We have a Fair sort of dinner tonight. We'll try to move to that expeditiously. If you will, at this point, rise and join me in a moment of silence during which time I invite you to pray in any manner that you see fit and we'll follow that with a pledge of allegiance. I'm going to put it on the top. Thank you. Congratulations to the flag of the United States of America and to the Republic of which it stands, one nation under God, indivisible with liberty and justice for all. Thank you. This time I'd like to call on Biden, Renfrog President and I'll can't even know the development corporation. And Bonnie, I know you have quite a few of your board members here if you would like to introduce them before you get started. I have to do it. I've never used to have a lot of part of our team here at Timeline. So, at very long, we have our gym and we have four lanes on this lane conversation. And I have our chairman of our four lanes on the lane conversation. Our past chair, Laura Wilson, of the Phoenix Services, Dale Dupetman, Montemiel Serial, and Mary Lang, who's on our staff and work with our existing business and industry. And I have to report to you that I'm going to turn it over to them to offer some great comments as well, and have a more good way. And then we'll give you a lot of respect that I take Dale at a unique position and more than as well to share with you. So before you go on your time, I'd like to need you to place it to the house you are aiming for. I'm not gonna go to the permit. And I can you will take a hand and take a covered cover. It's for the time, it's not a hard read, more on it, that is that is how I all of the activities that you've used in the kind of accounting and the city of Ashburg in 2007. And I used the term, it was a very positive year. I think in 2010, some of the excellent beginnings that we saw in late 2010 and had its own unique break accomplishments, it's real briefly to highlight that some of the aggregate titles that are county specific. We have 4231 new jobs, associated with 10 projects across Rando Pani, the Ways and Shallys for these jobs are excellent and I certainly and I see what is a good way in railing. We reported $34 million, $100,000 in new capital investment. Again, that's partly from machine running equipment and partly from real estate. We did see a lot of real estate absorption last year as we did the year prior. A total of 727,063 square feet of real estate was either constructed, leased by an end user or purchased for a bank of building purchase for reuse by a new end user. Those projects generated $1,167,291 in grants that came to Raindell County from towns by our community, primarily state money, but also some federal money. If it was used for water and sewer construction as well as for building reviews, renovations and repair so they could be put back into reuse. We had a few yet marketing effort last year with 10 trips and events. We have the Facebook page now. We have the YouTube video you will and the media will like this. I'm so glad you're here. And I'm actually going to make a little bit of a news tonight at the top of page 5 where it talks about our being selected in 2011 as top 10 in the nation. This is a recommendation to our NSA, which is Gilford, Washington, and Landlock, Canada. We are five federal guidelines measured together for and in our economy and our demographics and in our impact. And that's where we we follow in. For four years in the road, we were named in the top 10 in the nation for MSAs over a million population with a number of new and expanded industrial facilities, meaning operations, and I received for yesterday that we made it here. Again, number seven in the nation for the year 2011, and we're gonna be celebrating that press announcement to play with this week at the heart of MSI, our region. We're excited about that. Thank you, Justin and I'll stick. Okay, thank you. You're welcome. You getting it. And it's a collective good news because it's the region of our cities and county, county that accomplished that. You'll also see inside the back cover, the featured community development news. You'll be highlighted just down from the top, your great initiative and down-town Nashville to put the poetry, former treasury yield and former furniture plant in the United Kingdom into productive reuse of housing for forth housing. And of course, we know there's new discretion plans as west of that along sunset street. But to see this again, this productive reuse of buildings and a redevelopment and a recropisting of those facilities is outstanding in order to our economy and the important Ashburts to come to terms. Now I also get a few paper that's a front back. And it's just the physics to Ashburts. And this is the work toward the heritage which is offering on behalf of our existing industry visits for 2011. He made 100 in, or out this made a hundred and 90-thousand visits for companies that employ just under 16,000 or 16,000 people, many of them are residents. I'm happy to say that when you compare the same companies with their 2010 workforce and you compare that to their 2011 total, it's an increase of 3% in the employed numbers, which is 480 jobs, and that's outstanding news to see that growth in our employment, although our unemployment rate remains high, we are seeing job growth, and that's representative, that's almost 500% of the real to see that, and it's across many companies, small and large, all over the country. You see the number of visits, you see your largest employers, you just did there with their employment. You see information about the kinds of assistance that was provided to them through our office and what they're asking for. Amriss and me, there is extremely important and well connected to health companies connected with the kinds of assistance they need. In addition to some of these aggregate good names, I want to celebrate TechnoArts announcement last year, the major capacity expansion continued exchange with their Ashburton facility for their headquarter and their commitment to centralized their research and development division in Ashburton, which will create some highly varied, high-wage jobs. And it certainly brings the highest level of expertise within their company continues to make that centralized here rather than dispersed across their flow to the brand. The House of Celebrated Multimilks that expansion of the project that was announced in November of 2010, with this construction of about the 80,000 square feet distribution center and 200,000 square foot expansion of their production facility. This is still collectively and individually the largest announcements in investment in training at Canada and Nashville's history. We're also excited that PIMCO opened their new facility that began a wild bath, but they opened it this past fall and I delighted to sign-drive more on the US20 to see that's two or more in the construction that's excellent news. So it really was a good good news all the way around last year and again what you saw was some things that began in 010 continue the Romance 2011 You'll see that happen again next year. It's on major announcement. You saw a lot of your legacy companies have new undershift. We are monitoring and working with those new owners that you're seeing, especially if some of those companies, some new investments, some new focus that's taking them in the right direction. We want to answer any questions that you have. I'm going to reiterate two challenges that we continue to have. This is the first time you've heard this, but I will say it's one more time. There are jobs, quality jobs, available and enough to carry. There is still some types of mismatch between folks seeking employment and the types of skills and the types of background, work background and abilities of types of accidents that to come in and seek employment again fully in the employment and these jobs. And so we continue to work with Brown on Community College and we are proud of Ashford City Schools for the end-run examples for the work they're doing to create an educated workforce of the future, that it's still just know that you will hear, you may already have heard, and it's very true that there are companies who are wanting to hire and settle for having trouble even in the time of time, as one is finding good workers. And we are still product challenged. That's not true across Randall County. We do have a large vacant facilities and a couple of our communities, but that's not true here. We really have a dose of highly usable industrial facilities of multiple sizes. If we had building multiple buildings and from 70 to 150,000 square feet, we would be working on many projects right now because that's the size range that's being requested, typically, when on higher ceiling. And they prefer to be in the round and through the park. And the good thing is, we filled up most of our parts and the bad news is, we filled up most of our parts. And as Wayne will tell you, he doesn't have cars on the line. People aren't stopped and to come into the dealership and to look at and drive and purchase those. And the same we face the same challenges. And that's going back to some of that real estate of sorrows. So it's really a food news story. So just know the challenges there. We look forward to working with you as a council and with Randall County and with our other cities as well to see what we can do to address that and I promise you we will aggressively mark at the inventory that we do have a valuable trust rental can we are doing that. And the other one I wanted to mention was item G on the next page you might have seen the letter to the editor about water breaks and the more cash for it to know where we're going to get it. Item G is the higher gluten company for a certain protection system which will stop that. Just want to turn those out. That is a problem that we've been working on for a while and it's the one that was addressed in the paper recently that you all saw. So we are working on that and this should take care of that. It's good to have you back and you've been. First, Mr. President. The existence of the dinner was from the public hearing to see about potential risk of dining wardens. A re-warning of the search, a super-synced planning area, like the CCCDA. The legal extension of this housing house, tax-emones, the dining wardens, housing rooms, about this text, the military ordinance, one of the federal dressing and final points, relating to the CCDA, Article 2009, here, Article 223, and including the law of stock, and like shotgun approach, the court had to advertise it, since you see here on this slide, all the different sections of ordinance that could have been affected by this change, this proposed change, however it turns out that over the ones that are under one in the three year are the ones that the 10 effect had before the one, are the 600, are the 100 as well as 200, I accept. The Center City Planning Area was on the order of the捐ment in 2004 and the golds that were set to be identified by the Land Development Plan in the central city planning area, at 10 a.m. These golds and policy includes the preparation of the Reimland Branch of the existing neighborhoods, ensuring that in-field dollars matches the context I'm going to show you a little bit of the information we have here. It's just a neighborhood. I'll be ensuring that in Philadelphia matches the context of the area which is located about a place that's not already emphasized in the terms of the remote organization of the city. I'm going to show you a plenty of areas that are two of the simple free and here are three of the multiple performance sets that surrounds the fridge. You remember the mapping of this occurred and looked like this with the center city outline for like a city or something, but with the fence-free, lane-free over here in Cox, you had church and park, you had sunset, it's all fair, and this is process. So we're going in with my fair, southern India is all the way down, including the cemetery and the school system and the tier three, which is actually the tier that encompasses that campus look, without a single file. which is actually the fear that encompasses that campus one that that would signify. The fear of the two is the greener areas. There was that fringe area, the fringe is right around the four area of the time of the day's college. Each of these fears was creating to allow Pacific tweaking of the ordinance to preserve that character of that historic area in the lake building like we've got development there. Okay, cheer willing corn size with this historic corn. Here's two and three, the only idea outlining areas that are part of that corn. Within the CCPA there are unique aspects of characterizing to the tier. And in tier one, all three parking is provided to not only by public parking areas and on the screen, obviously. Tier two and three, lack access to public parking, but are typically more pedestrian oriented than other ones. They usually have sidewalk access and quite a mix of land uses. Then areas outside of the CCPR. Buildings set back to the aggressively increased from tier 1 to 3. Also, tiers 2 and 3 historically have less coverage of buildings and parking than tier 1. And the greater percentage of employment is coverage than other outlining areas. Regulations found in the Arctua and the night tour that I recognized the character of the Center City Planning Area's distinct and reminded the city's jurisdiction based on the store plan of the past. Certain modifications to building design, placement requirements, sign specifications, partner requirements, and a full place of public art in all the streets that reflect its different character and destiny or intention. Staff and all the states have reflected different character and destiny or intention. Staff is reviewing the Center for State Planning and the Oracle Society and their light design or regulations to investigate how these could be fine to better reflect the situation and care. That's one of the yesterday's lessons where we all have our guns. The proposed text that is before you have published several versions and there's a brand new version and the latest hot off the press version sitting at your site with a lot. So if I could look everything that's in there and find a simplified text, it would be that there's three things going on that are relatively important. The first thing I've been and to try our best to improve the organizational structure of the United States. It's clarity and it's ease of administration and understanding about the citizens as it relates to the whole CCPA. That framework took us into the definitions, the actual layout, and the progression of how things ran. It's a whole sectioning note, not all the words that are new, they might be reordered. So we are proposing that this section 200A, essentially, if you adopt it, replace the existing and its entire. But a lot of what's in there is current order. It's just rearranged to make that question. We are introducing, as we've talked about over the last few months, the issues with the FOIA ratio and determining densities. In the tiers, we're using this as the introduction of an idea for determining density that does not rely on FOIA ratios. I'll get into that more in a moment. So that's a question of big issues here. And then the third piece that we have incorporated which is new to it also is the creation of what is known as a home block redeveloped. As we created some months ago an adaptive reduce in Tier 1, we're now creating the title of the language that's entitled Home Lockery Development that would also we hope provide opportunity and flexibility to stimulate the ability to redevelop and upgrade in top blocks within the CCPF. So those are the kind of the three major things that are going on. A lot of other minor tweaks are in there, but those are the big pieces of what we're talking about. OK. Improvements in the organization of the structure and the structure of the ordinance, including clarifying the references and what is still applicable from other sections of the ordinance. The definitions of the particular, I think one of the one we had the most fun with was defining fluorescent colors an issue that we've had recently in the central area. We think we've got a better working definition of that now. So those are what we like, clarifying the pages that are good to time-pinsity power, so to say. And then we've also worked as we, in this sort of duct tape we end with the new idea of how we regulate density, we have worked on clarifying enhancing multifamily amenity requirements that provide flexibility in parking space requirements and actually increase in enhance within the quality-wide issues like recreation and other space. Those are the type of improvements that we love under the clarification of your work. Okay, the new concept for determining dents. As we have reported in the past, the evolution of a flurry ratio has taken what was a simple formula of a couple variables, the area of a building by the exterior walls, by the end of the line area, the end of the ratio, into one that included balcon can these don't count? The Rodgers don't count, managers offices don't count, greaseways do count, covered porches do count, so you've got 15 there. And it's contained, as we saw in the recent, these only case quite confusing to the developer, and even with staff, as to how much more do we have to do? So as before we're going to throw that page out of the bath water, we're going to see if it can come up with the concept that might be applicable in the CCDG-A portion of this field or typically higher. Try to work out a system, see if it works in functions. And that's what we've done. We've brought your proposal for that system. And what that system is, is back to a very simple variable of pervious surface. Now, you define pervious by defining pervious, impervious as asphalt, buildings, all those things of water cannot percolate through. It's a term that's well-loading the state because of watershed and floods over-regulations and water quality regulations. I'll deal with permeants and impervious surfaces. So I re-engineering the hormones to rely on a pervious surface ratio. You feel that it simplifies the whole process and won't get to that a little bit more of them. Along with the pervious surface, since I already talked about how much surface, the old forage ratio used to calculate each form of building it. That was part of the formula. But now if you just do an impervious, impervious surface ratio, you deal with how much of a lot is covered by that impervious impervious type of surface. It does not address the floors. So all of a sudden, an impervious 50% but your 10 stories high so you got quite an instinctive one. So to couple that and make it actually function, we set hard requirements for quite regular energy. And then the 16p. I think it actually functioned, we set hard requirements of height regulation in the 60bF. So the two had to work together or you would basically give an unlimited density cap if you would burn it. So by limiting the height, that is brought in along with the densities that you might have alone. Yes sir? I can down that many path. Are you, are you, you're contemplating being able to purge this pavement? Purgeous. Patements. Patements. Purgeous patements. Yes. But we're working very much with the site of life definition. In fact we lived in it pretty much right on the watershed in any elections. If a grass block for instance is used for painting and and it is a 50% pervious, then we would work with the same way you would work in a washroom. Okay. The washing that to do with these made back into some more definitions and more ratios. That's what I'm saying. So we might call that out and send it to the staff for the idea that it's... There was a man here this week talking about 10-E rows. And that's the... I hope this is something for that. But it does, I mean, just like with any definition, you know, we're going to have to agree on what is permeable and what is in it for. Yeah, forget him. Change that bench mark. You know, because if you get a perme a purpose asphalt pavement that's going to really skew this over all the limits. So, yeah. So, this next chart, I should have done a few years before, and I made out me, I think you got the text, this is just old screen here. So let me walk you through this chart and maybe it'll help explain to you. Under your lot of consistency category here, so we have a lot of areas. The lot of area is still relying on peer one, here two, two, three. We've only underlined a lot of areas under the majority of district areas, so that doesn't change. We've only underlieing our area, so we've only underlieing district areas, so that doesn't change. Bringing in the adaptive reuse that we did previously, it's still relying on the underlying zoning and the whole walk-to-belver would do the same also. What with, same thing. So that really doesn't change. There are a lot of zikers on the low-age sex or industrial, those categories are the underlying zoning stills and fat. We're in the new density or intensity by activity occurs as minimal pervious surface. Now this is pervious, this means that it will percolate long. 10% in tier 1, that's your CBD, CBD, B, P downed areas where essentially you almost see 100% hot coverage. Tier 2, you get down to 30% ferries, tier 3 gets on down to 45, good depth of reuse, it was already set up that could be a full 100% coverage so we let that decide. And then the homework redevelopment, even though it's allowed in both tier 2 and 3, if you're doing that sort of redevelopment, the suggestion is everything falls back to tier 2 and 30%. So you get that same type of development whether it's in three or two. If they're in tier 1, what's number do they get to use? Tier one is 10%. So, because the whole block in tier one, they still in 10%. Oh, why doesn't it exist in Tier one right now? It's all in proposal, Tier two and three. We've got the adaptive reuse, all in in Tier one. So those could be a discussion of whether they should spread across the other tiers, but at this point, the proposal is, Owen, Tier 2 and 3, leading this Owen and Tier 1. Okay, Billing setbacks. Tier 1 is not the 10 foot max, that has a change. Tier 2, it's an average, or 10 foot minimum, 30 foot max with commercial industrial. It says average because right now the orders are set up. If you're doing an office or residential, you have to average the existing conditions. And that's part of that maintaining the character of the existing neighborhood. Tier three, everything is based on the average there. You're infilling basically at these tears so you're working and trying to maintain the care of the area and that average it works out the best. Average you can create greater setbacks and also can create less of setbacks. It's truly the average it was in that area only the size. In the whole block redevelopment, if you're a major motor thoroughfare, set that in a hard set back to 25 feet. Since you're doing a whole block, you could bring in averaging and say, whatever, it'll be the side of the block, you stay in line with it. Since you're doing the whole block, it just seemed to break it. Maybe you just set a hard deck there at 25 feet, which is essentially what's there with the underlying districts, the only six to be one of them, type zones anymore. If you're on the non-major minor furfare or these higher classifications, then it defaults to the tin feet. So very much it's not quite a P&D type of development as we've talked about in the other rewrite of the order, but it doesn't allow you the flexibility to do some unique things and realize that plot to its faults by keeping those setbacks in the middle. Side to ear, you really have the underlying downtown, this is the side of my underlying here, here, whichever here, here, here, one, or another. And here, there is no side of rear. If you think about it, you're doing a whole lot. You've got at least four street footage, you're using everything based on street front. There is no side of rear within the block. Assessor structures are all prohibiting front yards. You have underlying regulations of the sign of rear. And basically, in any of the tiers, you gotta keep any of the essentially structure of 30 feet back to see the end of the block. So that's pretty much an uncharged, just adding that weight here. The building height, this is the other piece that is a little different for a while to die. As you'd see, here, one downtown, 65 feet, here, two, you're stepping down to 45, here, three down to 35, here, one, that put you back to 65. And over here, just like with the 30%, you're pushing yourself back and forth so I have interior too. You have boroughs that are sitting possibly through a whole block, you're developing. To put on a measurement for the top of the height. It's divided by your own measure, you don't like it up, but it gets rough. It is the height between the feet of the truck. It's rough, it is the height between the peak and the gain. The average of the peak and the average, the flat road obviously has a face here. Then there's all sudden definition already in the order to drop this. I've set through hours with that and other low cows and this can get quiet. Exactly. But the difficult case is if somebody's wanting to be confused with me. We did look at them like senior brokerage, but it's not something we could make for them. We didn't tweet those definitions. Those were a pretty good shot. Okay, so that's the charge that Converg explains, again, the density and density, the land you set by, all those things that are talked about, since the Rorollock uses the intensity of the use of the crop. Would you characterize, like tier three, or 45 percent, would you characterize that as is equal to or more less than what our extensive formula allows. Okay. Basically, I think you hit it pretty much. We did. I'm really especially going to get it worded in here about the staff, planning staff. In my absence, they have worked very diligently. We've been working on this for roughly three months now, so we start at a time home this particular member, three to even longer. And along with the individuals like John and Justin and Dr. Red, they pulled old cases. And of course, the numbers weren't calculated this way. So they had to get back to the scales, and manage them with some calculators, and start recalculating a bunch of old projects. And this number is actually a little more intense than what we found in our average under the old system. If this spreads beyond the tiers into the hinterland, if you will, we would look at bringing that number more in line with what the old system did for that extra But again, this is your tier this your toward it is more in terms so we felt that actually a little above what we've been To be would be a proctor. Now I remember seeing something we've been looking at coming through here There might be some incentives to say Take that 45 to a 40 if they're adding More parking hours landscape features or some things. So that's what we think are desirable. Some of that was in the commercial, our area of the section of the overall where some members were working on, the gave you bonuses for tree saves and the parking locations and that they do, that would do you some difference. Problem is we've already bought P2, so 100% of the floor is right here or anyone. So I don't know that the place there but in Murgeon's Hill and Tourism, how do you play the role in that? In multi-family, I could see that being a very nice character. You know, if the stick's no worse than it was, In multi-family I could see that being a very nice cat. You know, if the stick's no worse than it was, I'll find that could be better. Parking's parking's parking. You know? What are the things, and then I'll get to it and make my way to the cat out of that here. What are the things we've done is old parking in the tears, especially in the walk of family, we're proposing that, here's your ratio, right, on the parking table. But if you have an engineer who's competent in this sort of thing, and provides CO-drawers and explanations for this project only needs this parking, then we can accept his substitute as the applicant and there isn't one built in because another professional and technical responsibility first to reduce parking, thereby allowing less for impervious parking more impervious building. I got 14 business days, pay that after it's assessed. You have opportunity as a citizen, you disagree with the interpretation, it's your deal, it goes in the city matter. You make determinations for us, and he actually is would step into the shoes and be a portion officer to modify the decision of permanent part or in home and not reversing.
