This morning our invocation will be given by Matt Richardson, director of our health department and our pledges will be led by Aaron and Emily Farnham. We will please stand. Good morning, let's bow. Our father we come to you this morning so thankful for another day. We thank you for the blessing of time to spend with friends, families. Father, we thank you for the wisdom and the strength you impart to us each and every day. And Father, we want to take a moment this morning to pray for those who are ill. Some of our family members, our friends, people we know that are struggling. God, we bring them to you. We petition you for healing and comfort. We've got several friends here that we know that are connected to some healing and suffering and father. We just ask your peace and we ask that you lay your healing hand on them. We bring that to you, father. We ask that those who are struggling in our nation, that they be given the helping hand, that we have the strength and the wisdom to reflect your grace and your mercy and your peace, Father. We ask for that type of leadership, and we know that you can provide it because you have shown it to us through the life of your son. Father, we thank you for him, and we ask for the strength to reflect him and everything that we do, and it's through his holy name we pray this morning, amen. And now for the United States pledge, I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God, indivisible, with liberty and justice for all. And now for the Texas Pudge. I know the Texas Pudge. I pledge allegiance to Texas once they under God, one in indivisible. Okay. Thank you very much. In consideration of some guests time, we're going first going to go item 3A on the agenda 3. I'm sorry, 4A on the agenda. 4A is a public hearing to approve one continuation of collecting the preservation and restoration fee by the District Clerk pursuant to government code 51305 and two continuation of collecting the increased preservation and restoration fee by the District Clerk pursuant to government code 51305 and two continuation of collecting the increased preservation and restoration fee per certain case filings at $10. We need a motion to go into our public hearing. Some move. We have motion by Commissioner Eid, seconded by Commissioner Marchin. All in favor, please say aye. Aye. Opposed, Senate. Motion does carry. Good morning. Good morning. Good morning. Here we are again. Yes we are. And I think it's going to be for the last time. OK. I thought last year might be, but definitely this year will be. Back in 2009, there was a bill signed by our legislator that created a specific fund that would be funded by a fee collected on case filings and different types of filings that are done in the clerk's office. And it would go to preserve and restore any records that were over then prior to 1950. And so y'all had approved that back then in each year since. And so we've been doing this project now for several years, but there's still a little bit more to go. So we need to collect it. It's a $10 fee for new suits and some other types of filings that they do. So the final amount on the project is going to be about $555,000 to complete it. But I brought one of the books that has already been done. And they're just beautiful. They've done a fantastic job, the company that we use. So the request is that we continue to collect this for fiscal year 2019, so we can get this project done finished. Anyone in attendance who would like to address this issue, either in favor of or opposed to anyone in attendance who would like to address the issue? This is it. We've done the inventory, you know, back when we first started this back then, there was an estimate done, which was simply an estimate. So I thought that it would be finished last year that we'd have enough funds but there weren't. There were more records and a few more books that we'd come across and so we've got it all, we've got the inventory totally done. There aren't and they've all been identified so this path next year will be, we'll do it, we'll finish it up. So once we collect the money for this year's earning way, if we once we paid all the bills to stop collecting the fee. I estimate that there's probably going to be about $45,000 left after doing the project with the if we collect it next year. And we had talked about I know the tax office has come across some records and they don't have a fee. So we had kind of talked to them about hopefully asking commissioners court to take any remaining funds which the law allows to be used for other restoration preservation by the county if you have any and hopefully that could be used to help the records in the tax office. Any remaining funds. All right. Do we have a motion to close the public hearing? We'll move. Motion by Commissioner Cullen. Well, I would just like to say thank you so very much for having us here. I can't even begin to tell you how proud we are to be from Denton, Texas. And these young ladies that are here with us today, and along with the rest of their teammates, just are extremely committed, incredible individuals, and they are certainly deserving of this honor. We're going to take a little break and do a little picture taking here. Terrell, have you got documents for us? Okay. Thank you. We're so glad that you could be here. I mean my gosh how often do we have a national championship in Denton? Of course I had to recognize that. So you're welcome to continue to stay or you're welcome to leave and you don't have to stay. So glad you could be here. Great. That is really awesome. Okay. Members item one is public input for items not posted on the agenda. If there's any member of the public that would like to address Commissioner's Court, we ask that you please complete a comment form. Also want to remind everyone to please turn off cell phones, pages, any electronic device that might be disrupted. We have one public comment form this morning from Mr. Willie Hudsmith, Mr. Hudsmith, where there is. Sorry to keep you waiting. Appreciate your patience. You're next. The legend commissioner. My name is Willie Hasworth. I live at 623. My statement you allow me three minutes to do. I have received the information as to how you can switch things around like you do and it doesn't say that. And so I'll be bringing a report in the near future to say that's not what the rules state. Now, to my little three minutes that I had to wait almost 12 minutes before I could say them or more, I visited Alabama in Mississippi and looked at the efforts that those two states have put forth to reconcile what has happened to my people over the years and learn quite a bit. But it's not what you might think that I would have derived from, I didn't derive what you might think I would have derived from that trip. We suffered my people quite a bit. We're still suffering. Quite a bit. What's your suffering? But what God showed me Incidentally, I'm gonna mention this because it bugs me. I'm a Christian. I think Jesus Christ is the way we should Follow we the person we should follow and what they did But I wonder who the people with people in here who believe something differently? Who do they pray to and who they bow and at the end of your prayer you say in Jesus name. So what do they do? That's just a thought. I say in Jesus name. Now here's what I derived from my trip. And it came from this huge Confederate monument that they have down there. But they also have lots of monuments and buildings and shows and things talking about what black people endured. And I took from that, I am thankful for where I am right now, free, able to speak, to go to work, make decisions about what I'm going to do, and I'm extremely thankful for that. That's where I came away from that. But let me tell you what happens in America and in protest and what people do who don't agree with some of your policies, i.e. Jim Crow. We just keep fighting. So, one of the hanging monuments that they have down there really impressed me. So in the future, I know where I'm going to go. First, I'm going to go to this deal with this. You're moving out of gender around really nearly like you want to, whenever you want to. OK. Members, item two on the agenda is a consent agenda. Do we have items? We need some discussion on it. We are doing, you want to put on this extra list that we're making asking approval of an intergovernmental transfer of Texas Department. Health has part the Medicaid waiver program section 11, I believe. Then we've done this for many years and actually this payment actually qualifies the county for payment in return for fund programs for an access of what will be paying So then also we have a payment that's tied to the contract for the sheriff's canine. All right, 6B is approved of the word of RFP01182449, sort of food service management to Summit Food Service LLC. We'll call in Beth Lennon. Good morning. We are recommending the ward this morning to summit. We received four proposals. The committee reviewed the initial proposals. Narrowed the list and interviewed three firms and requested some additional information. So the evaluation committee is recommending the ward. There are some changes in the type of contract that we're doing. We asked for some increased staffing, some enhanced menu options and things. The good news is that even with these changes, we still have adequate funding in the budget as requested by the Sheriff's Office and juvenile. And I would like to recognize the committee if I could. They've worked very hard on this project. Misha, Ericovich, Captain Jerry, I'm sorry, he's Captain Jerry Farmer with the law enforcement facility, Tracy Olifant. She's Deputy Director at Juvenile. These are for undefined projects over the next five years for Rodenbridge East and West. So I had valuation committee members from both sides that participated. When a project is ready to move forward, the representative precinct will make a selection out of the seven. We will request a little bit of additional qualification information that's project-specific. And then we'll make that selection and Execute a contract with each one. So the committee members on this one included James Gossi with public works in Robert White They're both engineers Roy Davenport chief administrator commissioner precinct one Holly said last ski with project coordinator commissioner precinct four and Stephen Beltmap with Public Works, Engineer. When we first had the vision of creating that Southwest Court has one of the things I wanted to do is to include a DPS office so that we could at a discounted rate pretty much help provide space to DPS so they could spend their time staffing it up and providing more resources here to the county. I want to thank Representative Tan Parker and his staff Trish were great. I think Holly and Danny and all of our legal Matt did a great job. All the different people who had a role in this.
