Commissioner March in a loving chain breaking way. I want to try to do this. I'll private This is our private little thing we're working with. Changing the agenda, that's not appropriate. I don't think. And all of these things incidentally of what I think, that means right. It's just what I think. Change the agenda. If one is one, if one's on it, it means it's supposed to be first. Moving the statute. The statute reminds me of a prime in my life where I wasn't as a human being and black man being that I wasn't treated the same. Turn in the water on. For 19 years you told me you commissioners, not all of you were here, you've changed, but all of you have said the water wasn't ever on. We found out the water was on. So turn it on. Again, let's my wish. Clean up the freed. Help me to clean up the freed slaves, cemetery, and pilot point. You have the funds. You promise to do it, but you're not. Free it. Get me access so that we can go to it when I want to go to it, which is within the law. You're supposed to do that. Help me clean it up and do what you said you were going to do. And lastly, Zach Rollins. The guy who was the janitor here for so many years and everybody loved him, there's not one remembrance of him anywhere in this courthouse that I know of and honoring him. He needs to be honored because he was a slave. He was freed. He did everything that was right. He wasn't angry. He's my role model. I need to do what he did. And I just wanted to acknowledge those who work for me, who do an excellent job for you and I every day to keep us safe, 911, and keep it my officer safe, and acknowledge the telecommunicators who have kept me safe over the past 31 years, and they do an outstanding job, and I just wanted to acknowledge them this morning. I'd like to welcome our friends from the City of Corinth. Let's go to 3A. This is a presentation from the City of Corinth. And we have their City Manager, Mr. Bob Hart here, and Commissioner Koma, would you like to do any introductions? I wanted to tell you all that Bob came in a couple years ago. Took over from an excellent City Manager. He's done a wonderful job. He has been a great partner with Denton County. He always has a true vision and is willing to take the tough decisions. I think on Lake Sharon where that project has been going on, where it was started with Commissioner Jeff Krueger. He's the one who finally got it off high center, which, you know, he should just be able to retire at this point and be paid and then the wonderful time when they figured out the city of Denton had actually annexed in to that project over the last 25 years and he handled that with excellence. I'm proud to call him a friend and he's a wonderful, wonderful servant for the city of current along with his mayor, you know mayor the mayor, Highlander, who's a true servant leader and executive, with that too, so I'm sure he's at work today. But thank you for coming to that. Thank you very much and commissioners and judges, we appreciate the chance to share what's going on of Inquiry. We do have a handout of the slides. We have a PowerPoint and I don't know what you can see or not see or where but we can see it. We have little screens right here so we can see that stuff there. But what I really wanted to start with today is our council adopted about two weeks ago in New Logo and this is it. So this is the first public unveiling actually. So we thank you for this opportunity and what we've done clearly is to pick up some of the Corinthian architecture thing to type to the name. And so that's what we're promoting today. When we talk about items that are going on in Corinth, we really have to go back to last year when we did a community-wide strategic plan. And that plan brought together a number of residents, a number of board members in the council. And within that context, we've adopted division statement and it's on here. I want to take you through those. And then we have three goals. And that's really what's got it our budget and it's got it our thinking and what's going on The first one being encouraging quality development both residential and and commercial being Having citizen engagement and being proactive in that area and and then working within the region within the region. And so when we talk about attracting quality development, we're talking here about the economic development and and residential development. So I wanted just to run through a few slides here just to summarize a little bit where we are. This is kind of a map of some of the residential development going on, both multi-family and single-family. And so as we flip through these, these are the, phase three subdivision, the trails at Shady Grove, the cross-point, sub-visionist ones as well into way in terms of the infrastructure. Amprest is early in the infrastructure development. Valencia has about 90 homes in there today. So that one is, I'll begin going from quite well. Teras Oates has homes under construction. He's going very well there. And then on the commercial side, Chipotle is building a new building of the south end of the community. Hupon's Chiasiberou just moved in at the middle of the end of last week, so they're operating out of the new location. The millennium mixed use development, the two apartments were doing retail and restaurants there and they're working with them on attracting some restaurants. Hopefully, you have some announcements here in the not too distant future there. This is a little bit on the apartments This is a little bit on the apartments there and in the doggy's Wonderland and some vacant spaces under construction now. The Perfuel land is about to begin construction, again in the Millennium Project. The Oxford apartments are new, they're open now and down near the Walgreens, they're off of 2181 near I-35. The Garden School is up near City Hall. It's a daycare facility. And then this is just a highlight of a few other developments going on with 7-11 district and the Coastal Express Town. And then the co-serve site, we're working with co-serve now doing some master planning for their site so they can move forward on their project as well. Citizen engagement is clearly important for us. We have completed a communications strategic plan. We'll be rolling out any website around June 1st. You have a picture of prominently the logo that you saw a moment ago. And then one item I'd share with you. We just adopted an asset management plan who were actually able to identify all of the assets, the city owns just a little under $700 million and we need to be investing about 6 million a year to maintain the assets that we have. And I say that in light of the debate in Austin with House Bill and Senate Bill 2 because it's going to have an impact on how you maintain infrastructure. And I know I'm singing to the choir on that. We're in the midst now of a cyber security assessment, and that's always an issue for us. And then we'll be coming back or do this through the commissioner. Coleman will be hosting a delegation from Cambodia in the first part of July of the provincial governor and his staff from the Cape Punks Spoo province. It's about 35-40 kilometers north of Nampian. We'll be here and we'll be talking about planning, drainage and firefighting of techniques. So we have some ongoing conversations of the area. We'd like to have some participation or involvement of the county there. I'm supposed to say I'm about that this weekend. You did, I'm can't burn. Good, I think it's gonna be exciting, exciting couple weeks for us. On the sustainability and resiliency front, we are free print business. That's not when they start to move. Let us know when they exactly get here and we'll be happy to do some kind of promotion of it with Don and we'll also do some kind of welcome. Welcome. Yes, and we'll do something. We'll make them fill the account of no, thank you. Thank you, that's a good quality. On the sustainability and resiliency, Corinth is a three-star radio community through the STAR program. We're working through the thriving Earth exchange program to make improvements in our drainage and with the integrated stormwater management system of all that's well in place now. We're a gold level for so smart, promoting solar fire. And then we're a beta test site for the geotensity, measuring resiliency standards in our area. So we're proud of those kinds of efforts in their important for, I think, the long term planning within the region. Regional Corporation, Mr. Mitchell, you were at one of the meetings. We have the managers of the four lake cities that have been meeting now for about a year and a half. We've actually had a joint staff meeting where we're looking at how we can work better together. We're actually doing, um, uh, joint mowing contracts, joint straight work, working together with GIS and so forth. We've had two meetings now of our city councils between the four cities. And so I think that is really producing very positive, uh, feeling, uh, within the area. We've also had meetings with the, with the NCTC Board of Regents and with the two school boards. I'm just figuring out ways that we can work together. The light sharing extension, I wanted to mention to Commissioner, to give you a little bit of an update. This is what a state bid project. But you know, you're MCM and all of you know them as a contractor. We started off kind of on the tough relationship with them. The initial work that they actually state the water lines and all were a bad survey, bad grades. And so they have now filed for bankruptcy. We have shifted down and working with wildstone contractors, one of the subcontractors in the job. We have completed the water line bypass. We've completed the water line. Thepass, we've completed the water line, the storm water work and the headwalls under construction now. Our council will be discussing some of this on Thursday night and trying to finalize the termination contracts with the bonding company, the Bankruptcy Judge and MCMM so that we can begin, then make the shift to do the actual paving of the street. So we're moving forward in that. We haven't taken our eye off that ball a bit. And so that's a prominent part of our daily activities right now. And we're gonna see this project through very successfully. I'll remember the 121 that was started construction. That's the same contractor and that's why the 121 project has come to a halt. They've done a great job. I'm a tech stock. We're going to head in and negotiate in and moving forward. And then one item we'll be coming back to you later this this year is we're looking at the idea of creating a tax increment financing district of within the current. The primary goal for that is to create a real stop, the DCTA, near the NCTC campus. And we think that's important for the development of the campus in Karendt and moving students from here in Denton, Karendt to Lewisville. And so we think that's important. And we think it's important to be part of the region in that effort. Well, we're doing that. We're also looking at architectural features to help us minimize the impact of I-35 going through the middle of town. So I think there's some good examples across this region where cities have softened the presence of major highway like I-35. And so this last slide is a map of, and when I say that, it's a tentative map at this point, and we have engaged David Pettit and Peris Greatherford to work with us on putting together this. And so we're following roughly those boundaries. And again, we're working with land developers and looking to make some announcements on that in the next 90 days or so. So we'll be bringing this back to you later in the year and so this is kind of sneak preview of if you will and judge we appreciated some of the conversations we've already had and we have taken some of your comments to heart here. We looked at this terms a while back and maybe made some modifications to the terms boundaries to make sure it's inclusive enough. And Andy, when you see Michael Morris, will you remind him of his obligation to build these stations that he had made? I will see him today and I will gently remind him. Thank you. Thank you. So those are all prerequisites to be able to move forward. Fantastic. Or another editor. Yes. Are you still a person of urgency services district in the current area. We have asked the legislature to allow us to use a portion of the sales tax to fund the fire department. That has cleared the first two readings in the house. It's passed out of the committee in the Senate. And it's to help us looking at some long term funding. We just opened fire station number three and we have a safer grant that will have a three year phase in for the funding for the firefighters. And so this becomes particularly important today for us because when we get to year three as we ramp up in the local funding, we'll actually exceed the camp that the legislature is talking about, just to open that third station. Whereas Jacob coordinated 25 volunteers to stain 1,000 feet of Cedar Split Rail Fence along the front of the Flower Mound site, Jacob and his volunteers work for six hours to complete the job. At this time, I'd like for us to go to our legislative updates. The item 21a is approval of legislative policy statements and our resolutions and a discussion or approval of other matters relating to the 86 legislative session and any appropriate actions. We welcome Ms. Joskey. Morning, Judge and commissioners. Well, I'm sure that you all watched and know very well that SB2 did pass the Senate yesterday. A vote of 18 to 13. The bill was amended to cap revenues for larger taxing districts, including counties to 3.5 rather than 2.5, while maintaining the 2.5% cap for school districts. while maintaining the 2.5% cap for school districts. The Senate bill does include the caps on all the special districts, the school district, and nothing was left out of the Senate bill versus the House bill, which had carved out everything but counties and municipalities. had carved out everything but counties and municipalities. The amendment to permit an increase in the no new tax rate, which is what they're calling it, for the amount that indigent defense expenditures exceed in the prior year, but after subtracting any state grant amount received during that year was adopted as part of it, but that amendment is not expected to result in much relief for counties. Provision's concerning reforms to the appraisal system and increased information of taxpayers remained in the bill. And the House did, meanwhile, delay or postpone their HB2 to April 24th. There are two bills, HB3716 and 3714, both filed by Representative Parker that we had asked him to file on our behalf. HB 3716 relating to increasing the population bracket from 1 million to 2 million for medical examiner. And HB 3714 relating to the establishment of or the ability to do street lights along county roads and unincorporated county area. Both are scheduled for public hearing this Thursday, April 18th. We will we have a resolution for the street lights prepared and I will finish completing the preparation on the medical examiner one before the end of court to sign and submit for that public hearing. Additionally on SB 1281, I did have a conversation yesterday with the Lieutenant Governor's office and his staff. yesterday with the Lieutenant Governor's Office and his staff. That is the PACE bill and just needed to confirm with them and explain. They didn't appreciate or understand why we wouldn't want a single administrator for yeah, a single administrator for the PACE program. So I did have a conversation with them and exchange some information with the his staff and they were very grateful for that. They just didn't really appreciate or understand how the program works and the process that we went through to evaluate for. And I will say that we with a total best practice. And we took a contract and a potential vendor and worked with our tax assessor collector who had significant concerns from her individual viewpoint. And also that of the statewide association and her colleagues across the state and we work that through a very thoughtful manner with our tax collection law firm and our office and also consultation with the all's offices and the court finally adopted that and I will tell you that was a model contract agreement and Michelle's shaking her head. That's a model contract agreement that other states and entities are using across Texas. And so without having that control and that local control and that ability to customize that, it would be monopoly with one bender down in Austin and so or an agency. So. Right. And, you know, we did look at that organization as well. They really pushed that their way of administering pace was the only way to do it. And there was no flexibility whatsoever in how you would run the program. So, Chairman. In addition to being grateful for this information, has Lieutenant Governor changed his position? That I do not know yet. I don't know if they had a chance to brief in where it stands at this point in time. I know it did pass the committee, and it will be on the floor at some point. We have concerns to say the least. But at this point, we really are going to have to be in an education mode. This particular bill does include with it a study. And so now what we are looking at is how are we able to provide a lot of resource in the study and who is going to commission the study. We're hoping that this will be a study that will be primarily commissioned by the Department of Public Safety by DPS to determine how exactly to transfer is not a question of if it's going to. It's a matter that it's virtually going to transfer. But the question is how is it going to transfer and what manner is it going to transfer? Is it going to transfer under the Department of Medical as an agency as a whole? Is the county tax assessor collectors going to be managing the local drivers' license renewals? Is it not? Is DMB going to handle the DPS offices in its current footprint? There are just way too many things up in the air. We just don't know. One of the things that my associates and I were talking about earlier, I guess, actually yesterday. I was going to say earlier in the week, which was just yesterday. One of the things we were talking about is if DPA, if the driver's license renewal functions are transferred over to DMV and if it is indeed determined through this study that it can really be done on a very economical and customer-centric way at the county level, can we should we could we? And that's a question that I think we all need to be thinking about. I think most definitely we could, we could certainly provide that customer-centric model by all means. The question then becomes, how do we do that? So that's something that I would really encourage all of us to start thinking about. We don't know what's gonna happen. We have no idea yet. But the train is starting down the tracks. And so if we're going to be on that train, let's be at the front of the train is starting down the tracks and so if we're going to be on that train let's be at the front of the train Rather than on the back be a drug along so that's that's basically what we stand at this point well Okay, Michelle is it gonna require additional space in your offices? It absolutely would if this does come to the county level by all means it will include We'll need to have additional space. We'll need to have, you know, certainly there will be additional computers that will be needed to be able to manage the model. Definitely employees. You know, it's still pretty early in the process, but I think that it's much better for us to be thinking through these things beforehand and if we don't need them okay but I think it's much better for us to begin thinking through them if the eventuality is that it does go to the county level okay let's be prepared rather than being surprised so that's I'll continue to monitor it monitor it obviously as our association will it's going to be a very interesting year. I will say that myself and a couple of my associates have a meeting on May 9th with the Department of Motor Vehicles Technology, the Deputy Director of Technology, and so this will be a question that I'm going to pose to them as well, and it's certainly on their minds as well. We were talking about that back in January as a matter of fact. So it's on everyone's minds and we'll just see. I shall have a question for you. Yes sir. I was told this morning that the, I think it's SB2 and there may be another bet in court Phil and inserted an amendment to allow the tax assessor collector to try to do it for cities and counties, but it's not only for school districts where you get to appoint and hire the tax Attorney firm. I'm aware of that. I'm aware of that. No, so here is right right right here is what we have been to. She would do the tax assessor would achieve a higher and she would hire the tax firm for the schools. Yes, they tried to do cities and counties but then we did. They got through the school district. Well now the bill that I'm aware of and maybe we might be talking about two different bills but the bill that I'm aware of is that the school district is that right that the school district would be mandated to use the county tax accessor collector. That is the bill that I'm aware of. And it's my understanding through our discussions with our legislative chairs and our groups is that that was not necessarily the intent of the proposal to mandate that the county tax accessor collector manage all school collections. In other words, if there was a school district, they handled their own property tax collection, then they would be mandated to go to the county tax assessor collector. Our understanding is that's not exactly what they were looking at doing. We make sure exactly what the true intent of that was because it's very clear that the way that it was actually written is very clear But evidently there may be some intent issues there so we're still kind of waiting to see what's what's happening with you Are you supportive do you want to be the person hiring all the tax collection for oh no In any oh that that needs to be up to the entity And I think we would all concur with that statement. Oh, that needs to be up to the entity. And I think we would all concur with that statement. Yes, no, that absolutely needs to be something sovereign to that particular. Maybe that's something we need to pose that provision as well, Commissioner Marchin. So the scenario, if DMV ends up being a driver or the entity for auto registration, then do we have to prepare a separate mechanism to collect our road and bridge fees that we currently collect through registration or were those be collected by the same entity, DMV or Texas Heser Collector and then distributed back to us. I mean, you have any idea? So the way that it looks to us is that everything that we do currently, we will continue to do as far as registration, titles, what we do now. We have not, there's been a lot of scenarios that have been thrown around, one of which that the drivers license bureau, and again, let me just say, these are all scenarios, not any of these are codified in any way, but some scenarios have been that the drivers license bureau would handle registration renewals just like we would handle registration renewals or that the driver's license bureau DPS would handle registration renewals and take that out of the tax access ancestral collector's offices. But in none of the material that's been submitted has anything indicated that the road and bridge fees would be changed. Regardless whether it was collected still the same way now or if it were collected by the driver's class and furrows the road and bridge fee would still get to the county. Now what that being said again everything is really early on. So I cannot imagine a situation where counties would then be having to fight for the road and bridge fees. I cannot imagine that but that is definitely something that we're looking at because it, no matter what, no matter what, there is the possibility of having a financial impact to the county level if any part of drivers' licenses does go to the county level. We want to be ready for it if that does happen, but I've not seen anything thus far that would put at risk the county budget fees. It's not as much as at risk of losing them before an entity collects them. Correct. Get it from the entity that ends up collecting them. Right. One of the scenarios that I have heard is that if both the county tax access collector and the driver's license bureaus both handle registration renewals and both handle driver's license renewals. Again, that's just a scenario. Nothing's been codified. Nothing is way, way, way too early. That's just one of the many scenarios of what's been falling out there. Kind of it's kind of one of those things where, OK, way, way too early. That's just one of the many scenarios of what's been going out there. Kind of, it's kind of one of those things where, okay, well, if we're gonna do this, how would be the best way to do it? Well, we could do it this way, or we could do it that way, or that way, or that way. And nothing's really been set in stone by any means whatsoever. And that's what the study is gonna be is to determine how this is going to be done, is just as important as where and when and in what manner. And so what we're asking for in the Taxi-Satio-Cultural Community is in the study, let us be part of that conversation. Somehow, some way. Because obviously, if Department of Motor Vehicles is going to take over this function, whether we are directly affected at the county level or indirectly affected at the county level in indirect meaning, okay, Department of Motor Vehicles now has another whole state agency that needs to be handled, which means they're going to need to have the resources and the funding and the focuses to be able to make this thing go. And so how do we do that? Well, we want to make sure also, even if everything were to say exactly the same and the name on the door just changes from DPS to DMV, we still want to make sure in our community that our needs and our requirements to be able to perform, our functions are not inhibited by a DMV needing to now prop up this new agency. This is a resolution in support the House Bill 3714. Where's the Texas legislature is considering House Bill 3714 relating to the establishment of street lights along county roads in the unacorporated area of certain counties. And where's the purpose of this jurisdictional authority is to improve safety and security for the traveling public within the county road system. Current state law permits tax dot and municipalities to install and maintain such lighting for the constituents per the Texas administrative code and Texas transportation code. However, state law hinders counties by not allowing them to establish road lighting and areas of concern. Whereas the Ditton County Commission's courts bring this to the attention of the state legislators after a recent incident involving the loss of two young lives. In January, two teenage brothers died after their car veered from a Ditton County road into a nearby creek. It was the most recent incident along a stretch of road in unaccorporated Ditton County that also has S curves. Erasm the county and city have worked together to improve safety along this road with the installation of a guardrail and signage. The county is not able to illuminate the road as per state law. Erasm Ditton County has 600 miles of county maintained roads in a highly populated region, safety for the traveling public is about most concerned, lighting this integral to enhancing visibility. Street lights can assist drivers in identifying and navigating with S curves and other configurations. And right is the opinion of the Ditton County Commissioners Court that the state should allow counties to utilize every method of safety improvement to protect all constituents and road travelers throughout their system. And whereas Ditton County is among the fastest growing counties in Texas and in the United States. And whereas the current statute requires counties with 1 million in population to create an individual medical examiner's office. HB 3716 would increase the population requirement to 2 million, providing Ditton County additional time to create such a monumental department. Whereas Ditton County currently maintains a high level of professionalism and service through our partnership with the Tarrant County Medical Examiner's office, this partnership established in 1989 enables us to deliver quality services to our taxpayers that we would find extremely costly to replicate at this time. And whereas we have increased our medical investigation staff and didn't count to support increasing death investigation cases including 444 cases in 2018 which costs an average of $995 per case equivalent to $441,403 per year. Whereas to set up our own medical examiner's office, we would need to spend an additional $4 million per year, not including the cost to build a facility that would provide the same quality of service to our residents that they currently receive through our partnership with Tarrant County.
