We took a building that was empty and with the help of our landlord Larry McKenzie and all his subcontractors turned it into a beautiful retail space, beautiful store. We got the best management team that I believe in, stayed in North Carolina and ABC business and the nicest people to wait on our customers. We run an efficient operation. I won't tell you numbers because you get them every meeting and the audit will be coming to you pretty soon. But it was a challenge that I never thought I would have. It was one that was so much fun after a first year. I just couldn't do anything, but ask you to let me have a little bit of that. Working with Brooks Middley and Steve Knight and Rodney Johnson and all the other employees has been a joy, I have enjoyed every day and I will miss it, but it's time to do some other things. I have a grandchild up in Asheville and my wife's up there now helping with his upbringing and childcare and I need to spend more time up there helping her. So it's just the right time and I thank you so much I'm honored to have been this board's first chairman and I appreciate it and I know that I get to leave now so I get to leave now. Today we've learned about the differences between our city and county government and what the differences are in how they're broken down. And then one of our problems today is we go to our community and all the outside we put all the good things we thought we liked about our community. So my, were my friends SGA, Prairie, Salker, Sydney, and Sunder's home, people that work together and then we inside. We put things that we didn't think were interesting, right? I think we're going to write an hour of meeting. Oops. Yeah. Yeah. Yeah. All right, and there's, we have rec centers, but there's age limits for sports. Like you can be five to nine to play volleyball. So I don't think there's enough sports open to kids all ages. Elder care, there's not too many nursing homes around here that have a rate quality. I'm blowing, that's a problem everywhere, and there's no public transportation. All right, so now I'm going to turn it over to Jada. Thank you, Jada. Hello. Here's my windows to my community. One of the pictures is of ice cream because we have a lot of great places to eat here. We have a lot of great places to eat here. And another picture because it's very clean in Ashbro and beautiful. And then a picture of a dog because it's a great place to have pets. I have three myself. And then the problems I have is there's like a tiny picture of a dog. I wish we had a dog park here, um, hard when you're walking dogs because you got to watch out for cars coming really fast. And then the NC Zoo doesn't really have as much stuff for my age group, but I love going to the North Carolina Zoo, so I just wish it had more stuff for my age. Thank you for your time. As the minister questions for a new position to use permit property at 1036, the South Park Street, even because of the site modification. All testimony given to the people and I'll make this now in the model feature that they will need to use but prior to getting statements to the procedure. It is responsibility of the application because I have it in support of the applications. I note that the applicant's site claim is related to the requested and requested state. Again, the applicant on this request is the property owner of the Stateful Excrediting Union to prop the located 1036 South Park Street, the fiddle is roughly two acres and it is identified by single-packed cargo. The property has run into those South Park Street and out of the line where both of those streets are facing the screen. the in the area and first presented in 1986. The property's in the city limits and receives all the city services. The applicant proposes to add about 1800 square feet of addition to the building, and also actually one parking spaces. Those improvements are shown on the site 140. Such improvements due to the fact that the property has a conditionally used permit already. Those are modifications that do require council's review and approval. I'll note that the plan also shows some additional landscape thing, as well as extension of existing sidewalk on Park Street Gorge and of course the city of New Orleans. We heard some of some exceptional sidewalks here in the freaking bread sandal road. The sidewalk is being extended, currently the sidewalk terminates here and due to the city's ordinance which says that when the sidewalk terminates part of the property and you're making an improvement you do a record extend that sidewalk and they have done that in And of course, with the coordinates. In this case staff only have one recommended condition related to the request and that is the standard condition of A to executing reporting in the public registry that I'm reading from ladies for restrictions prepared by the committee. Final slide provides a reference to findings of fact required in order to issue the conditional use permit. Again, it's the applicant's responsibility to present testimony related to these findings. Mr. Mayor, members of the council, my name is Baron Thompson. I'm attorney with Smith, Alexander, and Morgan. We are here tonight representing State Employees Credit Union. As a side note, it was encouraging to see the young people here before I came to the 30-year-old exactly a high school, social studies teacher, specializing in civics. So it's nice to have young people here before a municipal body like this and becoming part of that process early. I would concur with everything that Mr. Null has said. Currently the bank, the site rather is a operating under conditional use permit for a bank. We're not asking that that be changed. But due to the parking lot extension and the building extension that has been proposed that that would require to change the existing conditionally permit which requires a new conditionally used permit. Again, the surrounding the surrounding sites include office space, other commercial space, post office, church, and school room offices. To jump to the full-part test, I didn't want to address that briefly. The first item that the use will not materially endanger the public health or safety. One of the items that's been brought out is that there will be a sidewall extension. That inevitably involves public safety. And by extending that sidewall, you are increasing the ease of the history and transportation through the area. And certainly we believe that would add to public safety and certainly not materially hamper public safety. Also we believe that by adding the additional parking spaces that would improve some traffic flow through the parking lot off the street which again would not only not negatively impact the flow of traffic in here and we think that would be improved. The second factor that the use meets all required conditions and speculations of the traffic for the zoning wardens. Again the staff report indicates that it does meet the zoning wardens. The third factor that the use will not substantially injure the value of a joining or a budding property. Again, we're not asking that the use of the existing property be changed. We are merely asking that a new conditional use permit be issued due to the modification of the site, the addition of the parking lot, and the addition to the building itself. So again, we don't believe there would be any negative value because the nature of the property, the use of the property is not changing. It will remain a bank property. The fourth factor that the location and character of the use of development for the plan is submitted and approved is in harmony with the area in which it is to be located. Again, we're not asking that the nature of the site we change and we continue to exist as a bank. It has been previously referenced by myself and Mr. Nuddle, there are other commercial spaces and all the spaces around where the bank currently is located. If you have any questions, I'll be happy to answer those. I also wanted to point out that with me is Mr. Lynn Jones, which I employ as credit unions, and also David Kaiser of Orion Hackins is also here. That is the firm that developed the site plan. I would be needing to be conveyed as so for lots of trained resale, a lot of the well-versed and inter- and you may see so for the flats. If there is an ability for us to approve those that they administrative level after this point, we will certainly look at that and not have to be back. This is one that does be come to you. There are also reporting in the other documents that are established on an area of new registration. We interviewed those comments or those documents that we do have some very minor provisions that are working on it. Our recommendation is planning for accreditation to approve this on flat subjectly that you have to launch some of our on it. Our recommendation is plenty more recommendations to prove that on-place. Gary, thank you. And, uh, Ms. Fletcher, uh, item 6C is a public hearing. And I guess I should open the public hearing. I'll close out of the Allen Precision Community Development Block Grant PIMCO. Officially named PIMCO, I guess. Mayor, no, the City council, this is the required of the hearing for the hearing development block grant related to the Electoral Committee on the Health Campus and your afternoon audit. I don't know how that would be great to have on this project. We're hearing about the CMED from Olin. At the studio, we went here to discuss the grant for future to this project. In January 2011, the cement, the middle of the year, the Union of Green and Green and the 40 Spams, the bids were open in November 2011, where we began the project January 2011. So those water and sewer lines are now extended to the private side. They are open and working by the line. The total project cost for the water and sewer extension was $33,179.49, $1,050. Easy to have. That was a great funding was from the C&BG, which is 46% of the total expenditures. Just over 2,000 linear feet of water line, just under 2,000 linear feet of sewer line were extended to that new facility. Again, it is operated by Pemko manufacturing. As part of the grant agreement, they were obligated to create jobs, the amount that they had tied to county jobs they had to create. They were supposed to create 14 new jobs. They actually created 19, five more than the requirements. So that was excellent. 74% of those new jobs are from employees who were previously considered low-to-moder income employees. So these are people that have been able to work their way into better things than a thousand, which again is one of the points of the CDPG process. So very exciting news for Ashbro. In the process of 50,000 square foot facility was constructed, it does have room for the ability to be expanded. They hope to do that in the future. So, greatly sight working hard in Asher. We had our monitoring visit, as a Department of Commerce in July. This was to make sure we were in compliance with all the grant protocols and everything. They found that the review resulted in no findings or concerns, so we're right where we need to be on that. Notice that this closed out public hearing appeared in a paper as required for the CDBG requirements. Just over 10 days ago. So far no comments have been received from the public prior to this hearing so we would like to give anybody who's here to make an opportunity to make a comment about this grant program if they would like. I will open the public hearing on the sunset theater renovation project and this public hearing direct direct with relates to the question of entering into an installment contract to finance this project. Thank you. Mayor Pazel, what I'm passing out to you is a set of slides. Is a set of slides, a copy of the slides that we're going to be presenting in reviewing tonight. Just read your record and write this. I'll follow the record. I appreciate you being here tonight. Tonight is the appropriate time for the public hearing, the question of entering into an installment contract to finance this project. This presentation has those rules set that we need to go through to show that we have put fall into our right of the date for actions of however, through the analyst project as far as the mid part of the month where it is going over that information and more to help out a little. And then I'm going to put it on the table. First of all, there are several steps we can get through on finding some facts and finding some cases. We have good, good process of finding facts when it comes to an individual debt. We're super happy with this similar to what we're proposing. The first is to search for another renovation project in terms of the purpose of financing the contract. The Sunset Theater Capital Project involves the interior and exterior renovations to the buildings. Love cable head. 226-230-232-234-236 sunset avenue. Before I had to start writing this up, I didn't realize that there were that many street addresses. But a couple of the small ones are a small barbershop that's just a corner or one side and an old soda shop that's a corner or another side since they operated independently in the past and that's why there's so many numbers. The building where the new marquee was installed is actually 2,30 sunset avenue. And the building where the library bookstore currently resides is 226 sunset avenue. The library bookstore is going to continue to reside in that location. There is going to be some renovation to the back of that location that the library is still going to have their store in the front half. The main building of sunset theater is 232 sunset avenue. The exterior renovations have been reviewed and approved by the State Historic Preservation Office and the R&L County Historic Medical and Marquee Foundation Commission. It's very important that we get there approval because this isn't historic property. We want to make sure that everything we do is in compliance with their guidelines so it's not in a continuing to be designated as historic property. Part of the project is replacement of the original canopy at 234 Sunset Avenue. A new entrance and lobby where the new marquee is at 230 Sunset Avenue. New handicap, accessible restrooms, new rehearsal in theater staging areas, and heating, ventilating, air conditioning, a bunch of movement renovations and fire protection and installation as required by state building and federal and ADA accessibility requirements. If you recall the sense that there was a long time ago before we had all these regulations, and now the work's going to be renovating and We have to be in compliance with current regulations. The construction bid which Mr. Bunker is going to be going through is $1,635,635,875. We are requesting finance of a maximum amount of $1.2 million. It's seven years term with quarterly payments not to exceed $48,500 before the rate is 1.86% and the original year of 1,700 is either paid to the bank. We did this out to a lot of five different financial institutions in this proposal here was the one that was most preferable in the best forward city of Africa. The annual principal and interest payments for the federal government do not actually want to cut the government for a thousand per year. We have started this so that the principal payments are the same each year and the interest will be declining as our balance goes through. I mean, as our balance gets paid down. Therefore, about residents up here, the maximum amounts are going to be over time. We're going to see some decline in those payments. And those payments. Another issue that we need to testify to is that this project is essential. Statehood and fax support, that conclusion at the undertaking is necessary. And or expedient for the city. The city of Ashboro was built and once taught on manufacturing based on business. With global diversity and economy, that has changed what the city of Ashbrook is like. We've all been going through this in past 10 years, seeing how some of the large manufacturing companies have moved down, closed down, moved operations to other countries. The city of Ashbrook has been trying to, and continues to try to transition from a manufacturing base to a very diverse economic base that will sustain our community through ups and downs in economy. We've got medical, here, we've got banking, here, we do still have a manufacturing here, we've got retail here, we're trying to focus on tourism. So we're trying to make sure that we're very diverse to sustain all the ups and downs. We believe the city council years ago established the idea and the fact that believe that having a strong and vital downtown area to draw people downtown was essential for the economic future of the city of Ashboro. Since 2002, we have put as far as a city, we have put a focus effort into developing the downtown area. We, to the streetscape downtown, we were arranged to be parking, put in, we did them on sidewalks, put in trees and stuff, took great, great, great advice. Then we also built a farmer's market and groomed downtown parking. And after those were done, then we bought the sunset theater, the main building, and then the two adjoining buildings to allow for expansion, down the line. allow for expansion down the line. The sunset theater, being downtown, is a great catalyst to bring people down the town, help create jobs, and continue to provide investment in the downtown area. The city of Ashboro desires to renovate the theater to provide the opportunity for broader uses in arts and cultural arena and continue to enhance the quality of life of the City of Ashbro and right-up County citizens and visitors. With the renovation of the theater, we would like to renovate it into a regional performing arts center. We expect audiences to come from not just Ashbro but from the area to here to present their programs and our experts that were involved in helping us start this program forecast that the audience will almost treble when we finally conclude doing this renovation. This will help bring additional jobs to the area and help the businesses which doesn't improve our tax base. The city of Ashboro went through a strategic planning process a few years back and some strategic goals were highlighted in that process. Tourism and economic development, quality of life, and we feel that this project does promote and support those strategic goals that were defined by the help of a variety of individuals in the community council members and individual people who were participating in the process. For tourism and economic development, we feel that programs held at the Sunset Theater will draw people both local and from surrounding areas, once downtown to see an event of the theater of people on the Customs of the Theater, which offers a little emergence as well as not in the local establishment of the Sunset Theater. As far as quality of life, the Sunset Theater provides a location for entertainment for Randolph county residents, which therefore enhances their quality of life. Move these concerts in small scale, the action productions are already being held there, and we expect that continue and grow after we've finished the renovation. The Sunset Theater is currently open to the public, for various arts and cultural events, and people are already running the facility in its current state. Now when you renovated obviously, closing it down, and so they'll all come back up to which we're very sure of that. Another component that helps promote the Mrs. Essential and import to our community is that we have evidence that the community is in support of this. Individuals of the community created a fundraising group and they themselves with the help of some of the cities out there then have put set of fundraising gold $1.2 million and we have pledges or actually received already $1.1 million on draft first time. So we are almost at that goal and that is really has off to the spirit and the moment we're fundraising group. of the $1.1 million we already have $700,000 and we really help us with this project that we're about to embark upon. Hey, man. That is really a lot, definitely, both legal and charting it. And I'm going to read it to you because it's important to have it in the record. A statement of fact, the post-installed minigree that is credible to a general obligation or rather in bond issues specifically show that the cost of proposed undertaking exceeds the amount that could be prudently raised for currently available appropriations, unappropriated fund balance and non-voted bonds that could be issued by contracting unit in the current fiscal year for suing to article five, Section 4 of the North Carolina Constitution, two-thirds limitation. We also cite reasons and justifications for choosing the contract method of financing rather than a non-voted general obligation bond issue, a voter general obligation bond issue or a revenue bond issue. Basically, to help answer that, I thought it would be using a request to say, how does the government pay for things? We pay for things out of general operating revenue. We pay for things out of general operating revenue. We pay for things out of our fund balance. And then we have two primary vehicles for financing. An issue bonds, general obligation of revenue bonds, or installment financing. Most of the weight you guys have seen are the past several years that it's under the underpainting that has been installed in financing. There's a little foul. General operating revenue and fund balance. We have been using the fund balance to support our operations over the past few years as the economic downturn. And now that there are signs of recovery, we would like to further rebuild in that fund balance to prepare us to be able to use it when if there is another economic downturn which we really hope will happen. But that's really the purpose of what our fund balances to help support us through our times and we don't want to keep draining it down that could possibly end our operations. So we would prefer not to be just taking everything on the fund balance of this part because this is a special fund for journalists, one more. Fonds, is you general laws or revenue bonds or what you're doing some at financing? With a general obligation and a revenue bond, there is one reason to not do it in this situation is because the cost to issue them is considerably higher than what the cost is within some in financing. We have to hire bond counsel. We have to issue bond statements like huge books of information that we have to put together. And just alone, the LGC local government commission may have to be involved in both of these types of financing. And their fee in order to go through a bond issue is $12,500. It's just to even look at it. And that's before anybody else's happened. So when you're looking at bonds, we usually look at how much are we borrowing. And it's usually for larger sums than what we're proposing to borrow for today. The cost associated with issuing the bond for the sum of money that we want to take is just not the best option. Also bonds are usually for longer term than we are going to be requesting that we do this financing for. And the bond is a little bit more involved process that does require a system, which that in itself is an initial cost associated with that. For installment financing, we have a lot more flexibility on how you can start to do that. If you recall at the last meeting, I told you that I was gonna be requesting those over-pronidated different terms All at the last meeting, I told you that I was going to be requesting vids over Friday at different terms so that we can find the best way to structure this for the city of Ashboro. I've asked over seven years, ten years, twelve years, and fifteen years. The cost associated with insolvent financing is a lot lower. The cost on the origination fee for the loan that we're proposing is $1,700 and the LGC fee for this is $1,250, which is a whole lot less than $1,500. Shorter terms are available as I said that there's flexibility. See you back to the only's the structure of this financing project in the line with the 2020 strategic plan and in the line with our talk, we have to be out to find the ratio of the 60 years. And that's why we chose the term of seven years. We've started this statement of that supporting a conclusion that the sums all do under the contract are not accepted for a state of purpose. Mr. Bunker will go into a more detailed on this, but the highlights are in your original low bidder, which is a company called Rehab Billers, was $1,768,375. Mr. Bunker and his staff and Mr. Auger were closely with rehab builders to review all the costs associated with that because of course rehab builders based on what the architect that we wanted designed. We went through those costs on the other side and to determine the way the rehab builders was and it was written was really what we built with the best interest and what we needed for our project. Mr. Bunker was able to negotiate down $132,500 for a total negotiated bid of $1,635,800, $1,635,875. Now I'd like to note that 47% of this cost is to modernize the facility and bring up the state building code into the ADA requirements. The goods received were based on the architect designs and the sample fillings and point-of-the-go other beautiful costs to make sure they are essential to the positive and that's not excessive to the state of the virus. Debt management policy is another area of finding a fact that we need to address. We can present the statement of fact supporting the conclusion that the debt management policies at the city are hearing out in certain parts with the law. And so that's why it turns out that debt management will hence worth these seven-year-old cows. If you recall, the last meeting I laid out for you of the idea of steps that we have made for a group. And we have all these steps that we have to do in the initiative of this other debt. And up here on this slide, you can see those steps. and we have a pre-application conference for the LGC. We've written our letter to the joint legislative committee. We have had an RFP for financing. We put it out in Hebris, he goes back and on the public hearing for this meeting has been done. And the public hearing for this meeting has been newly advertised. Tonight is the public hearing. And where we will address Mr. Sugg will present resolutions, offer as financing terms and submission of the application to the LBC for Google or the the installing financing contract. And then on August 14th the application is due to the early hands of the local government commission. September 11th is their meeting in which they will review our application and approve the debt and then after we receive their approval that everything will be able to close and will be able to proceed on with the project. I apologize, this is getting really fast. The next finding effect that we need to testify to deals with our cancer. The increase in taxes is necessary to meet the sum's default due, or even for those who contract will be for 100 valuation is not to be excessive. The principal and interest payments for the proposed installment highest will not exceed $194,000 per year. That's the maximum for that's for full period. First full portfolio of interest and maximum allowance. And as I said earlier, we have structured this debt so that it will be fine. We'll pay more of that and we'll be fine with it on the balance of the bonds. So just if you were to look at a tax increase it would only be one cent per 100 valuation and that the tax increase does not needed to be excessive. At the present, the City of Ashbrook does have resources available to pay this debt, pay this debt. We have sufficient appropriations in the general fund to pay without tax increase and the maximum of principal and interest payments that will come due under the proposed installment financing contract. And then, as I said, however, tax increase, we are going to be looking at the taxes, the tax rate next year will go through the budget process, because we are going to be facing every evaluation. So we will be looking at the change of the tax rate at that time, supposedly making it to go through revenue control position, considering what our obligation is at. This debt in itself is not going to be an end to us to do look at a tax change. We were all ready to play on this and that because we already knew that the re-evaluation was coming and the evidence from the company to make it a step far is that we will need to consider the change in this area. So roughly two me and probably time to get through with the count and the film and everything. But anyway, I think it's going to be a great, great asset for our community and I just want to thank you again for your support. And thank our steering committee. I will mention that we did have three ad alkeness, and I was optionally added to bid to this first after pricing on the e-beder seating on the main level, partial replacement and refurbishment of the seating in the top piece, and the sound of light equipment for the theater stage. These often are worse than other than oxygen so we did not have a level of fun in the room possibly because of the heat. Looking at the minutes we've seen, we did decide in order to have a complete project. We want to base the end of the ordinance to be able to see ready and open up. Look at the risk of this, if I read out the bill, the Winston-Paylor, and now the loan deal in $760,000, $370,000. And you know, we have the elderly currently doing the ask for bill, while the project is in the form of DNA for family building. As their name indicates, they are experts in rehabilitation and the work that seems good on the bill also is very knowledgeable and good. They also want to use probably builders in the country to know how to prepare that class for DNA to deteriorate cross between them. And also I may add that with the total bid and the ordinance they were more than a half made by the Florida and the second. But we get quite a bit of savings to pay. In negotiation of the low bid disease, the general statutes to allow the city to negotiate with the lowest bid, if the bid about exceeds the amount of funds that are currently on budget. By the fact that they were already at half of the $1 load, there was not practical to ask and to reduce the price. We did look at ways that they could do things differently, possibly, um, and then make some things that, um, could say some cost. Our goal and the negotiations was to find a way to save money. That was what at the average person when they walked into theater to not notice anything existing. Uh, free prescription on the Sunday changes that we made, uh, were to leave the lighting protection system. This was not a code requirement. It did not. Three times the amount of lead in the essential. Modified the egress there they came up with a better way to do this construction. The cheaper price, the change still framing to wood, change waste pipe and the buildings two and three from cast iron plastic, change the water heater to the three phase to single phase, change the drinking fountain model for a four economic profound. Also change the heating ventilation air conditioning units to roof mounted package units. This would save him having to tear out the ceiling and the theater and reinstall it, Which they would have to do if they constructed a damp design. We got a substantial savings there. Another bank is what we do is that the black sea at the state lighting system, we do the quantity of the stage lighting fixtures, use alternate LED stage lighting fixtures. And this would actually have caused increase. But with the smaller fixtures, we were able to actually get a better set up with fewer fixtures and a lighter smaller and more be able to power up and maintain. We've deleted lighting trusses, panning theater, seating area, and the front and stage areas, used alternate wall and sealed in the texture instead of using the trusses. We can lead it to the movement of spotlights so we can continue to use the existing spotlights. We did lead into closed circuit television system. We reduced the complexity of the sound system and lead it to clear communication system. Throwing net, total savings, or cost reduction,, bid reduction, $135,000, leaving the total negotiated minimum out of $1 billion, $635,875. I will add here this preliminary estimates indicate that they proposed, if these proposed they syndicate today for post. The fees for post changes in the plan, the applications may generate an additional $14,600, $50, and they have to made our contextual service fees that are related to the provisions for the changes in the plans. But even with these added design fees, the associated reductions in the bid amount are significant. Based on the love it is recommended that contingent on receiving the statutory mandate of the school and local government commission the construction contract be awarded retail builders and incorporated the negotiated contract amount of 1 billion 6.35 thousand Any questions, Mr. Bunker? Good work. I think we have seen, that rehab seems to know what they're doing when it comes to old buildings and I think we're comfortable with that. And it was impressive that there were half million dollars of less than the second bid. So we need a motion to accept this. I'll entertain a motion to accept this low bid. There's always the demand for economic sites. Economic sites. Those of you who have been in the last economic annual meetings last few years, you know, Bonnie is always saying she needs more sites. The President of the Corporation, Bonnie and-Rin Pro, for the record. So she's always saying we need more sites, we need more sites, we need more sites. And it's pretty difficult in Randolph County to find somewhere that's flat, has water and sewer, straight and highway access with a triste natural gas and high speed internet that doesn't already have something on it. No creep. And no river, two, two. The staff have been looking along with the mayor. I'm going to couple ideas. And we just kind of want to brief you on that and see if you guys kind of like the direction we're going in. If you do, we'll keep moving forward. Yeah. It's a different idea. We'll certainly change. But that's kind of the background of what we are. It's fitting that the site we're looking at. Go ahead, John. This lecture a few minutes ago when you guys just had your final public hearing on the CDB project for Pimco or formerly Alan Machineshoff and the staff have been looking at this property. This is currently to orient you, this is North. So we're working south down. This is McDowell Road here. The county office building. This is the Randolph County Detention Center. More commonly known as the jail, right here. In currently PIMCO, is located right here on this Topo map and it's entered by going McDowell Road, east to South Beblestrieg, South Beblestrieg, South to Southmont, exiting South West on Southmont and then back west on Veterans Loop. So you remember when we went out to Pimco and had their grand opening you kind of have to go way out to get back to it. We have been to had a fact the staff had actually met with Mr. Larry McKinsey and the Collar on this property here about extending this road through. This is just an aerial photo. What we see, this is the, this was actually taken, if you notice, this is where Pimp Co. is now. Remember we closed that piece of the road before Pimp Co. Got started. We guys, I don't think Mr. Squares was on the council then, but I believe everybody else was. Remember that? We built a cul-de-sac here, and now PIMCO sits right here, is operating. The detention center is right here, and that's the county office building, and then that is the parking right line. Biggest little shuttle for the park buses. And then they assist the road into it. Next time you'll see from that area about to how far you have to go, at east to go back west. This is the current PIMCO site. Miss Fletcher is a lot more on computer savvy than I am. Johnny S. Kaseksley got the Google World photo. We used the county and the picture wasn't on there yet. That's where it is. It's right there today. So we've had various means about the properties about extending that road through. We just kind of wanted to give you that we're working on that back up a slider to a gel into the area of the photo. And if you notice, if we could get the road through something like this, the water and sewer is already here, the natural gas is already there, and the internet's already there. And you remember when we went down there for the PIMCO ground opening, a lot of you wrote down there through their construction, you remember how flat this was, and it didn't have. It's bounded on the southern end down here by a creek but I can't remember the acres but there's a substantial acreage in there including this piece, this piece and then the piece of Mr. McKenzie-Young's right now. Now, you recall we've had a zoning case on the piece Mr. McKenzie and Mr. Tyler O'on, about bringing in here and having like a hotel side or something like that now. They're kind of an agreement that maybe the economy's changed. Mr. McKenzie is on the EDC board now and has heard Mr. Renfroge please and maybe beside the jail is not the best place for a hotel. Yeah, right. And it's one of the things that's kind of like living next to the airport or the wastewater plant. If the plant or the airport gets there first, the neighbors complain but there's not too much we can do about it. So we would just like to continue this. We'd like to investigate the possibility of working with Mr. Paul Blanchard who did the water and sewer work and for a pinco project and he has already the topo and the survey work and all that done. To see if we can get a contract from him that maybe see it costs to extend that road. We can serve that, this area with this road, put a nice, met with Mr. Wales, the county manager, they could maybe put up a real nice entrance up here and actually talk with DOT about controlling this intersection, making it better. We could have like an interstate industrial park when the interstate opens are pretty soon after that, to actually show people and we won't be scrambling around trying to find farmland, like we have recently. It'd be nice to have a site too that has water and sewer. I think if we can land a site here too, you get another CDBG, rural development grant, to run that, you know, right there. Now, the policy that the Council's decision is wisely made I would add is that you know we just wouldn't run water and sewer and let anybody hook on to those sites so we would keep the water and sewer down here and work with the properties that was developed so that's kind of what we have talked about I know we you know Miss Rees gives a gave a real super presentation on the financing plan and I want to thank her for doing all that and she mentioned the strategic plan is still in place, we're still working on it. An economic development was a big piece of that and we do have continued demand for sites this size, you know, the 65 to 125 person employees and the need to get quick access to the interstate and have it pretty readily available. The pace of economic development now is rapid on the front end. We scramble, we get all this data, we got all this data up. And generally when a corporate board of directors or a single proprietor business, the person's sinking a lot of money in or like I said publicly owned businesses where the boards have trust of the shareholders and all, generally when they make a decision they're really quick about moving on. So having site-shredded to go springs loads it. So with that, we'd like to investigate the possibility and come back to you in September with maybe a contract for Mr. Blanchard to proceed with the study. But we just didn't want to get too far ahead of the council. I want you to know that we are working on that and we continue to work on the study. And we continue to work on the strategic plan, as well as Mr. Tyler and Mr. McKenzie have discussed with the staff, their need to develop this. And maybe they would actually give us the right way to get through there. Rarely do we have chance to gain a thing for free or reduced cost. You know, let Mr. Bunke negotiate with the candidate. We're interested. Mr. Bunke, Mr. McKenzie, can I ask you a question? What's the potential acreage talking about? I don't know. One at 55, 52, so are in there. 50. 50. Just all, all. And for those of you who've done some economic development work, or you've heard, Duma or Michael Leonard or Michael Ronnier, myself say 401441c permits and all this type of stuff against, it's not like a zoning case. It's a really engineered, a long of stuff. It's not like a zoning case. It's a really engineered, a long time stuff. We could move on. It'd be nice if somebody came in tomorrow and needed 58 or so I've had something. And it'd be nice to have a real nice interstate business park, essentially a block off the interstate. Nice signage, street lighting, so the internet traffic, the interstate traffic, I'm sorry, could see it in... It helped out. Himko too, and they're trying to move into airspace. No, no, no, no, quarter. I don't... Quarter quarter in my whole life. It's 4,500 linear feet, I think. Just to have a mile. Ooh. So... Oh. It's not. is that what it was? It was pretty good. Long ways, but it's not a block. 1500 feet. Yeah, that's what it was. 15 feet. Come to my short of my mouth. What we have here is an opportunity done on the van. Diplomatic when he said that we don't have many sites. We pretty much don't have any sites. And most of the sites that we call economic development sites in Randolph County or somebody's CalPaster or somebody's land that's been cut over, clear cut. And there's no real approach, no curb appeal. And you go to other stuff, more or less, you go to other places and they, their sites have curb appeal. They have, first of all, a name. They have some sort of entrance. They have paved roads from Kerbingautter and they are attractive. What we have here on the ground is 17 acres of Pemko invested in that brand new building. We have a water and sewer line and gas into the site that somebody else paid for. And we've got five or six individual property owners who would like to put their property on market for a nice business park. So it's New Century Drive and I think John came up with the idea of New Century Business Park. You can see the PIMCO building from the interstate. And you know passing through Asperg seeing a nice business park that's went in rock throwing distance of the interstate highway. You get off at the McDowell you turn right, you go 50 yards, 100 yards, and turn right again, and go about a mile, and you're in the center of a nice industrial park. This is our opportunity to make a difference in economic development here. And... Here, Kennega, I think it makes good planning since too. A lot of times we'll see these economic development where we're way far out from our existing boundary. And of course, that is our existing boundary. So rarely do we get a chance to not hop, hop way out and then have a gap in our city limits. And obviously since we're serving all the way to the jail for police fire sanitation it's no just right down. Put your pointer on that point right behind the jail. The odds shape right there okay up okay that line right there the county has agreed to square that off. Do a trade square that off because it's not usable for them, the point coming down. And in preliminary talks, the county has said they would consider that. And they left that up to Sheriff and Sheriff said, why not? So we think there's an opportunity there to square that up. The water and sewer line comes down that straight line that follows the highway right there and he ends right at the intersection. As people hook on to the water and sewer it would be annexed. The PIMCO property is annexed. So it just, it makes sense. It's something that I really see this as an opportunity for us. And it's kind of frustrating when somebody says, I'm looking for 10 acres to build my new business or whatever. And you say, well, there's some land. How about the Mackenzie land down behind the jail? Well, it's not got a name. It's not got Kerberpeel. And you know, it's the Mackenzie land or the Solanso land down behind. And how do you get there? Well, you go down here and you turn right. You go down here and you turn right again. You go down here and you turn right. Third time and you follow that road back, that doesn't work for economic development. When people want to cite, they want something that has some curb appeal. And I think I said this at one of our last meetings when in PIMCO, we were talking about PIMCO, and it just, it was a leap of faith for PIMCO to invest in that link back there with the convoluted access to it. And fortunately they did. And fortunately, in case you wrote a good grant proposal that got us some water and sewer down there. And so now I think we'll take the next step. And the next step will be getting an engineer design and the road to get across the system? There's a great benefit to finish the project if you will. Even PIMCOs run into accesses is everything. It's time from the interstate. And yet, Crawford Railroad twice to get to PIMCO site. And that's a major hurdle. The other thing that John has to answer when he feels that these applications of money does is well, it's usually, it's in the first three questions that'll come in and inquiry. Are you in control of the site? And the economy, the world as we know it, is involved to a point where we are no longer at the A level of preparedness for an economic development inquiry. I mean, because we really don't have any inventories, she's told us, and this will help towards this and in the size category of sites that are readily available that we're in control of. And these fuses are so incredibly short. I get shorter every day, but I think that's usually the sign of desperation of our competitors, but that didn't change the landscape. So this is a wonderful opportunity for 90% to already emplace as pennies on the dollar to achieve a pretty off-the-go for us. I think it's in the right direction. dollar to achieve them pretty often go forth and I think it's in the right direction. So Mayor of the Council, it's okay with concept. We'd like to come back to the temple. All right, any other comments or questions or discussion? It's the classic case of the continuum effort between the same builder and the same cracker. The first one gives 51.06 on the transportation of solid waste into the city for collections for entities. There's been glitch coming up in the environmental services partner has noticed that in certain locations, yard lakes, things like that are appearing at locations just under the amount we start getting charged. So it's complimentary, but it appears to come from the location outside the city, and the way it is in the world, and it's the area you can search. The code is, it was written, and they're not clearly identified, and it means to do that. The other problem they've been running into is that that was occurring, or appears to be everything like this, that's a little different problem there. But the evidence seems to indicate that certain individuals were actually hesitant, but not actually encouraging trends, or if there are other areas of trouble like that that they can bring in. I want to find the outside of the city to bring it there to their place, to keep number of the amount of the charge and draw. And the concern with environmental services is that certainly the city council is providing a service to the city to the map of the elementary level for the citizens not starting to get in outside of the rent. The amendment in 181.06, I was hungry. We actually had to inform you to make some things, just to include anything in the city that's up over there. It's regulated, it's included, what's for the increase in coming into the city. It also tries to address how anything that's prohibited at a particular actual of this treaty as a misdemeanor unless you have some other specific provisions that you treat differently. So that was also a take care of that one-lane division. The other one that came up is this pitch 1.24 on compliance required. It slip through the more household place, because otherwise compliant, it will not fit into the container of this issue. The class is exactly with the mattresses, chairs talons. You can set that so you can pick that up. Apparently, a situation has developed where occasionally one dwelling has that type of material ending up in front of another dwelling. And our mental service is trying to work it out with the negotiation that doesn't work. So this is designed to try to deal with that problem. And also, either it gets set in the street. This is, you place it in the street, the ditch on a sidewalk or in front of another property owner's home residence.
