I will open the public hearing and this is a request for a special use permit authorizing a solar farm on property located for the committee. I'll just remind anyone who wishes to speak this evening that there will also need to be a meeting. I just real briefly I just want to run for a special use permit consideration for you. I have that one by the warden. The request for a special use permit, the City Council should be in. Do you regard that the purpose and intent of this ordinance should be served public safety and welfare or secure the substantial justice done? If the City Council finds after a public hearing that the proposed special use permit should not be granted, such as the proposed choice of the not. If you find out the public hearing end is submitted, it's sufficient for permit issues that permit you should be denied. If you find out, because the government is admitted, it's sufficient for the first issues that the show is. Just wanted to bring the overview of the request here. The applicant, all this request is a layer, the removal, and the delay in the solution. The subject property located on the south side of the U.S. highway, the whole valley is downwind and red on the map up on the screen. Again, this is a special use permit for a solar farm as defined by your ordinance. Take a look at surrounding zoning in the area. You'll note that the property on the south side of the OSI was in the $40,000 or low-dancy residential zoning. This boundary right here to the west of the sub-dick property is the limits of the western boundaries of the city that the Derek Gordel jurisdiction. So on the west side of this, the environmental camp is having on the east is city, extradery, torial jurisdiction. Surrounding lane uses, we have undeveloped and industrial uses to the north, to the east of primary, single-family residential and some undeveloped property, to the south, single-family residential, to the west, undeveloped properties. And I'll mention that in the, there is a future bypass interchange on Highway 64 is to the west of the subject population on the DOT map. At the present time, there is no funding for that project. You know, an official quarter where that's been established, but that interchange has been mapped and is to the west of the subject's property. Look at the area on the property. You'll see the property is largely wooded with some of the areas. It is not allowed to get a better idea of the residential neighborhood to the south except the prop. I'll note that in the land development claims recommendations, this is a long-range boat area that's outlined by the plan. The actual detonation by the land is massive suburban residential, but the plan does discuss the interchange and the possibility of that interchange in this vicinity and the fine best state beds of areas and vicinity of the interchange should be considered employment centers mixed use with that mixed use commercial and best real institutional type uses. As you would see it is as a given employment center type development. And so this property isn't in that vicinity. I think several of you have pulled out the site plan and just to give the audience an idea of what we're talking about this property here. Is the subject property for the solar home? There's three primary offices. You can see solar and solar panels. One in the northwest, the one in the middle. The other is in the middle, larger one. So, the panel was one of the northwestern corners of the border and then the larger one, the south side of the building, and I think. Looking at photos of the subject property, this is standing on the south side of 64, looking primarily for the west at the open area of the subject property. This is standing on the south side of 64 looking primarily to the west at the open area of the westernmost bob where those panels would be located. If you look at the site plan you'll see that the there is some proposed vegetation in this area because the requirement of your ordinance is that these panels are so-called to be screened from view from the right way. And so this is an area that the applicant in the permutative issue would have to install to have everything screened and those are noted on the point. This is just looking at the other action eastward from the subject property again in this, this is the area, show on this side. This is moving to the eastern extent of the property, looking back to the west, the subject property is on this side. You can know that an existing berm is in place there now. This is actually all within the entity of the right away, so the actual panel will be on the other side of the burden-in 50 feet further in than because of the parts. And this is made of looking in the opposite direction about at the eastern extent of the property, which is probably right here looking back east to 64. We did take some photos from the adjacent residential neighborhood. This is Schemebe Road looking to the southwest. These are just residential lots on the right side of the screen here. The actual solar farm would be to the right of the screen, but not to the view from that location. This is looking back east along Schemebe Road. This is a shot at the end of Scheme Road looking to the north. You can kind of see the existing tree line behind this residential property. This is probably about the extent of where the solar farm property would begin. And that 50 foot buffer would begin. Just wrapping up analysis of this request and then I'll get into some of the staff recommended conditions on the permit. This is a use of a special use permit, that's what we're here this evening. It's very right away on U.S. obviously, Q4 is 150 feet. However, with the plane interchange it, and when that happens to the west, the subject probably is likely going to be the knee-traditional right away. with the plan interchange and when that happens to the west, the subject property, there's likely going to be the knee-traditional right of way and the staff does have recommended a condition that if and when that interchange happens, it results in the clearing and greater of that property which would make these panels visible in the future that the applicant can't plan back that screen that would otherwise be reply. I would. There is no point on the property and the property is outside the city water supply watershed. If you look on the final page of the text of the staff report, one for our page three, on the staff report, you will see a long version of these factors in this condition. I just kind of abbreviated this year. But again, they relate to the existing vegetation that is planned to be retained as a part of this project. That first condition gets a fact that if that existing vegetation is not sufficient to be the project, that supplemental vegetation will be required because of the order requirements. B, it gets into replacement of landscaping, should that interchange project effect this property? I'm opening it up. We can mention that that parking that's shown on this plan because it is an unmanned solar facility. There really is no parking required by the ordinance. So should the applicant wish to pay that parking here that's shown in his gravel or some of that, that is not something that's required by ordinance and therefore we did want to add a condition to get some flexibility in that regard. The applicant has submitted the application to DOT for the driveway permit. That is something that would still need to come in to our office before we can issue a client's own client's permit for this problem. DME can get into the existence of some accessory buildings and a potential encroachment that do appear on the site plan. That's really not what we're viewing here tonight, but we didn't want to address and recognize the existence of some existing accessory buildings on the property. That don't affect the review of this application here tonight, but that we recognize that they are on the property. And that relates to the city standard for teaching for a foreign execution of the Wendy's restriction document in public registry to hope people on notice that there are conditions that are in a zoning regulations that are on the back of the front. We have shared this type of recordings in our direction to the emergency and I know they are here this evening to present a testimony to you as well. That includes my remarks. Anybody has any questions? We have your answer. I think we'll listen over the hearing. Just on the screening, I have a question. On, let's say that DOT goes in and does their part, how long did they have to get that screening back in? And then what if some of that does? Just like I saw some today where there was some screening and then they were replacing it. Do we have a ordinance that states how soon you need to replace that or what? The city of Orange does it. If it is required, then it's issued in this column and it then dies and it's requiredaint place, I think it would be typical of one of those in any zoning violation of the current. We would run through a standard process to give them a due notice and give them time to rectify that. But certainly, if that were to occur, we would move back to that within the first 30 days. And that says in series of some time of people's come into compliance. But I think if it was a result of the inter-jaded agreement, we would work with them with the conclusion of that project and see if that might change itself. So in theory, it could be in terms of the time as they were, as they would be working, thatD. would be working that that would be open, but it's probably was wrapped up and instabilized that we would see that vegetation. Any other questions? Clark? Yeah. Oh. Good. Okay. You mentioned that there's two existing frame structures that aren't part of the permit procedure, but I don't see them of the permit procedure. But I don't see them on the site plan. Are they anywhere within the perimeter or the buffering of the- Yes, sir. They are here to be these two structures here. That are in existence within that. I'm not sure when they're replacing or food pack, umson. So really we're not interested in trying to address that issue. I just didn't see it on here. There's just two little boxes there. Okay. The creek is starting to wet well the creek. Who is it? I'm not sure. It is. It's either an interment or a burning one. The applicant may be able to testify to that under the city's ordinance. If you're outside of a water supply watershed, we did not have a stream buffer requirement. That 50, there's a hundred foot repairing buffer that is 50 foot from top of bank that's shown on that site plan. But that is not it's not coming from the city standards. It may in fact be a for any water body, but it is one that they are showing as being buffered. You know the questions of Trevor. Thank you. Did you have your Mr. Mayor, Council members, while I'm getting some brief introductory remarks, let me introduce Mr. McCalley and you have to help me for natural last time. The man, the man, I think we're doing that correctly, welcome to Randolph County. In 1984, not only law school and elementary school in Pazzywood was fourth grade class, I did a science project where I used to potato a fan in the solar panel and I didn't tell you this when I met my solar project and it was not successful. So I'm just going to turn it on. I'm going to be needing information after the project. I'm going to be interested in my view of this. We have a small presentation. Mr. LeMaine has put together. I find it fascinating. I have several items that I used for the record. I do want to go ahead and introduce. We had a resume of the applicant, Mr. Lamanna. I think he's been in Greensboro since 2002. Is that correct? Does that sound? Okay. All right. So 2005, when he went to work for RF Micro as a project engineer group leader and then project manager, LELF2. I don't know what that means, but it sounds really important. We are going to provide the presentation. I would like to these into the right. Thank you very much. I'm your presentation. Thank you, Ben. I'm just standing here. Hello. My name is Makali Leven. I'm with Soleil Energy Solutions. And thank you for your visit to the event for having us tonight to go over this specific region. Thank you for your time. I'll talk about say, quick. We'll go first on the agenda. Hi, guys. So, I'm not sure about this project we've done and we said project we've done in the area. I have a slight idea that goes over a little brief description of how it's a lot of work. So as I go through them, feel free to ask for a chance at it. That's what we do fast, so we just have to do it. And we'll have a slight depth. Kind of fun, should develop a bigger picture, how solar, especially solar foam complements the green, the barway we're having right now. And also I know if you have a copy of the cyclist, I included that in the R2, you can get the information you're going to get. And I'm finally having a few pictures that go over other solar bombs, see what solar bombs have worked. There, look, give us a better picture, one to expect space from that work. There looked give us a better picture of what to expect from this project. And we'll come closer to the questions. So that's it. Good to this slide here. Solary and silo-shon. Can I mention I've been reading about 2005 by an interest in solar, created solary and silo-shon for 2010 solar energy, the solution of 2010. Green, company, and Z. I'm background in engineering, electrical engineering, in my undergrad, Florida, University of Florida. My graduate, most of that moved here. I've been working in electrical engineering for Eric Sunt, Taco Electronics, and we're sitting at our financial devices in Green School as a project engineer and project manager at the Law Management Project. That work, that work, most of the national project we've revenue again from tens of $1 million. This project will be more of the lower end of that project window that actually manages in terms of some of the past work we've done. Recently, these are some snapshots of the picture of what the principal has done. Went over our yet, usually still with mainly commercial project. We were developing this solar fog here as one of the new venture we're looking to. Track operation was one of the recently elsewhere, museum downtown Ritzville. It's one of the, and we also worked with NC and C in the developing of solar terminals to set up for them that they use as part of their education and it's cool. So we have that set up for it's affordable one they can slide it legally inside the the lab and how they use it to demonstrate how the solar thermal works. And which is a food seg where to the next slide here in terms of how solar is feeding. Which is the full to full deep rewards. In the nutshell, we have a couple examples of you, one on the left, one on the right. The one on the left, which is more of a prisoned thief of what we will be doing at the solar farm, has the finals. She's the, in this case, you have three of them, and three of them in series, and two in string here. The way it works, you have the final inside, the final, you have the cells. The way what happens as the sun gets up, and slides under the cells, you have electrons inside the cells. And as the sun shines within, those electrons move. And when they move move they create electricity And that's where the whole thing gets started throughout each of those sales the tie the series here and As they create a list you see you have a voltage difference at happens. So that's what you have both the current and the voltage that's created and After that just a feature of a measure of scale of ability. So the same thing that happens here happens there, up in there here. The graph, if you ask, two thousand of them happen each individual model. But that's how you're able to get the current and the voltage to get the power. One thing you need to clarify is the current that's created there. It's a DC current, it's constant current. So slightly different than what we use here as part of the grid. So that gets converted, that DC current gets converted into a DC current with the inverter. And that's another major component of the system. And once that converter transforms the DC current into the basic current, very much cannot tell where it's coming from, for the green, or so far so far. So here very much, if you think of a river stream, if you have a little stream going through it, once actually getting the river, you can't tell which water is, which that's very much the same thing here. And they get tied to me. We very can't tell which waters, which that's very much the same thing here. And they get tied to me. Either by now, in our case, you will be tied to a train former and go to the substation. This is a similar upward here. This is a little more granular. You have a combative of books that tie different strings. And that's another component. That's a many more wire management that we don't have to run all those different wires to the inverter. You can have to combine them here. And one for a component that's not included here, it's a DC disconnect. It's for safety because again, remember, measure earlier diesel DC currents. So if for some reason we needed to work on those, we'll go ahead and shut everything down. And that's what a whole safety and that's required for the code also to have those. And we have an ACD exponent there to do the same thing. And I want to get, we will have the monitoring system and can see someone here, well, maybe we need. We're looking at the system, all the constant bases, you can put them on your phone, on your computer, and always want to do them that way. There's some, if you see a drop in performance that you cannot explain, there's no cloud. The sky's in front that you know something, and that's when we come down here. Any question on this? Do the panels, I guess they stay stationary, if they take slightly just maximum out-to-substantial? They didn't go up, they didn't go up, they didn't go up, they didn't go up, they went up, they didn't want to go up, they didn't have the cost of the mall, and the performance addition you get, it's not one of the times that's worth the cost of the more and the performance addition you get is not. Most of the time stuff work the cost. For educational purposes, you will tend to do it just to show the full range of the module but when you add any commercial or most of them are trash and say when they do their numbers, it's not really. You probably get five percent more performance, I have another 20 percent more performance. It's not cost effective. Exactly. So you can still, don't want me to do any of these stationary. And this is just a snap, this is just more of an illustration. I'll leave that clear? That's also, so you can say, and you kind of get over drawing, and to explain it, the benefit of the solar solar fault. You do have the environmental benefit, but this goes on to the first much further than just the environmental benefits. Because what we usually have, we have a PowerPoint in blue here. That's, in this case, you're happy to to James Nobler, see 200 megawatt. And so that PowerPoint is constant throughout the day. And in red you have the power domain. So what usually happens throughout the day in the morning, you have some dead load, but far worse, the men's pretty low. So as folks go to work, your company probably gets hired. So most partners, they don't offer the whole, they don't go and try to meet max power demand because then they'll be wasting all this power during this lower time. So they have it somewhat. And the average year and during the speak hour, they go and buy this bar for more else at hour rate. And solar formats really help this because solar gets created during daytime hours. There's no slow times. Lifetime is up. Between night and three, that's where we create, tend to create most of our power, which most of the time, that's when most of the demands happen. So it's something that again, compliments the grief or part with pretty much so you have a powerful and that's concept like this when they need solar they go and buy it from us at a lower rate which most of the time tends to go back to the end customer when they buy the solar from when they buy the part from a solar from the end by and it somewhere out of state or something like that. And as their demand goes down, they go back to here and they don't need to buy more from a sort of, it's not from our production group that too. So that's kind of one of the beauty of sort. Talking with a lot of the park companies, they definitely see the account there's of this, that's why it's even getting major to progress, they could have also had fun too, that's part of the whole reason, they see the benefit of it. Next slide, build over, side friends, like most of you do have, and this is just a small version of it, and we have you do have, and you do have those trees here the part that are clear right now. And we'll make sure that we leave all the green garments. But we'll talk about them a little bit later. The next piece I have to give us a better picture. It's going to be on the day of the It's a component that you don't want. So it looks more like a real picture. Everything is put together. Like you'll see from the sky. Next, you have shows you slightly closer, where you can see this one here is a one parallel, one, drill, drill modules, look into these, it'll be slightly shorter than what we're looking at doing. We'll end up doing two of them and from the side plane, we'll look at the more than six feet for the panels and the more than eight hundred foot gears perhers and this will be covered by the tree and the more than 800 who gets burgers. And this will be covered by the tree by the way. This next slide is a little more representative of what we'll be adding. These are the rollers quoting, I think two. So you can see the trees that's the current vegetation that we have right now will cover those hours will be two here. And the place that they do not have will avoid it. Treats and vegetation to make sure that we do cover any concerns that, especially the residential neighbors may have. And that's last one. This one here opens on any questions. I would definitely have any other scores here. That's in the form. The picture you showed up to, aerial photo of solar form. How many acres is that side? I can't remember. We're just up in the front of the system like that. We have to sell the electricity to Randolph EMT and they're gonna be counting on us to meet those events. So every little kill on our, we committed it, we can have to make sure we do any of those of this in a jump. Someone will be here. Something we can. Innovation won't say exactly what happened. Mr. Levant, can you describe the council a little bit about how the power is also in the panels themselves or specifically if someone is going to get into the site and the new work of the mid-letch panels. Is there any danger of light-acoustic or any type of danger in the address of that? Yes, first of all, we make sure that we try to have a first side of the defense, to be our fence. We're finding out we have some kind of fence around that way. We want someone who might be able to have an easy access to this financial, in the case that someone is able to jump, cut the fence and get in, to detach those modules, they need to have a special connector and it's in full connector. So not anybody will be able to just go ahead and hook them. So that's not a route. The wires will be special. Without wired management, they'll be somewhat high work. They won't be accessible to most, where I know we have some most cut here, but most of you guys won't be able to touch them. Most adult, unless they have a lot of little knowledge of where the wires run, won't be able to get to them. So we tried to do the preventative route first, because if you take up it as a really a base dish and now some of something that's the power towers, I've been a lot here, went going and I'll believe it if we're trying to work with it, you'll shut up the power shut, because if you're going able to get to those waters, you will kind of have current and voltage there, and there will be, there will be, the Washington T's wall, and Jermits, et cetera. This question may be obvious, I'll just ask what the fourth question I had, is there any electricity or power that's stored on the side or is it a You'll be totally easily go to the degree we want to have usually to Tosh the module they would not get trouble, like they would have to be sweet blade, and the wires they'd finally wait to get in there. The analogy that Mr. Bemen used when he described it to me that was helpful for me is similar to an air conditioning unit and a residential home. Someone can touch the existing structure itself. It's relatively safe. You need to touch some of the wires. Once someone trusts, it starts going cutting and manipulating those wires that that becomes more dangerous. And I think that's very similar to what you'll have here. Can you talk about lighting? Will the lighting requirements to that light on the side? No. We don't need the lighting. Usually one work is used like that. We have to work with the local, which is a traditional dictionary, in this case, you have city and in Red Elf County. There are no requirements, if you know from the city or the county, or lightning, would not. That is correct. On site plans, we understand the plan staff and your engineering. There is no lightiness required from the ordinance. required. That's correct. We did it by lighting and we were told there would be no side lighting. In the case that there was lighting proposed that city does have standards that would have to be made but it's not a standard. On the site plan that you had in front of you earlier that the site plan that you have in front of your ears? No, it's fine. Specifically, one of the things that I collected one out earlier that the site plan that you have in front of you is the assistance of the applicant, Mr. Baxon, to carry that in front of you. Mr. President, the technical questions that I do ask about the answer to please do that. But, you know, can you tell the council a little bit about the relative strength of the panels and the cells? The trees were fall, the rocks really throw into the side. How strong are these pans? Those pans are all very strong. They're made to a recent and most natural incident. You would take, say, for the end of the end of the standup, golf sales hell of 50 to 80 months of our big end would send huge volume then to a certain part. You take the, like I was explaining to you, some more than you think, and that's what I've got to have a major puns and puns. In the case when we have some of those that are bail out of the example, the one that usually died to the roof, usually on most cases, they're moved off the roof, they can off the building before anything happens today. These are shows you when we attach them to the building, they're there, they're silly, and they don't fly out. That's part of our safety, on the safety of the co-ail, when we get our building and school permits, you get more street, you know, some of these stuff. Mr. Omen, will there be noise that's generated this park? No, no, it's probably something similar to the heard. Absolutely. No, no, that will be where two year long. Maybe helpful. I was going out to the record that the requirement is, what's the amount of all the joint property owners. It's my understanding that Mr. Mement has received one inquiry from a joint property on the mouth. This has not received any of that. I don't think the planning staff received any. I mean, actually we received one board. Okay. All right. In the inquiry that Mr. LeMette received today asked specifically about the notice. It's not so well, but that's going to be the director. It's my understanding that North Carolina is the eight-highest state in the United States is use and exploitation. So we're going to introduce, is that correct? Correct. One thing that's out of the industry, I know kind of where we're always trying to go. We're proud of, we've reached number eight in the whole country. We're going to the Southeast and we're not coming in. And something that's definitely advertising, but more and more folks are putting them on their buildings, on their half-as, on a one-way for companies. We digging against higher price days. There will be clear possible how the comments about vintage against the airfield companies. Love for sure. Realizing that we have a mandate about the own market production to make a decent. Yes, Love County Network has been increasing a couple of years ago. When I first started work, number 11. And we're doing really work. I can talk to them in this year. Mr. Lamport again for purposes of the record if you're successful at this application successful and you get to meet them next time through What's the time frame that you anticipate that you'd like to see this somewhere far? I feel like we're looking up up the other corner schedule is to start in August and have a complete, more Christmas people in the year and everything being in space makes sure that everything you've come with you can turn on the system. And specifically, what kind of disaster, what kind of disaster, I'm working with some partners, but everything included is really here about the whole thing going on in the most project. All the equipment, all the expenses that we've done, etc. And have you already communicated and contracted with the power source of the REMC? Correct. We worked with our men of EMC to repat later from the EMN, it will be buying the power. She wanted to be, deal with the power because our system is a longer system. They had to go to a different paperwork to cover our system. Mental Demonstra, a couple days ago and there, they have the draft, it just waits, they're lawyers to drive you down. You need to give it to me next week. Definitely not like that. It's my understanding council members that and the planning staff are in you and you can correct them by law. This will be the second solar farm right up top. We have, when I say solar farming, a development with solar panels are actually attach to the ground. We have several locations in the city of Ashboro where corporate commercial buildings have utilized roof space for solar panels. This will be the second site and I'm not paying where actually it's technically called solar panels. and my not-payment were actually, which I would call solid-fired, solid panels were already on the ground. So the other thing is the C-road. I don't think you'd be allowed to see that, but I think you can ask the successful and you can ask this council to take notice of that. For this time, just a little bit of people say here for this well, I believe that we need the information provided that's far and we've satisfied the first problem, the four-part task that the youth will not materially endanger the public health or safety of local people, because we've all left a great plan as to make them that estimate and brewed. Before you leave, it's a lot of that for Justin. Your client, with his experience in solar farms, and his knowledge of what's happened with solar farms, is there any record anywhere that there had been a death associated with solar farm? Not even solar farm. Not even sold from. They didn't do have the most regent requirement. The only thing I have known and the industry kind of felt one of those rumors that was happened. It's a new relationship to building about this somewhere in California and just like it's my garden I've been pushing those late 90s early 2000s so a lot of the requirement from there built into it and got some until later but one thing that's the name just we always turn around on doing something similar, I can't remember when that happened. Then there's a good day of work. Each year's work, on the building like that, there were a fire in terms of building and firemen could look at it. The capital fundraising campaign was the goal was set for $1.2 million. We have a total of $1.1 million in donations and pledges already committed to. We've received about $720 million of those pledges that have been made and contributions made. So that gives us about $421, still outstanding on any fee requested. Also, as John referenced, he's got about $50,000 in request to World Economic Development Center. So the next word, next budget, and the future is closer to that 1.2 initial goal. Because the contract for renovation came out that it cost higher than our initial goal, we projected the steering committee to campaign to have the 100s and committees committed or renovation of a crossfire than our visual vote will project it. The steering committee has campaigned to have the fundraising committee as committed to continuing the fundraising efforts to try and help gather donations towards its project and then launch our calls. In the resolution that you just passed, it just referenced it. The bid that we have from the low bid for rehab builders and from all preventives that were bid secondarily. So our total cost of this project is projected at 1.7 million, a little bit more than that. And the engineering department is in discussion with rehab builders to look at the plans as they were designed by the architect to see if there's some changes that can be made to try and lower our costs. Rehab billers want to do unique things with that is that they specialize in renovations of historic properties and as you know that they're working on the B&H panel and property down the street. So they bring to the table a little bit of expertise that we hope to take advantage of as we're reviewing this process. And the nine historic theaters, so they have a lot of ideas. The sound and lighting we're working on too, that Alcana Maroni is a D-duck, actually of $2,500. I think it was cheaper to buy new seating downstairs than it was to take out what we've gotten for our machine. This slide details the process that we are required to go through that we can see as I noted that LBC is a part of Prumard Day our debt by state statute. We've already done this process. Jolada Levin, John, myself and Michael had a free application conference with the LGC in which they lay out the expectations of the process in which we need to adhere to July 16th by July 16th, the joint legislative committee questions are delivered from us on advising of our intent for the agenda finance to go out and find us. They are not assuming our debt, but they are required to be aware of it so that that's part of their response to us. Not as a new requirement, that's been the rich piece of those we was implemented. On our four August first, I have to have requests for proposals for financing proposals sent out to the financial institutions to try and get an idea of what the market will bear as far as our cost. And I plan to ask them, well, I'll tell you this later, but I plan to ask them a variety of different scenarios of different terms to try and see what the cost and change of the radius during the different periods. I'm going to look at seven years, ten years, twelve years, and fifteen years. I don't really believe that any banks will out there closing debt greater than 15 years right now. And I don't even know what the 15 year debt is going to be. But if you give me a John something to look at as far as what we do and what the options are. In August 9th, we have a council meeting which was just approved in the resolution just before this will be a debt financing public here. And then at that time, it is our desire of hope that the Council will approve a the vids coming back from the financial institutions to the city. And then August 14th is when the application package has to be in the hands of LGC. So basically, August 10th and August 14th, probably August 13th, John and I kind of work with what we have and see what our best avenue to put in that application would be because in the application we have to define what our expectations are as far as how we're going to finance this and what our goals are. September 11th, the LGC holds their meeting. They only meet once a month to really meet once a month. And at this once a month meeting they approve it. Would you dare they're required to have all the debt packages in their hands of well in advance of their meeting so that their staff can do their due diligence in preparing for that meeting. And then on our set on our before September 21st we have the council needs to approve the bid for bank financing, because I'll get the bids in. We'll turn those into the LBC, but that will do our package. Once they approve our debt, then we will be authorized in order to accept a bid for financial institution and proceed. As I said, the finance committee is going to continue their fundraising efforts. And I'm going to be looking forward to being out as I said, we're going to make a transition to the finance level of our new different scenarios so we know how educated our options are. My thought right now is to use the capital campaign contribution, some of the money that has already been paid towards the campaign to provide for the debt service in year one, and that will give us a chance to align, look at our budget, look at our revenue stream, and make necessary decisions in order to deal with the financing down the year two and going forward. My thought is to use anything that is not needed to pay for the debt service in the first year to pay towards the project in order to reduce the amount of our debt that we're going to be asking for, which obviously will reduce the amount of our interest cost over time. We will have to look strategically at our budget next year and years on forward to make sure that you provide adequate revenue stream in order to pay for that debt service. And that will be, we'll have to propose that in our product, in our application, the LGC, and then follow through with acting upon that when we go through the budgetary process over the next several years. I asked the LGC to review our finances from the past to kind of give us a heads up and where they felt that we were positioned to take on their debt. And the feedback was that we have managed our debt very well in the past, so we have felt and maintained good health on good debt service practices. We've held off, if you recall, the past, so we have developed and maintained good health, good debt service practices. We've held off, if you recall, the past few years we have actually purchased vehicles and equipment outright, we've been on balance versus financing them because we knew that we had some big projects down the line and we wanted to protect the ability of ourselves to borrow. Currently we have no unit letter from the LGC, which the LGC government looks at our finances, we have to turn it over to budgets and our audits to every year and review it with physical responsibility. And a unit letter is a letter from the LGC that says, hey look, you guys are kind of going to close the line here. You're spending a little bit too much. You're just not following the conservative practices that they want. And we don't. So it means that we're not on our column or watch list, which is a really good thing. Fund balance practices as part of the 2013 and 14 budget process. We are going to need to incorporate structure and rebuild our fund balance. We have been using it over the past two and a half years, three years due to the economy. That is something that are going to be poised to be able to do going forward, especially when we're taking on a large piece of debt like what we're looking at doing. As of June 30 at 11, our fund balance available is about 25%. The LGC sets goals that I want for bench markets with your specific fear for me. We do not have the fund balance, but a top-diff fund balance practice that says that we have to adhere to on the LGC's guidelines. They have benched our us to how the 40% of balance available, which is a lot of money to have on the stand when you consider 40% of your expenditures. There is value in keeping a healthy fund on us because it helps us like we've done the past couple of years trying to continue around the city where our revenues have been down a little bit. But we don't want to get down to the under 15% more because that's when they're going to start looking at us more strategically and they'll start looking at maybe sending us even the letters and saying, you guys got to do things a little differently. So we're poised in a good position. This is a big decision for us, but it's not that the community is behind us. That's been evidence by the fact that they have a down-to-half-foot fundraising campaign and we have raised the money that we have. And that's going to speak to the OTCS bar, is the value of this project to our community. If you were called a couple years ago, we talked about how the elders see this and they want us to take on your debt because of the economy and a need to look at projects that are really good for our community and they kind of say police stations, fire stations, gales and my knowledge. That things that were not essential, they said, all off on. The value to us is the fact that the community is behind us on that seat, that evidence, that that part of the country is in the contribution. So I think that community is behind us on the scene. Three years. We do have some that were reported in over five years. But also in this, we've got some major debt that'll be coming off. Which in the next two year period. That's what they said. That was good. We've staggered it. We've not had all it one time. And we're, you know, fortunately, like the county has to carry a lot of debt for the school system when you have to give you a new elementary school every three or four years for a pretty big wallop. And in building that facility, we renovated a private parking lot that was built on the east by the city and then created a farmer's market within the park lot. And so the bill of the bill and the farmers drive under the vendors, but more underneath the business, the business and the building have a size basis. And with the development of all the properties along the search street as that area is starting to grow, get more movement in in cars and parking, we've started having some issues this year of overnight parking. We haven't had them in the past, but we have had them this year. And what we're finding is between one to seven cars, and mostly Saturday morning will be parked under the bed and not allowing the vendors to work in that spot. And we have to wait a few minutes as we can find the spot moving around, coming very much from a crop. And there's also cars in the parking lot, which is parking lot. So the sets that takes the need to move them out, so that's the request. We wouldn't be able to tow during the early morning hours. We regret having to do that. That's for us. You want to give us an absolute full message. There's a thing you need to explain. Or if you want to explain. How we got where we are. I mean, I know what the problem is, but tell us what we're gonna do. What we're gonna do? Yeah. And as I look at our needs for the city of Ashboro, and probably have, but we do not have. I think it's also important that we look at any agency that is in the same type of area. And this would be our recreation sports. So we're looking at any agency that has recreation sports. That we want to be competitive. Or do we want to work together to see what's going on. So we're posing as based on what Felix and Patrick and his capital campaign team have been able to hammer out and try this for six months. It might be that we can extend our relationship. You have a finite supply of our, and so it's a, we believe it's a relatively good trade off we're getting some service for our citizens if they want it you're getting some help from the city that we weren't comfortable giving outright cash donation so and the council's had this in their hands this final proposal in their hands for a week and a half to mull it over. I'll ask the Council if there's a point of any comments or questions regarding the proposal as it's been presented. They didn't work for quite a few months. I'll say this to the Y.
