I'm going to talk about county roads this morning. I was told last week that I wasn't close enough to the microphone. As you know, I'm a wildlife rehabilitator. You only have three slots in the entire county devoted to animal services and their deputy sheriffs. Right now you only have one. I'm your other person. I'm the one that goes out onto life-forth and picks up the Great Horned Al on the Red Tail Hawk all over the county. I had a flat tire and there was no one that could come get me. There's no lighting out on the county roads. I'm going to go to the B-Nobile Ranch on Country Club Road because we, while I from rescue people tend to stick together and I wanted to bring something before the court. This is not a, oh my gosh, this happened. This is a please do something. Mr. Eads did a wonderful job on Country Club Road. The residents are very happy with that road except for this one location. I'm good friends with the Bryant's. I've been there many times. I've helped rescue many of the animals that are on that property. On February 18th, we had a terrible rain. That property flooded so badly that they incurred over $10,000 worth of damage to the house where all of the rescued dogs were. It's a little emotional. All of the donkeys and mules that had just been brought in from the slaughterhouses and had been saved had to quickly be boarded and gotten out of there. The city did nothing. The culverts that were put in and I know Mr. Eats is going to look at this now because I'm saying it, right? Okay. Well, the culverts point directly to the house. So every time it rains now, that water goes right to the house. Now we know that land floods. This is Texas. But my gosh can't county help with that bar ditch? None of the other properties around flood, but theirs do. So every time it rains, Ashlyn is out there with her front loader ready to redo the double berms that they had to put in because county wouldn't help put another ditch in or another drainage area so that the water could go away from the property. Do you know how much it costs to run a rescue? Do you know the effort and the heart and the time that we put into that effort? These animals were going to die until we saved them. Now I know a lot of people with say, oh, it's just an animal. You don't say that to one of us. Now I know you guys are wonderful and have great hearts and I know Commissioner Eads now that I brought this up is going to talk to me and not even me, you don't have to talk to me, go to the Bryant's. the water that we're standing in that water got sick. That's not what you do, but that's what's done, but that's not what you should do. As serving tries to figure out what it is that's best for the people that they serve. Now in a lighter note, I brought, I had these students to come in today to see how government works. We will talk afterwards and I'll talk about some of the things that government did. You all. The agenda, and they know what the agenda is. It's a listing of items that you're going to discuss. The state says you must write down things and put things on a list or some document showing what you're going to talk about. The state says you put them in order so that the public, if they want to come to hear what you're seeing, will know when you're going to say it and be prepared to listen or say something about what you've done. So what I'm going to tell to the students when they get to be office holders, go according to what the agenda that you put out lists. No one has the authority according to the state of Texas which I'll be bringing that information back up, held off on it hoping that you would do the right thing. No one has the authority to just change it, willy-nilly, on the day of the meeting. And so we'll be talking about that. Another point I want to bring, or light note, I don't know if it's light or not, I saw Commissioner Mitchell at the football game, the North Texas State football game, she had on her garb and she was ready to cheer them on. And but she was a little disruptive. You know how some of you fans get all worked? And I told her, I didn't see a police officer around, so I could get it to help and I asked her, would you just behave? She said, no. And I thought to myself, that's the kind of commission I live right there. They wouldn't let me on the field and do my part, please. You do a cartwheel. Can you do it? They should have. And on Saturday, I read a rather distressing article in the Dallas Morning News that a company known as Interim Storage Partners is seeking a permit from the Nuclear Regulatory Commission to store high-level radioactive waste in West Texas. This concerns us here in Denton County because the proposed route that this nuclear waste would travel from Maine to West Texas goes right through Denton County. And I ask the commissioners to please research this proposed route and to make a comment in opposition to it to the Nuclear Regretary Commission. The comments are due by October 19th. And I have the article from the Dawes morning news that I can turn in to the secretary so you can have all the information. Thank you. Okay. There are a few other things in the grant request for the governor's office that go to the expenses of the program, primarily training. But all of our monitoring that enforces sobriety allows them to work their sobriety are in this grant along with the counseling measures. And I highly encourage the commissioner's court to vote yes unanimously on the S, so we can have fun in the next year too to help these veterans deal with their substance abuse issues. Whereas 30 to 60 percent of perpetrators of domestic violence also abuse children in the household and nearly one and four children witnessed violence in intimate partner violence cases filed in state courts. And whereas more than 100 women are killed by a male partner each year in Texas, more than 70,000 Texans receive services from family violence programs last year. And 58% of college students say they do not know what to do to help someone who is a victim of dating abuse. And whereas in a single day, 999 requests for domestic violence services in Texas are unmet because of lack of resources. And whereas our communities are stronger when all citizens become aware of domestic violence and become involved in supporting local groups that work to keep families safe. Now therefore, if it resolved the Denton County Commission's court does hereby proclaim October's domestic violence awareness month in Denton County. And we call upon all citizens, community agencies, faith groups, medical facilities, and businesses to increase their participation in our efforts to support families, thereby preventing domestic violence and strengthening the communities in which we live. We're hoping that our intention would be to have the same person appointed to both positions. Say, again, That was our intent. Yes. We don't know if we need to pull this for a week to post it that way or if we could have the person appointed under both of those statutes and that way we're not looking at budget implications of having to create another line item for that because we don't want that. I think that posted just don't want that. We don't want that. We don't want that. I think that posted just to mend it. All right. I think it's, I mean, I looked at it. I thought it was okay posted because that person just like Judge Ramsey, tender their grant could have do. Do you know? I guess. All right, well just to follow up regarding the email you were discussing, we sent you an updated CIP spreadsheet that is the main spreadsheet that's the cap1 improvement program and we've included the proposed projects that are construction related that we discussed last week. And just as a reminder to the public and to the court that this is the CIP plan that I'm going to read my notes here to make sure I quote this correctly. This was improved in July 19, 2016, for fiscal year 2010 through 2019. And so the only changes that have been made to this plan today or anything that the court has approved since that time that might alter a current plan that was on the books in the previous capital improvement plan that was approved. Other than that, the only changes will be what we've included as of last week's construction workshop and it's just proposed projects and at this point we've also allocated proposed funding based on all the funding sources that we currently have available and this is something that we've included on this spreadsheet we haven't worked with the auditors on that yet and we haven't discussed it with a capital improvement committee yet, just to make sure that we have it allocated appropriately. But again, this is all just for discussion purposes, and it's, you know, whatever the court would like to do, or proceed or any projects that you would like to change. It's just basically just to kind of get the conversation going. So we have that, and we also have the simplified version of the spreadsheet as well that we provided for you that just literally talks about the projects and it's not the complete CIP. My concern is I do not know if we should be prepared to do the full amount of tax notes every year for building projects. There's other things because we also use a lot of that in the CIP for road projects and I have anticipating no to do more of our well I don't know if we use tax notes for road projects but well the deal is is that if we sell those bonds it's going to hit the tax rate along with the tax notes okay That's my point. Okay. I agree with you Commissioner Coleman and I and John I thank you for pulling this together. I think this format of the CIP works well and we do have a lot of road projects we need to consider. I don't anticipate us making any final decisions today, because I think we need to look at this and contemplate it with our road issuance. What do we have? Each of the members need to identify what funding they have available currently. And then what's issued, so what is readily available? What do we have? That's unissued, it's voter approved, and then we are working to create more of a cash basis on some of our transportation planning so we are increasing and I've done a good job in the budget working on it in the last few years so I think I combined lists like this that each member could identify their priorities at a near future date that we could get them to see if they're what their goals are so we could identify that not only the buildings but their roads I think I don't want to put words in your mouth Commissioner Coleman but I do believe your big priority was to make sure that These three was moving along which it is right and then that so that we're anticipating so that we can get The Carol courts vacated appropriately and then we could roll into that and that's a seamless transition Okay, so I think I think that's that's I've come out of her last week that was your number one priority I think the rest of the court agrees with that strategies at it. Yes, we needed to push the Loop 288 administrative complex project forward. We needed to get the, that would allow us to clear out the Carroll Courts building. And then we could remodel the Carroll Courts building. And then at that point, we could start planning for the additional courts over at the courthouse. I think another priority in my opinion is we need to do the law enforcement laundering kitchen. That's been right. So, John or Beth, let's look at, so we know the phase three, you can see that on here, where is the, on this CEP form? Where is the design of the carob building and the reconstruction of the carob building? Where are those? So we can make so we could look at those to be for 19 and 20. One second. Do you you all anticipate us needing funding in 19 for the design? Right here. Yeah. Okay, we, the design of the Carol building. Let me look here really quickly. That might be a facilities or a Beth question. We have that identified as excess bond funds that we can fund that expense from at 1.6 million. In 2019. Hang on. So we have issued 1.6 that's available from 15. So we are you saying that back in fiscal year 15 we'd have 1.6. It was issued. It's available. We've never issued any money for that project. It's never been identified as a bond. It's not a bond project from 2008. It's based on the discussion last week. In the zone, it got on the priority list and we identified investment earnings and excess bond funds to fund the design part. Okay, since this time last week, that's happening. So it's red and out to the side it says 2015 excess bond funds. That was a plan but it did not go. So that money is not there in that line item readily available. That's a question. It's just it's not it's not allocated for those expenses at this time but we I've worked with the auditor's office and we have identified that that funding is available that can be reallocated to fund that expense. Does that? 2019. Yes. Uh-huh. It can. It can. It's either remaining excess bond funds or unallocated interest that will be lost. It is in that. Well, that is available from 2015. Yeah. It's identified in the. The issuance in 15 that's available. Okay, so from a purchasing standpoint, do we need to spend? It's fiscal year 2019 to early to be spending funds for this start on the side for to get that going to be to anticipate is that too early? Or do you think we need a way to help. Back when I was just going back and forth it's kind of right on the bubble of 1920 because we do have to vacate that design can start ahead that you know face threes out there. Yeah. So I think I'll be able to be bumped as long as it was funded October this time next year so that we could be ready to move and start that process. We could probably start that in the caribouling in 2020. Okay. The design in 2020. Yeah. Okay. Let me add something to that if I could. After the meeting last week we were kind of discussing that the importance of maybe doing that design early in 19 is because that number of 12 million has been sitting out there for many many years and we don't really know what our exposure is in that building for infrastructure changes in those companies. So if we do design early at least the first phases of it you know you would have an idea on what your impact may be put it for 2019, but the beginning of the budget. Well, but we could use the 1.6 for that. So I'm going to move that over in my mind. Okay. So another one of my concerns that I wanted to address is that it seems like we're trying to do everything at once and even though And you know, I talked about this with you is that if not that and I misspoke earlier where I was talking about the CIP and the tax notes But that you know, we had an estimate if we did the full amount of tax notes that that would be a half-sent Hit to the tax rate. Potentially. Potentially. Potentially. And that, you know, I was concerned about that. So I wanted to make sure that we A had the amount of staff to handle all the projects, right? Even if we did have the money, we're trying to do everything all at once, and that we adequately time them. You know my concern is is that if we're gonna have I mean I guess right now all I mean you know we it looks like we have a considerable amount of projects planned for not a project plan for 2019. And I just want to make sure that I know that everybody has their priorities, but that we want to make sure that we do it right, in that we're not overburdening our staff or our capacity when we're building all this infrastructure. And also in regards to the funds, the tax rate is kind of concerned about, and I've talked y'all about it, and I guess Judge Warren said she would disagree with me about pushing the emergency services back from 19 to 20. I disagree with you too, I'm not a... I don't understand. I understand that my points are, you know, and I use the emergency, I use the Fire Marshall tremendous for the precinct one. My concern is it wasn't in the bond election in 20 2008, right? They, I think, have nine employees that I think could be very easy to offer somewhere else and third because of the the amount which is 29 million dollars that's kind of put a pressure put a pinch point on our ability to get funds together. I don't think it's gonna get any less you and and we've done some more that wasn't in the bond election also if you go down the list. I just think this one that we need to get we need to get done. Well I understand your point but I think the courts, the administration, the courts, the law enforcement kitchen stuff like that those are things we got to have and the other things like emergency management building and emergency services permanent and the records management building those are things we would all like to have because it would make things part of our campus and stuff like that but I think the other items are much more urgent in my opinion. So if we for this year's for 2019 we could proceed with the design of the purchase services building and proceed with the remaining projects such as the jail and everything and then go out to bid in the fall of 20 and the fall of 19 fall of 19. To the May just bump that back six months or five months to the fiscal year 2020. That would still keep the emergency services building on track and these other projects that are of concern on track. Does the court agree with moving that back proceeding with the project but moving it back a few months? And getting a good compromise and getting the jail number of people that work in emergency services that's true, but they don't have exactly tiny little vehicles to be storing. We didn't exactly expect the ceiling in the old emergency services area to give us the problems that it has. And we do have an obligation to, I believe, to all the cities in the county as far as emergency services is concerned. And Jody can speak to that better than I can but I think we keep everything moving forward. We need to find a place to house emergency services better than where they are now. So if we keep that in mind, we would need to identify the amount for the architect fees, and if we're going to go ahead and pursue the design of it in fiscal year 19. And also it would be our recommendation that the bond funds that are available to be allocated, be reserved for that expense because I'm not sure what our other funding method might be. So, John, under emergency services building, you have 1.0 in 2016. What is that? Was that an issuance? And that money's available. Just one second, let me look that out real quick. Unpage three. We already have a million available. In 2016. We already have a million available. It looks like there was one million allocated in 16, but just I'm not sure without visiting with construction or purchasing if that's an accurate amount at this time. It's been several years ago if there's any other additional expenses. And isn't that photo proofs on? Yes. Is that something that y'all could speak to? Well, photo proof. Right. So I'm saying it looks like we already have issued 1.0 and we have 27.4 outstanding So maybe we if we already issued those that one million You know that it's huge We're gonna look back at 16 and just see if there's any notes back then to see exactly what that was for. I'm not positive that was to do with architect fees. It may just been another component of the project. So just for clarification on emergency services, we use some excess funds from the kitchen remodel because we've already designed that with the operations center. If you'll remember, we did change order for a million something. But we only have contracted through schematics because there's plus to come with plans and let y'all choose which way you want to go and then we'll negotiate the rest of the contract. That's right. So, John, for discussion purposes and planning, if you'll could reduce that border on the left side of the chart and increase and provide more room for the comments column. That would be good. So we could identify and have more notes over here in the comments like, you know, you referring to the CIP the CIP okay? The show You know that's a million is that available or not? Is that just like that 1.6 below there for the carer building? That's an outstanding item to provide some clarity of what truly is available for the past years as we move forward. Is that issued and is that available? I think that would be helpful. I need to push any further out than we have to because your cost goes. But we might have a million dollars available and then we add another million or 500,000 for this year. If that's available, then we just close the gaps. We should go ahead and start doing the architecture for it this year. Are you all still planning on putting the emergency services building over there on the loop? Yes It has been approved by court and that's where it's being designed There's no other options on that one I still think that's a big mistake We're putting a facility on land that we bought by the foot when we should be putting it on land that was bought by the acre. And if access to I-35 is the most valuable reason, it defies imagination that access to 35 through loop 288 is a viable option. Particularly when we have a facility down on Teasley, where you can get to both the east and the west, west part of the county is very easy down on 2181. Particularly if we're gonna be using it off, I mean, we're not planning on building a storage unit there too, right? We're still planning on storing the items down it, the teasley facility. We're planning on understanding your concerns that we're planning to land bank as much property over there as we can. We already have been preserving space for future additions over by the health department and other part of the campus that we're building out we preserve so we have clearly two other locations on that site on the campus for future buildings that will be after we're gone more likely but for down the road there's land there's future land banking. Just to clarify that one million that was in fiscal year 16, that appears that it's no longer available, that was a one year funding. And I'm not sure what it was you something for explanation on the CIP sheets. For instance, if I go to Carrollton Government Center expansion. What page are you looking at page two of fourteen and this is just using example i'm just trying to understand what these numbers to the far right and say total are are the cook kielton government center. In other words, some projects that I see on here are totally pleaded and if they're totally completed, so the numbers to the right of them. We're just how much was allocated. We're allocated that's not money that was not spent. Correct. Okay so like we had the colony government center roof replacement completed and so we have 99,975 I that's on page three I'm sorry and about four from the top and ex we don't even own that building anymore, but there's $99,975 left from those tax notes. No, sir, this is just the grand total of what was spent, or allocate not spent, but allocated for that project. So it's just how much money was allocated for the projects, the various projects. And like I said, this was the plan that was approved. Right, I'm understanding it. And so it's just, I guess my question is of these that have already been completed. Are there any funds that we max out all the funds that were available to us? Or are there, at this time? Over funds from those projects. I would imagine that some of these projects would have some excess funds, but that is something that we would need to look at at a case-by-case basis. There's so many varying projects in here. The majority of it probably has been expended. But especially some of these older projects, we're displaying years 15 through 21, 22 here. But this plan goes way back to 2008. Let me ask, I think it's a good point, and I was thinking the same thing, Ron. If we could, this is what I'd like to ask for you out to do. Could you add another column? Well, or or they do create a new sheet here It's confusing for us as we're sitting here trying to make a decision here just like he said there's is there not in the 99,000 dollars left or not so I think we need to have a new chart that lists these things and if there's available funding for any underages on any of these projects moving forward that we have, that those are on the spreadsheet. Okay, just the projects I would like to have a spreadsheet that shows the projects in the past that have remaining money available. Okay. And the funding source, where did that come from? I'd like to know that. And then the new projects on there, and you know, I had a draft of the years there. So we can actually see what is available. And so we can start allocating some different funds from other balances to move forward. So. So basically, if I'm understanding correctly, what we provided you last week was all available funding sources that we could easily identify at this point. Now to go into the request that you have, that'll mean you're wanting to know excess bond funds or remaining project funds for every single project that's ever that we have on this sheet just to make sure I understand correctly. Okay. We, I think we need to spend old money before we issue new. Yes, and we have. I mean, we need to go in and clean up. We need to go in and clean up the, and I know that's a big headache for you and Jane. We've been doing that, though, with the commissioner. We have funded about five projects and in this year, exactly the way you're describing the sidewalk here, the Papers project, a significant amount of excess funding for the Phase 3 came from those. We've been scouring those funds all year. And there is not any money left over from some 2012 project. Again, if you look back over the projects have been approved, the funds funded or in the budget or by bonds, we've got at least half a dozen of them we've funded exactly that way, and those monies are going less and less. In the project for today, or the proposal for today, the Carroll Building renovations and the excess for the pavers, which is 2 million, those are being recommended to be funded by those exact excess bond funds or investment earnings that we have then again it went going back and identified again since last Tuesday. But there is not large pots of money sitting around from projects because we've been fine tuning those and bringing projects to the court for about six months now and there's not going to be a lot of understanding that and I appreciate that. Is this project closed out on page three? Fort House, the Carroll Building Master Study Implementation, it goes back from 16, 17, is that 2 million? Is that? I'm sorry, which project commissioner? About three quarters of the way down. Courthouse, Carroll Building Master Study Implementation. And it has money in 1617, 18. It's under number two. That completed. I'm not familiar with that project, but I will say that I think that's something that has to do with the master study and it's something that we do in phases. So it's phase one which included design of the new court court room where the law library is we're in construction of the courtroom and then the rest of it was on what that last two seventy five is right but the rest of it yeah we're under construction. I think the 275 is because we're well with budget. That's what I'm thinking. So we added money there. Yes. Yeah. So that's also going to be hope for that's for the design on the bottom floors for courtrooms and the in the basement over at the courthouse and other items like that. Fine. Constructing the kidney bills in court room space, right? Right below. Yeah, that's right. Yeah, but that's so for today's purposes, can we get together with staff and read offline and clarify some of this and find out what our available balances are and they will and we're reconvene makes week or the week after does that does that work for the court? I do know that y'all try to use the old money and we've been doing that for years, but I think we need to move them forward. I think we need to look and see actually what's our real time where we at and communicate that not just just being historical because this is a historical document. It's also a planning document.
