When you're on E-Kendrick, Technology Solutions, Chair Freeman, thank you for having me here through the Chair to the committee. I appreciate your support the last nine months since I've been in a chief position in what used to be ITD. I have 25 years as a CIO, a combination of both public and private sector, including the last two years I was at Miami-Dade County, which is a seventh largest county in the nation, in terms of what we've been able to achieve together in the last nine months. We're able to save $6.4 million, including $1.4 on the JCEP Committee. And thank you Chair Freeman for that. We're able to implement business intelligence, is the Transparency Dashboard that are available for everyone to see today. And then also I'm working on an exciting project with Chair Freeman that we will be announcing in a couple of weeks. And so with that I I entertain any questions. Thank you. I've been doing construction for commercial construction approximately 30 plus years. I'm a brickmason by trade and I feel like this will help me with this consideration for this appointment as the duties are day-to-day responsibility of the fire stations, new remodel, renovation, new construction, fleet, our apparatus, and other associated work. This is the interest earnings from the Help America Vod Act. That came about, and the 2000 election was approved by Congress in 2002, 22 years ago. This is the remaining funds. We are actually been instructed by the Division of Elections in Tallahassee to spend the remainder of the funds by August election, so this will exhaust these funds. This is paid for the sample ballots in Duval County for the last 22 years. And so it has been definitely used well and educating voters of what's on the ballot in each election. So that takes us now to the beginning of our agenda. Item number one, 2020 has been deferred. Item number two, I just, and we have council member Johnson here today, so that would be great. Council member Johnson, I was sharing with the committee that I did not agree to defer this. There was an email sent from the council member to the auditors saying that, but my email back was, I needed to know why and the request the answer that I got was to host more notice meetings to meet with the community more to meet do more community meetings and I immediately went to the thought of then we shouldn't be at this point if we haven't done the due diligence prior to following the bill. And so Mr. Paluso is not here and I wouldn't want anybody to take a vote on my bill if I wasn't here so I'm not going to vote on it. But my instincts say I should because this bill was deferred originally not to meet with council members that have already co-sponsored in the community, but because they needed to go to the planning commission. It has now gone to the planning commission and they've come back with, which was not ordinance, they had the travel there. And now it has come back after being deferred one cycle there to us. And now it's trying to be deferred again which is going to roll it into another session and quite frankly I just think that we're at a point folks have made their minds up either they're going to support it or they're not and so be laboring it to me just continues the narrative of going forward. So I will... So do you want me to open it up and we take action on it? I agree. Let me appoint a clarification. So the reason that I think it's important, and let me say thank you for giving us the litany of where it went and why. I had to say I was a part of providing the legislation its luggage so that it could travel. But in that, I was in a meeting recently with the council member that was the impetus for this particular piece of legislation. And as a co-introducer of this legislation, I've kind of been in on the ground floor of it while no bill is perfect. And if this does come to action today, I do have an amendment to offer that I have put in months ago or a month ago whenever we put it out. I would tend to believe that we should, there's a piece of congeniality that when a fellow member of this council has asked for deferral, that we give that some credence because there is a reason for that. If it were, as I've said many times on this council, we literally had, and I'm not going to throw anyone under the bus, but as you well know, Mr. Chair, we literally had a committee of the whole to discuss the possibility of funding it shouldn't have called the committee of the whole the whole because it wasn't ready to go. I can't say the same thing about this legislation. The reason that Councilman Paluso has asked it to be deferred is not to get any other co-sponsors, is not to change the minds, but because we have like after we leave this meeting, I literally have just the meetings, their myriad meetings about the community benefits agreement for the Jaguar Stadium deal. I was late to this committee meeting coming from two other meetings before my meeting this morning, simply because of the Jaguar Stadium deal. I believe, and I know in my conversation through our noticed meeting with Councilman Paluso, that he and his understanding of where we need to be focused on our energies, all of us are focused on trying to do the best thing for this community benefits agreement and the Jaguar Stadium deal as a whole. As such, we just have not had time to finish the schedule of meetings that the Councilman has proposed. And so I believe that it's not to bake it anymore. I do believe the cake is baked, but it's to give everyone an opportunity since no bill is perfect. It is to give everyone an opportunity to have input into this bill and how it can be better. I have yet to see a piece of legislation on the local, state, or federal level that is perfect. But that's why we have this amendment process so that we can all be a part of making the legislation what it needs to be that's inclusive and reflective. So I asked the chair if he would please indulge the council members request so that we can focus on this large work that it's been 30 years since we've seen this kind of work come in front of us with this Jaguar Stadium deal and let's get back to this once we can focus a little more on this specific thing. But I'll speak to it if needed. Thank you so much. I didn't hear it. So you like for it to be deferred. Okay. And as I said, everything that I've heard is new. Based on the request that was emailed to me for why he wanted to deferral. So my position of why I was ready to take action on this was because I don't agree with deferring a bill for more meetings and we're four, six weeks, eight weeks, ten weeks, however long we was when it was first filed, introduced April 23rd of 2024. So I'm still not sure what is left to add to it because it's just really just a meaning from everything I've been told now, this is simply increasing fines. That's why the Planning Department gave no position. That's why the Planning Commission, the substance of this bill is just adding more penalties to what's already on the books. Clearly, I've declared delineation that that doesn't belong in there because it says it's for the primary purpose of expressing or attempting to promote animosity. I changed it to read with the primary purpose of expressing animosity. More importantly, it goes on to say hostility or mouse against a person or persons. I am adding so as to endanger a person or persons or the property. So very specific. So all the opportunity of deferring this bill in my mind is to make it a bill that is acceptable to me and to my colleagues. So I think the idea of having noticed meetings for conversations for those who may have some reluctance to support this bill to come and speak to it. And I think that I know for a fact that with my conversation with Council Member Paluso this morning, that was specifically what he was looking to do is to gauge more of our colleagues in the discussion about whether or not this bill should move forward and in what fashion it should and or to help educate the public as to his intent. Thank you, Mr. Chair. Thank you so much and I believe maybe I've not been very clear. I don't support it. So if I go to meetings I go to a hundred of them. I'm not going to support something that is already on the books at the federal level, at the state level, and here locally closed. So to that point extra meetings for me and maybe several others are just adding to this conversation, right? Look, you just took a shot. And now I'm taking a shot back at you. That's what this bill is doing. We didn't have this type of relationship. I'm trying to use that word, that big word, but I like to say camaraderie until this type of topic comes up. As I've shared with Councillor Majon, when he mentioned the name change, breaks my heart. I mean, I would love to do something not only for the person that he's looking at, but if there are others, I'm all in on that. But it doesn't take a name change to try to change the substance of what a bill is doing, which is nothing but adding fines. And when I talk to the State Attorney's Office, when I talked to representatives from the FBI, they said if they prosecute somebody with the hate crime, the last thing they're gonna look to do is add an extra four times the penalty of $40 to the charges. So I don't know Mr. Boyle, if we saw in a meeting anything else other than increasing the fines, but that's really kind of been the takeaway. Councilmember Paluso, you're recognized. First and foremost, to the chair and the steam members of this community, it's my pleasure to be before you today to offer my services to the Housing Authority Board, a board of which is near and dear to my heart as a product of affordable housing. I was afforded the opportunity to be the first of my family to graduate from college, which led me to a career in planning where I was able to further hone skills in the planning space and specialize in affordable housing. I served on the Hannibal Square Community Land Trust Board for six years, as well as worked in two separate administrations here in the city of Jacksonville. I was the housing operations manager under the Brown Administration. I was also the housing property administrator under the Currie Administration. I've also worked for the Florida Housing Coalition, which works hand in hand with the Florida Housing Finance Authority that works hand in hand with the Jacksonville Housing Authority. So typically economic development agreement grants and loans are obviously on the front of the grants are provided upon project completion or after meeting certain thresholds of investment into the project. This grant will be provided to full amount pretty much within contract execution. The city does have callbacks if they do not invest a required amount into the project. And if the jobs are not hired, however, that always requires a city pursuing that callback and going after it. So just bring it to your attention that, as you'll see at a bill, probably the next bill you take up, advances are always a concern of our office. Council President, does it white your recognized on the amendment? Or in the bill? All righty. I do have a question just on the amendment. Is Mr. Randolph here? Just want to make sure anytime I see Northwest Chess Economic Development Fund, just why I always want to make sure the 20 jobs to 50 jobs, the 600 versus 1.5. We're not setting the precedent here, correct? And Randolph OED through the chair to the chair. We are not setting a precedent. This is a very large investment in the Northwest Jacksonville area. We'll create jobs and even secondary jobs with other truck drivers and alike. So collectively, we think it's a great investment and great project for Northwest Jacksonville. Yeah. And what reason did they give for not meeting the threshold of 50 jobs? To the chair, basically, at this point, they may go ahead and increase beyond 20 jobs, but at the moment, they haven't necessarily gotten the project going yet. So it happens periodically where we need to waive the job requirement. And a lot of folks see it as more of the capital investment of which we'll create. It's a return on investment of 5.33 to 1. So I think that really, you know, is a key factor in the overall project is just the investment, but also the future growth of the project and the site will probably create definitely more than 20 jobs. All right. And I was asking, I was asking Council President where was the location. Sure, to the chair. It's at a CSX in our modal yard just to the west of I-295. West Beltway. Okay, yeah. All right, thank you. Those are really my two questions. I know I can remember my former colleague, Bruce Lee Jackson, always questioning when my knees are coming out or things that are nature. I know where the 600,000's coming from, which is definitely coming out of the contingency phone, which is awesome. But I was just a little concerned with the jobs piece. I'm fully going to support this tonight, but we'd love to see if we can push them to get the 50 jobs, especially when we're looking at the location in Northwest Jack's, really trying to get people employed. I think it'd be awesome. Council President, does any white you recognize? I can wait to ask for the amendment to speak on the bill. Yes, Councillor Limeron. Are you recognized? Thank you, Mr. Chair. Just a quick question for the auditors. The concern about 1.5 up front and the fact that there's a clawback, I appreciate the auditors and their diligence and their sharp eyes, but is this something that's alarming, is it just the fact that it's unusual? Through the Chair to Councilor Marrow, it's unusual. Most economic development incentives are, the city's protected in that we get the project and then we convey the dollars whatever the form of funding might be. In this case you're giving it on the front end and so we're making sure that you're aware and from that standpoint if the city wherever have to pursue a callback it just becomes more difficult to go and chase the dollars down. Through the chair to auditor if I'm reading this correctly, this is an $82 million investment. Through the chair to Councillor Romero, you're correct. This estimate is $82 million. They have to invest $70 million to qualify for the city funds. If they don't meet the $70 million threshold, that's when the city would have to pursue a callback. Sounds like we're safe. Councillor Boile and you recognize. Thank you Mr. Chair. Chair Mr. Randolph, again appreciating just with Councilmember Amaro said, an $82 million investment, a 5.3 ROI on this thing. And so my concern isn't great about the 1.5 million, but could you help me understand why you felt it was necessary to move it forward in that capacity, and why could there be some kind of marker where this 1.5 would be available to them? Sure. Ed Randolph OED through the Chair to Councilman Boylin. We did speak to the company project representatives and as you know this project's been looking at other sites and they've spent pretty large sum of money doing due diligence on other sites so they feel as if we're trying to keep this project in Jacksonville so they are looking at other sites that are in adjacent counties. So really to land this project in almost a $90 million investment in Northwest Jacksonville and create jobs and hopefully the future create definitely more than 20 jobs. One of their requests was to pay the grant out upfront to help give them some of the capital back in which they spent on due diligence efforts on previous sites in Indivol County. There are nothing that's appropriate in the context of this conversation. Provided we get this through, is your crystal ball tell you this is going to be a positive return or positive outcomeaws about come for us Through the Chater Councilman Boyland. Yes again our You know, we're showing a very conservative RLI model that we use is 5.33 to 1 So I think you're overall to the overall ad volume tax base and then again even the secondary jobs of which you don't count for truck drivers and other Ancillary uses for the facility and just you know other areas and you know retail you know supplying sandwiches and the like I mean collectively with a overall it'll have a positive impact on the county. Randolph If I'm not sure if you're the right person asses, but send you're up there and you seem to be all over this one What if on the same subject? What if this 1.5 million grant is adjusted and doesn't get issued until after completion like the majority of the projects, what impact will that have if that were changed? Through the Chair to Council Miller, I think I'll ask the company representatives to maybe speak to that. That is something that I really didn't get a complete picture of, but I'll let the company representative speak to that. Mr. Gabriel, as you get ready to introduce yourself, if you don't mind, I'd like to set up another meeting with you and the gentleman who ever came. I didn't get his name and number, but I would like to reach out to him and meet with them as well. Sure, Jason Gabriel with Burr Forman on behalf of the applicant. If you look at, do you have the agreement in front of you? I would just bring your attention to page six of the 33 page legislation and it's actually section 4.2 which is in the economic development agreement and I bring your attention to that because a lot of considerable effort went into negotiating the timing of this grant to step back for a moment. Belvedere has been looking at sites in Jacksonville, and we've had an interpretive dispute with the Planning Department on a few different sites. I think we're all very pleased that we found a site in an H.I. designated property, and for that matter, at a CSX intermodal site, which is for the most part, situated perfectly for this sort of use away from residential and that sort of thing. With all the efforts and funds and resources that have been expended today, that was part of the calculus in this. But anyway, I take you to section 4.2 because we actually did put a lot of thought into the timing and it's not just at the very outset of the project, but we in fact, in 4.2 B, set up a mechanism where the company has to provide OED, satisfactory evidence of several things before the grant is issued. One is obviously that the company has executed a long-term capital lease for at least 10 years. It'll probably be 20 plus, but at least 10 years. And then that the company is expended or is contracted to expend a minimum of $750,000 on a whole assortment of things, including things related to facility design, site preparation. Then we go on to site examples of that including site engineering design, pre-development work, surveys, topographical wetland, otherwise subservice engineering, demolition, site clearing, and other site remediation. So that all has to be proved before getting the grant, and as has been mentioned by your auditors and Mr. Randolph if there's some default or breach of that then there are clawbacks to get the money back but it's imperative and important that it'd be done at that time juncture in this whole process. this whole process. So through the chair to Mr. Gabriel, I'm not sure I'll go back to my original question. So if this 1.5 million dollar grant were not issued earlier but instead as most projects, it's issued upon completion, what impact would that have on this project going forward or however you would like to state the impact. That would be great, thank you. Sure, through the chair to Council Member Miller, today the Belvedere Company has expended approximately four-ish million dollars give or take on its site due diligence. This is the third site that it has looked at as a possible site to do its use in operation as a spur site for its hub at a Mississippi. And it has expended that money. Not on, I would submit, not on your typical, the cost of doing business, because obviously there's always a cost of doing business. When you're trying to secure a site and find a viable site, some of the hiccups we ran into here were, and you may remember this, were some interpretations in terms of going to other sites that were in light industrial, and not to get into that or rehash or relitigate any of those discussions but we did have two other sites that were viable before we're very pleased to have found and secured this third site and that those funds are necessary to offset not not completely mitigate but to at least partially offset a lot of the the funds that have gone into securing the appropriate site for this use. Through the chair or to the chair, I'm not sure I, and maybe Councilman White would like to answer that question because I haven't gotten there yet. Thank you. I would thank you, Council Member Miller. I could tell 30 minutes on this subject which is not like me. The reason they're finally in this site that is a good site on H.I. they had previous planning director at giving the impression that it could be on L.I. I happen to agree with a new planning in the red room of a fire background and a fuel background that was in the fuel business too. Their first site and what, because it was in, because it was in District 12, I'd default equally any district that they just don't put 20 million gallons across the street from subdivisions. So they lost out on site one because of me really. Site two was across the street from another subdivision and then we, I won't use toward fault, but we've compromised and they have family found a location that is suitable with HI. I alone probably cost them the $5 million. I know this is a policy cost. They don't invest over 100 million. That's just phase one. And that's why I think it's a fair deal for them to move on, to move on to HI where it should have been all alone. And I feel responsible for some of this stuff on the front end. And I just would appreciate my colleagues' support, even though it's a little out of usual. Not usual is the best thing for the citizens. Thank you. You know, Senator Johnson, you recognize. I, uh, Mr. Chair, serve on the Languisen Zone and Committee, and obviously my district is next door. Part of my district was Councilman White, Council President Designee White's district as well. So I took a very big interest in this particular piece of legislation on the OUZ side. We were contacted at Nazim and have gone, I know personally, I've gone to the site, I've talked to people, I even can tell you, one Saturday morning, I was on the phone bothering Mr. Gabriel on some of the weekends because I wanted to get answers and I felt I wasn't getting them. We have worked diligently to get to this space and to look at the fact that there will be 20 jobs with an average salary of $63,000 a job. Colleagues, this is a really small investment, I believe, into what will be a great opportunity for the future of this city. I know that Belvedere is really interested in being in Jacksonville. For them, it's a strategic move and it's a financial move, but for us, I think it can be a really beneficial move. And we are fortunate to have someone with the expertise when it comes to fire safety of Councilmember White because that was one of the things that he helped us to see when looking at the proximity. And it just so happened, Mr. Chair, that I had a chance to tour the Brandy Branch Station of J.E.A. and had we, and it may not be of knowledge to you, but let me tell you this, and going out to Brandy Branch, I didn't realize that had this fuel depot gone in the second location, I believe it was, and there had been a catastrophic incident. Not only would most of the power, half of the power of the city, specifically in our districts on the West Side, be knocked offline, but it would also affect I-10, which means there would also be a blockage of getting people out of the city. And we know we are prone for hurricanes or adverse weather events. So we now have a space that is agreeable to the developer. It's agreeable to this committee, but also we have are able to take these city funds and really make them work for us. And I think the people, especially these people that will be looking at these higher wage jobs, I believe this is what they would want us to do with these funds. So I hope I'm supportive of this and I'm putting it in, but Miss Lamir, if we could add me as a co-sponsor to this with Council President Desigme White but I believe this is a very good use of these funds. Thank you. Thank you so much Mr. Johnson and I've always been in support of of what they're doing. I think it's genius one. The location, as they talked about what I entered modal, being able to move gasoline. My only heartburn, I shouldn't say my only, but the major heartburn I have right now are the jobs piece. And this is just really because of the years that I've been up here and have always heard the fight from one of my colleagues from 7, 8, 9, or 10. Anytime we're dealing with Northwest Jack's Economic Development Fund. And so my question to Mr. Randolph, and I love the annual $60,000, $63,000, what's going to be the requirements for the jobs that they're referring to? Are there any master's degrees? Is this going to be PhD? Is this entry level work? is entry level work. And Randolph OED to the chair. There's no educational requirement, but there is a salary requirement. And if they create less than 20 jobs and hold those for a number of years, there will be a proportionate reduction of the grant of which they will have to pay back. So there is a penalty. Right, the club. I was just trying to see, like when we bring in these financial institutions, and this was one of the big things I used to hear in the past, and we talked about these $100,000 of your jobs. They were utilizing this fund. We were saying how many people from the community this area would have an opportunity to be employed from this economic development opportunity. And so I'm just trying to get, while I got you here, I'm supportive of it and I'm going to support this today. But I'm trying to get on the record now, create 20 new jobs within two years of complete construction. So that's 10 jobs a year. At 63,670, you still haven't identified what the specs would be. Are they bringing these employees in a town with them from another location Do we have any type of conditions added as well Mr. Gabriel that will ensure that these jobs that we're talking about creating are gonna be filled with Jacksonville people Or are they gonna and I think we did this with the The big financial institution from Australia whatever Brad Bernier. I can't think of the name of it, but the natural institution from Australia, whatever Brad Bernier, I can't think of the name of it, but do we have any type of language that kind of protects the fact that these jobs that will be created will be filled with residents from Jacksonville, or will it handcuff them because it's a technical thing that they have to know and learn. Sure, to the chair, well, they have to reside within the MSA, so that's one key thing that I can answer. MSA, I'm sorry. The MSA, much Paul didn't, statistical area, so they have to. I'm doing this for people that are watching. They've been asking seven county area. So they have to reside within the MSA in the past to, and for the most part, they're gonna reside within Duval County. Most of our projects when they hand in their annual survey. We find that you know 90 plus percent of the folks that are working and for projects that are supported by us are living within Duval County. But within economic development it's very hard to tell a company that they all need to reside within that county. So that's typical across the business. No I get that. No I get that. Like Amazon's great. They're. So that's typical across the board. No, I get that. No, I get that. Like, Amazon's great. They're great at that. They hire a lot of people. I just didn't know looking at it if they were bringing people with them. I mean, it's a small amount. So all of a sudden, we're incentivizing based or we're waving the code based off of this jobs, but I don't see the connection that protects us as a city that is going to be now the MSA, which you just explained someone from our region. Is that uncommon? To the chair. If I'm mistaken, please correct what I'm saying. Councillor Murmara, you said I'm this Got it through to chair If I understood Mr. Randolph correctly he said they will be residing Within the MSA you're asking how many will be hired from within the MSA? And those are two different questions. So I guess the question for clarity for all of us of the 20 jobs, how many will be hired locally versus how many Belvedere will bring in? To the Chair to Council for tomorrow. So yeah, they will need to reside within the MSA, whether they're moving from a different state or from a different county within the state of Florida. But when they turn, when they turn in their annual survey, they must prove that they have an address, those 20 individuals that are contained within the seven county MSA. I will say that we will work with the company and I'll speak to the company representatives about you know trying to see if they could do a job fair or really try to try their hardest to go ahead and hire folks that are from the Northwest Jacksville area or overall Duval County but we found that to be problematic it's just that you know the labor pool right now is pretty tough as it is as it relates to the unemployment rate is so low to find folks to do specific jobs that to really put that onus on them. Right. In our world, this kind of, and that's what I was trying to figure out was what is that specific job? And again, like I said, I'm supportive of the project. But I'm basically asking questions that I've heard ask over the last 10 years of being up here when it comes to projects in the community. Councilman Johnson and Councilman White and Council President Desonet White? Yes, or I will add, being around fuel terminals, I would see where at least 99% would be local people. I can see where they might want a terminal manager from somewhere else that has all the capabilities of run the terminal but everything else is would be Work out in the field transfer and fuel from the Real cars to the to the tanks and that type of stuff would be local people I would see thank you councilor Johnson you recognize just two things quickly mr. chair not that we want to bring the work of another committee Onto this committee, but this is the same reason why having the jump program in another space so that we could have an office of workforce development and our innovation would be important like having jump at the office of economic development. It just makes sense. However, we haven't gotten to that yet. I know that's gonna eventually come up, just putting on notice, at least for me. The other thing is while I think it is important, and I do wanna look out for people in Jacksonville, at the end of the day, the city as a whole is going to reap the economic benefits of those individuals that will be working from these 20 positions. So whether they are currently from Jacksonville or not, I believe that the city itself will reap those benefits and people in Jacksonville and additionally, if there are skilled positions and Belvedere has to bring in people from other places, I would much rather someone who knows how to work with these kind of conditions, be doing that work, at least initially, rather than someone who has to learn that work, because whether these are, you know, they may not require education, but they certainly require skills, and I'd love someone who knows what to do in case a catastrophe. Got you. So they can't be prevented. And just to put us in the proper posture, we're in a amendment phase still. So thank you, Mr miss Randolph and you landed where I was going to land which is if the workforce is traveling with and they have two years and the specific certification takes eight months you still can't get somebody from Jacksonville you still can onboard them and train them so that when you hit that two year mark they're ready to do the work. That's where I was gonna land with it. But again, I get business, get business, and this is great for our sitting. It's a good business model too. I was very impressed. But Mr. Gabriel, I would like, and I just share with Council President Desi as well, I will like another meeting now. There must be a level of elegance in decorum. You stood in the face of that thing and you survived all while continuing to do the work of this committee and you have not only set a bar of excellence that we need to look at but I appreciate you for even though going through sickness, and I've looked at you one day, remember that day I came over to you and said, man, you good, you need me to hold you up? And it's like, I'm gonna keep going. I pray with you, I pray for you. I appreciate all that you are, but behind closed doors, even in your sickest days, you found a way to move forward.
