On the next slide, I pledge allegiance to the Greek practice, one state under God, one individual. Good morning, everyone. Um, we're going to first go to item 3a on the agenda. This is approval of a resolution recognizing Donna Holland's retirement. Is Donna here? With received word, she was going to come. Let's hold that and go to Fran Middletons. Fran, come on up, please. 3b is approval of a resolution recognizing Fran Middletons retirement and I've asked Commissioner Eads to read the resolution. Good morning Fran. Thanks for being here. Morning. All right, this is a resolution. Give my mic on. Can you hear that? Okay. Honoring Fran Middleton for 25 years of service to Ditton County. The Ditton County Commissioner's Court Ditton County, Texas during a regular session on the 19th day of December 2017, considered the following resolution. Whereas Fran Middleton began her career with the Dittany County Criminal District Attorney's Office on May 26, 1992 as a felony file clerk. Fran will retire on December 31, 2017 after 25 years of dedicated service with Dittany County. And whereas as a result of Fran's diligent work ethic, professional integrity and demonstrated ability, she was promoted to the newly created role of Office Administrator on October 1st, 2001. And whereas Fran keeps the office running smoothly, among many other tasks, she keeps our budget balanced and office supply stock removes even the smallest paper jam from the copy machines and most importantly ensures the department gets paid with her biweekly chronos emails. And whereas Fran's role in the DA's office is incomparable to all others. It is a rare day when you do not hear someone in the office say, go ask Fran, she knows. It is certainly the phrase, quote, I wish Fran were here, she will know, will be uttered for many years to come. And whereas Fran's dedication and devotion to the District Attorney's Office and the citizens of Dittany County is greatly appreciated and we wish her well in her retirement and the opportunity to spend more time with her farm and her family. Now therefore, it resolved the Ditton County Commissioner's Court. Ditton County, Texas, does herebyxtend to Fran, Middleton, Arson, Sear, and Grateful Appreciation for her dedicated service to Ditton County. We congratulate Fran on her well earned retirement and extend our best wishes to her for continued success, happiness and good health in the years to come. Okay, I had heard that Donna Holland was gonna be here if she shows up somebody please let me know. Okay, I Have item one is for public input for items not listed on the agenda I have item one is for public input for items not listed on the agenda. There's any member of the public that would like to address commissioners court. We ask that you please complete a public comment form. I want to remind everyone please turn off cell phones, pages and electronic device that might be disruptive. I have two public comment forms. Will you put item 13A? Do you want to wait for that? Okay. And Alfred Sanchez, you didn't say which agenda do you want to wait for that? Okay. And Alfred Sanchez, you didn't say which agenda item you wish to speak on. Do you want to do in the public comment? Good morning, sir. You've got three minutes. got three minutes. I'm not sure that microphone is on. Is there a little red light on? No. Now it is. I can hear it. Okay, go ahead. Now it is. Okay. I'm going to talk about the daughters of the Confederacy. The daughters were devoted to a lost cause, reading of history. Like many of the former Confederacy, they grasped for an narrative that has signed dignity to the Southern Antibellum tradition while dedicating, integrating the reality of the defeat and submission to the modern industrial direction of the larger United States. In this light, they begin to talk of the nobility of their culture, the unmatched, or both heroic, valor of their outnumbered and outgun warriors, states, rights, and heritage, all while wordlessly preserving a society that had no interest in integrating or elevating the millions of free slaves. And I think we forget a lot of times we talk about the daughters of the Confederacy and we talk about that statue out there but they had one thinking in they had one direction that they wanted to do and that was to elevate the Confederacy and to not give any respect to the millions of black people that had been freed. So I think when we look at that statue out there, we need to understand under what conditions and why it was put up there. Thank you. Okay, members, item two is the consent agenda. Are there items on the consent agenda? We need to have some discussion on it. Or do you have a motion? Motion by Commissioner Mitchell. Seconded by Commissioner Marchand. Didn't need to be here, but thank you. Good to see you. Hugh, let's go ahead and do three C, which is approval resolution recognizing the, uh, Dr. Ben Biel's retirement. Thank you. This is a resolution honoring Benjamin Biel for eight years of service to Denton County. The Denton County Commission was court during a regular session on the 19th of December, 2017, considered the following. was court during a regular session on the 19th of December 2017, considered the following. Whereas Dr. Beale, Health Authority, will retire on December 31, 2017, after eight years of service to Denton County, and whereas Ben started as a primary care physician, and through compassionate care leadership and dedication, was promoted to the Health Authority. And whereas Ben has distinguished himself with through his integrity, kind treatment, and professional practice in health care for any and all the patients, student services within the Denton County Health Department. And whereas he provided advice, counsel, and insight in cases of infectious disease, like West Nile virus, Ebola, and other countless clinical practice questions during this knowledge and experience being used and whereas his medical career began with graduation from medical school in 1962, wow, that was five years to be born. And his career spent five and a half decades, including private academic and corporate medicine. And whereas Ben is well respected for his wise counsel knowledge and exceptional commitment, his sense of humor and kindness are appreciated by everyone, both patients and staff, and he will be sorely missed. Now therefore be it resolved that the Denton County Commissioner's Court does hereby extend to Mr. Dr. Beall, our sincere and grateful appreciation for his dedicated service to Denton County. Good morning. Thank you for being here. Glad you made it safely. Good morning, Judge, commissioners, distinguished guests here, Mr. Hutzbeth, fellow committee member. There are seven items I'd like to communicate to you today regarding the County Confederate Memorial Advisory Committee. I felt that there were some difficulty in driving the car a little bit. And so we laid out a few affirmations for folks to kind of establish how we were going to continue to operate. We were going to seek first to understand and then be understood. And then we let everyone know that we've valued all of the perspectives that were in the room, the opinions. And we wanted everyone to feel honored that they would have been placed here together to complete a very difficult task. I did remind everyone, however, that even though I appreciate all their comments, I was going to be driving the train and we're going to get to a destination. I feel your pain. I feel your pain. Thank you. Thank you. The approach that we're taking is to seek for information that we do not have rather than just listening to a lot of folk where we're mainly going to focus on what we don't have. Let's see, we made a couple of statements about the obvious that slavery was not good then, it's not good now and none of the people in the room would ever want to be slaves, that none of us that want our family and loved ones to be slaves, that there were innumerable wrongs done during the period of slavery and as a nation we are still struggling with the aftermath of slavery, so we should never express anger at one another because no one in the room was responsible for that. So, even though it's an emotional topic, we just have to remember these things. And then after this we had a very wonderful presentation by Dr. excuse me. Mike Campbell, Dr. Campbell is a history professor at UNT whose point of emphasis or focus is the Civil War era. So he gave us some insights about his family came from, they were slaveholders. His family were slaveholders. He went to the University of Virginia and he was basically indoctrinated in all the things that go on there. And he's been teaching history for 51 years, and he basically said that he does not agree with the institution of slavery or that period of history. It was wrong, and there's no way you could ever justify it. And he did say, however, that he was not a proponent of removing monuments. But he would instead recommend that an additional monument be erected on the north side in honor of African Americans that had an impact in the county. Let's see item number four, we took a vote about the survey and the vote was no survey. So we decided that we would take that off the agenda. Item number five, we had a public forum and it started at 7, excuse me, started at 6 and was over about 7, 15. We had about 35 speakers and I was particularly impressed with the decorum of all the speakers. Everyone was very careful, well prepared with their speeches and their positions. We did have a variety of positions. We had some folks who were descendants of the Confederate soldiers and they gave their opinion. You had some who, excuse me, they gave opinions to keep the statute. Then we had some other descendants who were of the Confederate soldiers who said, remove the statute. And then we had, I just felt a very, very good conversation. We paid $300 for it to be videotaped and it isn't available and we will send you the link so that you'll be able to you already got it So that you can Apprise yourselves of the conversation Let's see that was item number five number six We'll have another public forum on January the 11th, another Thursday, same time, same place. And let me see. I think other than that, that was the summary of the... Oh oh yes, excuse me. And I also did an outline of what things we'd like to cover in each of the subsequent meetings. So we went over that and we're gonna vote on it in our meeting on Thursday, with a recommendation coming to you either the end of January or the first Thursday in February. So that is my report. Thank you, sir. Well, there's certainly to be commended that it sounds like you're doing great work. I'm glad it's going so well. Well, we have a bunch of great people with great minds and I believe we'll come up with a good decision. Great. Kevin Carr here today. Great. Thank you. Kevin Kaur here today. He's not here. I want to make sure that the county, Bobby Aronathy, please see me after court about recording the January 11th meeting of the committee. And yeah, because we should be recording that. I think there was a family illness or something that prevented that from happening. Okay. We'll see to that, see to it that that has happened. My next question is, I understand that you paid this $300 out of your own pockets. Yes ma'am. You have an accounting of who gave what? We will have an accounting on Thursday because Mr. Watt initially paid it and we've been reimbursing Mr. Watt for his expenditure. Okay, well I will take care of that expenditure. There's not right that you give of your time and your talents and then we hit your wallet too. So I will be reimbursing the $300. Thank you Judge Owen. Okay. Okay. All right. Questions from members of court? Thank you. Very close. Thank you for doing this. Thank you. Thank you. You're doing a great job. We appreciate it. Very, very much. Thank you. Thank you very much. Thank you. I have one public comment form from Mr. Willie Hutzbeth that asked to speak on this agenda item. Merry Christmas, John. Good morning, Willie. All right, George and the commissioners. How much time do I have to speak in this situation? Well, not going to limit you unless you decide to hold this here until lunchtime. So me singing a song is not that's probably not just checking just checking judge I'm just no I just wanted to know I was going to watch my time I'm not going to take probably in the three minutes maybe not I don't know this is from me not the committee it's my thoughts about what's happening and other things. I don't speak for the committee. They were very concerned about that. I said that I would make sure that everyone knew it's me. I'm speaking, not the committee. Dr. Campbell spoke and he really helped me really helped me do this one thing. I have to get over the past, not forget the past, but I have to get over it. Here's what I mean by that. Realize it happened, but then in the future make good decisions that help everybody. Remember the past and make good decisions that help everybody. Remember the past and make good decisions in the future. What's been happening to me over the 17 years and what I went through, is I remembered the past and I acted as though they were going to happen again, and so then I reacted to that. And that's what I think every individual needs to do. That's called treat everyone like you would like to be treated behavior. Remember what happened so you don't repeat it, but then try your best individually, not putting here's mine, pointing at others as to what's wrong with them and making saying to them, you get your act together. I hate it when people drive their cars and don't signal when they're going to turn. It just wears me out. Put your signal on. I'd scream at them in my car. Till today, God, of whom every is in my head said, How you like me now? My signals stop working. I don't get you. Don't figure. I'm telling you. It's so I look at cars with their pass by and they'd be talking inside their car like I was talking because this would be going like this and I thought that's exactly what we I need to stop doing just deal with good things but I don't know again working progress that will probably last for about 30 minutes okay why did the committee decide that we weren't going to do a survey. We talked in that committee meeting and we said, man, those commissioners had some good points. They said, hey, you got to make sure that it goes to the right people. You got to make sure it's the value. Correctly, you got to make sure you have the right questions. What questions are you going to answer? Oh, no, we thought, mm-hmm. Good thought, maybe. Bad idea, we're not doing that. So that's why we decided not to do that. The speaker also said to me, he just said, what's happening to people is that they look at what happened and then they won't own up to it. They won't say slavery was bad. They say they give justification as to why we ought to go in different direction. What it's saying to me is I do that same thing. I'm not going to do that anymore for at least 15 minutes. And then the then a guy said he said if I had my red brothers if I could do anything then guy said, he said, if I had my red brothers, if I could do anything, then he said what he would do. And I thought, man, that is right, that is good. So we are moving in a positive direction. And I want to add this last thing, please. When you added the women to the group, that Commissioner Coleman, you were right. That's a large group to manage. Fifteen people is a large group to manage to do anything. And I have to, my hat's off to Mr. Bain's eating. He's not a good job, but the good part about it, because you added those people, we are getting in some information and insight that we just need. We need to kick things around. We haven't made any decisions, but we're just talking about things. And the management part is to, OK, you've had your turn. Now we need to hear from this person. And you can imagine who he's telling you've had your turn. But he's right. So we all are respectful of that. And if nothing else, I'm going to come away from there with a good idea about my fellow humans. That we are, you're okay, I'm okay, we're okay. So that's good. So thank you. Willie, that's probably the most profound time that you have spent at this podium and I congratulate you. I'm serious about that. Way to go Willie. Okay. Merry Christmas, Willie. Okay. Item 13B is approval of accepting 150 artifacts donated by 13 individuals during the last half of 2017. Judent County for Historical Preservation Education and Interpretation. Cheryl will so move. Seconded by Commissioner Mitchell. On favor, please say aye. Aye. Posting a motion does carry. 13C is discussion related to the executive order for a threat of wildfire to include. Well, you know what, members, in talking to our firemoucher this morning, we really don't have to take any action on this, and it is, then the burn ban will stay in place, because we don't know how much rain we're going to get, and how much good it's going to do. And it's on the agenda again for Friday. So I do have the authority, if we get a lot of rain today, to remove the burn van, but I'm going to suggest that we take no action on 13C if that's okay if everybody AC heads nodding yes okay so be new action on 13C. And we're going to hold 13D also we need to do a little bit more work on that before we bring it back to court. So 14A is approval of the change order to agreement for construction of foundation project Woods House and Taylor cabin bid number 06172431. Between Denton County, Texas and Jeans construction LLC is recommended by the Denton County Director purchasing. We have a motion by Commissioner Eads. Seconded by Commissioner Mitchell. Motion by Commissioner Coleman. Seconded by Commissioner Marchand. All in favor, please say aye. Aye. Aye, post, please say aye. Aye. Posting. Motion carries. That's my mission motion. Seconded by Commissioner Marchant on favor, please say aye. Aye. Aye. Pacing. Motion does carry. The 15C, there'll be no action on that. We need to go back to 3A. And I've asked Commissioner Marchand to read this is a resolution recognizing Donna Hollins' retirement. All right. This is the Denton County Commissioner's Court. Denton County, Texas during a regular session of the 19th day of December of 2017, consider the Falling Resolution. Whereas Diana Holland, the Ministry of Specialist 3 has served the Denton County Pro-Bate Court for 8 years and will retire on December 31, 2017.
