Thank you very much for allowing me to spend just a few minutes. This is gonna be short and sweet I really just kind of want to give you a context for Medicaid and How it sits and rutherford at the moment. But before I say anything else, I do want you to know that Mr. Garrison and Miss Roach, I've been in this job position for the regional manager for Rutherford for seven months, and they have just been great. And I love working with them, so I'm just going to tell you that I just want the board to know that they've been great. Thank you. I just want the board to know that. That they've been great. Thank you. So I just, again, just to give you a contact for or how Medicaid is going here, of course, Medicaid expansion as of December 1st, so last Friday. The state is suggesting that maybe as many as 600,000 people across the state might become eligible. Of course, you can be eligible, but you still have to sign up and make sure that you're eligible that way. So we'll see. At least we think that a lot of folks, particularly I think adult males who were over 21 that haven't been eligible before might find themselves to be eligible and available for services. The thing I want you to just know about this slide is that we've worked with partners been eligible before, might find themselves to be eligible and available for services. The thing I want you to just know about this slide is that we've worked with, partners doesn't provide direct services per se, what we do is we contract with providers in the communities and then those providers provide the services. And so, 2,844 folks who are Medicaid members have been served from, and I made a mistake on this too. I don't see it here, but I said, I guess at second quarter, it's first quarter. So July, August and September are these numbers. And partners does a rolling 12 month count. The reason for that is that sometimes we have some folks drop off and some added, but generally the numbers stay relatively the same in the middle. So just so you know that the penetration rate for that 26.3, what that means is that I think that we have just a little bit under 11,000 folks that are eligible for Medicaid for the services that are offered here for substance use, mental health, and intellectual disabilities. We serve about a fourth of them. And so that's generally a rate that is pretty consistent with counties, particularly with rural counties, but across the state. That's a pretty common thing. I think most people, and they look at that, think we'll only serve in a fourth of those folks because not everybody needs the same level of service all the time that you're doing that. So these 26.3 is going to be for the folks that are a little bit more intense and need those services at the moment. And sometimes they drop off or sometimes they stay on for a while. Then we worked with 648 other folks that weren't Medicaid members but that we had either state funds or that might have been served through the funds that the Board of County Commissioners approves, which I'll talk about at the end here in just a second. So just so you see that. So it should be safe first quarter. I can read that. I think I'm not going to talk about that. Just wouldn't recognize if you look at for mental health, that's our largest number here for adults in theist number per say, for those elements that the partners feels like 2000 people that were working with, but you can see the adult for mental health. This is the largest number there. This just so you can see the numbers, I think it's, I think it's, I wrote it down, but I think it's almost $26 million that's spent. I just want you to see the differences. Although the numbers are lower in intellectual developmental disabilities, it's a more expensive programming, sometimes residential and other kinds of programs to work with folks that have those challenges. And that's why there's a much greater amount of money that is spent with Medicaid dollars. So, see that up. I'm thinking. That's really all I wanted to kind of tell you about. So, just two other things. One is the Board of County Commissioners approves a budget for partners every year to use with this community. And this particular year, correctional behavioral health is one of the companies that we work with, and they have a contract for $42,000, and they work through the jail. And they do crisis assessments at the jail, and then also some ongoing work now. They're not in person, they do that online, but at least it's an opportunity for if you go into jail and maybe you might have some suicidal ideation or really be in an explicit crisis then we have at least a service there that's going to be able to help them. And I think the sheriff and the jail captain are happy with those services that they're providing. The other one is 55,000 that we've appropriated for DSS to work with the foster care population. As you know, there's foster care. His numbers are really large and there's not always a placement immediately for some of these kids. And so, first I know that some of the meetings with DSS, they're working hard to develop some facilities so that it doesn't have to happen in the down the hall as it is, and pretty much every county in this state and it's happening all over the country. So, just want you to know, at least for those two budget items that the board had approved, at the beginning of the budget year, that they're being well spent and I think people folks are feeling very good about the use of that money. So clarification, these are local dollars of the county voted to go to the jail for the share of that services and for DSS. Yes. Okay, thank you. I appreciate that. That's really that all I needed to report at this point, you know, after the first quarter we haven't still haven't expended all of them, you know, the money. So I just, I don't know if you have any questions at this point I just want to try to give you that as a basic viewpoint thank you thank you sir thank you all right thank you thank you all right thank you sir if you can hang around if you want you're feeling up to get the road you may as well okay chairman we appreciate Dr. Holden You can hang around if you want to get the road. Mr's next item on the agenda is 3637 these are budget amendments That are coming for us are finance director Paul Rose Good evening The first budget amendment is to update the amount for the grassroots grant the state gave them an additional Allocation on state budget was approved The next item is for drug seizure funds received by the sheriff for an authorized substance tax that will go into equipment purchase with seizure funds. The next is the community project for shop with a cop that they do in December. The next couple are related to the community college. This is purchasing some floor scrubber equipment at the college. So the first one is to expand the funds and the general fund. The other one is to move it from their college capital. The next is a grant the county has received for the dogwood grant. And that will provide an onsite modular dwelling so that they can do a little better with the transitional foster care. The next two are related to the SCIF grants. The state has allocated to Rutherford County the first is for the Sheriff Office Equipment. And the next is for the county capital improvement plan and the detention center improvement plan. And we've started receiving correspondence from the Office of State Budget and Management and this authorizes us to do those documents moving forward. Thank you. I know like the finest record in counties, because your bond is $1 million. And the finest director, like a TDA and airport transit, it's around, a finest director of TDA is $450,000. And the finest director of the airport transit, and the 50 and the social service director is $100,000, $100,000, County manager $100,000. How did it determine this? And sheriff's 10,000? Is it based on their exposure? The amounts are set by statute and there was new legislation a couple years ago that changed the finance director to 10% of the budget or a max of $1 million. Okay, I'm just curious. The numbers are all over the finance director's based on their exposure to the amount of funds that they are responsible for. This exchange of county owned property, I want to recognize and I'm Danny Siris of a public works and plan director and please tell us about this. This is really interesting. Good evening, Commissioner. A little background on this business before you tonight is Mr. Matt LeBresh. Is the owner of 10 acres of property and he has provided a proposal to the county to do a land swap. That 10 acres of property that he owns sits between the county's veterans facility and the offsite storage also known as the Evans building. site storage also known as the Evans building. The property that he is proposing to swap is mutually beneficial in doing so. He owns a portion that surrounds the off site storage facility and swapping this land to the county would remove any potential hindrances from access to the impound lot. It also would enable us to be able to execute a plan that we have to put that facility on public sewer with the town of Spindale. Apparently that facility is on septic and we do not have the available property to navigate a new right of way and to get connection to that public sewer. As far as the portion that he's interested in gaining, there is a sliver of property that actually comes from the larger parcel across Fairground Road. Both pieces in this discussion are approximately six tenths of an acre in size and both are at about $5,300. So everything is comparable from that regard. The county currently has absolutely no plans for that six tenths of an acre. The terrain and forestry there is a little bit tricky, so no plans are real potential to use it for our benefit without some substantial investment to be able to improve the landscape there. So long story short, tonight we have reviewed his proposal. We've conducted some assessments and value as well as size and taking his proposal and written it into a formal agreement. And tonight before you would like to ask your consideration to approve the resolution, to exchange the property in addition to the formal agreement, having known that all public hearings and formats with the statute I've been complied with. However, we have yet to broach that auction website with real estate. They do offer that as an opportunity and we are interested in trying that transition. We have quite a few pieces of county owned property that we'd like the attempt to use this real estate option website through Govdills. Tonight I'd like to mention as you consider that option that we need a couple of resolutions. One of them is maximizing the electronic only advertising for electronic auction. One resolution for you to consider. In addition, the first property we'd like to use as a guinea pig if I might use that term. To test it out for real estate is the there's a single partial that the county currently owns inside the former county's gap. Now, great sky community. That parcel is lot number two of nine. I'd like to recognize your county manager Steve Bairst Thank you chairman Employees in the county that are determined to be exempt from the Fair Labor Standard Act Currently do not receive pay for hours hours worked in excess of normal work periods Employees exempted from overtime compensation expected for the same duties Employees exempted from overtime compensation, expected form of the same duties required, the duties required are their positions regardless of the amount of time it's involved. Rutherford County recognizes the exempt employees go above and beyond, and they work the amount of hours necessary to get the job completed as exempt employees and we have a phenomenal team. We do appreciate all that we have that are in leadership. I think for us the challenge is that we're not, but we haven't been in the position to figure out how to best acknowledge that and reward that. This, trying to look at getting this policy in place, we believe is going to result in offering the exempt employers we have a more balanced work alive load. We also realize exempt employers are contributing more hours in their normal work hours. Hopefully this will help to balance the fiscal and psychological health and implications as an effort to retain such employees. We're asking that you consider an exempt personnel lead policy, which we've sent to you in advance, so you've had time to look at that. I'm sending that to you for your consideration. The, we also just to show that there is a presence for this, there is a list of North Carolina municipalities and counties that have the policy in place as well. So we've attest that the policy has been evaluated or at least reviewed by the county attorney as well. The thing we like about this policy and I want to give a keynote to your HR director. She's been hammering me about this for more than just this one year and continually advocating for the staff which I fully appreciate that. Sometimes it's hard to find a balance of what you feel comfortable with and setting presidents for new policy. I can buy this one. I like this one because it rewards those exempt employees in some ways that we are not able to otherwise. But also to the way the policy works you are required to use that time as you earn it by the end of the year does not get paid out as a vacation leave either. So it's not a liability, physical liability on our budget. But also to it does not roll over into second of years. So if they build up their vacation leave, we're okay with that too because we do have that cap on vacation time, which at the end of the year, a portion that over above that cap of 240 to 25, that rolls over into sick leave, which would help contribute toward the retirement years. It does contribute to that. So I like the policy. It allows us to reward exempt employees who, in a way that we are not able to, in other ways, but also as an opportunity to ensure that they are taking time to balance life and work, but also to, there's no fiscal or financial ability to the county to support this. Mr. Quick, this resolution is the support of the Establishment of Pilot Program to encourage farmland preservation through farm succession planning, which is not currently being offered anywhere that I know of in the state. So basically we're asking you to support a grant that we're applying for to book on IDFP. And this grant we will look at some co-sharing on farmland planning for family planning for farm planning planning but also to help with some promotion materials to encourage others in the future to look at farmland preservation to be family planning. By the time you pay lawyer to, it's because the trust are very detailed and very complicated. By the time you pay a lawyer, you pay fees associated with tax offs to get properties put it from your name to the trust name. Every lawyer I've talked to seems to think it about 15,000 is what we need to be planning per trust or for farm. So about 15,000 dollars to roll your farm from a personal LLC or a personal farm into a trust. And truthfully most of our farmers don't have that kind of thing to do that. I mean personally for my farm if I have15,000, we might have a new Oscar machine, not put in my farming into a trust. I mean, equipment is kind of one of those things that takes press this lot of time, but at the same time, if we're rolling these farms into trust, we're not looking at them being broken up, and it's a larger benefit than the county than that piece of equipment to form a goodbye. And it requires amendment to the deed as well right? Well it just rolls the deed over into an LLC or trust instead of the person. As long as that group is on that trust and they're a part of that. Right. Is it thanks a bit? Actually I know, the trust would become the owner and I would become a beneficiary or whatever my family would be a beneficiary to that trust. I'm sure it will be easier. You don't have to pay the capital gains and stuff that way either. It does. Well, it helps question one's integration in the next. there's no ownership involved. For example, my daughter would be owner of the land should be a trustee of it. Yes, we're going to help you. It helps pass down from generation to generation. This is something similar to that JVND when he did his property. This is a little different than JVN's property. Those are called conservation easements. And so basically all that is doing is eliminating any development on that land. Those partials can still be subdivided for example if he had four partials all or then the conservation easement none of them could be developed on but they could be subdivided amongst the kids where each kid would each whatever trustee would get a partial. They can do what they want, they can't develop it. But by putting it all into a trust, you're keeping it all together, all four partial together, to, you know, for, and it's not observation easements, lockdowns or imperfectivity, so it's for lifetime or for eternity. The first thing I bring to you tonight is a resolution on tobacco free campus with the passing of Medicaid transformation in the law put into legislation that any facility that provides clinic services or Medicaid dollars will become completely tobacco free. Now, word tobacco free already, campus, but a few things in the resolution that you have in front of you change a little bit. It's any kind of tobacco products, but we're not usually a little bit clear about that. So any kind of vaping, anything that contains any of those products that are in that that resolution as well as 50 feet from the health department. The legislation isn't very clear about that 50 feet. I think that came in with a tobacco free piece, a Bredezy North Carolina. They sort of put that in there. But it does say in the legislation that anywhere on the property of a Medicaid provider. So I think that was a little leeway with Breed Easy, but it does say that all tobacco free campus. I bring that to you tonight because the Health Department is only building. I wanted you to see what was being asked of us to get your support on that. Commissioner of Policy, before you are any questions for the health director of this time, I've never heard the terms snus until I read this. I think they're just trying to cover all the basis so there's no question about what can be and what can be. I'd say you know what it was. Wait, I had to go, but that on my Christmas list. Again, not all fees are raised, it's mostly on our wastewater systems on those visits for those fees. And the increases aren't extremely under $100. The most on those and on the revisits for on-site wastewater and then at the very bottom you'll see the revisit fee went up $50. Yep, good thing. I'll stand business. And I'll add to that. We don't increase the fees very often. We do pay attention to what others around us are doing and try to keep up with that a little bit. But as you well know, the state doesn't. This is one of our essential services that we have to provide. And so they don't give us money for that. So really the money that we make to promote, to provide these services are those incoming fees. That's how we sustain that program. So when we see that, and I think everybody around us is continuing to go up because the growth is going up. We keep saying, gosh, maybe this winter will slow down and we've been saying that for about four years now and it hasn't slowed down. So when we see those fees going up around us, we'll just try to keep up with that. When we see those feasts going up around us, we'll just try to keep up with that. As McDowell, the commissioners already approved this. They have. I was on their November agenda. They asked the same thing about you. Okay. Last year we entered into an agreement with Buronus for some security monitoring software. It was a, I think, a fair bit of money, but it was an amazing product. And we wanted to demo it for a year just to make sure that it did everything that it. They've had tremendous improvement in the product over the year. So not only did it do everything it promised, it does a lot more now than it did. We were recently given the opportunity to convert from an annual subscription to every two year subscription to keep us from getting that five and six percent annual increase. annual increase in rates. So this would be a request to add our renewal in July to renew for a two-year period instead of a annual period. How much money would that save us? About 10,000 over the next two years. Wow. Great. Yeah. Most of our software subscription people are going out between 5 and 8% every year or just will lock us in to actually less than what we paid last year for the end. Very good.
