And for the amount of money and time that it would take, they made the recommendation using the Administrative Building, which is another term for the NX. And so I just, hi. What's up? That's my feeling. That's what you see. So we want to put that on the board. So we could officially get it in the minutes that we will have the meetings ongoing at the end of the building so that Joseph can be accommodated. And it's chairman vice-president. Yes sir. Recognize Mr Miss Pam Price. Okay. They won't have your financial poor, can we in January 31, 2024? This is for the seven months ending on page two. You'll see your contributions and general fund for your administrative expenses is at 38.95 percent, which is 19.38 percent under which we get 35 third of cents. So we're under budget for administrative side and then on page four, type of the page your programs, your contribution from General Fund for your program side is at 78.78%, which is 20.45% of the budget. So very back page, we are at 53.31%, which is 5.02 under. So we're under for total budget 5%. Going into your administrative expenses on page five, the button that will be page your professional services for your child care admin that's our contract for our daycare that's a little over budget at 62% and that was not over budget last month that is just because the increase in their salaries and for the contract they had two salaries in that month so that's why that's a little high that will live on back out that's a And for the contract, they had two salaries in that month. So that's why that's a little high. That will live them back out. That's 100% reimburse. So that's not even plenty of funds out of that. Utilities down toward those bottom those paid. And that's a little over budget. And that was there was two buildings to do power bills for paying this month. One of the beginning of month, one of the end. just kind of the way the month failed, it was due. That's why that's a little over budget. And then rental, the very last line on that page is at 75% and that's when we pay quarterly, that's our rental for our costus machine and we pay that quarterly, so that's why the little over budget. And then on page six, your Medicaid transportation software, the little pay is at 60%, they increase that software. And to begin in January, I'm at 3% increase that thing, so that's why I'm going to go over budget. Plus, the monthly activity will see the $1100 that is two invoices. So sometimes we have that that two invoices file wanted to begin in one at the end of the month, but it will let them out. Like I said, we want to pay for the fiscal year for the fall. Again on page six, going down into your programs, stay in home, and then there were pages at 64% that's a little over budget. But what happened there was there was one invoice that was COVID-19, and we've got that finances, got that taken care of we switch Title 3 and stay in home and I'm not invoicing they've coded them to the wrong account so Then finances correct that so that will look better next month and then the only other line that is over and that is over and programs is actually Title III, we will very much change. And that's due to the client needs in Title III, that's your personal care services. And those are 100% reimburse as well. So there's no account of that. But we'll not go over a budget for the year. Can the actually look at that a couple months ago and the answer was yes. That's in an uptake with people coming in for services that were homeless. We're going to continue to see if increase in foster care. We've been having something in the majories and their majories. So we took a little bit of kids that you can see, we're coming from December and January. And the thing with me is that it was, it's so, so, so, you see, homeless families, and homeless, they don't have places to live, kind of, bounce off the place to play. So that was the lady sending children to get a custody. And let me add just a little bit to that. Duke Endowment is working with us right now. We are one of two counties doing a pilot project. And the project is about trying to forbid kids from coming into foster here. And they're going to be helping with things like housing. So we're hoping that our next year we see that these numbers are going down instead of up so as you can see, we've got probably 30 more kids and care or 40 more than we had last year. So we're excited about that. You are doing much partnering with the panace that can be done. We have, yes, we have absolutely, you know, it's just, sometimes they just only have maybe one unit or so it's just not enough. I'm not sure if I may have, did I do a year now? I think it's just really increasing the squad. Yeah, but we do. Yeah. We mentioned substance abuse, how was this from substance abuse first. Homelessness from substance abuse. So with this increase that we're standing right now, it was a situation where people could fire in the town and they lost their home. And this is where all of the family would be. And so it just, just to admit it would trigger us moving in a way that happened to us so the kids that would have been that scary. So it pretty much, yeah. So. So that's the situation where I have a cap, really good, yeah. Right? the situation where I can have a camp really good here, right? I'm talking about substance abuse and... And it was in the conference with VA law enforcement and DSS trying to come up with ways to help our elderly population that are exported through, you know, the little scam and stuff. But, you know, just family exported. So just trying to find ways to break about charges. It's hard because you can most of the time have the elderly or those who doesn't want to charge their child or, you child or family member. And then there's so in love with all this of the meeting of a person or not. They don't want to charge you. It's hard to trace that. So it was a really, really, really good train that I really enjoyed. And some people would probably be embarrassed that they were taking advantage of in that way that they don't want to be put in this Any comments or discussion for Ms. Dodden? Well, now look at economic services. I'm staying in the 13th. Thank you. I'm all just really glad I had a situation that caused me to be late. I'm sorry. Work causes you to work. Yes, it does. It does. And tell them who you are. My name is Emily Whales. I'm the Medicaid program. Thank you to work. Yes it does it does. In Title 3, 4, my name is Emily Wales and we're Medicaid Programming. Thank you Miss Wales for being here. Thank you for having me. Just for a brief overview of what well the economic services if you look at your before the services you're seeing for being in treason that we had four of 86 applications taken in January. And that is down from January of 2023. But the logics were being automatically extended in. We wouldn't have to work on all those applications and reviews. So the number of 486, we're still needing more workers in that area because in January, 23, those applications and reviews will be in the other extended. So there is a great name there. We did meet cut off this month for food nutrition, but for December, we did not. In Medicaid, you'll see our Title Medicaid receipts is 2577. We have been indated by absence Medicaid expansion started. You probably will see that number more likely represented with a February report or in the February information will get because those applications are 45-day at the TASL event on the action and fail to see. We're still getting the word out for Medicaid expansion. We keep getting applications in and we're trying to outreach, you know, as many people as we can for that. For the process intervention program, what we call SEA, we are at the funders' platform and for LEAP, that program goes to the March 31st and right now we have $98,800 as of today that we have to register in. I do want to add that we did get a survey from the state they do have additional money for CF and I actually sign an agreement that we want more funds. We live on a tier one distressed county so we will see real soon how much more they're going to get us. We'll see how much more they're going to get us. So we'll find out. And if you look at your monthly update, I'm thankful. You will see that for right now, Rutherford County has 2325 Medicaid expanded recipients, your rescindment. And I think I did want to mention is every month we have an economic services call, where you're you know, at least me on a call in the state, they deliver information to us. The state mentioned this month that they are going to start possibly passing on overdue application, a penalty. They said that the state has charged so much for each overdue application. And the state's been paying that for a while, but they may send short pass and no to the council, to be divided by 20 council. They've not given us any policy on yet for any other information. It was just like a bread crumb of what's to come. So I just wanted to share that with Ms. Loyal. And just also let you know that compared to this time last year, we've had 142 percent increase of being in applications in our MAJAR program, which is a lot of thought of just increasing and that's where the Medicaid expansion application to reflect. expansion application to reflect. But we've also had an increase in our adult or traditional applications too and that was the increase of 7% so we've had an increase all the way around. When you see an increase in Medicaid with the expansion people that's also a good more work on our food nutrition to people's local block review programs. I'd like that as all for Medicaid, Spain, China, and the Florida government sources. Any questions? No, but one comment from myself personally, thank your workers. I know they're getting inundated and overworked. Thank them for showing up, for doing the best job that they can possibly do, and hopefully we can get everything in line that the county's not incurring calls for these penalties. We have not to, like I said, we'll get more information from that from a state like Rome. They just gave us some bread problem and everybody's horror on this stuff you know but I just wanted to share that with you what they've told us. I hope it would be empty for it that sure that they've been paying these fees for a while and they probably will start passing them on. How much college do on call that they were paid at the state was being charged $100,000 a day. That is correct. That would be split between the state and all. I think. I think. I think. Okay. And that would be split between the state and all 100 homes. More understand it. But like I said, they just gave us high overview. You can see the specifics and they don't receive any work. I miss the first part. That is because of late application. I would do Medicaid applications. What's an open to. Okay. So for the Magiroprogram, and for some other programs, the application process sometimes 45 days. So you have 45 days to get those applications done. Now, we have a report card that we get every month and we have passed it for the past 10 years or longer. So we've done good. They have a little percentage build in because sometimes we can't help it if the application goes over to you. We might be getting ready to approve the application on the four of the day and then the client comes in and says, oh, I forgot to ride the six for Inca. Well, then we have to send off the verification for that and that takes time too. So sometimes it's at no fall overall but sometimes applications go out of view and it is our fault because we failed to send out the proper notes at the right time. I'd love that our current report for a Monday for the state. Our counties at 96% which means we're doing great because we only have to have 9% but the state was at 84% and the state has already had so far a big worry they've had over 9,000 apps that are already. When you think about that, that's over 9,000 people who are delayed and they think they're gonna get something to eat. So CMAs on the federal level, I've started looking at that a little bit more and they're penalizing the state and the state's been paying that been in people for a while. So, they're wanting to get all the counties to crunch down as much as they can. So, we can get to applications approved and to short-speed it as we can and to applications approved in a short period as well and get these costs for benefits. Well, it's fun just to we also have 90 day apps. A 90 day application is only for those who are disabled and who are trying to get disability status through disability determination services, probably into that. The only time that we could be not really staying because if you're a 45 day app, but if the client asked for extra time, we can fully what's called a stop time or all that. We should stop telling the days that serve you. They can ask for additional time. I provide that income, they forgot to tell us about it. They can do that stop time or all that. There's a few other reasons like if they have medical bills, but they haven't provided them to us yet. We can do that for lab and for those 90 day applications. Sometimes it takes six months to get disability determination. So we can just stop time or all those, but we don't have a station or so to say just because we didn't get it done. I'm sorry, just to say to you. Great questions. President will comment direct issue, report the return. Okay, so it's in a doubt in advance. Just want you guys to know that we have a positive parent who wants to donate $2,000 to our swing set. If you look at our swing set, it is kind of run down. But when she's going to get a fall, it's $10,000. So she called and asked if she could conduct the fundraiser for raise the risk of money. I just wanted to put that out there. Me, since then, I have spoken with her, and what we're going to do is see if they can just do the kind of the hardware part and just replace the swings because really, truly, the frame is in great shape and see if we can paint it and do all that within $2,000 and not have to go into the fundraiser. So, and I'm spoken with Pam about that. So, so that's that's when we're looking at with that. So we're we're looking to see what it costs and if we can do it within that $2,000. Also, we have 48% of our children out of out of county and it is creating overtime with the workers. It's creating hardships of the workers. They're tired. It's costing us a lot of money. We have the paper food when they go out of town to get kids. We have to we have to pay for food for the kids. And then we're you then we're paying gas. So we're looking at a lunch and a project called Keep the Kids Home, which would until riding a grant to be a good home here so that we can have our kids here real-hand 23 foster homes here. And we already have a program going here to increase or foster or foster homes here is called the Fossil Pound Outreach Program. So we're already working on that. And I just wanted to mention that to the board and to see what they thought about it. It would assist with amount of money being spent on transportation and kids back and board, the children in the same community. It's traumatizing when kids have to leave their community because they believe their schools, they leave their friends, they leave their church. They leave so much and it's traumatizing. They spend, our workers spend, and an almost amount of time away from the office. And they get behind on their paperwork. And then of course this would assist with parent children's visitation because we wouldn't have to go so far and also sibling visitation. Sometimes we have sibling on one side of the earth and the other one on the other side of the earth. And so we're having to bring them back together because we also have policy that says that siblings must visit each other as well. So didn't know how you felt about that but I wanted to bring that up and then wanted you to know that we have 10 of the day for June 13th. Doug with Hill Trust is bringing a meeting conference to Rutherford and McDowell counties. They want to have it here in Rutherford County. Adjudications, because of the adoption of Safe Dan Wysack, adjudications must be held within 60 days of children coming into care. That is not happening. Some of the judication rates are 50% but we just looked at a report in summer at at a judication rates are at 80 at 10%. I mean they're not happening much at all. According to the J-Wire's report, we're doing okay. The J-Wire's report says the breeder went at hours at 85%. So they like to know what we're doing too. So ours looks according to the J.W.I. report, we look like we're okay. But that is coming June 13. I've talked to Judge Mortel and he's on board, so that's one that happened.
