to order. Today is November 16th, 2020. My name is Jesse Dow, chairman of the Duke and the County of Commissioners. I would like to welcome all of you here. I would like to welcome all of you here. And thank you for coming. Mr. Lassen, if you would be so gracious, just to give the immigration, and then we'll do the If you would be so gracious just to give the immigration and then we'll do the better's belittance. Okay. Everyone please stand. All rise and wonderful heaven is Father. On this night we are here to hear and hope to resolve the problems of our citizens here in Duke and County. It is one of the thank you Lord for being able to give me out here tonight and for all my fellow Miss Chinners to hear to hear the woes of the county. We ask all of that in your community and just for all. Thank you. All right, ladies and gentlemen. One thing that I need to stress to the citizens of the county is that we need to continue to practice the three W's. Wait, wait. Right now there's about 11. This is the where mass. That's right. Yeah. There's 11 million cases in the United States right now and North Carolina has 10.5 million people in the state. And I think we have to do our part to mitigate these virus. And I'm going to tell you what I'm going to say about that. Because I can talk about that all day. But hopefully everybody will do their part. Let's move along with our agenda. Does anybody have anything to add to the consent agenda? I do not. I do not. I do not. I do not. All right, Mr. Brinston. Mr. Chairman, members of the board, I would like to add DSS director Susan Thiccup into the agenda. She's already on for two items. I'd like to add her for a third item, which will be the acceptance of some CARES Act funding for the Department of Social Services. Also due to a family medical issue, so on a water director, Angie Quinn, will not be able to be with us tonight. I'll be standing in for her. I would also like to inform the board of the passing of Mark Venson. Mark was a resident of Kenan'sville retired juvenile court counselor. Long time member of the Kenan'sville town board and also a current member of the Dupin County Library's Board of Trustees. He passed away yesterday. of the Dupin County Library's Board of Trustees. He passed away yesterday. All right, thank you. Okay, gonna get a motion to approve the consent agenda. Second, I've got a motion and second to approve the consent agenda. Those things say aye. Aye. Those against any name. Okay, motion carries. Do we have anybody up for public comments? You would see. I'm sorry. We have one individual with the West. All right ladies and gentlemen, this time we will entertain public comments from the citizens of Dublin County. I don't know who's, and I think it's down there. Maybe it's mine. Okay. Miss Lydia West Moody, would you please command for public comments? Okay, man, Matthew Wood, state your name would have already asked you to stay at home. I'm not getting any further. Okay, so what is Miss Les? There's a couple here that she and later I've talked to her several times and her issue is everywhere she goes within the county to get help. She has not received any. The issue is that they had Mark had his company to bring him a house, right? And they marked everything from and the people put the house where they wanted it. And since then they've been getting to run around. And she said, every question go, I even sent her to the courthouse to take out a small claims court. She went there and they didn't do anything for. So what are we going to do? Okay. Can you explain the limit? I mean, your words now. Um, Dunning is the head of the Cutsham Field Hall. And he called and said that he was going to put the foundation down and he said, 100 feet from the road. I told him, no, we haven't already, we've been getting out of here and we're going to give us this lockers and everything has worked to set the we wanted to home set Okay, so Danny decided that he's gonna do it his way And he told me if I didn't pay him he was gonna take the house. He was gonna take my property So it's not finished. He's still working on it and You just don't I'm gonna stand still. I don't know what to do with him. Okay. Is this a home that you purchase yourself? Yes. You should need to get higher in the turn. What kind of small playbacks do you think I got? You know that? We look at one of the lawyers to have all of you know is what they promise you. All of you want to house and they promise you. When they put your foundation out, they're in the turn around and they have to move the foundation. So they want to charge up for the foundation for some where we did not put the foundation. Can you give your dance please? It is not something that's dealing with the down-to-ish. County H.I. don't like it something that we can probably assist you in. You may want to talk to an attorney who deals with contracts, you have a written agreement with this builder? Yeah. You may want to contact an attorney who does that here in Ludwig. It's a big issue with that. But you're dealing with this, you know, probably not. You won't talk. It's not something that's a public matter that I can hear from what I'm hearing. I don't think it's something that we're publicly, I'm sure, that we can provide you any help. Okay, I always need you to help. Okay, I always needed to help. We came by an order. Everybody's not that we were sent to. We were sent to do this kind of work. I was not doing stuff. And he said that he's not taking all in the cases. That's a track. He turned his own to a missing, or a joy, is there, and did that without it. He tried to drive forward to do the case. He said, you know, well, I told him I said, come and heal. He really like to waste the time. The real problem is, he put the foundation down. I needed a rail to get in and out of the house. He built the foundation up against two large trees. I said about five or six feet from two large trees. And when we spoke to Mr. Galbary, he wondered, imagine it all. He said he had lined it up with other houses in the neighborhood, and wouldn't do me any good. Now, the trees is in front of my house. I don't know what's in front of other views out. So that's why I wanted to show you the problem. So he came back, Mr. Garbher said he didn't do what I asked. So he said he himself would move the foundation back. When he's selling the house, he says, if he moved it, I had to pay half the farm. Okay, ma'am, I ain't in the review. But what you're explaining to us is a civil map. And it's something that we don't get involved in. We can't even recommend an attorney to you. So the best thing I can tell you to do is just, I mean, you have to keep searching for an attorney to help you because I can say there's a civil issue. And there's nothing that we can help you with. With this board. Thank you for your time. All right. Thank you. Sorry for you. It's time. All right. All right. All right. So we move on. So is the big pain, please come on in. That's great. So she's got it. I'm going to have to see if there's anything else. I'm going to have to see if there do something about playing. I'm going to play with you. You can get more time and you're watching that. Yeah. It's great to see you. Hello, Mr. Fig, Ben. Hello. And ladies. Hello. Miss Jessie. You want to just find a new to see you this evening. Good to see you. Good evening, Mr. Chairman and the Board. The first thing tonight and most important thing at least for me is giving Brenda long overdue retirement back. Okay, uh, Greg, you can come up and let them stand where you are. Okay. You want them to come in? I want them to stand over there. Let them stand over there. That way they want to be in the room. You can just stand right there. And Brenda started at Social Services in Nanny Curry and retired in February of this year. There's very few people that I've known, that I've seen in our money years at Social Services, that bring the amount of passion that Brenda has brought to the job. Brenda started out working in foster care, working diligently, and passionately, as I said, to get children placed back home whenever possible, and imperminent places when that doesn't in option. The last several years, we learned to really spearheaded our foster parent program, was responsible for numerous adoptions, getting children placed in permanent homes so they weren't lingering in foster care. And it just is important working with our teenagers in our Lynx program and helping these teenagers to transition successfully from foster care into adulthood. I'm it truly was a lot for us when Brenda left us. So I wanted to take just a moment, let you know how much we appreciate you. We always been this Brenda. So first I have for her, but for Dupline County retiree, presented to Brenda in Whitehead Social Services and appreciation for your commitment, devotion, and service to the citizens of Dupline County. August 2nd, 1983, until February 28th, 2020. And then secondly, I have for you from the state of North Carolina and Governor Roy Cooper for dedication and service beyond expectation and excellence to the great state of North Carolina on behalf of the citizens of this day I bestow upon Brenda M. Whitehead, the old North Stadle Whore. Working together, we can make North Carolina the place of unlimited opportunity, the place where anyone who studies hard, works hard, and lives a laugh with half-hour use, can fulfill and even exceed their potential. fulfill and even exceed their potential. Just that I miss her so much and I truly do appreciate her dedication and loyalty to the Boston Care Department. She was not only a big support to the team, but also to me and I love you. I miss you. Okay. You got it. All right. Okay. Oh, Brenda, say what do you have to say? Thank you so much for allowing me. I was hoping I knew Jesse wasn't that hungry. I was thinking so much about that one thing to say. I'm going to take this mask down because one second. I don't have the virus. You know, this is wonderful. It is so wonderful that you could be recognized for the service that you have given to the county. And I think Susan and I really think Rita, who was my last supervisor, I could not have asked for a better supervisor than I'm just Rita and I appreciate her so much. But thank you all very much for my thanks. I do very much appreciate it. It's always good like I said to be recognized for the service that you have done. And I appreciate that so very, very much. Thank you. Thank you. How did you do that? I'm just doing that. You're amazing. I'm amazing for the dorking, huh? I'm looking at the coach with you. I'm not going to tell you what you're doing. I'm just going to tell you what you're doing. I'm just going to tell you what you're doing. I'm just going to tell you what you're doing. I'm just going to tell you what you're doing. I'm just going to tell you what you're doing. I'm just going to tell you what you're doing. I'm just going to tell you what you're doing. I'm just going to tell you what you're doing. I always heard good things about you. So you can give yourself a pat on the back for your service. And it's lasting. I think she wants to be involved with DSS in some form of fashion. Is that right? Javon? I said, you wanted to be involved with services in some way. Yeah, and we have a situation that's covered or something about the nursing health facility and the way is taken care of in our people and on set people of color have a have a problem taking care and that that I'm giving up this seat to get out there and make sure that it's taken care of. Well, we appreciate it. OK. The other way that I can take a picture with you, so that you give an herd of plaques and with superbiles and an herd of them. You make them back? Is she good for mom? OK. I'm going to try to get in the news paper. I just do it right here. If you stand there. I think my Right then place me I don't know about that. I don't even know how to do this. I don't even know how to do this. You're going to say it with a mask down. I appreciate it. I really show. What did you do? These time, I hate you need to keep it on. I appreciate it. But thank you so much Okay, Susan you have some other Okay, I have two other Okay, go ahead man, okay Okay. Okay. Go ahead, ma'am. Okay. The two other items that I had for tonight, the first thing was getting permission from the commissioners for Davis Rton and I to sign have signatory authority to sign our 21-22 memorandum of understanding. You may recall we've been doing this for a few years now with DHHS. We did not actually enter into one in July this year because of COVID. So they have altered this next one that we have to enter into and it will cover from January the first of 2021 until June the 30th of 2022. There are 16 measures and in years past, there have not been issues with us coming close to the risk of financial penalty. The first step, if we were to do that, would be that we would first enter into a correct to faction plan with us today. And only after we had not addressed it, there is that risk of a financial penalty. But we had done very well in all of those managers in the worst past. So I have no reason to believe that we would not continue to do that. Our gym needed. Showed a minute. Second. I've got a motion in second to approve the 2021 Memorand of the Renaissance family between New York understanding between the Duke and the County. And then I'll find that the Department of Health and Human Services and other eyes of the County Manager and Social Security richest, the richest assigned, saying. And this question, those are things that I have against any emotional cares. And the next one, that. And final thing was requesting approval for social services to accept $56,630 of COVID CARES Act funds that had been provided to social services specifically for child welfare services and adult protective services. So I'm sorry. Child welfare and what was them? Adult protective services. Senator? Senator? I'm sorry. Child welfare and what was them? Adult protective services. Okay. I've got a motion second to authorize the misdeed paying to accept the care's money, $56,630 for the child welfare and adult services. And a discussion. Those of you who say aye? Aye. $300 for the child welfare and adult services. And a discussion. Those of you who say aye. Aye. Those of you who say aye. Those of you who say aye. Those of you who say aye. Those of you who say aye. Those of you who say aye. Those of you who say aye. Those of you who say aye. Those of you who say aye. Those of you who say aye. Those of you who say aye. Those of you who say aye I'm going to be hearing. Please come in. I'm going to be on the floor. I'm going to be on the floor. Thank you. Thank you. Good evening. You know what's going to happen? Yeah. I'm going to go. Yeah. I'm going to go to the floor. Yeah. I'm going to go to the floor. Yeah. I'm going to go to the floor. Yeah. I'm going to What was on the table? OK, so I think we have a plaque here for Mr. Tom Rees, as you well know, he said, and we're talking on February. He's feeling a little under the weather. I talked to him on Friday, and he's having a go through some more extensive treatments, and he was not feeling like that. So that has asked me to accept that on his behalf. I thank him, Ian Davis, as well presented for you, Jack. Who are you? He's coming to the back. Okay. Please give him our regards. I'll just go under. Right. I know you appreciate it. And do the same thing for the rest of us and just telling that we appreciate his service to the county for the years that he've given us. Yeah. And we appreciate everything that he has done. I started on IT and he built it up and you taking the helm and now you take further steps with it. Thank you. I'm not going to appreciate that. I just know it is really saddened by the press and I hate that he had to end that waiting and just recover. I know he's a big forward. It's a strong guy. Jeff, I think I have an actual position left open to recover. I have a check over his position, I moved two others into position that I had, and that left up in the position. Now, you know, that we've had to feel we've got my computer now, I've had two more from BSAs. That's going to come out of the envelope to our keyboard. Right. from BSS that's going to come out of the R&D economy. That being said, I got a guy from Maine who's been supervising those two guys over on BSS department which increases his duties. I've been a supervising for two technicians, managed at legacy system, maintaining backups and historical data, pulling historical data from this system and maintaining the new zip-top interest system and addressing any issues. It also be maintaining the new zip-top, always self-soules core. That's his extra views that he would take on. We would like to respect who he asked for, to approve the repassivitation out of award for the Equalia 3% salary, which were increased with his additional responsibilities. Crumping the employee is at a grade 701, $139,000, $8,000, $10,000. And with the 3% salary increase, it would be an additional $1,100,000, $1,100,000 and get a certain sense. Or $41,000, $13,000 get a certain salary. My budget impact for physical year, I have funds available. The IT has left salary for physical year, by half funds available, the RT has lapsary between a trial position and my position, and there shouldn't be any laps or any other salaries. I'm going to get a motion. Sorry. I got a motion to have a city. I'll second. Okay. The motion is seconded to approve, to reclassify the application program or computer system technician administrative within the IT department in and water 3% sell increased earning 4 to 1,000 13 dollars 57 and And it's good Those things are I Those against anything motion carries Thank you very much Appreciate what all you have done. I thank you guys for that. I'm going to stand behind us and just call. Thank you. All right, Mr. Miller. Melissa Brown, please come in. She's got one. I have a little bit of care that you need. Yeah. Maybe she's coming in. I'm asking the board to accept the federal care funds for the Asian Department and the budget amendment associated with the allocation of funds in the amount of 149,472. That would be brought down into three categories. The top three be a supportive services, which is our housing and treatment in our NMAA. The top three C is our D1 Nutrition Services Congress and Time Delivered Meals. Our top three E is the family care giver support program and the time frame for these funds is March 20th, 2020 to set 10 to 30 at 2021. So move. Check. All right. I got a motion in second to approve to accept the care funds for services for the age in the mouth $140,000, $1472, and otherwise Mr. Melissa Brown signed the services agreement and approved the necessary budget amendment.
