I'm Gerald Wilson, brother of Stephen Wilson. As you know, Stephen was the first superintendent of Cabin Lake County Park and was instrumental in helping this park along with others. My brother was extremely dedicated to Cabin Lake and spent many weekends and holidays there. His family would like to request permission to install a small memorial to honor his 20 years of service. As you can see, I think everybody has a picture of what we have proposed. It would be a small bronze plaque approximately 14 by 10 inches on top of a 16 inch by 16 inch by 2 foot high. Granite, rough cut stone, a small concrete pad would have to be poured to protect the weight of the stone. We're thinking possibly between the park office and the lake of one of the walkways and the out of the way of existing infrastructure that's still visible. We think that with the style and quality of this memorial, we should only have to depart and not detract. And we're not requesting any taxpayer funds to be utilized for this memorial should only have to depart and not to try it and we're not requesting any taxpayer funds to be utilized for this memorial. We feel this is the way he and his family would want it and would prefer. So at this time we're basically requesting permission to go full with the project. I wanted to present with you as well. They're very minor. On the grievance policy, which is, we'll just go ahead and hand these to you so I can take my mask off. I'll talk real quick. On the grievance policy in 1661, this is this change. It's from, and we'll go over it in a second. And then Mr. Garner called today, and he asked that we kind of being more specific with the radio policy update. So me and Tam worked on that today. Okay. And if you don't mind, we'll take this off on top of it. Okay? So these are, I'll send it out to the department heads to get any feedback on how we want to update the personnel policies beginning for January 1st, 2021. And these are the items that came back as well. Some of the changes were made based on circumstances from the year. So you'll see on the first change on page 15, the request was made that Department heads provide a minimum of a four-week notice upon resignation or retirement to the county manager to give us more time with our transition. Page 61, that is the one that we had no radio use permit it when transport passengers in the county vehicle. Mr. Garner called today and asked that we kind of be more specific so I just handed you that new language on page 61 and basically Tim and I worked out. No music, entertainment or talk radio including but not limited to FMAM satellite radio, compactness or any entertainment streaming service. Shelby permitted in a county public transportation vehicle where while members of the general public are on board because specifically this came from an incident on one of our transportation vehicles. One of our drivers was playing Christian music. And we had a couple of riders that did not appreciate that and found a complaint with the administration office. So we're addressing that. Page 77. This is from the finance office. I'll travel reimbursements must be sent to the finance office within 60 days of travel, unless approved by the county manager. Page 83, that is our email and the inter-pishing policy that RT created after a malware attack. Page 103 where lead benefits don't calculate to over time pay. We had a couple of incidences in one department where they were using over time to get paid extra where let me let me go back on that. They were using leave time to get paid overtime for a week worth. And leave time is only supposed to make you whole. It's not supposed to earn you overtime. So we put that policy in there to address that. Page 155 Department heads and clinical staff, and this was the request by the health department, at the health department, or required to provide a minimum for week notice upon resignation or retirement, like the doctors and the nurses. It makes it easy on the transition. And then last but not least, and that's the other policy I just gave you. Page 161, this is our grievance policy. Again this is from an incident that occurred this year. An employee is not allowed to present when witnesses or new evidence at his or her grievance hearing. However, witness statements and other physical evidence may be allowed. Tim said, well since Mr. Gardner opened up the door, let's close it. And so on the grievance policy, we had the opportunity, the opportunity does not include the option to present witnesses. And Tam suggested that we put instead include the right to present witnesses. So it's just that one more order. So those are all the updates that I have for the new book to again January 1st 2021 if you agree to if I can ask respectfully if you agree to that so we can put that through. Let me ask you a question on that last one. It says the law and the last sentence says witness statements another physical evidence may be allowed by the officials conducting the grievance hearing. How often do you allow evidence to be presented during one of these hearings? How many times have you been remembered? As a predispenary hearing they can bring anything they want for their defense when we do a predispeninary hearing. At the grievance hearing, on this particular instance, we had an employee that wanted to introduce new evidence and new witnesses, and we said no, he should have brought that to the predestinary hearing. But the predestinary hearing, and employee can bring whatever they want in their business. Well, I suppose they have new evidence. I suppose they have new evidence. That's why we didn't leave it open to that that it may be allowed and that would be based on the county danger. But what I'm asking is how many times have you ever allowed that? It's never been brought up except this one time this year that I'm aware of. And I allowed it. Yes and he did allow it. Okay, because it seems like we be in a position. And he did allow it. OK. Because it seems like we be in a position if you don't allow it. They do have some new evidence. But this has been discovered since the first hearing. Yes, sir. Next we have Mr. Tracy Chasnup. Good evening Mr. Chairman, members of the board. I respectfully request that you approve the receipt of Board of Election Funds. These are state care act monies that were provided by the State Board of Elections Office. It provides a $19.56 bonus per day that was worked by the election poll workers in the one-stop voting locations. We have already received the money from the state in the amount of $20,753 and 16 cent. And this money will cover the payment of these funds to the poll workers 100 percent. So there's no county money involved. So I'd like to ask that you allow myself on behalf of the Board of Elections Board and the director to accept those funds and to also approve a budget amendment to allow me to establish the revenue and expenditures related to these funds so we can process the payroll. Okay. I have a motion in a second to accept the one stock poll worker bonus fund provided by the North Carolina State Board of Elections as a COVID incentive so that it can be paid out to the poll workers and to approve an associated budget amendment. Economic Development Commission is in the process of developing 119 acres of land that's adjacent to the airport. Dupline Airport is currently working with Perishan partners on a master plan for the airport. And to complement their efforts, the airport and ABC are requesting to work together because Parish and Partners has agreed to assist in the overall development for the airport, for the airport. We refer to this as airport. Working on the airport together with the EDC commission and the airport will result in significant savings almost $90,000 for EDC to develop the other side of the land. Economic development is asking for the county commissioners to approve a work authorization form to allow parishion partners to start work on the master plan for the EDC side of the airport. To pay for this, EDC has raised $36,500 toward the overall project cost of approximately $55,200, leaving a balance of $18,700. EDC plans to move monies from the Global Transport Fund, which we refer to as GTP Fund, to cover the additional cost. And we also plan to continue to raise money that pay back the GTP fund. To move forward with this request, I'm asking for approval on three different requests for accounting commissioners to approve and sign the work order authorization for Parisian partners. Allow me to accept or allow you to accept the money of $36,500 that was raised for donations to be moved to an airport budget and allow us to move $18,200 from the GTP monies to the airport budget.
