You need us in the conversation now. It's that middle group that you're trying to inform and get information from. The outer groups, you just have to pray for them. They're just not going to make it. They're going to just keep doing what they do. Sure enough, as an example of what I'm talking about, and what I think will happen if you do it, he called me back. Why didn't you say anything? Why don't you grow a pair? I thought, grow a pair. Is that a tree or something? Anyway, then he finally let me talk. I said, well, let me talk. He said, okay, why did you get to say it? Then that conversation lasted 30 minutes at the end of the conversation. He said, you surprised me. You're not like I thought you were. He didn't change his mind. In between saying that, he kept talking about how, that we are talking bad about his president and all, and we've done all the things that everybody's talking about. But in the end, he said, you're not as bad as I thought you were. And I understand your point of view. He still had his? I still have mine. That's what I think will happen. I know what will happen. We have a second public comment from Diane Edison. Diane. Good morning. Good morning, Judge Commissioners. My name is Diane Edminson and I live in Denton at 8913 Crestview Drive. I remember exactly where I was 17 years ago today at this time. How many of you do, too? I think most of the students. I was actually in the bathroom putting my makeup on, getting ready to go. I had a TV in the bathroom. And I remember seeing something come across a news flash and watched, and I couldn't comprehend what was going on. I thought, well, some pilot was drunk or something happened. He had a medical emergency and flew into this tower. And then as the second one came, it dawned on me as it did for many other people that this wasn't an accident. This was real. This was an attack on our beloved country. I called the first few people I could think of who were, frankly, my fellow Republicans that I knew would be interested in if not watching they should be. My son-in-law called me. It was one of those, get your family together, your whole family, not just your blood family, but your entire family, and think about what was going on and pray for God's mercy. I don't know if the sheriff is still here or not, but I thought his invocation this morning was absolutely perfect. Again, we need to remember those who lost loved ones in 9-11 and it wasn't necessarily just military. In fact, I'm not sure there were any military involved at that time. It was first responders. It was plain American citizens in those towers. And then the flight that was headed, they think, to the White House or the Pentagon that was taken over and crashed into Pennsylvania. You remember? Let's roll. So today, I want to ask us all to remember 9-11. Remember the love that we had for our country. And remember the unity that we had. I don't want another even like that to be the one that has to bring us together in unity. Let's roll today for America. Let's remember and let's never forget and let it never happen again. Thank you. And whereas one in every seven or 15.2 percent of the population is an older American than more than one of four older adults in the United States falls each year. And whereas falls are the leading cause of both fatal and non-fatal injuries among older adults, with an older adult treated in an emergency room for a fall every 11 seconds or dying from a fall every 19 minutes. And whereas in 2015, the medical cost of fall related injuries for older adults was more than $100,000,000,000,000, $49,500,000,000,000,000,000,000,000,000, and if the rate of increase in falls is not slow, the annual cost of fall injuries will reach $67,700,000,000 by 2020. And whereas falling is not an inevitable result of aging. And whereas evidence-based programs reduce falls by utilizing cost effective strategies, such as exercise programs to improve balance and strength, medication management, vision improvement, reduction of home hazards and fall prevention education. Now therefore, be it resolved the Denton County Commission's Court, Denton County, Texas does hereby designates September 22, 2018 as National Fall Prevention Awareness Day. We recognize that there are proven cost-effective fall prevention programs and policies and that falling is not an inevitable result of aging. We encourage all businesses, faith communities, individuals, federal, state and local governments and the public health community and health care providers to work together within their living communities to raise awareness of falls in an effort to reduce the incidence of falls among older adults in the United States and encourage all individuals and professionals in the field of fall prevention to share their best practices so that their success can be replicated by others. Members, I'd like to go to the item 3A which is recognition of the Distinguished Budget Presentation Award to the Dent County Budget Office for the Current Budget from the Government Finance Officers Association for the 26th year in a row. My goodness, that is incredible. I have... Let's see here. Yeah, this is a letter from the Government Finance Officers Association. It says we're pleased to notify you that Damp County Texas has received the Distinguished Budget Presentation Award for the Current Budget from Government Finance Officers Association. This award is the highest form of recognition and governmental budgeting and represents a significant achievement in your organization. Yes, it certainly does. achievement in your organization. Yes, it certainly does. 26 years in a row. Part of this recognition goes to Donna, but part of it certainly goes to you and your staff too, and you're to be congratulated. I'd like to just fill this in a little bit on some information here. let's see here I won't read the whole thing. The award represents a significant achievement by the entity it reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting in order to receive the budget award the entity had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as a policy document, a financial plan, an operations guide, a communications device. Budget documents must be rated proficient in all four categories and in the 14 mandatory criteria within those categories to receive the award. When a distinguished budget presentation award is granted to an NADS certificate of recognition for budget presentation, it's all presented to the individual or individuals. The department designated as being primarily responsible for having to achieve the award. And this has been presented to the Debt and County Tax Office. There are over 1600 participants in the Budget Awards program. The most recent budget award recipients, along with their corresponding budget documents, are posted quarterly on GF OAs website. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America. Well, you are to be commended and thank you very much. And as long as we're handing out awards here, we're going to do 3B, which is recognition of the 2018 annual achievement for Excellence in Procurement Award earned by the purchasing department. The Denton County is one of only 48 agencies in Texas and one of only 45 counties in the United States and Canada to receive the award. Your organization is received the award for 23 consecutive years. That's remarkable. Congratulations on the 2018 achievement of excellence in procurement award. We are very appreciative of Commissioner's Court support in our purchasing department. This award would not be possible without the policies that you approve, the support that you give us for our technology. Technology services gives us a lot. All of those things improve the efficiencies of our office and the effectiveness of it. And so this is not, you know, just, it's not my award for sure. It's not just our department's award. It's a countywide award and I appreciate it. Just a couple of notes. We only have it for 23 years because that's all the years that it's been available But I will say that so we're not quite as good as budget, but but we have we are one of only six agencies in the whole United States That have received it for all 23 years. Three weeks ago, the PVC board approved the changes to the prescription plan. As you know, we need to get approval from you guys, for effective indentent counting. And basically, there are two changes. And it's only prescription plan. There are no changes to the medical plan. On this, one of the changes is implementation of the safe card, which basically protects the plan, and they ran that somebody who has to take a specialty medication does and react well to that medication. The pharmacy will reimburse the county after the pending of which condition the employee has, it will reimburse the plan after $2,025.00. So it's really protecting the employee's protection plan. So we went from a part time to the person being a full time and then the person said they don't want to work full time so now we're going to two part time positions. During the budget, during the budget, why didn't they tell us then? Because it's like a way of sneaking in an extra position and we didn't go through the whole budget process. We haven't even started it. The backup letter didn't state that you haven't even started the new bucket. My understanding is that they never talked to their employee. They wanted to have a full-time position or they thought that you should be a full-time position. But due to the nature of this position, the employee doesn't feel that she wants to work or he, I don't know, with employees, doesn't want to be a full-time employee. So since the commissioners got already approved a full-time position, the DA is requesting to split it back into two part-time positions. I know, I know, I read the backup. The reason I don't know. Oversights do not. Yes, we have. In other offices too. I know. But it just seems like it curves more expense for two. It's actually, it's budget neutral. According to the budget statement, but I'm just this is kind of employee creep You know we just we just created other slide And that one of your pet peeves commissioner Mitchell Right And it's even before the new budgets started Well, it's not something that we haven't done before I just wanted to bring it up because it's neutral. We all work really hard on the budget. We're trying to be zealous advocates and make sure that we don't over extend the citizens money and every time we create a new position, that's something that will be here between then into time. And then at some point, they'll be both turned into full-time positions whenever the people who are part-time want to decide start working full-time. And Sarah, as you said, you know, we still let them employees decide whether they want to work full-time or they want to work part-time and you know, that's up to the department head. That's up to the department head to the side head, but still, I don't know. I don't have a problem with it. And it's up to the department head to determine what's the fifth for their office. And it's not certainly not like something we haven't done before. It is budget neutral. And I understand what you're saying, Commissioner, it does create another slot. I get it, but it is budget neutral. And in five years and other departments that we've done this sort of business, when it goes later, they might come through and say, okay, I want to consolidate the two part time into one full time. I have no problem with that. It's up to the department head how they feel their department's gonna work best. I just thought we should have a discussion. Maybe I'll get 10 roadhands to go part time, get 20 and then let them all work over it, then let them all work over time and then the next year I'll just fully fund them and I'll get to incrementally expand my staff without increasing slots. I just think we needed to have a discussion because you know we've all generally tried to hold the line on the budget and say look, you know, particularly right after we haven't even started We used to pretty much Say look this needs to be discussed That's all I'm just bring it up when I went through the agenda. I was kind of surprised Let me ask you this is is are the two part time positions Is the two part time positions being filled with current employees? Are you going to have to go out? Is the DA going to have to go out for that new part time position? I'm going to tell you for sure, but I believe we have one current employee. And they would end up meeting another employee. But the one thing about protective orders is, I mean this is a very important position because it's getting protective orders to protect victims of family violence. You know, soon after an offense has been committed or leds have been committed and these. It's a difficult job and it's not always easy to find people that are able to willing to do that on a part-time basis as attorneys. It works out well for some people and then other people. It's not as easy because they might want to do some other type of law practice as well. So they have to try to balance that or make a commitment just to do predictive orders and not have any other work. But it's my, you know, and I'm probably can correct me, but I think we just, we currently have one person. And I think what Mr. Johnson was saying was maybe they thought the person wanted to go full time but they changed their mind and so now they need to fill the other half of the position just because there are certain certain types of cases that have grown with the growth of the population and protective orders happens to be of them. The other area is, you know, I may not have grown as much, but I'm not taking anything away from what Kusher called better his best. I'm not diminishing the need for protective orders. I actually, at one point, had to do that. And I understand that's a pretty rough job.
