Honor that Texas flag, I pledge allegiance to the Texas one state under God, one in indivisible. state under God, one and indivisible. Well thank you. We have a full house today. We have a lot of resolutions that we are going to get to right away. The first thing we're going to do is thank you, our Addenda Item 16A, which is approval of the Proclamation honoring 19 Denton County senior ambassador Girl Scouts for earning the Girl Scout Gold Award from the Girl Scouts of Northeast Texas Council in 2017-2018. That's a major accomplishment for those of you that don't know and have a warm smile on my heart for the Girl Scouts. It's a matter of fact. When I took my tumble and did this to myself, I referred back to my old Girl Scout first-aid training and did a sling and showed up at the emergency room already with my arm and a sling. True story. True story. It was fine for a lot of people. Yep. Just never know when you're going to need that Girl Scout training being. Well, I'm going to read this proclamation and all the girls' names are on here and believe me some of them are a little difficult to pronounce. So if I slaughter your name, please accept my apologies right now. But it's a very nice prestigious award and I wanted to make sure that you were appropriately honored. The proclamation is whereas the Girl Scout Gold Award is the highest and most prestigious award in Girl Scouting, recognizing young women who make a difference in their communities by using their values and skills to identify and plan a project about an issue they care about strongly. And where those girl scouts have been making meaningful sustainable changes in their communities around the world through the awarding of the gold award or to equivalent since 1916. And whereas the gold award is awarded to fewer than 6% of Girl Scouts annually and has been earned by nearly 1 million young women since the inception of these awards. And whereas the Gold Award Girl Scouts spend between one and two years on their projects which demonstrate their leadership skills, organizational skills, and sense of community, and commitment that sets the foundation for a lifetime of achieved citizenship. And whereas the Gold Award has inspired girls with an average age of 17 to find their greatness inside themselves and share their ideas and passions with their communities. Now therefore, Denton County Commissioner's Court recognizes Hayley Barr, Alexandra Blunt, Brynnna Boyd, Komal Dharani, Gary Smugg, Gogger, Kinsa, Hassennelli, I should list somebody who knows these people, read these names. Lauren Hines, Raven Jones, Caitlin McDick, Riley McMini, Madison Milton, Jennifer Park, Elizabeth Paulus, Julian Rush, and Raya Shaw and Grace with shorts. As Girl Scout, Gold Award recipient invites their family, troop, and community to join us in recognizing and congratulating these young ladies as one of 19 Denton County Senior Ambassador Girl Scouts who have earned the award during the 2017-2018 school year. Done an open court this first day of May 2018 upon a motion by myself, seconded by Commissioner Mitchell. All in favor, please say aye. Aye. Opposed, the name? Motion does carry unanimously. I don't know if we have all 19 girls here, but the ones that are here, if you would come up front please, and we're going to do a group picture. I'm so glad so many of you could make it, and it's a wonderful accomplishment. You should be very proud of yourself. Okay, commissioners. I'm going to get back to the final address. I'm going to get back to the final address. I'm going to get back to the final address. I'm going to get back to the final address. I'm going to get back to the final address. I'm going to get back to the final address. I'm going to get back to the final address. I'm going to get back to the final address. I'm going to get back to the final address. I'm going to get to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to go to the other side. I'm going to have to go. Thank you. Having been a girl scout for 10 years myself, I think we need to appropriately thank all the parents. The Trakes had great support system to be able to accomplish that. And I mean certainly the girls would be congratulated, but parents, you hung in there for a long time and we appreciate you. Thank you so much. Some of them needing to get back to class and I know a couple of them are going over to tour TW, looking towards college experience. You bet. I think I know somebody who's on the boat better. Yeah. Yeah. Well, they have a special ceremony that's coming up on the 19th of May. And we're going to have a nice framed document signed by all of us to be presented to the girls at their ceremony on May 19th. So, okay. Next. I'm a little bit slowed down here today. I'm a little bit slowed down here today. Okay, next we're going to go to item 3D on the agenda. 3D on the agenda is a provoked proclaiming May 2018 as motorcycle awareness and safety month. And I believe we have Brenda with us. Come on up to the microphone with you. Let me read this proclamation. This is where as today's society is finding more citizens taking parking and motorcycling on the roads of our country. And whereas motorcyclists are roughly unprotected and therefore more prone to injury or death and a crash than other vehicle drivers. And whereas campaigns have helped informed riders and motorcycles alike on motorcycle safety issues to reduce motorcycle related risk injuries and most of all fatalities through a comprehensive approach to motorcycle safety. And whereas it is responsibility of all who put themselves behind the wheel to become aware of motorcyclists, regarding them with the same respect as any other vehicle traveling on the highways of this country. And it is the responsibility of writers and motorcyclists alike to obey all traffic laws and safety rules. And whereas we urge all citizens of our community to become aware of the inherent danger involved in operating the motorcycle and for writers and motorists alike to give each other the mutual respect they deserve. Therefore it be resolved that the commissioners court of Denver County hereby proclaims the month of May 2018 is motorcycle safety and awareness month and urges all residents to do their part to increase safety and awareness in our community. Done an open court this first day of May upon a motion by myself. Seconded by Commissioner Marchin, I'm in favor please say aye. Aye, post, a name. Motion does carry unanimously. Good morning. Thank you for being here. Did you wish to address court? I just have a little statement that we like to do. I probably don't need that microphone. Yeah, you do. Because we're recording it. Oh, okay. First off, Denton A.B. would like to think that Denton County Council and the residents of Denton for recognizing May is motorcycle safety and awareness month. As the weather gets warmer, you will start seeing more motorcycles and we ask that look twice, save a life. When your changing lanes take an elect hand turn, even cross in the street, look twice. Look left twice because most accidents are on the left when it comes to the motorcycle. The 2016 National Highway Statistics show that from 2015 to 2016 motorcycle accidents has increased by 4.2% as well as vehicle accidents at 3.8%. So we all need to be more aware of all the vehicles on the road. The goal for Texas A-8 for 2019 legislative session is to propose several bills, one is an anti-profiling bill, the dead red bill, a lane filtering bill, and the reclassification of the auto cycles, as well as work with tech stock to get our 501 funds released to help promote more motorcycle safety and awareness classes. The signs on the highway, you'll start seeing them, not made as motorcycle safety and were in this month and that comes out of that 501 fund and they took away all our funding for 2019. That's up to you. And once again we would like to thank the Denton County residents and the council for recognizing May as a motorcycle safety and wear this month. All right well thank you so much for being here and drive safely. Can we get a photo please? Yes ma'am, and she's working on it. If you got it, yeah, she's got your resolution. Okay, members, let's go. Another break. I'm going to get down to two bleached. I'm going to go back to the next room. I'm going to go back to the next room. I'm going to go back to the next room. I'm going to go back to the next room. I'm going to go back to the next room. I'm going to go back to the next room. I'm going to go back to the next room. I'm going to go back to the next room. I'm going to go over there. I'm going to do that. Is there a kind of knee? Where you going? I'm going to do that. I'm going to do that. I'm going to do that. I'm going to do that. I'm going to do that. I'm going to do that. I'm going to do that. I'm going to do that. I'm going to go to work with you for a while. I'm going to call it a mountain now. I'm taking up the water. I'm going to call it a mountain now. I'm taking up the water. I'm going to call it a mountain now. I'm taking up the water. I'm going to call it a mountain now. I'm going to call it a mountain now. I'm going to call it a mountain now. I'm going to call it a mountain now. I'm going to call it a mountain now. I'm going to Okay. Yeah, we have some more guests with us this morning. Hold on just a second here. We're going to item 3B and 3C on the agenda. 3B is approval of a proclamation recognized in May 2018 as mental health month and 3C is approval of a resolution proclaiming May 1, 2018 as children's mental health awareness day. We'll just do both of these and we have guests with us this morning. You want to come up to the podium? Did you want to say something first or should I just read the proclamations? Good morning. Thank you for being here. Did you want to say anything for a read them or just read them? You can read them. All right. The first one is proclamation, Mental Health Month in Denton County 2018, whereas the citizens of Denton County understand that mental health is essential to everyone's overall health and well-being, and whereas the citizens of Denton County value their overall health and that of their families and fellow citizens in our private support observances such as mental health month. And whereas one in five adults has a diagnosable mental health condition, whereas the need for comprehensive coordinated mental health services for individuals and families places upon our community is a critical responsibility and whereas it is the it is appropriate that a month should be set apart each year for the direction of our thoughts towards mental health education in the support of treatment and recovery. And whereas there is a strong body of research that supports specific tools that all Americans can use to better handle challenges and protect their overall health and well-being. And whereas Denkani MHMR Center and Demkani Behavioral Health Leadership team through their unique partnership and approach to serving individuals is effectively caring for the mental health needs of those in our community. Whereas each citizen, local business, school, government agency, healthcare provider, and faith-based organizations shares the burden of mental health concerns and has a responsibility to promote mental wellness, recovery, and support prevention efforts. Now therefore it be it proclaimed that May 2018 is Denton County's Mental Health Month. And we call upon our citizens and all agencies and organizations interested in meeting every person's mental health needs to unite this month in the observance of such exercises as will commit the people of Denton County to increasing awareness and understanding of mental health. The steps our citizens can take to protect the mental health and the need for appropriate and accessible services for all people mental health conditions. Then the Nopam Court this first day of May 2018 2018 upon a motion by myself. Seconded by Commissioner Mitchell. All in favor, please say aye. Aye. Aye, post, in name. Motion does carry. And we're going to do this one too. This is 2018 Children's Mental Health Awareness Day. Resolution, whereas addressing the complex mental health needs of children, youth, and families today as fundamental to the future of Denver County. And whereas the need for comprehensive, coordinated mental health needs of children, youth and families today as fundamental to the future of Denton County. And where is the need for comprehensive coordinated mental health services for children, youth and families, places upon our community a critical responsibility. And where is only 50% of Denton County's children in adolescence received needed mental health treatment. And where is it is appropriate that a day should be set apart each year for the direction of our thoughts towards our Children's mental health and well-being and whereas the Den County behavioral health leadership team in partnership with the United Way of Den County Den County MHMR Center and the wellness alliance for total children's health and Den County led by Cook's The town is aligned for total children's health and dental county led by Cook's childrens through their prevention, I'm sorry, prevention-based approaches to serving children in adolescents are effectively addressing the mental health needs of children, youth and families in our community. Now, therefore, if it resolved the Dent County Commissioner's Court this hereby proclaim May 1, 2018, to be Dent County Children's Mental Health Awareness Day, in an court, the first day of May 2018 upon a motion by myself. Seconded by Commissioner Eidz, all in favor, please say aye. Motion is carried. All right, go ahead, Annie. Thank you so much. We are so appreciative of Judge Horan and all the commissioners. Mental health is essential to everyone's overall health and well-being, one in five adults and one in five children. In any given year, there's 167 residents of Denton County that have a mental illness. And it's essential that people know that it's common and it's treatable. And so we just want you to know that this serious condition comes to you and you all have always been so supportive of us and we appreciate what you do and what you give to us so we can spread it among the community and that we're able to give back and we can treat this common illness. So we're just very, very appreciative of what you do. Thank you so much. We're very appreciative of all the work that you do too. Thank you so much. Does anyone else get ready to understand anything? OK, well, thank you so much for being here today. I just want to say I'm proud to be a part of this group, but we meet every other month to discuss issues and identify mental health issues and work to support people that have mental illness and work for our county for better quality of life for these people that have mental health issues because a lot of times as we always discuss, they get sent to jail, they get sent to other places and the issues that they have never get taken care of because we have it identified who they are and the needs that they have and I want to thank you all for allowing me to be a part of you. We appreciate that you're a part of this and part of our group and we're working to make things better. Thank you so much. Thank you for being here today. Thank you. Appreciate you. We just had a full house here today, didn't we? Okay. This retirement resolution, our retiree, is not here. So we'll go to public comments, which is item one on the agenda. The first public comment from the comments from Beth Fleming. Go ahead, Beth. Good morning. Good morning. As you know, the comments are going to be coming up. I'm going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be going to be and backflaming. Go ahead, Beth. Good morning. Good morning. As you know, the National Day of Prayer Task Force has established this week as the National Day of Prayer Celebration and Recognition. I serve on the square and with the predicted rain the much needed rain we kind of activated our contingency plan and we are now moving to cross timber's church here in Denton and so all activities will go on as planned but it will be at a new location, same times and everything. The music will start at 1115 with the program starting at noon. This year's theme is based on unity, it's unity based on Ephesians 4-3, making every effort to keep the unity of the spirit through the bond of peace. And with the spiritual crisis in America right now, we are calling on all Christians to pray and take any necessary action to unify this country. And we call upon God to make, to empower us to make every effort to live in unity and acknowledge that God is our greatest need in America. Some's for three declares, the Lord will hear when I call to him. So God not only invites us to call on him, he assures us he will hear and answer. And we know that only he is the one that will heal this land. We are fortunate this year that Texas Attorney General Ken Paxden will open our session with prayer over Texas. We have other Christian leaders across the county that are praying over other areas, our families, our schools, our first responders, our government, and in our medical fields. And I know Bobby is participating in the event and some of you are attending. There are lots of sessions around the county. I know there's one tomorrow morning, then Lewisville, and we encourage all Christians to participate or at a minimum pray from home that our nation will be healed. Thank you. Thank you. All right, Mr. Willie Hussford. Thank you for waiting. I mean, it was really Hatsbeth for the first 623 Newton. So I was up this morning doing my exercise. I listened to the Bible being read to me. And in the Old Testament, that's the first part of the Bible. They Christ wasn't here. And God spoke to them in different ways. I'm not sure what that meant, but the Bible says it said something to them. And I was thinking here in the court as we all stand and we pray and then we end the prayer in the name of Jesus, which that's the Christian faith that most many of us worship our respect and speak to. But as I talk to the people out front of the end of the statue, they don't know our worship the same religion as we do. And I'm just wondering if we should be doing that in this county court session where you represent, we represent everybody. The schools used to do it and now they've stopped, the city used to do it and they stopped. I think a silent prayer does the same thing that we're trying to do by saying it aloud and then ending it as though the only person that can get a response or that gets heard is Christians. That's my religion. I think that's true. But as a county building and a county meeting, I don't know that there are a lot of people you represent that don't adhere to that, so you might rethink that. Now let me talk to me over the years. And God seems to be not seems to be. He's telling me you get your act together. Stop doing stuff that you're doing that shows that you are a racist. Let me define that to you what I'm talking about. Looking at an individual on the outside not knowing anything about the person, looking at their skin, their hair, the language, and then passing judgment or saying something negative about the person, and you don't even know them. That's my struggle. So what I'm asking you is to have a group of people come together and talk about the statute issue as a surface conversation but then getting at it more deeper conversation about what we're going to do to bring us together. We need to talk, not you rule and give us something dealing with a plaque or this or that. That's not the issue it's us we need to talk and that's what I suggest we do thank you thank you last public comment for my Thank you for waiting. Yes, my name is Dave Smith. I live at 910 Stone Circle Lane, Louisville, Texas. And I'd like to continue the discussion on the Spence With Ways of Denton County Transportation Authority. If you look at the first slide in the handout, you see that as we minded that we operate the six-month expensive connect system in the state of Texas at $12.79 per ride. If you flip to the next slide, it shows the student ridership of the County Transportation Authority under the contract at the universities. And you see it's kind of a bathtub curve and there's a slight 20,000 less than 1% increase from 2013 to 2017 and that's mainly due to the pedestrian nature of the campus has been remodeled. The next slide is the university cost per rider and it shows the 2013 cost at $52 rising to 171. That's a 12.5% increase with inflation doing the same period of time at 4.5%. The next slide is the three-city bus ridership basically declines below 2013. So if you look at the the graph the county populations doing from 2013 to 2016 is up 9.3% Whereas the the Connect bus service is down 6.6% in 2016 it's down 9.6% in 2017 and at this point It was down to this year 4.5%. So we're basically roughly 50,000 riders fewer than we had in 2,213 that we have through 2.17. If you flip the page, the next slide, what you see is that in spite of being 50,000, 50,000 less people, our cost of the connect services up 41% with an inflation rate of 4.5% during the same time. Also during this time, the diesel fuel price is declined 41%. So we have 50,000 fewer riders. We have an increased cost of 41% and we have fuel prices down by 41%. Thank you very much, Re time. All right. Take care of all the public comment forms. Members. Item 2 on the agenda is a consent agenda. If you have items that we need some discussion on, do we have a motion? So, motion by Commissioner Marchant. I'll second it. Seconded by Commissioner Coleman. I'll in favor please say aye. Aye. Posting name. Motion to carry.
