So we're good. Okay. Yes. Thank you. Welcome and call the orders. Discussion and adoption of agenda can I get a motion? We adopt agenda. Okay. Senate. Thank you. Discussion. All in favor of our surveys hands. Next is the adoption of genus. Can I get a motion please? Thank you. Thank you. Thank you. Question? All in favor, show raise hands. Other any public comments? No public comments. Thank you. Thanks. Do we have any more to move? So just going to the next board? Yes. Thank you, Chairman. To begin off, just now, we're important we'd like to focus your attention on the back here. We have some more employees that we want you to introduce themselves. Now some of them work for Tiffany's youth, so Tiffany want to go ahead and introduce and then they can kind of sort of introduce themselves and then we'll go to candy. Okay, so we have Ms. Karen Lovelace. Karen is an assessment and investigation and if you want to tell a little bit about yourself. I got three kids and four grand sons. I care about my kids much anymore of grand sons. And that's what makes me tick and that's small. But yeah, go back your background though. Oh, I worked at Rolford County Detention Center. About three and a half years and left and went, got enough of it went to school system for a little bit. Then I went back, left this Corp. Okay, back was a Corp. After a year and a half. Stayed two and a half more years left as a sergeant. It's just, yeah, it was a lot. But I'm happy to be here. I'm really enjoying it enjoy everybody's super nice. So you're probably helpful. I'm sorry. So what you did, the detention center does that relate to what you're going to be doing? Probably a little bit. Probably dealing with a lot of the same people in a way. So yeah. So it gives you a little leg up on some of it, I guess. When you say investigation here. So yeah, so it gets a little lag up on some of it, I guess. When you say investigation here, yeah, investigating is so investigators and assessors are the ones who want to report is call in with somebody causing a report with concern of a patient that led our agency of a child. The investigators are the front lines. They're the ones who get the report. They go out assess the situation, meet with the family, come up with plans and decide if the family is a little bit more services or if it's okay for us to feel a little kid is safe and we can move on. Thank you. Then we have Miss Nikki. Miss Nikki is in our adoptions unit. She is doing extended foster care. So she's working with our youth and extended foster care. Yes. A little bit about myself. I graduated last year with self state university with my BSW. I worked at Cross Nore as a cottage parent, like House parent. And then I worked at Blue Ridge Community Action, a cottage parent, like House Parent. And then I worked at Blue Ridge Community Action as a cake for the major and out here. I'm really happy. I like it. It can be. And to Tana, you want to stand up and introduce yourself. And she and Chai City, or two of our two party workers, that we just provided. So, I'm Tana Hanzi, and I I started through PSU just working as receptionist and food nutrition services in all mankind calls over there. I'll get along with all of them. I'll get along with everybody. And then I started and just gots-worker, except that position. But most of my education is in healthcare, side at medical, side at business, side at medical, that high-end recap sales, things like that. Thank you. Hello, I'm Melissa. I come from healthcare, my background is step-c Thank you. I'm Cassidy Arman. I was a temp I came from Promenade Stapha. And I was doing return mail in Emily and Jordan's Medicaid. And I was just promoted to the Incommunates Case Worker. A little bit about me. I was in child care for about 17 years. So this is something different for me. But I was doing, I started teaching, and then I went with teaching to administration that's kind of what my degree falls in as well. So this is a change for me so far, so good. I'm going to go in there. Okay, let me change. Shane Berk, the Southern adult Medicaid, pretty varied background background I guess. Mostly I got a business degree when it is a little bit of admin work over in Henderson County. Then I was coordinating for a crating company so it's pretty different but I'm excited to be here. Thank you. All right. Well, here's the moment. I'm going to give you a chance to go back to your position. I'm sorry. I'm saying that's the only way. OK. I wrote it. Thank you. Nothing to get city again, but thank you very much. And if everyone will go ahead and turn your attention to the first year of reform, it's dated 10th of 10th in 23. And if you'll just review those pages and let's hope you more than usual. It's almost like that. It looks like it's all of it's coming down. If you look, Caitlin normally puts the current balance and the power balance on there. And you can see kind of sort of what the difference was last month. It looks like an increase of 25%. Yeah. This one a lot of us just put that with the Medicaid. I guess the training. Actually, it's just the inputs of work. Oh, my God. We got 1415 new workers under three months. They have a budget for the increase workload. So after they get into a certain amount, you know, we encourage them to take it down, but we, you know, we have to do the work. So, so we want to support them, but but we, you know, we have to do the work. Oh, yeah. So, we want to support them, but we also keep an eye on it. Oh, yeah. Thank you, Dave. You're welcome. All right. There's nothing else. We will move on to the budget. Just plan first. Okay. If you have your financial report. This is for the four months ended up with 31st, 2023. On page two, you will see your contributions in general fund for your administrative expenses is at 18.51% which is a 4.82% under budget. Then on page three, I'm assuming of page four. I'll page four this time. You'll see your contribution from General Fund for your progress side is 43.42%, which is 10.09% over budget. On the very last page, you'll see we're at 29.81%, which is 3.52% under, so we're under budget for total at 29.81%, we should be about 33%. So we're under, so that's a good thing. Yeah, the only line that's over in our administrative expenses on page five that wasn't over in the past few months is our tires for our vehicles. We had to purchase a set of tires out of that lawn. So it's just one, we're a little bit over budget for the year of the process. So there are numbers off. We will get reimbursement for that and then that's back in. And then on page, let's see what we have here. Medical Bell, H6, the Medicaid Transportation software. We just had a little increase in that software cost and you'll see we're like 1% over budget for that line. We're at 34% we should be at 33. So other than that on the administrative side, everything is the same with glass. Then going into your programs, there was nothing new this month that wasn't over last month. State foster care is still a little high. And if you look at 4E foster care, we're right at almost right on budget for that. So it was kind of more in state than we budgeted for 4E. So it just kind of flipped lots based on the eligibility of the child. So. And then I wanted to address on page 8, Mr. Ramonis, a question about the water and the systems. I don't know why didn't think about this last night to show you that we did have already seen that revenue. So we'll look at the revenue side on page, I'll just have that written down. And then to our program page three. Go back to page three. You'll see down there the bottom of page We're going to be able to get the first place. Page three. Go back to page three. You'll see. I'm near the bottom of the page. The little income household water program. You'll see we received 41,000. That negative amount. That's your gravity. So where we had already spent 42,000 and showing in the line. We didn't receive the40,000,000 for 69. So we've almost got all that back. So we should get back to that fact. Because you know, you had a question on whether we would get that done. But I was wondering if like someone was running a facility other than me. No, we did. Yeah, and I don't know what you been thinking, last night, to show you, yes, we had already gotten that money back. So that show and the revenue side of it. So, did anybody else see anything that looked out of the ordinary? Have any questions for me? The Medicaid expansion is taking any different terms that it did. Just to keep it still on. Definitely, we put more of that. Yeah, it'll be effective. Big summer verse can do. Yeah. I don't think picked up the first candy. Yeah, I don't think you can ask about physical. No, no, no. Are you talking about the physical side of the puzzle? No, it's the child. Yeah, it's a thing especially saying they did say that on the call this morning that there was supposed to be another funded authorization to come out where the funds would pick up. We'd start paying that getting that claim at December. There are going to be new codes coming out for the claim on day sheets. So that would start the December group may coding that we would get reimbursed January through June. So that's supposed to be starting in December so that we'll get. So just like with anything the one person that you can spend it on this, and I'm the first to as you can spend it on this, and the first test you can spin it on this. Yeah. And I have the core today. Yeah. You still have to project your LPL. My people say one thing, first as another. But the only glitch that we have run into is they said we could claim furniture for 100%. The computers, yes, we still claim. We tried to claim the furniture. They said, no, we'll get some reimbursement back, but not 100%. So that's the only glitch that we've had, which thankfully our furniture wasn't. We went low on our desk and that top thing. So the first thing said, we could do with the claimals, all Medicaid workers. And then said just the expansion workers we hire, now it's back to all the way. After I revert the entry, I'm sorry to let you get it. I'll know, man. After I reverse the entry, I'll be back. I'll be back. Hurry up, stop. Hurry up, stop. Change it, and stop. Yeah, I mean, you realize how much more work they put on you to change and all this stuff. And, you know, one person to, my liaison tells me one thing, when her friend or people tell her something else. And then what's happening is that the directors are at the table, but when this is not going to work, we need more. And then they're forced to kind of make a change. So then they'll go back and say, OK, well, the directors are saying this is happening. So if anybody's throwing a smoke, all right. I would get some money. You know, we're getting so many, so. The smoke is weekend. Just a day in a lot of theater. Yes. I have. Thank you. Nice service report. Good. Thank you. You'll look at your report of services. It's dated 1223. Why are you looking at it? I do want to point your attention to just a couple of things. One, you know, each time you're hearing Tiffany say, hey, we're just the adult services numbers are growing. There was a time where people would lead children services and go to adult services, but it's growing. So if you see that number from 20 from September to October, you see that the reports are just coming on it. They just continue to come in and also just wanted to you to look at the difference from October 2022 to October 2023 for the children in foster care, one, one seven deep one. So our numbers are higher than a lot of our counterparts as our size. I want you to pay attention to that. And of course, Tiffany is gonna talk a little bit more about it under the social worker. Okay. social worker. Looks like you still need more foster homes. Right? I'm telling you. Yes. Yes. We have some things happening today at home. Oh, I can't believe it. I'm going to go to the other side. Any more parents to step up their responsibilities? Yeah. So sure. Yeah. Chris. And I, I, I, I, I, I, I, I foster parents. Or homes are down. Last year we had 34th issue, we had 23. That's right. So here we've got some things in place that will work. Come on, let's hit it. Let's go ahead. Okay. Thank you. Thank you. Program update is misst updates. It's shipping. Yes. So, um, as I always say, we truck along. Work and work. People continue to show up and work and we appreciate that. Um, I know Joseph, you talk about the shirts when you can, when you think and come in, we've done blue today. Um, you know, to stand out in front of where the DS, how DSS house will be. So we were so excited about that. So everybody, we're in blue shirts today. And so excited about that piece of it. Of course, I can say we always need more foster parents. We always need this, this is always an 80s. So we're starting an awesome program F-POP here to where you know we will be able to reach one everybody brings somebody to the table you know so they'll be able to to talk about how in portability is that we need that foster parents we really do because I can see the numbers are going up and we're even higher than like Henderson County and Mecklenburg. Like our numbers are more than those counties, yes. So we also are working on unlicensed kinships who will be receiving payments that will start on December 1. The payment will start right. In fact, in November 16th, they will get paid to a price. Super excited about that is families who will take in foster kids that don't get payment that they didn't do they can go through the licensing process so they will be able to get paid right now. That's really great. Absolutely because they take our kids in with no one said you know nothing. I mean, they decided to work first and medicated things like that but you know it's super exciting about that. I was on a call today for rethinking guardianship for APS so they have the bill and I am that's coming down in regards to, you know, Incident Bill, 615 was signed on September the 28th and basically it is just no one that adults can be adults. They can make vacations, you know, they can do those things and we just have to be, you know, just make sure that if we move towards taking guardianship with somebody that we truly have, reason enough, reason to take guardianship and to, again, like adults can make that decision. Yeah, so that was a good call, but other than that, we're still here. All right, good. Thank you, Ms. Dodd. I'll believe next is the economic services. Ms. Candy Bridges. I believe you guys received a Medicaid expansion might have been some of you had time to read that, but that just gives a overview of what we've been in place in October. Just a lot of these things. The system was turned on, meaning the NCFAS system was programmed to start evaluating for Medicaid expansion as of the end of October. So any program, any Medicaid program that we term an eligibility for, if the client is not eligible, it automatically assess the end for Medicaid expansion, but it won't show the system until December. But it also, they were all of our family planning individuals, and family planning is just a minimal, essential, it's a minimal coverage for sterilization, birth control, and things like that that we've been putting individual, honestly, it was a program to put individuals on for years in anticipation of a Medicaid expansion. And the state, it is a favor. They assessed all of those individuals and we had approximately 1900 that rolled over from that program, which is a temporary Medicaid program. There's only certain things that look over to the floor. Medicaid expansion program effect in these summers. So we've already had 1900 reassists. Which was right in line with what we anticipated from the data that we received from the state. So that was on November the 4th. So it is in the system. We are attending all our webinars, any training that the state has given us. We've done a lot of education. Myself, the program manager, she's going around to each department within the agencies try to educate on Medicaid expansion as far, and also we're doing some outreach in the community. Another thing that has really happened is, yeah, I think I've told you guys that the lawsuit for Medicaid has put a lot of extra work on us, but the SAG is really working on trying to use more automation to determine eligibility for the Medicaid program, especially for our children because they want children to remain on Medicaid obviously, but they're also the least vulnerable, the most vulnerable for the least amount that I guess the higher risk area that you get to, excuse me, low risk area that you can take as far as automation because the income limits are so high. And so they are working to put more strength through processes in place where there's no human intervention from our part. So that is helping us. I mean, sometimes there are going five, six hundred cases a month for strength through processing. And so that's helping us get through this difficult time as well. And they're also moving, they've only done that and our Naja Pardom, which is our family children, and they're moving over to help our adult Medicaid side as well, because it's more difficult in that area because we can't resources. And so they're taking a risk, if they're at 100% powering on a lot of our product living cases, those are low income cases, they're taking a risk and evaluating those and doing strictly process on those for another year. And if there's a error, then the state will assume that error. So they are doing taking efforts they have the counties. Food nutrition, we did have to, we're struggling in that area as well. I did want to let you know that I did have to let the state know our turnover rate, and our food nutrition turnover rate for the last six months is 50%. So we're really struggling in that area as well. And we're not making cutoff at just five. They are working really hard down there, but they do present us a lot of people to train. So they were really hard. And in the energy program is up and running as of 11-1. Business is good there, but we're not really good this year compared to last year. I thought we have a better plan in place. We've got some great teams working in that department. So that is a bit run and smooth. We, I did hear today on a call, we are getting a 55 million less and our energy funds than last year. Unless they come up with some more money. That's what I heard today is that what you know is heard. So it might not go as far this year as it did last. That was really big. Co-ed. Yes, it was. So good. So fine. So I guess that's fun. So it was all a straight up. So we did printing. Yes. That's fun. Is that under the set of funds or what? It was under votes. I think I'm under votes. OK. OK, Okay. Okay. Okay. Okay. I think that's not much of any question. Okay. Thank you, Canada. Next down, down, the foot of the nutrition turnover rate. Is that just related to the work you said? Yeah. I mean, it's been babysitting. It's been, uh, has been got a job relocated. So I wouldn't say just the word. It's been a lot of outside things at life, you know, it's not necessarily the last few we've had has not really been the work. It has been a lot of child care issues. And, um, once you cry, didn't even want to leave where it has been got that job, which, I thought it their issues and why is she crying anymore? Where has my other job was not always really sweet but yeah it's just been just not issues we just can't sing the kiss or break. We got some really good new staff what you just keep on here and once that layup they were going to open up a job. One just her husband got laid off she needed to get a higher pay in job, went back to the one nursing and go forward. And did that, I mean, just trying to make it to me. So I really can't say those were related to the job. There's been a lot of miscellaneous things. We've seen the other social services. We rarely go to other, other Naked out services? General, would you say that? You're saying the food services that I turn over? Do our staff generally feel like they're really making difference how people are, do they feel like if lots of people take advantage, that sort of thing? Once you're here a while, sometimes you do get that mentality because sometimes you tend to focus on the ones that are maybe telling stories or presenting a false Household or a false. Helps to have a sheriff's investigator on the team. Well, we didn't have a program integrity investigator, but sometimes you do tend to focus on that, and we have to redirect on that in every program. There are going to be those that take advantage. And you just have to help them once that you can. But we constantly battle that because you do see it over time. Thank you, Candice. Next is the scholarship court. I'm just going to do the spin-off of what Candice was saying about mental expansion. We have some radio spots at WCAB and they're free. So anytime we can advertise and it's free, we like to think that. So we will be advertising Medicaid expansion through them. We're going to do it maybe once a week, financial, gender and kind of see what we're looking at and then Kenya and I spoke today about it and we'll see what we'll do after that. Tiffany and I did do a radio spot on Safe Sleep. It was in the newspaper, so they wanted to hear more information about that. So we did that and she just wants to spotlight DSS and the search that we offer with those free spots that we have. So we've been doing that one of the things that we're doing with space leak is just because that was one of the areas under our Child Protellarity Team Committee, basically it was one of those areas that we felt like we needed to work on. So we are looking at, maybe a best-in-add to just have around each department just to show how actually baby is supposed to sleep. So we're continuing to work on that. The other thing, I'll spin up on Tiffany, the House Bill 20, where the relatives go out of where we're giving them the, for that getting money now, you'll go to your services report. For us, the children in Nunshade placements at 64. Of course, you know, this does have an impact on our budget, but Pam and I have already talked about that, and we've also, so our finance team already know about that, and we have made sure that we have figured out where that money was going to come from. So I want you to know that. Also, I attached, if you can imagine the house, I attached the approval letter for the grant. It's on there. You guys want to look at that. It's $46,640, and $52. The states are there and this goes far to immediately. And then when you have to have a chance, it is important for you to understand Senate Bill 625 and what the Director's Association is opposing. One is the changes to them in black and dependency statutes. We believe that if it actually is passed that it's going to increase the number of kids that are coming in the foster care without a doubt. So I did give you all of that to look at extra leisure so that you understand it and the commission will get it as well. Just so you know what to advocate and so you'll understand and if you've been in the additional explanations on that, I'll be happy to do it to give you that. And that is all I have. I think that, you know, things are going very well. We also do internal reviews. We've been doing internal reviews. Well, every county should do internal reviews. But definitely, once, with Kevin Dack here, he started internal reviews and for EASC, because over to the views. We did find some errors. However, they're internal. So if they're not pulled, we're still okay, but what it did was it allowed us to see what was happening. There's been no errors on anything that we pulled beyond the 2018, my friend, but 2019, sorry. No errors since then. So we do have a review coming up in 2024. The state is doing a, well, I'm sorry, federal government is doing a 4-E review on North Carolina. They'll be pulling 80 cases. And of those 80 cases, we have no clue. They'll randomly select from all the 100 counties. So we're just going to have to play a wait and see game on that. And that is all I have, and let you have any other questions for me. I'm doing more. I have any other questions for you? I just want to tell you guys know that I did send you an invite to our Christmas luncheon. So, I just want to tell you guys that I did send you an invite to our Christmas luncheon. So, I just want to tell you guys that I did send you an invite to our Christmas luncheon. So, I just want to tell you guys that I did send you an invite to our Christmas luncheon. So, I just want to tell. Okay. I'll be away. I think I know what I said, day to day. It's December 7th at 12 o'clock. It's on Thursday. Okay. Really good food. I'm very smacking you. So I'll have a medical emotion and we are sharing this. Maybe. Thank you. Thank you. Thank you. All right. Happy Thanksgiving to the board. Thank you.
