I'm sorry. to preface what I'm about to save with I thought it was important that we come before you tonight to let you know about some of the exemplary work our deputies are doing but also in light of all the negative press that law enforcement has gotten not only in North Carolina but across our country in recent days so I just want to draw your attention to these three nephews before you tonight. And back in June of last month, they responded to a shooting on the North end of our county. And it had not been for the actions of these three men, primarily Corporal Jarvis Rogers, responding as quickly as they did and applying a tourniquet that he applied, the others assisting him, we were told by EMS Director that that gentleman would not have survived. And it had it not been for the training they received, both on duty and off duty and their personal time and their quick thinking and their actions of life would have been lost. So I wanted to come before you tonight to recognize what they have done but also to read a letter of commendation that will be placed in each one of them's personal file and then Chief Deputy's Humphries will present them with a pen that they will wear on their first class uniform representing a courage award. So, if you would grant me just a minute to read this, it is my pleasure to award this letter of commendation to Corporal Jarvis Rogers for Gomez arrived on the scene of a shooting of a victim who was sustained a serious gunshot wound. When Corporal Rogers arrived on the scene, he went to the victim who was bleeding profusely and applied a turn to get to his right arm. The sergeant and deputy Gomez then secured the scene and assisted Corporal Rogers until EMS arrived. According to the different county director of emergency services and the paramedics on the scene, if not for the actions of these deputies, the victim would not have survived. Corporal Rogers relied on his training, experience, and his fast acting to take the appropriate measures. and would not have survived. Corporal Rogers relied on his training, experience, and his fast acting to take the appropriate measures to preserve this life. Corporal Rogers actions on this day reflect the experience of service to this community and a great deal of credit to himself, and of keeping in the high standard expected this office. Congratulations. Thank you for your job. this office. Congratulations. I appreciate the opportunity to come before you all tonight to make you aware of this and the public aware of the actions of these young men. I know this board consists of form of law enforcement officers, and I know you can appreciate the risks that they put themselves in and day in and day out. And I just thought it was important to give them the climate that we're in today that we recognize this exemplary behavior and encourage and the environment that we're in. So I appreciate an opportunity and thank you. Well, I want to thank you for taking the time to do this and thank you gentlemen so much for for your service and I would like to ask our board to let stand and any of the public standing recognize the gentleman for the work that they did and are doodling. And, you know, just being here and listening to the presentation about our youth and to hear how the county is supporting and make those generous donations. I think that's pretty awesome. So thank you for all that you do, for your citizens. And what's important too is seeing those young boys and young girls, they're going to be our future workforce, you know, so important. And then just now to be our future workforce, so important. And then just now, to be able to witness that recognition just as the previous comments in a time when it seems like serving in the police, on a police force is not as popular. It was good to see some young men get recognized. And I know that meant a lot. And again, that points out to a qualified workforce in the need for us to continue to invest in workforce education, workforce training, and great employment opportunities. For the workforce development board, for those of you who don't know, we are a nonprofit organization in New Bern, North Carolina. We receive federal workforce innovation and opportunity at funding for the non-counties. in Newburn, North Carolina. We received Federal Workforce Innovation and Opportunity Act funding for the Non-Counties. We're a regional board and the funds that we received are directed toward assisting individuals, youth, adults, dislocated workers, and trying to become gainfully employed. If they're unemployed or under employed, the resources are really directed for sending people to school and helping everybody in this county, you know, really have that value for education. Our board's vision is to see an educational attainment level for this whole region that meets and exceeds employer demands. So they can be competitive and our work is all centered around NC Works Care Centers on helping to prepare and facilitate those opportunities for students, for adults to really have to be able to take advantage of the training and the resources available. And those facilitated partnerships include James Sprent Community College, Duke Blue County Schools, your economic development board, vocational rehabilitation, department and social services, and Eastern Carolina Human Services. And services here are delivered at the NC Works Center right across the street from James Sprint and then also training at James Sprint Community College. And tonight's request was for your consideration to reappoint our sorrows and James Booth to the board and just for background information the federal dollars that come into our state has to have all 100 counties participate in deciding whether you want those federal funds or not. And then that liability and responsibility also rest of the counties. They have to designate an administrative entity and consortium group to oversee these funds. And our board, as I mentioned in Newburn, is the only nonprofit, only standalone workforce board in the state that really oversees these resources like we do as an independent board. And we do that in partnership with you, our elected officials. For all of our board means, we engage and we send the information to Davis and we also send the information to Commissioner Thompson. And you know, anybody who would want to be on that mail list, we engage and encourage your participation to the extent that you're willing to help us address work force challenges. For Al Surles, I couldn't say anything brighter about this gentleman who's here tonight. He is serving as our chair. He provides exceptional leadership and really focuses on what the employers, the pulse of employers, what they're saying, what they're thinking. And he does that because he also serves on other boards. And so we're very fortunate as a board to have him as a board chair and as a leader. But he also represents North Carolina on the National Association of Workforce Boards. And carries this voice again from a rural perspective on workforce development. And our discussions and our board meetings and certainly governance and oversight of the programs we oversee, but it goes a lot deeper into looking at what are the workforce challenges facing Eastern North Carolina and how do we collaboratively work to address those challenges. For example, right now North Carolina is when you look at the big, we had another presentation to give you tonight, it was quite long, 10 minutes is not long enough, but for the number of individuals that have their high school diploma, their GED, post-secondary education, that is our pool of workers for the future. And we have a bill to see an increased educational attainment level by 400,000 in North Carolina, and then certainly for Eastern North Carolina. So the partnership that we have with James Sprunt is certainly right now to try to help get as many citizens that opportunity to go back to school to take advantage of the resources that we have and to help businesses be able to find the talent that they need. And with that, James Wolf, our Economic Development, our Regional Economic Development Representative has been an asset in helping to guide some of the conversation on our board on what's going on regionally and then also facilitate discussions with workforce partners on what we can do differently as far as training and preparing the workforce, how do we leverage resources to promote pre-apprenticeship and apprenticeship opportunities or direct on the job training with companies who may be interested in pre-apprentices apprenticeship. And so the work and the professionalism that we have from our volunteer board members that volunteer to serve on our board, you know, based on their everyday work is an asset to our community, and certainly to the workforce board. So tonight's request was for the Rio de Janeiro of Mr. Al Cerels as our Ducley County representative to the board for a two-year term along with James work for a one-year term. James is now we have Carrie and she's amazing and this year would give her an opportunity to really kind of shadow in many ways, James on the workforce board, and participate. And we're next year we'll be coming to you to ask for a carry to be appointed to the workforce board. But are there any questions or comments? Pleasure to board. So with the funds that we receive from that, we'll be able to provide a medical home for these diabetic patients, help supply them with their diabetic needs such as testing supplies and strips, and also help them obtain some of the medications they may not be able to afford for our patient assistance program. So with that first one, the requested action is an acceptance of the Vitate Health Community Benefits grants for $12,000 and an approval of the budget amendment for 2021 and 2022. Okay. If you notice the sheet I attached in there that shows the number of garnishments and patchments now we did this past year. This year and last year the garnishments were down a lot from the previous years. I guess it's just where a lot of people aren't working, just can't, just can't concentrate. When I started something called unclaimed cache attachments, that's where we're attaching a S-tutor caps from the state. That's something we just started some this year, we hope to get more into it.
