We know that she'll leave a big void there in her office and we just prayed to your Lord that you would bless all of her work family, but especially to not know of we prayed for her immediate family, her immediate family, that you would just wrap your living arms around them and comfort them as only you can in times like this. Father, we pray for them especially in the next few days and weeks and months ahead, that prepare for her home-going service. We pray that you're just blessed in the mighty way. They're a planning company to assist the planning department development of the unit, unified development ordinance. Better known as the UDA. And what this does is simplify our ordinances, it streamlines and keeps us in compliance with the law and also makes it really easy for citizens and developers to be able to use our ordinances and figure out how to develop in our county Pleasure to board Motion to approve to give the discussion I Got a motion to have a second I Got a motion and a second to approve the Dupin County contract with the Insight Planning and Development or the amount of $17,500 and approved the Associate Budget Amendment. If I may, Commissioner Garner. $16,820 of the $17,500 has been allocated from P-Card rebates that we received rebates for using our county P-Cards. So that was money that we have gotten back. It wasn't originally budgeted but it wasn't revenue that we had anticipated. So we're going to use that revenue plus to fund the remainder of the project. We'll take that after out of Mr. Rollins' Planning Department budget. And if you'd like a further explanation of the P-Card rebates, I'll turn that over to Ms. Chestnut. I would. Okay, so to make it easier for the county to, for the Department of Heds to purchase items we have a contract with Bank of America that provides credit cards to the county. So they are the bank that oversees all the credit, county credit cards. And part of that state contract that we participate in, it provides an incentive. So the more that we spend on our cards, we get a percentage back. And it's based on different tier levels. So I can't give you an exact percentage. But the more that we been on the cars, the more rebading yet. So it's just an incentive that Bank of America gives. It's contractors money back. So we received a total of like $19,000 this year. And 16 of it went back to the general fund. So it's just, it's like when you use your personal credit card for flight miles, things like that, that's what we get cash back. Okay. The first one is to request approval and acceptance of State Library of North Carolina Digital Literacy Grant. This is round two of a grant that we participated in last year where we offer classes in teaching basic computer skills to participants throughout the county. pleasure board. I got a motion and a second to accept this 74,375 dollars for round two funded with the government emergency educational relief and also to do the approval of the associate budget amendment yes yeah any further discussion do we have to be about any matching funds no this is not require matching funds no further discussion? This one is in the amount of $316,468.93. This grant is, again, no matching funds required. It is part of the emergency connectivity funding, and it includes hotspots, tablets designed for senior citizens, as well as other age levels. We'll have them targeted with applications already on the devices devices so that they are easier to use for senior citizens. It also includes crime books so it includes the cellular service and all of the devices under this grant. No matching funds required. the board. It's too sick. You will see there is a presentation that's been loaded up for you here on the Duplin County Duplin Commons Master Development Plan. Good evening, Mr. Chairman and commissioners. I have quite a few slides and a lot of great information to bring you, but I'm going to maybe abbreviate some parts of that interest of Commissioner Edwards, little ones who may not want to sit through this. I don't think my 25 year old will sit through all of this. So I'm going to be brief. Thank you for giving me this opportunity to present the final draft dupland commons development plan to you and the county community tonight. My name is Jennifer Martin and I'm an engineer with parish and partners. We're a full service transportation engineer and consultant. We've enjoyed a great partnership with Dupland County for two years, and we hope that remains for many years to come as we also strongly believe Dupland is a great place for business. Our work to date has included the Dupland County Airport Master Plan, the Dupland County Air Park Master Plan, and the Dupland Commons Master Plan. And we hope to work closely with the county on various development projects at these and other development areas around the county. Our team for this planning work includes our President, Jeff Kirby, our lead aviation planner, Hillary Crawford, and myself. I retired with 30 years from NC DOT and bring a broad knowledge of the highway and aviation programs for the whole state. I've worked with George at the Dupland County airport while I was at the DOT and I've always considered George to be if I can brag on him for a minute. One of the very finest airport directors in North Carolina. He manages every project with calm leadership and grace and I'm very very grateful for the opportunities that he has given us at Paris and Partners. About this time last year, George and Mr. Brentson expressed an interest to us in an updated master plan for the Dupland Commons, which as you know is currently home to the Dupland County Event Center, the County Fairgrounds, the Duplin County Maintenance Department, and the lowest-debrit Agriculture Service Center. This aerial shows what Duplin Commons looked like at the time that we first started discussing an updated master plan. They explained to us that the recently passed 2020 21 state budget had provided a lot of funding for several new projects tentatively planned for the commons. And due to this oncoming development boom at the Dublin commons, they felt they needed to have a cohesive development plan that could provide a road map for the future. Based on our prior work with the county, we knew we're a few of the future developments we're going to go already. So that's the first thing we did. We showed the approximate locations of the Dupland County Public Transportation Department, which broke ground in July, the Animal Care Control and Adoption Facility, which broke ground in September, and the Senior and Veteran Services Facility, which is beginning their design coordination, and the future location for a Duplan County's administrative building, and EOC, or Emergency Operations Center, that was later determined would be placed in a different location other than Dupland Commons. A draft scope of services was drawn up to include the items shown and we labeled these as phase 1 indicating that future updates may be needed to this plan and future phases may be considered. This plan should be considered flexible, depending on community needs and funding opportunities. For data collection and port and part, probably the most important part is the process of gathering stakeholder input. Mr. Brinston suggested bringing as many of the county departments together as possible for a discussion on their needs for their individual facilities and how they envision their facility fitting into this plan. This meeting was a huge success with the introductions to all the different department heads, the leadership of these departments really gave us a great place to start. Some of the many comments that we collected are shown up here and you see the different groups that we spoke with, veteran services, senior services, county administration, public transportation, the animal services, agricultural services, and the EOC. One important comment that we got this listed last year is that access to NC24 is going to be essential for the Dupland Commons as the development progresses. It's always, it's already needed in situations like we've seen in the past COVID era of needing to use the event center for large community events, taking place like the vaccines and the testing sites. Our team, um, during this point of data collection, we wanted to dig a little bit deeper into a few of the facilities. One of the facilities we dug into is entering the design phase now. That's the senior veteran services. And the other one is planned out for a little further, the County Administration Services Building. So with thinking about the administration services, we went and visited upon a suggestion from our input meeting. We visited the Oslo County Government Center in Jacksonville and we received a tour of the building. Sherry Slater, an assistant county manager agreed to be our tour guide and she offered really fantastic comments on the amenities of the facility and some great examples of what they may have done differently. The facility consolidated 12 individual county departments from 10 separate locations into one stop shop for the citizens of Ansel County. Among some of her comments, the highlights include the first floor entrance desk. It has police security, it has a metal detector, and it has a banker style desk area. The entrance and exit doors don't have auto open features, so an improvement might be sliding doors to better accommodate physical disabilities or one large store that hittles both entrance and exit. Their stairwells are extra wide, very smartly designed to accommodate wheelchairs and they provided an extra large landing area on each floor for their stairchair. The building itself is divided into two major areas. The front are public facing offices, like the Planning and Development Department and the Environmental Health Services Department, which gives lots of room for people to gather in a waiting area that can stand in line for various permits and get very efficient service. And then the back of the building, where the back of house contains the chamber room, the primary meeting for the Oneslow County Commissioners. This space can be used in any combination of three separate sections. And the dias may be closed off completely for use for other types of events in that area. Across the hall from the chamber room, there's a catering kitchen equipped with large industrial refrigerators, a washer and dryer for linens and ice maker, and several ovens. There's storage for event and catering equipment and dedicate closets near the event space, although they have realized, according to Sherry, there is no such thing as too much storage space for tables and chairs. Also across the hall from the chamber room is a video audio control center for the chamber meeting room for their meetings. The front section of the building holds office space, both behind the front facing services on the first floor and then also on the second third floor. One lesson that Sherry learned was the internet technology or IT group should be involved from the very beginning to the very end for any new county building. Sherry recommends including as much flexibility and configuration as possible for IT space if you are going to include them in the administrative service of building. She said in hindsight, a special Zoom room would be useful with cameras that follow the speaker and other technology available, especially for virtual meetings. A lesson we have all learned over the past couple of years. It was also recommended that law enforcement could come out during the setup of interior and exterior surveillance camera positions to help avoid blind spots. Our team also visited Melissa Brown, the director of the Dupland County Services for the agent, and toward the current facility and noted some of the major deficiencies that will be corrected when the new facility is built at Dupland Commons. As you know, the current building was originally constructed nearly 150 years ago and it offers only 3600 square feet of senior accessible space. The first thing our team noticed was the lack of space despite every square inch being utilized to its maximum. The feel of many parts of the facility was cramped and crowded. And the areas of the existing facility for the seniors' activities, they're more spacious but they're only able to serve a small number of seniors at one time. The center's limited in the services they offer due to the lack of space. Storage space is another major deficiency. They need to store things that they need to operate day to day, and they also need to store things that they provide to seniors at no cost. Like the insure liquid nutrition, box fans, durable medical equipment, and then there's other storage, the office paper products, kitchen and bath paper products, crafting supplies, exercise supplies, and a large number of historical and archive paper files in existing filing cabinets. So the new facility calls for up to 14,000 square feet of which 2,000 square feet will be occupied by veteran services. The current needs for the senior center are seven staff offices with extra room for an additional employee in the future, a conference room, a file in mail room, a break room with separate bathroom facilities for staff, and senior restrooms with handicap access and alert call systems, and also an electric bill and mechanical room. And large activities rooms are needed. One large room that accommodates 50 to 75 seniors comfortably would be ideal with partitions to section off the room for the maximum use of a space. And outside space to accommodate shuffleboard, horseshoes, a garden, and sitting or eating areas as planned. And technology such as wireless internet, security cameras, and visual and hearing impaired aids are needed as well as a large functioning kitchen with plenty of storage for all of the frozen meals that they deliver to homebound seniors. Though the building will also house veteran services an entrance floor plan that clearly separates the service centers will help avoid confusion. A covered transportation drop-off is needed at the entrance in a safe, comfortable place for seniors to wait to be picked up. Melissa did mention that she's hoping to increase the number of scheduled activities for seniors which makes the center eligible for additional annual funding because it will have a higher level certification. Our team also visited with Laura Drakeford, the department head for the Dupelon County Veteran Services and their building is over 100 years old and is not ADA compliant. She told me that currently have to wiggle the veterans in wheelchairs through their doorway, their front door that's actually too narrow and it can take two to three staff to do this. Laura told us they provide services that concern veterans, military service, and their life thereafter, including health care, Department of Veteran Affairs claims, and taxes. The files they deal with are sensitive and the conversations they have with the veterans that they serve is confidential. And currently, they're unable to provide the services in their office due to the lack of privacy. Laura would like three private offices in order to serve vets with privacy and discretion. She also needs a secured file room and a conference or a meeting room. The conference room would also be used for art therapy group counseling in addition of course to departmental meetings and an area within that room that they could provide computers for veterans use will be ideal since they frequently need to print their medical records. Laura expressed the need for a waiting area in the front with wheelchair accessible restrooms for the visitors, which they also do not have currently. And feels an entrance that this, that is entirely separate from the senior services is a better idea as opposed to one entrance for both departments for a variety of reasons. They need upgraded modern office furniture and they will have similar wireless internet needs as a senior services as they frequently have virtual meetings in the post-COVID era. I hope to see you at the groundbreaking for this most needed facility soon. I will be there with these two ladies and I will be smiling. That's the Veterans Services offices that you're seeing there. These are the existing services currently for transportation and the animal services. Parking is a major consideration for the commons, so we made some assumptions here based on the stakeholder input we had received as a starting point. I won't go through every one of these standards, but if you have any questions upon seeing the full draft layout, please let us know. We can tell you what our assumptions were for the parking for that particular facility. So two alternatives were brought to George and Mr. Rentson, and they're very subtly differently. They're mostly differences in the proposed use of additional development areas based on our prior comments and a variation on configurations for some minor elements. Because the vision for the comments had already been something the county had already put much thought into, they already had a pretty good idea of what they wanted, which made our job easier and let us focus on showing them the true flexibility of this plan. After some additional edits based on V back from George and Mr. Branson, this is the final draft plan. The changes reflected here include some identified parking for festival flex space at the fairgrounds, reconfiguration of the County Administration Center parking and access, and that included shifting the connection of the delivery drive to Dupland Commons Drive, mirroring the visiting parking and showing a possible ultimate expansion, reconfiguring the employee parking area to connect with the ultimate event center parking and provide a cohesive parking plan, providing separate access to the delivery drive to keep traffic out of the parking lots. We left a flexible area for future building facilities and or additional parking and the addition of phasing and a priority table in the upper left based on identified project need and timing. With this plan regarding environmental considerations, there are few as this site is mostly previously disturbed prior to any construction on non-previously disturbed areas of Duke and Commons, a licensed biologist should conduct a survey for biotic species as recommended by U.S. Fish and Wildlife Services. The North Carolina State Historic Preservation Office should be contacted prior to design and construction of any future road connection or improvement to NC-2450, and special care should be taken to avoid impacts to the Needham Whitfield Haringhouse. Cost estimates are order of magnitude. Essentially apples to apples. Their ballpark costs, meaning the cost are based on similar assumptions for each facility in each area about amounts of earthwork needed pavement design and building costs per square foot. This helps compare the projects to one another and prioritize the funding and shows approximate costs and how cost of differ depending on the size and scope of a project. We separated this into four different phases. The first phase is, it includes, of course, the senior services and veteran services center, and the Sheriff's Office and Detention Center as well. So those are a couple of larger ticket items that come to about $32.9 million. The next phase is $3.6 million for several different site prep paving and fairground grading projects. The 710-year phase is for the County Government Center Building, the Administration Building, and that's in the neighborhood of 25 million. Again and that's in the neighborhood of 25 million. Again, that's for the seven to ten year phase. And then 10 to 20 years out, it's about half a million dollars to add some parking to the lowest-brit agricultural office building, expanding their parking and their paving. So it all totals out to a grand total of 65.4 million for the total program. And this is a 20 year plan, but again, it's very flexible. We can do minor updates anytime your funding changes. We wanna keep this updated for you so it will be useful to future county employees So it will be useful to future county employees after people are retired and out on their boats. They will know what to do here, what the plan was. Progress is already happening. We're behind the ball here. This was the groundbreaking for the transportation facility back in July, the ground breaking for the Animal Services Center in August. And this is the contact information. And if we can get the state to help us come up with a different way to collect taxes, we can make some of this stuff happen. Yes, sir. You know, we can't do it all with tax money. I understand. I would like to make just a few brief announcements. First, we have a abbreviated Solid Waste Site collection site schedule for Christmas. The way the holiday falls this year, our collection sites would be closed from Thursday to Thursday. That's too long. So I've asked be closed from Thursday to Thursday. That's too long. So I've asked our Solid Waste Director, Mr. Waley, to alter that schedule. And we're gonna open the sites back on Tuesday after Christmas. It's actually a county holiday, but we're gonna bring our Solid Waste collection site folks and our folks who work out at the transfer station asked them to come back to work on Tuesday. So our collection sites will be open from 7am to 5.30 on Tuesday after Christmas. Just want to remind the board again of the Senior Christmas event, which will take place at the event center on Wednesday, December the 14th. I believe the program will start around 11, 11, 30. You should be getting a formal invitation from Miss Brown, your service for the age of director with more information on that. Also another reminder about the employee appreciation slash Christmas luncheon, which will be held at the event center on Friday, December the 16th from 12 to 2. All county officers will be closed to allow the employees to attend the lunch and food will be provided for us this year by Smithfield Foods. This is your ice shield and your membrane that's the rubber membrane that goes down out of the top. Well, it's a thick membrane. So the problem part is really, right, that is what the hammering is. It works so that it doesn't get messed up. But they'll be taking those donors off. And they'll go back to the flat metal, so we'll have to worry out the dormer leaking anymore. We'll take the whole lot of them. They'll leave them on the top. We fear there's going to be water damage under those dormers and under that metal there because that's where most of the leaking has occurred over the past few years.
