I'm working on these team plan just to let us wrap up a paper for the content of the batch. There's a lot of people that most of the time we do have one other change in the agenda. We can see the impact of the thing. Not much to probably build the promise is we're getting issues where they can attract, they'll take it from you, and so on. So I'm talking to you, yeah. We'll do it again. All right, good morning, everyone. I thought before we get started, just to refrain this, the purpose of this strategic plan is of course, course for the Bertie. It will be a 10 year vision plan created by the commissioners, departments, administration, citizens, nonprofits, and municipalities. Where we are now, which I think, you know, I've talked to everybody recently. That's the first meeting what the department has. We expect there to be more on this plan when it's produced will not be a closed plan. We expect that it will continue to grow. We'll continue to be able to edit, to add, and we'll keep referencing it throughout the future because we'll be able to, we'll wanna look at our benchmarks and we'll achieve the targets for timing for each of our projects, for our funding, et cetera. So we're having it today and I apologize, apparently it's super small. So next time we will do this on 11 by 17 I promise. I'm doing have extra readers 150's if anybody wants them. This is not the narrative that you all had spoken to me about. That will go into the strategic plan itself. Every one of these five focus areas which are citizen needs, organizational excellence growth, attractive living and opportunity, the five focus areas, we will have the narrative. You know, what you're talking about, your department, about your goals for growing. And then the sign I run is really to track primary action steps and allow those action steps are funded. So if we're going to track the budget needs over the next 10 years, then we need to all be on the same page. And there's a lot of cross referencing between departments, a lot of sharing of projects. And I think that's important. One department knows, you can look at this, and excuse me, clue in on how they can better communicate. All right. So I thought what we'd do is let's start with citizen needs and what's highlighted in yellow are all the department areas and I can just facilitate and we'll go one step at a time and start off with food security and I'll introduce each person and give the highlights but then then jump in. Okay. All right, so this is the next. So first off is Rebecca Stadleton Council on Aging. And this is just part of Council on Aging's needs. We're talking about the field service and the hand-bound service. Good morning. Okay. Just as a little overview of the Council on Agents of Adds and Moors both hot and frozen to the citizens of Borscht County through the Windsor Nutrition side, the Council nutrition side, chlorine and all-landers. As a federal at 29th of this year, there has been 6,500 and 65 new silver to compound citizens across the county and there have been 2,727 hot meals provided in the congregate setting in those four areas. There is near-s and throws. We talk to people every day when we go to those services, however the line that we received with the home community, we took here a broad grant is limited. It's a simulation done by the state where we have many other services coming from. So the potential to have more Sunday directed to those meals is limited. So if there is any responsibility with the budget in order to expand, we would move our to county to provide that extra Sunday. It does not have to be all at once. It could be a gradual raise, but we do have a little people that desire this service. And every day people call it hospital becoming and they aren't instances can change from day to day. So thank you. You may read on my rest my stuff, right? Yeah, if you want to go ahead, go ahead, John. Let's jump to your other section. Senior services. Okay. I have a little bit still since then. Okay, let me get mine. As many of you aware, the Council and the Asian does do numerous services and programs. And just to give you a little bit of background, we do serve as the hubs for all the adult services in Bertie County as well as working with other agencies that also provide services. There are services and programs are designed to keep people in their home long. Healthy and healthy. A race on nursing homes are served their purpose. We want to keep them at home as long as possible. In the area of Moonskin Island, all the fastest-rowning segment of the population is the 60th-degree population. Just to give you a little bit of a demographic, I don't go too bad with that. But how old is the population in Bertie County? Among six age groups, which are zero to four, five to 19, 20 to 34, 35 to 49, 50 to 64 and 65 and older, the 65 plus group was the fastest growing, which was in 2010 and 2002, with that population increasing from 17.9%. So it is every day getting older in the two counties. And how is that is distribution of age changed? So again, that 65 and older group increased so 17.3% in 2010 to 25, 2% in 2022, and is steadily growing. So one third of the population in Bertie County is older than 65, and that's why our services are so vital. One goal of being the commissioners, the county manager, and the council on aging, is to become a senior center of excellence as determined by the work-on department of the federal services. With this education, one is a voluntary certification, but it is created through what we do. It is a very, very tough process. It is a very intense process. It's been a year to actually prepare some initial certification. And in it, that is remeared every five years. Not every senior center in the state is certified. And so senior center of excellence, a lot because of that process. Some of the things that we need to consider is that the senior center must have 6,000 squints so this is probably with 32,000 of that being directly senior activity related. So that excludes restaurants, office space, storage space, all of those things. So the senior center has been in talks with Robin about whether to stay in our current building or to move with recreation. If we stay in our current building right now, I'm not sure that sure of the square footage Anthony has measured that he's extremely busy and has not gotten really total back to that. But if we say in our current building, if all of the mode tests and things come back and we're able to stay there and if recreation leads, we will definitely have that square footage. Right now, space is at a premium. We have the big gym. We have office space. We have the kitchen, but we are increasing activities every day. So space is becoming very limited. So with that additional space, we can provide more services. We would need our square footage so it's a ran-wind situation. If the senior center moves to another location, that is something that would have to be kept in mind. It is that 60003,000 square solution number because if we lose a recreation that's $3,200 of senior space has to be only for seniors so it could not be something that was recreation and senior services but everybody is using it. It has to be designated as senior activity space. So that is something to keep in mind. I am good with either option. The building is a nice. I know there are some local songs and we certainly result seeing a population don't want to expose them to all. But if everything comes back, we are certainly good with staying there. The senior center is also looking at the purchase of the my senior center system. and I do have these handouts if anybody is interested in looking at them. I would be happy to talk with you and go over this with you, but this is a system that would allow us to become certified a lot easier. It is a check-in, it's a digital check-in system. People would have cards where they could come in, swipe their card, and check which activity they're there for. They can also sign up for activities. So it's a wide tracking system. We could clear the clearance that we would need with that certification process very easily. We would cut down our staff time and and assist us greatly in doing that. It also, we could do online registration and payment system with me. We could broadcast our own text and calls if it was intimate brother or something was canceled. So it's a very string-line system and most of the senior centers that are certified use this particular system to span around many years. The cost of that for the emission year is $5,000 for the system. We would probably require two based on the fact that we have very separate activities sometimes between the gym and the main building. Just to make sure that we capture everyone, the second system would be 3500. So that initial year, it would be a cost of about $500. Then after that, for the two systems, it's about $2,000 a year to maintain that process. So after the initial year, it's not quite as bad to keep it, but it does run with the things. Again, really senior centers, I've seen it in action and it is wonderful. It tracks violence here hours. It can contact tracing and health screen waivers. It has the virtual program. So if someone could not live there at the senior center in person, it can be something virtual. So again, I would be happy to share that. Also, we are requesting $10,000 for that certification. And $15,000 of it would be a lot more top that we're going to do a reft of the certification process to keep everything about information in one place and easily accessible. give you an idea. This is the packet that has to be filled out for the initial certification. This is back in front. These are all the things that we have to do in order to maintain, to actually obtain that certification. It looks at every aspect of the senior center from activities, to do in order to maintain, to actually obtain that certification. It looks at every aspect of the senior center from activities, services, advocacy. It looks at the structure. It looks at the advisory board. It looks at financial. It looks at everything. So it is a very involved process, but one that I'm very excited to start with. So that is what our needs will be, so that certification. Any questions? Oh, we are. We're talking with Mr. Vaughan about that. One of the things that when I first came on board, there was very much mentioned because I did talk with a bunch of our seniors to see what they wanted, what we could implement. And overwhelmingly, people want to travel now. Now, the pandemic is over. They want to get out. They want to go locally. They want to go out, they want to go locally, they want to go out of town. So one of the processes of exploring the option of going out of town. Yes, we did plan to have not been advertising them until that was a little bit further. But the first one that we had thought about doing was to the Arton County and the Creation Museum. It's through to a company, It's all inclusive. Everything is covered except for a couple of meals. So they would get to go out and put it out early enough that everybody has the option to go because there's time for people to put money aside to go. So that, and then also they can purchase insurance. There's remote liability to the county because this would be through the tour company. They have insurance and we would have people sign away or so. Hopefully that can be worked out to where our seniors can actually go on these trips. I said to the pandemic has got people ready to go again and that's part of, in that one actually help with our certification because this would count as a special event a Lot of the senior centers and our neighboring area those duties trips already So we also want to kind of keep that service here in Bertu's well for our folks Okay, thank you. Yes, sir Thank you. I'm a candidate for the many countries. Yes, it does. And you know, certain cases of substance that really always want to suit. A lot of folks come out of that. The amount of reimbursement. Yes, sir. Yeah. The pencil on your classification. That's certification. That is correct. It's a sum of dollars. Yes, sir. We're getting that certification. Absolutely. Absolutely. We're going to be currently receiving one share of what's called General Purpose Funding. We actually, as a service-on-site senior center of excellence, we would get three shares. So we would get three times that amount of funding. It's not huge amounts of money, but every bit helps. And there, but you know, we talk about food insecurity. You guys have done some great work. But we also have two other aid and cities that are actually the shepherds. I'm trying to know the administering. And so this food is a key thing seniors. Absolutely. So I think it, and they're both located out there, also a lesser than building bigger available to them. And it's interesting, I think, to maybe have a meeting of folks involved in providing services like that. Well, I've always thought about that location being a peaceful assiduant food housing that we can deliver that. Well, I was thought about that location being peaceful as September. How is that that we can deliver service and possibly their recreation going out there too? Maybe looking to schedule meeting that fully know together. How would we be very on board with that? We need to close and answer those agencies. We are glad to help them. They're trying to help our seniors at the same time and I'm very much a team player. We can work together to provide something for the needs of the older adults than I'm all for it. Absolutely. Yes. Any other questions? All right. Any other questions? All right. Yes. Yes. Where's the rest of the state? How much of a problem would it be? We put tags together so we can get out to bears. Sure. Yes, it's a towards notock process before you can even apply. What you have to do is lead all the qualifications in this packet for 12 months. There's a certain number of activities that we have to provide, a certain number of questions. We have to answer. So basically we have to do those 12 months. The field we would apply, the state would come in, and monitor those 12 months to make sure that we did fulfill all the qualifications and then we would be certified for a period of five years. During that five years, we would have to do five years more of things to meet that and then they would come back and look at that five years. So whenever we know we have the square footage because right now I'm not sure what we'll do. That is a requirement. If we don't have that square footage, we can't even apply. So right now, too, we know what that square footage is. Then we can't do that. Right now, I'm in the process of trying to to go those activities. So once we are all to go for those 12 months, then everything will follow into place. But there are certain things that we have to know themselves before we should even begin the process. And then from the time we begin the process, it's 12 months. Thank you. Thank you. And again, if the commissioners will like a shape for me to talk to them in depth about this process, I would certainly be happy to do that. The next question about that move and the finance and the split between work. Yes, sir. Yes, sir. Anthony has measured because again, we have to have that minimum of 4,000 total square footage and 3,200 that's dedicated only to senior activities. If we come up and it's 35 total square footage, then we can't do it. So again, that means we take in consideration with whatever is done, with wherever we're at Because it's a new say to Southwest We would have to have that same amount of square footage in order to make that happen Okay, thank you. Thanks Rebecca. Thank you Well, this is a good next department to talk about recreation. But we have met Rebecca, who was on aging with the recreation department, and then represented from the school commissioner, why it was there. Donna and the only. Casey Owens was there in the back of course. So I'm talking about big picture recreation and about expanding the programming to citizens. And to do that, we were thinking, Council and aging, I feel like the might just get there 4,000 if they calculated the rooms that recreation has right now and they're using it for storage. And you can come on up if you want to, and Donna, I'll just give the intro. So everybody together, they looked at, you know, because right now they're on top of each other. And so, so many of the abilities are really limited. Storage capabilities are super limited. So, again, if Anthony expands his square footage measuring to what do you call that room where the pool table is? I know the gentleman. Well, I know that. I thought that. But it's a new thing. It's a really big thing. But you can't get in there, no? Because it's that stuff everywhere. So it's a whole different. And I think it's the piece that the pool case is because that brought in the Mayo Foundation, which is sometimes called... Right, right. The pool is just a killer. I'm sorry, I didn't come to the pool. Not at all. And then everybody did talk about Southwest. Southwestern or Southwestern. Southwestern. And that'll be a great satellite activity area. You know, for Westverty, maybe group functions or community leagues, you know, meeting there and not having to come all the way in Windsor, but anyway, go ahead. All right, good morning. I'm sorry, I don't need this microphone. I'm using it loud enough. But I'm going to touch base on Rob and kind of say about storage and our facility. Definitely the COA needs more ring. And I'm going to believe in my case as the right. I'd like for all of you to be at the red complex. For one reason, if we move, it gives her the chance to expand her possibilities to become a center of excellence, which our seniors deserve. Number two, it helps us monitor that complex better. My eyes are not out there, my staffs are not out there. We're not physically able to be out there to monitor that complex like it needs to be. Our current office is not suitable for anything. If you've been out there, or if you want to take a tour of the Ombiglad to show you, we've got it with Twork and Cranney in that office store. And a lot of times we get out there to the complex with so we're working on soccer game, a football game, whatever. Oh gosh, we need this. But instead of going right here to get it, we've got to go slam across town to building to get a Scrimmage Duster or shirt or anything, because we don't keep stuff like that. We're limited to storage out there as well. If we got a building, we could offer that was suitable. We could offer more indoor activities. Right now we don't have that ability. We have the gym, but our seniors realize the gym. Our current building has sheets. I'm going to piggyback our heart. Our heart is molded. It has leaks. It's poor parking. It doesn't suit large crowds at all. There's no room for the poor type of to be used. Like she said, that would have tried, that would help with the seniors, because I'm out for the seniors. I'm not, you know, that far away from wanting to be a senior myself, you know? I mean, I got the grade coming in, I can't see. I'm not enough to do senior games right now, I was shy in thinking about that. But we do have a weight ring, but it's nothing like what the ride has. We do have a weight ring, but it's down the hall. The seniors have to go down the hall to access just a simple cable machine. And if we could have a meeting out there, we could rock up after hours. And that is needed because there's a lot of wear and tear in our paths to use. And I've literally caught some of the years going out there doing donuts, causing damage to the past. Not only that, there was drug use out there and the back corner of the parking lot is a hot spot. So if we could lock that up and we could sit out there and monitor that better, that would help. And I think I really need that. And, no, I don't. When it's red and I had talked to David about this, I lock it down because when it's red, people get out there on the fields. They tear it up right now. I said, well, it was a disaster red people get out there on the fields they tear it up right now so it was a disaster because people went out there and it was too red they have made terrible holes on it so now we've got to go back to the double sand and we've had the field we're filling out that monitor it more and lock it up this wouldn't be an issue for us so my dream So my dream is to have an office building of some type at the complex. Whether the COA goes with us or whether we split, we're still one partner with them, even though they would be separated in the location. But that was the ultimate goal for me. Yes sir. Let me tell you a story. You talk about me really often. So say that again. How many folks were feet when you talked about for you were the fallen? I don't know Anthony D. I don't know. My dream is like the heart. You went with us when we went to Card Talk. I don't have any state. I understand that. But I. Yes. When it's, when it's. But again, he's grown. So that's four years ago. I need I would have like a multipurpose gym to really could do things. I need a whole big ring for football storage, soccer storage, I mean, all of us, if you want me to put the dream together, I'll put it together and present it around. But I would like to have. You remember the budget. I want to explain that for this issue. Maybe we can look at. Okay, but if you do something for the limiting for all of them, they'll be so they'll be growing up. I will hear it. They just don't know this. That way you'll be able to store it with two worlds. I'll put down the wish list of what we would like to have that better and then we can draw that and put it together. Yes, let me understand. Just on top of this. Everybody had talked about what we really need is obviously to expand or update the recreation plan for Bertie and then get the comp plan updated, but definitely get an RFQ issued. You know, and talk about what your vision is. Isn't it an aquatic center, office space, storage space, and the extra square footage that you need to do if you've standard programming? I would get the RFQ down, and then if you have to break it down, you know, into steps, you know, at least you'd have the price right there. This is a long range of presence. Maybe we should segment this power over the opinion period. What do we need right now? As soon as it's not going to be out there. If we get again, it will be satisfied. And then we plan to build and answer this. We need to take long term in addition to it, just sorry. Well, and that's what this is. But the first step would be fiscal year one, go ahead and get an RFQ, they should. Well, let's put the vision down, a piece of paper. And the dollar's illustrated in a lot of them, very important. We'll find cops. That's what these have. And then when we talked about Southwestern, and here's what I think of Southwestern. Southwestern would be an extra bonus for the Rick. You can have adult basketball leagues. You can have rape equipment in the auditorium to have, you know, for people to use. Then that could be part for seniors to use. You can have a volleyball leagues for our ages. End or pick a ball, which is right now the hardest sport there is for them. I'm gonna like my age 50 and that. You can offer in-bore soccer can, I mean summer camps. You can have an in-bore rocking for a in-bore soccer, bad and fitness classes. This is what I really enjoyed on the KC enjoy this one too. A healthy snack ball. But people could get protein drinks, healthy bars, world or stuff healthy, because we need healthy in Bercht, Germany. Local restaurants, free flight is just, there are so many possibilities that that could be used. It doesn't need to be my main source, my building I want at the context. But this could be an outlet. This has great possibilities, if it was renovated and ready to go. With that being said, that would increase our chances of offering more activities because I don't have that under me right now. If we're good, we would apply more stuff. But hey, we could grow more people coming in, we can have more possibilities of expanding our wreck program. So it's not a bad idea but it is a good idea if it was renovated and done properly. And I know you have found here said something about facilitate possible birds and boars clared that might be a good location for that. I know Edinsonon has a birth and birth so they took over one of the old schools, his DF Walker, and they have a birth and birth so that can be a possibility for that. If I was the Aquatic Center, is that still looking up the island or the earth or others? Is that just anywhere? I think part of your examining the needs for the potential in Bertie County, we can be an option. But it can also be an option at the complex. All means the aquatic center would be great for Bertie Channecassero and many kids are scared to death of the water and they could swim. They could learn to swim. It would provide great opportunities for seniors for real-to-a-robics. Bertie Haskell could even have a swim team. It might not meet the length, but at least the kids could have some or the swim to both compete in a swim competition. And free play, I mean, a product center would be great to Bertie candy, but the cost you're going to. Orlando Elementary School available. That's not going to be a school in the school. So that's what I don't know when the plans are. But if it aren't, maybe that could be something that you can do a lot of different things. Yes, you can. So something that may not be going to talk to us or intended it, but that plans are about the top two in there. No, I bet. It has a top interior. You can use that as a senior being part of it as well, to offer something more for the seniors in all landed than what you currently have. I don't call it, but it's not just for its box with one. That was everybody. Appreciate opportunity coming. Talk about a few of these things that I'm just having myself a talk about with our strategic planning. It was meaningful with 30 county. The key look at the first thing that we have at those is a $5.5 million grant that was secured last year and I have been in contact with some people and I were trying to get some final details and where we can start. A little bit like that. Some of the things that was going to come from that is when we have a new fire EMS station somewhere in Lewiston. Ideally we'd like to get it out of town, let me get it sent throughout there, no matter who search found that way would be somewhere out of the traffic but still accessible to the main road and it would have a quickly response to the Indian rules and our land and lots to Kirsten and Rocks the girls of the county. So that should increase our abilities to serve that part of the county better than we have been in the past, moving that station over there. Some of the other things has been come with that grant. We should have a track, track for the Lewis and area out of this, the Windsor area and the Mayor's area, along with a new substation in May. But that new substation at May here, which is going to be somewhere in towards Moor O'Connor, lots of counties currently located. We should have an increase in that first track that we use as a backup track. And ones are moving it to that area. And we should have a better response time for that part of the county and the citizens should see quicker, and we'll give them to the hospitals or the place that they're meant to go to. One of the other things that we talked about is the Viper 800 megahertz world-world issues that's facing the nation and North Carolina. FCC regulates a lot of those things that we have to do when it comes to rubios and right now there's a what they call a drop dead date and some of the most of the rubios that we have here in accounting on in July of 2025 that FCC has moved this deadline a couple of times and I've talked to some quote unquote radio experts and a lot of folks believe that they're going to move it again just because of that's going to move to rural America. When we look at these radios costing $30 to $5,000 a piece. And that was one of the things that we talked about. It feels like I had to put a new pepper everywhere and all the firemen and AMS people in the county. And that would probably cost us a couple million dollars, which is something that we don't have. So hopefully the FCC will be that day again. One thing they are allowing us to do right now that's helping us, and I've talked with Joe W. a couple of weeks ago, that still see us around just seeing us a patch here, because we're all real counting, but that patch does as well as our own radio, it used to be where we talk in the Viper 800 system. But you guys know they're have room that they could come and you know snap satellites on this too. So when the drivers start taking a bite out each year, try to buy a few of these updated Viper OreƱos that will communicate with the new standards that have a trail and the FCC has given us. So that's kind of what we're going to try to do. Try not to use issue of this or from John. The bottom of the system being able to be communication to be up from side of its little area. And over the inside of the building, the communication board combined. It's, it's, you know, for this thing, that's the point beside all the work that Andrew is. So, absolutely. I was on the state radio committee when this thing started and you know they of course they told us that that would not be an issue of crystals here some ever-future sponges here that's one of the biggest issues that we have here in the county and it's statewide when you go in some of these buildings you can't talk to anybody so it's not really that because we're not gonna build any new tires and the near future is what we're saying they're just gonna make our radios go from analog to digital. And what makes it a lot of information service is that a talent itself, many times, we haven't installed in school itself. But they have a big people talent. Yes, or that's correct. We have that not only at the schools, we have it at protein memorial. We have a prison is a very big issue. You know, it's all the issues that we've had in there. We can't get out in there. You know, that's not only just an issue for them, but it's also a public safety issue. So safety for our staff members, not very little talk in the body. And I talk with Howard Trell, the regional direct who lives here in the county, up on 13 more than he says there's no plans on doing anything and if we wanted to do any of those towers we'd have to do it ourselves You know you're talking to me of thousand dollars just for a small tower Kenna's up at old school with Peter so I don't know that's gonna be a Fiscal response a bit option first Yes, sir, yes Yes the whole space. Yes, sir. Yes, sir. Well, let's come down to question of law. Did the wind. No, that's not the beauty of her principles. Yes, because we are communicating now with the current system that we have. And if they flip switch, you know, they don't have to worry about what they're doing all year, say they can't afford to make this upgrade. And they will make public enough of this commission to this board and it's coming down to the governor's office all the way down. But this is what is not working. It does not work in school. And when they have a shooting of some sort and there's no communication with all of them or emergency service, then it will be a better back. Yes sir, I agree. And you know, when they said this system, that's a few years ago, you know, there was going to be a long history in the world. The term that they use in the locker room and then it might be included and that has not happened, you know, state vibe. You know, it's my current job, man here to Murphy, it doesn't work. Because the way they said serve with all the agencies and the counties that you can talk anywhere in the state anytime you wanted to and that hasn't happened. It's going to be a lot of early issue here. I should follow back on the five-year fee control system through us and mainly the national state, the great news and box board that longs for the government. Yes sir. And that's some of its statements will get and they used workers very, very much like Terry Adam told them one time. Yes sir. And I think that some of the statements will get and then use the workers very much. We'll be able to sector and hold it one time. Yes sir. And something he's conversation is that. Yes sir. So when Robin reached out to me about strategic planning, she basically wanted to know what immediate means that we had and what means would we have over the next five to 10 years. So I basically generated some information for the department's social services. I'm kind of used to strategic planning, kind of being done in a different way. A strategic planning for DSS is a large task. It involves community outreach. So I basically talked to her to see whether or not y'all were doing any type of surveys for anybody in the community and could re-put questions on those surveys. It was kind of an ask on my part because you should try to tell the story one time in DSS. So if you're going to engage with citizens, we're going to try to engage at one time. Or if there's already an avenue for engagement, we want to leverage that for DSS as well. So if you're meeting with other partners, other entities, we want to become a part of the process. We ask for some things that we're already being considered, we ask for a digital time sheet, some way for possibly immunostats, actually, calculate time sheets. So we don't have to do my hand all the time. It takes a long time, every single month to kind of calculate that when we know that there's a digital system that can probably do that for us quicker, quicker, easier, and we're hoping in the upcoming year or years that that can be something that the county could consider. We're going to have training requests. As you all know, that child welfare was taken over by the most highlighted department of health and human services. And it's simply because they were not sending the employees to training. Therefore, the knowledge of policy and requirements and the things that they were supposed to do, they didn't have it. So moving forward, I'm going to have to ensure that the staff that I have hired on approximately 10 people DSS is almost pretty staff we only have like two vacancies. Everyone make sure that they become fully trained. Some of those trainings are virtual we're going to take advantage of every possible virtual training that we can however some are required to be in person. So that means that hotel stay travel. So that means that our training budget is going to increase. All right, so she wants me to focus on that. The tenure outlook. The health department does a health assessment. We want to make sure that we collaborate within and represent any type of population trends that takes place for the county. We all know that Bertie County is aging. That means that the programs that we do for adult services, adult guardianship, adult protective services when we're assessing or doing essay in home, that means that we're going to have to have more staff in order to address those identified needs of our elderly population. Our adult guardianship cases are increasingly exponentially, which means that I have social workers, one that's only a two, and you have to be a three in order to do guardianship. She is actually doing guardianship casework. So we have to make sure that somebody is trained to do the things that we're asking them to do by North Carolina General Statute. We have to make sure that they have the training required and we have to build that training. That's also money that we have to spend. Technology and innovation. So child welfare has to come online and be fully based in the internet and the next couple of years. So we have to make sure that our internet can handle that. Our access can handle that. We have the computers and the capability to handle that. When we need things electronically signed, that might mean surface pose to make sure that there are signatures on the things that we need signed in the system and scanned into the system, which also means scanners for everyone to make sure that things are occurring like they're supposed to pull our requirements. We're keeping up with legislation. I'm doing that. Those are the things that I attend for regional meetings, which also goes into training. We're addressing problematic barriers for us and reference the innovation. We actually need a fire box on the outside of DSS when we have alarm calls or there's something that takes place, the fire trucks can't wait for somebody to bring a key to get on the inside. We need a box on the outside of DSS with keys in it so they can be able to access it and get inside if we have any type of issue, which also plays into risk my MS. We need a fire there. I need to make sure that fire jails and stuff are regularly occurring for DSS so people know where to go and they know how to get citizens out of the building. Yes. One quick break to the water box. That's access to building the water. Yes. One thing that is very, we've had a school safety program which we still have a school second program. That's, which I've already done about 10 years ago. Yes, we, you know, we share that time and we get a code. Okay. It means the building. These code will lock in this batch office. And it's especially needs knowledge. There is a emergency situation. Those codes will begin that office and they say, okay, if it was needed, then they, then the special response table, whatever they need, will call there and they will be ordered to the stage and they will do the batch practice. And that was so kind of thinking. That is an avenue. We can get into DSS using codes on the sides. Our doors have been malfunctioning on the regular. So we just want to make sure that we do give codes that actually work and we can go ahead and put the lockbox on the inside with the keys and the code for them to get to it. We wanted to actually reclassify one of our office assistant positions into an income maintenance worker run to help assist with Medicaid transportation. And it's really the amount of calls that are coming in. And we actually need to do some outreach to find people who like to participate as a volunteer or become part of NC Tracks to provide transportation. Any question in that part? I know the commissioners have asked me to reach out to somebody and I have and we're still working with that particular individual to come in and complete the paper. Let's see. People have DSS to multiple jobs, but we have to have that 100% check to make sure that there are any inaccuracies because inaccuracies cost-party county money. because in accuracy is a cost-party county money. Pinship placements. So last year we did the budget and after we did the budget and we submitted it and it looked all pretty. We had a mandate from the vision that said individuals that basically are family and they have children in custody in their house, we therefore have to start paying them. That came out of our existing budget. So now with the upcoming budget, we have to make sure that we input the cost to pay those can ship placements that the state mandated after we submitted our budget to the commissioners. after we submitted our budget to the commissioners. So that is a new cost and that's gonna be a cost going forward where the county is gonna be responsible for that portion. And it's just a portion, not the exact word rate, but I believe this 25% of what the actual group rate is, we give that to relatives that are willing to take on the responsibility of caring for a child. on the responsibility of caring for a child. But the biggest challenge is where we are going to get the $1.3 million that Bertie County has to watch. It doesn't all have to be paid at the front, it's got a two to 3 year process. December 26th is the scheduled end, but we do need to income with the funds and determine how we're going to come up with that 1.3 million dollars. That's the biggest issue we're having right now. Biggest concern we have right now is to how we're going to do that. We could probably figure out a way to break it up over the three-year period, but it still has to be encumbered. So, I mean, we just like any other construction project that you all have been involved with in the past. I'm sorry. He said it was three years of max from local green. That the whole. The whole project is three made is three years max. We have to be done with everything by December of 26. So the one. We don't. The one for three main dollars has to be in common. We're putting it as part of the construction. The construction part of as part of the construction. The construction part, which is the very largest amount. And so for every, for every any sense we spend in construction, we've got to come up with 20 cents. And so yes, I mean, yes, it's three years to get done, but we've got to put it up in front. So we got to figure out how we're going to pay for it over the course of the three years to get done but we've got to put it up in front. So we've got to figure out how we're going to pay for it over the people of that nature, and also the similar urge. And they think they can encompass some of this for us in the long session, the guy which is your start after May. And they're blessed we've had the discussion that was being here and being present that we've had. Well, I need you for us at most. Yeah, I don't have to bring answers. Make Yeah, they're going to have to be in the crisis each year, running out to 26. That way, it works for a public option as to be in the contract, we get the architectural contracts on. In the process of that, what are also included is something for folks at the board. They're building the management as far as our agendas and everything else. So it's going to help us in a lot of different ways. So it's going to help us in a lot of different ways. Yes. That way, we're paying them the host. And one of the other advantages of that website is that the partners can run their own pages. So they make it easier for us to focus another team means so he's the partner here will be able to manage their own parents when there's adjustments and you know have the right to raise for Joe to get to them. So we'll be able to find that somewhere right up over several years. So we're going to have have to pay all at one time It's nice to switch his bed enough. I know two females have to last a little bit longer, but when they're at the end of the 90-20 years, it's far out. So between five to six years, it's a good thing. And the good thing is with the company that we're buying the switches from, that I see all for the ability for us to release the switches, which basically allows me to put all of this financial money into something and the end of it was dealt with it. It could be done by somebody and a lot of the director to do more of the higher level issues. The biggest thing I would tell you is there are a number of software sites that we need to do in the finance department. And Venus has most of these modules purchasing. It needs to be an online purchasing module. There is an online purchasing module that we need to consider very strongly. There's a payroll module. There's a lot of the time she said she was talking about. But if you're not aware of this, it's a five to seven day manual process for our payroll technician to do all the work that she has to do. He writing and then getting into the system and then checking up behind there. There's a lot that can take a lot less time and be more efficient if we have electronic time sheet and we had a tie into electronic payroll system. There's also a budget module in units that, literally the department has to go in and put in their budget into the, into the, rather than in me sending them a spreadsheet, then for the spreadsheet, and then me daddy entering it all back into units. Then what I get it, I have to take each spreadsheet and put it back in the minutes because that's the only way we can get minutes to work. And then once it's in the units, if the commissioner decided they want to do a new project and it's going to cost $100,000 and we're ever going to take money out, that's a manual process we do currently on spreadsheets. And if you say, okay, that's what we want to do. When we did the 3% cost of living last year, we did all the changes we did in salaries last year. That was all manual process that Wang and I did along with Courtney and she was here. And once you decided that we had to go in and put all that information back into Munich. So I would say it would save several weeks of time. I know for a fact, well, I do know that I have the employees putting their time in and letting reports through Munis and then having the payroll technician take it from there as opposed to reviewing all the individual time sheets. And then putting that time into Munis. It's a time, I mean, it's time consuming. It would say, it's a five to seven day process. So I would say that that would save several days alone in doing that. Every nation will want. Time is the mine. So we've a lot of talks about this, whether it's in one of the problems, or the other problems, whether it's other places or the technology. And if you guys come in and look at all of the things that could save us time and save us money and maybe get some savings, some realization of what we do first. First of all, I can't answer that. I would assume based on the software company, they should going to be the worst problem, it's going to be like the real one. This is a lot to do in HR and risk management. And then um, a lot of things that I want to focus on, I really can't focus on because I'm so busy trying to draw this so much and um, more things come in the race. That's one, that's my part to like to get the additional staff. The second thing I mentioned to her was Neil Goodford. That's a HR department that materials on board is an after-culture department inside and the training module is ready. I had a personal meeting with Andy with Neil Good, I've used Ann Pales is very strange and a lot of classes as is well. Me and Ron had a second call with her about two months ago for seven and she kind of like displaying the benefit of us having Neil Good for our it helps us also because the HR department will post those jobs in the website. I think I'm not going to be long. So, GIS mapping with zoning and cannellan use plan update, we were going through that. You have to have access to a lot of, be able to change the maps. They need to be fluid based on meetings or whatever. Because you know, you go back and forth with that up until adoption. It's kind of a lengthy detailed process. So, tax support in the GIS does not have, they don't have the time or enough staff, you know, to really kind of assist us with that. So what we would probably need to do is contract that out. We would get someone that could give us a quote on maybe updating the lean use plan and all the mapping that goes along with that, where they have their GIS capabilities to be able to create those maps for us. And then once those maps have been decided on and adopted, that the board of commissioners, then our GIS department would tax map them could probably get those files and just put them so we would have extra layers that we could look at and work with. But in their GIS mapping consultant, whoever they use might be able to assist us with that as well. The zoning is gonna come basically with or after the land use plan update because the land use plan update is gonna be needed in order for us to create that zone. And the main thing with our that is, we wanna get the citizens involved. We wanna make sure that if we're gonna do something like zoning that people can support it, they typically don't like it. So we're gonna need the board support. We're gonna need to carry it to the public and just basically say, hey, this is, what do you wanna see things go? What types of businesses do you want to see? Where do you want to see the growth? Where do you want residential growth to be versus business growth? And we want to protect those property values and also our public investments like the beach and conservation easements and things like that. I think you have that in there. We'll have to look at some programs. Maybe our land use plan can identify some things that we can do as far as promoting restrictive deeds and covenants on property. Yes, sir? on property. Yes sir. The scope of the problem with the TIS? TIS and that system was going to be a problem with that. Well recently, our software that we have for issue and building formats is supposed to pull in all the property data and we'll have to send in that data every now and then for them to update it in that system. But the property, like when property ownership has changed, it hasn't been updating for about a year. Probably. Right, it's not updating. And I think part of it was a communication problem between our comment and software and the GIS, but we'll get that work down as far as have sin than the files to update it. But yes, sir. The consistent for program response. Yes. or program respond? Yes. They depend on our tax data to be updated. And when I was talking with J.D. he said that they were just saying that there's a problem in the system where it has not been updating in the tax system since I think he said last July. So every quarter, we pay them on the set for the assets issues with this new software, right? Right? Am I right? Oh, this is not mean. There's not. Yeah, but it is. No, I'm sorry. When you said was it this software and I thought it was not the same software. No, sorry. We have a software issue. Right. Between the permitting software and the tax GIS property management, they have to work together. Is that a result of a software? Our software is new. I'm not sure about the tax GIS software. I don't know when that was last changed. So what we need to do is every time that the tax the tax supportment updates parcel data and the GI system as we need to we need to transport that data or export that data however you say it to our our work software for permits so that when someone goes in and applies for a permit and they put their property address or their tax personal number here It's pulling up the correct property on their information It's done through links The tax software is not Right. The tax software is not updating quick enough that when we send the data into our permitting software, they will go ahead and put the information in and update their side. But it's not being updated on the tax side fast very quickly. So who do you call to remedy that? Well, we have a supporting tech supporting with our software and they're saying, you know, you need to send us one file where we don't have one file. So we're trying to work that out with them right now. And when I mentioned the Jody, because he was asking me about the GIS mapping updates. And he said, well, they had just found out that their property, the property information had not been updated since like last July with their GIS software. So that could have been part of the reason that our software was not pulling up correct property information as well. Well, he doesn't have anything to do with our our work software. So no, not the amount of knowledge. I work. You have a good time. Well, we deal with our work directly. We have a support team that we deal with. and so what they want us to do is send them a file that has all that data in it We've got several shape files and they're available for them related to public But the information in the shape files that the tax office provides was not being updated Has not updated since last year. Okay. I'm working with Jody and I work to try to fix it for our software. Can you get back with someone about that? John? I mean, very good. OK. We have some ordinances that we just need to update problems that we're having with like junk your ordinance, solid-based management ordinance, which is where like little control kind of comes in as far as our new sense of treatment officer under my department enforces the, some of the problems that we're having is that he has violations. They go sometimes they have to go to court. But we don't really have any control over what the judge does, but there's no way to make them come into compliance if the judge doesn't support it. So I don't know if there's any political influence there. I mean, I don't know what to do about that. If there's any way that we can put more teeth in these ordinances to hold violators to, especially if they'll repeat violator, the judges are the one that has to decide whether there's a penalty that they're going to have to pay or not. If they don't have to pay anything, most of the time they're going to go back out and do it again. So that was pulled up during our meeting as something that we need to look at and address, but I don't really know how we address that. Unless you can tell the judge to, you know, slap the children with, you know, throw the hammer down. Red name signs, straight signs. This has been an older one problem for a while now. Some years ago it was under emergency management and emergency services. They had some machine and some software that was difficult to learn. They had some cater workers. I think there was some money cater workers were provided to the county to do the earliest things so they decided to get this machine and software to help them give them something that to help out with the county a job to do. Well, then they hired someone to do that. That person is no longer than iron department. One is asked iron department to kind of take over this part. It took two berries to make two I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I I have gotten a quote from the Department of Corrections on making signs for us. It will need a full time person to make and put up all those signs. I don't know how long it will take us to put up over 200 signs. Did they last? Did they stay up for a while? Yeah, they were. If people don't knock them down or steal them. I mean a lot of times they're not bound and the sign is fine and you just have to replace the post to put up but these expenses need I need this expenses budgeted if we get the Department of Corrections to make them the list that I sent them which was a little over two hundred signs the cost came back at around $15,000 over 200 signs the cost came back at around $15,000. Like what kind of sign did you tell off on the domain? The Green Street signs that have the street name on it that are put at the end of the road. No, these are out in the county. From that big bottle of deals, anything? No, DOT does not find the street name signs. They put up stop signs and directional signs, that's all the thing, but they don't find the road names, street name signs. I think they did in the past and that's probably why humans have to do their own sounds now? I think, you know, in CBO2, how these, they are in charge of the how we use. And I mean, the how we use the CBO2 have probably, they have a department in many times. So they do make sound and put sounds up and we can't receive. They do not, they do not do street name sounds no no they might if it is for something like the public beach they might make the chemo sounds and the historical marker sounds directional sounds for state parks, things like that. They do make some sounds, but not street name sounds, road name sounds. So that is a need that we need that not, I mean, for emergency services, I mean, sometimes they hire people that are not from or in here, they're not going to know if they're on the right road or not. We need to get back to making these signs. And our department just does not have to staff or do 200 signs and put them all up too. I mean, we can plug Ray at it. But it's going to take a lot of time and resources at the Department of Corrections can make the signs and we can send them in and sense, you know, request so many at a time and we can budget for it that way over the course of the year. If you don't want to have them all made and then have to store them all at one time, you certainly can't put up 200 signs in a week. You know, we take a year or more probably to get all those signs put up with one person doing it. Probably take two years if he has to make them and put them up. That program just kind of got pushed behind. There's been a lot of confusion about who was paying for it, who was putting them up. I mean, it's just kind of gotten left behind. And now the number has increased to we have, you know, over 200 times that need to be put up. We will need a truck replacement. We have two inspectors. We have one truck between the two. We do have another truck for for nuisance abatement and for putting up signs and and during the nu sub-sub-atement around the county. We currently we last year we got a vehicle from maintenance department that they weren't using regularly and and that's fine we've been using that that's getting close to 200,000 miles on it. It's not a fleet vehicle. So I will be requesting a budget this year for a replacement of that vehicle in the fleet. Also another issue that has come up, this is with nuisance abatement without ordinances, this is with land development ordinances, this is with proper things to do with state building code. We need a need some faster turnaround on legal advice on certain issues. There were some issues that we had some of the furloughs with people living illegally in a camper and a legal mobile home setup. I still have not had an answer from legal on that. I don't know how to solve that problem, but if we could have some quicker response time for my legal team. Sometimes we send out notices of violations for junk yards and and we need the the attorney will have to send them a letter. We don't know when they've sent the letter because we don't get it or we'll ask about it several times. Sometimes we do get copies of the letter or we get we hear back from them and sometimes we don't. So that's kind of an issue We hear back from them and sometimes we don't.
