In invocation be given by Beth Fleming, Director of Purchasing and our pledges be led by a martyr man. We please stand. Try with me. Our Heavenly Father, we humbly praise you this morning for all the blessings that we've been so fortunate to receive here in this county and in this state and in this nation. Even in the midst of all of our troubles and our challenges, we know and we're assured that you are in control. We lift up our commissioners' court this morning that you will give them wisdom and guidance as they approach their agenda. And we also ask for all the county employees that you will be with them and give them guidance and honesty and compassion for the services that we provide within this community. We pray for your protective arms around our military, our first responders and our health community, that you will lift them up, give them strength, and make sure that the rest of us understand what they do give us. Thanks for all the support people behind the military and the first responders for if they were not there doing their jobs, then it wouldn't be possible for them to perform. We honor and praise you in Jesus' name. Amen. in Jesus' name, amen. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible with liberty and justice for all. Honor the Texas flag. I pledge allegiance to thee, Texas state under God one and indivisible. Well thank you. Item one is for public input for items not posted on the agenda. If there's any member of the public that would like to address commissioners court, we ask that you please complete a public comment form. I want to remind everyone to please turn on cell phones, pages, any electronic device that might be disruptive. The first public comment form I have is Mr. David Smith. Mr. Smith, good morning. You have three minutes, sir. Yes, my name is Dave Smith. I live at 910 Stone Circle Lane, Louisville, Texas. This is a continuation of the other two presentations. Just a brief summary. You know, we've learned that the ridership of DCTA is now lower than it was in 2013. It's the six multi-expensive bus system in this data Texas. The three cities connect system is up 41% from 2013 to 2017. At the same time, diesel fuel prices are down by 41% and inflation doing that same period is 4.5% cumulative. If you flip the page, what this chart shows you is the rise and headcount at DCTA. So you go back to the end of 2012, they had 18 people in their staff now they're at the 36 so they've doubled their staff doing that same period of time even though their ridership is lower than it was in 2013 and You know that the leadership of the Dettin County Transitions that they're kind of unaware of this In fact going on because if you look at their 2018 budget statement this is from is from last budget there and now. They state to address the growth of DCTA, the executive staff have identified a staffing plan that will be incorporated over the next few years. In order to begin addressing the overall growth of the agency, they've added $700,000 for more staff. You mean? So, and I was in a meeting once and that was for four people. Start off at 500,000 for four people. When I saw the budget, it was 700,000. The next page is about a general administrative cost. And so obviously when you add, we double your staff, that increases your cost. So the GNA portion of their budget is up 48% while the inflation is up 4.5%. And then the last page with this is, is it takes the operating expense and adds GNA, which is basically the cost of running the system. And you can see here it's up 22% long relations up 4.5%. Thank you very much. Mr. Headspace, good morning. I'm going to go to the commission. My name is Willie as I appeared before some people under the statue Sunday and bit by a different populace that time. I don't know why I was so different, but they weren't from this area and they were 30s to teens and they the comments that they made made me think of some things that I've been experiencing. In the Bible, the Bible that I use, it talks about this group, Israelite, Israelites, and how hard-hated they were. Now what I didn't think about at the time I was just listening to the story of the disease-right group that would listen and then God told them what to do. I thought about me and what I'm going through and you, what you're going through and God seems to be talking, well I know He's talking to me, I don't know who's talking to you. But again, it may be think a couple of things. We pray, we talk to this God in here at this meeting and we say at the end of it, I do this in the name of Jesus who's this being that we follow. We, me too, believe that this is a person from heaven who helps us get to heaven. Heaven is a place that's good stuff and we want to be there. But in dealing with the statue, I want things my way. And it seems like as Christians, we do that too. I asked my Christian brothers and we meet with, and I told them about what happens in this commission's court and the fact that we end it with saying in Jesus' name, which when I pray, I do that. And I said, what do you think about the people who are in there and they don't believe in Jesus' name, which when I pray I do that. And I said, what do you think about the people who are in there? And they don't believe in Jesus. What should they do? They said to me, tough. They're in America. They have to do what we do in America. That sounds just like the Israelites when God told them what to do. And they wouldn't do it. I don't know if God said it or not. I'm just saying to you You need to let people talk about racism now When I say that I know you need to listen to people who talk to you about the issue So you need to have people to come in and talk to you about the issue of this racist symbol. Couldn't be a racist symbol. We should have others talk to us about that. I'm excited to. Is the consent agenda or there are some need some discussion on it? We have a motion.
