She is persevering. That's the word that I keep hearing about her. She is just so persevering and a great testimony. So the scripture that I have for today is Jeremiah 29 11 and 12. And this is what the word of the Lord says. For I know the plans and the thoughts that I have for you individually and corporately. Plans for peace and well-being and not for disaster to give you a future and a hope. Then you will call on me, you will come and pray to me and I will hear you, I will hear your voice, and I will listen to you and I will answer you. So Lord, we thank you that today we are in a new beginning. Dr. Matt said last week that we are in a new beginning and today I'm going to add we are in a new place of vision. So we thank you that vision has been completed in this court and through this court. We thank you that vision is in process and we thank you for those that are in process, but we thank you that you will release new vision to these leaders for their role in this county. You should, that's okay. What should be an article is that the reality is we know that the majority of the people that we're going to get probably told, are going to be from the right race. We know that. Put it in the article. That's the other side of the history collecting mechanism that should be in place. Just tell the history. We are going to chronicle what whites we're doing doing this time. You know what I'm saying like that? We're going to chronicle the history of people who had pictures at this time and we want to keep up with those in this collection that we're going through. And go ahead and say in the article, you and the didn't record chronicle. What we will do in that case is we will get written testimony and information from people who are alive at that time as a possibility of something you can do. Calvert-Low for address. What I'm here to talk about is North County Line Road, the road between Denton County and Wise County and the condition of that road is just about not passable. There's been several homes built there. Back in Wise County is you're aware there's a big development. All of those people use County line road to get back to 380 and for the past six months there's been no maintenance on that road whatsoever. It's about not passable. My concern is this. It's a lot of money to maintain that road for a lot of cars. And why Denton and Wise County can't get together so that they can spend some money on the road and make it passable for now, but certainly do more to it. When we had this little discussion with the commissioners 12 years ago and they oiled the road, the plan was to put hard top on it. That was the commitment that the county made to the people out in that area. And since then nothing has been done other than just a very minimal maintenance on the road. I would hope that when we call over to the West, they act like one time it's there's no money, the next time it's the weather, and so on and so forth. But the road is very hazardous, and I wanted to call that to the commissioners attention and Thank you for some response to it. Thank you. Thank you. Thank you sir. And whereas during his service with the District Attorney's Office, Bill served as a misdemeanor prosecutor, felony prosecutor, juvenile prosecutor, family violence prosecutor, and he ended his career with the office as a civil prosecutor. And whereas throughout his service, Bill faithfully and diligently discharged the duties. And obligations entrusted him and implemented the policies of the Attorney's Office in an honorable and responsible manner, and whereas the District Attorney's Office wishes to build well in this retirement in all of this future endeavors. We had a good visit about this last week, and I asked if we could delay this action till this week, so we could get some other data points, and other points of view and interest. And we do have a recommendation. Mr. Hernandez, if you want to speak to that. You know, it's a commissioner. Do you have our county treasure, Ms. Brown here as well? Yes, I have, I work with James Welles in the brown. We, we, we talk about these and the bad options we could offer to the employees. We all agree on option three is the best option. Now you have option A and B under three. A basically gives employees a fixed contract. So it's going to be an inter-usual guarantee of 1%. Option B is going to be based on your age, meaning there is not going to be a fixed contract. I am one of those that like to risk money. So that is why I recommend option B. Option 3B. 3B. If you want to have a fixed account with a fixed rate, option 3A is the best way to go. But I do recommend 3B. And like you said, last week week there's no alternative. In other words you can see the 3A or 3B. Well you have option one and two but no. I understand that but there is one and two. There's not an option of accepting three A and B. Perfect. And then you decide which one out for you, A or B. There's not that option, is that right? It's only option A or option B. Okay. And three basically guarantees all the people that have the money on that account to keep the 3.5% rate that they have now. I'd like to hear from the county treasurer, if you don't mind. Ms. Brown, our county treasurer who so Abley does our payroll and investments. So I've been kind of staying in arms length. So that's a malergy. So I'm a little congested. But I can curve with everything. Kastado said both option three A and three B are viable options. Both three A and three B guarantee old money secured at three and a half percent. It's we're only talking about the new money that current participants contribute to the plan. I agree with Gustavo that three B is a little bit more aggressive for those younger, for those that are nearing retirement. It's a little bit less aggressive. So it does take into account their age and their proximity to retirement into consideration to determine what asset allocation they're going to invest in. But just providing a summary and some basic information. All of our legislative delegation. The committee assignments were announced last week for the senators and the house will be announced in early February. There were a number of topics that I was aware of that of importance to the court and other department heads and elected officials. So I went ahead and listed all of those by category. There are a few that I starred and those are ones that I think the commissioners court we could create a legislative policy statement and that could be done for next week where we just create general statements as a court. And then for the DCTA language or bill, that will be submitted here in the coming weeks. And we will need to adopt a resolution supporting that language in the DCTA bill. In addition to that, I will be working on and it's a process tracking these specific bills that relate to these topics. So as they get entered into the system and we're able to track them, I'll have that included on an ongoing basis. There was a bill that representative Charlie Garin filed the bill to, I think we should look at it as a group, consider whether we want to support it, but they want to have, they're going to authorize counties to have a one-cent sales tax. Okay. Property taxes by the amount of that one-centre sales tax. The county judge, Tarrant County, I respect him quite a bit judge Whitley said he thinks it's a good idea so I think we need to look at it. I know sales taxes are regressive, so I don't particularly care for them, but it might be a good way to solve some of our property tax issues. By down our rate further. I just think it's something, I'm not saying we support it. I'm just saying we look at it and figure out what we're it on our list things that we need to look at tell me again. Who submitted that? And we had a briefing, several briefings while I was at the Commissioner Seminar on legislative agenda. And we were very pleased to have Senator Lucio addresses. He happens to be a strong pro-life Democrat from South Texas, but he has headed the Intergovernmental Affairs Committee in the Senate for some time and has just been reappointed to that. He was very sympathetic to the problems that we counties had with unfunded mandates from the Senate. So I think it's really good news that he's been reappointing chairman, even more good news. And one of our two senators at Fallon has been assigned to that committee. So I feel like we will have a bridge to get good information to that committee as the time arrives. Great, yes? Perfect. Members, I just encourage you all to if there's things that you'll want. Added to this agenda or there's information as background that we need to look at. Be sure to, I think we're generally all of us are on all the same email blast lists. But there's something that you see in the paper or something you want us to take a look at. Please be sure to let Shannon know and it also goes for our department heads and other elected officials. We want to as best we can speak with one voice and we want to be able to. Can you, can you do a dog or follow the house bill? I can't remember which one is one, 26 or anyway, that Jared Patterson has filed on the toll authority and the transparency bill on the surface. It is something. In fact, I have talked with John Mahalak, who is one of our representatives on the NTTA board. on the NTTA board and he said he NTTA did not have any issues with the bill itself because they currently have a policy of transparency that's been in place that they're asking for for the next five years. But if you read further into the bill, it talks about the funding and the budget and the funding mechanism for each project not paying from Peter to pay. I think they're attacking system wide by that. That's what they're talking about. Yes. They're attacking that. I think that we need to be aware of that since we have so many tollways that are in our county. And the gist of it is that there's an objection to using system wide funding rather than specific project for us. There he is. They want to untold something once it's been paid off. Right. Yeah, but I want us as a court to look at that E either supported or stay neutral on it or not support. It's a transparency bill. Right. But it may end date as well. It's a transparency Bill right right now.
