That they will be allotting another 232,629 dollars in CARES Act funds to her department to help with her operational expenses. I would respectfully request that the acceptance of those funds be added to the consent agenda and that the chairman be allowed to sign the supplemental agreement. Also due to a death in her immediate family, County Planner Elizabeth Stahls will not be able to attend tonight's meeting. The cost of the project is $11,070 and the funds will come out of the already budgeted AE&T fund. Pleasure to go. Members of the board, I appear before you now, as I stated earlier, on behalf of your County Planner Mrs. Elizabeth Stahls. The county owns approximately 102 acres at that are desirable for farming at the West Park industrial site outside of Warsaw. The county offers the property for bed every three years. Three beds were received from the interested parties in October with the highest bed being submitted by Mr. Ross Thornton in the amount of $163 per acre for a total rent, annual rent that is of $16,626. A public notice was published on November 4, 2021 of the county's interest to lease the land to Mr. Thornton for a term of three years for sort of the North Carolina General Statute at 168-272. No objection from the public has been received by the planning department. Mr. Thornton has agreed to the least terms and the least prepared by our county attorney. I would request that the board authorize the chairman to sign the lease with Mr. Thornton. So, Luke. I got a motion and a second to authorize the chairman to sign the lease from Ross Thornton for 102 acres at West Park for the term of January 1, 2020 through December 31, 2022 with the auspices to review for two years for a total lease period of three years, $163 per acre. The North Carolina Office of State Budget and Management Disaster Recovery Section has been administering the Disaster Recovery Act of 2017 and 2018 programs, otherwise known as DAR for Dupland County. Under the program, Mr. Joseph Leneer applied for a buyout for the residential property located at 115 Joseph Leneer Lane in Wallace. The Office of State Budget and Management Dis recovery branch hired an appraiser and a surveyor to evaluate the property and OSVMDR prepared the attached offer to purchase which was in your commissioner's information packet. The purchase price of $143,100 is based on the appraisal minus duplication of benefits. Pursuit to paragraph 11 of the offer to purchase the Board of County Commission will consider the offer at its next regularly scheduled meeting after the offer is executed by the Office of State Budget and Management's disaster recovery branch and the property owner. Now the purchase price, the appraisal price that you see here would be the value of the residence prior to the hurricane damage that was inflicted upon the property. And there's no county funds in this. These are all state dollars and federal dollars that go towards the vILP program. So if the, we are asking that the commissioners approve and accept the offer to purchase. Now if you don't and you wish to appeal the offer, then it will be incumbent upon us to hire our own appraisers and then we'll have to work with the Office of State Budget and Management. But my recommendation to you as well as Ms. Stahls is that you accept the offer to purchase. And just for clarification, Mr. Vermeer has agreed to this if we accept it or we got to accept it before it's taken to them. It's my understanding that he has accepted the offer. You will take ownership or Dukeland County will take ownership of the property. So the state puts the offer before you to make sure the Board of Commissioners is fine with your praise value. And like I said, if you're not, we can hire on the price. No credit for it. No, sir. Pleasure to board. Motion to approve. No care to phones. I'm assuming, now, you know, I'm not familiar with the property that I'm assuming the residents that is there will be, it'll be to clean up it'll be demolished and so is there gonna be county funds and do it and the cleanup it's my understanding that the state office of budget management is actually recovery branch cover garbage or do this cleanup is what yes sir okay they have funds set aside okay that was just I didn't quite get that when I was reading it yes sir I wanted clarified that's good I'm clarifying that for all of them, but you know that I just you want to know Where to come from to clean them up. Mr. Chairman, the next item on your agenda is under the same disaster recovery act of 2017 and 2018, the State Office of Budget Management, disaster recovery branch, as recommended the buyout for property of Mr. Koi and Marie Carter. They applied for the buy out of their residential property located at 668 Rivenmark Town Road in Wallace. They again hired an appraiser and the Anna Surveyor and the purchase price of $232,342.50 is based on the appraisal minus the duplication of benefits. This is the on the appraisal minus the duplication of benefits. This is the same program and the same process we just went through with the linear property. Pleasure to board. Motion to approve. As far as the audit update for you, we received a report this afternoon from Mr. Greg Adams who is our primary auditor. He has advised Mr. Chesna that he is working solely on our audit now, and he expects to have us adraft the first of the week. Therefore with that knowledge I will place him on your agenda for the January 3rd meeting to present your audit. Also I wanted to inform the board that per Commissioner Garner's request at our last meeting for us to solicit volunteers from among the county employees to augment the health department personnel to work vaccine events. We did receive 45 volunteers from among county employees to work vaccine events. I wanted to also make you aware that Kevin Lake had their first annual Christmas movie night. They showed the polar express Saturday night out at the park. It was free admission. It was very successful. That had 70 or 80 people to attend. They provided free popcorn, hot chocolate, and also gave the kids bales and candy. I believe it was Christian. Yes, sir. Yes, it was very successful. I'm, I'm very proud of what Mr. Whaley is doing out at Captain Lake. Here, make sure you thank him on our way, Mr. Chairman. Um, the only other announcement I want to make you aware of is that, um, it is Christmas. So the county offices will be closed on Thursday, on Friday, and Monday of next week, and then the following Friday to observe the New Year's holiday. That's all I have, Mr. Chairman, members of the board. Yes, sir, Commissioner Dow. Are you having the waste open on Monday? Yes, sir. The solid waste collection or convenience sites will be open on Monday. Any further announcements? Well, before I move to the next item, I just want to take a moment to thank each and every one of you, the members that are of our staff, the citizens, all the ones that are very faithful that come to our meetings and have an interest in our county government. I would love to see more people come out. You know, we moved our meetings to night meetings, sometime back to try to create it, being more opportunity because people that were at work didn't come. I'd love to see more people attend. You know, we defy the elected commissioners. We want to do our job, but we also like your input. And please continue to come. Again, it's a time of thanks. It's Christmas, and I just want to say Merry Christmas to you. Let's remember what season's for and let's don't get all one sided on gifts and presents. Let's think about the birth of Christ and what it really means and what how this has guided us. Again, I want to thank all of you. I really want to thank my fellow commissioners as Mr. Branch, done his vacation tonight. I felt, wholeheartedly, that we are united and we are driven by the grace of God and He does direct us and I really appreciate what you guys do and them yourself each and every meeting for us to do what we feel lead is best for our citizens here in this county and what we feel is God's grace. I too would like to say to Dr. Borkin and Ms. Maynard thank you guys for being consistent coming out and participating in the Board of Commissioners meeting on Mondays and mission is meeting on Mondays and they're in person, third Monday of the month. It is truly appreciated, acts that as the cheer note, that you reach out to others, because it's very important that we hear from the community in terms of what their thoughts and beliefs are as we make the decisions as we move forward. And to the staff, thank you all for everything that you do. We appreciate you. Hope you have some time away with family, safely just spending that quality time because we all have faced a lot throughout 2021 and it's looking like we're tearing up for interest in 2022. But knowing that God is with us in all things together as to share another together we can move mountains if we just continue to believe and do the best we can As leaders and to my fellow commissioners God bless you. I pray that you have a wonderful Christmas wherever you may be For me. I'm gonna turn around and head back down to the beach a lot myself in for the rest of these two weeks But if you need me my own means feel free to give me a call.
