Mr. Coddle was born January 28, 1935 in Lomstone Township and passed away this past Tuesday, April 12, 2022. He served Dukeland County as an office deputy sheriff under Sheriff Ravel. From 1961 to 1962, he served as the county civil defense director from 1962 to 1966 before leaving to go to the private sector where he worked as personnel director at Rees Brothers from 1966 to 1979. And in 1979 he left the private sector to return to Duke and County Government as the first county manager serving from 1979 until 1994 he was also a charter member of the Duke and County Airport Commission Okay, if Let's let's stand and give back that honor and Mr. Cobb Everybody please just be revered for a minute and remember Mr. Coddle and all his accomplishments and the dedication that he give our county. They wish for the board to adopt a resolution approving the aforementioned $2 million loan as attacked exempt loan from First Bank to the Rose Hill Firemen and incorporated. The lender, First Bank, is acquiring as a part of the loan process that the Dukeland County Board of Commissioners hold a public hearing Prior to the Board's schedule of public hearing on May 2, 2022 to receive public comments regarding the Board's consideration of the resolution. I decided not normally, but I decided to not leave a little package with all of you for clarity. As I read through this, there was so much to cover, I decided to write it out. And then I decided to leave a copy for y'all from a view later on, and then if you have any questions. My name for those of you that don't know, my name is Terry Nars. I'm the co-founder and I now serve the board of directors of the Emerge as their executive director of the ministry. I'm actually speaking to night on behalf of the Emerge Ministries and the July 4th Committee members. The July 4th Committee is a diverse cross section reflective of individuals across Dukeland County. I want to take a minute to thank the Board of Members for allowing me this much time to present the night. I also want to thank you as we've seen for Mr. Ralph Coddle tonight for your longstanding dedication and commitment serving the residents of Dukeland County in a manner that reflects their values and belief while meeting the needs of the community you serve. My agenda tonight is to introduce to you the SACCA Annual July 4th County Festival and also to garnish your support for this event. Also to explain why there is a critical need for this in the county and the efforts that have already been established to do this. So that's the agenda that I want to do over them. But I'm also here not to make three distinct requests concerning the agenda laid out before you, which we've already seen that you all pray and men. I asked if you pray, blessing the emerging the July the 4th Committee as we attempt to deliver some long term and sustainable positive changes in in Forty County. This is the SACCA Annual July 4th Festival being held this year to be at the Dukeland Events Center and it's part of a larger effort to bring about those changes we just spoke about. Last year at the first annual July 4th event, our attendance was approximately five to six thousand. This year, as we have engaged the event center and some other advertisement opportunities, we're expecting between eight to ten thousand people, individuals and family members. The second thing that I'm asking for on behalf of the committee is that we receive and that you would deliver encouragement and support among your constituents for emerge and the countywide July 4th committee. As a result of their work, the countywide July 4th festival the founding the foundation and the future is already receiving support across the entire county from churches businesses to civic groups and leadership of many towns to this point support is allowed all activities to be free to the public so there will be no charge for this festival. Your endorsement tonight and moving forward would only increase the success that we all want to see for our county. Third, we ask and we need financial support from the county administration. The budget for this is approximately $27,000. Yes, we need many. However, there is a greater need being met by delivering your financial support. The investment back into the community was greatly strengthened. Many individuals, churches, businesses and mayors around the county that are already investing time, money and effort into this event. And I've had the privilege with meeting four out of the eight summer interim mayors and most of them have pledged their support in many different ways and continue to do so. The one thing that I did know is that to make this kind of request, the partner would emerge and needed to have substance. And to do that, I figured there would be several questions that needed to be posed and answered. The first question most likely would be this. What about this event is critical in supporting the vision the county board has for Dukeland County. The second question would be a more sensitive one. Would the taxpayers be understanding and supportive of this kind of investment in our future and their future. What I wish to do is argue that yes would be the answer to both of those questions. What is critical about this event for Dukeland County is the question. On April 18, 2018, his director of emerged at our first annual banquet, which was held here in Dupline County. I made a commitment to deliver and emerge skills for life program to the county. It is a seven week jail detention center, addiction program that is faith evidence based by the state of North Carolina to reduce recidivism by conservative 37 percent. Part of that study that was taken revealed that the community program emerged community assessment and reentry empowerment. The care program brought about the long-term and sustainable reduction of individuals that were repeatedly going back to jail or prison. This reduction in recidivism will save the county more than $400,000 per year when it's implemented. That is based on the three-year study of a five-year span of the program. So, working with North Carolina legislators in US Congressman Murphy, North Carolina legislators in US Congressman Murphy working through a governor's budget to incur COVID-19 emerged as finally in a position today to deliver a half a million dollar investment to begin implementation of this program in the fourth judicial district. However, as the study that we did suggested the work that has been done the past three years throughout the communities in Dublin County, bringing churches, business, civic groups, and individuals together is part of the care narrative to deliver on the promises of the commitment made in 2018. Communities heal the same as people from the inside out. However, the message of what's taking place here in Dupline County is being heard across the state and the nation. If this event draws 10,000 people and it is a family, cross-centered event. It will be the largest fourth of July event in the state of North Carolina held by in the county in Christ center. The message from 2018 is being heard by leaders in the third judicial district, and they're consulting with the merge on what great things are happening here in our county and they request that it be duplicated in their judicial district. This is taking place in several other states as we speak. Dupland County is at the forefront leading the way. To tie together the merge skills for life, the emerged care program, and the July the 4th. If you are so closely connected as part of a larger effort, I believe support is critical and when enhanced the vision of this board for Duke and County. In closing, I believe there has been a credible argument been made for a yes on all three requests. First I know many aspects of this presentation would accomplish some major goals pertaining to the vision of the board members here tonight. Secondly, I believe it would greatly benefit the taxpayer. They are supporting more than just an event. They are helping raise up a future in a community past the present circumstances. We find ourselves in the day. For this reason, I believe it would be a yes from the taxpayers in support of this effort. So we thank you for your time and attention on this matter. Present it tonight and look forward to your decision. In making that decision I'd ask that you consider strongly three things. The size of the budget the planning and the fundraising that has already taken place for these events over the past two years, and the long term effort that myself and a lot of others in the community have made lobbying to bring the resources to address addiction and recidivism in the jail. If we consider these things and respond to them, it would be making Dukeland County a leader giving way to a safer place to live, work and visit. And again, I thank you so much for your time. And if you have any questions, I know that's a lot to digest, but the main deal is that we are having the event, but we're not going to let the event become the event. It's part of a larger effort to bring resources into mobilized the community to help change some of the negative impact that addiction and other and crime and other things that are taking place in the county. Right now the recidivism rate in Dupland County Jeos 77% if we can reduce that by 37% or 40% and then bring the community along with us. There's no stopping us from having a place where people want to live work and also to come visit. And that is a win-win situation for everybody. So if there's no further questions, I'll close and see that. Anybody got a question for Mr. Nars? Um, yeah. I'll keep hearing you talk about recidivism. Do you know Mike Zingletary? I'm sorry. Do you know Mike Zingletary? Yes, I do. I know of him. Sure do. Okay. Have you talked to him about the recidiv citizen in Duke and the county and the reentry? Yes. Me and you sat in a couple of meetings together before COVID. Okay. And I'm not only him, I'm working at the Department of Public Safety level. They just hired a permanent person to deal with reentry. And I've been working with him on several issues that we're going to address, bringing in other forms of support as people are transitioning back into the community, as well as one on one mentoring places to live and other things. Also emerges developed at that Department of Public Safety is looking at as a reentry tool to help even further address the connection with the one-on-one mentoring when they leave the program, like the study from North Carolina stated, without the community involvement, the program is essentially a waste of our many in time. Having the program's nice, but the community reentry portion is the most important part. The church is the individuals, the volunteers, and getting it where people have a place to stay, helping them get food to eat, all the essentials of survival and mentoring on top of that. So yes, I'm working on it on many different levels. Yes, sir. Anybody else got a question for Mr. Nars? Just to clarify, I mean, I may be at an advantage on the other four because you've been to visit me. I don't know if you've been to visit me on, but we've had more conversations. So I think I understand that you got a great program and I want to thank you for your efforts and, you know, the efforts of the people that are helping you. But we clarified for the board exactly what you're wanting from us from a financial standpoint or the facility. Yes. Well, that was the question that I was expecting which mean you haven't talked about. And I did that on purpose because my visit with you was to somewhat get permission about how to go about doing this and which you kindly advise me very well and I appreciate it. But there's a pardon in terms of from a legal stance. I'm not asking for. I don't want legal ties whatsoever so that county is responsible. That's a legality in any way. We have our only insurance liability, $5 million of policy. We have another policy for the fireworks. We've coordinated with the event center on the appropriateness of that. The event center has said that they would charge us a thousand dollars to have it at this point, which I've agreed to pay for. And then I have worked with them to apply for a grant. What I am asking for in terms of partnership from the county is to at least try to match what is taking place in every incorporated township and on a percentage wise donating money toward this event. In terms of they have been donating a minimum each business church of $500 to $500. Some have donated as much as $1500 or $2,000 as individual businesses. I'm dooping winery, they've donated by Mr. Johnson. One of those Nates Smithfield's foods has come on board. So I would ask the county to at least match the efforts of what's being put forth by the county. So that I can truly call this a county effort, not an emergency effort or a Terry Norse effort. If it be long term sustainable and successful in terms of the larger effort we're making, it needs to have credibility from the county. And I think that a part of the recognition of us being able to do this needs to be awarded to the county. And to the sheriff and the Davis for allowing me to time to do it and talk about it and discuss it. Take guidance on it from y'all so that it is decent in order. So I think partnership is in those kind of terms as well as firemantra So that's the that's the type of partner I'm asking for firemantra If I had a member I would say it I would think the county would at least give $250 per town that is located in the county which we could could somewhere depending on how you want to call it the town $1,500 to $2,000 That's what I was asked me what I would ask for what would I take five dollars I can call it part of it. But as I said, the money is needed and yes, it's a big effort and it emerges. Used to run in things this large, half a million dollars that I'm putting toward the county. A check was directly to the emergence of our accounting firm and our accounting system as well in place. That the state of North Carolina trusted us and some other states have done so. So the accounting is in place if you wish to partner with the $5. I'm sure we can find the whole for it. But the bigger message is that I want the board of directors in the county involved in this. Number one, there's no need for me or emerged to take the credit for what we need to make it known that it is a county effort so that people will realize that we can work together and that we can accomplish great things when we do that. So that's my view of partnering, staying as far away from a legal partnership that would endanger the board or the county in any way, but yet supplying us with some financial resources and more and verbal support as we move forward annually with this project. Anybody else? Mr. Chair, we need to take action. It is OK to take action. Have we more decided to do something? We could take action or we can take it into more consideration and get back to it. It just depends on what the board's ready for. My expectations were not immediate. I mean, we've got times. I mean, I had no expectations of an answer. I mean, truly, if I can step up to the plate right here, I mean, from my standpoint, I think what Mr. Norris was after was to get in front of us because, as I told you, he met with me previously and this is what I asked of him is that he called Mr. Davis and get on the agenda and come and explain the situation to all of us. You know, simply because, you know, I wanted Joe to hear what he was after. And, you know, if you're ready to take action tonight, you know, I'm willing to accept it, but if you want to just take into consideration what you've heard, think about what action we might want to take, I'm comfortable that we can share Mr. Davis and Mr. Davis can get back to it. As we've heard very openly from him, he's willing to work with us in a pretty much any way. Well, I believe that what you're doing, Mr. Norris, with the marriage, I believe is definitely something that's not worthy. I personally appreciate all that. the efforts you put forth in terms of recidivism and reentry. Those are very, very key and valuable programs because of all that how people go through from just dealing with life 101. I couldn't tie the boards to anything, but I'm always ready to that because tomorrow is not promised. So, and I do believe that we need to be at a minimum of the tip of the spear when it comes to being leaders in the county. So whatever we decide holistically, if it's tonight or in the future, I'm in support of doing what's in the best interest of Emerge as well as the county as we move forward. Well, I appreciate that. And Mr. Powell was trying to remember the name Victor Hennett. Yeah, he's a big hennet. He's been appointed. Victor Hennett is the one that's assigned to Duke and County, but my single tear is the one that we kind of wanted to pattern our reentry program about. All four of, but I think what you're doing is outstanding. Now, his reentry, so not to be confused and his reentry program will still move forward. Not it won't have any ambiguity. Yeah, that's a work in progress. Yeah. But right now, you know, I think we should wait to discuss what we should do based on the other non-profit that has come before us with similar type of quest. So that's my stand on it. But what I'm going to do is by with me. Well, you've heard from, I think you've got a good understanding that, you know, from the board as a whole that we do appreciate. And I think I can say that, you know, there probably will be some participation, but I think that we would probably better serve you if you give us a chance to discuss it with the five of us and determine what we think is appropriate versus us taking action right now. So unless another board member wants to make a motion, another board member will make a motion. Okay, thank you for your time. I'm going to kind of skip ahead a little bit. There's an update at the very end about our public transit visits. I have to present something else to you. I do want to go ahead and give you that update. We are moving forward with our public transit facility. We met a couple of weeks ago with our builder that we have chosen. And we have some preliminary drawings and such. We were being held back because we got the initial budget back in 2019. Since that time some of the other projects that were included in that particular grant fell out for different reasons. So DOT went back to the FTA which is the one that awarded the grant and said, can we redistribute this money to these other projects because they're all over budget. And they agreed. So we currently have an increased dollar amount for our project, which we're very grateful for because we were going to be very over budget what our initial budget was. So what I'm asking for tonight is the local share certificate. The DOT has come back and said that our budget has been increased from 1,418,921 to 3,020,171. This is a federal and county grant only. So 20% is what we're required to match. That match is funded by my enterprise funds, it will be no actual county dollars. But I'm requesting that Chairman be able to, you all approve so that Chairman can sign our local share certificate, indicating that we have obligated those funds and that we would be prepared to fund our 20% portion of this bill. And so we worked towards a solution and that's why I'm actually here tonight asking for approval of public school building capital nor current educational application for the amount of $322,000. And that money would actually, because that piece of equipment failure is actually in a temporary repair right now, it would replace the Warsaw Elementary Switch gear. Also in knowing what happened at Warsaw I have four other schools that have that similar switch gear, similar A to trying to be proactive so we don't end up in the same situation. The lottery application I'm asking you for is to approve would evaluate tests for those switch gears make for as repairs and the actual thought process is not to not to suffer that failure and have to go through what we did at Warsaw and hopefully save some funds so my hopes is is, and that 322,000, it was me, no calls, you know, no calls to the actual county is to encumber that money and my hopes is to not spend all of that, you know, but I needed to encumber that in order to achieve these repairs. Next agenda item is the Commutable Disease Pandemic Recovery. It's an agreement of Dendom 546. This was some additional funding through the federal offer dollars, the American Recovery Pandemic Act, that the Senate, there was a Senate bill 105 that was passed and a percentage of that was given back to some of the counties because over the years, community disease has been mainly county appropriated versus more state funded. So this is some additional funding for community disease, not just COVID, but this will also help us with like Columbia, gonorrhea, syphilis, hepatitis, for a community of people who are in the health care and health care and for a community of people who are in the health care and for a community of people who are in the health care and for a community of people who are in the health care and for a community of people who are in the health care and for a community of people who are in the health care and for a community of people who are in the health care and for a community of people who are in the to accept and for an amendment. I'm at Manda Hatcher with Cooperative Extension. Cooperative Extension is charged with managing the rental of the at-emory auditorium, the large conference room in the kitchen at the lowest-degree agricultural center. These rooms are used for public and private events. So when we have events such as weddings, reunions, birthday parties, et cetera, these rooms may be rented fourth-by. So tonight I'm asking y'all to approve an updated rental contract to better reflect the needs of the county and its facility and to address clarity for the renters' responsibilities. So to summarize, the changes to the rental contract versus an increase in the rental fee for the auditorium from $600 for an event up to $700. There's no increase proposed on the other rooms. The kitchen stands at $100. The conference room stands at $100. Also an increase in the deposit from $175 to $250. The deposit is refundable if the image is present after the event. Deposits and a rental increase would be affected for new contracts signed. So it would not affect any current contracts that have already been in place. Mainly to increase in to address inflationary increases. There also are some clarifications for the renters' responsibilities so that they're clear about what their expectations are, definitions related to damage, alcohol, illegal activity, and so forth that are not allowed to facility. Illegal activities not allowed to facility. Illegal activity is not allowed and alcohol has some provisions that the renter must be responsible for. We also updated the cancellation policy in our rental agreement. So, today I'm asking y'all to approve the rental agreement that's been updated to be used from this point forward on new contracts. As you all are well aware the county has received grant funding through the state budget for the purposes of building several county buildings and facilities on the campus at Dupland Commons in the very near future, including a public transportation facility, animal care control, an adoption facility, a facility to co-locate our services for the senior services and veteran services departments. And emergency services complex and also a detention center. I propose that the county contract with parish and partners to develop a master plan for Dukeland Commons to aid and assist us in creating a vision for what we want the campus to look like in the future. A master plan will help guide governing board decisions not only now but in the future on how best to utilize the land available for the construction of buildings and facilities in both the near and distant futures. In order to plan for and control growth of the campus in an integrated and coordinated manner. The proposed master plan services will include at a minimum an introduction in background data collection existing conditions review of past studies the they'll give us alternative development and analysis studies conduct an environmental review and also give us guidance on implementation and development cost estimates and also a conceptual master plan layout the total cost for the development of the master plan is $25,822. As I just alluded to, Dupin County was allocated an all-time department of agriculture and consumer Services grant in the amount of $500,000 in the recently past state budget for additional parking at the event center. It has been determined that the estimated cost to construct a new parking lot adjacent to the event center on the northeast side of the building along with a paved tractor trailer accessible drive coming off Fairgrounds Drive is around $221,650. This estimated cost includes $170,500 for construction cost, $25,575 for engineering associated cost, and another $25,575 as a contingency. And that would be a 15% contingency. The estimated cost to construct a new 250 to 300 space parking lot in front of the event center and the grassy field across Fairgrounds Drive to mirror the parking lot that is currently in front of the event center is estimated to cost 656,000 plus another 98,400 for engineering associated costs and another 98,400 for a 15 percent contingency for a total of $852,800. Thus, we will not have enough funds to complete both projects. I recommend to move forward with the construction of the new parking lot adjacent to the events center and the paved access road and to use any remaining state grant plan available to design the proposed new parking lot in the grassy field across Fairgrounds Drive in front of the events center and then we could take these plans in the future when we receive funds and we would already have the plan that we can move forward with the peeping project. But I, Mr. Chestnut has spoken with the folks at Department of Agriculture and we will be speaking with Senator Jack, Senator Representative Dixon to try to get more funding in the next state budget to complete the entire project. And we think there's a good possibility that the Department of Ag will have some additional funding. So right now what I'm asking the board to do is to move forward with engineering and inspection services agreement with the Adams Company so we can start moving forward with these projects. So moved. Duke and County received a $2 million grant in the recently enacted state budget to help with the construction of a facility that would co-locate the Senior Services and Veterans Services Department. I request permission from the board that the Senior Services and Veterans Services Department be allowed to solicit requests for qualifications for architectural and engineering design services for the senior services and veteran services facilities. This will allow us to contract with a professional architect engineer or engineering service so that we can get an idea of how much this project is going to cost and we can identify how we're going to allocate the funds to construct the project. Do we need to, I mean I know I have a problem doing that but before we make any final decisions the master plan may be done first. Do you're defeating the purpose of to master plan to be done first. Do you defeat the purpose of your master plan? I think Commissioner Garnes a good question, but we have already identified the actual location where the co-located veteran services and senior center will be where you're going down agricultural drive right behind Cooperative Extension, the first building will be the transportation, public transportation building, and from there to the corner of agriculture and fairgrounds drive on the right will be dedicated for this senior services and veteran services office. So I think we know where it's going to go, but yes, this will work hand in hand with the master plan. Can I ask my assistant county manager how long he anticipates it will take for the master plan to be developed and presented to the board? It'll take less than six months for sure. It'll take us at least two to three months to get the request for qualifications out and get the bids back for that. So I think they could work in conjunction with each other, the commission corner.
