Good evening mayor, vice mayor, commissioners. I really have to follow that. I left parks, we bought a piano and Chris turned into a wizard. So what would you have turned into if you had stayed, right? So tonight, the city manager introduced both of us and we're going to go bring you an update from December 6th that staff presented on community standards. So the index here is a list of all those items and there is a slide for each item. And once I go through the presentation, if you'd like, I'm available for questions, input, we can go back to any slide that you'd wish. So. This slide you're looking at is the vehicle repair for residential areas in the annexed area. It is much more intense than we have citywide. Staff is looking to adopt this into the city wide. If you notice it talks about repair, mechanical repair, and of that nature, we do have a lot of complaints in the code field of the people repairing vehicles. All we have city wide is vehicles and disrepair. We do not have anything about repair vehicles. So we're looking at adding this, and this is from the annexed area in North Andrews Gardens that we have from 2005. We feel it's a much stronger ordinance, and we are looking to get some input on that. When we brought the short-term rental, the first short-term rental ordinance to you, we also brought our version of a new system-term rental ordinance to you. We also brought our version of a new sussempatement ordinance. It's continuing, it deals with continuing violations that are uncorrected and provides for penalty each day, repeat violations that continue to occur at a residence or business and then, uncorrectable violations, which is they've occurred, such as, you know, putting out both trash before that time, loud music. It's already happened, so you really can't correct it. And this has been very instrumental for us. We've had fines from 500 up to $5,000 on this particular facet of the ordinance. So it's been very good for us. And I think it's a good replacement for a nuisance abatement or a good addition. The short-term rental ordinance, we said that we would bring back for review. We're looking right now at the fee structure and is there anything that we can do with that. Noise measuring devices, parking surveys, trespass. the last time you heard this, that all these pools get inspected, and they meet with Florida State Statute 515. So we're going to make sure that occurs. The other thing that we were talking about is the enforcement of development orders when we were here in December. So the development orders, that the committee was going to be going to be able to make sure that occurs. The other thing that we were talking about is the enforcement of development orders when we are here in December. So the development orders that the commission or planning and zoning or DRC passes for our particular development or property, we will be following those, tracking them and making sure that that development order is adhered to, we're right now dealing with the Shore's behavioral hospital and their development order, the business regulatory unit, we'll be overseeing that and making sure that we follow all those development orders that are enacted by those bodies. We're also looking at billboards and revamping some of the ordinance that we have. There are currently 13 billboards throughout the city. And you see the fee structure on the slide in and your handout that currently exists. A staff is researching better ways to both monitor, enforce, and update the existing billboard ordinances. We're also looking at fees, other cities, and other jurisdictions charge. And if we're compatible the same, we're different. Volk trash. And working with sanitation, they are finding ways to evaluate and relocate their resources for pickup for both the city and the public. If you notice the picture of the car, next to it is a bulk trash pile. They're looking at making the bulk trash pile limited in size. At this point now it's unlimited and how much they pick up a bulk trash, which of course requires a lot of resources. So the adjustment to size, limitations, and fees will be carefully considered and balanced both for the public and for the sanitation department themselves So it's 10 cubic yards that they're looking for and there'll be a lot of Training for the community a lot of handouts and all that to get the community accustomed to that Polesigns is another thing that we discussed on December 6th. So as you know, in June 2029, the commission passed an ordinance, I said that the wrong way, but the ordinance that was passed will come into effect in 2029, June 2029. And those 300 and eight businesses that have poll signs will have to come into compliance by that time. The brochure you see on your right, the handout has been sent to all businesses, all those 300 and eight businesses, along with a letter to the property owner, reminding them that they have to come into compliance by June of 2029. Digital Signs is another issue that we have in the city. There's currently two digital signs that address or listed that are an uncomforming use. They don't they don't conform to our current ordinance and those cases have been taken a special magistrate and we're dealing with those cases to get that corrected. In 2020, this body put in some new ordinance of our outdoor storage to screen anything from the outdoor storage, whether it be boats or whether it be storage of any sort. We've been acted very good enforcement on that. We started with 208 properties at that time. We are now down to two properties that are in fines and running fines at the moment. We continue to enforce this as we find new ones. It's a persistent effort that we continue of the district's commitment to maintain the aesthetics and functional standards about door storage. I rode around the city, the West Side of the city, from I-95 to 31st Avenue with several commissioners, one time or another on this body or discussed what's going on the west side and the first leg of development or redevelopment is to make sure that everyone's complying to our code of ordinances. So skips people went out there and So, skips people went out there and just recently issued 34 violations for Trashing debris, 20 violations for inoperable vehicles, and 37 violations for operating without a business tax. And we continue to follow up on that to make sure all of those violations get corrected and we continue to work to improve the appearance in that area so we can expect development and redevelopment. In 2010, a codelene policy of settlement was formed by this body. Basically, it states that anything 25,000 or under can be settled without coming before the commission at a 30% only amount, anything about 25,000. We need commission approval. That is the current ordinance that you see up there now. We're researching working with legal department and DJ as far as what other municipalities do in settlements. We hope that we can bring you something in the near future that will give you some options to decide if you want to change that policy. Back on December 6th also our city attorney spoke about the top 10 violators, three of the top 10 code, lean commercial violators that the commission talked about bringing toward conclusion of those of those leans. And Mr. Dudy has done the work on that. The next group will be presented around March 20th. And coming soon to a theater new view, residential parking, commercial vehicle recreation, all the things that you asked us to review, to look at other cities, to see what they are doing, maybe improving working with the City Attorney's Office, to see what can be done with some of those ordinances, and we are doing that, we are working with a consultant that is taking a look at those and making improvements where they're applicable.
