So if anyone has anything they would like to discuss with the council members please step forward. I would ask that you state your name and your address. So she wrote. I think about art. I'm sorry, I think art about the historic architecture in trains and Randolph-Macon College is the first thing that comes to mind. And it certainly can bring it all together. Ashland Town Council has previously said that they should appear to give support to the arts. It is time for Ashland to actually support the arts and the artists. Yes, we have fourth Fridays. The young self-supported artists show up with their work, their display, racks and tables. They bring tents and chairs and helpers. They pay their own wages, taxes and insurance and sales taxes. And they pay for the privilege of putting up a display for a few hours and then take it all down again. I think it has time for the town to step up and sponsor a few art shows, maybe plain air, invite artists in different age groups, including local high schoolers, invite them to paint in Ashland, then display their works. The town should buy a few display screens, three, and a tent or two display to the works, the town should buy a few display screens, three and Tentertude display the finish works and auction off the finish works maybe by the very best Ashen could support the artists and help make them a living by having an event to show and sell art not just show off the artists Thank you Is there any other citizen input? I'm Sarah Wright Holloway and I live at two of three Mertle Street in Ashland and I'm the executive director at the Hanover Arts and Activity Center and I do want to build off of what are they're just read from Susanna. We actually have talked about this with our board as well doing more art shows with local artists in Ashland and we've already begun and we also host the Hanover County Public Schools IB Art Show each year. So I just did wanna put it on the record that when we move into programming like that, Hanover Arts and Activity Center would love to be a part of it and to assist with that. Well, you already know the Ashland Party is just, you know, for us to have it, you got to put the whole thing in our Ashland Virginia. No rules up the tongue beautifully. But when we had our Ashland Town Council, I think I was the only one that said something about bringing up, bringing up stuff to the arts to Ashland. I remember Arthur Beale when we had the thing at Ashland, at the Ashland Library, he came to me about Ashland in the arts and paying and commissioning the local artists to do art work to do artwork, display artwork, and everything is around Ashland. My suggestion was that we commission or pay local artists in Ashland to put up canvases and different neighborhoods and to represent those neighborhoods. I'm going to say I'm going to start with Gandhi. Since they wasn't able to keep the name, I would say we'd think of somewhere where there's like some ugly brick or something on the school or somewhere in Gandhi. And we put up a mural of Mr. John M. Gandhi and on the side of it we can put a picture of Virginia Union University and the year that Gandhi was built here. I think we're a good representation of Gandhi, Berkeley town, and maybe and the Hispanic community around Sledgefield or somewhere, someone can do a piece of some kind of salsa or whatever represents their community. And at another part of Ashland, well you get to just what I'm saying. I think that I see the artwork in Richmond, on the canal, on the boulevard, going past southside, on the lovely marbles they have. Some of them, unfortunately, got taken down, but some of them, there are a conversation starter, and they bring vibrancy to the community, life to the community, and it gives a chance for us to show out, to show Ashland, and it's more splendor, and the citizens here. And I just want to, that's my my piece thank you. Thank you appreciate that Is there any other citizen input? Being that the citizen input is complete I would like to close this portion and throw the discussion over to Martha Miller who is going to present the public art survey results. Martha. Good evening everyone. Thank you for attending tonight. Just to give you a quick overview of how things are going to roll tonight, we're going to go over the survey results because I think those are a great prompt for the discussion that we're going to get into during the focus group portion. So we'll go through the results. This was a survey that was distributed in person and online. And I'll talk a little bit more about the methodology later. But I think the goal is to, again, set a background for the data that we've already collected. And then we'll break into the focus group portion of the evening and have a more in-detailed discussion, and that will give everyone an opportunity to contribute more specifically. Overview of the survey, we collected a total of 137 responses, which may not seem like a whole lot, but given the kind of growing, the Ashens population and also the growing art interest and artists here in town, I think is actually a pretty good turnout for a survey that is so specific to this topic. Again, like I said, this was distributed online and in-person, both in English and in Spanish. In-person, we focused mostly around the light of the tracks events, approaching folks that were here, both visitors and residents, to get their kind of quick feedback on the arts here in town. And this ran from November 2023 and it just closed last week before I pulled this data. So these are just some overview if anyone would like to see all the survey results. They are attached to the agenda which can be found on our website. But what is the first thing that comes to mind when you think about Ashland? This was an open-ended question. The commission really felt strongly they wanted to see what people came up with rather than slotting in ideas or preloading ideas. So the best way to capture this is a word cloud. For those unfamiliar with word clouds, the larger the word, the more frequent the answer. This does not give every single answer in the word cloud, but it does give the most frequent answers. So you can see trains very prominently up there as well as railroad tracks, center of the universe, the theaters, captured, small town, quaint. So I think this is kind of neat to see. There is a variety of responses, both summer very literal places and summer more of a feeling. So think about that as we go into our groups. For some reason, we want to make sure everybody can see. I lost my... Here we go. Alright, bear with me, cugs. See if it pops back up. Here we go. It's hear. Why is it not there? Okay, let's hope that doesn't happen again. Question two, what do you think makes Ashland unique? Again, terrain is pretty strong in there, but we do have a lot of different answers. Community, shops, family, small town vibe, walkable, quirky. I like personally like that one in there. Charm, friendly, and that was just to kind of get a feel for the culture of what people perceive the culture to be. When you have visitors, where do you take them in Ashland? The Kaboos won the award on this one, I think, clearly. Everyone loves the Caboos restaurant. You see Randolph-Macon in here, some of our shops like Refunquet, Susanne, I'm assuming, means Susanne's, homeades, center street, the houses, the library, the train tracks, and the train station, and along the track. So very, very focused around downtown, as well as our parks. What types of public art would you like to see in Ashland? I ranked these answers from the highest percentage down. So overwhelmingly, our top two, I would say actually 42%, sorry this is not ranked from top down, but 42% is large scale, highly recognizable, so something kind of big and that really makes a statement. And then just below that you have functional art. So benches designed by artists, bike racks, and as well as anchors or focal points around community gathering spaces like our downtown area, probably. And what roles should public art have in Ashland? This one is ranked from most frequent to under very important to least, support the growth of the local arts community. That was a clear objective. I also think it's reflective of the folks that took the survey who I imagine are involved in the arts in some way, which is great to see. Promote pride in Ashland as well as bring a sense of whimsy and delight to everyday spaces, which I was kind of pleasantly surprised to see that that ranked so highly, as well as create community interaction and strengthen the community's social fabric. And then I think it is important to kind of note kind of what the lowest level interest was, which is spark conversations about issues facing the community. So there did seem to be not as much of an appetite here in the community for anything that perhaps they were these respondents perceived as political or controversial in nature, but there's really no way anything that perhaps they were these respondents perceived as political or controversial in nature, but there's really no way to know without kind of delving in further to that. What should be the priority locations for new public artworks in Ashlands? We lot people to choose up to three. Overwhelmingly the downtown area which is reflective of kind of where people are bringing their visitors, where they like to hang out, are parks and trails, as well as the town hall and town hall pavilion area. That doesn't surprise me so much because the pavilion area is new. So other than the pavilion kind of recently being completed, the town has not had a lot of time to focus on kind of fleshing that space out. And then you see some of the other options down there which are not insignificant including anchors to our existing arts and culture venues which I would call out Ashland Theatre, Hanover Arts and Activity Center, and then our gateways into Ashland, the I-95 interchange route 54 and route 1. How do you think public art projects in Ashland should be funded? So it looks like Philanthropically was the highest, but they're all pretty close. And so to me, when I look at these results, that means that the respondents are indicating they would like to see a diverse mix of funding sources for public art in Ashland. And then this just kind of was to give us a gauge of who the folks were that were taking this and kind of where their opinions were coming from and how familiar they were with public art. So quite a few, so they notice it when they visit places, they notice it in Ashland, and then they would actually like Ashland to be known for public art. And there were other answers to this question, but the statistics were so low that I just kind of cropped out to the top four. And then I'm going to just read these quickly. These were just a handful or a sampling of responses that were kind of hard. Is there anything else you'd like to add at the end of the survey? Again, you can see all of the comments in the full packet, which was far too long to print out and go into, but it is available on our website. So that top one, as a person who seeks art venues while on travel, I see the value in adding public art to Ashland to increase its marketability for a tourist destination I support any chance to bring art and cultural exhibits to Ashland to further enhance our unique and awesome town This is an excerpt from a from a comment a variety of approaches would could be helpful such as murals on side streets incorporating public art art into working infrastructure, seasonal water features, larger pieces only in open or gathering spaces. And then, whatever is done, there needs to be thoughtful contemplation and engagement by a body of individuals with a professional curator, not just a bunch of ideas that are voted on by citizens. Don't let it become a scene of random fixtures without an intuitive sense of meaning. And then three more. Coming from the West Coast, I was very used to seeing public art installations on nearly every street corner of downtown Seattle. Some small, some functional, some hidden treasures. I'd like to see more hidden treasure pieces on our trails and in our parks, perhaps an interactive one with drums that make music in the rain or one for kids. Middle one, it would be great to use one of the trails and put it in art style interactive things that kids can do, so another kind of interactive kid-focused piece. A music station, a building station, a slate with buckets of water they can paint on in nature. And the last one there, a lot of these things have popped up and it seems like the town just went with them. I know several our private companies doing their own thing, but installing art to just have art or because it's neat doesn't bring added value. Without meaning inherent or conveyed, things just become a permanent fixture of litter. So again, a real emphasis on strategy and having a plan and thought process behind pieces. And that's kind of the highlights of the survey results. At this point, I'm happy to answer any questions from our members of our commission. I would just say if we want to have further discussion, there'll be plenty of opportunity for that when we get into the focus groups. I think given the number, it might make sense to split into two groups. So I'll kind of leave it to you all to assign yourself to split into two groups, maybe one on this side and one on this side. We can move chairs around. And then I would just ask members of the commission to maybe split between those two groups. And if I could have someone taking notes in each of those groups so that we can report back out on that, that would be great. So what is the purpose of this section? To discuss and receive feedback on the future of public art in the town of Ashland specifically to help prioritize the types, locations, and the role of public art in the town of Ashland specifically to help prioritize the types, locations, and the role of public art. So you're going to see that the slides that we bring up are going to kind of be chunked into these three sections. And then Commissioner Hollander has also created some kind of follow-up questions to kind of dig deeper. So what we're really looking for here is kind of specific ideas, fleshing out things that were kind of already covered in the survey. So timing wise, it may not take this long, it may take, but it will not take any more than this, just depends on how many ideas you all have. Please feel free to stay as long as you're able. If you need to pop out and leave, we certainly understand. So we'll do a quick warm-up activity here at the beginning. If it looks like folks are finishing up before 15 minutes, that I'll bring everybody back together to get into their groups. And then we'll kind of chunk this out into three sections of 20 minutes apiece for types of public art, discussions around locations, and discussions about what you think the role of public art in Ashland should be, and then we'll do a wrap-up. As with any kind of group discussion, I just like to go over rules of engagement as a pleasant reminder that your participation is voluntary on any all discussion topics. If you don't have an opinion about something, there's no need to answer. Again, if you need to leave or step out for any reason, you're welcome to do that. All ideas are valid in this format. This is a brainstorm. There are no right or wrong answers. We ask that you please respect the opinions of others, even if you disagree. Before I do my staff report, I just wanted to ask if there were any members of the commission that had anything they'd like to share since our last meeting kind of experiences with art in the community or things they've come across that they thought might be to the benefit of others on the commission and the audience. No? Okay. All right. So moving on, I'll handle my brief staff report, which is not too long this month. So a little bit of an update on our friend, Secretary. The Ashland Museum and Secretary for Virginia Committees are going to be hosting a groundbreaking on February 7th at 11 a.m. at the future side of the monument, which is right down here on the railroad tracks. All are invited to attend. I would encourage members of the commission if you're available to come out. I think they're planning on making it kind of a big to do. Their media is going to be invited and there's going to be speakers and a couple different things going on. And that is the February 7th date has been selected because at the regularly scheduled town council meeting on the February 6th, town council will vote on a resolution to formally accept the monument as a gift to the town. The deed of gift paperwork is already in process with the museum for us to take ownership of that amazing piece of artwork. And then as far as I know, I'm not on the site planning committee. Ms. Barnhart might be able to provide an input if there is some update on that, but the dedication, kind of unveiling is planned for March 30th. And that is going to be a big to-do in downtown. Ms. Barnhart, did you want to add anything to kind of where things stand? Yeah, everything you've said is correct. They are just in the process of finalizing the granite and the benches and those types of things. They understand that everything will probably not be in place by the 30th, but definitely Secretary is going to be there. So that's the most important part anyway. So they're working really hard on that and everything's fallen in the place. They're so appreciative of the town and everyone and so looking forward to having them downtown. And one thing I did here today from a couple members that came in to look at some paperwork that is very exciting is I think the plan when they presented it to the commission was that it was kind of on a pedestal the monument would be on a pedestal they've decided to put that the horse actually of the horse. So there's going to be a better, they feel like it's going to be easier to appreciate the beauty of the sculpture. The other very cool facet that I just learned about today is the monument is actually going to be in a sand epoxy mount, and they're actually collecting sand from all of the tracks that Secretariat ran on to create that epoxy. So there'll be a little piece of all of the tracks in there, which is a very cool detail. So very exciting. Question. What time on February 7th? It's 11 a.m. 11 a.m. And there'll be some. I think there's already been a little bit of press about that, but we'll also be sharing it on our channels as well. Next, we already talked about this kind of in our groups, but I want to just add because no art is too small to make a note of, especially in this venue, but ReFunket has installed a little free art gallery with the assistance of community member Lilly Dufrain. You see in my notes, it's adorable. I went over there today and looked at it. And if you're wondering she is a young woman who's a local, their her picture is on their Instagram and their Facebook and it's just a great little asset and I think was a nice spur for some ideas here tonight. So follow up on the culture works partnership with the town of Ashland that I mentioned at our last meeting, we met with the YMCA and a local organization called Divine Assist, which for those of you that are not familiar with, they have opened a youth center across the street from the Ashland Church of God, which is adjacent to Puffer Belly Park. So we targeted those two organizations mainly because they have a nice captive audience of school-aged kids already in place, especially kids that come from communities that have not lack access or have historically lacked access to the arts. So the culture works is hoping to do eight-week classes with both organizations, one hour at a piece. They're going to customize the art based on the interest of the groups in our conversations with the YMCA. They felt like visual art. Something very tactile and hands-on would be very successful with their group. And then the divine assists expressed a lot of interest in a recurring dance class with maybe some drumming for the boysinacists expressed a lot of interest in a recurring dance class with maybe some drumming for the boys, because they have a lot of girls there that are really into dance. So they're looking into even having the Allegba folklore, society come up and do some traditional African dance classes with them, so I will be sure to keep the commission in the loop as those are kind of finalized and scheduled. As for those that are interested, there will be opportunities for volunteering to pop in and help out as your schedules and interests allow. The Ashland Gateway Project, I mentioned this in both groups. We are in final conversations with those property owners on those easements. I'm very hopeful that we will have signed documentation within the next couple of weeks. We're working kind of on all fronts here at Town Hall. And as those come to play, we will be, we'll be working on a skeleton of an RFP for the commission to look at, discuss and finalize, which is why I'm suggesting that we hold a special meeting in between this meeting and our regularly scheduled meeting on March 6th, which will hopefully give us the opportunity at that point to have those signed easements in hand and start that RFP process. The urgency, as I've mentioned in the last, is that a lot of the funding that is tied to this potential project is American Rescue Plan Act funding, which does have to be allocated. It doesn't have to be spent, but it does have to be signed contract by the end of 2024 for us to make good use of that. So, assuming that we can get those signed documents at hand, we'll want to get an RFP. So assuming that we can get those signed documents at hand, we'll want to get an RFP out pretty quickly so we can start that process. If for some reason, we aren't able to come to an agreement with those property owners, I'm already talking kind of internally with the town manager about an alternative project so that we will have, we will be using American Rescue Plan Act money on public art in some fashion or form. And just to check in really quickly, we kind of went back and forth with each of you independently about dates for the special meeting is March 6th, the Minnable for everyone. Yes? Okay.
