I'm asking the board for permission to complete the DocuSign document to receive the physical year 21-22 Senior Health Insurance Information Program based grant funds and approved the associated budget amendment. The grant award of federal funds is $3,700 with no county match required. These funds are used to counsel seniors about Medicare, Medicare supplements, and prescription drugs. A portion of the funds is used to cover administrative costs when counseling clients and completing the required quarterly budget reports, as well as other direct costs to administrative program. So, I've got a motion to second from the board to accept the senior health insurance information program funding the amount of $3,700 on behalf of the services for the H department to authorize director Melissa S Brown to complete the docu-side document for the FY21-22 contract between Dukeland County and the North Carolina Department of Insurance SHIP division and to approve any associated necessary budget amendment any discussion. I appear for you again tonight after PM and I have done some talking back and forth to request approval for a short term lease agreement for to replace our current and card eight monitors that we have currently we have we would trade in the 12 monitors We have for new ones currently we got these I think purchased in 2015 We currently been noticing a lot of failures with them. These are version ones when they come out the new ones We would get would be the version 5's Under this lease agreement. It would be five payments in the amount of $70,395 and 58 cents for the next four years. The funds are already in this budget year to make this payment as well. We've been noticing we've had a lot of failures with them, some with patients in front of us. So their life span spend about five years so we're on and they were refurbished when we purchased them so we're on year five at least with Major the board so I got a motion in a second to approve the short term lease agreement between strikers and this strikers sales sir LLC and Dupland County Sir. LLC and Dupland County for 14 life pack, 15 correct monitors to 5 leders for the EUM S department and authorize the chairman to sign the lease agreement and all associated documents. Mr. Mike Burnett. Good evening. Good evening. I met with you last meeting we talked about a community development neighborhood revitalization grant application. Tonight is the second and a period of tooth public required public hearings and the intent of this public hearing is to explain to the public what we in the county is proposing to do with this grant funds. The county intends to apply for $750,000 to assist low-moderate income homeowners. We intend to replace two dilapidated homes and rehabilitate five deteriorated homes that scattered sight in the county. We'll also address HUD required compliance requirements. In your package is a resolution, required resolution, and a citizen participation plan, which are part of the application. You do have one option. There is not a required local match with this program. We are recommending though, $8,000 match, which would be over three budget years. And if you ask me why would we do that? I can't figure out the descendants to go with it. But you know why would you do that in the case of a tie or a tie breaker thing with other grant applications. But this is a competitive grant cycle. This would be looked favorably important in that process. So you have a resolution that would include including the 8,000 match and you also have a resolution that would include not including the 8,000 match. So Mr. Chairman, if you could receive public comment and then act on the situation plan in the rear. All right, this time I'll open up a public hearing any public have any questions? There was about 50% of the grant applications funded last time. Last year when the county put in a program, we put in a program that had street work in it in addition to housing. And it was not looked at favorably because it was so heavy in streets and wouldn't have enough in the housing. So we'll recommend it to program in the housing. And I don't have a crystal ball that tells me exactly what to do with it. But what I've recommended to you is the lowest amount that I think would be, would accomplish what we're talking about doing. We've run into a lot of problems converting the software from our old software to the new software. We're taking the county acquired this our old program back in 84 and it's probably 1970s era tax software and we're having a lot of problems trying to convert all that information data in there into this new circa 2020 software. We're making progress and we are getting there but there's no way that if we, you know, if we could start in putting all our information that we had today to, uh, input that information to review all the information that we have and all the records and then to do quality checks that is any way we just send out revaluation notice this next year with any kind of confidence that we're sending out accurate information My staff is putting a little slideshow on this if y'all be interested in looking at that This is not something that I take lightly to ask y'all about But I want a good evaluation. I want when we send out those numbers to the people I want those would be as accurate as possible and to do it for this coming year I would just not be confident in that. Let me ask you a question so you're saying there's no way you can be done by January 1st. I do not believe so no sir. Got with any kind of act of see it like. All that says it has to be done January 1st of the year, simple meeting. Yes sir. And according to state law, we have eight years from our last evaluation, which was in 17, to do another one. And then we want to run reports, quality reports on those and see how much it changed from this year of it changed more than a certain amount why or did it did it go up did it go down I know we had some problems last year last revaluation and we just want to make sure we don't have those problems this time and so that we we give you all a number for the budget that'll be a good number. And when people get their notices of their values, a lot of times upstate anyway. And we have inaccurate information that just makes tax office look bad that just puts problems on top of problems.
