I don there and Michael Rampy talked about current needs and future needs that we're now about. Well, my colleague talked about how every so many years we usually go off with all that kind of stuff and we're trying to come to some of that. Well, we're not taking that out because we're not expanding the capacity. So we needed to look at a way that we would use to justify for all these needs and then comprehensive plans. So just start with that. We worked with Hamline Associates and they already set in their plans and decided that they decided that we wanted to say where we are now. In the front budget that we adopted, that we're offering out of, we have a rain structure that's inside water at 1377, as a minimum bill on 2 or 1684, that's for $150,000, that's a minimum bill of $30,000, $16,000. And then we have a consumption figure of $2.63, so $1.3, about that $100. That's where we are now and that is supporting our current operations. When you look at where we are, we're here to a similar city, secure a good position, Ashboro and Salisbury and Thomasville are similar sonuses that they have similar economies to their good comparison cities. Ashboro, if you just look at it, 4,000 gallons, like when the 34 cubic feet Ashboro is $24, just a little large. And $50,000 for all is for sure. Of course, everything inside city runs at 6$ and so you're really looking at the $51 big-year part, everything inside City, but that's its water and sewer. So you're really looking at the $51 big-year part in size City, but that's not. How is that compared to our neighboring city? The sales bonus is $52 and Thomas did a $62. So we're actually looking really good when people think you got our rates. Our rates are very reasonable and in comparison to the case we're in cities. But we are a water and soup of this enterprise fund which means that water and soup are the revenue generation. We're trying to come to support the operations. We don't have to benefit of taxes or the ability to let these taxes in order to try to support those operations. In the budget we adopted this year, we've got $6.9 million in water revenue that we're expecting. 5.2 budget is for sure. And then we've got some other categories. So the 6.9 and 5.2 are very important figures. Another thing is in this budget is $2.1 million for financing. The more you talk to, the better Michael talk about the nightbook service and the filter up there to address your covers and million dollars and filter up 30s and 70 and 57 thousand dollars. That is part of that $2.1 million that we adopted this budget last year. We're planning on paying for it out of police proceeds instead of taking it a fund balance. No one's it. We had some large, terrible projects coming down the line and we wanted to save our fund balance. The fund balance is really the best term when you're talking about a enterprise fund. The fund balance of the general fund term that is for savings account, or the money that we have on hand, is for our operations. But now, after bringing in capital and associates to look at helping us develop a comprehensive capital improvements plan, we are back away from the part of us. And right now is the time I be going to LGC. I couldn't go in the end of the year because I didn't have an audit. After October, they were fired and you have the audited plan in just statements before you can bring anything to them. I just got the audited plan in just statements which are actually all in front of you guys. Side passage. Take this home and bring them back if it's possible. You know, I don't know who's good, you know. That's where you can take it home and study it and then see if presents his poor at the next console and you'll be able to attend the practice and then the voucher and check. But we will, I will come to you later, Councilmember. Not this next Councilmember, but probably the one after that, with the work of us to change our funding, so that we are actually going to pay for the improvements. All of our savings right now, and put off doing the financing, CREAL GC, because it possessive, comprehensive labor intensive process to go through that application. It is excessive, and I didn't want to go to, this year with one project, go to a next year with another project. This year doesn't, our application doesn't reflect the work that has on the stomach, and it has a cabinet project, a list which has been valid, it about as much as the whole work hopefully, to give a different perspective. This is a picture, and you've seen this before, this is a picture of all of their different other ones, departments. You can see in the big orange, you can see that it is wastewater treatment plant. That's just the plant operation expenses. And then you've got the second biggest pie is the water treatment plant, right, expenses. So it's very expensive operation, but of course all of these departments have a component in our water and single costs of operation. This is just the dollar figures that match that that pie, I'm not going to throw in to throw all this numbers. That's big numbers. When you look at our operation, both water and sewer you saw earlier that I showed you 6.9 million dollars coming from the water, from our water revenue. That's based on the water rate. But 5.2 from the sewer reddening. Our sewer rate is a little bit higher than our water rate is that our sewer consumption, because we've got industries who have reduction meters in price, we don't bill. Our sewer consumption is not the same as what our water consumption is, especially in the industry area. And then also you have water revenue from outside city limits. It also is in this sector, in the $6.98. When you take that pie that I just showed you and all those different departments, you break them down into what they're actually trying to do, the water expensive. Our cost for all water operation is about $5.6 million in our budget. Our cost for our sewer operation is $9.6. Look, that $9.6 is our sewer cost of operation and water bring in $5.2 million in revenue to cover that. Our revenue generated from water is paying for our sewer. And we've known that, and we've been taking small steps to try and slowly work close that gap, but it isn't being backed to close. And with Kavanaugh's help, we are going to, we've been trying to do it for our right structure, and we've just known that that's the way our system is. Kastanovic is going to be presenting the proposal that's going to be a little bit more comprehensive than what we have done. We're also next to what Michael was doing earlier, a lot more of that cost of work, when it rains in the 36th grade twine, as 19th, 18th, 19th, 19th, 19th, and so on. Great reason. And we've been waiting for it. It's not a market of use yet. We're taking a whole lot of rain water. We are. And I have a chance to place trade on process. So, if we brought in head head on associates in October 2013, this is an NGO that I believe is a contract written into trying to help us come up with a comprehensive plan that will consider the economic development and you didn't want to be looking at help us focus and plan for that and also help make the needs that Michael has communicated to you. And they have prepared a 10-year water to a rate model. To start out, and before they, they started doing this model, they had it all grouped and my fault and my fault and myself and John, we sat down and we kind of talked about the basis and the things that were important to consider when we were developing this. And we looked at 10-year-old families which we have to take for, we don't have to do much of it, we're going to have to do a lot of that stuff. Capital improvements to sustain efficient operation of water and sewer system but also provide them that can assist to facilitate economic development. Water and sewer capacity are one of Ashboro's strongest assets for economic development and job creation. As Michael communicated, we've got huge capacity and very little demand in Paris and to that. So we need to bring in customers that are using water and stuff. And had the cat will accruement plan needs plus normal operating cost escalation required. Rates be reviewed regularly and adjusted. Now we did have cat and all come in few years back into a smaller study for us in which it helped us, a lot of it, and start getting on this line of equalizing those rates. I think at that time, we equalized the residential and the commercial. They were separate at that time. And then we started breaking out the sewer as a higher cost than the water to start addressing this issue. Kevin Hennon says, see, it's Will Dernigan, who is over there. Tor Eweiner, who's over there. Tor Ranger, who's over there. And Rachel Harris, who was not able to be in the best tonight, are the three people that we've been working with on this project. They've had a ton of time with this. And the paperwork that you is in front of you, that you haven't gone through yet. You've got some big sheets with a lot of yellow. That is Michael's half-a-lot-lite projects laid out. You can see the heated dollar fingers there. And then you've got some wraps that will as well be presenting. I have these slides, and while I was searching out, I'm just going to quickly put through them. Key objectives, strategy for shooting, the objectives, rate models, and working on the sewer subsidy issue. Those are all in your handouts, and this is on tabinals, great study policy statement that's going to be in the great setting set. I'm not going to go over these right now because this is really what I was going to talk about that I tried to month in there for you seeing how the reference as he's talking through it now. And I'm actually going to think that I will use these at the starting point. So the value of the slides. So with that, I'll just try to figure out if there's a weapon or weapon. I'll take three. We have set the context of what we're going to do. We're going to do this in a year. We're in a lot of the decision-making. So, my point is that we might pull up the time. In essence, in a daily mission, we had a call at our public care company meeting where we used. Before we get into doing any type of detail analysis, it's very important to establish what the big picture gets on, what I like about Qjects. And these are the things that really guide a lot of the decision making to an axis. So those QJX's and what I'm looking to state those here, first and foremost obviously paying for these capital improvements that are needed over the next 10 years. And nobody's mentioned the price that is that is about $2500 for water and sewer. That's 10 years of capital needs, but if you're in here. So providing cost coverage for that as well as normal operations. And we get nothing that you mentioned on this slide here. The CIP needs plus normal cost escalation. This is just cost inflation that occurs as a function of normal costs. Those both dictate that the rates are evaluated and we can't just take those. The biggest value that I'm anticipating is you don't give yourself a typical free. You have to do a drastic, great increase in the cash and the Michael railroad. I think that's going to be one of five percent. That was just, you know, how are you going to keep this control in cash and emergency? I mean, we're going to keep it all, we like how to keep it. So this, that's really the strategy behind taking the senior athlete, which you're looking at. You know you've got these capital needs. You put a total work into qualifying what they are and even prioritize when they need that. So this allows us to look at how do we put ourselves in position where there's any responsibility. The second key objective is to improve what I call revenue stability. And you can think of this as how well do our fixed revenues cover our fixed costs. You have some costs that go up and down depending on how much water you're going to spend. But most of your costs are over here. the number 40 unit and so on. Most of you across the other unit, and Michael mentioned the slide where those costs for get 1000 gallons produced has shown it up to 10, and the reason that you got my earlier, whether you make a lot of water or a little bit of water, you got to see if fixed costs exist. So the question that we face is how well did your fixed revenues come to that? And those fixed revenues are parts of the revenue, parts of the revenue coming from your customer base, no depend on consumption. And those would be the fixed part of the business, the base charge. The base charge is over, but they're not operating the charge. So, looking at that, across the board, utilities across America, this is in-chance. They're reading this much fixed revenue demand, this is in-champage. They drain it this much, this much redness of the band, this much this is fixed and fixed. In fact, I've never worked with utility where they cover all of their fixed extents. To some degree, every utility relies on consumption based revenue to pay the rent. But as you guys have experienced in 2004, when you have the biggest user lead, you feel the pain of that because you were very reliant on that consumption rate. That's the point of that key objective. We didn't want to speak to the notion of affordability. That's what this third public loan speaks to, minimizing the impact to the base rate. We've got a lot of effects that are on minimum bill scenario and looking at not necessarily leveraging a lot of bugs that are on middle of a bill scenario and looking at not necessarily leveraging a lot of burden to any rate increases on those base customers. And then as we talked about log dev team this up nicely, subsidizing the server. So this, I'll tell you right now, this is not going to get solved in a 10 year picture. But the objective is to close the gap. The objective is to close the gap Decepticist close again. It's a pretty healthy subsidy that's occurring to more than a year. The objective is to close again. So those are defined as more key objectives. In looking at designing a rate scenario for the next 10 years, often you're faced with questions where you have competing interests. We could just raise rates pay for all the capital projects but then you've got no issue or work done. You could just borrow a bunch of money but then you've got the issue of taking all of something you get service payments that your operating ratios get below what you'll see the amount you do. So you got a lot of competing interests and so that's why it's important to define these key objectives. If you face that tough question, you've got to have this, these are your guiding principles that's it. So the strategy for cheating these, and after this slide, after one more slide, I'm going to go ahead and show you the right model and this is a print-ups that you have in front of you. So we'll move through that pretty quickly, but I want to set this up when we're approaching this. The overall strategy, you essentially have three tools in your toolbox to pay for this $25 million of capital need over the next 10 years. You can raise rates, you can use cash you already have in savings, or you can take on new debt. New debt search from borrowing. And the strategy here is to take a balanced approach that leverage is all three. It is irresponsible to only use one. I say it responsible. It's not even feasible to only use one. If you were to rate rates to cover $25 million, a letter that goes about $25 million to need needs that would bring your water bills to your point that it would house out around the four bills. If you were going to borrow all the money, your debt service payments would be, your new mortgage payments would be so big that you would be in the rent, every year. And so if you were to use the cash in the bank, you don't have any cash to that, you don't have $25 million in the bank. So it's got a good balance to preach here that really, that's why I was distracted, strike that balance. Point number two actually keeps today leveraging that fund balance. You have a fairly healthy, and then you will probably say, it's a count, not a fund balance but a savings account. It's a preserve. It's a reserve, yes, basically. So you do have a healthy, about nine months of operating hash on a hand. And so we're able to leverage that in a balanced approach with taking on some new debt and raising rates of sum to achieve it. But we want to be careful that we don't just put your reserves below a responsible map. And that's responsible threshold a threshold about three months, a three months cash on hand or 25% to cut your operating cash. And then this last one, again, these are strategies as our presence, say how do we come up with this scenario is we want to weigh the rate increases that do look at doing more of a consumption or a little more of a consumption charge, a little more of consumption charge than the base charge reducing the impact on those minimal users. So, and as we go through this, we're going to look at what some example builds look like for those minimal users and for those mid-level commercial users and then for your top 10 users. So we'll give some real-world examples of what this means. This last one, I'll set this up now, we'll come back to it. But we've got two essentially two recommended or two scenarios that we're going to look at tonight. One is achieving a rate increases evenly every year. And the second is staggering and doing those rate increases every other year. And I set this up as the one you put forth as the recommended scenario is to do an annually. And it's for the reasons. It's the most bite-sized way to do it. It's a little far away just before you do it when maybe you really do well. I smile at Harry on my other grill. Harry's like that. every cycle way very good very good I knew that question but I spent three years and then it's written. Oh, it's written. What in essence the reason that we recommend an angel, even angel, adjustments is the way to get the verses and anything other than that, is it smooths it out it makes it the most bite-sized piece is that has the least shockwave if you will in your customer base but also this last bullet is called elasticity and that's the notion of when you raise prices on something people file less of right so if there is a drastic rate things people will all of a sudden look at their lawyer usage and likely the result will be of any use last month. And this is in the resident community, this is in commercial accounts, they're really going to start this last year. So if a male goes up to $12 a gallon, he will buy less than $1,000. Right now, to the council. They all have lots and lots of customers who work here on all of the cell groups. One half and back, the two thousand four droughts and everybody good. The restrictions on the plan through the council, what happened? All the manufacturers, that question a big question. They took that as an opportunity to evaluate the efficiency of their water consumption. And what amount of it was an annual? Exeter. An annual, annual, and water consumption. So we don't want to necessarily say that we're not against conservation of water. Responsible use of water. But in Ashburton, one of your greatest assets is asset. So we, the annual, the annual, the annual, the annual. Well, yeah, I I mean we want to be responsible but silly less water is not that's not necessarily the difficulty to do that folks are going to find their own way, their own path to be efficient and building a better, to take more efficientxtures and all those things are going to happen on the agenda. But if you raise rates by 25% you can expect that a lot of your customers will look at their consumption and be specifically looking for ways to use less water. And so you're basically going up to figure consumption is going down and say there's going to be less colonissue. So when you do those rate changes each year versus staggered, it minimizes the last-tissue. That's the strategy. It will make it a little easier, it'll make easier and quicker. Don't be early for a second. I'm going to pull up the model and I'm going to have to model in the next same year. I'm going to get some more for this. There's things that we need to do. We're going to do a water row there. We're going to send a big net over the picture. Now it's worth doing it. I'm going to send it back to the other side. I'm going to send it. What I said was that. I don't think you're good with me. Yeah. It's a good list. Yeah. It's a good list. I'll tell you your question. Overall, people, I'd say you guys are definitely out there. When we came in, we both got to sit down for this, this, this, uh, tinger look. Got to pass. I was looking at a pretty firm grass when you're seeing your cattle needs. My nest, that's really, I'm just going to get in all the mess. I would say, my understanding is you have not made a law of rate changes over the years. And that's where I would say you probably are in the middle. My law books are in that year where the numbers of different changes and really rate, rate increase or in the middle. My law books are in that year where they're not just doing my changes. It really makes a great, rate-grating phrase that could be regularly evaluated and false to that end. I think the changes, like I said, have a means or have a breadth and then false escalations there, which is something that needs to be or visit very quickly. But overall, I think when we were here in 2010, somewhere around there, at work with the guys looking at preliminary, the number of rates as well as four fish and sea gins with the ball, swim in the system. I think that's definitely had a very strong team on it. I remember it, it makes sense out that you're longevity. You're stat one, longevity. Now, is it your mom? You know, he's going to lose your staff one day at a time. You had your days of staff time. You've been here for a couple of years. That's a 20-year set. So one moment three is pretty quick. And you stop and start with me as it's appropriate. But this is a... I think you have to do that by 17 pronounced, I'm not going to read this, but this is a look, this is the detail looking when you turn your panel out, it includes and the blue is water, the green is sewer, and these are in essence, Michael Wolfe, who is a photo of the narrative on a lot of those creative projects, and this is basically some small projects in world, just to share with you this. It's a pretty detailed look at what these leads are. So setting up those needs, really and looking at the prioritization of when these happen. Some things may happen in the first two to three years. Some things may happen, middle way. Some things may work, so it make some layer part of the tin here. So I want a graphical basis. You can see here, this is the crannity hat, but how do your capital needs spread out over 10 years? The red bar is your total. And the green is the blue is the water and green is the blue. So you can kind of see it, it fluctuates from here to here. You've got a little more water needs than this cap. Here's another way to look at the same thing. Just a different way to look at the same grass and water and sewer. Again, that's a 25-year cap. That was here in $20.00-$90. Cap will outplay over the next two years. So how do we get there? Strategy me savage was taking a balance approach. You know how they some rate increases, some leverage of debt, some use of the cash that we had in the back. And so here's what that looks like on a big picture basis. I don't know if that looked good. big picture bases. So you red line of intersacings account. Your black line is your operating account. So each year how much net positive actually you have for drop rate. The blue and the green are your water and sewer operating itself, so combine and make the total operating. So this gives a pretty good representation of the subsidy that Debbie was talking about. The sewer is in the red, the water is in the black, and combined, and you're in the positive. So this is the recommended rate scenario showing uniform increases over the next 10 years. On the base, 1% on the base for water, 2% on the base for sewer. 2% on the consumption charge of a use charge for water and 5% on the use charge for sewer. So the two versus five are there in, it's where we are trying to close that gap a little bit on the sewer subsidy. What you see happen there, that's the zero line, what you see happen. The sewer right now, your sewer is pretty healthy, it's in the rent pretty, pretty couple of $2 million. Over the course of time that gets up, not quite as severe it does go back down and really with the biggest drivers there are what sort of new deserts do you think of. And what happens in year three or in the third floor is you have a load of this, a load of your super project, what ex-fire systems, and then there's some new death service taken on. But we also approached the same said, soon as already over every year we don't really want to take on death service unless we have to. So we kind of minimize the need of death service on the sewer. There is a little bit, but new death service was slated more towards water, which is more saltant. That's the 10 year, that's the 10 year I've lived to in the right minutes here. That's a good one. It's really good picture of why we don't have to. It's not going to be a deal in parts. I don't know. Water is one part of the sewer. We're good. We don't. We're not going to do it just on the commercial. And you get the urocycel of your people to do it. You don't have a super green, I want to do it. That's really the direction, my conclusion to these ahead is, I give you an example of maintenance staff. It doesn't go into your sets of skills to figure out a fixed problem. There's not super- problem with water pump expert. There's a pump expert. It says, water pressure is part of the fine sand. Water pressure are operating in. Really, as it has to work. It's a similar water, so I would say that it's been a great fright for me to be able to do all of that. It's been a great thing to very beneficial to the LHMI, for example, you know, you should be beneficial to the utility system for the whole city, and so. And this is what I'm talking about. You know, so. There's a long reaction of my question. I'll be right back. There's a, uh, there's a Delta balance that exists, between, I think I like happening, 25 million, and a Delta that exists, they got a lot of capital needs, 25 million capital needs. The dials that exist in using cash in the bank, that's this red one. So, every time you use cash for a project, red line goes down. Versus taking out a new debt service. It's a dial account. Every time you use a cash on hand, it helps you from not having to think on a new debt bank. So, your black line, your positive operating income is hit. So every time you do that, every time you do take on a new loan, it drops your operating income because now you've got another mortgage payment that you have satisfied each year. But it also helps you. So the black and the red line are the key. So what we've laid out here, this is the trough. It's a $3 million, $3 month's cash on hand, minimum reserve amount, and we can rep mint. But what you're essentially doing is you're leveraging your savings account to expose potential with a silvia response. What happens after is you still have a net positive income. Before you jump home, yeah. It's a red line that goes bad. It's not like we just spend lots of pages and put it in the system. That's right, it's the system. So we're in a long run, that maybe not two year long run. 40 year long run. We come back to plant that might think 30 times soon. Yeah, you can label it. You can use our assets for very long time. Yeah. We'll make a lot of money. We'll show you how we can pump the red one through the battery ringer to push for you to finish. Yeah, this was one of your good ridges in the recall. You know, you're going to use it. Yeah, but I remember, as I've got red line there, just wondering if you're interested in the energy-related projects. Your place to do it, Chianglin has a lot of development. That's the only true way. You do a pass-through profit. It's eight percent efficiency, and that's six percent efficiency. Yeah. Yeah, there's a lot of best-per-second read. And like, I'm here, you can see. The Digest recovers the million dollar project. That's a sewer project and here you can see where in the negative with the sewer, so we're looking at using what his model is reflecting to us is he's cashed paid for the sewer, don't increase your sewer costs any more. And that's why we backed away from the financing that we were saying we're going to do this here. And the trial fair, you have to be excited about that trial. The objective is that once you dip and hit that trial in your fingers, you'll call the minimum savings. You do have a mechanism, your net positive operating income, to rebuild that.
