And then our churches, our nonprofits, our city council that made so many connections there, make happen for rescue. And then also want to thank our citizens who helped other citizens, neighbors helping neighbors. And there have been so much going on here, and in the future we'll have a download of that, and then we're continuing there because we still have citizens there that were working with the power company there to get the power on and then many individual water lines that still need to be repaired to get us back there to where we were. But let's continue to reach out to our neighbor and show that hand of kindness and also be patient there with each other and know that there still are a lot of needs that are out there and let us continue to show that Arlington Way of reaching out to the neighbor. With that there I'll ask for a motion for approval. And I see we have a motion from Dr. Farah Myers and a second from Councilmember Moeys. There any discussion? Okay, please cast your votes. Motion passes. the next step is to move to the next step. Next we move to item 10.1, which has been a table zoning case PD 20-20, the town 5900 US 287 highway, and I'll ask for a motion to remove this from the table. We have a motion from Dr. Nunez, a second from Dr. Farah Myers. All in favor, please cast your votes. Motion passes, so now we can consider it and I'll turn to Ms. Thopel, your Director of our Planning and Development Services. Thank you, Mayor. The applicant has met with KISD and have provided us a draft from KISD on their enrollment study and that is attached to the packet. I think the applicant is available if questions are asked of them. Okay, Ms. Thopel. With that, does the applicant want to say anything at this time? Yes, Mr. Croner. Go ahead. Yes, Mayor. Think council, you know, we've met with each of you individually and we've presented the study to staff into Mayor and council. You know we believe that we have met the other thing that has asked of us and we feel that again strongly this is a great development for the city Valentine and we're available to answer any specific questions a great development for the city of Rowington, and we're available to answer any specific questions. Any questions for the applicant? Okay, thank you, Mr. Cronin. With that, there I'll turn to Mr. Buskin. Do we have any speakers on this side? Yes, sir. We have one speaker in opposition to this item that is Mr. Chad G. We haven't been able to reach Mr. G when we've attempted to call him. OK. Then that was the only speaker in opposition for this item. OK. And no other speakers besides our applicant then. That's correct. OK. Then with that, there, I guess we will close the public hearing and I'll turn to Dr. Victoria for our Myers. Thank you, Mary, very much. I just was going to make a motion to approve. Okay, we have a motion to approve. We have a second from Councilmember Gonzalez. There any other discussion? Okay, with that, please cast your votes. Motion passes. And then for our audience, I just want to thank the applicant there for going and working with Kennedy LSD and with the neighbors there and going through the due diligence there and actually making adjustments there to take care of a lot of the desires and needs that were there. And that's the way it's supposed to work there with it. So looking forward to this development and they're very encouraging. I think it's gonna turn out to be a good use and look forward to the investment in our community. So with that, we'll now go to 11.1, zoning case Z8, 20.8-8, 1908, Southeast Parkway. I'll turn to Miss Topel again. Thank you, Mayor. Item 11.1, Z820-8. The subject site is generally located south of Southeast Parkway and west of New York Avenue. The law is approximately 15,000 square feet in area and is currently developed with one single family dwelling unit and is zoned RS 7.2. The applicant requests to change the zoning to residential medium density, RM 12 zoning district. The applicant intends to demolish the existing structure and replat to two lots to accommodate two townhome units. We have the applicant Felix Wong representing the occasion this evening. Mr. Wong. Mr. Wong. You must be muted, Mr. Wong. We can't hear you if you can unmute. Thank you for the reminder. Again, my name is Felix Wong. I dress a 26-04, Arbideen Drive, Arlington. It's a very simple concept and you've heard a summary of it. I don't have a presentation. Probably owner, Mr. Train and I are just present to answer any questions and if there's any opposition, we want to have a 10 to 3, but if that's applicable. Thank you, Mr. Wong. Any questions for Mr. Wong or Mr. Tran? Yes, Ms. Moise. Ms. Moise, you're muted. Good evening, Mr. Tran. Thank you for being with us to answer questions. I see your units are about 1600 feet of peace. How many bedrooms are they? This is Felix Wong again, two bedrooms each. Two bedrooms each. What is your plan for the property? What are you planning to do with it? Is it one of the reasons or were you you believing there? No, I represent the property owner who live immediately next door to the West. One of the two units would be occupied by his parents and the other unit would be for sale. Oh, so it is a town home development and it's gonna be, so we have two lots, one for sale. Oh, so it is a town home development and it's going to be so we do lots of one for sale because if I and you see may have to chime in here. So it's my understanding this is going to be shifted to RM12 or is this town home. Jens did you have the answer to that? Yes, RM, the rezoning request is for RM 12, which would allow a town home to go in. Okay, so but it's basically RM 12 allows a Airbnb, right? Or am I wrong on that? RM 12 does allow short term rental. and the other one. So, I'm going to ask the applicant, Mr. Wong. Do you object in any way if I put the stipulation on this that. This building cannot be used for short term rental since it is at a single family neighborhood. We need to have a clarification here on this, Ms. Moise. Ms. Moise, this is a straight zoning case, not a PD case, so we cannot impose conditions on this case. Oh. So I guess my concern is that there's no restriction then on the use. I hate to see a start to zone, a rezone cases like this, though, where we kind of, I guess put a, put a, allow something in a neighborhood that's not allowed for the rest of the neighborhood. You see what I'm saying? So the rest of the neighborhood is not allowed to have Airbnb. So given that that's the way this is set up, I'll be voting against it. Okay any other questions from Mr. Wong? May I make a quick comment? Please I would appreciate hearing your comment. Well this is to everybody, the reason we submit for straight zoning and not a site plan or plan development is because of the location. It's funding a fall-in, thoroughfare, near the major intersection on New York Avenue. There's existing commercial and industrial zoning on both sides of the street. Yes, I understand this is adjacent to other residential users, but it's not like it's in the middle of a single family neighborhood, when it runs on a following street. All right, I understand that my position is not going to change, and I appreciate the rest of council may not feel the same way I do. But I can't see a rezoning something that puts a different set of, I guess a set of uses on your property that the rest of the neighborhood doesn't enjoy. So I thank you and I let this go. Any other questions or comments from Mr. Wong? Okay, then I'll go to Mr. Buskin. Mr. Buskin, do we have any speakers on this item? No, sir, we do not. Okay. There Mr. Wong, do you have anything to add before I close the public hearing? No, sir. Thank you. Thank you. Okay, then we'll close the public hearing and throw it open for discussion or emotion. Yes, Dr. Odom Wesley. Yes, any clarification? Is this location within the designated zone where rentals are allowed? Councilmember, this is Gincy. So short term rentals are allowed in a STR zone which is near the entertainment district as well as other zoning districts such as RM12, RMF22 and non-residential zoning districts. So it is allowed all over the city but in those specific zoning districts and consent could be concentrated within the STR zone. Okay, thank you for that clarification. Dr. Nenez. Okay, Eden. Sorry, Macmar. I move to approve. Okay, we didn't. Sorry, Mac Mayor. I move to approve. Okay. We have a motion for approval. Do we have a second? Okay. We have a second from Ms. Woolridge. All right. There are any other discussion? All right. Please cast your votes in favor of the zoning case here. Yeah, I'm too... I'm going to go ahead and move on. I'm going to go ahead and move on. I'm going to go ahead and move on. I'm going to go ahead and move on. I'm going to go ahead and move on. I'm going to go ahead and move on. I'm going to go ahead and move on. I'm going to go ahead and move on. I'm going to go ahead and move on. I'm going to go ahead and with it. We appreciate your time tonight. Thank you. And then 11.2, Ms. Topel, do you want to share with our audience what is happening there on 12th or on 11.2? Yes, thank you Mayor. The applicant has recently requested a continue then to March 30th. They're on that case. Yes, Mr. Paragion? All right. So we have concurrence there on that continuation. And then we'll move to 12.1. Continuation of disaster declaration, authorizing additional authority and adopting rules and declaring emergency. And I'll turn to Mr. Gilbert Parallels, Deputy City Manager and Neighborhood Services. Good evening, Mayor and Council. Item 12.1 is an ordinance ratifying and consenting to the continuation of the proclamation of a local state of disaster and declaring an emergency. On approximately February 12, 2021, the City of Ireland to begin experience in severe winter weather, the results and prolonged freezing temperatures, heavy snow and freezing rain, impacting both electrical and water systems. Following decisions made by the federal state winter, weather, the resulting in prolonged freezing temperatures, heavy snow and freezing rain, impacting both electrical and water systems. Following decisions made by the federal state and county levels, on February 16, Mayor Williams issued a disaster declaration for the City of Arlington. Section 418.108B of the Texas government co-provides today, local state of disaster may not be continued or renewed for a period in excess of seven days without the consent of the governing body of disaster may not be continued or renewed for a period in excess of seven days without the consent of the governing body of the political subdivision. And because the impacts of the severe winter weather continue, we are asking City Council to approve the continuation of the disaster declaration through March 2nd, 2021. This ordinance is an emergency measure and the requirement that it be read at two meetings is hereby waived and will take effect immediately. Thank you, Mayor. Thank you, Mr. Peralis. Mr. Busskin, do we have any speakers on this item? No, sir. We do not. Okay. Any questions from the Council? Yes, we have, I think we have a motion from Dr. Farah Myers for approval think we have a motion from Dr. Farrer Myers for approval. We have a second from Ms. Moise. Any further discussion? Okay, then let's cast our votes. Okay, motion passes. We certainly will be continuing to give information here to our citizens there on potential relief here through this declaration of disaster from the federal government and what is available and the various means of that. I would encourage you to go to the city's website. There to continue to stay abreast of developments there with it. And then, of course, for any of those who are still needing help, you can call 817-459-6777 or go to our app Ask Arlington. But in case of an emergency, please call 9-1-1 there with that. Thank you all very much. Okay, next there we'll go to citizen participation and I'll call upon Mr. Buskin to go over speaker guidelines into Corom. Thank you Mayor Williams. Citizen participation gives the public an opportunity to make comments or address concerns which are not posted on the evening's agenda. However, please understand that the Mayor and Council are not permitted by law to respond or address your concerns at this time, as these items are not included on the posted Council agenda for this evening. The Mayor and Council may only ask clarifying questions and or direct staff to take appropriate action. Speakers will be given three minutes to make their comments. Our first speaker for citizen participation this evening is Jane Lynn. Hello. Hi, go ahead and provide your name, address and comments please. Yes, let me turn off my volume. My name is Jane Lynn and I live at 2403 Havenwood Drive. Yes. Well, I just wanted to call in to say it was just not even a week ago that people were freezing to death in their homes due to the fact that the grid could not supply the demand and people went without water as well because their pipes were bursting and here we are tonight approving Q more multi-family dwellings and one of them happens to be near my house and I just think we need to put a moratorium on these multi-families until we could figure out whether or not our infrastructure can handle it. And that's all I have to say. So good night. Thank you. Mayor, that concludes our speakers for citizen participation. Okay. Next we'll move to announcements. Mr. Buskin. Thank you, Mayor. I'd like to remind our residents meeting. Mr. Buskin. Thank you, Mayor. I'd like to remind our residents, Arlington City Council evening meetings are rebroadcasts on Sundays at 6 p.m. And on Wednesday and Saturday mornings at 6.30 a.m. The Council's afternoon work sessions are rebroadcasts on Sundays at 1 p.m. Wednesdays at 1.30 ptxt.gov. So we'll continue there to try to help and encourage each of us to be reaching out to our neighbors and checking on the people around us there. And after a very extreme storm, perhaps unlike we've ever seen. But thank you for being a part of Arlington. And let's stay Arlington strong. And with that, this meeting stands adjourned. you you you
