Good evening, ladies and gentlemen. We appreciate you being here tonight. This is the January 10th regular schedule. As we're sitting, counseling and welcome. We'll move through the agenda as extra-diciously as possible and hopefully if you have time to stay with us. Watch us attend to the business of the city. If you will at this point please stand with me and join me in a moment of silence. And to the Republic for which it stands, one nation, one God, indigestible with liberty and justice for all. Thank you, and I apologize. We, our meeting last month was at Public Works. I mean, do you have a flag at Public Works? But we also took our flag from here in public support. So we'll try to remease it if that doesn't actually. I'd like to call on Bonnie Remprobe, President of the Randolph County Economic Development Corporation at this point to give us an annual report. Welcome, Mr. Remprobe. Thank you, Mayor Smith, for having me here. And we're going to count so many of those leading staff as you know, if you're not in my place, you can be really nice to me. Also, our annual report back to you, and you're your commentant question and we're letting you change that a little bit in this way. Our voice was coming up in the webinar in biology. So, you have in front of me, I guess, of the word start, the reason why we have a written copy of our annual report and two other documents. One is a kind of fact, a representative of some of the student-owned statistics in different graphics of print health, The representative has seen some of the ethnicities and demographics of Randall County that are really present under the guidelines that are seeing in today's economy. I think we'll find the answer to this thing. I would appreciate those out this community have to provide to answer any questions. Please submit in our research. It's a great job of maintaining and presenting that information. And the third item is an existing industry before, specific to the city of Ashboro, but it does contain some information on the behalf of the countywide existing industry. So I'll commit all three of those documents to you and then I'd like to give you a light here and tonight's PowerPoint. The Library of Paracteria, the economy, the rent out county, and the international right now, we're still recovering. We're not out of the woods yet. Things like sometimes we take two steps forward and step forward. I know I'm not the only one who's not recognized as that. We have some business to talk about tonight and we have some uncertainties to do before. Some of the themes that we saw in our office this year were growth from small groups of people. We have a lot of things to do with the growth of our community. We have a lot of things to do before. Some of the themes that we saw in our office this year were growth from small business, which is very encouraging. Companies finding value in real estate, finding opportunities once again to borrow and to make investments and position themselves with future growth. And statistically, small business is a key driver nationally and locally so that's good news for the future. Second, for the second year in a row, but it accelerated some this year, we're really seeing% of our county's jobs are still in the furnishing sector. We will solve them into semi-use the term reshuring. I think that is a part of it and I also think that our companies are operating here smartly and strategically right now and is really impressive. And second, and I'll talk a little bit more about this, but we've continued to see our real estate, our buildings refueled across the county. Certainly that's true in Ashura. So whatever the results, we've seen 2,000 swells of projects that are on the store, on $358,000, more than $11 million in new income with all those jobs are in place. And that's an estimate that I think is correct estimate for those new news. So it's $28 million in new capital investment, which adds to the tax base by 16 companies that were located across the team. More good news is that over 700,000 weren't being a real estate. Most of it previously vacant was reoccupied, either by purchase or by lease to a new in-gear, and often renovated in order to make that happen. There was some new construction this year that it was the smallest portion of that total. In addition, the two of the projects that we worked on were eligible for and we are working to secure grants for infrastructure primarily for sewer but also for waterline here in Ashbrook for one of the projects. And you see what that net result is, its income, its jobs, its cash base, its investment, its infrastructure, and its small business growth. Now the bad news, this is that uncertainty that's the downside of the CSOB. 437 jobs, the profit is more than 1,000 years here. We documented 11 closings in the sector, the industrial sector that we work with. Most of those were small companies that were scattered across the sector, the industrial sector that we work with. Most of those were small companies that were scattered across the county. Virtually every community was affected. But the two biggest are the Yosun USA's announcement this past fall, which was by end here, and energizing fall announcements of a corporate restructuring that will impact the Ashboro plant here. So as hard as we work to move forward, sometimes we get knocked back a bit and that's certainly going to happen during the 2012. We also have enjoyed dreaded and endured being in the National Spot right this year. I have a lot of mixed feelings about what happened, so we certainly were on a national radar screen and exposure and our name and our picture and our story has been broadcast. And one of the things I think that was so positive that came through in the story was the resilience and the threat of the people of our community who say we are going to move forward we're going to make good things happen we're trying hard we're looking at new opportunities and I think that message came through loud and clear. There were some hard news and was it a little bit slanted shirtless it It was a TV story. But it did put us on the national spotline in our office. Police say we're putting news to the story that says we need your help. We need to get that part of the story. And we get a chance to get it to the side. Now let us tell you the risk of the story. Here's all the positive things that weren't necessarily emphasized in that story. I think that I'm doing that even from that moment at Airdre, even before. I'll just mention this project because it was a large grant project from the United Furniture. We're still in pursuit of these three grants for sewer. But it will add 70 new jobs. And again, one of those legacy centers along the new I-74 quarter south of our city. The health care continues to be a very bright spot in the local economy and in the job creation sector. We did work through the case group and the developer of the center there on the south end of Ashboro at the McDowell Road intersection to help secure a grant that they were eligible for that you were applying for water. We were eligible to apply for sewer but the sewer was already there. So we did not need the grant dollars for that. But we were able to help a small way in this project and also continue to see that very fine business development filled out. And I think what's most impressive is that our people are going to have access to this new service for medically eligible seniors to do its wellness. It's all inclusive. It's in the home and it's at the center. It's going to be a great asset to our community and our citizens in the future. And I salute right on hospital for their leadership. I talked a little about buildings field. And if you look toward the back of the report that I shared with you, you see great stories that have been very creatively revealed through your leadership. The EDC West we're supporters, cheers about the good news and the good work that you all have done. It's this city council leadership that led to the development of fine buildings into housing, into new educational center for Rennell Community College, into the future home for an important nonprofit that meets the needs of our senior adults and then finally the private business sector, one of our finest family owned businesses taking a high profile building and in this but renovating that for their growth and that I think that's such a great part of the story to tell. So I wanted to include it even though I'm not claiming it creative for it. You get that. But you see an impressive number of how much real estate has been filled since 2010. We continue to have the lowest vacancy rate for industrial space in the people I try at. We actually have low vacancy rates for commercial and office space as well. From a marketing standpoint, once again, our MSA was recognized by site selection magazine. This partner says with Rockingham and Wilford County, Randolph, those three are included in that. This is our sixth year to be recognized. And we just showcased some of the marketing events and activities that we participated in this year with a couple of pictures one of which is a trade show and the other is a special event annual event with the Department of Commerce and Raleigh. For our existing industries countywide we made 186 visits with 60 referrals. The sad news is that when you collectively look at that number of companies that we saw at some point during 2012, we did see a job drop of 3.4% in 2011. And I think that's a testament just against a weakness in the economy. There are jobs out there that they're not always a match for the skill sets of those folks who are seeking employment. And that's where we ran off community colleges. The heroes who come in and offered the kind of training that lets people be ready to speak successful in their job. Of the companies, countywide, that we signed two jobs. So there's seven of those added jobs, 44 to increase, 71 were stable, eight closed, two more art closing, and then not included in that number. We did supply youth companies located in County last year. So just kind of diverts from this last life for just a moment and talks about some things specific to Ashburg beyond the buildings that we talked about. And some of them, the losses that we are experiencing. You have some very positive things that some of us go and notice. Some of our advanced manufacturing companies like Tech-R, Care and International, that were teleplexed, that were back to their old former name, that were Care and International and North Asperger. So many other companies are really growing their business. And you've been a part of supporting that growth in past years. It continues to pay dividends. Certainly the work that we all did together, starting in 2007 and continuing through 2010 with mom brands as paying dividends as they're installing the equipment now and hiring those 15 jobs that they promise which will add to 15 folks that they already employed and Some total when you total both parts. It's will over a quarter of a billion dollars that they've invested in this city So we have lots of bright happy good news spots. I want us to remind ourselves of those. It's not all gloom and doom. And I promise you, as we move forward in 2013, we're aggressively marketing the sites and buildings that we have available and that certainly includes the former good year facility. That facility will likely not be available until early fall of next year because it's under lease to this current tenant until that time. But we've already gathered a lot of information. We are already fielding inquiries about that building and sharing that information back, connecting those folks with our contact in Cleveland who is managing the facility for the company. Most of them are people looking to use a building. We are hearing also from some investment groups that are looking for buildings such as that for redevelopment purposes. So there are other buildings that that's going to be the highest profile building and we certainly are working with the folks that energize her at such time as they, they take one of their facilities. We already have great information and we'll be working directly with them on that. So we're going to aggressively market what we have. We're going to continue to look for it. I salute Mayor Smith because this is really a theme of his actively removed barriers that limit building reviews and new construction. What can we do that kind of enhances what we have? We are focused on new product development. We are looking at sites. We are looking at how we can deploy infrastructure strategically that will open up properties for future development. I know you recognize as a council how important that is. We are prioritizing our existing industries at a time when things are still some softness in the economy. They're really, really important. And I have a new partner to introduce to tonight. Maybe if you may already know him, who's gonna be cutting that up for us. And finally, we appreciate our partnership with you, this city, with your city staff, through our highly professional, very helpful, all these responsive, and with, of course, our CC, our other local governments, State Department of Commerce and other allies. We couldn't do what we do without those partners. We're a team working together. And Mayor and Dr. Inner new existing industry coordinator, Kevin Franklin, who joined us last week, so he's a second week on the job. And he just is going to say a word of hello to you and introduce himself. And then both of us would like to hear any comments, feedback, or suggestions that you have. Mayor Cousin, thank you for the opportunity to be here but for to working very closely with all of you this week. We just support economic development in Randolph County, and Ashford River, all the other events, how it was across the Great County Randolph. I know I have some large shoes to fill in. Very Laney's great reputation. I did a great job of connecting with our existing industry and businesses. And I look forward to picking up the mantle of moving forward and I've got a lot to learn, but I've got a great teacher as well. And as you all know, I've written, looked at the government's perspective to this position as well. So I understand from your standpoint, the importance of supporting the best of our ability, those jobs that are currently here. Obviously, we can't keep all of those jobs. So that's just going to be on everyone's control, but the best of my ability, I will very hard to support those industries that are currently here and work to keep those jobs, especially when we can. I've seen him on a seed, because we went in behind the oven and I asked him to do that and the rest was hard and he just got staggered and he said, I didn't realize that I'd done it to him I didn't mean it a year later I said, I haven't done it, it was way too late So I wanted to present him with a few things here tonight The first one was actually given to you by the city. This case is a request to remove property to a general use district. And therefore, does not involve a legislative or a development need to swear in or have a state in a state of Wall Street to speak to the council. The applicant on this request is Ronald B. Morris. The property is located at North Fable Street, immediately south 2450s and North Fable Street. The request is to rezone from a general district, our kind of the indenstancey residential district to a general district, R.H.E. and the Density Residential District, to a general district I-1 light industrial. As a minor, request a general district, to any of the uses permitted in the I-1 district, would be permitted to be approved through the request. Again, that is a light industrial. That's the only district. The property side, and I'll go into some actually in the end of the moment, is about .35 acres. It's currently undeveloped and identified by the one forcibly. They have, again, some rationale is provided in your staff report. You know, it's a surrounding property. There are already known commercial. Only businesses exist in the area and you go to the library from there. Looking at the current zoning map up on the screen, the property's out on NRED. And you can see it's a relatively small track to land on Eastside of North Fable Street, central right of Pine Beach Street. So rounding the property because North F General District I do remember the industrial general district needs to be solved well for the West's property and then some carry over residential areas. I was wondering if you could do it. I think it's a better idea to have the area developed. The material photo, again, is probably the one in red. The green, the boundary line, the orange, and the zoning boundaries. Again, it's a piece of commercial to the south. This is an area of residential. It's something probably to the south. This is an area of better than the usual. The subject property of the east, then I see the industrial, given that there's a big, total pain there. Photos of the subject property. This is looking at the property probably just north of 5D street. And then this is the property. And this is the location. This is looking north along the north of Able Street from the subject property. the looking north along the street from the subject property right here looking south across the street on the north-failless street away from the subject property We've met the analysis of the request. I don't know if the problem is inside the city of Winnes and the Hamilton City Services are available. North Bay will say it is the big major thoroughfare. And again, there is a character out by mixture of zoning and lane use, including commercial industrial to the north south and the west and the residential use of the east. You read the definition of the intent of the I-1 industrial district is described as one to produce areas for manufacturing, processing, and assembly uses, commercial use of distribution, servicing enterprises, control by performance standards, and limit the effect of such uses within the district and owner of adjacent properties. So I'll note that there are still a few other standards that would have within the district of Monaday's and properties. So I'll note that there are still no need to do that. They have two Haiti cab parking spaces identified, but there's no additional parking proposed to be then delineated on the side. Obviously, we've made a form of cargo the I mean on side the example when they submitted a plan and presented for the council does have the authority to grant the request with the issues of special use permit. Should you find that the use as its proposed will be more compatible with the surrounding neighborhood than the use for combination of uses that previously existed. And as such, we don't believe that what's being requested is going to end danger to the public health or safety of the citizens of Ashboro. We do think that the site plan that Spiner's Tandemist Mr. Nudol indicated that the site plan as it has been presented, it does meet all the specifications of the bridge building. The to use will not materially or substantially injure the value of the joining or governing property owners. Again, as I've stated, the two changes that we're requesting and the change of views we haven't been contacted by anyone, the lack of communication or contact from anyone who's contesting this, I think, leads to a reasonable inference that it's not going to injure the value of the property. And that the location and character of the use of developed according to the plan is submitted to the ordinary area. I believe that again, this property is here. We can see OOC, we'll be a good tenant, we think we're in provided, we've made search to the city of Ashboro. It is a change abuse. We are changing from the unremilled leadership to the personal services. That being said, we think that COC has a long-standing record of showing that they will do so professional manner in a way that will not injure or harm you and be joined properly others and all the necessary services and benefits in city of Ashburg, right off-Candace citizens. This amendment is presented to Councilor the update city code, but changes are pretty classy on the city's extradicular planagerization. The first page is a document by your forwarded provider. The full background is traveling widely and in the code. I'm beginning on page two and continue on page 30 of the document. We'll see the language of chapter 34, because we did identify the structure to do language in a five-time undergraduate. So our two primary thing to propose chapter 34 is the first relates to updating the title of the official map. Not only will they now be governed by folks that you know that they can't vote for, they'll be governed by folks that can't vote for and don't even live in their area You know going on something I just I got serious reservations about that Perhaps whatever is an appropriate period of six months or something or another and we We pick our folks in the actual area they live in as opposed to letting this run on for up to four years. Looks like maximum. Would it be appropriate to entertain a motion to shorten those terms to up or something they're appointed? We very much want to explore reducing about if that makes sense of what our the competing insurers at the staff that have been trying to address how we're trying to strike some middle ground on that. And you make great sense in the point. Keep in mind, the General Assembly still doesn't exist. The city is nothing but a creature of the state. The General is the city of orders that it start with, limited to just the area within the action, the D.J. You don't see that actual language in the enabling fashion. As opposed to just letting the terms expire on their own and making sure that all new people are within the area that the benefit she gained from exploring that territory don't necessarily outweigh the potential cost. Because it doesn't move, it's down the road. I don't think it's possible. I don't think it's a name of a challenge. But why would the city staff want to get involved or the city in the back door up? Extend resources trying to define an extraordinary law of flesh and earth. Because when people all may have served for some time, and if they have a question, isn't worth exploring, and then define a materiality? The air in the city of the United States is beginning to fill the 1940s. In other words, here in the 70 years of the war that is still made into this concrete and it is filled. It costs me a rusty problem and we feel that there is a lot of liability if that rush and get to the field. We have discussed with some of the engineering evaluation of the steel and the opposed contract to evaluate the situation to prepare bid documents and are designed to train this state about to a safe state. The budget amount for the decisionary contract is $30,315. And we have a resolution to think in this project from the call case. Please. So we have to see if the report is ready to get up. I mean another weather feels like it's baseball season today but actually in reality it's only about a month away to the blue comments start spring training and we were the ball club will be used through you know on August 15th through Labor Day. So that's why it's lined up in a series of, we have to work around the ball field. But also, there's possibility that the engineering study will point out that we have another year or two, a couple of years in life in this before we reach the point where we have to do something. So, you know, we'll hear about the study, find out where we are and what our options are and see where that takes us. And prepare for the next budget year or maybe the next budget year after that. We'll keep the cash reform. We'll make our last whistle. Alright, so that finishes up the airport authority for the first two weeks. We re-advertise and pay for that. Now, here we need to quite crack the catch up and clean up this board. The NC Firefighters Relief Fund has two names, the council appoints two of five, now to back up a minute. And early 1900s, the NC Firefighters Plumber's Creative Protect Firefighters who were the purger children. Remember in those days, they were mostly volunteer, still nationwide, about 70% of all firefighters volunteered. And even if they were a handful of them that were pretty municipalities, there was no workers compensation insurance insurance safety regulations. The modern world we know is now did not exist then. So the state establishes a formula that allocates dollars to this statewide fund and there's a long formula, I guess, did be in Steve could give us a class. But in layman's terms, it's basically 1.5% of your foreign insurance goes into the state and to the fund. So Ashburr has 17.5 square miles and the amount of foreign shirts paid into that amount, one half of 1%, comes back to Asperger and it's the deposit in the accounts managed by this board. Typically Asperger sees anywhere from the mid teens, 16, 17, 18,000 to the low 20s, 20, 21,000, 22,000 a year. Just depends on what's insured, that 1%, what's new, what's old, et cetera. Now, as the modern employment world grew, and we had a retirement system and professionalized firefighters and workers' compensation insurance and life insurance and those things, a lot of cities or fire districts, I use them determined or changeably, but for us it's a municipality. And our fire district is our city limits. We're allowed by state stacks huge to create a supplemental firefighter retirement. Now Ashburish, one of those groups is one of the last things to cheat from the glowing deity, good to use the cheat. Now you can establish by the state law, you can establish a local fire fodder's relief fund. The Board of Trustees shall be elected and appointed to control the local funds. Now, these are just the local funds. It's not your general fund lunch, you won't find it budgeted. It's set up by state statute. The Board of Trustees composed of five people, like I said, two shabbles by the Fire Department. Those two people are Chairman Phil Schien and Deputy Chief Roy Wright, who's in the Acting Chief's role right now. They will be reelected this month. The Fire Department will have their election in January. Phil Schien is a former volunteer and he lives in the district and Chief Wright is an active chief. It says, I'll be either a resident of the fire district or an active retired member of the fire department. We currently we have three other people that are on that board Chief Smith, former deputy chief Tim Allred and Jim Owens, former firefighter Captain Jim Owens, who retired. This is actually straight men up this board. Two members of the board shall be elected by the city or county government and body. We are recommended and one of the council member Eddie Berks and since money is involved the finance officer Debbie Reeves have agreed to serve. You don't need to get that. And members pursuant to this section shall be residents of the fire district which they are in one show and then we have one member who's appointed by the insurance commissioner and that's Mr. Paul Miller. Now he's not an as per a person it's who we deal with at the just department of insurance on this matter. Every December we compete complete a members roster. I certify that and we send that in. That includes all active firefighters, all retired firefighters, as well as those who are former volunteers. We have active volunteers now, but we have had in the past. One of the local, as Debbie is paid by the city, and she's bonded by the city, as our finance officer of the Treasury of this shall be bonded also in the top part of the insurance pays for that bond. Where your appointment has one year term and a two year term. That sets up a staggered. So unlike the airport authority, where we serve everybody on the board serves concurrent terms, by statute, this is a staggered term. Okay, so that's what we're recommending. Now to give you a little more information here like said councilmember Berks to be appointed to a one-one-one-thirteen One-one-fourteen he can be eligible to be reappointed then and Mrs. Reeves to serve as a two-year term This creates a staggered terms and the January appointment was scheduled as prescribed by the general statutes This also means we're up to date, mayor, and we know what's going on with this fund. Now, to talk to you a little bit more about this fund, that check that comes, that 16, the 20 or 21,000 that I mentioned is deposited in a local bank here, is invested in CDs as per a state statute about investments. We can't go out by real estate. We can't go out and make a, you know, can't go out by gold and participate in it to go up to $2,000 an ounce or something. They're basically a public investment principle that's sly, Safe, Liquid, and Yeild. They do that, Susan, and local CDs here. The interest on the principle, just the interest. So that 16 to 20,000 goes into that pot. I think there's about 440,000 in there right now. The interest in debt is then, once a year, distributed by statute to statute as an additional supplemental retirement to firefighters who have retired, whether they be a volunteer or an active or a full-time employee, age 55 or older on a scale that's established in the state statutes. So the board has responsibilities to manage the money, ensure that the roster is accurate, and ensure that the checks are distributed properly. The board does not determine the requirements of the distribution that's determined by state statute. Periodically, we will have a firefighter who joined us at 21. They worked for 30 years in our retirement system and you're under 55. You can retire if you've worked 30 entire years. So they could be 52, let's say, in retire. They're not eligible for this additional statutory check to their 55s. They have to wait. eligible for this additional statutory check to their 55s. They have to wait. Now it is not a lot of money. It may be as little as $300 or $400. It may be as much as $900 for somebody. Chief Smith with 40-year service, 42-year service, will have a pretty good-sized check. A 30-year service person will have a smaller check. And again, the investment environment, as we all know, has not been that great lately. And if you choose the lowest, the safest, most liquid investment vehicle, you will have not a very good return. So it hadn't been much late. But we did make a December 31st deadline, and that is in there. So we would recommend mayor that Councilmember Birx be appointed to a one year term, beginning 113 to expire 114. And by that, it's obviously getting raised to a point to a two year term, 1113, 15, and now this will be a January agenda from item from here on. Thank you, Mr. Manager. First off, the family staff of carefully evaluating the national workload associated the associate with the city, taking over inspection and enforcement and the city's utility to find a material for planning and investigation. And they will believe that they will be able to handle all of the building inspections, fire inspections, and code enforcement needs with their existing resources and staff. And for our customers, it will be a convenient one-stop shop for now. Customers will be able to handle all of their inspections and COVID needs right down there in the little hallway in City Hall. There'll be no more having to go back and forth between the city and the county and back again and so forth. So our staff and the people will handle it all for our two, which is good. I don't know what to do. Also, one election has fire inspector Tony Gruin has now been enrolled in the basic law enforcement training program in our community college. For our next item, I want to inform you that police Captain Doni Williams has been nominated and accepted to the FBI National Academy at the Marine Corps Base in Punicover, Virginia. He will attend the 250th session of the training on October 29, 2013. The force lasts for 10 weeks, and will be graduate college courses. Participation in the program is about invitation only, and then for a very rigorous combination process. So we are very fortunate to have an employee of Captain Williams-Calver to be accepted into the program. Here I would add that Chief Wilson's a graduate of the FBI National Academy. There are 250 seats plus or minus I think 200 seats. It's pretty much a standard seat. You know there's one from each state and you think about the relatively large jurisdictions in the Northeast or the Upper Midwest, Chicago Detroit or Southern California or Miami Dade, you begin to see how really an elite school is, is it's the premier school for law enforcement officers in the country and to have actually one graduate is chief and another one has a same recaptum is pretty exciting for the Ashburg Police Department as well as for the city of Ashburg. I do want to announce to you that our own manager, John Obrin, has been accepted in the International City County Management Association's executive institute at the University of Virginia. There are only 24 senior executives that are selected each year to study leadership and the leaders role in high performance organization. The selection is by nomination and the very degree of screening process. In his nomination form, the individuals who nominated him stated that Casey has a natural ability to communicate with internal departmental personnel in various divisions as well as in several agencies. He is a member of our alert team, he's a natural leader, and takes over responsibility willingly. He displays immense organizational skills and each task is completed meticulously. Casey has recommended various strategies to enhance the efficiency of his patrol team and has been instrumental in promoting team cohesiveness and motivation as an informal leader. He holds a back-short degree in social science from toy university and served our country in the US Army from 1998 to 2005 and was discharged armfully prior to seeking the career and law enforcement. So we feel really blessed that Casey decided to spend his career here with us. He's been with the city almost seven years now and we are very proud to arm him as our 2012 police officer of the year. And some of the business people are saying we need a way to slow these people down and get them off the highway. So I'm not advocating billboards, but travelers do make their decisions a lot of times based on the billboards they see entering an area. I like to talk with them. I've got mixed emotions. Right.
