I pledge allegiance to the flag of the United States of America and to the repulter for which it stands. One nation under God in the visible with liberty and justice for all. Yes, just throw. Now I need to ask for approval of the Nights Agenda. Does any members have anything they will add? If not, the county clerk. Mr. Chairman, members of the board, I would like to add two items to the consent agenda. First, we have a budget amendment for the health department to purchase new equipment for the mobile medical unit, as well as replacements for existing old and updated primary care and wellness equipment. I believe you were provided with a copy of that budget amendment at your seat. Also to the consent agenda we received a request from the public transportation department for the chairman of the Son of Delegation of Authority Document for the North line of Department of Transportation. I would like to add those two items again to the consent agenda. To the regular agenda I would like to respectfully request that the Board allow Ms. Laura, a already Director of Marketing and Development, and do them to appear before you to present a proclamation for your consideration. And also Director of Emergency Medical Services, Mr. McMahon, who is already on the agenda tonight for the acceptance of some grant funds, I would like to ask that he be allowed to discuss the paving of a driveway leading to the medic three station in check. Do I hear a motion to accept this or move? Got a motion in a second. All in favor say aye. All opposed. Same sign carried. All opposed same side carried. All right so now I need approval for the minutes of the April 5th regular board meeting and the meeting on April 6th to the joint meeting with James Brunk Community College Board of Trustees. I got a motion in a second any discussion? All in favor say aye. All opposed same time carried. Okay so then moving right along I need a motion to approve the consent agenda. Any discussion? All in favor say aye. All opposed? Carried. Okay, so now we're open up for public comments. I'm sorry. Mr. Chairman, no one has signed up for public comments tonight. Okay, so moving right along, let's ask Miss Lawmer ready to come in please. Good evening. Good evening. Good evening. Good evening. Good evening. Good evening. Good evening. Good evening. My name is Laura Moretti and on behalf of the Vita Duke and Hospital and all of our team members, I would like to request the Duke and County Board of Commissioners Ad the following proclamation recognizing National Hospital Week in Duke and County May 9th through the 15th 2021. Whereas National Hospital Week celebrates hospitals and the health care team members who strive to improve the health and well-being of our communities through integrity, compassion, education, accountability, safety and teamwork. And whereas a hospital is more than a place where people go to heal, it is a culture that believes in delivering health care, with energy and compassion, fostering an open environment where people can question and speak freely, loving, engaging, and empowering patients and their families, making health care more accessible, and providing health care and groundbreaking medicine that go hand in hand. And whereas Duplen County is honored to join the many national hospital week partners in celebrating vitamin dupland hospital and the team members who are on the front lines working tirelessly to help others in their greatest time of need especially during this period when we are experiencing the unprecedented challenge of the of the COVID-19 pandemic. And whereas Dupland County recognizes that the hardworking team members who make up vital Duplen Hospital deserve universal regard and appreciation for leading the way in rural health care and now therefore let it be proclaimed that you the Duplen County Board of Commissioners do hereby recognize May 9th through the 15th 2021 as Vita Duplen Hospital Week in Duplen County and urge residents to express their appreciation for the dedicated people, facilities and technologies that deliver high-value services to make the health needs of our community. Inquitness whereof you here on to sit your hand and cause the official seal of the County of Duplum to be affixed on this 19th day of April 2021. Do I have a motion? So moved. Second. Any discussion? Second, in discussion. All right, I have a motion to adopt a proclamation recognizing May 9 through the 15th, 2021 as vital Dupland Hospital Week in Dupland County and urgent residents to express their appreciation for the dedicated people, facilities and technology that deliver higher value services to meet the health needs of our community. Any more discussion? All in favor say aye? All opposed? You're an animus. Thank you. Thank you. Mr. Verrida, what's your position at the hospital? I am Director of Marketing and Development at the hospital. I am Director of Marketing and Development at the hospital. Okay, thank you very much. All right, thank you. This time I would like for Darrell Waley. Come forth please. Good evening. Good evening. I think Darrell Waley from the Salt Awakened Park in Canada for Roger. I come before you to not on the asphalt purchase of a new loader. We could put it in the budget to replace this loader for this upcoming year. But April 5th, when he started working and shortly after we started working, he let get it. I have done some research on this. This loader's got 21,000 hours on, 21,000, that's a lot of hours, it's 2000 for machine, there's been a great machine, transmissions, don't think it's been replaced with other than that. It's just wild, I mean it's 16 years old, center burner, replace cap, you're not saying you're looking 25,000 plus to do what it's going to take to fix this machine. You're going to have a whole machine. I have got quotes for a 2020 machine, Captain of the same machine. I say the same machine. The machine we have is a waste hammer, which means it's the screen's around the windshield, foam field tires, stuff to keep it from trash and metal messing up. I have got quote for a 2020 model for $176,892. We have got a lot of corners and found enough money to buy this machine. It's going to run us close. But we have come up with the money. The man says he can have it to me in three to four weeks if we can go ahead and do the deal. If not, I have to order one. we're looking at mid-set temper. I have had to rent one to keep up with the volume of trash that put me down for two days and I have two features of this. That's just two days worth of running one loader instead of two loaders. We're going to warload instead of two loads. We're going to do it by the month. So hopefully if we could get this seven or not, I can have that machine in one of the first months up and then we'll get. Okay, do I have a motion? So... Second? Second. Second. All right. I have a motion on a second to purchase a new front-end loader for Dukeland County Solid Waste Department and the amount of $176,356 before taxes. Any other discussion? I did want to make about 2016, 2017, our yearly turnage was 34,744 tonne. This last year, well, 2018-2019 was 41,997 tonne. That's how much the trash has increased and projected. We're looking at it probably, right now, we've got 32,200 feet to set. We're looking close to 43,000 tonne by the end of the year. So the trash is just this amazingly company. It's all we do keep on hauling a lot we've got but the end of this machine is kind of hurt us. Any more discussion? All in favor say aye. All opposed? Carried. Thank you. And our free day was a success. I want to drop that in. We got 100. So we've got some vertus pass Saturday. We're doing good All opposed carries. Thank you. And our free day wasn't success. I want to drop that in. We got 100 or 13 things going to just pass that. And we took the 55-toner trash, two trailer loads, and the landfill and Northeast Fire Department picked that 41-day trash along the landfill highway to get a 90-sterry. So we just, we'd take it all. I felt good about that 50- lot of positive comments about that cleanup. So very good. They never read it. I called him this morning. He put right back on the air. He appreciated everybody coming in. So we're going to keep tough with him. Keep this letter still going. Right. Very good. Thank you. Thank you. Thank you. Yes, sir. At this time, I would like for Jasmine, Gadd, Gaddin, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in, in of grants that we get every year for $90,000, $300,000, $32.00. And we plan to use the money to update our A.A. of putty machine to express both rather company E.S. and S. that we normally use to putty machine. Do I have a motion? So move. Got a motion and now a second to approve and accept Health America vote act, H-A-V-A funds on behalf of Dupland County Board of Elections in the amount of $90,322 and authorized the necessary budget amendment. In discussion. All in favor say aye. Aye. unanimous. At this time I'd like for Jason Brock to come forward. Captain Brock. He's out there. There you go. I'll introduce Brandon Jones with I.T. and Mr. Dan here. Ben Dunn, we're going to be goingplaining the equipment stuff that we're asking for. Okay. Right. Good evening. Good evening. I'm Regan. Thank you. Basically what we have now, the equipment you have in our baby house to eat, is hard to get support for the equipment. We're glad we did what we pay for. Basically, our equipment that we have now is coming out of Canada. We should pay international shipping on. We'll give you here a month, two months. What's a good idea is that it works and works. It doesn't, it doesn't. And by the way, I love people equipment, which we're just getting the account of the thousands on replacement equipment without their equipment. I'm sorry, without their air cars from USA, so you'll find the best solution to the second swimming in the long run. And I spoke with numerous of the deputies out there on the road. The NDIS assistant at the U talk back to the county is constantly dropping. It's going to be a day like you to digging it because they can't get what they need, they can't even mention it, they are having a memory because of how they're equipped with the current the user. I think if you could for the benefit of those who listen in on the recording, could you just say tell us what kind of equipment you're talking about? You keep saying equipment. I, sure. What is that? Basically, it's a Cypress solution Air Car Box Which gives the car in that city for That is lab types for the mobile data terminal. It's basically a router router Oh, yes Hi, my name is Dan Dunn with insights networks. We've been working with the county for the last basically a route, a route of it. Oh, yes. Hi, my name's Dan Dunn with insights networks. We've been working with the county for the last three years on different cellular routing projects, health department. And yeah, we had a really good demo even before coming to present to you all. With the current solution, we're looking at about 72% success rate. So that means 25% of the time the folks out in the field do not have access to the critical applications that they need access to. We did a recent testing and it's about 99% and then they were quit. Now, the old equipment is about 10 years old, so we got a lot of useful life out of it. But as we know, technology has changed and also the applications that are required to do our job have also increased. And on top of that, the nice thing about the solution is that it doesn't just work with a single carrier. It can work with any carrier. So it allows the accounting to make a decision into the future as to which would be the best carrier for them. And that includes Verizon, AT&T, FirstNet, U.S. Cellular, and T-Mobile. We'll have that flexibility. That also even has the ability to run two different carriers at the same time potentially with adding an optional addition, which is something that we're considering for the EMS group, because they might have a little bit of footprint to cover. The solution also works well with the CAD, the existing CAD system, which is that system which sort of drives all the different applications that are in place. It will also have the ability for us to look at a dashboard view from a remote scenario. So when you have to update firmware remotely to keep it to the latest and greatest with the newer technologies and have that capability as well, the solution that we're proposing has a five year lifespan specific to the proposal is in front of you now. And that means it includes all hardware, software, and support for a total of five years. Beyond that mark, it is $300 per router per year. I think we're thinking about 30 routers in this investment. And then beyond that, it even has the ability to work with 5G, everybody knows about, it's about 5G, this solution is 5G ready. So you'll have the ability to not only maximize on that five-year investment that comes with the support, but then possibly even go beyond that. So that's pretty much our proposal, right? Thank you, Matt. OK. Is that it? Mr. Brock. OK, I'll make a motion that we authorize the Dupont kind of shares office to persons. It's a quick. Second. Okay, I'll make a motion that we authorize the Duke and County Sheriff's Office to purchase this equipment. Okay, I have a motion and a second to authorize the Duke and County Sheriff's Department Office to purchase and sign a five-year service agreement with concise network in the amount of 57,887 dollars and 90 cents and authorize the associated budget amendment. Any more discussion? Is this...this is in the budget? Yes, they're using funds from within the very... No, the other side of the budget. I'd have to confer with Ms. Chestnut about that. Any more discussion? One thing, Chairman Edwards, from the Virgin Davis that we've got an attached to the General request, we need to update because we have gone back before and they weren't gone. We updated terms and conditions and then instead of reference to this link of terms and conditions, this will have an attachment to it. That would be a metaphor and how to, Jeremy, that was making more. Okay, so I just, there's no one inside this person. I'll send that through to you. Okay, thank you. Good to make sense. That's just the changes to the terms of the agreement. Now, we say, so this references terms and conditions and we tweak a few things in our paper almost terms of conditions. So our terms of conditions will be more favorable to us than what's looking at anything. Okay. Any more discussion? All in favor say aye. All opposed? Carrie. Thank you. All right. To Tim, you're going to do that tomorrow or the next day. I'll get it right out tonight. If I go to the U. Okay, I'll just make my notes on. Okay, well Mr. Branden McMahon come forward please. Good evening. Good evening. I'm here to that first off to request the acceptance and the chairman signed contract with K. Prudem-Moriel Grant in the amount of $55,000 and also a pretty associated budget amendment. This money we used to purchase three mechanical CPR devices called the Luke's devices. We currently have five. this will meet eight, so we'll have them all in our front line name. So I hear a motion. Some of them. Got a motion in a second to accept grant funds in the amount of 55,000 from the Kate Fair Memorial Foundation on behalf of Duping County Emergency Medical Services to purchase three Lootus devices, authorizing the chairman to sign the grant contract and authorizing the necessary budget amendment. In discussion. All in favor say aye. All opposed? Carry. Okay, and Mr. Brinson, add me to the agenda to discuss the paving of the Medicare station. What we're talking about here is the driveways in and out where the in Tories Park that driveway is in poor shape is an understatement. When they were born in concrete they had a hard time but not to the asphalt and said there's some indentions and things like that there now. Legion Asphalt has provided me a quote in the amount of $17,000, $11,000, $20,000 and that's the pay that you shaped there around the bill. Mr. Chairman, if I may address this issue. This is the station that we recently completed construction on. It was built with a golden leaf grant and not included in the grant was the driveway, the asphalt driveway that we have a brand new concrete apron where their amulets exits the building. We have a concrete apron in the back where it enters the building. We also have a concrete employee parking area out to the side. But in order to gain access to the back of the facility where the amulets would come around the side of the building, it's basically crushed concrete that will asphalt and moral that's been poured over for years to try and just maintain it. We did not have enough money in the original budget for the asphalt, But we have, he has monies left over in his budget this year from insurance, I believe, and I, Mr. Garner, I'll get Tracy in here to verify that. It's money that was budgeted for employee insurance. That's where we put all the funds for. I think this would be a benefit to this new station to have a new driveway there, and then we wouldn't have to revisit it. Thank you, Mr. Chairman. Okay, do I have a new driveway there and then we wouldn't have to revisit it. Thank you, Mr. Chairman. Okay. Do I have a motion? To move. A motion out of second to allow the emergency medical service department to pave the driveway leading into mid-three station in Chinkapam at a quote process, $17,000 and $11,000, $20,000, using funds from within the EOMS budget and to approve the necessary budget amendment. Scushing. Where's this leads next from? Okay. I was right there in Northeast that the old, um, um, uh, uh, uh, uh, place got flooded. You just being Riverside, So you're there. Yeah, I'm sorry. Okay. Hey, this this pays from the state highway. Forty Ward all the way around the building. Right. Yes, sir. Back around to. I'm I need more discussion. All in favour say aye. Opposed? Carried. Thank you. Thank you. Thank you. Thank you, Brandon. Mr. Chairman, if we may, Mr. Wilkes in the county attorney has requested that we go into close session before Miss Shields appears. There's a matter that he needs to discuss regarding economic development of North Carolina General Session 318.118.4 and also while we're in close session we're going to have a session on legal matters percent of North Carolina General Session 143.318.118.3. Okay I got a motion. Go ahead and get a second to go into the closed session. All in favor say aye. Okay, we're out of open in the closed. Okay, Ms. Shieldson. Yes, I'm in here to request a performance agreement for Project WRJ. Project WRJ followed by a one-in-seat grant from North Carolina Commerce. Project WRJ will create 33 jobs and invest over $2.9 million in discounting. With the one-in-seat grant, the company is responsible, or excuse me, the county is responsible to match the tier of one in the green and I'm seeking a approval from County Commissioner Sulein for that. The state program has funded the one in secret of $100,000 customized training to James Grunt Community College for $39,600 for a tow once in an package of $139,600 to project WRK. Did I get a motion? So, a second. The K.I. got a motion and a second. And the motion is to authorize economic Economic Development Commission to enter into a performance agreement with Project WRJ allowing for the payment as required of a Tier 1 county. If Project WRJ qualifies for job creation incentives and authorize the chairman to sign a local government certificate in one NC grant. In discussion. Just a 39 dollar is a production of James. Yes, that's correct. And that number of fluctuates, it actually specifies that there is additional plus month's frame that there could be a state-of-the-c judicial function should they be there? That would go to our local community college. And you have the discussion? All in favor say aye. All right. You're an animus. Commissioner, I'm actually seeking another performance agreement for Project Ginny. Project Ginny qualifies for a building reuse grant and a one-in-sea grant from the fall in commerce. Project Ginny will create 40 jobs and invest over $767,000 in Duke County with the one NC grant, the county is responsible to meet the tier of one requirements to match the grant. The state program is offering a one NC fund of $120,000 a building reduced from $150,000. Customized training with Jake Scrantral, $50,000 a building reduced from $150,000. Customized training with Jake's front for $50,000 for a total of $1,000 and cent of package for $320,000. Do I have a motion? A second? Where I'll see. Okay. I got a motion in a second to authorize economic development commission to enter into a performance agreement with Project Genie allowing for the payment as of required of a tier one county a project Genie qualifies for the job creation incentives and authorize the chairman to sign a resolution and support a project Jenny to expand the East Coast facility in Wallace, North Carolina and sign a local government certification of one NC grant any more discussion All in favor say aye. All opposed. Curied. The last item of request is a budget amendment living funds from one line out of two the other. Duplicated families responsible for railroads for at West Park Industrial Park or West Park, which is our one of our industrial park. Repairs of switch ties and cross ties are needed for the CSH railroad to repair this railroad or there will be force to shut down the railroad. The railroads for is between Bungie and US Gulf Storage on the back side. And US Gulf Storage and Bungie both really rely on the Railroad. This is the second phase of this repair. There's three phases back in October. We did a phase for $24,000 in repair. That was every third or fourth railroad time. And now we are asking for a transit and money from the grant services line item and my budget to CSX railroad to repair for $33,000. It will be another request in the future for $30,000 for the complete entire repairs of this rail loan. So I'm seeking if we are allowed to move monies from the grants services client portion of my budget to specifically the railroad portion. And the past that was not a line, I don't know if my budget was a railroad, so we have a word with finance to create that. So it can be very clear. We have a motion on the second to approve the necessary budget amendment to move funds in the amount of 33,000 from Grant Client line item to CSX Railroad line item to pay Lewis Brothers Construction Company to repair four repairs of the railroad spur west park. Any more discussion? All in favor say aye. All opposed? Kerry. Thank you very much. Okay Mr. Wilson. Thank you, commissioners. I've come before you on the issue of sub-evident out five acres, five acres of track out of Booth and Pond to support the purposes of the Animal Care Control and Adoption Center. Right now there's a USDA loan on that entire property out there. There's a data trust that encapsulates the whole campus. Track County is loading the money on this one. That's also through the USDA, but it's, you know, a ministry of three track County. They are going to need a second data trust for the money that they are loading us for the construction and facility. They are okay. So it would be a second data trust. They are okay with a second would be a second date of trust. They're okay. It would be a second date of trust on the whole campus. They're also okay with us sub-developing it out. We just have a second date of trust on those five acres, which would be better for us for future development out there. It would just going to be complicated if we got two deeps of trust on the whole property. So the idea of this is sub-developing out the5 acres. So there's probably the USDA's longer than it ends now. Try families on that five acres. So truck out of these are going to take a second on the five acres and not the entire. Right. Correct. And in the past, what we had to do, some things out there is get a release of the first data trust to convey property out there. That list will make it easier for one load if we have to confront that issue on the rest of campus. Go ahead, Bo. Do I get a motion? Certainly. I got a motion on the second to execute a quick claim deed from the county of Dupland to the county of Dupland for a five acre track of land at Dupland Commons on which the new Dupland County Animal Care Control and Adoption Facility will be constructed and allowed the Chairman to sign. Any more discussion? All in favor say aye. All opposed? Carried. Okay. Any more business? That's Hermes. Do I get a motion? The first time I make a motion that we adjourned until next meeting. I got a motion and a second that we adjourned until Monday, May 3rd, 2021 at 6 o'clock PM for a board of county commission or meeting in Boothlin County Administration, but located at 2.24 Seminary Street, Kenisville, North Carolina. All in favor say aye. Yes. Get an anemones.
