Just wanted to touch base with you and let you know that, you know, drought conditions are significant right now that the rain has been little to none through this winter season and the ever since the after Christmas, when we received the hard freezes on those deep temperatures, it really took the vegetation and made it really dead or dormant and just evacuated just about any precipitation left in the vegetation. We are really a critical stage of potential for wildfires especially in the next couple of days but high winds and low humidity really contribute to the threat for the wildfire so I don't think the judge today is signed and implemented a Does that a burn ban starting today this morning and then we will revisit that it is already posted for Your you guys consideration next Tuesday to extend that beyond the seven days for the judge has authority to sign that burn ban. And so just wanted to let you court know that we're going to be entering a burn ban and then we'll revisit it at commission's court next week. Okay, thank you. Be safe out there. Motion just carry. Good morning, Mr. Mayans. Why don't we just go right over here and take that up so we're not holding you up. Let's see, this is item 13A on the agenda, which is an update by Mr. John Baines, chair of the Confederate soldier, Memorial Advisor, come here. Good morning. Good morning to the court and to all the citizens who are here this morning. If I could ask you for brief overview of what we went over last week in our committee meeting. And then talk about our final meeting this week on Thursday. Firstly, we had an African-American member of the daughters, United Daughters of the Confederacy. A comment talked to us about her experience, her being a member of the organization responsible for raising money and placing the statue there. And then we also had one of our committee members give us an idea of how she got into the United Daughters of the Confederacy. And the reason I asked her to do that was because we were having a conversation after one of the meetings and I realized that I had misjudged her that as humans we have a tendency to lump people together, either knowingly or unknowingly. And I assumed that her mother was in the United daughters of the Confederacy, her grandmother, her great-grandmother. And when she told me that she began to study her genealogy to find out a cure for one of her ill grandchildren. She somehow came across the 90 daughters of the Confederacy and best heard a join, and she did find that she had some lineage there. And the reason that was important to me, and I wanted to mention that, is that there's a lot of lumping going on right now. A lot of generalizing about a lot of lumping going on right now, a lot of generalizing about a lot of people. You know that when people protest, they're put into a category or if people say that leave things as they are, they're put into a category. And so I asked all of us to do a better job of not lumping people together, but making sure we really understand who people are and how they got to the position that they got to. So then we went on and we went around the room and we talked to each person about what bothered them about the possibility of moving the statute or replacing the statute. We went person by person to listen to the things that because there are quite a few voices in the county, says don't touch it, leave it alone. So I was trying to find out what are we what are we leaving alone? What are we not touching? So I asked some very poignant questions. I said, with moving the statue, our replacing the statue be created with desecrating the reputation of your family members. So we have that kind of conversation. So are we touching your family? With moving or removing the statue be equated with saying the white race is wrong, is that an admission of guilt? I personally, I'm still baffled as to the difficulty here. When people say leave it because of history, I'm trying to find out what the history is. I'm not quite clear yet. And then I took the members of the committee on a journey. We went to the Constitution of the United States of America and as a boy growing up in the inner city of Houston, we were taught the preamble to the Constitution. We the people of the United States of America in order to form a more perfect union to provide for the common fence, promote the general welfare for ourselves and our posterity, to hereby ordain and establish this constitution of the United States of America. In my mind, the Bible is here, and I'm not going to put the constitution that close, but it's somewhere very very high on my list, very very high, the most vulnerable of documents in the world. And the reason I mention that is because even the most vulnerable of documents has endured 27 changes. Just because the founding fathers made a very very good argument, a very good document that doesn't indicate or doesn't change the fact that sometimes changes are needed. Just a few, and then I'll move on here, the 13th Amendment to emancipate the slaves, the 15th Amendment giving the former slaves the right to vote, the 18th Amendment for limiting the sale of alcohol. The 19th Amendment, one of my favorites, allowing women the right to vote, what a change. The 24th Amendment removing the poll tax, allowing the people of color the opportunity to vote without unnecessary obstacles. He then had the committee with a rendition of what I would do for the statute which does two things. It lists all the names of those from Denton County that have given their lives. So I realize when people touch that statue, it's touching people's relatives. Similarly, it's touching my relatives and my heritage. So it's a very complicated issue. So when I made this recommendation to the committee, it was with the idea that let's start here for a conversation. If you'll notice lots of pictures, women, different people, the Koreans, the Japanese, the Americans, the whites, the blacks, the Latinos that all served in the military have a place here. At present, the one statue is only to the Confederacy. I realize we do have another memorial there. The difference, however, was that we're being a little more illustrated. But anyway, I'm not pressing the issue. This is my recommendation. This is not the committee's. I was just telling you the conversation that we're being a little more illustrator. But anyway, I'm not pressing the issue. This is my recommendation. This is not the committee. I was just telling you the conversation that we had. And so I'll move on here and I'll conclude with two items. Just a couple of stories of encouragement. And then we'll talk about the final meeting. Oh, thank you, Judge. and we'll talk about the final meeting. Oh, thank you, Judge. My dad was in the 30s and 40s, his school was burned down. And a white family in the community offered them their barn as a place for their education. For a year to almost two years my dad went to school in a barn with the horse manure and the cows and everything goes children there. And then White family took a risk because somebody burned the school, so we don't know what happened. We went on forward. My dad went to the Korea, came back, set on the back of the bus, drank from the fountains, got his bachelors, his masters, and finished all but his dissertation. And he was appointed the first African American principal of a predominantly white school in state of Texas. And he was relied upon heavily during the period of desegregation and busing. It was very, very violent in the Houston area. And 12 years ago, they honored him with a school named in his honor for his efforts. And I don't just think of him, but I think of all those that were willing to take risks for him. Yoke See and I see you died city of Houston. Iotania, on a principal, Catania on a carga, polo su estudiantes, para aprender las línguas diferentes, francés, espagnol, aleman, aponese, latino. I had a principal in Houston that had a burden for all of her students to be expanded in their abilities. So the room area, she paid out of her own pocket for us to study Spanish so that we could be expanded. As far as I know, we were the only school and elementary in our area that had that privilege. And today I read Wright's big Spanish. I traveled all over the world using it. And I thank her for her investment, her wisdom. And I'll conclude with this. I have given. Thank you. I thought about the report. All I can do is my recommendation. And I ask them to do the same. You can read that at your leisure. It's just for your reading. So I didn't come to my conclusions hastily. I took the time to evaluate a number of things and I asked all the committee members to do the same. So my expectation is that this Thursday we'll get together and we'll stay in the room until we can find consensus. And then we'll come back next week with a recommendation to the court. And once again I thank you for allowing me to participate in the process and we look forward to making it and counting the best that it can be. Well, thank you very much. Yeah. Well, once again, we want to thank you. Your next meeting, youall better bring lunch. Because I think it's going to go long. We're going to take orders. Oh, that's good. Or take a break, have lunch, and come back. We can do that too. We can do that too. Other questions and members of Quartacronis? I just wanted to ask them. Have you been getting all the emails I've insin to you? Everyone. There are voices there. Oh yes. There are voices. Yes. You know, it was interesting because I pushed to have the meeting out in Crossroads. Yes. Then to get there when it had started, but I chose to go to my daughter's eighth grade basketball game. And then immediately after that was over, I ran out there, now let Peggy Riddle go home and stuff. But you know, the one thing I noticed was much like the people who had come to the commissioners court, that it seems like there's a lot of people who don't want to engage in discussion. Instead of speaking with you, they want to speak at you. And this is from both sides. And it's funny because one of the committee members who complained about the people on the commission report, I thought kind of behaved in a very similar manner during the committee. So I think that they kind of y'all on the committee have learned what it's like to have people come and berate you without being able, you know, and you know, they could have engaged in conduct or a conversation that they didn't. I don't think it was an attempt to understand anybody. So and it was neat because I got to see some people who weren't in the normal crowd. Unfortunately, a large people of the normal people who show up and that I guess have come to every single meeting showed up, but there are some additional people from other parts of the county who showed up on either side. I hope the committee was the right solution. I'm not sure it was. When I went to that meeting, I felt tremendously bad for the members of the committee because I think some of them had lost their patience, some of them had developed the thick skins that they had claimed they had. I think they felt what it was like to you know endure that. Yeah, the receiving end. Yeah. And so I mean I think it's tough when you kind of get treated like that or have people talk edge instead of talk with you to make a good decision and you know like we've talked about Mr. Maines, I just really, really, really hope that you're able to develop a consensus. Because I, you know, I didn't vote for the committee. I just don't see myself being able to accept a recommendation unless, you know, I've had a long, long, long talk with Howard Watt, unless there is a good community consensus. If it comes down, split down the middle or two-thirds, one-third, there is a good community consensus. If it comes down split down the middle or two-thirds, one-third, we're not solving anything. And you're the man for the job. Thank you, Bill. For more days. Thank you very much. We appreciate all your time. Mr. Husswith, you had to fill out a public comment fund on this item. Oh, when I wish you hadn't brought up the fact that I threw something at one of the speakers. It wasn't me this time. So just like Mr. Baines, the committee in this whole process has really caused me to take a look at myself, just look at myself. And so I look at these past 18 years, and I can just see where I was at the very beginning and God, God helped me. You know, everybody uses God's name and I'm not sure which one they're talking about. But who, whatever it is, it's in my mind and whatever you want to call it, it says, we have got to come together. Whatever that is, if it's alcohol, whatever, we have got to come together. What that means to me is give and take. Listen. Let me describe listening. Don't make a sound. Take any information you're given. take any information you're given, evaluate it, switch places with the person, then evaluate it, then speak. That's listening. Boy, I just don't do well. I know I'd have described it, but I don't do very well at that. But in this one point, about the committee and this decision that we're trying to get to, I want to take a look at myself here as I try to look at that. What you all have heard about and I'm going to describe today is called quite privilege. I'm not talking about you think you're better than or you belong higher in a higher position than others. That's not what I mean by the privilege. I'm talking about the white privilege. It's just what comes with your skin cover. It's just automatic. There are two situations here that I'm discovering in this discussion. What do we do? It's me looking at you with the prep you, meaning people of skin color is lighter than mine. How you go into a situation. You are already having an advantage. Whether you ask for it or not, you just have it. Now what you have to do, what I have to go, I'm going to a situation like this with my skin color, it's what I have to deal with in the situation. I walk by a car in a parking lot and this happens every day of my life, these kinds of things. And the park and the person had parked far away from the door and there was a lot of cars around. It was a shopping mall and there was a white woman in the car. And as soon as I approached the car and she saw my shadow, she locked the door. Every day of my life I go through that. Every day, all just life. Here's what this thought that's in my mind said to me, how do you know why she locked the door? I can't, somebody has to remind me. It could have been an automatic door locking mechanism that she accidentally hit. I don't know what happened. I in this committee have to quit saying why people are doing what they're doing if it's negative. I have to stop doing that. I'm not doing too well at it. Just this morning, I said to my wife, she didn't say something to me that was kind and nice. She said to me, it's been 48 years I've been with you. You better be glad I say anything to you at all. That's my wife for 48 ideas, so you know? So now from my position from White Privilege, I looked at this movie called The Crown. Love that movie. I'm going to look at it again. I'm going to binge on that thing again. She, the queen, had white, queen privilege, and she danced with an African king from somewhere. And her advisors told her not to do it. So from a white privilege standpoint, you have to, those of you white, have to say, look, I've got to make sure that I communicate that all people are equal. You have to do that from your position. Here's what I have to say, look, I've got to make sure that I communicate that all people are equal. You have to do that from your position. Here's what I have to do. From a black position. I have to say, I can't know why. Come and let's see. A year ago, I should have painted a portrait of you at high-see, saw you. That would be probably not a good thing. I think horned somewhere would be in there, you know, things but anyway. I met with in three times and I'm telling you, five times now, like I remember, and he's commission to Coleman, human being, living life, trying to get his life together, working on stuff just like me. If I could just do that, sister, sister, Mitchell, you know what I'm talking about. So now here's what I have to do with Coleman and the rest of you. I have to look at myself and work on me. I gotta just let you work on you. You gotta do what you gotta do. White privilege, money privilege, call privilege, whatever you think you have. You gotta work on you. I gotta work on me. Here's where my God said You got to work on you. I got to work on me. Here's Wade, my God, sit to me. Work on you. It didn't matter, but I don't know what that matters. I don't care. Hispanic woman came up to my shop, carrying a big old baby. Oh man, I feel sorry for her. That was our big baby and it was on our hip and she was expecting another one going to Walmart God say you got three strollers out there none of them selling give her one now that's black privilege that's money privilege that's whatever you want to call it. We all got to give someone a stroller. You got to give them a stroller when you have three and a not seven. Give them one of the strollers. I gave them a stroller and she went on down her way. So the point is, okay, you might have a privilege, but you got to deal with that on your own. I can't keep telling you you have white privilege and shame on you. And I got to stay sane with myself. Always me, always me, I don't have nothing. Why don't you give me something mad? Why don't you give me something? So in this monument committee, I'm saying, I'm speaking for the black men and women who didn't have a say at all about erecting the thing that's out there. I'm speaking of the black man and woman who didn't have a say about what we do now. They just won't come out and say, I'm just speaking for them, but I'm speaking for them in this perspective. What do I do to bring us together? That's what I'm trying to struggle. I'm going to figure it out and I appreciate the opportunity to be there to make those decisions. Thank you. Willie, one of the reasons that I was very supportive of this committee being formed and going through this whole exercise is we all know that at the end of the day not everybody's going to be happy. Not everybody, you know, we all might get a little something and we all might, you know, somebody might get nothing if they want they want. But at the end of the day I hope everybody that has participated at least comes away from that feeling I've been heard. They didn't agree with me they didn't like what I had to say but I've been heard you've had an opportunity this is public building it's you know you're welcome here all public is welcome in this building but at the end of the day it is important that the public feels that they've had an opportunity to speak and they've had an opportunity to be heard. Nobody's required to agree with anybody, but you do have the opportunity because of this great country that we live in to be heard. I think Mr. Coleman said it best when he said we were on the receiving end of what you all on the receiving end armoured time and I mean we were only receiving in of what you all are receiving in our lifetime. And I mean, we were on it. I heard. You had to say to ourselves, we are not to comment. Listen to what they have to say, no matter who's saying and what they're saying. It's not been easy. And believe me, all of us are very appreciative of all 15 committee members. John Maine's in particular. Bless us particular. That's just hard. Yeah, he did. He had hair before we started. Thank you. Okay, let's move on. Item 6A, a member's is approved of the Claire Sirpluss.
