That's three of our most-to-three. Last day, we went to the plane to guidelines. 30k, 70k, 100k first. Yeah. I'm just looking for people at the corner. What do you think? Well, sorry. Okay, sorry. That'd be good. Good evening. Welcome everyone to the regularly scheduled meeting of the Ashburts City Council for Thursday, July 14th. I can do invite everyone to rise, point me, and I'm blowing them silent prayer, during which time I will be praying for strength and wisdom and guidance, and invite you to pray in any manner that you see fit. All about pledge religion. Thank you. Thank you. I think we'll make a list to the flag of the United States of America and to the Republic from which it stands, one nation under God, indivisible with liberty and justice for all. Thank you. All right, let's start by mentioning that we have an interesting tonight. Dr. Fountain has a conflict with his service on the State Community College Board of Trustees and could not be with us tonight. I'm going to be certainly appreciate the work that Dr. Fountain does on that very important board. Appreciate all of you being here and not recognizing the victory. I appreciate you being here and taking the time to be here. We hope that any of our deliberations tonight will be pleasing for you and we will make this as extra issues as possible. Council item four on the consent agenda. Is there any item listed on the consent agenda that you would like to pull out and discuss separately? I do not. If there are none, I will entertain a motion to approve the consent agenda. Move to approve. Second. Have a motion from approve the consent agenda. Move to approve. Second. Have a motion from Councilman Berks, and a second from Councilwoman Carter. Any discussion? All in favor say aye. Aye. All opposed. Opposed? Yes. Item five on the agenda, community development items, Mr. Naley, Item A. Okay. Well, my cheat sheet's wrong, that's John. Mr. Evans, this is a pleasure to call on Mr. Evans tonight. Item A, which is RZ 11-11 from the initial use of B and R10 to O and I off of the institutional. Yes, sir, Mr. Mayor. 187 Broward Shuffle Road from the additional use general commercial and art 20 convinced the residential two office and executional issues. And this is allegedly resulting in Senator's net science specific use or belt I'm just going to ask you to get to one last year. Yeah, I hope that on this case is a community one day today, because I mentioned properties located at 187 Grand Valley chapter ready and we will use the particles of the south of that particular grass. Here this is to know the property of the opposite institutional. And there are two parts of the river which are living with. Parts of the other three are just over a quilt, a kitchen and a kitchen and a kitchen size. And just to get a little bit of kitchen on the apartment, it's been moved in a part-fold, the one for the zone in 1993. From part-two, which is a meeting that's a residential city, it's seen being seen seen to allow contractors office. And there was also a request back out a year ago to rezone good parts to the strength of each of you to connect with the sort of benign action. These existing ways used on the property include a commercial, a vacant contractor's office structure, and then under the house property. So, the rental weight used to include commercial uses to the development of single-family residential to the south, commercial and single-family residential to the east, and some office and single-family residential to the teams and some office and and senior family residential to the west. Looking at the zoning out of the property, it includes these two particles here outlined in the red. This is currently C-2 and this is currently on the left here. You'll see this in terms of area that has been a lot of transition in recent years. To the north of the property is the lowest hardware, so in B2 and the big Z-Drive point, other B2 as well as the Center Point shopping center and the Walmart building. And then, onto the west there are some conditional B2 Z-O zone, the side of power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power, power for real weather boxes. The aerial shows that a little more closely. This is the existing contractor's office structure. And again, the latest hardware here, some residential areas here, solder-carp practice here, and along the east side, there is a air flow, hazard areas, so there is some developed implementation on the format part of the project. This would be the subject property looking from Rauer's shaft ready. This is the contractor's office here at this location. This would be the subject property actually on the right here. If you were looking north on Rauer's shaft to where it is, towards Dixie Drive. This is actually kind of the southern part of the property. And then this will be looking north along Roushapura, just north of the southern part of the property. You see Dixie Drock here in the background. And then this will move to the south of the property. I think C. Droushapura becomes a residential really on this somewhat rural just out of the property. Grounded Chapel Ridge is a same thing as the Line of Third Bayer. The property is outside of the adjacent district where the administration is required to see city services and an application for administration has been filed for that process begins on a gender idea later tonight. The land-up plan proposed Langies Act showed that the New York Market for Property has emerged and we've just left after the New York New Year. The Langies Act proposed that they were the right-inventual and the southern parts of the house. The mention before the request is to rezone the property to the other office institution district and the Article 200 in section 210 of the zoning orders. I was generally honest and institutional. that the Office of the Institution is intended for the use of moderate and intensive office and institutional development to serve adjacent residential areas and provide a transition from residential to commercial resources. J&D has made an own option normally you locate with access to major upon the third fares or to a major on the of third phase would access to what the recognition streets discourage. The mention only use of pre-owned the Northern Park School because there was a condition used for the former Sanctum Contractor's Office in utilizing the property for more active areas that used with the require either rezoning the property or a new conditional use permit was put at its home on the northern part of it. And then part shins on the other part of it would permit either a single family residence or two family residence to do so. And as I mentioned, the portion of the property is in the family's special hazard clutter. So it would be such to look to the flood of the plants. The bridge strategy map indicates the property is adjacent to the village and the pledge weightage map, which is an extra-mortem to the New York Nation Resonation to do it to the site. Looking at the goals of policy, the way the goals were put forward on several goals in policy, the preventive scheme, the support of the request. I'm just waiting for you to continue the meeting with Mr. Chair. I'm going to put the follow-up sector in position to the request. and the following statement, now since this request is complex, the property is designated on a land development plan for those landings map is adopted prior to the creation of the area on zone position, which was designated as a transitional for the district to be placed in more intensive commercial uses and residential uses. The property is also The requested office and business officials go into it. It's generally the least on the least contingent on residential go into it. And attendance more intensive commercial use in such as retail, unionist, archers, hotels, and sales of motor vehicles, etc. They're committing another commercial go into it. Such as what you see on the pixel drop. sales of motor vehicles, et cetera. There are permitting an owner commercial zone vehicles, such as what you see on the pixel drive. And considering the picture of Browershopwood, which he did at the pattern of progressively less in terms of uses between a pair of commercial uses to the North alone in the pixel drive, and single family residential uses to the south. The office and institutional district is an appropriate transitional zoning that is supported by the techs of the Wayne Development Plan. And considering these factors that believes that the request is we're going to put Before we have any questions, let me back up once again and open the public hearing. I have trouble with that. Sorry. Mr. Evans did a good job there. Are there any questions or Mr. Evans? Okay, thank you, John. And anyone here that would like to speak in favor of this request? Yes, I'm sorry, the job now will be in a very simple real thing. I'll represent a community one by another, and this would pass. I'll go, if you come, let's's your press. I don't know. I don't quite know if you've come. That's a bum like this is our second visit. We're really, really proud of you. Last time we asked for the meeting today, and we started to ask a little bit of a stretch. This time, it's, there are places in my office, a job manager, and a little-in-eye, just to spend a transition between major retail and residential food like that John mentioned the Illinois System for Transition between Major Retail and Resumance Movement. That's one of this, I'd like to point out with the side of the partial that there's a bit of if you know it's a flip-flank and there's a bunch of poverty issues that is a little sending books to this property, it won't be developed at all. It doesn't really get to be able to get the income. Jeff will get me if I say anything, then we've got to use her for the user, like, thanks, Jeff, I'll see you later. That's the arrow we've got. Let's go to a very interesting part of this. I'll say, actually, that would require this sum. The neighbors have mentioned on that, I don't blame them, but they have concerns. And other concerns was about apartments. Frankly, the new apartments today, without any reason, and what it does want to be put to my data, I think, on the R10 with the size of the room for an inch, but that makes the data later if we don't prevent. But this is limited at any possible neighborhood apartment. That's a complete doubt for what you're going to be. So I think that would show the next drill. And we're actually, we're actually for this to do probably the city we think that's important. We're going to leave it in the city line that some annex that goes up the grid a little bit, so we can get you to make people ask it. It's being worked not very well. I think that's the only way that we can do it. It's important for us to make the services. We think it's the best possible way to do this. I'm not going to ask you any questions. I'm going to ask you any questions. I'm going to ask you any questions. I'm going to ask you any questions. I'm going to ask you any questions. I'm going to ask you any questions. I'm going to ask you any questions. I'm going to ask you any questions. I'm going to ask you any questions. I'm going to ask you any questions. I'm going to ask you any questions. I'm going to ask Thank you. Yes, sir. Mr. David. Mr. Mayor, if you don't mind, I may just clear. I will be back on the street. I will be back on the street. As far as the multivariates, a few clicks will be permitted. And having more of a few clicks will be fired and then the property wind with the current configuration is possible for A.D. And as you will possibly read the results of the video, we have a few flex-on wind fliers that we can move in the cloud with fliers, and then give it a new air filter. And we shall... Okay, so in your opinion without measuring and calculating probably a maximum of six at this point, six units, three duplexes. That's what it would be, here based on scaling and awful. Okay, that based on road front footage and minimum what last time? Yes, sir. All that road front footage and all that get pretty long. Talking about the RTN. RTN? Yes, sir. That would be, uh, some thing a little over 250 feet or so. That's good. We're not talking about that anyway. Thank you, John. I appreciate that. Is anyone else in the audience that would like to address this issue? That's a chance. Okay. Hearing none, I will close the public hearing and hand it to the council for their wishes. The one who's the public hearing and hands to the council for their wishes. Mr. Mayor and Lighter, in fact, there was no opposition presented in the planning board found to approve it and the request seems to be consistent. With this new zoning jurisdiction and consistent with the existing land use plan, I'm like emotionally approved. Second. with the existing land plan on my commotion at Wea-Proof. Second. I have a motion from Councilman Moffitt and a second from Councilwoman Curry. Sorry, here's your turn. Did you get the motion? You good with it? Okay. In your discussion. All in favor say aye. All opposed, like, sir? Okay, in the discussion. All the players say aye. Aye. All opposed, aye. Motion carried. Thank you. Okay, item B, RZ11 dashed well from R10 medium density residential to continue to use office apartments, so they say Oh, and two, I too general industrial. I'm sorry It's also And this public hearing is also a legislative redone. I remember I'm hiding in the aisle open to public hearing. And this is a big news like the Civic Act. You should have held a plan to consider what this report is. It's just been a straight out of the issue. The epic in all this case is a monster of property. The property, the property will be a little clearer with time. I'll get to it in a moment. It's on the north and south side of Quaker Drop, as well as the north side of the armed property was requested. As far as this was done, is C-U-L-A-6 and R.T.N. to I, to General Dushers. They're actually 19 parts into their parts of the supplies. And then 19 parts into the food, a little bit of food set of the papers published, but the area that's being requested for rezoning is, it's not included all that, because it's an opportunity to visit the moment. Existing land use, I mean, I'll say it's part of the property tax that the rezoning is requested to, is residential or under underbell property. To renew the property is industrial use to the south. It is single and two-familial residential use. And well as a manufacturing coal part to the east is industrial and residential. And to the west is industrial under, and manufactured as it was. What I'm assuming is the corn and the corn. It's like the corn and the corn. Looking at the insulating map of that, I'll really not say that it's hot, but maybe always popular to you, which I just would be trying to use. This would be the railroad over here, this little thing, but existing, I'm ultimately in fact, This will be the railroad over here, this location. The existing, I'm ultimately wondering if that's true. It's near. The property from this point in the north is currently zoned into it. So out of this area I'm under the end of 47 point weather acres. This portion here is not included. It's currently all right to, there's also some property owned by Multinew over here. This location is all high-born industrial. That is non-equality. So the property of the inflation is from this point to the sale of portion of cleaners, my property will quit for drive to then the Syrian North of time you should. So just this portion is this area. Looking at the area photograph, you can see the existing and manufactured facility from ultimately, photograph. You can see the existing a manufacturing facility from Ultimale. The end of resounding is including this area, actually, or the half of these parcels to the north of Quaker Drop, where there's only one of those there, shown here. And then this area, the long quicker drive, to the south, and then going down to Pindy Street. This is the subject property of in this location, makes sure you do not include this part of your zone, but still part of your, your spaces. This would be the subject property, is part of the rezoning but still part of the, those parcels. This would be the subject property along Quaker Drive. And in this, there's a, residential uses there, that have been there on the big property. I'll get to that in just a moment that you see, for example, this home being used, often being property. This would be, I'm-quaker drought, actually looking east. You see some residential uses that are previously residentable. And this will be looking west, away width of the set of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of the top of green part of the street. It was some property there, the looking beast. And this will be with himself on bank street, which, standing in front of the manufacturer to see what we're doing. And then this is what can be used on your own, putting it around the window of the subject property. You see some residential uses to be used that were properly used. And then finally, this will be looking north on back street. You see, it's a very heavily industrial nature in that area. So there are a point of view, there's quite a bit of profit here to show you. I'm going to treat you as a state maintenance major third figure and a cloaker draw, a steel draw, a cement tree, all city maintenance streets, which serve as residential and industrial languages as you saw in the footage. The property is inside of the city women's and off-city services are our bedroom. The area is characterized by residential uses, which include single-family, new products, and small, meaningful practical parts of the residential area clean, some residential uses on the subject property. And then as you guys south of the subject property, there's residential uses. And then industrial uses are found, and they will be more of a property. A portion of each of those 11 locks, when you're stuck with your job, currently have Ikea's only, they have splits on them between the two of them, and our team residentian. And let us, currently, use patterns in the area, don't include traditional uses between the industrial use, into the yet residentian uses. So the joint church, currently. And also, there's been the removal of several residential dwellings to your current board, has already occurred. And that is all truth, the residential character along the paper graph. Okay, on the wind, the development plan is laid this time. The project is a native residential designation from these properties. And that's where it is on the current, or at least at this point, current use of those properties. The property is adjacent to the area's designated as industrial on the oriented element of the claim map. And as far as the MVB map recommendations, the Grec strategy map calls through this as a primary growth area being that it's outside of the city limits. And then the proposed range map indicates name name of the President, which reflected the current use of the time that the plan dealt with the plan map was adopted. There are several goals and policies that can be as a goal for a plan. There were a few goals and policies that needed to be made to be replaced. Overall, our staff recommendation is to agree this request with the following statement. Analysis of this request is on behalf of the proposed Wayne Houston app, and we will be doing all the plan, proposed as neighborhood residential use of the property will reflect the current uses. However industrial development to the North and West in combination with the changing character of the area and the properties availability or available access to infrastructure such as water and sewer and the closed proximity of multilateral transportation, such as Pregorale, as well as two future air-state courtyards. Make these, or zoning these properties to high-speed general industrial, in harmony with the public health, safety, and general welfare, and create a reasonable use of the property. And therefore staff would recommend the free book. Thank you Mr. Erwin. Any questions? I'm Mr. Evans. Just to read or write a clarify, the eleven locks are currently have a split zone and as it is known. So you got a bit of a housekeeping sort of issue anyway or something. essentially right through the bill with I-2 being on the other side and partying on the south side of the road. Any other questions? Comments? Thank you, Mr. Evans. Is there anyone in the audience that would like to address this issue? Thank you, Mr. Mayor. Thank you. Thank you very much. For the rest of my name has been more than I'm here to receive a number of asking questions. As Mr. Evans, I'm sure you've heard about the applicant receiving this statement straight from something plus to actually Mr. Monkman. As you correctly identified 11 blocks to the north to the south of the plant now. Currently the northern half of those blocks is already passed through as well as the parcel over here. As my nation is I don't understand which way it's going. So as you've identified in Shabbat, some of the housekeeping characters just to help resolve that. So we actually bring in all of their ones housekeeping, character-gist to help resolve that, to be active in bringing all of your ones to your classification. I don't have a lot to add to my, I do want to introduce to the indigenous people of the mill because they have an instrument in this resounding process and making this as clear as possible. Paul Holpseger, his vice president, Mark Smith, Paul Gistann, he's from Minnesota. I'm sure many of you know him. I've got a chance to do it in the city as well as Dale Decomas. Is that correct Dale? My friends at that place are going to come. Okay. He's the plant manager here. Buzz Dale and Paul, they have been around the neighborhood, spoken with many of the homeowners in the devil then and answer all their questions. Both about what's before the end of this time and the road close to the end of the few minutes. I'll put in three questions that you may have. Another bit. 46 notices that were sent out. This application, I did not receive any. I did speak with one individual, Mr. Jean Brown. I started with him again this evening. Mr. Brown is here. Mr. Brown is monitoring. This parcel right here, It's a silver address. It's a good place. They are. Mr. Brown has concerns about the easement, specifically cleaning north from his province and having all the cities, so a lot of them called play to draw. I addressed that with Mr round of explaining that nothing that this council does tonight because this application that has been in effect on that easement, easement of record and continue to be so, continue to have access to all city services. That means that Mr. Avin's has done more of a job with. I think it's necessary to surround the nature of this problem to be in the north and the east and the west. If you have the best areas, the rail line to the west and the access to interstate quarters. Do you think that makes this an ideal location? Multimil has been a wonderful corporate sponsor to the citizens of the city of Ashboro. They have, in my estimation, I think they purchased close to 20,000 parcels of the last seven years in this area, they have removed, approximately 14 to 15 structures, maybe which they have given substantially reduced prices to be relocated to other areas. So they've done everything in the power to make this to be a good corporate citizen, that's what they're doing. How, as Mr. Yellowmore's take his lead out, we'll predict what we're talking about. Use is, I would point out, now, that there's a permanent expansion. And most of the exploit is currently taking place into the north of this property. So that being said, expansion, I'll just say that's where it's been since the late 20th. That's all. That's good. If you have any questions, I'll try to answer all of them. Any questions from Mr. Morgan? Does anyone else in the audience that would like to address this issue tonight? Paul Holtzider from Ultimele, pleased to be back again. I didn't want to pass up the opportunity just to say a few words. But again, somebody could ask, what do you want with all this land? Because we started with the newly recited and we did have a 14-acre strip next door for a total of 35 to 36 acres and we started. Well three reasons, quickly outline. One is, Multimil cereal selling well. Even though the overall cereal market is flat, our sales are up a pretty nice increase this year and the reason is consumers like to save money and they like good quality cereal. So we're very fortunate that way and the economy that our sales are up. So that's what it all starts with when you sell more than you can make more. Secondly, because of some of our manufacturing processes and good good food manufacturing standards, we're taking a little more space in what we originally would have contemplated five years ago. And that's all part of just more modern changes. So having more space helps us in that regard. And at third, when we started here in 2006, we actually acquired those first two pieces of property. And at that time, the city of Nashville and the county and economic development commission in Multifil, all got together together and said maybe we think this could be a good relationship, this could be a great client location. Well, I can tell you from multibill's perspective, it's turned out better than we could have even anticipated. The cooperation and support that we've got from the City Council, the cooperation with the County and the support of the Economic Development commission has been tremendous and the people that we employed to plant now just over 200. You've got good people down here so we see this area of anything as even more of an area growth for us in the future. So thanks for your support and we look forward to lots of growth in the future. Thank you. Any questions? So Mr. Holshaider. Thank you. Any questions of Mr. Holseder? Okay. Thank you very much. Appreciate you making the trip down here tonight. Anyone else who would like to address this issue? Well, at this point I'll close public hearing and ask the council their wishes. This mayor based on the staff recommendation, I move we adopt the reason. I have a motion by Mr. Councilman Bail. Do I have a second? Second by Councilman Baker. Any discussion? Second, Councilman Baker. Any discussion? I'll make a comment. We want to do what we can do to piece and accommodate our largest taxpayers and accounting in the city by doing this with the administration which I'll be doing. You're taking a very negative situation from the Uniever, best food setting down and coming near your organization and you're taking a place that are very negative situation for our city and county and really brought it up quite a bit. So it's noticed the bearbinding county is very much appreciated. This is easy request to come today. The go away out of the way to buy that street you know. We certainly are proud of having you guys in town and what you've been able to do so far and it's exciting to hear the plans that you have for the future and that you include Asperin those plans. So, all the editorial comments aside, I'll call for voting, but everybody in favor say I. Any opposed? Okay. Motion carries, you may. Thank you very much. Thanks for both for being here tonight. Any opposed? Okay, motion carries. Thank you very much. Thanks for both of you being here tonight. Okay, I have a safe trip home. Oh, move to my seat. I am see. I believe this has been requested to be deferred. Next day, Evan. I believe this has been requested to be departed. Mr. Allen. Sir, Mr. Mayor, and you all should have in you were a holder of the letter from the applicant from the record I will very briefly read this. Okay. It is from some engineering associates, it's addressed to Mr. Riddle, V.A. Here Mr. Elyl, on behalf of the developer, we respectfully request a continuance from the Guarantee and Bill subdivision that dates to plans due to NCDOT issues. As in today, we have not received NCDOT plan approval on the street which we understand to be a requirement prior to your council's agreement. We anticipate a preble from NCDOT prior to the next work. Thank you for your consideration. If you have any questions or comments please give a heads of heads to comment. It's from Maxson, a senior year. Thank you, Mr. Evans. I will entertain a motion to continue this request to the next meeting. Second. I will entertain a motion to continue this request to the next meeting Council on the Carter and the second from the boats any discussion All the favor say aye all opposed motion carries I miss continued Item D public hearing to consider and possibly take action on resolution adopting the Randolph County multi-Jourish Dictionals has a mitigation plan. This is a redoption plan that is actually currently being existence. is actually currently being in existence, and having been in existence since 2004, dealing with all of the jurisdictions within Randolph County as well, as well as the local gray areas of the county. And the QAN is based on legislation from the Federal Disaster Mitigation Act in 2000 and it requires updating the intergovernmental Countywide. Hazard Mitigation Plan every five years and oner for jurisdictions to be eligible for stay in federal grant relief funds in the event of a natural disaster such as a flood, a tornado or other similar act of God. The draft of dates were presented in 2009 and they have been reviewed and accepted by the insubligion of emergency management, and the state of emergency management, so people refer to this theme. And see a resolution in your report. It does require a designation of a local, responsible agencies where as a responsible official, and as far as the administration of the Hazard Mediation Plan, the resolution would appoint the community development division as the responsible agency. And the zoning administrator as the responsible local official. Thank you, Mr. Chairman. as the responsible political official. Thank you, Mr. Evans. I'll open public hearing of this matter of the inquestants of Mr. Evans. Thank you, sir. Is there anyone in the audience that's prepared to speak to us tonight on the multi-jurisdiction or hazard mitigation plan. Nobody? Okay, hearing none, I will close that vote here again. Is there something in front of us to approve here? We re-adopted. We read up. We have four of our insiders in there. The Zogin's and the Sprayers are being designated as a possible party. And as of three of us, we have a new Zogin and the Sprayers. I would like to know if the Zogin is our new Zogin and the Sprayers as well as our Slayers. Thank you. Congratulations, Justin. You're done. Done a good job for us so far, and we we expect bigger better things out of it. So the flood is going to be around here. It's just kind of straight from me. Mr. Naley, my own question. Has the county already adopted, re-adopted to plan? Are we adopting the plan? Does the county had an adopted? These are the jurisdictions that are part of the multi-gear sexual misconduct. They're basically the ones that are in the office, they're part of the company. They're used there for their resolution. Okay. I'll entertain the motion to adopt the motion. I'll move to the motion. I'll propose a motion to adopt the motion. I will move that guy, Mr. Baker, and the second by Mr. Burk's. Any discussion? Any further questions? All in favor of this resolution, say aye. All the folks like to sign, motion carries. Thank you. Okay, an item E. Mr. Okay, and I'm eating. Mr. Evans, this is an update on the status of the Ashburton Municipal Watershed Restoration Planger. Mr. Ramirez, from here. Remember, I'm back in January there with a special meeting with Mr. Saisseger of the E.M.O. Triad Council Governor's. The presentation concerning watershed assessment and looking at different snow and water issues when we get any more branches as well as has to screen. We're certainly going to use for Mr. Usaber this point, the funding cycle was far as the grant. The app was not been awarded. I mean, it did this time. However, he was coming back from the media of Waterfall being saying that he had a very strong application and that I think there was a good possibility of that in the near future. So he said he would be back in touch sometime in the winter. Thank you. Any questions from Mr. Evans? Well, we'll keep our fingers crossed and hope that in the next round of funding we're successful. Okay, now is the appointed time for public comment. Is anyone the audience that would like to address the counts on any YouTube of City Government? Okay. I will close it. Public comment period and move on to item 7 or public and engineering items Mr. Leonard, item A, consideration of closing a section of Quaker Drive is requested by Multimil Company and I will open the public hearing. I guess Mr. Mayor, the purpose of this item is establishing the scope of work for the airport, which is 9% fund about vision 100 grants. This is an item that's required by the vision 100 grant to ensure pilots and their equipment have a clear line of sight during takeoff and land. The total construction estimate is worth approximately $6000. approximately 60,000. For task order two, tax lane access and hang-up site preparation for calls to not exceed 170,800, the total construction estimate is more than 370,000. And contract is provided for the state to form an inspection, in question. Mr. Leonard regarding these contract for professional services. Mr. Sugg, we can adopt both of those jointly. Thank you. And I don't see Mr. Williamson. Consideration of amendments to the Code of Aspir in order to implement the city's electronic recycling program and before you get started Let me say I'm proud of the work that you guys are doing on our Curbside recycling those numbers go up every month, don't they? So, I think that's a very good thing to do. I think that's a very good thing to do. I think that's a very good thing to do. I think that's a very good thing to do. I think that's a very good thing to do. I think that's a very good thing to do. I think that's a very good thing to do. I think that's a very good thing to do. I think that's a very good thing to right. I think you're throwing up on the right, but it's continuing to stay on the right side of the road and it's just barely there. You're going to dress the issue so you can touch here. I'm not going to miss what you're having. I mean, it's like you're playing the council. I think that's it. The county will accept all the work points for the elected. What the timing said, here's my 36th committee in Monkers, and there's a three in Hamburg. The federal health studies were cited throughout the way of the two major shifts. All the things that were cited, the problems all the way, the things that you should do, and the life, the life, the plan, the studies, and the data, the ransom might be the play here, but it's like a word you have now for less. There's a really contact with the study of the court and one of the math, I'll say, the play here, but man will come up and say protect everybody. 40, but they probably will start calling sometimes the users for the things that you can walk on and stuff like that. Not going to come back in. You know, for things sometimes like this. We built this kind of like a wife did not. Yes, yes. We built a big sign of all else that we took out. We just didn't look at it. I did not. Yes, I did. The bill is in the same $1,750. And you can just read it. Look at that. And they were taking my phone as a schedule. For those that were on third. Third? Yes, yes. Okay. The administration has taken the most ordinance, just specifies that they will leave the place and then they will pay the place and see what they may have to express in the S-1 and M-1. It will be weekly and also expressed and makes it unlawful. Places in city service practice, that includes dumpsters and neon rotators, these electronic items that are prohibited and go into the land field and so it's not the enemy with what are other recycling rotators and cost containers cost followed in that process. That's an expensive rule. But they could place it on the road. I mean, the street is quite the good road. What the garbage trucks rather than the thing now and the garbage rail that recycling route that's functioning the full computer truck that generates the old man. So we know it. And then we'll pick those up. Well, how are we going to communicate this policy that can't come in and say put it in trash can? Is it a pedal to the close-age of witnesses? Water bills. There's no penalty unless the city decided to prosecute and go after somebody to say, certainly, there's only a boundary of education in there before the city would entertain me, so they don't be surprised. Not be a little time attest, but. And this one is just not take a fact, it's always rewards. For the one that says, I don't know that education and certainly, this way, so we do spend the rest of the work in Any further questions or Mr. Williams? Thank you, Mr. Williams. I'll entertain a motion to talk to you some minutes to the co-divash, Bill. Code of Ashboro. Seven minutes. Second. Motion by Councilwoman Carter and Second by Councilman Bail to approve these amendments to the Code of Ashboro. Any discussion? All the favourites say aye. Aye. This is my vote. Motion carries. Thank you. Okay, I animated a a couple of minutes. I'm in a question. Mr. Inner and I have consideration of petition received from Gen. T and Hazel's to see Goldstone. Here's the resolution directed to see Clark from the best yet annexation. Resolution has been directed to City Clerk from the west gate and excitation division. Resolution had an empirical city attorney had to be directed and laid back. I should throw it by reference. I should throw it by reference. Mr. Parks, Mr. Biker. And do you have a resolution fixed on your date. The day you said for the next break, we're dating about this for 2011 resolution has not been prepared about the city attorney will recommend adopted by the correct motion to approve this resolution on the fixing of the date. I'm sorry. Did we not go wrong? Sorry. I posted an exact resolution in the last hour. I'm sorry. All of our voters say I, all voters like Simon, motion carries. Now I'm sorry, that's why you hesitated. You were waiting for me to finish. Okay, getting ahead of myself here. All right, now do I have a motion to prove the resolution fixing the data public hearing make a motion we approve the resolution for public hearing questions and negotiations. Second. Motion by Mr. Baker and second by Mr. Carter. Now I will vote as council will vote. I ask council. All in favor say aye. All opposed. I'm sorry. Okay. I'm sorry. I have a B. Mr. Gohler. Maybe a paper wrap. Motion by Mr. Baill second. Second. Mr. Carter, I'll play with that. All opposed, like Sire and motion carries. Mr. Wainer. Move to approve by reference. Mr. Burt. Yes. Mr. Baker. Any questions? All in favor say aye. Aye. All opposed, like so. Motion carries. All right. Resolution 6 and the data fellow period of the question. The date has been set for the next regular meeting. Obviously it's full. He doesn't let it. The resolution has been prepared by the next regular meeting. Obviously, it's full. He doesn't let it. The resolution has been prepared for the city attorney in the right minute. Get it out of the room. Thank you, motion to approve our reference. I know we have put this on reference. Mr. Baker. Second. Second, Mr. Carter. In question, discussion. All in favor say aye. Aye. All opposed. Like sign, Motion carries. Thank you, Mr. Leonard. Oh, just lecture. Item 9, Community Information Items. Thank you, Mr. Mayor. I just want to say a handful of things. I can't wait to discuss the old American State Water Program as a panel to be launched. I hope the lectures for the future can be applied. So, part of the research is the color of the Black Moth, I think that you can be up in that city boards, and you can see the desert. It has to come today and see if it's really in there and it seems to be great to link. So you have a place, my packet, that is all in the research and the information that you need. Just a memo that I've held to present to you on. And as a website, you can go to see the presentations by all the different cities. Now, how they agree to check out the evening in beta, there were two local publics in the pod. And she really did really ask any presentation. So it would give an interfacient splash of that kind of show that we need to write, be able to tell our community story. Next year, the American State Program has changed inside the department with part of the sum of the young educational organizations that are trying to make sure that children are on very low-react, very great. So they're really looking at what the clinical program to have educational programs, for K, all kinds of things. So what we're looking at is possibly trying to assemble a community. Sometimes really, in a sphere, we've got to anyway implement a term for a community program between 2013 and year, would be ideal to wait until the current returns to the people's home, which will be 13 before we try to buy. If that means you have to let do this. We would need to be able to present three programs which have shown that we, as a community, have identified problems we are facing and encourage residents to work not only to think to address those problems. Any programs that you know what the following guidelines if you have the dashes that we can start scoring, looking for those that we need to do. Where's your room? Anything that I guess, there's to the apple, the finalist that did make the the 10 cities what they didn't do. Some of it I think was in presentation. They told their stories and what they wanted to actually and they didn't turn away. The other session definitely I think was presentation to a show. Some of them were not, maybe they didn't bring enough community flag with it. Why don't you bring a library to that? What an integration into the process. They really want you to be specific to what your community is. And it is a tough conversation. All this is a message that we're there. We're pretty out there. So if you want to top 10, then it's definitely that's why it's such a source of kidney pride. That's why he helps you do great things because you've got that seal and that kind of writing right. But I think you already knew that I said to Kate, I'm happy for you and that you are a kidney that we've worked together and had dragged together basically. I think the most really strong content of the 13th. Any other question? I think we'll have a really strong account for 13. Any other questions? We're proud of the work that the city does and health and wellness and what benefits we provide to our employees and when I saw that I thought we would qualify to be mentioned then it's nice to be noticed. And these over opportunities are a great way to tell our story to people. We're about to, just like in American, you see opportunities for supply and what we've never done to them. It's all those applications. We also received notification of everyone in another award for our mobile free one with program, the International City and Anidera Association, John's Special Organization, again, International. Bailey has noticed us as having to receive the not-the community sustainability program excellent, excellent support. So John, you want to visit their conference. The sheer, the big five is the number. This is our third award on the 311 system. Yes. And there are about 9500 individual members of ICMA in every state except Indiana and high because they don't have that form of it. They don't have this form of government and they include countries in England and Canada and a lot of the Australia. It was a pretty big award. I was honored to be selected and hopefully represent the City Well. So it's a big honor for me personally. There'll be a big write-up in public management that's our professional magazine and had to have a picture made this week. Casey wouldn't let the send one from the back 1990. So get me an energy war textbook. Well, in case you're going to tell you, I really don't work in with you. You're doing a good job. Thank you. And this award that she just highlighted is something that Kermit just mentioned in his recycling mentioned earlier about the guys in the garbage trucks hitting the button on the dash. This is saving us a lot, so much of money and gasoline fuel and time. Our mobile 311 data collection system that we developed, that we developed the concept and unfortunately we could not write the program in-house but it's something that I think eventually everybody in the country will go to but the garbage trucks pass your house twice a week either for garbage or recycling and these guys these trucks have the data collection GPS locators and they push a button for white goods or they push a button for the electronic recycling electronic goods that currently what we're talking about and it generates a work order so that the guys tomorrow morning or once a week in the case of electronic recycling will know where these items are located whether it be brush leaves, white goods, anything that needs to be picked up so we're not constantly riding up and down every street. It gets out of your front yard quicker. And say it was us a lot of time, looking for it and removing it. Citizens stop me all the time and say, there's to maize to help quickly. We pick up stuff in front of their houses now. So we're proud of that system. And every time we can utilize it for something else. And I've got to we, GPS located every street like Nashville. So we're paying for these streetlights, whether they work or not. And when periodically our public works guys go out at night and all they have to do, whether you just have to get out of their car and read the number on the poll and write it down, now they have to do as hit a button and tomorrow morning we've got a report, a computerized report that goes to the progress energy or random electric notify them with a like this malfunction. So that saves us time everybody there. We're proud of that 311, I wish we could have copyrighted that. We could have lowered our bikes taxes. which we could have copyrighted that. We could have lowered her by tax. So, nice to be noticed as we are so fond of saying we want to be noticed. We want people to know where Ashbury is and we've got good things going on. Item 10, alcoholic beverage control board items. I will acknowledge the receipt you each have copies of the minutes of Asperity C. Board meeting held on June 6th. And I would also have an item to re-appoint a resolution to re-appoint Stephen R. Knight CPA to a three year term on aspirational. I will entertain the motion to do that. Move the discussion. I move with the reference for resolution point. Miss Knight. I'll say. Second, Mr. Walker. I'm a Mr. Bob. I'm sorry. I got a reappearance. I gotta say, it working with the ABC Board, I think we're fortunate to have the caliber of people that we have. And I would stack their, our board up against any board in the state. They do a good job and they're ultimately qualified to do what we've asked them to do. So, all in favor of this appointment say aye all opposed like time most of the carries thank you item 11 consideration of a motion to enter a closed session pursuant to North Carolina I'm going to read that. I'm going to read that. I'm going to read that. I'm going to read that. I'm going to read that. I'm going to read that. I'm going to read that. I'm going to read that. I'm going to read that. I'm going to read that. I'm going to read that. I'm going to read that. I'm going to read that. I'm going to read that. I serving East Ashbur. Do I have a motion to go into a closed session? I'm moving forward in a closed session. All in favor say aye. Okay. We appreciate you being here tonight. This is technically the last item on the agenda. If you'd like to hang around for when we reconvene, you're welcome to do so. But for all intents and purposes, I believe the meeting's pretty much over. They give you heartburn. We will come back in session. I'm not inviting you. I can see that on the stage.
