Eventually later on down the road, can we have a conversation about creating a program that teach minorities how to become developers. When I say become developers, instead of recruiting people from the outside, coming in to help build up capacity in our city, why don't we look from within? You know, this is just basically a question. This is a good piece of legislation. It's good foundation, but sometimes later on down the road, maybe in the 26th, 27th budget, this could be looked at, especially doing with the J-Sept Program. I believe that we need to take good look at how we can best take advantage of building home grown town. Especially among small businesses, especially among African Americans. But this bill is going in the right direction. I just want to see how far we can take it. Because somebody offered this to me, and I believe we can start with our kids in the high school system and deal with some of our dolls. You know, dealing with the Florida finance, I hate to say ship the ship program. Some of those state dollars that may be out there teaching them about how they become a developer. Because all of us are meeting with the members of the administration and Jaguars yet we've not had any feedback from him at this point. That's a great question through the Chair to Councilmember Boylin. He has not seen the agreement. He has seen exactly what we have seen, where he has been very helpful to me as researching some of the community benefit agreements from other cities and gathering information on that. He will be very active once the agreements become public and he will be at all our committees of the whole representing us and advising us on points that we should be considering as we go through those agreements. So is he going to serve as our point person and brother and have a 19 of us questioning and challenging? Are we going to be funneling these or telling him through him? Now what I see occurring as we get into the committees of the whole, there will be three people that will be presenting to us, Mark Lamping from the Jaguars, Michael Hugh pointing, number two, Michael who pointing out issues that we need to be aware of as we ask questions and number three the auditors I'm a question. I was to mr. Foppel is or I'm sorry Carla or either one where are we and was respecting seeing the term sheets because It's one thing I'm meeting with these folks on the looking at PowerPoints. That's all well and good But it doesn't give me the details in the particular so I'm hard to be too constructive Comments are my questions without actually seeing the term sheets. Can you tell me where we are in that? So who are we directing the question to the chair to Miss Tafopoulos? Miss Tafopoulos you're recognize. I'm certainly have to answer that I believe the president also has some additional information I understand from speaking with Mr. Fackler and John Sawyer that the bill will include all of the contracts. It will be addressing all of the contracts in one piece of legislation. I don't believe it is unlikely it will be filed this cycle, but that could change. Obviously, I'm not primary to the deal. So it's unlikely it will be filed this cycle but I believe the presidents aware of that and trying to work in those committee of the whole meetings subsequent to when it does get filed and that's the point that Mr. Hueg and the council members will all have the benefit of access to each of those agreements to formulate your questions and things like that to discuss at the committee of the whole. Mr. Chairman if I could just jump in absolutely. The mayor is pushing just as hard as she can to get this these Mr. Chairman, if I could just jump in. Absolutely. The mayor is pushing just as hard as she can to get these agreements to us. We're optimistic that we will have them by the end of the month, hopefully. And that'll give the auditors roughly five or six days along with Mockley Hogue to review them. Ideally, we would start our committees five or six days long with Mockery Houg to review them. Ideally, we would start our committees of the whole late that first week in June is what we're shooting for. And I should also make another point. There are seven agreements, six related to the stadium, that will be one piece of legislation. The community benefit portion will be a separate piece of legislation that will be dealt with after we get through the stadium. If that helps. Thank you so much. No, you're good. You're good. You read my mind often, by the way. I councilmember Amaro, you own. I just want to make sure it wasn't a technical. All right, thank you and I believe that my questions were asked as well Answered but I do want to and this may be unfair to ask you council president But is it how is he is he built by the hour? I? Don't want to get into the weeds, but I know it's 19 of us are gonna all be calling him How does that how who's a measure and who's counting that he is built by the hour? His time thus far has been minimal. He has a $150,000 contract, and I am not able to jump in here, but I believe he's somewhere around $6,000 thus far. Once we get to the agreements and have them, I envision him having time over here, sort of like Mr. Lamping is right now where he can meet with individuals on a particular schedule. So he's not running back and forth from Pontavidra and running up a bunch of time that way. And that helps a lot because I didn't know it was a scenario where we have to declare X-part A quote unquote, air quotes that I had called and talked to them for 15 minutes and he's getting a quarter of whatever his early rate is. I was just trying to see what responsibility falls on us because I'm going to have them on speed dial basically as I'm taking these meetings and going out and talking to the community and hearing various things. So through to the auditors, will you all be kind of in lockstep with him and like getting a daily update of who he's talked to, where I just wanna make sure I know that if he's reached, which I doubt just want to make sure I know that if he's reached, which I doubt he will, but if he reaches that number where he's close to the threshold, but one of us has a very pressing question and then we get, hey, I'm sorry, I've hit my limit now, you can't have that answer. The contract is written, if I'm not mistaken, it's been a while since I looked at it that all his time goes through the president's office. Now clearly, I don't want to keep individuals from talking to him as we get into this process. So I'm hopeful that if he's over here in four hour blocks, people can sign up to see him and get their questions answered. But I clearly envision people needing to talk to him on a Saturday or Sunday if they're home reviewing these documents, that kind of thing. We will set up those types of things like the committees of the whole when we know we've got some agreements. I got it and I don't want to know we got so many people out to go and you got to go, but like for me, I travel out of town to work during the week. So there's my time for really putting in it is sometimes is after hours or early in the morning or on the weekends. And so I'm just trying to make sure that I'm creating lanes and pathways. I'm one of 19, but if there are other colleagues that may not make that block that he has set aside here for being in City Hall that we can go to his office or I mean I can do it over the phone or over the phone I know he teaches up in Cornell maybe we can catch him while he's flying his plane up to to wherever the teacher. Well he has he has arranged his schedule knowing that a good part of the month of June, he needs to be in Jacksonville working with us on this particular stadium issue. So he won't be up in Cornell during the month of June. Awesome. All righty. And then my last question, I guess I would ask to OGC, he's acting as, I guess, an advisor for us. So we still, if there were any suggestions, slash amendments that someone were to offer, it would go through OGC for drafting, or what we go through, Mr. Hugh, to help us draft this, whatever the thoughts may be, that a council person would have, and then we bring it to you. How do we foresee this partnership or relationship working? To the chair. Thank you for that question. That's a very good question. So I would recommend that probably the amendment drafting, we could handle in our office in coordination with Mr. Hogue to make sure that we're memorializing your intent for those particular amendments. And if some of them are stemming from his recommendations, then we would just coordinate that with him directly to make sure we get the right amount. The right documentation put together for your amendment. Thank you. And then the last question I think I heard was all contracts will be rolled into one piece of legislation. Can you explain to me what that means? Does that, and I don't know reason I asked that is, and I watched the message. She did an amazing job on this week in Jacksonville. And I got the presentation, but then I've heard that there's six portions that are coming, potentially, that we can vote on individually. Or I'm just trying to get an idea of what does that mean? And when will we get an understanding of, if you know, maybe you don't, what each phase is gonna be like? Cause I'm interested in that community engagement piece which I've I've always said from the very beginning Thank you to the chair as the president indicated the intent is for the stadium related agreements of which I believe there are six to be offered to the council via one piece of legislation for approval authorization to execute etc And then that community benefits agreement would be a separate piece of legislation and the president may have better understanding of the timing on that That is the one piece that is going to be separate from the stadium agreements If you could better speak on you as sir. Miss president. Yes What what Mary just said is is accurate the The community benefit agreement does not occur if we don't have a stadium agreement So that's why it will be at the end of this process. There are six agreements, relocation, various topics. I don't have them listed here. What I envision us doing is going through those agreements one at a time and developing a consensus amongst the council because we don't vote on those individually. Are all your questions answered? Does anyone else have any issues with the relocation agreement? Then we'll move to the second one and we'll go through that the same way. Then we'll go through the third one, the same way. Make sure everyone has all the questions answered. We got a consensus that we can move forward to the next one. We got it and I don't want to get into these relocations. But at the end of that moving forward and I think I'm tracking with you now, there would be a separate vote by this body on the terms of the deal, but not the community, the 150 that I saw and the 150 that I saw. That would be a standalone set aside. Set aside piece of legislation. To be determined at a different, and then have another community, have another conversation as a whole or? That is correct. If we can do all that by the end of June, we will, but if we were pushed for time, I would love to get the six of them voted on by the council and have the community benefit agreement completed after we get back from break. Can someone please explain it? Yes, through the Chair to the Committee, we have a auditor technical amendment listed on the agenda and then we also have the auditor recommended amendments. I will run through the technical amendments first. The first item would be to include ordinance 2024-165 within the listing of previous amendments to the public investment policy. This was a recent bill that was passed to revise one of the programs. We'll also clarify within the bill that the business infrastructure grant loan program and the small business Development Initiative program criteria are also being revised in addition to the new programs that are being added. We also need to include some public permits language for the additional programs that are being added to the PIP. And lastly, the place that revised public investment policy on file to revise the criteria for the Small Business Low Interest Loan Program to include the tier structure and amounts that were established in the mayor's task force legislation. You may recall that this program was set up in that bill and there were three different tiers that were established. So we want to incorporate that into this program in the PIP. And we'll also clarify within the Veterans Entrepreneurship Funding that recipients must attend in complete a mandatory small business education course. This would just be consistent with the other three small business programs that are being added, so we'll make that requirement consistent among all four programs. And then we have auditor recommended amendments, but if you'd like to take up the technical amendment first, I can pause here. recommended amendments but if you'd like to take up the technical amendment first I can pause here. So, the first item would be to require that the grants that are provided through these new programs that they be provided on a reimbursement basis. The PIP as file didn't specify how these grants would be paid out, so our recommendation would be to have them provided on a reimbursement basis. The second item would be to add a definition to the high impact television series program within the Qualified Film and TV Production Incentive Program. This is just in order to clarify what type of television series would be prioritized for this type of incentive. The third item would be to clarify residency requirements for the four new small business capital access programs. And lastly, we would ask that business, net worth and employee caps be defined for each of the tier classifications within the four small business capital access programs. This is just in order to clarify who would be eligible to apply and what they would be eligible to receive under each program. Thank you. Are there any questions on the auditor's recommendations? Yes, through the chair, the first three or the first four items on page, the first page, those go over the auditor recommended or the auditor, sorry, the auditor recommended amendments and then the last item labeled additional recommendations for consistency. This is an additional change that OED is asking for that is just a clarifying amendment. So we have a motion and a second on the additional recommendations. Thanks again. So basically this is just looking to codify two new incentive programs that were passed with the mayor's task force legislative package. It includes both the film and television programs of which we're putting about $500,000 into and the micro grant and micro loan programs in addition to some educational programs which really put in place. So we're not setting these folks up for failure. So on all we'd appreciate your support and looking forward to getting out there and finally getting these programs on the street. My question was going to be, and I think it's, although, and it's obviously back to the television series, I'm just trying to make sure that while it is defined here, is that itself defined as the Councilman, Councilman Boylan said earlier, in the actual legislation where it says per episode for the series, just in case it comes up. Is that defined? I guess it's to our team through the chair to, the other, yes, through the chair to Councilmember Johnson. That definition of a high impact television series that will be added to the public investment policy through this amendment with the event and that will be specifically said about the episode. The question because it doesn't it says it in the in red, but it doesn't say it in that that will be included. Yes, the language in red will be added to the public investment policy. Her episode, I I said I'm trying to get to it doesn't say that anywhere though, but that's gonna be in there, right? I would ask the OED confirm that amount Not the amount the location or excuse me the amount the the this the The verbiage right that it's per episode as it doesn't say it anywhere just says it because councilmember was and said that am I making sense mr. chair yes sure through the chair to councilor Johnson we I'll take a look at this but I think if we want to make a amendment that we will specify its per episode if that wasn't clear that's a great point but we will make sure that it's referenced in the public and federal policy language that it is per episode. So since we're, can we clean that up by just putting it in there right now? I mean, is there a problem with that, Mr. Chair? Through the Chair, the committee can make that change. And am I understanding it that is that? And at the bottom. And I have questions about this. So that's where I was waiting and I don't have any major questions but just so let's do this. Councilor Johnson we're good with yours we're coming back to you. We're going to address Council Vice President White's amendment which is not controversial at all. Just wanted to get a better understanding as simple question, Mr. Randolph, how many J-Sabs do we have? To the chair, one moment please, I'm gonna ask Gregory Grant, the head of our J-Sab Division. And our TV people have gotten me all confused now, so. Go to chair Gregory Grant, J-Sab Administrator. Currently we have 300 J.S.H.E.P. Administrator. Currently, we have 300 J.S.E.P.s. You're fine. I'm thinking that they're talking J.S.E.P. with this. So I was about to ask how many J.S.E.P.s? So we're looking at these grants, and I see that as a $500 to $1,000 for the small business micro-gr grant funding initiative. I know that we have in PSG and this could go to either or so I don't, because I think Mr. Grant, I don't want you to feel like we're picking on him and so you don't have to stay in the light because that's not the case. But I know that we created section D of MVP of micro grants programming. And that is for zero fund that every year and we add dollars to it. So I'm just trying to make sure this is, and that's for nonprofits, and this is for profit. So this is something different than what we've discussed previously. So I'm just trying to make sure that I'm clarifying the differences because I don't want these conversations to get convoluted as we move forward. Sure, Ed Randolph, we do to the chair. That's correct. This is for profit. Thank you because I have another bill that's currently going through the cycle that is kind of same language but it's micro grants and all righty. Thank you so much for that. And then then on the five to fifty thousand dollars with the JSA. for in this aspect of it. J.C.F. funding, what exactly would that go towards? What would that be for? So that would be for tangible assets, such as if they need equipment to perform on contracts. Right, so if that is a group that is right away, they're going into law maintenance, they come, they have a desire, they've gone through some type of process and programming with you. So like capability studies, all of those things, and the last thing they need is equipment. Then this loan would go towards it. Mr. Noody, I need you to sit down, please. Thank you. I just wanted to ensure that we get them all the way to the point that they are ready now to provide a service. And so we give them the loan. Is this loan forgivable? Or is this, let's say there's a downturn in the economy and all of a sudden government is going to be doing this. And so we give them the loan. And so we give them the loan. And so we give them the loan. Is this loan forgivable or is this, let's say there's a downturn in the economy and all of a sudden governments coming back on what we're doing in some of these areas? Or is that asset now becoming theirs and their companies when we grant this loan? Yeah, so this is the combination of both grants and loans, but on the loan side, yes, they would still have to repay the loan. Got it. In the grant, so 1,000 to 5,000, that part was pretty easy. It was just the, anytime I see up to 50,000, I'm like, woo, that's just enough to make you really want to make sure you've got everything in place in an order that some callbacks. And if I could speak to that too. So the loans, our J-Sabs are broken into three categories, right, based on their current annual revenues. And so really the loans were aimed at the demographic who were tier two's and tier three J-Sabs. The tier one J-Sabs is where the grants come into play. And you got it. And just for my colleagues on the council, I'm going to keep my councilman from tomorrow, you're on that special committee. When you hear the tier one, the tiers was one of the initiatives. So there were three of us on that committee. That was councilmember Pittman's pet. That was her project was to come up with tiers. So that J-Septs weren't just thrown out after one year into the market with the big nonprofits or with the big companies to try to fight forward. Another piece and then it was kind of going to where I was asking a question about, do they own the equipment or would have to pay it back? Councilmember Dennis' issue was the net worth of the small business owner or how we're counting it, can we lower it? My initiative, which was the capacity building aspect of it, which is the biggest challenge that we face with disparity is, or is the city failing to do what they're supposed to do, or is there a capacity issue? And that's the piece that we've had the most challenges with. We've had success with it. And I'm sharing that with this body, because I'm going to continue, and I'm going to start throwing up at the JCF Special Committee to say why I think we should still be moving forward in that direction. But I also wanted to make sure here with the loans that that was a part of my understanding. Seeing no one else in the cute councilmember Johnson is going to be coming back in. But I'm supporting this. I support Mr. Grant and I'm going to ask him tough questions as always. But I do it like I said, we begin with trust. And so this is something that I think, in good hands, it's gonna be something good for the city. All right, so that being said, as it been, we are on the amendment still, I don't know if council vice president, white amendment, all in favor, council vice president, white amendment, please say aye. Those opposed have the same right. Council vice president white amendment passes. So we have three amendments now and now we have Councillor Member Johnson. You want to be recognized? We're at three. I think so this is going to be a part of those since we haven't moved it Mr. Chair. Mr. Fopolis, correct me if I'm wrong since you came over. This is going to be a part of the otter's amendments since we haven't moved the otter's amendment yet correct. I try to do my due diligence prior to legislation being filed, but our process is still, I'm understanding it, but I've asked for the bill to be, just given a different name and some of the wear-ass closets to be changed, but that we will work through it when it comes to action. But I wanted it to be out there that I wanted to honor the memory of Johnny May Shapel, who's the first. She was an individual that was, her life was taken due to a hate crime back in the 1960s. And I'm not going to bore this group with my whole diet drive that I gave to and rules or in neighborhoods And councilmember Johnson love your heart and and completely see where you're going with that I do think it probably would be more appropriate to be in a resolution as opposed to changing a law And as I stated in neighborhoods and I'll just be brief, but Section 775.085, Subsection 1, Subsection A, at the state legislature, has a law in place for hate. And what that law does is for anything that is proven after the fact, if it's proven that there's been prejudice or hate crime, it intensifies the penalty. So if it's a misd's been prejudice or hate crime, it intensifies the penalty. So if it's a misdemeanor, it takes it up to a felony or beyond. There was a gap in there. And that gap happened in Jacksonville, Florida during a Florida Georgia game. And shortly thereafter is the day or weekend prior to the Martin Luther King Day Parade where they were projecting hate speech on private buildings. And we as a body stood strong. 18 unanimous elites supported this piece of legislation that said that we won't tolerate it and we created a law. We worked with our local with JSO and we created a law that could be enforced. But we also put a piece in that piece of legislation that said if there are any recommendations from the planning department or the planning commission that needed to come back to us, that's what we put in the law. So you would understand why I was shocked when I saw something like this come because I was like the law says If there was something coming in this section and this section is covered in the bill Or there's a portion of it and so I was gonna ask but I know earlier today The chair kind of let them off the hook. I was gonna ask the administration if they knew You know why it was going to the planning commission. And I was asking that question because we've turned over to planning commission. And I wouldn't think twice about, hey, we've turned over to planning commission except four, but four, I've heard council members on our days here now say, was this piece of legislation passed with the new committee planning commission or the old? That shouldn't matter. But when that was the line of thought that I started hearing coming from the day, then I understand that maybe now we feel like the planning commission has a different perspective of how they're going to view issues. So I do, I will and have requested to meet with the chair of the planning commission, as well as OGC moving forward to kind of better understand this. So I'm going to end my spill there. I could go deeper into it, but I know there's a notice meeting that's going forward. I would like to see this bill be withdrawn and introduced as a resolution in honor of the citizen who has such a tragic issue that Councillor M. Johnson had mentioned, but I just don't like how we're taking our focus away from potholes, we're taking our focus away from food deserts, banking deserts, child infant mortality, and we're going to be debating hate bill that we've already solved this problem here in our city when it comes to legislation. And I understand the impetus for it came out of the earlier build of the past. But I would strongly encourage, however, and because it's a resolution, I think it's appropriate, but clearly this is a work which the public worst department does already in a sense of making assessments across the city. So it can help me understand the differentiation between what is already being done by public works as relating to understanding the priorities and various neighborhoods and what this resolution does with respect to that. and thank you so much And I can't wait to see if our personality assessments line up. All right. I think I'm an ENTJ ESTJ But um you're an IS you just hit the nail in the head. I said why are we paying for a study when the I think the best The experts we have are sitting in our planning department and our public works We can go to public works right now. I never forget Mr. Papis would have a notebook this thick and I would say what is this He said all the projects in our city So why do I need a study to tell me and now I did go out to the community and meet with them And yes, they want community input so I understand if we want to as a city, pay someone $200,000 to meet with the citizens, but Councilmember Johnson, I saw had a meeting at Ed White. Two weeks ago, I'm pretty sure he's probably had two or three meetings since then. They do the work. We are continuously out meeting with our citizens. And that's what I share with that group. And they're listening. And then Councilmember Johnson comes back to public works and goes through the appropriate channels to get it done. So this bill, you just threw me a softball because that's the question I wanted to ask, is I don't believe in one tying future councils trying my best, not the tie future councils or the administration's hands. And I've always said that. But if we're going to be so bullish on Durkeyville and to the point where we're going to pay 200,000 that could go to feeding again. I'll go back to feeding babies, can go back to potholes to get a study. And this is what I shared with the group this past weekend. And I said, what happens when we come back with a study? It's a resolution because there's no money attached to it. So why do I feel like this is important? It should have been added as an amendment to the original bill, which was basically declined and re-referred and sent back. And so it's placed in this proposition because these are the four highest areas of poverty in our city. And to turn our backs on them, and this is what I said to that group, I said, I love. I said I love Dirkieville. When I first started working or serving in 2006 and gang intervention I walked the streets of Dirkieville met kids there. Talked to the lady that lived right across the street from Emmett Reed and she was our informant. She would let us know where people were hanging, bad actors. I said but I don't love Dirkieville more than I love Mixing Town in Lackawanna. And I don't love Mixing Town in Lackawanna more than I love Magnolia Gardens. And so all of a sudden, when I start getting to a place where I'm trying to pick my favorite child, out of the five I have, that becomes a tough conversation. So that is why I have printed this. I'm pretty sure they're going to cut. It's going to align with whatever they've, they're planning for next year. And we'll go forward with it. You're looking as if you would like to speak.
