My name is Matisha Jones. I came here for two items of concern. The first was the Stanford Community Sunday School, which Mr. Miller has given me an update on that. So I'll let that go. The playground, when are we going to start building the playground? We've been without the playground long enough. What playground? The playground at the park. That's town. That's the town in Canaan's. Okay, so. That's not the county. So that y'all have no, because y'all received funding right for it. The talent canons will do. Okay. And we have worked somewhat with the town manager to get the additional fund funding that's needed to complete the playground. But that's needed to complete the playground. But that hasn't come to fruition yet. But that's not in our jurisdiction. It's in the talent keen and told jurisdiction. Okay. And we're trying to help them all again. Okay, so you're all located $4 million to the state. That state did, okay. And it was 400 thousand four hundred thousand okay and the to rebuild it it came in okay so so we're trying to raise the they're trying to get the additional funding to complete the project we are working you You're going to work with them? Because I received $80 million, right? Did you ever see $80 million? No. We received that $80 million check. Yeah. I'm so grateful that our county got $80 million. But the county government did not. That $80 million was dispersed among various agencies throughout the county, not by the county, but by the appropriation to the state. So it was appropriated to different organizations, different jurisdictions throughout the entire county. Some got appropriations, $56, $7 million for water infrastructure and the purpose for the money is usually stated in the grant. So it's not like you get them appropriation and then you can just do whatever you want to with them. It's usually you have to build this or you have to complete infrastructure projects. It's not like that we get the money and we can just do anything. Right, I'm aware of that. Okay, so who should I contact as far as keeping the conversation going about this playground because the parents are ready for a playground. And I think I think the town manager realizes that. I think the town manager for Kingsville. Okay, thank you so much. One full public service. Okay, thank you so much. They do have meetings like we do. Okay. We've owned item number two, Mr. Scottie Someland. All right, good afternoon. Are we good evening? For the record should we call the public meeting to order? Public hearing, we need to go into a public hearing. We need to go into a public hearing. This time we'll enter into a public hearing for economic development matters. Per North Carolina General Statue 158-7.1c. We are to conduct a public hearing, and I'm going to take a few minutes this evening and tell the public about what's at stake here. But we did publicly advertise, and with that being said, I'll get into my remarks. Again, good evening and greetings from the Dupland County Economic Development Commission Board. As always, EDC Board, thanks you for your continued trust and their efforts and your leadership to improve the county. And that's what I'm here tonight to discuss is potentially another opportunity to incentivize a good amount of local investment and jobs creation in Dupland County. Unfortunately due to the potential nature for Project Pair being named a competitive project for state funding, we have not released the name of the company, but I can assure you the company is sound and is a large employer in the traditional agricultural business sector of Booplank County. The company proposes to invest 30 million or more locally in facility expansions and upgrades and to hire at least five if not more employees directly related to that expansion. In consideration of the stated new investments in job creation the Economic Development Commission Board recommends that the Board of County Commissioners consider a performance incentive and agreement for a ten-year period. The recommendation would provide an 80% reimbursement on New Taxes paid in years one through five and a 50% reimbursement in years six through ten. And as always, clawback provisions would apply in the instance of performance deficiencies. In a nutshell, that is the project as proposed and with the vice-chair, it's approved while answering any questions related to project pair? Do you have any questions? Miss Maynard, see your hand. You said that you allowed to tell us what town it's going in. Well, it's, yeah, I was around there, yeah, it's in in the Rosie area. And I think it is within the town limits. I'm not quite sure. And I'm in the point. I know I didn't need to say five. You did. You did. Just five employees. Yes, ma'am. Okay. It could be upwards of 10, but at this point we only have a commitment for five. of 10 but at this point we only have a commitment for five. The upgrades are such that it's a state-of-the-art facility which is good and bad. The tax implications are good for the county. With automation, of course, the employment normally is not as high. Right, that moves is the item number three, Ms. Victoria Jackson with Trillium Health. Yes. Good evening. Thank you for allowing me a few minutes to give you Trillium Health's annual report for Dupland County. I'm the regional vice president for the South Central region and Dupland County is housed in that South Central region. Just going to give you a brief update of the recent consolidation, a couple of data points and talk with you a little bit about the community engagement that's been occurring. So in the first slide, just one thought with you about the Medicaid legislative changes. So the launch of tailored plans within the state has been one of the priorities of North Carolina Department of Health and Human Services. Over the past two years there has been a delay. I'm sure you all may be familiar that tailored plan was supposed to go live July 1, 2022. And so we're in 2024 now. As part of the push to move forward with tailored plans. The North Carolina General Assembly directed the Secretary of the of North Carolina Department of Health and Human Services to reduce the number of LMEMCOs. So we were six in the state. Now we're down to four. So the General Assembly gave the information, well, wrote into legislation either four or five. gave the information, well wrote into legislation, either four or five. The secretary opted to go with four LMMCOs and then also the minimum population threshold was 1.5 million. So we have to have at least 1.5 million folks in our target population that we can serve. We currently have four LMMCOs in the state and that's Trillium Alliance, via AMP Partners' Health. We did get word on April 3rd that Taylor Plan will go live July 1, 2024. So the consolidation happened very quickly. And if you go to your next slide, you will see a brief timeline of that consolidation. It started November 1st, 2023, where the Secretary directed Trillium and East Point to consolidate. Prior to that, the direction was given for sand heels and East Point to consolidate and then East Point and Trillium. So that's where we are today. The Surviving entity was named Trillium. It took us 45 days, well, we had 45 days to consolidate. It was a heavy lift. As you can tell, 45 days is not much time to bring three organizations together. We had to bring on board 1200 providers and 900 staff. The goal in that consolidation was to ensure that the people that we were serving had uninterrupted services. So that was our goal. slide 4 talks about our local presence and our regional model. It is important that we maintain local presence. So Trillium has five regions as I mentioned earlier Duplin County is in the South Central region which is nine counties that span from Simpson all the way to Carterette County. We recognize and understand the local presence is important as it fosters direct engagement with our communities. Each region has a dedicated regional vice president, your person. We also have a regional advisory board. Want to thank Commissioner Dow and Commissioner Edwards for serving on that regional advisory board. We are very appreciative of your guidance and your advisement as we move forward. We also have a consumer and family advisory committee who plays a pivotal role as an advisory group. And their role is to kind of help ensure that we care for individuals in the best capacity and within the rules and regulations that set forth by the state. And those areas are mental health, intellectual developmental disabilities, individuals that have traumatic brain injury, and then those who have substance use disorders. Next to give you a few data points, we have went from a 28 county catchment area trillium to now 46 counties. So we have a total of about a little over 3.1 million folks that we are serving from a target from a total population standpoint. Within that, those numbers, we will be serving 51,000 who have tailored plan coverage, 163,000 who would be in the Medicaid Direct, and then 287,000 who are uninsured. And note that these numbers are fluid, so each day the eligibility may change for the members, so they may go from one plan to another. On your next slide, Duplin County, these numbers were pulled from the legacy East Point database. In Duplin County, we served a total of a little over 17 million, well, I'm sorry, there was a total of 17 million over 17 million, well, I'm sorry, there was a total of 17 million claims that were paid out just for Dupland County. So a little over 17 million. We served 1,413 people. That was again, just go year 2022, the 2023. And 1,101 of those members had Medicaid and 312 head state insurance, which means they were not they were uninsured. As I mentioned previously about Taylor plan, we're slated to go live July 1 on your next slide. We're slated to go live July one on your next slide. You will see that we are not only going to be managing behavioral health services, but we're going to be managing pharmacy, physical health, non-emergency medical transportation, long-term support services. So we're looking at it. We're going to be managing care from a whole person's perspective. So it's not just the behavioral health piece any longer. It's also too important to note that the Department of Health Human Services stewardship of the state's behavioral health system is accomplished through a shared implementation with a number of organizations which trillium only been won. And what I mean by that is in 2021, July 2021, the state introduced the standard plans which are the private companies. So the Blue Cross Blue Shields, the United Health Care, well care. They actually served the majority of individuals that some Medicaid. So most of our population that we were serving moved to the standard plans, the private companies. Next, just wanna talk with you a little bit about projects and trainings that we have. And this is just the snippet of what Trillium offer and then also kind of talk about some historical things that we've done in the county too. First on the list is Namoxone Kids. We distribute it in our can and fit in all strips throughout the counties, whether it's with the EMS, the Health Dep, the local police departments, we distributed about 400 so 200 of each. We also have mental health first aid. It's a six to eight hour course where the general public becomes certified and the course teaches people how to potentially recognize a behavioral health crisis or need and how to effectively get the professional help. That is offered to the general public and it's free, free of charge. Lastly, I will highlight on here the reentry simulation training. That's another free option. During this training, people will learn about many barriers individuals go through when they're released from jail. They're experienced the difficulties found in jobs, their experiences when it's difficult to find jobs, stable housing, going to treatment. So we do a number of those trainings throughout the catchment area. And then on the next slide, we really want to push the message that we are here. We are local. You have a regional VP that's dedicated to your county. You also have a community liaison coordinator that's designated to your county, dedicated to your county, Cotisha Jones. And we also have to rail Austin that you will see throughout the counties as well. He's one of our directors of community engagement and empowerment. And lastly, I think the most important slide of it all is, you know, we want centers. I'll behavioral health crisis line operate 24-7 365. Holidays we can's we're on. So if someone, if a family member or a friend is experiencing a behavioral health crisis, we want to make sure that we're available to take that call. I'm happy to take any questions. And I heard FY25 budget for our MMOE we have budgeted the same amount as we budgeted in previous years with East Point. I just want to make sure that those dollars are going flow to the same programs and the same activities that they did with Trillium that they have traditionally gone with East Point. Sure so in your designation letter just let us know where you want your county dollars to be designated totally up to you all. I do know that there is a program with the Dutland County Health Department where those fundings were they were under what we call re-investment funding and that funding is no longer available but the counties do have the flexibility with the maintenance of effort dollars to cover that project. Okay yeah so so So it was covered under a different project with different money other than our EWA $8. Yes, it was. It was covered under East Point's Medicaid Reinvestment Dollars, but with the consolidation as well as getting prepared for the tailored plan, there was no Medicaid Reinvestment Dollars available. OK, I really would enjoy the opportunity to say down with you or maybe the regional director and discuss with them how the M.O.E. dollars are spent and craft this letter that needs to be sent. I do have several announcements. I do want to let the board know that myself, the assistive committee manager, the emergency management director, have worked on an update to the fire services contract with the volunteer fire departments. We've condensed that agreement down from about 27 pages to 7. 6 or 7 with a few attachments to be filled out on a yearly basis. We've simplified a lot of the wording so we think we're in a good place and we think that it will be much better received by the volunteer fire departments than the agreement that they were presented initially. Any questions? Okay. that Cabin Lake Swimming Area opens this weekend. We're expecting that to be a wonderful area for the county, for residents and visitors alike to attend different types of programming. The outdoor rodeo is June 7th and 8th at the event center. There's a ground breaking, and when I say a ground breaking, Carrie, would you like to explain what that is? Sure. Dirt will move for the detention center. We will have a formal ground breaking with invitations. We will have a formal one but we wanted there to be some earth moving before we actually did the groundbreaking. But we wanted to make you aware that dirt will be moving on the tension center. So you would know what was going on but we will have a formal groundbreaking ceremony with invitation to follow it. It won't be that day. So, so, that's when construction, the 10th is when the construction will start. We will have a groundbreaking ceremony three weeks after or something like that. You'll all receive invitations to that. Give me a minute. We do have a food truck rodeo on June 22nd at the event center. There'll be live music, food trucks, Willow Bounds, so please come out and enjoy that. Looks to be a great day. Also want to just remind everybody in observance of Memorial Day that County offices will be closed Monday, May 27th. I did attend. I was lucky enough to be able to attend the municipal association meeting and did discuss in front of several of the towns and attendants. The animal control in our local agreement that we have discussed many times. I did want to let you know that I was moving forward with that and having different discussions with the members of the talent. There's also a meeting this Thursday with the managers in which I intend to have the same discussion with the Animal Control and local agreement. Any questions on that? The last thing I have for you is the budget. I do want to present you with the physical year 2025 recommended budget. This is by function. They will be more detailed information to follow, but I wanted to give you the overall budget by functions and you have both expenses and revenues. I will tell you that both expenses and revenues come to the 2025 recommended budget comes $3,797,427.72 and I would like to thank our finance department and specifically Chelsea our finance director for all the hard work that she's put into this and I get this to this point she's done a tremendous job.
