This value increase is simply market driven based on comparables, sales of homes and properties. Again I take this out, don't worry about it. So, I'm going to go on the second page. So, far so good, it also says we'd like to make one thing clear. When your tax value increased by 45%, be expect that tax rate will decrease significantly. Significantly, to help offset the higher values, the ton of roughness currently doing revenue neutral exercises that calculate what the tax rate would be to generate the same revenue with the higher values. Your words in this publication. So while we had an appeal, power pound on Fairfowers Drive went from 238.5 to a whopping 387.3. At a 62% that is way more than the 45 average value that increased and the property tax Property tax alone from last year to this year would increase $747.65 27% from last year So we did do a little research on the public GIS within even after pay-up And investigated for that. So that's why I wasn't too concerned about it. I was trusting that my elected officials were not going to run me under the ground. But then I got my tax notice and my taxes went out 72%. What I'm paying increased by 72%. And to me, that's just unconventional. I mean, like I said, you guys were hired to represent me. How could you represent me thinking that 72% was good? So I have a solution. I mean, the state has not passed their budget yet. So I'm here to ask you guys to reopen the budget, the county budget. State hasn't, you don't know what you're reimbursement is. Nothing's guaranteed there. Reopen the county budget, lower the tax rate, re-issue the taxes. And if anyone has paid, I know you've got three pages of people who have already paid. Give them a refund for the amount that they've overpaid or give them a credit for next year. You guys have the power to do that. You could reopen the budget. Like I said, the state has not passed their budget yet. But for somebody like me, I don't have a lot of money. My income didn't go up 72%. Social security only went up 8.7%. I realize that there's inflation. I realize the county's budget wouldn't have to increase. If my taxes went up 8.7%, I could accept that. But 72% they almost doubled. I mean, I can't afford that. So I'm asking you guys to do something about it. And I would, like I said, I didn't come when you have the meeting what in June to discuss the budget because I was trusting that the people that I elected, the people that I hired represent me. We're now into new business. The next item is 3552. Ruther County Animal Adopt and Center Update and Change Order. And I'd like to recognize our reclay, Mr. Clay. Good evening, sir. Good evening. This evening I'd like to share an update for the Animal Control Facility, well as present and change order to address the poor souls that have been discovered on-site. As you recall from the June 9th Committee, the load bid for the project was awarded to working construction for $375,603. You can see on the screen here, the layout of the new facility. This will be constructed across the road from the current animal control facility off Laura Hill Dryer. Facility will have approximately 10,000 square feet and be served by a complex plumbing and HVAC system. Facility will have 28 dog runs, multiple cat and kitten rooms, medical evaluation room, quarantine room, rooming room, Sally Port, office space and a conference room. There will also be approximately a quarter mile of sewer line ran into this project. All this green is the layout, next page, and it gives an exterior view of the facility from different directions. I'll be going with a split block. It'll be a block construction building with wood truss and a standing seam metal roof with fencing surrounding the entire plunder. Next page, kind of shows you about where the facilities are on your far left and then the sewer lines are going to run along the floral hill drive all the way to be installing a new manhole back behind the transfer station. Since we're in the project to look at construction, we discovered unsuitable soils at the site as a result of that change over this before you deny it. Change over amount is for the amount of $416,000, $41.35. That brings a total contract price, a Wilkie construction to $4,167,644 dollars and 35 cents. This amount is still less than the second lowest bid we were project. For the timeline for this project, I spoke with Wilkie last week, they said construction ability could begin. One week following the execution of the change order duration or the project expansion of the facility to where more aluminum, soft, and trim material are fabricated steel material is needed? The chamber has not addressed any of the soft that we're buying. It mainly addressed. Well, then my second question is, why is there nearly $11,000 in this change order for price increases for these materials? That, to me, we should not be liable for that $11,000, $800 or something. That would be number four and 500 additions to the contract. We originally received the base bid, it's kind of the end of May. And we finally got to this point for the change of order in July. Or in August or in August. Excuse me. And between when we received their initial bids now, they said that their limited process did go up that. So basically their bid was a guest and then we're going to come back to you later with what you really are. Their bid was valid for 30 days. Okay we first received it. It was the lead kind of gone beyond that. Okay. I'm good with that. Chair commissioner if I can add to that you're hitting it right on the head. The probably red ant is because once we discovered we don't know why the soil is bad there. It's never ended. It's or anything other than a fireman training center, which is the only thing they built is a tire and a metal building. The only thing we can figure out is maybe when it built Laurel Hill Drive, they must have used that as a dump area. So we're going to have to move all that dirt out, get down the base. But in order to get this contractor to agree to go in sinus agreement and not go beyond that extended time that we had given for them to hold that bed at that dollar amount. They were willing to do that, but we had to add these other things into exhibit A to keep them at that price with these additions based on the cost escalation that otherwise we'd had to go back out for a minute would have been much more. It's because we missed the window, but they were willing to honor that agreement with these add-ons based on cost escalations and inflation. And also during that time. Good question. We did cut the process well. There were some initial credits here. Right. It had come off the top, too. Yeah. So basically, we knew about Seoul, included that in the original, when in 30 days, it would be good to get. Right. Okay. included that in the original Win in 30 days it would be good to get right okay. Yeah, I think we're I don't know if that's on us or them But the soil samples and doing the core drillings. That's when that was discovered I guess we probably made an assumption that soil is good There's no reason not to believe that once the soil samples came in Generally that's something once you get those in you do it beforehand But if you're doing it during the process negotiating General you know what's there and you can negotiate that into the processing. This one kind of caught a self-guard That's all I have Did you've any a reason why it would take over 400 days to get this project done? initially it was 300 done. Initially it was 300 and we ended up with a change order at it or not. I guess my point is is a manpower staffing problem. That's a lot of material that's going to be exposed to the weather even with a roof on you're going to have less than optimal. It should not take 400 plus days to put up a structure like this. Inmate housing, there's still the issue with the female side of the detention facility. So this is for another month of housing costs that are anticipated. The library actually received a grant that periodically they do, it allows the staff member to go to an out-of-state conference. So this will pay the tuition and travel costs for one of her staff members to participate. The next item is the emergency management grant with conjunction of fit heels. A grant was written for a boat and rescue material, water rescue. The next item is for the current year debt service payment or the transportation and maintenance facility that was just financed. So that first payment will be due in March. The ARP enabled that will reappropriate some of the funds that were freed up last month as part of that reallocation of the 1.5 million that was not needed for broadband expansion. So this does utilize that to cover the change order with animal control building and a new total project budget is shown down below for the Animal Control Facility. The next page are a series of carry-forward items, items that are in repairs and maintenance, the building and equipment line, capital improvement. We typically carry forward those balances because either the work's not been done or we had to add additional funds to unspent last year and carry a board to be able to afford and accommodate the project in this year's budget. We also do the same thing for our reappraisal cost for the board of E&R and for restricted funds such as the ABC tax. Those are there for your consideration and the airport he also had some maintenance and capital improvement funds to carry forward. So those are there for your consideration this evening.
