We have one person. If you'll come up and state your name, sir, and just... Good afternoon, gentlemen. I name's Mike Lugo. I've been in Rutherford County for 13 years. Prior to moving here, I was in the military for 24 years and federal employee for another 13 years and then doing some government defense contract in four five years after that. I spent a lot of time while I was in the military jumping out of airplanes. Then I used to get up on the vision. I commanded the military free fall school at Umer, Arizona. I was in special forces. I was on a special forces team for the cures. What's that time on a halo? High altitude, high opening or low opening, and high altitude, high opening team. Anyway, I'll give you a little bit of that background to include part of my time as a military. I commanded the military free fall school out of humor in Arizona where we trained all the military special operations soldiers, sailors, and airmen how to jump out of airplanes and so they can get into a combat situation. Also during that time, one of my very best friends in the world, Jay Stokes, who was a former United States Parachute Association president, World Record Holder, and my safety officer when I commanded the FreeFall School. He and I owned a drop zone in Umer's owner that we ran part time for going on three years and then Jake carried it on after 9-11. He was retired and after 9-11, I had other stuff to do. So I had to go do that while he did this. Anyway, I bring all that up, saying I had a little bit of background in jumping out of airplanes, and I'm interested in exploring the opportunity of starting a Skydiving Club here at Rutherton at our airport. And I spend a little bit of time talking to Devon, a week or so ago before, and I owe him a proposal that I'll bring to him and share with you gentlemen as well. But I just wanted to get that out there a little bit ahead of time. In case there's any hesitation or any if there's some kind of roadblock that I might not be aware of or if it's been done before and people don't like it or if there's a reason why we shouldn't do it I don't want to waste my time. So I wanted to, and I don't want to waste your time either of having to review stuff from me and today, not we're not going to do this. So I just want to put that out there for you. Everything's fairly well trending at this time. The only two items that I saw looked a little bit out of place from normal that may cause for question one place. The advertising line item. Every year we use AirNap for advertising. A lot of other advertising pages. Second page. We utilize that as well. And so when we pay for AirNap, it pays for the following year. And so that line item, that amount of money gets pulled out of the next year's budget and so that's why that looks down you know the budget looks number looks higher okay as far as how much was used already for this year that kind of last year for that whole year of advertising the other one was the airport software has a chunk that's been pulled out of it in a similar fashion. And that is for our Qt pod, our standalone unit for self-serve. That software that we pay for every year, that package where they allow us to be able to utilize their services. So if I need to call them, that's a part of it. So I don't have to pay them every time I call them with a problem but that's where those two items a little bit or used like they needed to be this time and that's about it on the budget. Does anybody have any questions? Fuel stills, still held about the same. We're still fairly on track with fuel sales. This time of year I've seen less jet A sales than I anticipated. And I don't know what's the driving factor of that. You can't make people come in and buy fuel. But typically with what I've seen the past several years is the question in center has larger events. with what I've seen the past several years is the Quest Reem Center has filed your events, holds on a lot more people. It's not seen near the net jets folks that used to come in from here. So I'm hoping fall will kind of start having a few more events but the horses because it's been so hot, so we'll kind of see where that goes. You're kind of progresses. One of the factors that has helped us has been Hilla Service out there has been utilizing our fuel for their helicopters and doing a lot of local work. So that's kind of helps to sustain us over the summer whereas the others have dropped off. Military hadn't dropped any like they have. Like they did last year, last year they were here a lot. Yeah, I haven't had as much military come through. I have them randomly occasionally one one out there and then they do approaches but that's good. I haven't had a series of helpers come through. You want to give us any updates on the next item? As far as the information now. Yes, sir. So I walked off and forgot my notes, but I thankfully made the notes, but I've pieced them back together. So we're looking at having to, we've got a requirement to do a scholarly system. I know that's kind of a weird name, but essentially what that is is it's a fuel system that protects from having to overflow out of the truck. So it essentially interconnects the electrical system to the truck that shows when it's at a certain level it cuts the electrical completely off. So the pump isn't running anymore. We've got a lot of redundancy. And so we already have a system on there that when the fuel hits a certain level it cuts fuel flow off but it leaves a trickle coming through and so what happened is somebody down the line somewhere else hooked up the whole system, walked away from the pump running and overnight the thing was running all night long and just the trickle of fuel was coming out of the top. So it actually created enough of a situation where we're going to try to figure out something different. So now everybody's got to comply. We've waited for a while to know, is this compliance required? Or is it going to be stayed off? Because there's so many things that come down to pike like this in aviation. Or somebody has a great idea and then they're like, no, we don't need this. At the last minute, we'll throw it out. So I've been waiting for a while just to see what direction this is going to go. It's about $11,000 upgrade to our system. And so what we're looking at, I've been told that it's not, right now it's mandated, but they're focused on the bigger airports. So it's not something that's going to come down and slap us. But as long as they know, we're moving in the direction of getting this required setup installed, that's what they're looking for at this point. So my advice is that we wait until next budget year to go ahead and budget this into our budget, so that we have that, at least we could say, hey, we're budgeting for it, we're preparing to do this first of next fiscal year. And since there is no timeline, that same point the best thing to go. At this time, because there isn't any teeth to it. I would advise you wait until we have it in the budget. Go ahead and do that rather than try to find monies for the budget. So could that happen here? Get ready for good. Theoretically, it would be an idiot. That would be that. We've only got three of those yet our fuel truck we're required to how to call the dead man and so when that truck is when I'm filling that truck I'm required to hold an object right and I release, it kills the... I'm going to let somebody... It's going to be electrical. Unless somebody's going to tie that thing down. This will be the third system that would be on there to prevent overflow. So yeah, unless somebody jammed it down into something where it was held on and then walked away and forgot about it, that would be the only way that that would actually come out of our system. So it would basically be a malicious act. Exactly. And they could probably do a malicious act on this new system to get around it. Probably could. So probably really we just need to plan for this for 23rd year. to fly in the District 2030. But on this new system, it's the low actually cuts the system. So that's where they're trying to go. Why they didn't do that to begin with? Who knows? But now we've got two systems that do that. One, you're holding the other and the truck already. Now there's a third system that requires. Will it replace the priority? Yes, it's. Will it replace the prior two? Yes, it's. Will it replace the two existing? Well, not. Yeah, that's... Triple redundant. Triple redundant. So that's why I'm advising. Well, that definitely gets cheaper within a year or two, so I think the more you can keep in that direction, I'll let them get it all, the fine points worked out before we jump in there and do this. The great idea. But we are required by the state to get this. They've annotated that. I think if you're budgeting for what we will do then. The next slide I'd like to just throw out there is I'm looking at the possibility of a flying maybe next spring or next fall. Yes. And so we're trying to kind of start the ball rolling with getting information or what that would look like. How many people would take? Safety requirements, insurance requirement. Just kind of seeing right now just kind of getting overall arching picture of what it's going to take to do this on an annual basis. That way we can start getting the community involved and people will come out and see the airport. Plus, you know say it's not sure we want to go toward a car show but maybe there's some type of involvement we can have with the fire department or they bring out fire trucks, police department, or sheriff department is trying to get community engagement. So that's a goal to start working toward, and then as we move forward and kind of get some of these parameters in place, we'll start setting a date, trying to get things burned up. Probably want to get a date and then a secondary date, because whether by a huge part in that challenging part with that if we do get somebody like Gars to come in for rides they typically only have very limited slots to get into their key pretty pretty pretty kind of figure out a date. Next item is the preliminary instruction meeting for the lighting that's coming up on September 14. Not far around the corner. Hope that will give us a good idea when they're going to start construction. I figure it's probably going to be October. Sometime beginning of October, the October, but we'll know a little better after the pre-medium. But the schedule will keep you guys informed. But that entails for the airport, run my closure. I have to be noted. I think they're hoping to do closures at night more than during the day. I don't know. I'll be you guys in. Other items, flight tracking, we're getting more pressure from the state to look into flight tracking. Twofold, this flight tracking will assist us in kind of getting a pulse on the airport. Now, who's utilizing the airport? Where do best look at future development for the airport, what type of people do we need to be kind of geared toward as far as development goes? How do we draw, you know, who are we missing that we need to draw, and that'll kind of help us as we need to gauge through the year to kind of see, okay, here's flight training, here's corporate, here's charter, here's general aviation. How are those interacting with the airport so that we can engage but also from the state level they want to see those numbers so that they can engage on grant money and supporting the airport there. So that's we're already signed up with two companies when they were doing their preliminary studies and reaching out to airports. So I was able to get on board with a very simple agreement. We worked with Beth to do these agreements. But it really doesn't. There's nothing that they're collecting that's not public information. So it's not something they're violating people's rights. It's just, this is information for the airport. So what I'm looking at is working with Richard to go ahead and put together some type of, I've already got an agreement that Mon wrote in with one of the companies that are working out at the airport already. So, we're gonna try to work with Richard to kind of get some together so that I can present to you, maybe at the next meeting. The state will pay up the half of the cost of the $3,000. So, generally, I don't think this across the airport more than $1,000, which we already have budgeted and budgeted with the Air Force. That shouldn't be an issue. We also have an expiring lease coming up on January 31st. So as we get closer to that, we need to come up with, and I'm working toward reaching out to other airports in the state, how they deal with the expiring leases, what kind of terms are from the state, and federal side, allowable for the airport to either create a new type of lease for these situations that we're coming under. Just trying to kind of get this ball rolling because we don't want to get to be able to at least notify the BC this time what's coming down the pipe. I want to do that and to be firm on what that's going to be. So once that lease expires that property revered back with the authority's possession. So at that point, the airport authority can offer that property back as a lease monthly or annual to the apparently see or they can abolish the building or they can grant out the space within that building to their aircraft that my recommendation would be to first offer the fact that a fair market, how you, as some sort, to be able to allow them to at least that property. But it still leaves that property. The floor of the airport or the if they want. The mile has shed some. He hangar. And else? Those are some things we have to look at. Authority because you know right there. Let's see, it occurs to me in case like that. We would, you know, then the landlords so hollowed the plumbing plumbing all the electric has to come up the code If we now on either come up the code or get ripped out We are not from my perspective We're trying to maintain bathroom They're trying to make the the critical parts for us is only aircraft when we fit in this Where building and then the other part is, how do you lease back to the person who's already done upgrades to it? That may not be upgrades that we would wanna keep. And so, is there a way to form a lease where they have to continue if they wanna keep patterned, they are responsible for the upkeep of that pattern or that, or whatever. So those are things we have to just floor through. So this current hanger has a kitchen and all kinds of other things in it. Is it possible to just continue to look at the ultimate thing, either looking at final destruction of it to construct something that doesn't have those problems, since it's gonna be back under us now, or might be an example from that of them to follow. That's just another thing we need to talk through. Right. And this probably, obviously probably in the place we want to air all that because we got to sort through that. Right. Make sure that we are firm. Back to that leasy and say, okay, here's the next steps that we're going to. Okay. Yeah. Well, we've talked about this before, but I think our best move is to start this dialogue sooner than later. That's right. Because we can make a deal on everything little. But we also have to maximize it. We're establishing how we're going to move forward from here. And we're also going to compare it to other airports across the state, how they've done, what the FAA is looked at Where we stand. Oh, man. We don't want to be the lead example, Senator Maybe we'll just have to take a personal tour going around knock on the doors That's coming up we can can jump into the requested. If I can, we're good. Mike, we're good with good stuff. Chairman, just to interrupt you, quick, the J has pulled up on the screen. I know we sent that out to you. Just thought it was really interesting. I appreciate you having shared it with us. It's interesting to see where the fly should come and end to. That is correct. From the airport. As you see this map progress over time over the course of the year, you'll start seeing the state's highlight and then those dots start getting bigger from where we're seeing more of that traffic come from. A lot of data. A lot of been able to see what's driving what. And clearly some of this is pretty clear where this coming from. We know the Wellington and probably Florida. I'm assuming you'll see that bubble start growing as the map continues to progress over the course of the year. Just thought it was extremely interesting. I don't know if Devon or the ad more details than some of the other areas. Some of these places were... It even goes to farce, California. It's pretty cool. Alabama, I think, was a big area that seemed to be... Alabama, we've got a couple that live in Lake Lour, part time. Yeah. They fly back and forth a ton. Wow. So they basically live here and there. So. But they're retired. And then California, we've got a guy that's got the fly as airplane. We've got air. Wow. A couple times. Wow. But it varies. And then you got corporate, there to some color run. Just a lot of general aviation. My apologies. I mean, the distract from the conversation just wanted to talk to you. Thank you. I thought we'd need to kind of have that up there. So what? At the end of it, it's really neat to see how many states we actually touch from brother for county, how far out it reaches. How do we utilize that in a way that gets our name out there in a healthy way? It pulls more people in the vacation. So last year, a few sales for last year hit 98,000 gallons. The following year, FYI, FY22 through 23, FY21 through 22 was 99,000 gallons plus and then the following year before that was one of six, following year before that was 77, 730. So we are trending on what we were projecting for last year and a touch of the back, what has occurred. And then last month we sold 86 hundred gallons. And this month we sold 70. We're trending pretty well on those sales, even though the Agass sales are kind of, Agass is selling more, but it's kind of balanced. That's back out. You indicated there was like a national inflation on some of the jet fuels. Yes. So even though it seems like travel is more up in certain areas of aviation as far as the commercial, talking to the guy that provides fuel for us, a carrier, he said, cross the board, jet A sales have been down this year, considering last year. So there's some travel things going on. I don't really understand in the market, but it is fascinating. Because I'm kind of at a loss for where the traffic is going. So I don't see people traveling private jets to our airport like I did last year year before and it Aviation has always been a good indicator of the economy so I don't know if Certain sectors of the economy are kind of holding back kind of see where the economy is gonna land Or if people are traveling I've ever seized more because that's another Trouble yeah, because people kind of been cooped up here. And I think now they're probably doing something more vacation. I've heard that to be true to your own problem. I think since some of the COVID protocols have sort of lotened up, you're seeing more people take advantage of that. I don't think any of your cruise ships anymore require the COVID follow up. And what we'll need to do is bet that through our risk management carrier, since where our government owned, operated managed airport will have to follow whatever those protocols or presences and looking to see whether or not our risk management is even going to permit it. Then if it does, and we can work from that, I guess, to determine what the agreement would be, our county attorney and airport attorney, Richard Williams online with us this afternoon. And I'm sure he'd be glad to engage, get Devon further if we get to that point. The figure out what it is. We'll have those steps. I just wanted to be clear.
