I'm going to leave the room. I'm going to leave the room. I'm going to leave the room. I'm going. Is everyone have a chance to look over the night's agenda? Anyone who makes anything to add? I do not have anything to do with nothing. Mr. Chairman, members of the board, I would like to bring your attention to the fact that there will be no tax and solid waste releases tonight on the consent agenda. We will move that item. Also, road concerns. I will hear your road concerns from the board and members of the public and attendance at the end during my announcements. If that's okay, Mr Chairman. Yes. Thank you. Have a motion? Sure. have a motion. I've got a motion of a second to accept the agenda. I'll then famously I'll oppose same side. Okay, here. Moving right along the I need a motion of the minutes of the December 20th meeting I got a motion on a second any further discussion All in favor say aye all opposed same-side So they're here All right, consent agenda we had to change that That's a data spoke up. I need a motion. I got a motion in a section anymore discussion. All in favor say I'll oppose same side. Right here. Okay, we've moved us right into out of number one public comment, just chairman No one has signed up for public comments this evening. Okay, thank you. That moves us into out of number two There's no left County I'm going to see a name of William, and I'll just announce it up at the last one for the rest of the discussion. So, he has to be using drugs. Okay, public hearing is open. Any comments from the public? Here in now, I need a motion from the board. I got a motion of a second to the executive request from Hector Raised to name a lane at 123 pastor Sheet pastor road opposite North Carolina opposite township Big Braun drive in accordance to the Dupin County Addressant and Road Name and Ordnance. Any further discussion? All in favour say aye? All opposed? Terry, thank you. I've raised us to item number three, Mr. Gregory Adams. I think we have him on the telephone. Yes, we can hear you great. Go right ahead. Hi, good evening. My name is Good News. We've got our first guy out. We have a new self-honored guest last year. There's more little things to do. Our credit is made. That's good. I like to give a presentation. A little finishing up. It is good. I'm trying to make that stuff that I can give a presentation, but I'm going to finish it up and get it to finish this week. I will trace you down. The first thing I want to go over is the required presentation. In your presentation, now these definitions, because they are the same things, you have to be always quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and quiet and guidance to present to the board these should ever be years that I'll go over these parts of the education that will be since supercars from audit and the other issues. I would help those under general accepting already. The government of the county has been eligible to take federal audit implementation at. We're quiet and it's un or a pressurist, but the financial statement has three up to zero errors and he defines a government regulation. That was accomplished in working material layers, where required, from all of them, to choose an avenue that does not only contain much of that self, but it's fine and should be needed. Our work was not going to turn the men wet. Our leader requires any We have a few of the findings that are related to eligibility, so some of us have been to receive Medicaid when they were not eligible. And then we have a 25-minute, of clerical nature, for example, an income included in the NCBAP and using eligibility to determine that it does not match the verification. There's something to that nature. But though 25ish do not rise to the level of the recipients, we're still eligible. All regard to the same stage. There are both items in class, and that we're going to try to out. Because this county has the chance to provide deep findings that we have on our, only we give our meditative art. So we just kind of run the iron out, it's revolved, so they have made a 25, that could have done the 20th or 30th, this is just involved. And how we assess it is, we get some sort of decision just to revolve and see if there is, you know, yes, that's the problem. We should be finding out the both of these stuff will act on a cheap level way to finish up the fish on the audit, but those will be only finding the both of those involved in the fall. Number two on your own, regarding the location of the adoption of the changes in the talent of all these years, regards to the individual adoption of change and accounting for this year's implementation of CAD, which involved a billial fund. The funds that the county and the past had shown at age of defunds, so to hand that you collect tax before you have that money, you are holding those, uh, a 13 of those funds before you get them to the two-to-town. You know, the next two weeks after you've got them on the end of the month, uh, that's those, you should be showing that the agency funds, you know, they have a pronouncing the death to ensure, and you know, they're showing that the agency funds, you have to have a pronouncing a death in court, and now they're showing that it's serial funds. And some of the other types of funds, like the CSF funds, represented its fifth fund, the compound shoun, instead of an agency fund as a special rep, is doing a amount to the large change. But you have to be aware of the changes of and towning or adoption of accounting policies. So for this year, yes, the year for next year, well, we got the way because the COVID-19 is going on, so we might have to change this, but I'm not even saying this next year, all these issues. Number three, management and charging and accounting estimates, we are required to invest in this and evidence for a reasonfulness and a basic decision-making estimates for the county's or the depreciation. So the depreciation is done. The use for wise on the aspect of the estimate and then also allow for doubtful accounts. So certainly we've been allowed to our waters, our customers, to $200,000, you have an allowance that is set up in small over 10. So it's 20% and our allowance is $10,000. And that's a lot more just and those, those, those items, allow us to double account, and we appreciate you, we're reasonable. One of the things that we're, should be able to get audited justice in 100 million different groups, which we would usually take many, stick with to get audited justice, and speak with more than 40 different people. In order not, I was in all the court of business. What's the agreement with management, should we take any different agreements on or none, I was on the court of business. What degree was the management of the J80 degrees was on financial record matters? So if you wanted to show us some questions or play and you can disagree, you have to let us know about that. If you did not have any of those complications that I would account, if we had the J80 complications with the plays of any of our outline counts, or our outline efforts, we cannot be ready. We're going to need issues, number seven, on your card, the situations where an anxiety issue burns or attention. We're going to need some anxiety issues, but we're going to discuss with the auditor and action the potential of the auditor. There were none. In that stage, number eight, the significant difficulty in any series, the difficulty of the order is counted. And to deal with management, should the lady should board the order not to regulate the order. She will take these additional subcantions to your order and the order to go back. Turn the order down. We just have a number of regulators any of the two or two letters in order to go out. So we're going to go out. We just have a note in order to go out. So we're going to go out. On the next page, that's the base of all the required to be next. Now that we have to make use of every yet to the board, the next page is the confirmation. I know you just haven't done that. You will have a job. I'm ready just have a drink. I will have a drink for some meal. And if I were to have this, we would get this committed by, you know, a little bit of a product. But there's some of the things you can figure out. The total cash in the general fund ended up at 24 million quarters in $1,773. So the General Fund, where the revenues were, where the revenues were $6,779.00 and it just slipped about the $404.00 to $91.00. We had transfers, and on the 750,000, on the 19 transfers,000, on 19,000, the census was out, on 1742,000, by the full signage, the numbers, the census verse, the other signage, and census bill to the whole house. As the last product mentioned, which was here, or increased in compound, of more than just 180,000, to 250,000. So, it looked like a team, talked all of the increase in compound, and it looked getting from down to 20,000, So, I was like a two-time dollar industry from downtown. There's a two-in-one balance, 20,000, 5,000. And I remember that at the end of the year, when I was in the inventory, it was just a two-in-one balance, 52,000. So, this vehicle, the fourth of those, and that change in the century, inventory are going to be from downtown. 25 million, 100,000, of those that have changed their history. And before we are going to be on top of this, we'll be talking about more underneath the top of the 170-pound dollars. Ah, the next thing we're talking about, some of the figures is just the ending task. We're going to be 14-pound dollars, and 13-pound, 24-pound, 24-pound, 24-pound, 24-pound, 24-pound, 24-pound, 24-pound, and this year. So having the fun palm task in the general fund, the next one on slide is now the general fund fund balance with total of the value of the starter block and the 50th fund balance is the Ryder College. The last year you could see with one million the governor million 500 is for $1,000, $9 million and how $1 million are increased. It's $25 million and one is that it's done by the end of the total of $1 million. And I was just pushing that $1 million. There's $5 million, $2,000, $ empty bucket of source for certain empty restricted bucket of state stabilization, which is a calculation that they require this to do. So, things that we have in this limited format, you're restricted to your conscious feeable. So, if, as far as you fail back on English, as you've done at June 30th, you can book that as you're feeable. So I may have stayed up here, you just fail back on it. But you can't show that available for a preparation. I don't have to be a ship, because you haven't received it yet. I have gotten this thing about stabilization by state stretching is this award to your G2 from other times, so on another fund of the general fund in all of the good stuff that I've said. So basically, you're stripping your receivables. I'm not telling all the restrictions, but I've been finding these girls have available for now. Basically, around that, you're having a police threat decision. The next slide is a list of slides about month balance available. That number, the one-bound available, is one-by-one for five, has a percentage of your general budget expenditures. That number is minimum, provided by the LGC, 8% is one-twenth world, but I want you to have a week, one month expenditures. First, you have a graph for representation in a long graph that shows the last three years here at 36% down to 26% and now up to 30% to 23%. So what about the required minimum, which is 8%, you're telling me what it would want to be, you know, At the minimum, the word, 30, 23%, 40, 92, 30, and 20, 21. So, the next slide is just a small paragraph that shows the property check collection rate, which is still a good study, where I around 97% is the weight of the last five years, 9.11, 9.7, even 9.7, 139, 9.6, 146, and so down a little bit of this year's got up. The 9.6, 149, 7, so almost about historically really better on 9.7% for us. The body is all those are some of the few figures. That's it, we're going to give a treat to tomorrow and give a shout out to you. That's me, you can get a call. I think I should go to the trade for today. We're going to have to get some of my clients over there on the Saturdays, so they're going to tie up for that. The necessary funding is just, everything we do is indicated. So we can get on the jet from February to the L.C. Okay, thank you. Thank you, Mr. Adams. Anyone have any questions? Any reason you're going through any of the draft numbers or you sign a slide with what you've heard from the strategy at this point? Thank you so much Mr. Adams. Thank you all I appreciate it. I appreciate it. Okay, that proves us right along the number four. Elizabeth. a little bit of salt. and on the number 10 that she was able to file on the helicopter and send that off and you'd have to also get it on the 2016 and there's a question that they could use and so far, she and I have two or three and eight and it has two hours and she's getting that off and she's always going to play and send it out and then she tells her that actually you're going to tell her Okay. I have a motion on a second to accept the bid of the 90,000 from Hatcher Builders LLC for a surplus property partial number 10 dash E O O 5 located at 648 Cornwall Road teaching Court of Law Road, teaching North Carolina about these townships, known as the Death Creek Community Center property, and an advertised for upset bids, pursuant to the NC General Statue 168-269. Any further comments? All in favor say aye. All opposed. Here. Thank you, ma'am. Mr. Chairman, if I may. We're now going to discuss some water districts and this will require you to recess your regular session going to water district B, recess B, going to D. We'll have to do run, if you'll come forward. Okay. Okay, so the system that you'll come forward. So the board will recess its registration and they go into the spatial county water district station for water district. The, the, the, we need to move to a second. Okay, I'm going to face and ask and I get a bunch of that. That's our minute. So it's an off-road. So I got a bunch of a second to recess and go into the D to B correct. Yes, sir. Okay. Okay. The first item on your agenda for County Water District B is a motion to introduce and authorize the defending bond order for a water district B for $1.2 million. This reference. Yes sir. Hold on, I'm sorry. I didn't know for both. All in favor say aye. All opposed. Okay. Now we'll open the end to the conversation. I'm sorry. Okay. I'll start off at just as a general statement as much of your where it last means you agree for me me to make a application to the LGC for the bond refunding and because each water district is borrowing money and the bonds are being paid by a water district revenue. Then we'd have to go into a meeting at each water district and vote to first authorize introducing authorize the refunding for each specific district they have their own distinct amount of the total debt. And then second, we'll do for each district a motion to adopt the resolution making certain findings and authorizing a filing of application to the LGC. So not only does the counting have to do an application to the LGC to approve the bond funding each water district have to make it on specific application and the board by the local government commission rules has to approve that certain finding resolution, which basically says that the board agreed to it. It. that it's favorable for us to be following funding for each water district. So the first on request for district B is a motion proposed legal agreements that go along with each bond order. I'm sure you have plenty of time to read that and go over it with 5 to 10. That if you have any questions about the best answer in question as you have about the first motion for district. So I have a motion of a second to introduce and Dr. Rose, the refund and bond order for water district fee and the amount of $1,200,000 in public discussion. All in favor say aye. All opposed? Period. And the second request is from you to adopt the resolution authorizing making certain findings and authorizing the filing of an application with local government commission for approval of the issue. That's not exceeding 1 million to 100,000 for water district fee. Motion of the second. Any further discussion? All the favour say aye. All opposed? Carry. I mean we recessed water district fee and doing special session work. They may be in the zone Okay, I got a motion on the second to recess out of B and go in and D, any further discussion. All in favor say aye. All opposed? Same side? Carried. We're in now. Water District D. D, yes sir. So first of all, I'd like, I would request for the board to make a motion to introduce and authorize a refunding bond order for water district B and the amount to me and she's been 100 thousand. So I got a motion in a second any further discussion? further discussion. Period none, all in favor say aye. All opposed? Curied. And the separate quest for order district B is a motion to adopt the resolution making certain findings and authorizing the following of an application with the local government commission for approval of the issuance. A bonds not exceeding to me in 17,000. So, I'm going to motion in a second any further discussion? All in favor say aye. All opposed. Same time. Carry. I'm going to be recessed. What it is indeed going to be especially if it's easy. I got a motion in a second any further discussion? All in favour say aye. All opposed same sign? Carry. We're now into district E. Okay. I would like to request that you make a motion to introduce and offer us the refunding bond order for water district D in the amount of $2,600,000. This is for district D. That is element. Yes, sorry, E. So what was the total fee? $2.63. Yes, sir. Yeah, $2.63 million, I think. And it means to be corrected on your sheet there. If you're looking at it in five, but it says D. So let's see. I got a motion and a second. Any further discussion? All in favor say aye. All opposed? Same side. Here. And second for water district e, I would like to make a recommend that you make a motion to adopt a resolution making certain findings and authorizing the filing of an application of local government commission for approval of the issue that bonds not exceeding 2 million 6000 for Water District E. We got a motion down a second. Any further discussion? All in favor say aye. All opposed, same side. And carry. I move we recess. The word is to be in the special setting. More special testing. More testing. Yes, and in the frame. And I got a motion in a second. Any further discussion? Here in none. All in favor say aye. All opposed same side. Here we're now in the order district F. Okay I would like to request that the board make a motion to introduce and authorize their funding bond order for district F and the amount of $1 million. I've got a motion and a second. Any further discussion? All in favor say aye. All opposed? Here it is. The second request for the Board of District F is I would like for you to make a motion to adopt a resolution making certain findings and authorizing the filing of an application with a local government commission for approval of the issue of upon not exceeding $3 million for water district. I got a motion that will select any further discussion. All in favor say aye. All opposed. Same side. Here we will recess recess county ward district. Yeah, going to special session. Order district G and in the first. That's a motion now a second. Any further discussion? All in favor say aye. All opposed same side. Here we're now in order district G. I would like to request that the board make a motion to introduce and authorize the refunding thought gone order for water district G in the amount of $2 million. I got a motion in a second any further discussion. I got a motion of a second. Any further discussion? All in favour say aye. All opposed same side. Here you. And the second request I'd like to make is a motion to adopt the resolution making third findings and authorizing the filing of an application with the local government commission for approval of the issuance of bond not exceeding $2 million for a word district G. Got a motion now a second any further discussion? Here none all in favor say aye. All opposed? Same size? All opposed, same side, carry. Thank you. We recess for district G during the review session. I got a motion in a second to recess out of the order district G and go back into registration. Any further discussion? All these favour say aye. All opposed, same side. All right, we're back in the registration and that brings us out of number 10. Yes sir. Yes, sir. I'd like to request to open a public hearing. The county any time we do a. Any type of financing the local government commission requires that we call the public hearing to receive citizen input or answering questions on the current proposed financing which is bond financing for water districts. V for G and not to exceed 11 million 500 thousand. I can open up the public hearing and this time without having a motion. We just move in to open up public hearing. Yes sir. Okay. public hearing grant. Yes sir. Okay so at this time I opened up the public hearing any comments from the public? Yes ma'am? What is this? I cannot answer that question please. No no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no no I'm not from mayor in the county where each district lives. I believe these can't be. I think so. D or B? D is in bed. How about B? I don't have to get to. Yes, ma'am, I'll wait. I'll follow the guidelines. Yes, sir. I did a lot of understand all of your questions. I'm sorry to interrupt you. It's a lot of the time that you have to use this option. I don't know which districts. If I may, Mr. Chairman. Okay. When the water system was initially developed, it was developed in districts throughout the county. But over the years, we kind of morphed into one water district for the whole county but there was nothing ever done legally to mold them all together so in order for this refunding to take place. And what we're doing is we're refinancing bond to save the county over two million dollars throughout the life of the bond. So we're getting a more favorable interest rate by combining all of the districts and refinancing the bond. I'm sorry I can't give you the district. I think Mr. Commissioner Garb got right now. District G is the central Florida County District. Looks like So, I'm used to a lot of this. This is what you're doing. If is up in the northern part of the county, like from Albuquerque, back over to facing eclipse zone, D is the southern end of the county from the Sampson County line back over toward Chikapia. And we didn't do A, we didn't do B. We didn't do B, we didn't do B. That's the reveal and part of the deal. Up toward all of the sudden down towards downtown Lyman over to next South Eastern corner to County is the Chikapoo Water Association and in District C we did not do D as Wallace E is like no you really see a war star looks like G is King's real if it's the Northern end from Hover, which is an over the facing clip, some area, and we didn't do A. That's that's what it is. And I believe this is a layer on our GIS maps as well. That's correct. That's what I've written in it is the layer on our GIS map. And the 11.5 is the total of our loans that we're open at the 11.5 is a total of all of them that we are open up to. Here is combining all of them in total that we discussed earlier with all the different districts that we were in. And this is the title. Yes, but it's the other one. Now, it's the other one for these districts, B, D, E, F, and G. It doesn't encompass the entire county, but it covers the majority of the county. Yes, sir. Any other public comments? the any other public comment. The In relation to this request, I would also like for the board to adopt a resolution to approve and authorize the installment contract financing by the county through the issuance of bonds not to exceed, 2012 Bob finally funded I have a motion I got a motion to have a second close discussion Here none all in favor say aye all opposed same side You got it. Thank you. I appreciate it. Thank you Thank you. Thank you. Now, Mr. Brassel, would you like to do the road concerns first? Yes, sir. Does any member of the Board of Commissioners have any road concerns? You might as well make a comparison to the DOT. Um, there's not anything new, David. Some look here as you sent to me, I have requested some inquiries to be followed up on those intersection of 41 and 40. Yes, they've created a problem. You look into that. That second summarizes, they're saying that one of the qualifiers should get a stoplight and one should not be running money Yes, that's what I took from the email if you like to follow up with mr. Maffles I'll be glad to do that You know or can you find out how we typically about getting funding for these and the case of whether it's if it's a big need Yes, I'll go about find that I'll contact our I'll contact our representative on the State Board Transportation and also contact I'm just going to say, yes, there's no question. Okay. I'll just do a prayer prayer. I'll go to the other side. Okay, thank you. No, sir. I don't have anything. Okay. I do. How I beat you. Southbound. Just passed. Leave the Herald School. Okay. Sort of nearby straight across from my water tower that sits there. There's a bad dip in that southbound lane, and you come out of that curve. You know, when you come out of the curve, that'll leave the heralds to the right once we're chinkin'. Going door-chink thingy. It's not far after you come out of it, there's a pretty bad dip there, and especially if you're in a large division with traffic, throw 30 minutes into the full coming lane of traffic. Is it as far down as? Not quite the far down as high as down the underwood tunnel. Thank you. Does any member of the general public have any root concerns? I have followed up on your root concern with the Rural Roo Crossing and they continue working in the Rural. The DOT has no authority to do anything to do with it. But they understand that. Yeah, they understand our frustrations because they share our frustrations. Thank you, Mr. Chairman. Thank you, Mr. Chairman. Mr. President, we've done our analysis. Yes, sir. And, your place is tonight. We gave you the copy of the calendar advanced for the fiscal year 2022-23 budget. So our next meeting will be on Tuesday. That's all I have, Mr. Chairman, members of the board. Any board member have anything else? That was like the ad of a mission. Here's nine. I look for a motion to the chair until the 8th. So January to 8th, got a motion. I have a second. That's right. Thank you.
