The outdoor and any part of the transportation and I'm the project manager for the Comprehensive Transportation and for the city of Asheboro. Currently the rental company comprehensive transportation plan for the last year in 2011, which included city of Asheboro. And the thoroughfare plan for the Ashboro itself was done in 1999. Based on the Redo County Comprehensive Transpiration Plan and the Ashboro Census Plan, the study area and the labor force for the Ashboro Comprehensive Transpiration Plan has been developed, and it has been reviewed and approved by the Subcommittee for the Plan. And here is the committee. I have put all the recommendations for the previous CTP and the thoroughfare plan here and it will be evaluated again. So far I have collected the current data and I will be developing the travel women models for the analysis of them. So we are in the highlighted state. Based on US census population for the edge for a study area, 14,000 is 40,500. So based on the Office of State Budget Management and the County Board and so in 2014 the Ashwaro Study Area population will be projected to be 51,300. Basier data provided by the Employment Security Commission states that in 2012, within the 38-year-old, or this 22,500 employment, and our future data projected based on population growth and the land development says in 2048, will employment will grow to 28,000. These numbers has been reviewed and approved by a comprehensive transportation plan committee. And I'm here today to gain your approval of these numbers and move forward with my study. We will be having a public workshop on November 1st from 4 to 7 at the public workshop. Public Works Building on November 1st from 427, where our public income see all the plans and give their input. In this picture, you do not see what is the problem area. That's why I think the G CPS is where I live. There are three blind driveway. And at the end of the street, there is an asphalt driveway that goes way back into the woods. Which is huge. Pretty much, I say, as part of the road. And so as the three blind driveways are coming out on to oak, it's completely blind. The people coming from down that way are by the turn of my mountain to the street. I'm not going to do what, but speak their goings. I know that. I need speak to myself. I need to throw my hands up in front of my face to get ready for the impact. This road is used for, you know, it's two-tenths of a mile. People walk, exercise, walk their dogs. Everybody is accustomed to just it being a quiet, sleepy little street, not accustomed to the traffic that has in the last year or so come out that's causing a hazard, an extreme hazard. Technically it's a dead end street and you have only called a sack does it call the sack or just dead end straight into the driveway that's across it. That's through our loves old driveway. Yes. It's right. I mean it's a dead straight end in the back. It's a boy we built it. And I understand that there is a concern on potentially how to enforce a speed limit, but my situation is at this point, there's no code, there's no enforcement of anyone other than common sense, I assume, to stop at the end of your driveway and look to see if anyone is coming out or is in the middle of the road. I've checked with code to see if there was something that could help us and there isn't so this was my only option. This was a recommendation from staff that you pursued the petition route. We've been down here and looked, counsel. We've been down here and looked at this staff as we've dated. It's too tense of a mile. It's pretty straight. Does have a little crest of a hill. Part of the concern of the officers that would be in charge of enforcing this is how to enforce a speed limit like this on a street that's hardly long enough to. I mean, it's short enough that when the people, the offenders, pull out onto the street, they're going to see the police officers sitting up at the end of the street. It's going to be hard to clock. So, you know, there's been a lot of discussion about this. It was suggested that Miss LaCaus get a petition from her neighbors and get all that she could and she got 15 or 19. So at this point, are there any other questions of Miss LaCaus? Well, I would caution, and I don't want to write answer here is, and this is what the neighborhood is doing, I certainly don't want to have any objection to it. But my consideration is, 20 miles an hour is incredibly slow. Be careful what you wish for. If they go down there to enforce it, they'll have to enforce it on all. I would think the be fire. And you, you got to hold your foot on the break, do not go. Twini, I'm just, I'm just saying it perhaps, but I assume that, I assume that you are, maybe even the chief has been, you know, you've talked to the neighbors we're concerned with and there's just no other resolve. Well, you can't go into tents of a mile. You really can't go when you've got children or whatever. And like I said, I'm just saying the reality of 20 miles an hour is muddy, muddy, slow. I like the sound of that. And get that. It is what y'all want. It's final to me, but you may all get caught in the same net. There are more than one. I mean, that's the only protection. If y'all could tell me some other protection, I have tried every single thing I know how to do. Well, I drive 20 every time I come in. And if you've made no progress discussing this with the other neighbors I understand exactly what you're having. Sort of a speed bump and that produces maintenance issues but that could be done as well. But I think someone said that there was they could not put a speed bump. I talked about trying to get that as well. Speed bump at the end of that drive out onto the roadway and I was told that that could not be done. I don't know why. I mean. The country plan already has a budget amount of $507,000 to upgrade or rebuild the filters on the South plant or the water treatment plant. To proceed with this project we need to hire an engineer to develop the design phase of the air scour. Air scour has been greatly enhanced the efficiency of the plant and reduce the use of water in the back washing process. We have worked with the wooden company to come up with a proposal and a price of not to exceed $48,000, $500 for these services. And the staff recommends that you adopt this resolution of our request. I'd be glad to answer any questions. We have any questions from Mr. Roni. Davis, the owner of 33 acres of property here is a potential lay out on Lake Lucas Road. I've been off the market and home the market again. Taking advantage of this property we had it appraised for $415,000, about $12,500 a acre. There's 100% of value in this case. It's actually waterfront properties for the cheap. Of course, it's not like lakefront property where you can use the property. The staff at this time, we just had a schematic of what could be. We own a piece. This is the piece. You can see it's very unusually shaped. Here's Lake Lucas Road. Here is Old Lexington Road. Now our main big park is way over here on the other side. We acquired this piece three or four years ago from the prairies that came like stay on this. That way, that way. Push your own button then. We acquired this piece from the maqueries three or four years ago that leads up to the bridge. The new bridge that was just opened about six months ago. Chief Wilson's house is right there, for example. So now that we're in here, this is a beautiful piece of property. We don't have a topo here, but we put a little schematic for a park here on top. It's been, thinned, you know, like we went out and looked at it. Remember when we looked how we looked at it, we went out property. So if we could purchase it, we could purchase it for watershed protection. There'd be no more houses encroaching on our lake, which is a big issue. They didn't realize it personally. Michael's going out there all the time till I'll kayak. And you can really see the encroach, but can't you mayor from the lake. And as mayor always says, one of these days water be able to be worth more as all. So it's rare that we get a chance to have a peace on the lake. It won't, that'll provide water protection of our most critical asset as well as future long range use. Obviously, it would be very passive here. There'd be no boating or kayaking or fishing or anything. There'd be more picnics and, you know, just use. So we would like the council's permission at this time if they kind of like the idea and the acquisition of this to continue to negotiate with Mr. Davis. We just didn't want to get that far ahead. I would also remind you that Mr. Davis has been a long time supporter. And I think these assets have been as the company was sold. Mr. Davis retired as President of the CEO of Clalstner. And this is some of his own assets. And he and his wife are still a little bit. They are leading the other campaign over senior adults and obviously helped us in our sunset theater campaign. So if that is so Kang mayor I would like to get the council permission. The straight lines is that the property line? Yes sir. You can see it is kind of a very strange thing out there. There is no squares out around the lake not too much and this is the former Stewart love piece In here so that it orange to the you know the big Williamsburg style house So that's okay, where we'd like to Proceed with that and that's we just need a guidance from the council tonight We obviously could apply for a part of grant and probably get the aqua can probably get the acquisition, but we can get the development of the current land, yeah, so it would qualify. And another time, we wouldn't obviously start it there. To stay up, and obviously the mayor has been concerned about losing this piece to private development back. So the two schematics on the right are two options for the government. The two schematics on the right are a blow up of what could be there. We would park the state. If you can imagine that this is a hilltop, we'd want the asphalt to be near the road and then have some kind of development. The shelters playground. Really passive. But there's not that many chances to get that many scenic overlooks over Lake Lucas. And the only other piece that's available is of course the big dairy farm on the other side of the bridge. And we think this is expensive. And we'll need to get that obviously for watershed protection when that comes available. It is interesting that there are two dairy farms that feed into our primary water source. Organic, man. Yeah, that's not the best combination. This approach is like this would qualify to come from the water and sewer fund. Right, we'd purchase it for our shed safety in protection. And just to give you some quick numbers here, we did. In 10 and 11, we revenue exceeded expenditures in the water fund by $469,707. And I'm here to glad to report Steve came by Monday. The auditor said that he'd see us again next year. Everything was great. And this year in the water fund, we had revenues exceed expenditures of $279,299. So we've just about $748,000 in the last two years. And we have some cash to make some. You said that's run a Michael. And he's got to get through it, Deb. He's talking about circles like this. I think it's very important to mention that we have aging infrastructure that a lot of the surplus is dedicated to down the road. We're still replacing pipe. And we know the Michael, the item before is the surplus item when we talked about the filters would normally be a treatment plan expansion, but the demand is not there. It will be there eventually, but it just test a seven-minute flow. Is there a possibility just for staff consideration that this purchase might qualify for some clean air and water? We could follow grant that there's some conservation grants out there clean water grants or something that might help us purchase this. Sure certainly worth looking forward. Thank you, Mayor. I just wanted to introduce Chris Kennedy and let him do some work. Chris is a graduate of Southwest Randolph High School. Look, God was a baseball player, played at Davidson College and graduated from Davidson and just finished up his masters in May, in May of this year at Auburn, Auburn University and Planning and Public Administration. And like I said, his father is Reverend Dale Kennedy at First D. in Art Church, Cross-Möndley Park, who hosts a lot of our Greystone and community events. So we were fortuitous that Chris came by at the same time Casey was leaving and we have an unfield position in the planning department. So he's trying to get into this business and so we were glad to pick him up. He's going to, as your workshop here in a couple of weeks, he'll be talking about a benchmark project he's doing for us. And so we're lucky. I mean, this was, really, do we get to see this young man like this? We've had a lot of success with Trevor and John and Justin and a long time ago, me and Jeff and Dumont were young too. So we needed, and being from Auburn, Jeff and Larry Trotter and Trevor and Justin and I need another football fan, college football fan here to speed up productivity on Friday afternoon. So I turned it over to him. He's going to talk about stay well, LLC dead and gripped of the vice president of the hospitals here is one of their projects So he can make the billion and turn over to Chris now and has the details This is a rural economic development infrastructure program may or we just talked about Antanan the subdivision part remember in this world Where the minister of if we received the grant, we administer the passes through the appropriations on the ground. I know that Chris and welcome. Chris, I want to make sure everybody understood what John said. This man has a double master's from Auburn and very sharp individual. We're very fortunate to have you working here as an intern on special projects and I'm excited to have you working here as an intern on special projects and excited to have you. So with forward, all, better not do it. But just please correct me and I will be a big name. Yeah, basically the project. Randall Hospital along with Moses Comhospital and Randall, our hospitals in Randall County are planning a daycare wellness center for seniors. And this center is aimed at addressing the needs of the population within 45 miles, you know, the radius of Ashboro. The center is seeking to create 45 jobs within 25 months of the average annual wage of 53,000. The prototype is the Curry Road, the plant that cherished into your owners at the same site. Right there at US 220 and McThow Road, and the project will require an extension of the public water of approximately 1,000 feet. So the basics side, right there where K&W is, US 220 and Curry Road. Six side right there were K&W's US 220 in current road. Plot of job creation 45 jobs within 25 months with the average annual wage of 53,000. Quotes infrastructure, 16 inch public water line, approximately 1,000 feet, it's actually 1,000, 15 feet to be exact. You can see here we have this is... Boom from... We'll see. Here we have this is. We've moved from the clickers not working. From left to right is going south to north. This is with the prototype. Here we have the line item. Just got everything from the water extension to sewer connection. The United need to run any more sewer sores are out there. We sent a connect them. In total project calls, it's going to be $46,000 of our needs at $1,000. So the Rural Center will give us a grant out to 10 for the project call. So with 50% of that, it's $200,000 to our $9,000 at 75 cents. It's a maximum grant we can receive as a local match. The C-Bashware required to do a minimum of 5%. And so when we do that, 5% can be $1,000 and $65. And there's a right now that we have the sentences below. There's our local match, the real Senate grant, the federal calls, and with the developer, as source A, picking up the $22,000, $28.75 to make up the calls for the total project. Put it to start days on number 12. They're anticipating about six months, six to seven months to complete this construction. Moving it to July 2013, as the completion of the meeting. The space area facility was 16,700 square feet. There are 820, 110 marassas that are at the maximum. The potential of the families of 1800 patients that will visit throughout the week and tell what role they're in. They ain't going to budget this facility to be $11 million and operating hours or 8 to 5 months if they're Friday. The main thing of this is the employees of the grant, the rural center, requires for every $10,000 they hand out for providers and grant money were required to have one full-time position filled. So technically, they're required to do three full-time jobs. However, rent a hospital along with its partners are seeking to have 44 time employees after six months. With that, I mean, $3, 3000 plus each of the employees will have possible with the benefits. And Jonathan's been great with the two years, and there's some certain restraints, and if they don't, money won't be repaid, but this is another. Is this the space in South? We hope to open sometime in fall 2013. We've got some poof to jump through to the state, as well as the Centers for Medicare and Medicaid Services. But one executive director and medical director will have nurses, social workers, recreational therapists, speech therapists as well as physical therapists, nutritionist, pharmacists, transportation will be provided to you from the center and our center here will be out of the bash row that we will serve as grand office, Montgomery and more families. So we're very excited about this endeavor. We're very excited about bringing a very new, model care really a gold standard and geriatric treatment community. For my benefit, what is the patient acronym for? It is program for all inclusive care for the elderly. And this will target some of our most vulnerable elders, grow elderly in our community. It will be very intensive care. As you can see, it's an 11 to $12 million budget to care for a smaller set of patients, but these patients are vulnerable patients and they consume a lot of healthcare resources. So, I would like to care that we get it. We don't offer anything like this in our community today. So will they be transported to the facility from their home and then in the afternoons they will be taken back home. So it's all outpatient. So the transportation is provided free of charge. The other thing that they will also have is if they need to go to a specialist appointment, transportation will be provided as well for them. They are now at the center. They will be having their medical director, their physician. So the days they come to the center, they're gonna be able to see their physician there. We'll eventually have a nurse practitioner also on staff as well as other members of the team. They're going to see their position a lot as well as the other members of the team. You hear a lot about a Friday night health care system. This is going to pull it all in together and it's very highly coordinated care for these patients. You mentioned that you would serve Randolph and Montgomery and Moor, but I noticed it was fitted by my drive. So would that be to the exclusion of Davidson Chadd on the Guilford County as well? We have a designated service area from the state. Okay, so the state has given us a random more undercover counties. No other provider can come in. The county can provide the service. And so you have to have a designated service here at the state. So other providers and other counties. How does one become eligible for this? Sure. They'll go through a specific process. But similarly, that to be 55 years of age or older. They have to be skilled nursing home, chronic criteria, or be eligible for a nursing home. And at the time of enrollment, they need to be living in the community setting. But this program will also serve as the insurance company. So if they get Medicare and Medicaid money, and then literally they will pay for all the patient's fees so they go into a nursing home, the team follows them and pays for the nursing home. They get hospitalized, they prevent the fees for the hospitalization, they go to the emergency department, they pay for it, they need about health care and they pay for it, they literally care for everything. So this service is a provider of services but also service as the insurance company for these patients as well. Where did this idea come from, the stay well LLC when there's going out of 100 centers in the United States? And it turns into the name? Is this how are we designated to recipient of this program? When we pursue it, and we actively pursue it, quite frankly, if you look on the federal register, this is a PACE program. PACE is a permanent provider type under Medicare, just as hospices, or just as home health is, or just as hospitals are. However, pace has been around since 1981, but a lot of communities have not embraced it because there is a rather intensive capital start associated with it. But I think we've changed through the healthcare system, as well as certainly did changing demographic and baby we were certainly expecting more out of their services.
