They're not waiting for the update and re-locked. There's two pieces to the packages. This is the public voting line. This is a lot of public hearing. This is discussion to find out the staff for voting in the correct direction. The public hearing will be standing for next month, playing for the correct direction. This has been part of next month, sending very discussion and new. Two marks of this, first part is dealing with the sign orders of Steve Ashbrough, the second portion is dealing with that already called filing. And then the second part is dealing with other technical units for the Central Business, the two 20-year-olds of Virginia Booker, and I've discussed with you a joint joint meeting as well as other commercials. So, to try to make this, it's a deal that pay was a possible. Traveler is going to present the sign portion, he has some pictures and autographs to help with that. And then I'm going to get to come up with a double screen. One on each side. Good evening. This presentation is fascinating. Lucky to mention it. It's not a public hearing to vote on anything. It's merely informational. This video is playing a board Monday night. The same presentation. I have included some of the comments in here. Please stop making any points. We to ask on where we're headed or any clarification on anything. I'll start off by saying that if you all look through this there is a comparison cable that is also prevented in this in the presentation. I can't do you know where Ashboro is staying as prepared to sign regulations of the city for comparable jurisdiction. Just to give you some background, the current kind of order is really effective in 1970. Periodic prevention has been made over time, and some have been what I would just see as morally and some have been more restrictive over time. But we haven't really touched this ordinance in a couple of years. It looks like a lot of it is, I can tell, or we're back in 2001. The city's plan development plan is supportive of looking at the current side of ordinance and updating for any preceding public good that may come out of that. I think it's also important to keep in the back of our minds that at one point in time some of the primary forms of advertising for your business and there's no doubt about that they're very important for Congress today. But other, I guess the fences have come along that give you another outlet to advertise for your business and somewhat diminishing that reliance on signs as the exclusive form of advertising. The purpose of this sign order is that the nature is actually really free-fold. We're controlling where the signs can go, how big they can be, the number of them, look tight, the signs that people can put up. But we're also going to promote business. We're going to promote information and get the word out there to people. And it is important for economic development. Lastly is to affect everybody's property values. Not just the business self, it's around properties promote the aesthetics of the city and fine arts protect public safety. A couple points on the current ordinance. And it looks like it started back in the 70s and then loaded over time. It is somewhat fragmented with different regulations to spurs throughout throughout the ordinance which makes it kind of hard to administer and explain to people the rules and the portions of the sign ordinance now to get to people so they can understand it. It's been in some places where it will put a limit on a certain size of the sign as far as square footage but not address the height. So if somebody came to me and asked me how tall is that I can be I don't have any any thing to give them. And as you can see from the comparison table in the latest slide it is relatively permissive compared to some other jurisdictions. So what are our current regulations? You can see our commercial industrial districts are on the left and the wall signs, poles lines, the free standing signs, area and I, of course, the right. And you can see that we allow to 35 foot-high signs and 200 square feet in our most, this is the district for a free standing sign up to 300 square feet for law signs or 30 percent of the wall area. So to have that you would need to have essentially a thousand square foot building, a front elevation to get a friend square foot sign. But keep in mind that's about the size of the billboard on the side of the bill. So I took some photos here and after I just gave her a video of what percentages are like and what a 15 foot high 40 square foot size looks like. And this is really pretty information you can see. The already sounding bottom left is roughly 10% of the wall area. The food line is much greater proportion of that wall up in the right corner of the 30 foot 20 square foot size. And one of the poles nine, one of the ground size. And the city really has plenty of examples of signs. Us in the cop left with the main electric election season, plenty of all of the premises in the area. There's a roof sign in the bottom right that I think at one time was taken by the city and was later reinstated and currently is permitted and then of course a 30-foot, 60-square-foot sign, but more fable state. I've been told that that has come down, but this really surmises the table that I'm able to have to you on where Ashrow stands compared to the jurisdiction on the right. That's where we were leading away. Maximum area up to 200 square feet. Both the jurisdiction are somewhere around 100 square feet for your three same signs. Again, on the right, the maximum right, we're at 35 feet. Some of the places are down to 60. The highest sign I've been given, that would be 8 facts. Looking at wall signs, what are we saying? Well, we permit three times more than the current, but two and a half times more than the current. Looking at all times, what are we saying? Well, we permit three common forms in Kernersville. Two and a half common forms in Stanford. In our downtown district, Central Business District, we're looking at six common forms in Salivari, with 300 square feet, the 30 square feet, the northern Central Business District. So where do you go from here? And what I try to do is listen to all the comments at the joint meeting and some of the comments on the plane board and try to pull things together to make an effort to improve our ordinance. One way, the place we go is that more, especially the fine prohibited signs, potentially eliminate the rich ones, potentially eliminate off-premise directional signs, prevent the clutter that can occur with off-premise real estate, election of the garter, ename it, there's all kinds of off-premise signs out there, and really the focus of my effort was to redesign the table that's in the current ordinance, promote readability and make it easier for us to administer. and make it easier for us that minister. Also, and some may are trying to include one which on sign quality, which is very difficult thing to do. So me, what's quality or me, and what's nice to me is not quality, nice to somebody else. But there's some language we can put in there that says it's also not most kept. The neat finish, that should be professionally constructed, the durable material made it was spanned, the weather and not the tirade from the natural elements, and discourage insulation of poor quality, how many times, which is a subjective effort. Obviously, I think some of the reason we make it is to bring more into lines with similar jurisdiction, reduce our overall high-end area lines, while still keeping in mind the need of businesses and the need for advertising, but to try and strike that to happy balance there. And also results non-conforming issues. Right now, if you have a 50-foot sign, it can pretty much dawn indefinitely unless you want to redevelop the line and move the signs somewhere else, it can pretty much dawn indefinitely unless you want to re-develop the lot and move the signs on where else. You can just pop the face out, paint over, and it's going to be there for a while. In the current amendment that I made out to you, a change of views could trigger bringing the sign into compliance. So, you know, a fast food restaurant goes to a bookstore. In this case, we could have to bring your signage to the performance with the current city scope. It was brought up at the point in the board that they wanted to be a little bit more aggressive than that and look at potentially going to change of occupancies when a bookstore does that, this is another one comes in, then require that. I think we are, everyone is a little bit uncomfortable with that. There are, I think there are some legal issues with that. And to me it seems a little unfair. But again, I think maybe a change of use would be a good start to try and bring the existing time to decline quicker. We also want to keep in mind that I wasn't just going into the order of shopping and shopping, shopping. I was trying to find a way to improve the ordinance and help businesses get an additional sign if they need certain criteria. The way to do this was for businesses that have a certain expansive rub frontage, in this case 400 feet or more, that you have another sign as long as the meets the criteria up there. Right now, if you have 900 linear feet of frontage you only get one sign but if you have two street frontages and it's only 100 feet on both frontages you get two signs. So this is the way to try and I think give people with more frontage another sign as long as there's minimum separation and just smaller scale sign. Just a free summation of where we could go with the existing ordinance in our next two, which is our primary commercial district. Currently we're allowed at 30% for wall signs. We could cut that down to 10% wall sign, but currently up to 50 feet, could be to the top of the wall, not 60 to the top of the wall. Still could be a pretty high sign, but trying to keep them more secure to the wall. Free setting areas, you can all agree that for yourself. These are just suggestions. And it would be, it doesn't know, bring us them to a similar place that these other jurisdictions. But it's definitely open for public comment, your comments, any direction that we need to go. I made it as a consolidate the ordinance to make it easier to administer right now, the different criteria for OAS6 and the people and I think we could lump those together. They are transitional zones that have been a real limited array of uses and they're often close proximity to residential zone. Ideally you want to have small scale signs because nobody wants to be living next to a 35 foot, 200 square foot sign that took the picture they all up now in a D1 district. And also get more allowance for the people who are central business district allowing up to 10% of coverage or a a underscore fee because of the buildings being pushed to the front of the streets, their space limitations a lot of businesses can't have a free stand sign, they don't have room to put it. So let's try and give them a little bit more room for the wall song. Again, some consolidation on the free stand side of the thing. I guess Porter remembers in these districts, it's usually traveling at a lower speed. So there's not that need for these huge signs because you may only be going 30 miles an hour, you can see, well, it's six foot high, 50 foot foot sign. There's not that need based on my Dixie driveway or your flying wall over there. Sometimes the board don't. I think 60. Okay. Okay. Again, this is just a three-semation plan for comments. Like I said, we're the ones to look further into investigating ways to discourage low-quality signs. As I try to explain to them, all my research on the signboard says it's probably the scariest aspect out there. There are places to add performance and design standards to get into what colors your signs can be, what materials they can be made of, and I'm not sure that's something that we really want to get through. I'm sure you would tell, but Dell doesn't have confidence in force, I got those rules, but again I mentioned that they talk about bringing a lot of form science that is inclined to the change of occupancies. They are really concerned with defining murals and somehow allowing for artistic freedom and expression while not having a wall covered with a commercial sign and that's something that we're looking into. They did the further recommendations as we recommended until December so they had more time to fill up over and get comments back to us and give the office some time to review the reviews. Just a couple final points to consider an issue of fairness. How are we going to balance in these adversances and the needs of the city in general? What is the impact of any changes or it's not going to be on economic development? It's staff administration and existing non-formities at the third. So I want to keep in mind what the overarching objectives of the sign order that are, handsome, community image, protect and public safety, and still promoting commerce. And that's the last one. The one that's been really poor for me is that we get citizen and business participation and feedback. So it's not a city driven back to the ordinance But that's the public comes in and gives us comment and we try to work with them and work with all of it to get the place where the city wants to go Have you answered any questions Great present pressure Thank you very much. They don't even want me to have another franchise and they're must less than other times. So I don't appreciate any consideration of my dilemma and I'm sure I don't know what they've been. I don't know because then they've got all the leaderships are built out there that are going to be built out there for a while. It looks like we're going to have them all but an half mile stretch. I like you got to be competitive with the rest of the signs and most every automobile sign is going to be 30, 30, it can be a lot different. I'll rest them on pretty much. That's hot. But with exception like that, how do you have... I think that's meant to say, well, but we understand it is far away. And we want to find the way fix it. I'll take a quick travel, maybe there's a whole turn out there. But you can't just say, all we'll do is get two signs that buyers get one. And I didn't go past you, everybody else. If you go back to having two or four signs, you know, 50 foot locked and you're back to the clutter that you got stuck out, it's eight years ago. So it is a problem. I'm not sure how we address it. The idea of certain spacing, certain footage, subordinate type sign or something, might work and doesn't pick his problem up. Depends on which angle you're coming at. If you get back to, you know, right now we're just not getting out the shopping centers and strip malls that have one unified sign. If you're not careful and you're, you're right in order to permit multiple signs that we're back to every business in there, especially if you try to follow some sort of, you know, every type of business needs to amount to more than four Chevy. Was the same as Pizza Hut, Blockbuster, Dun Dun Dun Dun, one mark. They all get their own sign of the people that are talking about Brake. So it's a big deal of it. We're welcome to work with you, anybody else to come up with a solution that leads your standards. You just kind of define the standards for us and we'll go ahead and look. How would have I? I'm sorry, Matt. Go ahead. I think we know, but explain the variance per se to begin. If this were it. Right now, he can't have the second ground sign. All right. So for multiple businesses that's a unified sign which indicates GM and Bosn will work together for. And if I'm a vice president, GM or vice president, Bosn and Jerry Coulson will tell him no. That's just the way the business works. The various process is very aware of the more job that handles that is application, there's a fee, but there's a test, just like on special years, you have to provide test money. And one of those tests, the one the major one is, it's not for financial gain, and the other one is that there's a hardship that you meet to the property. And when the play board starts looking at, I need two signs, that becomes less unique real quick because the guy next foot will also do so. So they're going to have a hard time finding a hard skill and that pulls over to the point. I'm saying that the situation that we presented is that they wouldn't find it's just a hard one to overcome. What we're going to do is actually think just like puree, people in the business and like I said while everybody kind of worked together and put their ears together and worked your same. And that's what I'm saying. You said your parameters to work with them, we can go with the business and say I'm trying to come out for something that works. And that's where I was very sincere. It is an issue that, because the first time it is the rubber and the rubber meet, we're going to have problems. We really need to work together. So that we have something. But again, the staff has got to be delivered by for what you're friendly with all this issue off. Didn't we have this come up several years ago just down the road from now? Yes sir. The forward mercury, the dealership, actually asked for barriers. They wanted or the Lincoln, I think the King of the Lincoln Ford Board, and the Lincoln market had to have their sign, and Ford had to have the same company as before as I see it, but they were in the same thing. The automobile business has their own signage. I don't make the signs. I don't know what the signs they have their signage. For a shopping center, any shopping center has one sign and they add all the shops to that sign. I understand it. But in these automobile leaderships, they require their sign. It's somewhere in other, it's anyway possible. And I just know in this situation, I'm not going to be able to have a sign if it has to do home general motor sign. That's the bottom line. The side of the road, we wanted peace in the back, that during the plan to go back, the other piece of it was fixing, like I said, an accelerated schedule for these overlays, the gentleman I talked to you about regulating the CVD and then the bridge and then the campus third layer and as well as looking at other people where it happened we improved specifically for the plan for the rest of the North Campus League and then we got a discussion up on the various South Campus League on the other side of the fair. So it quickly multiplied itself into a little more of a project, but what we have here, I think, address and watch what we heard that night. The first sheet that you have is 10 to 201. That really wasn't a part of anything. We looked at it and we realized there are a couple of arrows on that page. So this is a true technical amendment. We're striking a number of 4, 5 and 4, 0 and 6, whatever you're in the right column at the bottom, that really wasn't supposed to be there and we could figure out where our table was, just like it appeared. So we did a little bit of that, and then we realized that we weren't quite clear on these four-year ratios, not four-year ratios, the own special of our shows is the beard job, R-A-O-A projects that were less than 45,000 square feet. So if we took the opportunity to go ahead and fix that, again, that was a technical. The next page you can pack it up. It says Article 200A. Well, you don't have an Article 200A in your current or anyone, so Article 200A is proposed a minted article, it would't have an article 200A in your current zoning one. So Article 200A is proposed amended article. It would be an additional article. And it is essentially the package that the bookers submitted to you at the work session concerning the three tiers, the central planning area, tiers with the central business overlay, which is essentially the CBD area, the Central Fringe, which was the Tier 2 we talked about, and ultimately the Tier 2 which is the economic zone. That's the commercial employment center up there. And if you remember, you were handing it a map at that time. The fiscal had some concerns over some of the matter of his work. I didn't mail you this. And I'm going to give you another copy tonight. Those regs that are in that proposed 200-day creative three years that we talked about in pretty much the gender supply phase. There are few tweaks, a couple of little changes to make it integrate with the current orders, but other than that, it's an implementation of the proposed recircuit and those otherwise dealing with how those areas should develop. If many wins, I'm not going to go through those any further, if we have specific questions about that one, we'll be following. If you turn past that section, which is a hooker, take word, thought that thick, and you come up to one is Article 300A, that the text and the thoughts change, that's easy to spot as you're looking good. I'll get to the more specific changes that we're suggesting to cover the rest of the business in Dostoeil areas in the city. 300A is that section of your ordinance where you have such legislative buffer from screens and design standards. And our proposal here is to basically just kind of improve a polygrapory we already have to require a little higher level of development out of your commercial areas in particular. There's a lot of training here but I didn't give you the whole article if I probably wouldn't make a sense. So if I speak, you can jump in and skip over to page 6. We are now in page 6. But the top of the page you have bumper A list. The page we're looking at. If you look at the page file before that, it's the matrix, how it determines what type of buffer is in place between uses. So that's not changing all the language deals with how the term stays in place. Right now under buffer A for years, it's been a sportist board of confusion. You've got buffer A, but then you've got choice, can be 20 to be 25 feet, and then you got buffer B C, and then you also have the choice of stream ABC and did it. And with all the choices within buffers, there has been a very little effort of any development that I can use to start it. And after several years of implementing buffer, we have determined that they're kind of useless. They may increase your setback a little bit, but the training materials are so minimal, that they really don't account much of anything, not even a visual breaking out to the side department. The choices there were designed to make it easy for the developer to implement them with the himself, obviously choices, but they just had been an enforcement nightmare, a decision nightmare, an explanation nightmare, and they haven't achieved a whole lot. So we're suggesting eliminate the options. You've got buffer A, B, C, and B. Within those buffer categories, what's the matrix? Push you into that category. You have a choice. You can either do this buffer or in page 2, you can do this grid. But you don't have options within the buffer. And if you notice, we're suggesting that the planning materials be increased as far as watching included with NA bottom. Not many during the crisis, but only from point A to work from point A to two as you go off the grass. You never get more than two counter-patries at 100 feet. That's 20 per 100 feet. You don't want to get other stories and your shrubs jump from anywhere from 1.8 to pot with 6 in that state area. Again, not nothing at all, but just one thing to actually observe that there's a landscaping there, pot. So that's our first step in doing separations and basically factorial landscaping. If you will now turn over page 8, you see the screen A, B, C, D, next page 9, no changes there. Leave the screen just like they are. They're working. By the screen D is no page 5. You can't really approval that. But now instead of saying well all of five or care 15 buffer, you got the one buffer. If it doesn't work from it for you, you got to back the company in script. If you came work the screen, then there's always the alternate buffers and other mechanisms for a variation that has to care of the play more and more of justice. So we still have those released billion, a little less choice, a little more in state. At the bottom of page nine, on the section I just mentioned the alternate buffers and screens, that section has been really sort of a light bear force. It requires that if you choose to go that alternate route which can mean anything from I've got a hundred foot of trees and I'm going to leave them instead of cutting and replating 15 feet of this. We can't say yes as a staff. We have to take that to the plating board, have to show up, have to test the file, have to show evidence. We're saying let's simplify that.
