Our CIP are Capital Improvement Plan Facility Presentation. Mr. Ebergen. Thank you, Mayor. As you all know, we are in the last phases of putting together our budget recommendation, which we brought to you next month. That process, as you've been reminded of numerous times, begins with the departments, coalescing and taking a look at where they are in this year's budget as early as last January and beginning to set their priorities for next year. One of the key elements of that process is what is brought to you annually this time of year in the capital improvement plan. This reviews and recaps the monies that have been allocated for long term project investments in our city over the past fiscal year and those that are active currently as well as a preview of what we're looking at for next year. Just as a reminder, almost all of these projects involve a component of grant funding or bond facility bond funding, which was approved by more than two thirds of our voters in 2018. So without further ado, I'll turn over this matter to Miss Sierra Marrero and Mr. Albert Carvin, our department heads of community development and engineering and public works respectively and then we'll entertain any questions or comments that you might have. Folks, thank you. Thank you and good evening Mayor Vice Mayor and Commission, Sierra Marrero, director of engineering and community development and accompanying me tonight so you don't have to listen Mayor Vice Mayor and Commission, C.R. Marrero, Director of Engineering and Community Development and accompanying me tonight. So you don't have to listen to me the whole time. It is Albert Carvin, Public Works Director and moved to the second row as Assistant Director Charlie Montgomery. So kicking off the capital improvement program, just a reminder to the development process and what guides us. It starts with the city's mission, vision and values to develop the strategic plan and then the strategic performance areas. The strategic performance areas as you are very familiar with are what we use to guide where we spend our funding and how we develop our projects. develop our projects. And as part of the spending, we also try to find as much money as possible. And I am very proud to announce that as of current dates since 2015, I'm going to apologize. We have been awarded a little over $58 million in grants. It have been applied to cities throughout the city. So while we do apply for grants extremely aggressively, we do still have, as you're aware, the cost escalations that hit us back in 2020 and continue to impact our projects. So currently with the bond budget, as you know, we have a $40 million bond. We do have a current deficit. Once we take away the $16.5 million grants that have been applied towards the bond projects, we still have a current deficit of around $16 million, but that has, we're working that down as best as we can to complete the bond program. So diving into our fiscal year 2024 review, our completed projects is how we're going to kick this off and starting with our North Andrews Gardens. This was completed this year. We had grants awarded of about $250,000, and this was our new community center and basketball court playground and outdoor plaza. We also completed our Harlem McBride Community Garden. There was grants funded, that was a fully grant funded project of about $179,000. We also completed the Richard E. Justie Heart Park Course Park Phase 1 project, which did include the construction of the WAG dog park. That was completed back in January of this year and it was a beautiful park and it was very frequently used. We also completed the 250 building renovations. This was a full roof replacement, mold remediation and interior improvements. We completed a sidewalk project with the Oakland Park Elementary School sidewalk that was completed earlier this year with total grants awarded of just under $3 million covering those project costs. We also have the lakeside sidewalks which was going concurrently which has the grants awarded of about 1.2 million to help cover the cost of that connectivity within the lakeside community. Phase one of our ADA transition plan was completed. This is the plan that we use to develop the framework for ADA compliance throughout the city in both our infrastructure and in our facilities. So moving on to our projects currently in construction and about to be on our completed list. We have the Fire Station 87 Phase 1 project. We have approximately just over $800,000 in grants awarded. As you can see at the center, you can see the new buyfold doors that we have on our Fire Station 87 on both the East and West faces, along with the new generator enclosure that is shown at the bottom right of the screen. This is about 95% complete and we're getting ready to wrap that up now. Also out of our bond program, we have our fire station 9, we're total grants at about 2.5 million. This is a two-story fire station. We are also getting pretty close to completion. We have our operations that will be on the first floor and the administration fire administration will be housed on the second floor. I do want to point out that there was a new park restroom that was constructed as part of this project that will be for the Stevensfield Park upon this opening. Public Works Facility will also be getting a ribbon cutting this year is currently in construction. We have a million dollar grant towards the emergency operations center which is located on the second floor of the operations building. You have not driven by there. We took down the construction fence recently and it is a site to see. I highly suggest that you go by and take a look. We also have the Dr. Carter G. Woodson Park. This is one slide with two projects this year where we have both the basketball court replacementishings and other various improvements. Oakland Park Sky, we are officially working in Sky, getting ready for our interior build out. So that is something that we're kicking off right now with the styles team to get our new home and your new commission chambers rolling so we can get in there early next year. We also have the entryway signs. This project has been forthcoming. You're familiar with the rendering that's on the right hand side. The first location that we will be moving forward with is going to be on Dixie Highway, on the southern point entering the city. And we should have that first sign installed by fall of this year. Collins building, this is a full renovation interior and next year renovation with current grants awarded of $2.5 million. This is also going to have some minor park improvements and we are actually working on the design of that facility right now so we can start construction before the end of the year. Stephen Field Improvements, another grant awarded project of a million dollars which we're actually using portions of the work that we did under Fire Station 9 as the match for this, some of that creative matching and how we use the bond dollars to get added bonuses out of our projects. But this will actually be, it says the new restroom building, but that's our match from the fire station. We'll have LED sports lighting retrofit. There's going to be a walking trail along the perimeter, site furnishings, and very strange improvements is needed for the area. Existing fire station 20, we actually have a little over a million dollars in grants awarded We have this item before you tonight for the design portion so we can start working on the hardening of this project This would be a full window indoor replacement roof replacement and generator replacement to harden this facility Justy Park phase two is a CDBG grants that we have awarded and this will be for the replacement. This is the remaining balance, everything outside of phase one. So it will just be some trail improvements, replacement of exercise equipment and doing a picnic area, seating area within the park. Royal Palm Park Trail. This is also a grant awarded project through the Recreational Trails Program of around $400,000. This will be a rehabilitation of the existing trail and a widening to approximately eight feet throughout the eight feet wide throughout the park. I will also be upgrading the pedestrian lighting to a new LED lighting bringing that park into our 20 our next century. Veterans Park also got a recreational trails program grant. This will actually be for the installation of a boat slash kayak launch. We're going to be replacing the very old parking lot with a new asphalt parking lot, which is ADA compliant. And it will also have pedestrian lighting improvements and trail improvements throughout the park. Fire station 87 phase 2, this is where we move from the exterior to the interior renovations of the facility. So once fire operations, sorry, fire administration does move into their new facility. It will free up a lot of additional space that we'll be able to use to renovate the interior of the station. So City Park Phase 2, a little separate from the Collins Building renovations. This will be the remaining balance of that center section of City Park. This will include the two asphalt parking lots, approximately in those locations that you see on your screen. We'll have outdoor seating and viewing platform, which will actually house a very creative stormwater retention structure that will be under the performance space. And because of the creative stormwater infrastructure, we're actually able to obtain about $2.8, almost $2.9 million in grants for the phase 2 outside of the building renovations. And then city park phase 3 this would be the remaining balance of city park once everyone moves to their new homes public works to theirs and then to the fire department to their new home will have the remaining balance of that property to continue and wrap up the city's parking lot. We also have green leaf park. This is part of the public private partnership that we have with the horizons development. We are not constructing it as the city. We did want to make sure it was added to this as it is a huge benefit to the city. We are getting a whole new park at no cost to the city. That will include the playground and pavilion. We are getting a new park. We are getting a new park. did want to make sure that it was added to this as it is a huge benefit to the city. So we're getting a whole new park at no cost to the city. And that will include the playground and pavilion, basketball court, tennis and pickle ball courts and lighting and landscaping. Lennwood Garden is a new project that we added to our CIP and this is actually a donation project that we will be getting donations over the next 10 to 13 years. This is actually located right up the street from here and we are developing a passive park. It is going to be a very neat walking park that will be able to be utilized by residents and visitors of our downtown. This is currently in a planning stage as we also plan on using the money that we receive through the grant, sorry, through the donation to match grants and apply for additional grants to double that money. Citywide Paving is about a $2.9 million Sirtax grant project. This project is actually mostly done with the asphalt paving, the striping should be done in the next about three to four weeks. So you'll see a completion of that by the end of the summer. This project is currently 95% complete. Loydestates Elementary Safe Routes of Schools. This project is currently in construction of obviously around Loy Lloyda State Elementary School. This is a Safe Routes of School projects with grant awards around $922,000, and this is just creating that connectivity throughout the Lloyda State's neighborhood for Safe Routes to the school. Fire Station 20 is our new fire station 20. This project is currently in design. The city is finishing the interior of the design while negotiations continue with the developer. This is located on the southeast corner of Powerline Road and prospects. We also have in design the Mass-Darm replacement project. There are approximately 19 locations within the city that we have designs to replace the span wire to mass storms and we're going to work on those conversions. As we work through that process with the county, we'll get ready to go into construction and with the grants awarded, we're estimating it's going to be around $7.8 million. The Florida Sidewalk Network, This is a DOT design and constructed project on the city's behalf, but the project total is around $2.. Right now we estimate about $1.8 million in grant funding through the department. Currently we're working on the design, but it will be for drainage improvements, sidewalk connectivity, and it includes the survey that will take place. North East 13th Avenue, also another grant awarded project through the Department of Transportation totaling around $3 million in grants. This is also a sidewalk connectivity project, but it also has a large drainage improvement element to it to aid in some of the stormwater retention that we have in the areas. We also have some sewer line, sewer lining that will take place as part of this and potentially some water main improvements. This will also include landscaping in this project and sidewalk connectivity throughout the neighborhood. And with that being said, I'm going to turn this over to Mr. Carvin. Thank you, Sarah. Good evening, I'm Mayor Vice Mayor of City Commission. A few slides to wrap up projects being managed by Public Works. And so the stormwater master plan identified 15 projects. As you can see by the asterisome of these projects are currently have grant funding or will be discussed later tonight about the state result, state revolving fund for the stormwater projects. So North Andrews Garden drainage project is a surtax funded project that is again on tonight's agenda for you to approve the project specific agreement which then will move us through Biddy in July and then hopefully into construction and with the construction completed sometime in late 2025. North East 6th Avenue project is another half grant funded project that is currently in design. Then we will hopefully be moving through construction with completion again in 2026. Lake Ameld Range Project is the most recently grant fund a project that we've received. We were working on developing a scope for the design consultant. This project will connect the northwestern city lakes to receiving water either the C-14 canal or the C-13 middle river canal. The last project I'm gonna discuss a little bit is the Dewey Hawkins Landing Boat Repair and Rest Repacement. We currently have 100% design. We are working our way through the permits. We've submitted for all the permits and received comments back. We also have a two pending grant applications. One will be with fine. They will be making a decision at the later part of this month.
