I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the Good morning ladies and gentlemen, good morning. Denton County Commission's Court for Tuesday, November 6 is now in session. This morning our invocation will be given by Matt Richardson, director of our health department. Our pledges will be led by Joe DeGonzalez, our Fire Marshal. Will you please stand? What about that microphone? How about that? Hmm, better. Never told to be louder. Let's pray. Our Father in Heaven, we thank you so much for the changing of the seasons and the cool brisk air and the changing, the beauty of leaves on trees. Father, we just thank you for the markers of time. We thank you that we see your creation and how you have constructed it. And the seasonality and Father, we can just take appreciation in that beauty. And Father, we thank you for that this morning. Father, we ask as we do for continued strength and wisdom to reflect your wishes and your will. Father, we ask for wisdom and the decisions we make and for the strength of conviction, but we also ask for mercy and grace and peace. Father, today is a monumental day in our country as it always is when we get to freely choose. And Father, we know that that freedom of choice is something that you espouse in our spiritual lives. And that freedom is something you've given us. And we understand and accept that, Father, with that comes responsibility. And we just ask for the wisdom to make decisions that reflect your will and that we remember to afford mercy and grace and peace to others as we would have it afforded to us. Father, we thank you most of all for the sacrifice of your son, giving his life for others as an ultimate example of how we are to treat our brothers and sisters around us. Father, I thank you for Christ, I thank you for his teachings. I thank you for his death. And it's through his name we petition you this morning. Amen. Please join me in the pledge to the United States play. I pledge allegiance to the flag of the United States of America and to the Republic for which stands one nation under God, indivisible with liberty and justice for all. Plets for the Texas flag, honor the Texas flag, our pledge allegiance to the Texas, one state under God, one in indivisible. Well, good morning, everyone. Interesting that Frank just contacted Commissioner Eads and said we've already had 10,000 people vote this morning. So it's a busy day. And I'm glad people are voting. I'm a little calmer this morning and I've been another election day. That's the way. Just not the same other thing is it. Okay, we have some public comments this morning. Item one is for public comment. If anybody would like to address Mr. Court, we ask that you please complete a public comment form. They're available on both the side tables. I want to also remind everyone to please turn off cell phones, pages, and electronic device that might be disrupted. The first public comment form I have is from Jennifer Lane. Good morning, Jennifer. Well, I'm thrilled that the work is going on on the sidewalks and by the monument. But that's not what I'm here that the work is going on on the sidewalks and by the monument, but that's not what I'm here to talk about today. I'm here to mention that yesterday while walking, block walking actually, I was bitten by a dog, and the dog ran across another yard angrily to bark and bite at me. And so I, being a child of the 50s, immediately thought that I'd better get rabies shots. And so I pursued this, and I discovered a lot of dysfunction. First of all, I did call the animal control, and I did get eventually call back, mainly because I texted people in the animal control that I know, including your opponent. And I was able to get some action there. And as a result, I was able to give them the location of the dog. And then I could go on to the next step, which was to try to take care of myself. At that point, I called my doctor. I called Urgent Care I called urgent care, none of these people can give you rabies shots. So everyone said the only one that can give it to you is the County Board of Health. So I tried to call there and the option that you're supposed to choose is option four if you want to ask a question. When you press option four, it says this option is invalid. Then I thought, cleverly, let me try zero. At which point a message in Spanish, this is after the second or third try of option four. Message in Spanish telling me that the county board of health was closed. I speak enough Spanish to understand that. And then, so then I went there. And then they asked me if I had insurance, which I do. And they said, we can only treat the uninsured. So then I went there and then they asked me if I had insurance, which I do and they said we can only treat the uninsured. So then they said you need to go to a hospital emergency room. So at that point also it was suggested that I go to the state board of health. I went there on McKinney. They only did the supervisor there told me they only do food stamps. After that I called my doctor. It was now after lunch. I could reach him again and they, yes, go to the ER. I went to the ER checked in the entire nine yards, went into the ER, and then they said, oh, we can't give this to you. Because you have to wait 10 days while we observe the dog. Well, if the dog has contracted, but is not yet showing symptoms of rabies, you would need to get the shot on day zero, day three, day five, day seven. So this didn't happen. And so now I am trusting to luck that this dog has not contracted rabies. It's an outside dog. It was not vaccinated. Its owner told me it was not. It had run across angrily, not in its own yard, but to the next, and bit me. Twice. Drawing blood. So I guess I'm here just to say perhaps the phone tree at least could be fixed so that four is not an in-bale option. And that maybe the Spanish message doesn't say that the place is closed when it's during business hours. And maybe that we can go on from there to figure out why people cannot get rabies shots if they have insurance and want them. Thank you so much. Gary on with the statue. Okay. If you haven't already, please visit with Matt Richardson. Jennifer, if you haven't already, please visit with Matt Richardson. Thank you. I have two more public comment forms with me are in relation to a posted item. We'll get to that in a minute. Members item two is a consented agenda. Do you have items that you need to discuss on here? Do we have a motion for approval? Motion. Motion by Commissioner Coleman, seconded by Commissioner Ead, solemn in favor, please say aye. Aye. Aye, posting name. Motion does carry, consent agenda today, consists of 2A, which is approval of ordermaking appointments. We have a promotion in the County Clark's office. Three new hires in the County jail, a re-higher in the county jail, re-higher in adult probation, and a new hire in both juvenile detention and juvenile post adjudication. 2-B is approval of the intro departmental transfers, 2-C is approval of building new request from outreach debt and for use of the courthouse on the square of law on Tuesday, November 20, 2018, from 5 to 10 pm. 4A is a public hearing to discuss the resolution to adopt and approve the contract to participate in a county pace program. This stands for Property Assessed Clean Energy Program under Chapter 399 of the Texas Local Government Code here and after referring to his pay sacked. The adoption of the Professional Services Agreement with Lone Star Paces, Denton County's program administrator. The program is to be called the Denton County Pace program and we need a motion to go into our public hearings. I believe we have a motion by Commissioner Eads seconded by Commissioner Marchand on favor please say aye. Aye. I pose any. Motion does carry. We have a couple of people that have signed up to speak on this item. First is Lori Fickling. Good morning, Lori. Ooh, ooh. Good morning, Judge of Commissioners. Lori Fickling, I'm the president of the Louisville Area Chamber of Commerce and I'm here to say just to say thank you for your consideration of this program. But first I want to say this is how the court will always be frozen in my memory and I love that. Nothing has changed. It's really it will. It's about to, but it will. This is how I will always remember it fondly Thank you for construction of this program. I think anytime we can offer another tool to our commercial property owners It's a it's a big deal. I can well remember some decades ago going to property owners and saying you really should do something about your building But having nothing to offer them in the way of help and assistance. And this affordable way for them to have great energy and water is a big deal. It will increase the property values lower the utility rights and in the end create jobs which is what our economic development efforts are all about. So thank you for that. Thank you. The second public environment that I have is from Mr. Lee. I believe that's McCormick. Good morning. Good morning, Judge and Commissioners. Lee McCormick with Lone Star Pays, 698-811 on Road and Frisco. Let's just like to thank the judging commissioners for all your efforts and your staff efforts to consider and bring property, sescoline energy to Denton County and also thank Michelle French and her staff for coming up with a workable solution that I think will end up being a template for other counties around the state. So with that we're here to speak and support this item. Thank you. Well yes, Michelle put a lot of hours in this and also our donate tax attorney Gil Bragg worked hard to make this a program that is workable for Denton County and beyond that really I think it's going to be a model for the rest of the state to follow. So with that I appreciate your being here today. Are there any other questions or comments concerning this item? Or do we have a motion to close our public hearing? Motion by Commissioner Ead, seconded by Commissioner Marchant. Hearing no further comments all in favor please say aye. Aye. Aye. Opposed to the motion does carry. Okay. Okay. We'll take that under advisement. I ask questions. Go back to pace. I'm sure. Go ahead. This is just for my personal information. This pace program is only offered not only offered in the state of Texas. It's a nationwide program, is that correct? And there's a purpose for my asking this. Yes, Commissioner. Paces currently offered in over 30 states. Hey, do you know if the state of Oklahoma is one of those states? I do not off the top of my head, sorry. Thank you. Would you, just for my benefit, I serve on a university board and we have a lot of renovations and new improvements in Oklahoma that we're looking at and I told them about this program and wasn't sure if they were a state that qualifies for it.
