And before I truly call the meeting to order, I want to thank my fellow commissioners and the staff for the great job they've done for the past month. The two meetings ago I was asleep when you were having this meeting. Having some pretty major surgery but the doctors were successful. God is good. I was blessed. I'm healing well and I'm cancer-free. So thank Jesus. So with that said, unfortunately not as positive as results as I had, we had a bad accident yesterday with one of our employees on the way to work and unfortunately he did not make it. So what I would like to do tonight, Christopher Billy Roth, he I would like everybody to stand. I'd like for us to have a few minutes of silence and then I'll ask Reverend, Reverend Futral to close us and give us an invocation and then we'll do the play and get after that. That's mutual. But let's remember this gentleman and his family. He's got young children and let's just pause and give him a few minutes of silence. And then we'll turn it over to the river people. Father, in the silence of the hour, this kind of humbly calls to give you thanks for the life of the public servant, the co-worker, you, they're all. We have a concern in the chickpe the Community that we need a helicopter landing pad behind the rescue squad. We have had an instance where we have had 12 helicopters. Didn't mean to have them to land for emergency services. Some of the times when this happens, it's in the middle of the night and we're very thankful that we have a volunteer fire department. These guys have to give up their time and they use their pickup trucks and they use the lights that they have to set up so the helicopters can land with the safety of them and the safety of the community and it's sometimes time is of the essence that we need this. I spoke with our fire chief today and when a helicopter comes in, he has to go set up the flags, and he has to set up the boundaries, and he has to put the pickup trucks, and of course the fire department trucks have to be there anyway for safety reasons when anyone lands, but I asked him, I said at what point would this be in the banish to you? He said, well, the medal of the night, we could just go to the back of the building, and flip on the light. And we wouldn't have to set up everything. We had an incident not long ago that two helicopters land at one time. And somebody once asked me, we said, do we have space? I said, we had two for them. We had plenty of space that time for two, the land. They said, one to two land I said well it was kind of important that that time because the door fell off one of the helicopters and the old one had to come one side to side and I do know that there was an incident not long ago that they couldn't set up there and they actually set up in someone's joy I don't think that's appropriate I think we have the space and I would like for you to consider it in your budget and maybe help us do that. Thank you, Chairman. Commissioner county staff, county manager. My name is Chris Ward. I'm the director of Business Development and Co-Fuckage Broadband. I want to give you guys an update on what we're doing in the county before we get to the point of being here to ask about the property and chinkaping. We have won a total of three great grants across Dukeland County. Those grants will serve over 2020 residential addresses and 38 businesses throughout Dukeland County. Those grants will serve over 2020. Residential addresses and 38 businesses throughout Dukeland County. I'll total investment we've brought into Dukeland County is over 8.9 million 2.35 million that has come from our own investment. The rest are from grants and 100 50 thousand from the county. Our grant grant projects will construct once they're completed here on the map over 190 miles of fiber throughout the county 2020 we were awarded what's called the Roseville project that's mostly the green area down there 80% of that project is completed 100% of that project will be completed this summer that's ahead of the two-year timeline set by the state for grant grants The second grant we won was the Kenisville great grant. That's what you see here in some of the yellow and blue. There's eight total phases in the Kenisville project. Six of those phases are currently under construction. We will be through with that project in late summer and that brings us to why we're here tonight to talk about the Chinkapen area. This is the project I believe and I had to write down colors because I'm colorblind. This is supposed to be purple. That's the Chinkapen project. You can see it covers the Chinkapen and Vulaville areas. We currently have service available to almost 1400 addresses in Dukeland County. And we have about 60 miles of fiber already constructed. The Chinkapen project is the last of the three great grant projects and that project is funded through ARPA funds. The only reason why that project has not started yet is because the state is awaiting guidance from the federal treasury on how to actually account for those ARPA funds. The county has contributed $150,000 to that. We will contribute $535,000 and the state's going to give 3.9 million for that process So that's 4.5 million for that project you see in purple. I'm here tonight to ask for a D-Bee the easement like we did at Keemzeville in front of the event center at the Chinkapen Park I know you guys have got some pictures in your packet of the proposed area where we're looking at to place an OLT. The OLT will serve this entire area in purple at this on the map and I'm ready to answer our standing, ready to answer any questions you guys may have. Understanding the you heard the lady right before you. Just asking about a helicopter plant. Right. I looked on the drawing and I couldn't quite understand exactly where it's going to be located. Would it have any interference with where we would put a pad if we were able to put a pad? No, sir. The tallest thing on the property would be a six foot fence. Everything is not a tower, it's not anything like that. But it's essentially up to driveway interest there to the Chinkert Pimp on it. I mean, I noticed it looked like it was right on the road, but then I couldn't understand the height. And, you know, as the lady was asking for a pad, you know, lots of things getting away when you're talking about flying. I just wanted to clarify that it would have no issue. Right. There's no height restrictions or anything that FAA causes us to put any lights or anything on it. Like I said, it's everything they're shorter than I am and set for the fence. Anyone else? I will gladly hear what the commissioners would like to say about it, because we come forth with emotion or whatever is the pleasure of the board. I make a motion that we allow in the place of the WLT switch on the Chink Pim property that belongs to the county. Okay, so I have a motion on the floor of that focus broad band placed at OOT fiber switch on county property in the Chinkpin community and that area for those that may not be familiar is the old Chinkpin School site and it's basically where we got the new EMT site right in front of it sort of correct. Yes sir. Okay, just want to clarify for the record for the people that can't see my hands and my head on the review and listening to it. I've got a motion. I don't have a second at this point. Mr. Ward, I know what you say when the chair indicated a question to you about any type of restrictions for a hell of a head. Had there been any conversation between you and anyone in that area prior to the night to discuss any opposition or any questions or concerns about what was taking place or was just the first of it. There's not been any discussion in the community other than the fact that we're bringing broadband high speed internet to the area. Our engineers have to design everything to give to the state before they'll approve it and it's all based on footages and based on the map in the area. That's the most central location based on the mileage and the size of the project. So they basically gave me a stretch of highway there, and that was kind of the center point. So that's where we started. Okay, and I know we want to achieve the goal, especially when it comes to broadband, but when there's a question, just wanna flush out. Yes, sir. Anything that may be there that would create additional concern. So I think what I'm hearing Holistically is that you can have both in the same place. Yes, sir And we'll be more than happy to work with the county. I know it's a part for any Wi-Fi and needs like that Going forward we do that quite a bit another kind of Mr. Ward me personally personally, I support you. That is my district, actually. I think part of that is also Jim Mr. Dow's district. And we do have a need for broadband, but I also think the young lady has a need for a helipad. And I'm hesitant to grant your request until we can do some more research on where this helipad does have to go. But I ultimately think we can support you and I can support you. Yes. And I'm not prepared to do it today. I don't think that if I may, Commissioner, I don't think that hell of pad will be able to be anywhere close to the highway due to the light lines and telephone lines. I think it's going to have to be further back on the property if that'll help you with your decision. I've rode by there today and part of that property, if I'm not badly mistaken, is also at least a portion of recreation. Yes, or it is. The back portion of the property where there analytic field is. The personal opinion is we are going to have to do some communication and some research on how to make both of them work. I tell you what we typically do and we don't have a problem because we did the same thing with Keenan's Bill. We can go out and stay at the site with just plastic stakes and measure what we do is we come right off the roadway, the DOT right away. So we'll be right next to the shoulders close so you can get outside, the DOT right away. So we'll be right next to the shoulders close, you can get outside of the DOT right away, and it's a 60 by 60 foot area. It's less than one tenth of an acre for that whole sweet side. And it'd be 60 foot from the highway. Personally, I'm good with that, I hear your request and my opinion is I will I'm not going to ask you to come back and present again but if you will place those stakes where the proposed side is. So our EMS can and whoever we have to use to evaluate this proposed telepath. I'll get that done this weekend in being contact with county staff to let whoever knows who all needs to see and look at that to make sure but I'm pretty confident it will be anywhere near what they're looking at with the helipad Yeah, and it's basically like the other OFTs exactly like it I knew it was right off the state right away and it has to be within a certain Rampton right Good action. I'm question as to you mr. Branson with what Was it miss miss all sentanson, with what was it? Miss Alson? Miss Alson. Miss Alson. Was action, is it any limitation on the county to support what the request may be coming from? Herds that areas, the potenz to the heavily paid, is that something that we really can participate in? In terms of supporting that? I think what Miss Alson was asking that it be placed on County property, which would be one of the decisions that the Board would have to make. The other decision would be putting the funding in place to actually construct the hella panel. And I'll have to get with my emergency management staff to see what the specifications would have to be. And then we would put a price tag on that. And if I may, because we do have a motion and a second on the floor for a vote before approving the focus broadband of the OLT, I think what most of us was warning was to get clarification that what he was looking to put there would not interfere with the possibility of the hellpah. At this given point, there is no hellpah planned. It's something that has been brought forth as a knee and I personally can see where it could be worthwhile if you're talking about they've had 12 and it's not something that they have them to make shift. But again, before you do that, you've got to have fun and so forth. It's just that we didn't need to allow this to be put there if it was going to be incomplete. But after knowing it's the same thing that was put here in Canisville and understanding truly where the location is. I don't see where it would interfere with the hell of bad at all myself. That that's just me, you know, because, you know, the way he had it staked out on our map, my concern was not actually where he had it staked with the heights. And, you know, he's seeing that is his height. and I don't think the helicopters will have problem with that. Well again I think we're all in an agreement as we need it. But I'm kind of, I see where just Commissioner Edwin, Justin Edwin just coming from not wanting to do something just to jeopardize something later on, it may be beneficial as well. Would the board be an agreeance to make a motion to allow them to have a piece of property there, but prior to everything, take it please, have Ken and manager Britson along with our UMS and Fire Marshall and by the Duplin and the powers to be in the helicopters. Tell us that it's okay and if it's okay, it's a done deal. Okay, well the motion that's on the floor was made by, the commissioner Dow, and his motion okay, you step back to the podium, but let me finish this and I'll turn it back over to you a bit now. The motion that was made is by Mr. Dow and it was to give permission. So, you know, if we're going to amend the motion or whatever, you know's the motion that's on the floor now. I just want to mention that every building, every light pole, basketball go, anything out there, the dugouts will be taller than anything that we want to place next to the state right away. So there won't be anything we add to that side. You know, we're getting there anything. It's not already there that make it. It's not tough. I think Mr. Chairman, members of Board, if I may, the motion is to allow the switch to be placed on the property. So if Mr. Ward goes out there and stakes it off, and then I go out there with our emergency services staff, and we see that the helipad could be placed somewhere else. And this would not interfere with it. Could we still move forward? I mean, in your motion, you're not tied down to a specific location on that side. If you'll give me the discretion to place the switch and the helipad on the property. So they would not interfere with each other. I think we can still move forward with it. The first one is for the acceptance and approval of our physical year 2020. 2023 2024 consolidated agreement between the North Carolina approval of our physical year 2023-2024 consolidated agreement between the North Carolina Department of Health and Human Services, the division of Child and Family Wellbeing and the Division of Public Health along with the Dupland County Health Department. So this will just be is maintaining and promoting the advancement of public health in North Carolina. The Consolidated Agenda Agreement is for a period of June 1, 2023 to May 31, 2024. And shall remain enforced until the next physical year Consolated Agreement is signed, except as provided in Section 10 provision of termination now. Foundation smiles for kids grant. So this the Delta Dental Foundation is a nonprofititable Organization established in 1980 by the Delta Dental of Michigan, which is one of the largest administrators of dental benefits, plans in the United States. Each year they provide financial support to various community organizations and programs to promote and provide oral health care for children through their smiles for kids grant program. So the Health Department had some conversation with Dupland County Schools and come up with this Dupland Elementary Education Initiative. It is aimed to provide education screening and financial assistance to Dupland County pre-school through middle school age children. The funding will provide dental screenings to children through the Dupland County School System, as well as purchase the necessary supplies to move forward with providing the dental education and outreach. So the Health Department will like to ask for acceptance of the Delta Dental Grant for $5,000 and the improvement for the budget amendment for 2022-2023. I'll urge your request Pleasure to board. So with this increase funding, it will enhance the health department's ability to continue with the objective of special supplemental nutritional programs for WIC. They've contacted the Economic Development Office for and it's in it for a building reuse grant. And I'd ask your consideration to schedule a public hearing for March 6, Monday, March 6, 2023 at 6 p.m. or later to hear the request of the industry and economic development commission to participate in a grant match for the building release programs. We had a summer intern in 2021, and he assisted Kara, who is our U-Services Coordinator. Without the summer intern, we usually have to pull another staff person from library operations, from the main branch, to help her with programming. So this would be 13 weeks from mid May through mid August. In last summer reading program 2021 the attendance was 1556 people. There were 56 contact events. 46 of those were story time and 10 of those were fun Fridays and all of this was funded for less than $4,000 said for about $2.57 a person we entertained lots of folks that summer and so we're just asking to be able to offer that position to Dylan's systems again at the rate of 13, 13 hour, 29 hours a week. We're back to revisit the fun free option that we visited last April. The goal of the library is to remove obstacles to the patrons that need the library the most. And the American Library Association has shown that fees are more punitive than anything else. I felt that when I first came to the library in 2018, I felt like there was a lot of, no, you can't do that or you know, a nickel, you can't check anything out. So we've worked really hard to encourage people to come back, being a county with literacy issues of all ages from school age kids to adults. Our goal is to get people back into the library. So what we have seen with our new software with the Cardinal Consortium that we joined we have an auto renewal capability for that so you check a book out for two weeks and the auto renewal you get an email that lets you know it's renewed and then you have two more weeks so it's basically a four-week checkout so we have seen over time probably a 60% increase in books coming back on time. When you eliminate the late fees, you also see materials return that people are embarrassed to tell you how long they've had them, but they do come back to us. So we were excited to see those items come back and to see the decrease in late books with fine-free status. You still charge for lost materials. So you do recoup the cost of a material if someone loses that. And so normally it's anywhere from 49 to 60 days if the item is marked lost at that point, then the person's account is charged for that item. But if they return it, they obviously don't have to pay for the cost of replacing it. There are 29 library systems across the state that are fine free. The Thelma Dingu's library in Wallace went fine free this year. And they don't receive any funds like we do from from the county or state aid. So in the bottom there, you'll see some of our increases. We have seen a large increase in our ebook users since COVID. It's up from 158 a month to about 206 a month. New ebook users have increased there. You can see the numbers that we've added. And those are folks that we sometimes never see. They're using our electronic services. You'll note there on the bottom, our print copy and fact services are up in average of $50 a month from last year. So we do a lot of services to the public that they can't do at home, whether it's Wi-Fi or printing, copy and faxing. So if you look at this map, there's not an adjacent county right now that is fine free in this quarter of the state. It is less than 0.39% of our annual budget, the fees. Okay, before I ask for the motion, I just want to clarify from my standpoint, when I first saw it on the agenda, and it said, fine, free, I was concerned about what you're gonna do about people stealing your books. Then as I read you right up, it said they still had this pay for loss. Right, you know, the product. So I'm very comfortable with it myself. But when I read it as fine free, I was worried about our books while I was. Walking out the door. Like this bag right here represents an average family coming in the library. It's about $500 worth of books. There's some audiobooks in there, kids books. And our receipt now tells you how much you saved by visiting the library today. So this parent checking out with all these materials, it would show that they saved, you know, roughly 480 today, by using us and not going to Amazon or Barnes and Noble. So what we do is charge the replacement cost of the book and we're able to get replacements for any items that are not returned on time. Well that's all I was worried about is, you know, our materials, you know, that my understanding is you will find free status. It's just for late items. Yes, I haven't been back in time. The SAFE community is located in the Rockfish Township approximate three miles west of Walla centered around the intersection of NC 41 Butterball Road and King and Luke Road. The sign that was previously located at the intersection has been destroyed or stolen. North line of DOT now has a community named designation policy which sets forth several requirements which must be met before they will place or replace community named designation signs. One of the requirements is that a resolution be submitted to the division engineer by the County Commissioner's Office recognizing the community. Miss Calwell has requested that the Board of Commissioners adopt such a resolution to aid her and her quest to have the aforementioned signage replaced. The County Manager, clerk to the Board, has drafted the resolution entitled resolution recognizing the safe community and respect for the request that the Board of Docs same. And whereas Dupland County native Miss Suzanne Carwell has requested that the North County Department of Transportation replace the community designation sign in the safe community. And whereas the North County Department of Transportation, community named designation policy now requires a resolution should be submitted to the division engineer by the County Commissioner's office, recognizing the community. I'm pleased to report that the Marks or Trucks show at the event center sold out this past weekend. Two shows on Saturday, one show on Sunday, and Friday night, while it wasn't a sellout, was well attended, and the promoters were well pleased. Also, please report that all of the rodeos held the previous weekend were sold out. The county, we did well financially on all of those events. The next major event to be held at the event center will be on March 3rd when country music artists Justin Moore performs in concert. Again, the Blue Brew and Q will be an outdoor Bluegrass festival this year. And it will be held on March 25th with Gates opening at 10.30 a.m. Your budget retreat, which will be held at the Dukeland County Airport, will be on Friday, March 10th. And again, if any of you have any items that you won't discuss or meet to place on the agenda, I'll be glad to do that.
