and the efforts towards civil rights that were being made. The history of the KKK, all of this is easy to find. The material that has been denied for so many years is in the courts archives has been found there. It's just easy to find. So please use people on the committee who are looking to find this and looking to correct this record, looking to my message to you all from the very, very beginning has been one of preservation. This monument must be preserved if it's left status quo. You know, over time, we've already had crazies coming in from wherever, you know, a public zendanger by wanting to call attention to its inappropriateness there. The monument itself is in danger as has been shown by certain behaviors in last eight years. The wrong people, if anything happens again, will be blamed. All kind of mess. So my message to you all from the very beginning is move it to preserve it. Get the water. It's coming up on its hundredth anniversary. How about spend some money get the water fountain going? Excuse me. And then move it. Excuse me. But the post of the agenda item is the finance. It's the committee's apartment. So, you know, these kinds of considerations, the sort of thing. I'm not sure if a budget has been considered by this body that the committee would be able to look at. I'm any action will cost money. Many people that I've talked to at the community market and so forth have said things like, do what you think you need to do, but don't make it cost us a whole lot of money. Maybe a fundraising. These sorts of things need to be worked out in the charge, and I understand if you want to work on the committee's charge with the committee once it's formed, but there will be an adjustment and a fleshing out of the skeletal document that you have made so far. Just because right, people are confused what's happening there, what will make people want to serve on this committee? What would make me want to serve on this committee? What would make me want to serve on this committee? What would make Willie want to serve on it? What is making Mike want to serve on it? Please examine that. What makes you want certain people to serve on it? And also, then it comes down to this, is when it comes to historians, what one wants as a teacher, particularly on the university level, is for your students to surpass you, to take what you found and find more, not to save your reputation by trying to damage theirs. So please be careful about that as well. Early you're not suggesting that. So far that has been happening actually. You're saying we're damaging others to save our lives? No I'm saying that certain historians have been claiming to know things that they really don't. And that younger historians are actually doing the digging and coming up with the primary sources. There's a lot of that going around. Hmm? I think there's a lot of that going around where people are saying stuff that they don't know about. I want to say that I'm very disappointed in the comments made by the speakers this morning after I expressed comments on behalf of the Corps and the Corps to agree that we would try to lay down arms and unite and work together and y'all have been nothing but nitpicking and fault finding from the very beginning of this process. I'm talking, I'm talking, I'm talking judge. You're out of order, you be quiet or you leave. They can't handle the truth. They can't handle the truth. But you are an important part of the appointees. To belittle the appointees and decision-making process every step of the way is not operating in good faith. And that's all I have to say on the process. I will say this that when I have shared material, I've been called names. I've been called names. When I've been sharing the material that has been found, that changes, that changes what you have to see about this monument. That changes what you have to know about Denton's history. Close the doors, I do not care to hear her voice in the hall. But what is, so how does this relate to our pointies? I'm asking you to be a little more careful than has happened so far. OK. I think in some ways, I think consultation with Willie would be a really good idea. Don't offend Willie in the choice of appointees. Yes, may'am. Let me tell you what we've done, the process that we've done for those of us that have come up with the names of people. When we've put together any ad hoc committee or any committee that we have that may be a standing committee or an ad hoc committee, we basically have them, like we said last week, go online or we'll send you applications. And then there's also a conflict of interest form that you fill out and all that. And so that's one form of Betty. The two people that I am going to proper today, I have gone in conversation with them and I believe, now don't we do it, I believe I have in essence shared the guidelines and got an agreement from them that they could live under those guidelines before they agreed to serve on the committee. And so it's just not like us pulling somebody out of the air because we think that they believed the way we did. In fact, those two people that I'm going to recommend to the commissioners court to appoint, I have had no in-depth conversation with them about what I feel about that. That's good, I like that. The same thing with me, Ron. I basically kind of decided I wouldn't gonna point anybody who wanted to be on it. And I had one fella because I was looking for a geographical diversity, right? But I think some of the people are confused. This is not a city of dent issues. This is a county-wide issue. I had one fella who I thought who was retired, you know, had a good open mind about stuff. But after I had nominated him, he said, I read the paper and there's no way I want to do it anymore. To me one of the qualifications, everybody who sent me emails saying they wanted to do it, I was like I don't know if I want them because they've got an agenda. I wanted people who are open minded, willing to take information and make a good unbiased decision like you run. Everybody that I talked to that I picked and that I'm going to proper today Didn't ask to be on the committee, but I thought they would have a special something to contribute. I have one that didn't ask and I have one that did ask One from my geographical area and one then one that has been here many times For me the thing that has that really is painful is that This body could have handled this, and maybe still could, but it's becoming so, that it could have made this a celebratory act. Could have said, we are going to move it, and we're gonna do this in a way that respects everyone. How do you make it celebratory? Because it's coming up on a 100th anniversary. When people come in angry, that's when you make it celebratory? Because it's coming up on a hundredth anniversary. When people come in angry that's when you make it celebratory. Here's a picture that I had. I think that's kind of contradictory. The anger comes from this not happening for so long. But here's the picture that I envisioned. I envisioned you all saying yes we see that you know there's history that we've been in denial. Not ourselves necessarily but maybe, but the city itself, the county, the area. We're not gonna deny it anymore. We're going to do one of two things. We're going to celebrate the 100th anniversary by getting the Fountains running and having the public here and educating the public around a series of events about the fact that we're gonna move it to preserve it. Or we move it indoors, get the fountains running, and have the celebratory event two in one. And end this, end this, end this possibility that somebody, you know, whatever, end the possibility that, you know, damage can occur, end the possibility that people will hurt each other over it, end it. And, you know, have a committee that helps you figure out how to do that cost effectively. Absolutely and I have one more comment. Yes. Based upon what you just said if you've been paying attention to the news the City of Dallas is now regretting the reaction that they did so quickly on removing some of the statues, primarily the Robert E. Lee statue, and that the committee as well as the City Council now are having, I'm not going to say regress, but they're having concerns about they overreacted to But they're having concerns about they overreacted to the hysteria that was going on because of Charlottesville. And that they are in a quandary now what to do with those relics that they tore down so quickly. That's understandable. That's a beautiful statue. Listen, I grew up around that statue. As a work of art, it's a beautiful piece. Yeah, and near Turtle Creek. And so, I understand about the celebratory, as hard words say, excuse me, direction that you have. But I think that after the committee meets, after we all come to consensus, we can do the exact same thing. And here's the thing, the P.A. TA, when I was coming of age and starting my artistic career, somebody took a sledgehammer to it. Okay? And it's now indoors at the Vatican, where it is safe, people can still visit it. That became part of its history. You know, and on some level for some people, for some of us, it's and still visit it, that became part of its history. And on some level for some people, for some of us, it's unfortunate perhaps that it's not outdoors anymore, but it's safe. And same with the least at you in Dallas, they made the right decision. They may be regretting some of the fallout because they had to do it in a time frame, whatnot. But I'm suggesting that, I know there's been a lot of sarcasm and this and that back and forth, But I'm suggesting that, you know, I know there's been a lot of sarcasm and this and that back and forth, but I'm suggesting that in some ways, yes, the committee is a committee to advise you on how to do it, how to do it less expensive, how to do it in a way that's respectful of the constituency that Mr. Coleman identifies with, the constituency that, Mr. Coleman identifies with, the constituency that, this mismissile identifies the constituency that all of us identify with, but in which nothing that is true is left out, and nothing that is false is left in. So lost cause gone, suffering of poor whites in the enormous suffering of the African-American community very much in. If the fountains are turned on outside, African-Americans in the front of the line, wherever they're standing, you move up. You go first. This kind of make a change. And I said, how is going to do one more thing. But something that is really bothered me. Maybe you can answer that and maybe Mr. Huspick could answer that. Who is the Black community? Gone. They would driven out during the Great Migration. No. There are new Black families that live all through the city of Denton, all through the city of Denton County. Where the city of Denton, I mean all of Denton County. Where are they in this controversy? And I say controversy but when two sides are arguing and budding heads on certain things, where are they on this issue? And there are likely diversas, everybody else is it? Yeah, please, please. I can tell you, they feel mostly just like I do. They don't care about the statute one way or the other. But there are a lot of people who would like that statute removed, black people want it removed. But they know it won't do any good to come down here because you're not going to remove it. That's where they go. Yeah, and it's a sore point, right? And people, you know, there's been a range in talking with people, you know, the younger, you know, just, and it's a weird thing to go up to people, you know, that you sort of know or don't know and just sort of start that conversation. That's kind of, kind of, kind of push group that's been discussing it with Willie, you know, can't come during this hour because they're working to feel very strongly that it should move. Long time residents here 40 years are like, that's, moving it or leaving it isn't going to enhance my life one bit, you know. And then there's also, you know, sorry to use the name, but Mr. Crackin is wrong about the KKK and daughter of the Confederacy and I'm going to say something about it and I've been on the City Council too and you know there are a very wide range of opinions at least in the small conversations that I've had but we drove out the community that should have had a chance to vote on this in first place. I'm glad you're here to say that you'd rather have a celebration. A celebration but not a small. Let me finish because I've listened patiently. Because frankly, I've been here and I watched the videos and I've been here. And I think, you know, Mr. Hutzbeth has come angry. Sometimes he's been kind. Sometimes he's been, you know, complimentary. Sometimes he hasn't. But Miss Lane, I think it's very disingenuous of you to say that you've come here in the past and been kind and sought peace. I think you can say that if you like. Well, of course I can just like you can now. But the problem is is that I don't think it's, it may be the fact that you're used to teaching people and having them only listen to your opinion. No, no, no, that's not the fact of teaching. But what it is, is that. That's not how teaching works. One of the good times, please. But I think it's disingenuous for people to come. I think a lot of the controversies people are upset about Trump, people are angry about the current state of politics. They're here because nothing attracts a crowd like another crowd. I'm going to appoint people who I think have independent opinions that are coming here unbiased, have good history to be able to make a good decision. And I'd like to cut off discussion, and let's just move forward. I'm willing to prop- One final comment if you'll allow it. Those of us who've been standing at the monument on Sundays have been doing active piecemaking. People come up with weapons and yelling scream at us, and we end up hugging them and talking to them and being very nice to them. Oftentimes- we can argue about facts we can argue about opinion. In the past, we're sending some of our best to the police academy to get their peace officer certifications. What we have found since we've been here is that some of our brother and sister agencies have been recruiting my people as soon as they get out of the academy. They're high surprise, surprise. Right, and there was a contract in place that had them pay for the time they are the training, which basically was about $1,500, which agencies would gladly pay for them to get our people. So what we've done is we've gone into, we wanna make sure that we're keeping our best and brightest and that we're, if we're gonna pay for the training, if we're gonna see that they become peace officers, we want them to serve the county. So we've structured a, basically a four year commitment from them where if they leave during the first year they owe us 75% of their entire salary. If they leave in the second year it's 50% a third year 25% and these agencies aren't so willing to give us 18, 19, 20,000 dollars and we get to, plus we get to see who really wants to work for this agency who really wants to go to the academy and serve the Academy. We're trying to retain our good folks. If they just decide to quit, or they choice that, or just if they go to another agency. If they go to another agency, and go to work for them, since we paid for their training, and we've had to pay overtime to cover their shifts to pay for their training that we felt like that you know make a commitment to our agency that that was necessary and we got over with with legal and everything to make sure these things are proper and people who sign on that dotted line are committed to us and we appreciate them as well.
