I welcome all of you and as I said a moment ago I appreciate you taking the time to be here. I do want to recognize some special guests tonight. We have some boys down from troop 527. Thank you. Thank you. Thank you. Thank you. Thank you. First item on the business of Jim is a presentation by the senior notes association, the executive director that other. Okay, it's all in here. Okay. I am here to introduce a presentation of our capital. Senior adults are the Schroibert nonprofit 5123 organization for the established in 1975. We've been operating at a employment avenue office since 1972. The current bill includes 25 full-time people, 28 part-time staff, and seven substitute people with drivers over 60 employees. Rewarding a more than 22 programs that operate at six locations in two counties. Our annual operating budget is about $2 million. Our mission statement is to provide services and programs which will enable patients with an emphasis on those 4-860. The supervisor can use the exact same thing. You have a packet in there along the front of the public and emphasis on those 4-8-6, the real lives of pinched and big attacks. I mean, you have a packet in there along the foot or not necessarily through all of that with you because you can read that and just send it to some of the hot points. And so there's a lot of stories for us. We do all the time with these programs. We made the programs, we made the programs, we made the programs, and then we did all these programs. Last year, we got almost 3 the major service in the New York State Department. The last few provided almost 3000 days to care for 31 individuals in their families. Our combined congregate and home delivery deals and traditions program delivered over a hundred and six thousand meals last year, almost nine hundred eight years. Our co-seeker centers that are housed in Asheboro, Australia, Ramamond and Liberty provided almost six thousand different activities for our seniors. Such as being the one that's in both in classes, being classes, exercise classes, no classes, path classes, senior games. And we do that here at the Asheboro Center in two rooms. Our information and assistance has two staff, and these are monitoring volunteers left here that answered over 4,000 telephone calls. They assisted over 2,000 clients with case assistance. They assisted 920 care giver clients who are a parent or somebody in their own home. And they assisted over 3,000 individuals with senior health insurance information program information. Our cats is the regional coordinated area transportation program that serves brand-of-and-movement government county. Last year, it provided over 85,000 one-way trips almost 2,000 individuals. We do a lot of block scenes in Randolph-Bernard. But we're all aware that population is aging, so to right, so they're saying now, that's made 2006 and 2003, the population of the United States is expected to nearly double from $37 million to $70 million in the pantheries. The question is, who's going to provide services for all these people as they age over the next 18 years? And in 2010, issue briefing, A. RP noted that the cost of nursing home care can exceed $75,000 a year, and that's a concern with us, and then I, the person may know people will pay more than that. And it's not uncommon for families to deplete their resources when paying privately for long-term care. At senior adults associated with this, they're very conservative estimate. I can guarantee you with computer records that we served at least 5,000 seniors, but when you add in all the walk-ins and the people that go on trips and the people come for bingo, they'll probably serve a closer to 10,000 seniors. Last year our average monthly cost per senior was just $177 per month. That's a little over $2,000 a year. So for every one person in a nursing home, senior adults can provide services to people in their own home, 35 to one. 35 people we can serve for everyone in a nursing home. So our goal is to keep people at a nursing home. According to the North Carolina State Department by 2030, in Randolph County, a one-on-one, there will be more residents aged 60 and over than there will be residents aged 0 to 17 in our public schools. Currently in Randolph County, 11% of the population aged 65 know-all have an income level of poverty level, and an additional 26% have an income between 100 and 199% of the poverty levels. 21% or 1 out of 5 Rand raise up county residents over the age of 65 for veterans and one in four residents in Randolph County early age 65 for the month because the risk of disease and disability grows with advanced age and health keeping our seniors active while encouraging important choices or healthy life stuff is an important solution to the mention of financial and emotional costs surrounding the age of process. Much of illness, disability and death associated with chronic disease can be avoided through no prevention measures and to be practicing a healthy lifestyle that includes regular physical activity and healthy healing. Those are two of the kinds of people that are in the health center. Use of early detection practices such as screening for high blood pressure, cancers, and diabetes also can save money. And we also do those our senior centers. Some of these preventive measures are currently part of our services and our programs in place that are positively improving the quality of life for our seniors and our families. Yes, program is already strained at the current Wayman Avenue location and facility and adequate is cannot provide our senior adults with desired community services. We've done focus groups. We know what they want and we can't provide it to the building that we're in. Our current facility is too small to allow for program expansion. We provide services to a very conservative estimate of between 5 to 10,000 county residents using current population statistics. We're underserving more than 20,000 individuals, age 16 and older, and that's based on a population over 60, who got 28,500. Proposing a $3 million project that will further our mission to provide services and programs in the visual and individual resources on those over age 60 to live their lives with independence and dignity. The funds raised through a capital campaign will be used to move the existing Asheville Senior Center from the current 9,000 square foot building to an expanded 30,000 square foot multi-purpose senior center. This new center will allow for increased services for older residents. Drawing on historic importance of the Randolph community, this project involves renovating the building within Ashrow's Revived Downtown Center. Additional square footage will allow Randolph County Center's adults to expand its health clinics and screenings and treatment areas for exercise and put medicine to different places and dedicate an office for use by registered nurse department social services and other health professionals. You should have in your packet a copy of the proposed grantable and I can't get out of the office right now. I'm not going to have a budget and I'm going to have that and I can't get delivered that's just a surprise. And senior officers and data services are the local contract and what this is here that is in this project. This is the same financial short in the city and the town. If you look at the draw note here, and some of them may already know already look at address in there, but this is our district. This is not going to happen unless we get support from the city and the county. It just won't happen if it can't happen. This building is Catechor, the city hall. It's Mill Number Three, the old Act Guelph Stucklitz, was built in the 1940s. Act may be preparing Mill Number 3, the old Act of Guests, was built in the 1940s. Act may be preparing Mill Number 3 that their movement of operations to silercy. It's a distribution warehouse, it's two floors and they're empty inside. We've been in it, we've inspected it, there's been a property of credit, but there's been a phase one environmental study on the property. And when we found out it was going to be vacated, we asked them if they would consider selling it to senior adults and We may offer make exactly the same on the track that we get money and support from the city of town The back of the building in front of the building has three doors on this side of Church Street the back of the building has a The back of the building has a lift where the trucks are backed up to deliver their supplies. What we do is make the back of the building with the front of the building. Heat floors 10,000 square feet. So that would be a total of 20,000 square feet in the existing building to be renovated. But the architects plans that we get done earlier were for 33,000 square foot building on one floor. So we tried to take those plans and put it on two floors. So we would like to add a 10,000 square foot extension on that building which would give us 30,000 square feet and I'd like to briefly point out what that will add to senior adults. Right now we have two rooms, the congregate volume and our boardroom. That's what half of the activities. And we do a lot of activities. But thank you how much we can do if we had seven classrooms and a dance floor and a congregate volume room and a computer lounge and a game room. All the things that seniors said they wanted to focus on. So that's a joy that looks outside of the building look like which is now the back of the building that become the front. And there's three acres of parking lot because we need to be re-finished that there's three acres of parking that we would purchase along with the buildings that would be used for parking for the center. And we can show you. The first floor, this one here, and you have a copy of this in your package, this is the line for the old building. All of this is the old building. I'm going to put our primary dining room with an expansion of 2,000 square feet to open up. And it will have a dance floor so you can open it up to special activities at lunch or order. The agers kitchen with two windows, we've got two of that, so on at the same time, we've got how dances and squared dances and they'll get stage, hopefully pull out stage. And we can get a lot of different things, and we hope to rent the facility out to members to the day, the minute, the weddings and parties and other types of activities. That would be a 4,000 square foot activity room, big obstacle. We've added the new college businesses from here over as a fitness area, a classroom for yoga, and a retail outlet store that we would rent out. I've been approached by some food co-ops that might want to put a food co-op in there, and the harbor that is building both teaks and senior centers now it includes hair acupuncture massage nails So that would be open to run it out That's on the bottom floor and then when you go up to the top floor The second floor is also stairs and elevator You go up to the second floor. this is the line for the existing building and this existing building would be what we have now. This is all the administrative offices. It's all the offices, our cast, the creation of the systems, the meeting rooms, training rooms, everything would be in the old part of the building. The addition would be all of the new part that we don't have now. It's the computer lounge, it's classrooms, it's woodland, maintenance and marketing office. It'll allow us to provide a lot more activities for seniors with about letters to support from the community college and a lot of different organizations that they would like to teach classes here targeted at senior adults. So that's what we would like to do with this project. The proposed new building's locations provides immediate access to the established downtown walking trail, as well as ample parking for programs, participants, and volunteers included in the state to be visited and administrative offices, as well as, as I said, the Columbia County Building as well as a whole of 10,000 square foot addition to ten classrooms and new areas for activities for seniors. The new facility will also support the actions of the new and creative Ashboro Retiree attraction committee. The newer larger facility will allow Ashboro to create an environment that will welcome new seniors and provide a place where these active older adults can come together for services and activities that reflect their particular skills, interests, and diverse needs. It is our attempt to extend programs to include all of Randolph County's adults aged 50 and over. This population will benefit as a result of the expanded services that will include evening and weekend hours. And Babygumers transition to senior status. Our CSAA will involve this new generation of senior adults redefining their role in the nature of the seniors in our community. Once a heart of the senior group's family should one situation with heart rate or letting them serve us, they'll already be there and be able to transition in some of our other programs. Our $3 million expanding opportunities for active living capital campaign, this is the foundation, government, corporations, and lead individual donors in early 2012. And that process has already begun. We've already been approaching lead donors. We've already been to several, quite a few of the foundations and corporations here in Medov County. And they're all very supportive. they all say yes we want to see this yes we'll give you money but we want to see what the city and the county are going to do first if they want supported we want to support it but if they support it we will support it but they want this to happen and just as we've passed I don't know those of you that know me are a very cautious person. I'm not going to build a building and then say, how are we going to pay for it? So in 2005, the Board of Directors of Senior Adults worked with Ms. Kihower to Michael Lee and Service. And she drafted a business plan for operating a new senior center. The addition of several new staff members as well as the increase in benefits, utilities, insurance is projected to increase our operating costs by about 9 percent, resulting in additional operating costs needed to open about $165,000. This same study indicated that the following actions could generate over 600,000 and new revenues that will offset the additional personal needs of operating costs. These revenues would come from things that just lowering the membership age from 60 to 50, raising the annual membership fee from $5 to $100 per year on a sliding fee scale, increasing fundraising opportunities today, the activity sponsors, renting the stage in the dance floor for weddings and reunions, other activities, rental income from tax from fees, the retail sales outlet, and other things. In conclusion, we recognize, seeing adults recognize as the importance of self-awareness and personal responsibility in relation to maintaining our own personal health. We want the opportunity to support sound physical and mental health in our growing patient population. We understand and support the fact that most people want to remain in their own homes and communities as a team. According to dentistry, the director of the North Carolina Division of Aging and Adult Services, we must acknowledge that the aging of our population affects every aspect of our community. We must recognize the importance of human heritage and so on, so we plan the plants for maturing population. City endorsement of our vision to improve services for senior adults is vital to this success. Funding commitment from the City of Asheville would allow senior adults to demonstrate commitment of the community and its community leaders, signifying foundations and other individuals that this project is of importance and it is a priority to you. Randolph County senior adults is an organization with a treatment track record that 36 years invested in helping older adults in our community live independent and with things. Now we require your support. Without the funds to provide an approved care case, it will be impossible for senior adults the party requires support. So that becomes providing a free education. It'll be impossible for senior adults to use the name of the challenges of this growing population. And it is already new. They are already retiring. They are already getting calls. People are retiring in this community. And they want what they have, what they retired from. We don't offer that right now. Again, we're asking for $500,000 from the city, and we'll also be asking for $500,000 for the county. Are we going to them on Monday? You've got the budget in your packet there. We're proposing that this project will cost around $3 million. And that is a huge difference to the original $7 million that we've proposed at a piece of property South of town. And property will be sold if it's come to fruition. So on here, as you consider, contribution to our capital campaign, and we have members and audience that are on the campaign committee and board members of the senior adults and Thank you. Thank you. One of the things that Andy didn't tell you tonight is that this is a process that has been going on for eight years and the senior health association out for you is currently facility probably 15 years ago. Candy has made it work for all these years within that wood space and after resources and the needs and the numbers of people that are out there serve have continued to grow and get larger every year. And we've gotten to the point where we can't do what we need to do, we can't do what we've done in the past for the seniors in this community without the bigger space. And so this eight-year process involved looking at lots of sites and making a lot of quite frankly, making some mistakes. We got input from a lot of folks. In fact, some of the members of the council have given us input into the fact that they thought that this facility would be better served if it was downtown and if it was accessible to the walking trails. So we have tried to listen to the advice that we've gotten from lots of folks in the community. We found a location that we think is a perfect location. It provides us with space, it provides us with parking. We have a lot of parking needs because of the archives of mans and because of volunteers and because of people coming and going from wheels and things of that nature. And so we have arrived at the point where we have a facility and it's the right facility and it's in the right location and now sometimes for us has the community to step up and make sure we make this happen. And it's keen to say it. And I wanted a critical element to make this happen. And we're going to have to get support from everybody in the community, including the municipalities. And so we've had the two of us honor our guests and help us with your support. Thank you. Thank you. Thank you. Thank you. You're welcome. It's Bob with Boy, I'm also a coach here. I know, too well, that every city in this state is facing budget issues. I represent a lot of them, and I know it. But this project deserves your attention. I understand Ashboro's video, time, I guess the nation. This is the post. This is not down in the park right here. That's the last thing. And this privatization fund, you've got downtown under the hill of the mall. Reminds me of days when I was in Keebele. I mean, David Smith, with church with me, Deep Bayer, Jones Park and Store, Christmas on Sunset, Un-Believe. Un-Believe. No wonder ever thought downtown, they would come back alive like you had. This will only enhance the target destination of Asheville and the downtown revitalization of this city. I'm hurt, I'm sorry, why point to the clueless in your place. Okay. Do you have any questions that I can answer? What's the square footage of your addition? The addition is... The addition is... The addition is... The addition is... The addition is... Right now, $10,000 we have another $5,000 and we're going to bring in 30,000 more for our kid. What do you estimate the cost of the addition? About I know you've got 2.1 million here for renovation and construction. About 2.1, how much is that? We're thinking that it's going to be a little lower million maybe one point two for the addition and then the renovations are listening about the thing. We don't have all those process and because I don't want to spend too much money on this, but I know we're going to get support. I said we're spending our dollars right and we did that and we've done that on several pieces of property and some environmental studies. So we don't look at it. So you do that. We do that. We're trying to get those costs in this. But the rep estimate is 2.1. Yeah, 4, all the additional hand over everything. Okay, I mean, just as we're a time limit on the contract, you sign the purchase of property. The contractor, SET truck. Now, as we're a time limit on the purchase you make of this property? By June 30th we have to know that we have at least a $415,000 pledge or pledge. There's two elements in the contract. Step up thank the clinic. I'm not picking up out there. The contract calls for a new diligence period which runs from January 1st to March 31st. During that new diligence period that we hope to find lots of plans and hopefully darn enough work for the project. And we would know that we could then introduce the second part of the contract which is to close the purchase between April 1st and June 30th. So we have until March 31st, say, yes, we'll move forward and know it would normal. We have until June 30th to close. OK. Thank you. What will that say? Mayor, just for the council, particularly. We have until June 30 to close. Okay. Thank you. What will that be? Same mayor just for the council, particularly. Carking Charles and have been on that long. The city has participated with senior adult census inception. I think our annual contributions, 42,000. So why do that? I mean, that's the public policy question. Why do that? And the decision made in the early 70s was that if it was a 501C and it could garner, you know, support from private agencies and it wouldn't be a city department. You can go other places where it's part of the recreation department or part of the parks department or cultural resources. So we do have a longstanding relationship with the senior adults. It's not by chance that one of Candies two rooms, it's not that big of a building if you hadn't been to it, is the Thomas J. Macintosh Jr. room, that's not, like I said, that's not by chance. And Mary Macintosh is currently on board. So we do have a long relationship. The co-chairs that's spoken to Mary Smith and I, we quite frankly ask them to come to night to begin our with our budget process and if the council feels We want to do something we need to build it in our budget process and we'll be presenting the draft copy and recommendations of that to you in late April early May so I Think Mayor tonight obviously the council can't decide tonight, but if they endorse the concept of the project, maybe that could help decide. I don't know, defer to you now. So it's your decision. You have a plan for feeling sort of side sketch. I don't have any ethnic... We have the praises that is done on the property that I believe have all that in there. Actually, the whole park is a lot down to the old banner hoosers. Okay, and from Salisbury Street to Hoover Street so parking won't be an issue anymore This whole council who's you know where they changed it from 60 to 50 now we could all work on that parking lot might be full. Well we all get older. The facility renovation construction budget does that include the sidewalk parking lot and things of that nature is that just the building? That's pretty much just the building. Well, can you get a little different back there you might want to ask? The area of public, everything including the park is a turd key. Yes. Right. Everywhere you have to explain to the council how you've gone to the design build process. That's right, isn't it? That is correct. Okay. It takes some time to do that. But we basically had worked with an architect previously and had gotten some feedback from the hospital and some other senior abuse and design build concept to build new facilities in town. We did some investigation talked with a couple of different general contractors and decided that that was a more cost effective way to go. And so we worked through a process of gathering information and shows obviously we wanted to deal with some of my locals who we chose. I like General contractors as he tried to do something to gets a secret. And they are helping us with sign and we have to sort the construction project. But yes, the budget will include the renovations of the existing building, which the existing building has a lot of open space in it, except the renovation coughs there is, I mean it's basically big open spaces. So the renovation coughs there is not as much as you might see in a typical over building. But then the addition on the back, which really gives us the opportunity to offer some of the things that we had hoved to offering conjunction with like community college and walk to offer classes for seniors on a host of issues like computer skills and other things. I saw about a $300,000 item not listed. You know, I mean flipping it from one direction to the other. If you've had it covered, great. And I think not only having it in the downtown location and with the walking trail, but you've also got the farmer's market where people can stop at and come downtown and shop with antique stores and that type of thing will be a great activity for those people that come and participate. Well, we've been looking for a building that would lead our needs in this one, the interdistribution warehouse and the candy inside. It all needs a property. Council, my point in bringing up the design build is that they've saved. Would you estimate that that was going to cost you the architectural work 150,000? A little more. Yeah. So that right off the top, they'll cut that out and the truck them down here, they'll see the truck them with work they're currently doing. A lot. A lot. So first methodist. Yeah. They certainly qualified to do this design build and it saves you a bunch of money. I went and looked at some of the facilities that they had worked on in Piazza. I know your budgets include 200,000 par execs. Yeah. That's, we're still in here. This is just a computer rendering and then we actually get down to the actual instruction document up here. You have to pay somebody to do that. You have to sign off on them. Yeah, it's not an hour or nothing. Yeah. You're right. You're supposed to do that, so you've got to switch seal on there. Once you complete your project, you would expect the city to continue funding at the current level? Are you looking for increase in funding levels and the city down roads and y'all have got for now? So this is planned through, is that what's quite a good idea to say? How is that paid for if we're building a building? You know, the expenses are going to be used in fact. And they gave recommendations to things that would generate revenue, but we come to the expense so we don't have to ask these for more money. But then again, we'll take a little bit of time to build up these activities and get these classes scheduled and get people signed up to come to this. I will imagine for the first year to be to continue to ask the cities of the same amount of money they're giving us now. Hopefully, if this works the way that this is planned, said we might be able to reduce the amount that we're asking from the city or county if this can generate revenue. That'll be a first. That's not likely. We're not going to support the additional expenses on its own. Let's talk for just one second before we finish and wrap this up about the current building. You actually own that now. Did we need that to them or what's the deal on that? It has, it actually, as long as it's a senior citizens building, that they get to use it. There is a reversion clause in the deed that if it quits ceases being used for senior adults, it reverts back to us. And that's because we made it the've partitioned and partitioned and partitioned. A lot of times, things. We'll get in there and they get lost, but you can't find the way. Have you made any in-runs in too? Finding a bar for that property. Have you had the conversation? We've been trying. We haven't been able to get in touch with an individual that expressed interest in it. And we've been trying to get in. I do know that there is a party interested in buying the parking lot across the street that we purchased where the recycling bin was. So I'm pretty sure we have a buyer for that. I haven't been able to now with the person down to get it, yes or no. Have you made your last payment on the property on Zubarkway? So you just about to own that free and clear? Is it currently listed? Yes. Okay. Learned the plans for the proceeds of that property. That was done directly into funding this new process. Would that lessen the 3 million dollars? That would be part of the 3 million that we need to raise. Right now it's an asset on our books, but in the cell that have the money in our hand, we'll definitely go towards that. And it was valued at 261 dollars. And you got it listed for $3.99? Yeah, something like that. But I've talked to the Rill and asked him to review me. 3.95, but he wants me to get the four. Sorry. I'm sorry. What'd you just say? I said I've talked to the wheeler that has listed and asked him what would take to reduce any Saturday you get my boards and critical. So probably do that in the meeting in March. So what's your contingency if you don't sell it? I mean, I know you'd like to sell it and put that money in this project, but assuming it's a hard sell in two years from now, three years from now sitting there, unsold. The lesson is the best thing after this project is completed, it will be used for operating in the middle. You know, that was a good result for a couple years. But I'm not counting. And I just want to thank, first of all all everything the city is known to help the senior adult situation over the years but it's pretty bad place it really is and you haven't been there when you go there you won't want to stay alone it's just pretty pretty same it's really a disgrace to our town compared all the things that we've done. I think it's a little unfair, it's a pressure on everybody to say you know if the city does this and the county does that then other people will be able to go rest a little in there, in my opinion, not to let W or Ken may add, but sometimes it is. Because the community is going to step up. But I'll tell you, it's a big number that we're talking about. It's as much smaller number if you look at what was going to happen. And if you really look at what's going to happen across the street, then it's something that you can be proud of going by every day. As people who have donated your time, your energies and your efforts to make this a better place to live. This is going to make it a better place to live. And I think that the consideration that you're going to give us is very important. I don't know the time frame that you have to work on because I'm not sure about how I would always think to work with the city. I know it is. The process is you have to do it through. But it is a constant question from the people that we're working with. What will happen with the city? What will happen with the town? And people are really unaware of what you've done with the past. Nobody really knows the city has a message given to the senior docks center that facility to work with and that it becomes part of this whole thing if it can be so. So I think we need to make the community more conscious in what is going on and I think that the definitely involved are going to agree with that. And I just want to say that as far as the people we've talked with, again, everything's been very positive. But the sooner we can get an answer without asking you to do something that's unrealistic, the better it gets for us and we're out there trying to raise money for this particular campaign.
