We have been informed by the golden leaf-quarter directors that they are going to award us $65,000 grant to be used to construct a farmer's market. This couple with $100,000 grant that we also, that Mr. Representative Rubekier was instrumental in securing force. This is a total of $165,000. It's going to go a long ways on the expense of constructing a farmer's market that we think is going to be a great benefit to our small farmers, our gardeners, for a real good place to display their wares. And we're so appreciative to the Hildenleaf Board of Directors and also for Mr. Rubaker for securing these funds for us. And we just wanted to give public recognition to them tonight for all the work that they've done to also make this reality. I think it's going to be a great addition by community and it's going to be something that we have to be proud of. So we're very pleased to let you know of that also. I can't say a lot of six on the agenda is a consideration of requests from the bar for City Fund in a Fisher Circle Waterland to be refunded with property owner assessment. Miss Bar, would you like to tell us about that place? The, as you know, the state has come with them a thousand things from the exons and out of the waterline. The rest of the residents, which is eight of us, have the chance to look on to that main, but we have to pay for ourselves. As it stands right now, there's only four of us that are willing to click the video or do the cost. The other four are wanting to come but they can't come right now. So we are going to have to pay 57 hundred dollars for four of us to get this line in and get it run from our house two man and we were just wondering if the city would kind of level the board for every resident where not all just four of us are having to make the biggest portion of that field. Where they would pay for the line of that centimeter and then charge us however much it costs her house to assist to cover that cost. I know that four of the residents are going to come but they can't come right now. So evidently, our agency eventually on there but it might be a year down the road. And that's what the last report says. So what Mayor, which he's asking is basically, you know, for an assessment policy where if Mrs. Barr's home ready to come today it's putting the grant she'll come pay one eighth of that dollar amount and then we'll collect it and put her meter and then she can hook up. Somebody else might not be able to come for six or eight months to do that. So it's the only way the line's going to get in we looked at you know grants or but there's just none of that available. There's no way for us to annex it. It can't get sewer to them and they're just called in that little section that another thousand feet we could have got the water line up that we couldn't. We looked at reducing it to a two inch line, reducing it to individual meters. You run into problem with the DOT street you got got to play, you know, and they're right away. You got to, they don't want all those individual service lines and I'll drop it off, you know, one meter. So the mechanics of this if the council chose to was in January, we have to come back, prepare an ordinance, get a cost estimate and then move forward. I just would add what to be careful. I used to determine assessment on the hearing of a call. Assessments are traditionally used with the end court requirements of the city. This is outside. The other reason I don't think I'm going to care about draw the distinction on that with assessments. It's that traditionally defined days where you are making the mandatory and are assessing in runs within with the land and you have to find pretty the time to make payment on it. It's a very good, good process. You're more likely way to avoid legal problems for the city over this, that the big look at some way of adding charges to the connection of the four of those customers. And I would say, well, we'd have to look exactly how to draft it because you cannot discriminate amongst customers. I know we've come with, if the council is interested in pursuing it, we'd have to look at how to find it as far as the street and that sort of thing. I just wanted to be cautious on the process because I had a conversation to it. It's where you use the blame, we didn't blame it, even the effects type of searches if you're trying to transfer a frog right and only causing a side to city to not be a vet. If the council so opted we could put the line in and then deal with the individual owners in the future if they desire to come on. That would be the most likely that the council's interested in pursuing this option, most like this scenario, making it work for them to amend the ordinance that it pertains to connection fees and try to draw in such a way that it applies to the tie to the connection of the line and those fees that refuse to be in the rest of the thing. That's the one way to be able to risk clearly clearly a matter of only being assessed because you and they try to get all the line. That's what concerned is recessive. You don't have an option. Right. Because there are big depends on when they go to the line. They have to throw them that way. And what Jeff said, Mayor, I think is what we're doing down the micro. Yeah. Can there be any time frame put on, that they have to hook on. That's what Jeff's saying about the assessment versus really amending the ordinance and having this as a policy that you've set out especially an amended rate for this unique situation at a unique point in time. The first one is just a just read the requested action. It is a two-amended article 500 of the adverb of the zoning oil that has been pretty clarity to hands administrational and traditional allowances. That will further enhance the visual attractiveness of the city of adverb. I'll still providing adverb with allowances for various types of advertisements. The packet that went out to you last week is much different than the one that we discussed and I presented last month. We did meet with a area of business representatives to try and hire now what is sufficient advertising and address any concerns that the business community might have. You can see on if you look at page one of the rezoning staff report under analysis, there isn't a message over if you just try to highlight what changes are in this version of the draft. I was briefly go through them for a still of the adding language on sign maintenance, construction and materials. That can be found on page 5 and page 7 of the movement. Reducing overall time allowances to reduce disproportionate digital impact of larger time, while still trying to start into new things in businesses. However, as you will note on page 14, industries on high scenarios are provided for dexed drive, and in-screen there are provided four Dixie grids, and the interesting part of the provided for pay is that they'll stream recognizing the existing conditions of those making thoroughfares in the existing sign conditions. And number three, improved city aesthetics and encouraging the line of the style signs by a lot of more epic housing areas for these types of signs. That is on page 10. it's actually a new category. A lot of places are doing the money in install signs. We feel that would be lost or encouraged to type the size. Instead of pulling high line signs, if people are changing to do that, by giving that greater sign area, it normally would be allowed. And I'll go through a brief presentation to try and keep everybody up to day today. For my mechanisms from the additional free standing signs for properties, with the 200 400 feet of road fronting, recognizing that with greater road frontings, you may have a knee for additional signs. A major concern of this meeting was shopping centers and I said we were going to lower sign areas to still maintain adequate arounces was shopping centers. And if that we were going to lower sign areas, to still maintain adequate arounses for shopping centers to have many units in there. So that every store has a ability to get a sign on it. That is a change that wasn't included last month but that we have provided to try to address that concern. But it is on page 10. It does permit interest there to promote and use commercial development to have five more units signed It is on page 10. It does permit information from multi-neutral development to have five more units signed with 240 to vary and still provide. Under six required conformance with this ordinance upon new contract and order changes using the implementation of this ordinance. The plan board had stressed artistic murals have an area of concern or not artistic murals, murals in general. So we did provide a definition and provide the minds of four artistic murals and I think we found on page 10. Anything that was being convened to be associated with the building, we would look at it as wall signs and regulate as commercial wall signs. We still permit and polls signs not-premise directionals originally. We're looking at taking those out of the ordinance. Though we felt that they're not too big of a problem in the year and Asheville and that we're going to allow real estate agents to use all premise signs and we'll recommend that the next line continues. Still looking at prohibiting roof signs but changing the definition of a roof sign to meet anything extending above the roof line highest portion of the roof line, but not just something attached to the roof. And that would provide some good pictures of these so we can have any discussion. The amendment is supported by the LVB goals and policies. I can see on page two the report. Now we're going to be in the next meeting. I can't wait to see what we want to provide from the supporters. Go over to the process, we've gone through, we had a receipt of this director that joined 246 counts in meeting. The first step we did was to look at other cities or businesses. How do they address the concerns that are generated by the planning board to the council? If you want to address the concerns that were raised by the business community, then many suggestions that they might have that could provide a good compromise. I know if by all the local signs I'm going to see here in Asheboro, actually those that are in the phone book, possible amendments and give them my phone over if they had any questions. I did receive one phone call and it's not going to be good pick up the amendment. We have held two public meetings now and discussed popl james. Actually we've held four public meetings and this is possible james, two planning board, two council. And now we're at the point where we're fine to meet you then. Again, identifying the then concerns that let you put those of already not over those. And everything that we have put in this ordinance is to address those identify concerns of the City Council on the planning board, as long as that's well as businesses. Again, it's probably to prove this is a little environment, one discourage little quality of mine's address non-conforming sexual relations, but still insurance fair advertising lines. And overall, enhancing the section of the zone more of this readability so that we can have the easier, more easily explainable to people. Language on sign materials and durability is found in section 518. This is an example that the plaintiff board had pointed out of a sign that has been just painted over and the new letters put up. Hopefully with Section 518 I call for professional construction of signs. We can discourage just more and advise people that they should have their sign professionally constructed if they're more into meeting compliance with the City's own ordinance. We can hopefully get those issues addressed. Again, still reducing overall signlights, not as drastically as we at first come to the council with or inform the council. In most cases, now we're looking at 20 feet in the V2 commercial lending district and a 100 square feet of adipotent. Along Dixie, as you can see with the handout, that played interest in the 30-kinging area. Along Dixie would be 150 square feet. Just examples of a sign that would become non-performing in one that would still be allowed to fall under the rules of the current cities and more in the asylum. Again, striking the sign language on the sign maintenance, there's a, again, time to buy the team and also in Section 514, hopefully notified the property owner or the tenant that the sign is not recovering the fines and it needs to be touched up. Overflips. the property department that needs to be touched up over place. A good example of low maintained wall size. Again, eliminating non-formity during change of uses. People with legal non-formity times would require no actions with their signs. The only time they would need to bring them into the park would be when a new, use moves into the ability. This on the along Fable Street would be come too large for if the sign works were to be adopted as is and would be limited to 100 square feet as well as an accessibility. I was mentioned to Monument Style Sign earlier. This is a good example of Monument Style Sign. This has continued to close base if the probably that one usually smaller and height. Try to just for comparison. Do you have any approximation of the square footage of the famous brands outlet sign? I would guess with the top portion and that Carolina furniture liquidators, probably around 200 square feet. So we're talking about half of that. Half of that, next one. In most cases. Again, as mentioned, the amendment on to fixing rights a lot of freighter sign areas. There's also under no time amendment as council had directed in some part to address the identified concerns with not enough free standing signs and trying to work something into the ordinance that would allow businesses to have an additional free standing sign. The way it's ordered is, currently, any businesses with greater than 200 feet of road frontage long gets dropped would be allowed a second free standing sign. Again, I would be a second free standing sign sign of 30 feet high and up 250 square feet as long as there was 100 feet of separation between the two signs. Again, I mentioned on the styles of two more good examples. People are already doing these right now. We just have a good definition in the ordinance. And I feel that these are probably more desirable than some of the higher postlines that you'll see. I've mentioned root signs. This would qualify as a root sign that would be prohibited by the organ. This particular sign, of course, would still be legal. Another retail, so it came in there to reface that existing sign. But if it was to turn into a gym, for instance, we would have asked them to take that root sign down in the five wall sign. Now in case where there was a clear get peak root, and the sign doesn't extend above the highest portion of the peak, assign a fifth of the root on top of the root. I talked about additional height in the area, on dixie and an additional height on a payable streak. Shot on the left is at the north payable Street. Channeling the lessons of North Fable Street, of course Channeling the lessons of Dixie, rather currently higher as far as you're finding there now. I'm going to never mention to maintain some parity out there. We look at increased plays in everything. Again, adding a clause to allow additional sign-aire from all to use commercial developments. Again, I'm going to payable free. This shop is entered because it has five award units in there. There's a post office up there as well. Could have a 200 square foot sign. If you have a half a shop is entered with four units, we feel that 100 square feet may still allow you to get all those businesses on there. These are sign burns. I went back and looked at the last 13 months of sign permits of the city issue to see what kind of effect this would have the current ordinance on what people are already intending to do. I found that 70% of those permits dating back to October 2, 2003 would still be permissible by this current ordinance. We do a, that was about 20 some pretty same signs that we've issued in that time period. We do a lot less issue, a lot of us for wall signs, 90% would still be allowed. And they haven't touched on wall signs too much, but the amendment would lower from a permissible area of 30% of your wall, which is current, would cut that in half to 15% just like we cut in half, 200 square feet to 100 square feet in most cases. I think this shows that we're trying to find where the middle ground is. Somebody did raise, well why even put this amendment in if all these sounds are still going to be permitted? But I think the answer to that is that you will know when a 30% of the wall is covered or a 200 split, but it's not enough. People aren't refusing to do it now, but that allowance is there for them. What we're trying to do is to take that out. I think most of you will remember this slide from my side is looking at how I throw compares to the other jurisdictions on the right there. We're well above advise and alliances for free standing signs and on the area on the left and the height on the right, less so on high. But in most cases, what this ordinance would do would bring us closer to what other communities are doing as far as sign alliances. In most cases, we'd be looking at 100 square for a fee. Again, except for properties along density, a assigned height of 20 feet, except for properties along density, they would be. So a fee, I think it would bring us a little bit closer to how other duties are addressing the advertising issues. I would just like to take what's a go over the plan of board recommendations on the cover sheet that Ronald think about. The plan of board did feel fairly strongly that the speed implementation of this order, that instead of changing the views, which we recommended, they are still looking at conformance upon change of occupancy. And that is one comment that they had to try and see implementation. Change of occupancy to occupancies or many more times the change of uses. That's one of the things that we were trying to take in finance a little bit. But they made an interesting point about limiting a number of ball signs. If you look on the table on table lesson, wall signs are just limited to a percentage. As long as you don't get to see 15% in the B2 zone in district, you can have 50 wall signs. So that issue is not really addressed as in some cases where we do set a number that you have. The plan for felt that by putting a number of odd on maximum number of odd and more time to end 15, you find that this would address an indiscriminate placing of excess signs all were doing the catch attention. I thought that was an interesting point. Last thing, under Note 9F, which is the actual out of the X-E driver's in Biden area, and additional free standing time. They have some reservations about the impact that that we have on Dixie Drive. They asked me at the plane board being Monday to give them figures on what this amendment could do to Dixie. I found that roughly 47% of properties both within the city limits and within the ETJ have enough frontage to possibly qualify for another pre-standing assignment. I think there's a problem. I think there's some more. 215 roughly properties along the residential commercial industrial, not all would qualify for another assignment because they're not all businesses. But a hundred of those 215 properties have at least 200 feet of road frontage out there. So, you know, they could have some effect on the advertising out there. I don't have any answer any questions. I talked to us about the fact that as that bit has changed, it's important sometimes to have more market share and to get two or three dealers, two or three, you can't have just one car dealership. And sometimes it's from two different companies, domestic and foreign, and they've told different companies and they will not, that the companies require a sign and they will not share a sign with one of their competitors. Even though that dealership will have, in essence, two different cars or companies. So they're kind of in a dilemma in that if you require one sign, they have to choose one of their companies to promote and can't promote the other one. And I do sense that that is an unfortunate dilemma. But I guess my perfect world will be able to address that real business need, but not let us overpopulate with science. And that's a problem, not a solution. But I wonder if you had discussion, was that considered those kind of specialized requirements by that particular industry, or is that even worth considering? So if you propose a addition, if you're building out either side, then what you gotta do is come out the side and come up to the street at the same time or go to the board of justice program. What is there? Did you compare as far as what were their regulations? Well, that was, you know, of course, mixing is US-64 and it's not specifically unique in that it's US-Hoverwood. The conditions on there are our specific to Ashbro. So what I did was try and look at what the maximum allowance of wherever that I could find it in any of those specific to Ashboro. So what I did was try and look at what the maximum allowance of wherever that I could find it in any of those ordinances, whether it be, it wouldn't have been included billboards in billboard regulations because those are separate. But what I tried to do was to pull out the maximum levels in all those towns for area and height. Of course, Ashboro, the maximum when I looked at it, it's still currently 212, which was a, what about the 100 square feet that I could consistently find as maximum allowable areas in those three communities, I think there were. So it's possible that the where you meet allowances just like a special allowance for Dixie drives area that was in those ordinance, but was not available to me in my sign order in section that I reviewed. I did not see anything in excess of 100 square foot and any of the sign orders that I looked at. So this would be doubling that, is that correct? Well, instead of, if we take forever to pull that back up, but currently we were at 200 square feet which was double what they allow. If we were specifically looking at Dixie's draw, that would put us 150 square feet, which would still be above what those communities allow. But I wouldn't speculate or testify that there is no mechanism that would may allow them to go higher than that, but I did not see any of the ordinances. But looking at putting two signs on. That was not an issue. Area of concern when I did that research. From my experience, traditionally, the way community regulate signs is one for street front. What if the special allowance like we have for an excess of so many hundred feet for another usually, customarily smaller sign to allow them to get some more information out there. That's not that's not unique to Dixie. That's not unique to this situation. No, I think a lot of communities do set a standard whereby you can apply for an additional sign. I've been speaking from experience, worked at the Dover County for a year, and we did have a mechanism, and I believe it was 400 feet similar to what I submitted in all areas to how you get additional additional talent. I'm not sure that that section right there is, I don't have the problem with anything else, so that then I have some concerns. If they go to the zoning and planning and we can go through there and make an adjustment if we need to make an adjustment, that would be fine. But I think here in the statistics of increasing, if you and 50 more signs out there on these graphs of possibility, not likely. You know, that's the concern. Our major component of demographics and inventory of our existing systems, the community needs assessment, the public's recommendations and the action plan. Here's some population numbers now. The consultants will fail out these visits together. These are the population projections. They're modern. They're very conservative. Projections are going to run out of gas. I want to leave a minute of value and want to talk and other organizations that need to be this important on this. The main thing is that the end of the planning period, in 2020, 20,000 people in Ashboro. The planning area, if you look at our map over here, is the dotted line around the edge right here, which is basically ETJ. This is a lot of planning areas, kind of the school district boundaries, that count where we draw a common for majority. And then the next is Randall County. So you can see as, and as a good thing is, you don't see as we go through this, there's going to be more demand than on a part of this in the Charlottesville Grove within the County. Now that's the Grove within Ask for Us. Okay? And in the past five years, there are numbers of impermanence right on the money. We did an inventory. We've had three fantastic years today, three years, recreation sites here and there. One box in Virginia Park, especially in the facility, the little area right next door. That's the main park. There's a play that goes to down and recreation and the all-round property down on South Church Street. Here's the improvements that we've made. Fresh apartment, new playground, new picnic shelters, and residence facility. We moved from our offices over there to a rented offices, but we used that old building for athletics. We have our gutters meeting, storage of athletics, equipment, football, stuff like that comes out there. We've stolen that stuff to swim to it and it's resting on it. That's not quite the thing, so it's really a good place. Rest with part. We've torn down our old shelter over there. It was in the needed repair and was not used very much and eventually we're going to turn that side over to the water department. We do have the playground that are now. We plan, our plan is for future to move over on the west street. That's what we call the dog plot area where we have utility storage and built by neighborhood far fairs. We potentially build a dog park. There is a fence there which allows people bring their dogs there. There are one of the people living in apartments in smaller homes and in place you can bring your dogs in on the solution plant. And I think that's a great use for that facility. It also serves as a particular trail for a greenway. For more part, we've done huge concrete sitting in baseball field. We've lived in basketball, goes out for the parking area and lived in there in the solar and he can't reach a lot of the core. We've lived in the parking of a National Plan of a recreation center at Deathside. to the Toeville and the Conquerate Law on the Court, we've linked it to the Buckingham National Plan for Red Regents Center at that site. East Side Park, we've started getting big new shelter and a resident facility which is really really needed over there and we've been pretty much security-guided. You know, that's for the part we've built the grave and had a sidewalk to the ball field. Along with that sidewalk we completed a quarter mile walking trail, which is part of the mayor's grade of trees. The trail is done and you play equipment up there. We need grease surface and we do the tennis courts there. They're roughly 27 years old, 28 years old, and it's just time to replace those. A Koana park, we reworked the lighting. With all the lighting, that Moefield built 1970, the light stands, the light picture for filling is to shake, to run in the problem with the wiring. The problem with the light to go out is all internal wiring to replace all of that and pre-work everything on the light so that you're being good and safe now. And we also use Community Search Work to help fill out the vegetation, clear out some areas, which I have to find some valve walls fill out the vegetation clear out some areas We can have some time to find some fireballs now At the city south wall field or city fields 26 when stolen you like We repay the injury road Going down into the ballpark and the present parking areas and We are presently working on bleachers for that area. We got, didn't get believe in how much we got out of our golf cart, we kept them like eight years or something like that and we've just recently replaced them and we got a great deal of them trading them to you and gas cars and that happened last year. We updated our approach up area, we've written all the things out of it, we got to get you forward behind it walls and we've also updated our operation down there on how many handles of concessions operations and stuff down there. We've also looked at potential sites for facility expansion such as a new pro shop. We're still looking at that and there's one way to go. There is one direction to go there and towards the JC building. And there have been talk with the JCs that some of them might want to settle. So that's the dialogue there. But they know we're quickly interested in it if they are being on sale with the interested talk with it. Like, look, I'm just quickly going through this. I think we've been like, look, it's today. If anybody knows what we've done out there, but it is a workplace and we're very proud of it. I thought the electric officials made them very well out there and they're very impressed with it. And we continue to get good reviews like lilies. A little lake area, we did a match plan, which a lot of y'all were involved in, and it also was talked about being a district park in the county recreation plan. Community input. In a grant situation you have to, we give live a grant, you need to input from the community. In this math plan update, we use the public meetings we got for little bikes master planning and we also use the meeting that was held at RCC for the county master plan as our research. We felt like that we would hear the same thing over again if we held another meeting in the past year. The same way to be hearing is people want the most and it was only used to not. The government is there. They're proposing to not. The government said, they're proposing it for anybody. The government, the plan are for the government to say it, everybody want places to walk and hike, walk and trail. So that's how it's always number one. It was here, how it's like. They want access to open spaces in natural areas, support facilities, picnic areas. We're in desperate need for soccer facilities, and we need a recreation center for our those are the needs that we got out of the public meeting As far as recommendations and proposal recommendations This is I didn't write this y'all know this gun That we are dedicated to qualify staff and We're gonna have to as for growth. We're gonna have to grow with it and the rest of the facility that we are, we have a dedicated qualified staff and we're gonna have to, as a ask for a grudge, we're gonna have to grudge with it to keep up. The service we have now, is a four-gone conclusion city population with the new grudge. And we already see it in the Northwest area and in the south, if we're much the registered, resident from grudge is going and this is gonna put a burn on our process. South in the South, if we're not to register, register in the resident, from the brothers and sisters, and I wish I don't put a burden on my part. South and district drive is already a burden on my part, just because we have no part of South and district drive. Randolph County residents often use facilities and just pay their programs off by the city. Without the support of the county, 200 recreation systems and the schools, and we can't imagine the plan. We're gonna see a lot more pressure on our programs. You need facilities such as the late properties, the tools, golf courts, are gonna be affected the most by these facilities. We control our youth support programs, by whom we allow them to participate in our programs. But who comes in and uses our golf course or our twin of those? It's like it's opening, I open that date, admission to the same thing as the city resident effect. By the year 2020, and I'm this, this one again, 180,000 people living in Randall County, and what's going great, a big need for us here at Leisey areas in the surrounding areas to start growing and we're going to have to work with the county to make the recreation programs and the sales work here in town. Roads and providers and I'm not going to spend a whole lot of time on this, the ash borer has a role, we provide facilities, natural-lit bars, ball fields, swimming pools, that kind of thing. That's a specialty facility. We program those. We got to realize that this match plan is based on the 29, 0, 9, 9 population at the end of this plan. So that's what we're talking about. We should ask the county for financial assistance to help us build these forests. And we should work on that as quickly as possible. Especially with a little like the project. Because I even like to move forward with their recreation plan, we're in a position where we can move forward with that. And that would serve a lot of people right there and it would be a tremendous project for all those. For trying to out-can't issue the needs of their citizens, and assist in the via-recreation program, and facilities. The canisters have been a large-based district park, especially these facilities, but never asked the canisters to get involved in anything other than the large parts. And the ones they talk about are, you know, ran one like, the late part, failed, current failed, the restoration, the reservoir, and the ram sewer. And we need to work on those areas to build a district park. Okay? They need to develop a park commission. And I was going to need to build a parkour ship. And the one thing that needs to be talked about, I'll need time to mention that we need to build parkour ships. This one is up and down. We need to work on a joint use agreement with our steel system. We have a great relationship with our stool system now, but we don't know what might happen down in reds. We need to work on that. We'll probably work on relationship more with the county's stool down so. We need to work on relationships with other municipalities. A great example with the aspirin environment, where we have a lot of these subdivisions going in right together. For example, the good thing is that the jurisdiction police didn't possibly work with ramming. Down the road, some were trying to develop the park in that area. We need to work with our school system. They have valuable facilities for us. But we should work together to identify our needs when they start their long term planning. Private sector is a very important thing to deal with. Charging city clubs, just tonight we're seeing what the city clubs can do for us. And we're going to say to my boys and girls, living in the YMCA. We also need to target private industries to help us build recreation facilities. And the federal predicts this to see end-counting by the dedication of reservation of each parkland of possibility of having a provide payment through lieu of dedication when the property doesn't meet our criteria for development, for park development. State and federal development basically grants providing larger parks, state parks, federal parks, your national parks, more and more of my own stuff like that. Also the state has a great grant program and also their federal grants out there that we can have in there. Okay, we're looking at district park. We're talking about building like little lights. There's a community-wide district park facility. Community parks. We got more park. We need to, we hear some improvements we need to invite there. Tennis lighting, ball fill light. 1986 was last time we improved the lighting over there. We need to add some seats and places at the tennis center. This is where we built in 1947. The center of the light we're going to have to address that in the evening. If I was up at the tennis side for the skate, we're part. We also want to rent back to tennis court. 1989 was the last time this court was torn up and asked all of us to sit down. Again, we're having some problems over there with structural problems now. Now, with that for a part, more play areas. Treat planning and landscaping to make it live better. Adding a couple more picnic shelters to help out. Swing is bulletin' prudence. Swing or later, we're nice to look at that move, the way you look at memorial move, because of this, I just 25 years, you know, plus year, so. We need to always provide walkways to green ladies or other communities. And we have a lot of apartments and housing area that right around us, that's for a park. They're in there. And we also need to rent a way to our tennis courts up there, as we say, the pool. All right, and our and I need part, it goes for the deep part, staff in this big circle right here, south of Dixie Drive. You have no task force serving this area, no more parts service area, and the south act for a mean part service area. Should be down zoo parkly in that area, because it's just natural to live here down in that way. It also should be 80 plus 80 to to provide for buffering around it. And it should have sports just feels like a soccer complex that could be incorporated into that facility to help with alleviating some of our other needs such as meeting a math lab. They were in parts, or the smaller part there system like the Prairie Park. We need to expand our playground, put in more picnic shelters. We have a field down there that is used largely for soccer. But it's not made for that. And the grass is more out there. So we probably need to improve that area. We probably need to install some Altrate Parking, and then the new Westwood Park, which is down off the West Street, would be a trail here for the Greenway, have some little lakes about picking up facilities at Altar and open play areas. I also need to include the Nightwood sidewalk, let's remember the park, where we should have got sidewalks and connections for picking an easily access to the park. And that's just what I say. And the next one is east side part, tree planning, things to play for areas. And we need to talk to, besides having a suspension-capable system that can be used by our employees or any activities designed by the nature of it. That is a true nature native in parts. The citizens in that area really use that part a lot. And we need to look at adjacent properties, the Natcans available, so we can probably possibly guide them. We are, one got a landlocked on three sides there, in another area to come available, which shouldn't put these others to Hammer Park, over here on the Grayscomb area area. Some people will have to replace the playground equipment and work on the turf areas over there. And that is about a small picnic shelter. Again, that is a park that is used mainly by walking to the public public, improving the pedestrian uses excess of the park would be needed. You look like you don't say something. That's the park that I've been replacing equipment is definitely at, you know. I've been replaced at some end of past 15 years. Yeah. It's kind of over. Downside. All right. We thought before the neighborhood parking our system. And I'll go through these real quickly. If your neighborhood parks are my end one, we'll be through these real quickly. If your left and left of the park are, my end one would be up in this area. And two is up on the east side. I kind of knew the model in three is down in this area, which would be southeast dash per near the zoo parkway area. And then over here in four or possibly in five, or in the Lambert Drive area, kind of out towards K&D, and Allen Met area. Okay? And those are those areas they suggest that we put the parks in. Is this thing especially useful to us? Our city golf course, we need to provide some parking lot improvement. We need to continue to replace our golf course and train them in. We need to make a little house improvements as needed. We need to acquire additional land down there. Lake Lucas recommendations, as that place gets used more, we need to improve our fishing from the shoreline areas and maybe another picnic shelter in our master plan. Make resistance improvements connected to the front of the green light that heads back towards the lakes. Lake Grace, probably at some point in to improve the the fishing from the shoreline areas out there, add a picnic shelter to improve the overall park aspect of that area out there. but improved the overall part aspect of that area out there. Possibility of looking at that lakeward residence, that lake that house was built in 1986. We're really not doing anything to it. And it has limitations to design while, that we possibly make them looking to, that would help improve that over there. We also have all the public space and stuff down there and just need to screen that away and possibly kind of block some of that stuff off. So there's not inviting people to go down. The trust will have to run people off from the public space and areas down there. Possibly the ability of adding another program was in an original match plan. And probably provide some better road signage out in that area. We didn't have some parking issues out there and it didn't prove on that. And we could open some of that play areas up into the playground and some play fields. Well, I also have an extension with the old bridge out there that goes below the dam to build a trail from there, possibly up to the URR. Guilds School is a green light out there. It might be a good city canning project for these out there. City fields, we probably have some more in line to prepare our restaurants, that facility to build in the late 70s. Some shade areas, some shade areas, some nice landscaping. Which to build a trail between there and one apart. So when people are playing, we have a term and stuff that would be some connectivity between the two facilities. Kwanak Park, we need to improve our reference facilities, cost-billies, that's the picnic shelter. We didn't have some erosion areas over there and some landscaping needs that our guys work on, but if one of those things could just chip back and work on it as again. We need to have a play area and then, the impact can back to the city field. The career part, we need our biggest recommendation is to find and get a long term place to drink on the blinds. We need to improve the parking area, possibly landscaping and pay them. Improve the disabled access for the site, replace the bleachers which we are building now, at a picnic shelter which we'd like to do in the future. If you feel there's a city school property, which we use heavily in our programs, our girls' off-off program, we probably need to try to get a formal, joint use agreement with the school system and possibly even require about purchasing that property its school system that everyone is selling. We also need to require about parking improvements that can also help us out with our golf force because our own flow from the golf floor goes into that parking area. Little late, we need to implement that math plan. I think we've got a great plan for that out there. We need to approach the county commissioner for just a few months in that plan. And we need to look at revenue generation facility such as boat rentals, a marine area, picnic shelter, many facilities and food facilities. It should have a big impact on if we do that facility out there. We've got a lot of room for building something, but we can't get a lot of revenue back from. We need to make sure that old landfill area is used and protected and taken care of by providing an open field of employee area out there, which has been done in several areas and is a great way to manage old landfills. Our special use community park is a, could be the city-wide park it looks like property is one of our recommendations. Also developing a 25,000 square foot recreation center that would be in the center part of Ashboro and downtown area and it will serve as a senior activity day camp special events all with you know what should have events going on all at one time. A multi-purpose athletic facility is needed here in Ashboro. Competitive play that we can attract tournaments, bring people into town. It should attract users that work it on the economic impact of the community. Max Amman, excuse me, of 18 fields, would be needed to accommodate this, the tournament play. Our swimming pools, like I said before, we're gonna leave repairs there and some forward pools of tomato time. Foster sitting back here, he does a good job of keeping that pool up and running and we just keep our fingers crossed. Well, they're in the pool sitting. We have no currently, we have no greenways here in Ashboro and we're in the desert from these different buildings with greenways. This map of the plane is a five to seven mile to paid Greenway, it should be built during the plane in P. That's not next year, that's turned out in 2007, 2000. We should consider to acquire property next to existing parts, develop Greenway quarters Corp. that linked together to facilities. There's tremendous amounts of DOT money out there, but it has to link to something. It won't let us build a trail around the park that it wants to link to parks or two facilities together. Back about 34 years ago, to have needed the chamber I wasont, we developed a bike map for Randolph County, which you see the little signs of bicycle by the seven or three, and we have the map to the best. You can go anywhere around our county, but to do it, you can plan and put the bike map into place, and it should save rooms to get saved from plain trees to archery or crick's side park. So you could follow the road maps and everything. So it was really, it was a lot of work in it and we finally got it proposed and got the maps done. It's been completed about two years ago again. We do a lot now with biking now. We organize rides. What do we have for 140? I don't know. Yeah, we have a 150 riders. And about 125 of those did try to do 100 miles. So what we recommend in your physical facility, 46 new bicycle fields in the planted area. Eight stands of field. Two more volleyball courts. Seven picking up shelter. Fourteen playgrounds. I see the replacing or new playground here in the planted area. Renovating our system for the show. And one large recreation center. Now very much space. How we gonna play for it? Well, General Fund, we take care of a lot of times. And we've done a lot of, and a lot of them, it's all been done, General Fund. We've got General Obligation Bond, we've got user phase, you need cards, we've got partnerships, grants, and gifts. That might be the big point of all of them. Alright, we're closing. I've been passing five years with the Congress. The Congress. Total implementation of Lake Living. We've made improvements in nine of our parts. Completing a master plan for the Lake Park in Berseria, recreation center. We've required a milk-line national art building on the head of Memorial Park. In the past, we've adopted plans. I've got old plans that were done in the 60s and 70s over in all the time. We know I just put them on a shelf. We've never really gone by. And I'm pleased to be proud of the May, for the the past five years and we've had some tough things in all the times. It's been some tough decisions have to be made. But you know, we I feel like we've done bring you down and manage our money and improving things. Our playgrounds are safe and our parks are, are, are it's a good state to live everybody in. A lot of that's got to do with where I think we need our money to best weekend right now. So we just want to keep kippin' at it, and I hope our growth continues over the next five years or, and it's going to continue. We'll grow it. That's my presentation about our master plan. Now, a master plan is just a document that we can close and we use it a guy to go back. But one of the things we have to do for a grant is have an approved master plan. So at this point I'd like to entertain them. You know, think about approving it. I mean, I get the available points for the grant that we're doing. This is up to prove this update, Dr. Jim. And this year's budget was $9,000,000 to build a better new part. We were looking at a side split. And we've looked over our choices and the overall resides and the memorial parts. It seemed like a good way to do it. Now, I'll remind you, our record is playing for a minute, and I'm not going to let, at the facility in part of the guy Jim Rees that developed the Gateville Park. We got a gospel read, and we told him to come up with a concept for our own rock park silly. In the end, we're in outdoor possibility. Now, park, and I might be jumping ahead on myself a little bit here, but we would like to apply for a grant to build a skateboard park. We had $9,000,000, but we would like to make that $100,000 bit for the City of Asheville and then make it $200, $20,000 for the state. One thing we have to do for the grant process is discuss the concept and have had a meeting and a other meeting. And we're also going to have a meeting, a public meeting that allow a public to come in. Then when we have public hearing, it looks like a public public meeting for a viewpoint. And what the reason is, as the incident will come up, that I've been doing this, is that these college work schedule for, and this would be it on the church street area right here, or you see this is church street right here, It's in three phases. The indoor part would have the inside, would be what they got on half-pipe, which is half-pipe. We're like, let's get it up and down on that. And then the outs, the phase two area, is just a street skirt. It's exactly what the city kids want to use down the fence. Stairs, railings, the planners, Pages, stamps. Anything you've got to do now, take a fly. Okay? Now this plan and everyone you have in your packet has slugs, ramps, transitionaries. This area down here would be the phrase that we would not do. This is actually a, like a empty swimming boat, a boat. That would be another phase down the road somewhere. We fail to build it. Use this area of the building for bathrooms and a party room where we could bring that out for birthday party in a band such as that. And I personally think it's a pretty good plan. Our parking would be on the backside here on the south, on to be on the east side of the building, and you would come in from the backside right here with a new entrance. I think it's practical. I think what I would suggest tonight is that we go. So to see it, I move forward with the application of the grant with the understanding that if we don't, if the grant not approved, then we back up and we can move recruit. Recently, I sent Captain Buchanan to bring for us and he attended our grant seminar the last of the entire day. And through that, we were made aware that there is money out there that we could possibly pursue, that would help us in the event of self-equipment, especially in the one area that we're finding that we're really overwhelmed and being able to open the year of reports. We're doing just under 60% of our actions, all the three officers on the supervise, that make up the traffic unit. And we feel very confident that if we pursue through the other highway safety program, there will be potential that we would be awarded. And they have even instructed us that if we can get the statistical data together, they file a ten-hand,, we have a very good likelihood of them awarding us money to fund a police officer to fill a traffic unit, a police car, radar equipment, everything that goes along with it. Now the case is going to be this, it's my understanding that it would be a 75-25 deal for one year, and then after that we would have to assume the personnel position. But it would be, they would cover 75% of that in national court equipment, the big happen there and everything would be fine. And like I said, it is not a done deal, but we need to come before the council to make sure that we have the council's approval before we had to pursue these grants and to see what we've got and then at that point we would have to come back and talk with your brother on it. But we just need to go ahead right now and pursue what available money is maybe out there that may assist us and be able to portray a lot of costs that normally that you'd have to improve for. So as kind of we're at and we're looking at least those two places there may be some homeland money that may be freed up or whatever. But those are the two likely places we go to. Our safety is the ones that have gave us the most optimism. They basically tell us we would qualify for Colossal with the amount of accidents and with the location we've got with a lot of work and with the growth that's coming through this area and stuff and with the interstakings running through our area I think it would probably help us so we just have to put that together but I just need to see the manager and the City Council be giving me your hand to go with this.
