around 4 o'clock right now. We'll call the meeting to order. Welcome everybody. I'm just calling the order and looking for an adoption of the agenda. I've got a motion in the second. I've got a motion second in the discussion. You're going to have to follow the question. All my favourites should right hand. Or say aye. Aye. Good. Aye. Good. Thank you. Thanks. Next adoption of the minutes. I look for motion. I was a little worried regarding the doctor in the minutes. We only got a doubt. You did a few. Thank you, Joseph. I got a motion to you. Second. Second. I got a motion to second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second Okay, so I'm the vice chair of the board. I was like, I have to serve the duty. I'm in my role as act right now. I just as interim chair, but our council do, it has been our chair, is no longer with us. Because of that, we have a bank in C for the rest of this term, which is till Janaline, but I call it right. So, it puts the board in this advantage advantage not having the dual chair vice chair set up which is part of our file also. Right now the board members who are here is still not so that might be very in a position of the faculty of board chair. We need a little for a nomination and next day. I'm going to be a little bit more about the next day. Okay, well, you, if you can I, but I just understand that you're going to serve us for sure to show to you. I think loud. David declines that right? So, okay, we're in. I thought you were at the front on the radio. Yes, you did. But Dave was sitting I'm going to play cool. He's playing full. So is there another member of the board that's willing to step out Leon to serve in board share? Our Joseph or George Steele for July is January, February, March, six meetings. Joseph, I'd love to nominate you if you're willing. I'm very honored. I don't feel like preparing to do that at this time. I don't know. Whatever's okay. Oh, Joseph, if you will in a run of meeting, I'll be happy to serve you the vice here while you're winged, man. I would say that I'd do the vice here for a minute. I'm going to need you guys to be good. But, should we wait until Mr. Theo, I guess we're a great time for questions. Okay Mr. C. Perky, are you allowed to serve as a threat for chair until we sign up and do it? It puts us in an awkward position for me to serve as board chair of DSS and chair the Board of Commissioners. Specialist for coming into a budget season where we made the two boards may have a discussion regarding budgets and such. And I don't want to be able to use the power of the gavel to this of one situation, brother, I think for transparency, and for our board, it'd be better if we have another member of service or board chair, because there may or may not be discussions that would happen. And it could mean an awkward position during the title. I don't explain it, but I think from our public perspective, to have one person sharing two everybody's at the same time. We're not being. Sorry, I haven't had a chance to start. Very important. I've had a starting experience with the NSM. Really those people in and out. Really big key. and then out and really think he has the knowledge and expertise on doing to put him in the board chair. I don't think way in a slice chair that's the middle of the board. Oh. This is our name. The ability to do that. I'm already been elected to serve board charity of the line. Vice Chair, please. So the Vice Chair, Vice Chair, okay, four. We're going to be on our presentation. So we're looking to look for a chairperson who's doing a lot. I'm a living person on the board. Thank you. I'll be more than willing to do it. Thank you. Nobody's leaving. I'd be willing to serve as chair to the last. Thank you. I'm like Sunday, just to land on the end of lunch. I just want to introduce Chair of the Board. So you got to say, I'm going to get a motion to say any discussion. I mean, you pay well to be pressure right now. Okay. Any further discussion? I'll call for a vote. On paper say aye. Aye. Me opposed. Okay. You are the chairman until the July. The last risk is firm. Mr. Chairman. And Liz, that's Chairman. You could direct me to finish the meeting. Mr. Vice Chairman, you'd be so kind. Any bads today, sir. I have to follow the order to finish. Bob has done that. He's probably going to have him in the great touch of hell. I'll come in. The next time we'll show you. Thank you. On the, in the notes, the chairman asked me to chairman, and chairman can pass the gaville when he's going to be advocating or she's going to be advocating for something in order not to sway the ball because the board chair has to be balanced. Thank you guys, I'll talk to you in the next few messages. Okay, thank you sir for that. Actually, thanks for the more important is this DSS board training and discussion. And I said right here being a chairman, a vice-chair king and a director fund, you want me to have that or? Yeah, you guys have it written already. And we feel like it's special with the new board member coming on that it's a great idea. And I want to have part of the board meeting and get the training over with and still continue with the board meeting. What do you need to have an answer of this? She didn't say just one ever. Can we, when the war allowed us, if you guys don't really know if you're calendar now, because I know Miss Diel's not here, tell her how it's to reply back by email Question is it both dates on one she can do either of these dates and I get for the board meeting dates And she said that seems like it would be a right idea I'd like to make it down to the board on March the 20th. I'm subject for jury duty So April the 17th I'm subject for jury duty. Okay. We'll mark that now. So, April the 17th, I know I'm good that the whole day. Well, that's going to be now for the 17th, and then somebody else can't play the role. I want that. Okay. I want you to say that I've seen consensus when I have to vote for the set, okay? Joseph, did you hear that? You see? Yeah. Yeah So did you get that? You said? Yeah, I did. I'll get it. All right. Do you want to add time? Do you want to do it like fly prior to the board meeting? So two o'clock or two thirty, she said hour to hour and half. Top. So we need to four, we'll be chambering. Yeah. Probably two thirty. Two thirty. Okay. We need to reserve that room with the county. Okay, thank you. Thank you. Back to back to that more training. Who's all the members and the director. Can I recommend any staff that's available? of all of the board members and the director. We'll be there. They're gonna recommend any staff that's available. So they'll understand what works. I'm gonna be in the office. I'm gonna be in the office. Okay. Okay, what's 13? Okay, we'll send something out. Does we find that sometimes the staff think that wherever the committee meeting was really aboard me? There's a difference. So I usually love Cation Deez. But accounting administration office. No one has the annex. OK. OK. Yes, that'd be great. OK. Thank you. You're welcome. Our next item is the person known for like a recognize. Good. Good. Good. Hey. Good afternoon, everyone. To begin a personal report, we'd like to introduce you to a group of people sitting behind us and say hello to them and I'm going to turn it over to the managers who direct them. Okay, on the end. I'm a fan of my views and if you want to send up, then tell me if you have your steps and tell what department you're working in. Hey guys, so I'm Emily and I'm working in the EMD food stamps office, just started last week. Not really much about myself. I'm married with three kids and I like to go hiking in my free time. This is about it. And she's starting on the 16th. I like to go hiking in my free time. This is a little bit. And she started on the 16th. 16th. 16th. Okay, yes. And this is making things. I'm in the end. I'm in the dominant game. I started last week and I just graduated with my BS in business at. Thank you. What kind? So on the children's health Society we can miss Lila McCurry you will want to spend this later Hi everybody I'm in his Lila McCurry. I just started on the 17th and then the adoption unit I just graduated from Washington State with my bachelor's and social work after I finished my internship with family resources And I'm really excited to be here at the Environmental Community. Thank you. Do we have Ms. Carly Klein who was an adult services? Yes. So I'm in an adult services. I just started on the 17th. I graduated from AppState in December. So. Welcome. Now, this is the time that we'd like to ask you. You're welcome to stay in here as talk about DSS similar or you can just exit at this time. It's totally up to you. Not to be known. Nice meeting you. We appreciate it. We're reshaving. All right. So you have a person that will report this in front of you. Also, an attachment. Personnel with Port of you will just review that and see if you have any questions for us. I'm going to put the Well, it seems to be a correlation point on the cost-scared option of the good comp time in case of a number. Thank you. Any questions? We are in this for the board. Which board? Any other questions? Thank you, Ray. Welcome. Board members and next item is a budget. Is there any discussion like a recognized and bright Everyone have your financial report candy and 1231 2023 This is for the six months ended You'll see I'll page two So the middle page your contribution from general fund for your administrative expenses is at 35.29 percent We should be right at 50 percent so we're 14.71 percent under budget for administrative expenses is at 35.29% we should be right at 50%. So we're 14.71% under budget for administrative expenses. Then I'll pay four to top. You'll see your contribution from general fund for your program side is 61.39 or 11.39% over budget in our programs. 39 or 11.39% over budget in our programs. Total budget on the very last page is at 45.39% which is 4.6 points under budget. So we're under budget for 4.5% for 6 points. So still under budget, even though admin and programs are over admin is under. So then the only line that is over this month that wasn't over in the prior months is on page five. Your professional service is imaging. Just a little over budget there. That's for our shredding and our imaging part where imaging records and shredding documents. We've been busy doing that. We're trying to get some old documents, and you know, image did trade it. And so we've got a contract worker doing some of that. So that's why that line is a little over. So we're trying to get some of those documents image to trade out of here. So sort of, I'm obviously picking work around. So other than that, everything else is the same as last month. No need bonds over that aren't over last month. If I have any questions, I see anything that looks. People are there. Let's see how it's going to get. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. That means, perhaps. Okay. We're in the service. It's for tonight. It's like a working on your salary director. All right. You have the service report in front of you. If you just look and see how they have put a couple of notes there. For the directors, so many directors notes. Comprehensive. We do have three licensing homes that are pending and we wanted you to know that. So probably by the next point, maybe we should be up to 26. And then of course, you'll see some larger medicated applications due to medicated expansion and then Candy will talk about that on the problem updates. First, you'll see some larger medicated applications, due to medicated expansion, and then Candy will talk about that on the problem updates. Any questions for the director of Congress? Thank you, Greg. Problem updates, next. You're still on. So, thanks, things are going well. We are still working on our house on the property. But children services think that we're almost fully staffed in children services. That's super exciting. Um, adult services, the MPT team for adult services, who are really well and I'm excited about everyone coming together and just Processing how we can assist our adults in the community And then that they use are still wonderful In questions more members come Thank you. It's done this greatest economic service. Just like these families want to point out by our increase in our family children's applications taken, you'll notice all the service report last month when November. There were two of them on live and you can see we have jumped to six and a half, seven, eight, three. When we came back from Christmas, we had a huge influx of Medicaid application. So it's around 235 percent. Did everybody get time to read their Medicaid expansion report? Okay. So it's a huge job and we did expect an influx, but then we just didn't expect that much. So what we've had to do, we've had to shift, thank goodness the state has allowed us to extend our recertifications to our children's cases. So we've been able to move five or six staff to our applications and we're training them now. And you can see the population, Medicare receiving is not increased that much. That's because the main group that will, that'll affect that line of applied and be similar, and they won't be approved until January, so they'll show on your federal word report. So you'll see an increase there. Right now, we have about 1,000 applications pending in our adult program and our family children's program. And reason why you see the jump in family children's because that's where the Medicaid expansion follows is on the family children's program. It doesn't fall when your adult Medicaid programs. There are some in plus as well, but you can see those numbers won't move in as much. But the team is very, very stressed. They don't piece it today. They don't piece us next week. We have clean x's. And I'm making a joke out of it. I've been here in 30 years. I can honestly say this is the most stressful time that I've ever seen at social services. It's just a different kind of stress. We just didn't have enough train nourished to train all the new staff that we have. So it's been very taxing on everyone. But it is, I can feel that it's starting to settle a little bit. They have opened up the marketplace where they're going to start doing some automatic terminations from Medicaid applications at the marketplace that are being placed in February, which I'm really excited about. So hopefully that will decrease the number of applications that will be sent to the county. So other than that, you want to point out that our current MXP recipients, which is a Medicaid expansion, which is 2,313 as of 1,124. The number is higher than that, but the data is not available to you. Do you have any questions? Just to comment, follow the stress and everything like that. And with these four new cars, it's good to see that we have very qualified employees who look at work, and thank y'all for taking care of the employees. It's all the fun fun. Thank you. You have a glimpse. Where is? Now let's see if I have any questions. Thank you. Thank you very much. Very important. Just like for the board to know that we're in the second rank on the other duvet down my grant. You see this before you. And the good thing about this grant is it really is working with Pesca as well as a tender compound thing. But the good thing is they will control the money. They'll just give us the resources. I'm very excited about that. Also, just to let the board know, and Candy knows this, that Department of Health and Human Services launched a dashboard so that it might get really easy for Candy and myself to go in and to look at what's happening with Medicaid expansion. It will show all the characteristics of people who are applying. So that's great. One anyone to know that you've got a copy of the Child Fatality Report that is public. And it also accounts for a meeting under the Child Fatality Protection Team meeting. So the copies were added on that. And that is public, and it's also on the state website as well. But the only recommendation that we received was to really concentrate on safe sleep. So we are already doing that even before they release the report. We've been doing that, the campaign. Also, just to let everyone know, and I try to think, I think you have a copy of that as well. The Childhood Family Support Plan, and that's basically where they are revamping the Medicaid and how we take care of children who really help, and really medical medical medical, mental health assistance. That's why we had a lot of kids sleeping at the office because no one would take them because they have mental health assistance. That's why we had a lot of kids sleeping in the office because they were with patients because they have mental health issues. So that's happening. And I also added here what is supposed to do and what those goals are. So that's down there. And also just wanted you to know just how stressful this job is in child welfare. It's stressful on all pieces of it. Child welfare is just a different kind of stress because it gets the secondary or traumatic stress. And so because of that, the Department of the Human Services have released various trainings. And so with Rutherford County DSS, we mandate that all workers have take that class and do the trainings so that they can make sure that they're managing their stress so that we can keep them and that they can do this work and still know how to relax. And that's all I have. Any questions or comments from the board? Let me read the record. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you the board's attorney, the board members, director. I mean, we're gonna close here. Seven, give a second. Second. Any discussion? You're not a call to question. I'm the favorite to say. Hi. Hi. You both have one. I'm a call to say, I'm a call to say, I'm a call to say, I'm a call to say, I'm a call to say, I'm a call to say,
