I think last week we had, or last month, Brian Laird was here from the league, and of course they gave us the award for the injury prevention program and also the cutting back on vehicle accidents. And it's all getting there. And that was featured article in Southern City. Southern City. And everybody got a copy of it And it was a very interesting award. It was a great award. It shows you how the City of Asheboro is. I think by, I would love to say, stay in here and say next year, I would love to see all 12 departments win an award. The North Carolina Department of Labor is very interested in us because of our safety record. So I talked to Commissioner Barry and she is one pushing to go for the public sector. Item 5A subdivision case, issue B15-0-1, preliminary flat review for Old Town Village Phase 3. Thank you, Mayor. Just before I begin, if there's anyone who's planning to speak this evening on an agenda item and who's not otherwise identified in the agenda, please help the city clerk by clearly printing your name in the book here. That will help us to get your names spelled correctly in the minutes. So thank you for that. This is a preliminary plan approval request for Old Town Village Phase 3. The applicant is Carolina Bank, the owner of the property. The location of the requested phase of this subdivision that is at the terminus of Old Town Parkway, which has everyone noses off Old Lexington Road. A little bit different than the other phase of this project, or the previous phase of zoning out here is R15 low density residential, the phase that I think most folks identify is actually a conditional use R10 district. The area involved in the request this evening is just over six acres and you'll see on the plat that there is 12 acres of future development identified. I do have the plat here in the folder if anybody wants to take a close look. I have it in the presentation and we can zoom in on it, but if you'd like to see it, we can certainly look closely at the hard copy. There are five lots proposed in this phase of the development, the average lot size at just over 3,500 square feet, plus common area that would be dedicated to the Owners Association. The street extension of Old Town Parkway is approximately 135 feet and the street in a permanent cul-de-sac and the five lots would have frontage off of this new cul-de-sac. If you remember back in March, the special use permit for this phase of the project and sketch design, the first design, the first approval in our subdivision process was granted. It did include a variance from the ordinance's requirement for a small amount of recreation space specific to this phase. If you remember, phase two had an excess of recreational area, so the council did grant that request for a waiver from the recreation area in this phase. Unlike phase two, this phase is strictly single-family detached dwellings, so the five lots proposed would be single-family dwellings consistent with the single-family dwellings in phase two. Quickly look at the map here. The area identified in purple is what's covered by the special use permit and what will be known as phase three. The red rectangle are the proposed lots. The remaining area would be set aside in a common area. Note the flood plain identified on the screen. The lots are well above the regulated flood plain, so there should be no impact from a 100 year storm and no additional permanent requirements. The 12 acre residual is that area identified in green. There's potential for that to be developed, but there is a drainage crossing that would have to occur, so that's not included in the request at this point. See, topography is pretty challenging, and much of the property. The five lots are proposed in what we would do is the most buildable area of the property. This is a very dated photo, but you can see where this is in relation to the other developed. The good news is the county does have new aerial photographs of which we should be incorporating into our system here shortly. So hopefully next month you will see more current aerial photographs as opposed to five-year-old aerial footage. This is the plot that I do have hard copies on, but you can see the detail of the proposal. I'll note there are street trees proposed like there were in previous phases or phase two of the development. The sidewalk is shown that connects all the lots back to phase two of the development. By V, subterranean case, this you be 15-0-2. Sketch design review for new century industrial center. Mr. Noodle. Thank you, Mayor. This is a request for the first approval in our three-step process, which is a sketch design review for a new century industrial center. Applicant on this request is Larry McKenzie. The location of this property is off a new century drive and would include an extension of new century drive or from its current terminus down to Veterans Loop Road. Zoning on this property in Hentspites and Industrial Center title is I-2, which is industrial district, and includes access through Randolph County's property, which is actually zone I-1, a limited industrial district. And in total, there's 19 acres that are included in this request. Again, I do have card copies of the plat. I'll put them up on the screen here in a minute. There are an average of nine acres and included in each lot. The extension is approximately 1,770 linear feet that it would take to extend new century drive down to Veterans Loop Road. Importantly, this establishes two new industrial zone properties, which is good for economic development. But furthermore, it improves access to the interstate from veterans loop road, as you know, PEMCO could greatly benefit from that improved access. We've looked at the proximity to the future interchange on I-73, 74, it's less than a mile from that interchange on Highway 64 bypass. It is within the city's overlay district that covers the interstate. This gives you an idea of the general alignment that's proposed for the extension of new century drive, lot A and lot B, which is actually referred to as lot one and lot two on the submitted sketch design. But you can see how it bisex the property there. It sets two very buildable lots and makes them right for development. We already have utilities in the area, which is another attractive feature of this property. The product typography is shown on this map. We expect engineering to come in for this project next month, so we'll probably be back to you in June for preliminary flat review and approval, but we take a look at the grading proposal this plan and it is, as I said, going to set up two rather nice properties for development. It gives you an idea of why the bend in the extension is there to work around some of the county facilities, but otherwise is a pretty good run of an extension there. This plat is rather large, so it may take a second to advance on me. Of course, it always works during the practice version. See, we can get it advanced. So there's always a back of clean. Let me hand out the hard top to this. The bottom left-hand side is Pimp Cove. You can see that. You can see how that opens up all the crockys out in there too. Took the skill of an engineer to get it back up. Make note of that. Well we have reviewed, I'll let you take a look at those. We have reviewed the drawing as I said. We do have some minor notes that are included in your staff report. Essentially we'll just be looking for some greater detail, which isn't unusual on the preliminary plat for how service will be provided, especially to the lot on the eastern side of the street extension. Obviously, we'll look more closely at hydrant locations and things of that nature at the preliminary plat stage. In things of that nature at the preliminary platt stage, but otherwise the sketch designs in good shape. So what we have, thank you and we'll move on. Item 5D report from the Report of a War from North Carolina Housing Finance Agency for Inclusion in the 2015 urgent repair program. Thank you, Mayor. We're very pleased to announce that our application seeking $50,000 from the Housing Finance Agency to assist low-income homeowners with emergency repairs to keep them in their homes has been approved. We did include the award letter in your packet so you could see some more details on the program. We expect to be able to make repairs to at least six owner occupied homes over the next two years. We've already begun to complete the massive paperwork that's involved in any type of grant program. Code enforcement officer Ed Brown and I will travel to Raleigh in June to learn more about the do's and don'ts of the program, which probably spend all day there, I'm sure. Part of what we'll have to put together is a assistance and procurement policy to guide how we select applicants and solicit for applications as well as how we bid and award projects, because under the parameters of the program we will have to go through a competitive bidding project to select contractors for the repairs. We do envision the redevelopment commission plan of roll in both selecting applicants as well as helping us to select contractors and review the bids. Just a quick note which I put up on the screen to give the public an idea of the parameters of the program. These are homes that must be owner occupied and in the city limits. So no rental dwellings would be eligible for the program. They must be owner occupied. There is an income eligibility requirement and that is that the household income does not exceed 50% of the county median income for the household side. So there are, it is intended to go to a load of very low income residents. There must be a demonstrated special need. It's an elderly household, a large family with more than five members or a household with a child below the age of six with elevated blood-led levels. So there is money in this program to help remediate lead pain in things of that nature. Maximum amount under the program is $8,000 from the agency. We did propose a $5,000 local match which helped us to land the award, which means that we're looking at probably a maximum of $9,000 overall that we can put towards anyone dwelling. The assistance will be provided in the form of a loan that will, as I say, be used to pay for approved repairs at the city overseas so the money does not go to the homeowner. The city would hold it and bid the job and then pay the contractor once the repairs are completed. It is an unsecured interest-free loan, which is forgiven at a rate of $1,000 per year. So assuming we award $8,000 to a homeowner after eight years, with them staying in the home, that loan would be forgiven. The nice thing about this program also is the Housing Finance Agency has a much broader and bigger program and we're confident that we can successfully show a good stewardship of this money that we can probably hopefully get some more and be able to touch even more on property. So it's good news and we're excited to report them. Thank you for that report. Housing Finance is very active in our community. There were partners in the middle of the sunset place, and there are partners in the east side home. Right? Great. Yeah, and I'm sure there are knowledge of Ashboro and the work that we do here went a long way and us getting funding through this program. So, we win, win. Thank you, sir. Why are you standing there? You want to give us an update on the community workshops related to the land development plans? I sure will, I'll be brief. Let's see. In April, we did host two workshops to receive input on our pending updates of the city's land development plan that I've talked to you a few times already this year. Importantly in addition to talking about what we were doing at the staff level to update that plan, we did a lot of time for those who came out to discuss any matters that were important to them. And we ended up hearing a lot of input and discussion that went beyond even what we were doing in terms of land development and growth. We have summarized those comments and included those in your packets. There was a lot of good discussion at both those workshops. At the staff level, we view them as very successful. We had about 50 people come out and spend between two and three hours with us and more importantly, probably with their neighbors because a lot of the discussion that occurred was not just with staff, it was with one another at these workshops and people who didn't know each other had a chance to sit down and talk about issues that their neighborhoods were facing. We heard some consistency in terms of maintaining stability of residential neighborhoods and some concerns the folks have about trying to prevent commercial encroachment into established residential neighborhoods which is not surprising. They were good listening sessions for us. I think we've decided even when we conclude the land development plan update, probably after this summer, that we'd like to go back out and continue to have these type of sessions. We partnered with APD on a community watch event that they were having, which is a good forum for us to get out there with them. And see folks we went out there while I see and hear about what's going on in the community. Everything from street lights, which has nothing to do with the land development plan, to squeaky swings in a park that we can immediately take care of, you know, has nothing to do with the LDP, so the things that we can report back and hopefully get fixed for folks. So, there are good sessions and we appreciate it folks coming out. Any questions? I heard from several presidents who are happy about the way that we are choosing to do that. We really appreciate the information and process. Appreciate that. I think there are more police that we went into their neighborhood instead of being here at St. Hall or somewhere, or at the sunset theater or whatever. We'll request with supporting information in the following county council actions item 7a awarded a contract to the most responsive responsible bidder on the water treatment plant filter replacement project. Good evening mayor members of the council. I hope you will allow me to give you a brief history of this project so you can see where we've come from and where we are now and to share where we're proceeding with this project. This project was a really rigidly bid last year as a portion of the plant in South Plant Filter Project. As a portion of the plant in South Plant filter project we received the bids on June 12, 2014 I came to you at the July meeting and recommended you reject those bids For the fact that there was a way ever budget and we had allocated and additional funds from this fiscal year to add to that To complete the project so we went back and just lumped it all into one project to bid one project to replace the filters and had the air scour for the entire plant in one project. A little more history. In that project, the specifications for the filter media and air scour system were pretty tied around one particular filter company. We decided it was recommended that we open up the specifications a little bit to bring a little competition into the bids and you can see from these numbers that we really benefited from that. So where we are is with the funds budget last year to the funds out of this year, the budget is $1,250, $1,250,000. After we established the budget, the wooden company, our consultant engineer looked at this project and said we could possibly get some dinner funding for the energy savings that would be a green project. So we did apply for funding along from division of water infrastructure as the new organization that handles the funding for dinner. They did award a zero percent interest loan and we brought that to you before. For up to $2,282,070. And that was the engineers' estimate of the time way back when we were making the application. So that's why that number is there. Come to now, we have bit the project out for BIDS. We have received BIDS. We received the BIDS in April, April the 16th. There were six companies that bid. And with this project, we went from one filter company, which was Roberts Filter. It opened it up, and there were three that were bid-owned by various contractors. The apparent load bidder is Warton Smith, Incorporated, $962,176. They're out of Charlotte. Well, that's their local office. They're a Florida company. The high bid was a little over $1.5 million. So it was a wide range and those numbers are reflected in who the filter supplier is. This is a prior for the low bid is severant rent and they really didn't know much about them until they showed up at the pre-bid meeting and introduced themselves. So they got into the game late, but they made a good offer. So with that bit, the base bit is $826,500. We have three alternate ad bits for this to allow for some unknowns. When we get all the filter media removed, we don't know what the filter bottoms are going to look like. Our operation shows that there's nothing wrong with them because we see no media leaving. It's not escaping the filter, so we think they're good, but you never know until you get down there. So we put these alternates in there to give us some lead way in repairing anything down there if we need to. So there's a line item, the filter bottoms for the North Planets Outlander Difference we had separate line items for each of those. That's two of the alternate ads. The third alternate ad is to repaint the filter rooms. Those rooms were painted in the 70s. The paint in those rooms doesn't meet regulations today. They are very rough looking and this is where our drinking water is. So we really need to include fixing that in this project and that's included in the final bit. So with the total project calls and professional services, the amount we would send to DWI for construction, contingency and professional services is $1,2009,000 in 71 cents. I mean, let me fix that number again. $1,2009,171. That is $47,000 under our budget, so we're doing pretty well, and that is still going to be from the interest-free loan. With the opening up of the specs to allow different vendors. We got lots of concerns. We had to ask, answer a lot of questions from different contractors and different vendors. Those have been addressed. So we feel that we're getting a responsive bid from the low bidder. They've complied with all the questions we've asked. With that, I'll answer any questions. With that, I'll answer any questions. Does your painting a dent addition involve any remediation? Yes, it does. That would be the spec required abatement. Okay. If there are any more questions, staff recommends the Council award the Waterfield to Replaint Replacement Project to Warden Smith Incorporated for $962,000, $176, contingent on approval of the LGC. I understand there are a lot of hoops that we'll have to go through. There's letters to be sent to the general assembly. We have to get LGC approval for funding. So there will be hoops to go through, but we would like for you to allow us to award the contract as is so we can proceed. This is all part of our plan. We'll hear it. It detects a lot to go back around to get all that picked up. And clearly, we've got people with a better system than I've loved your efforts for going that extra mile to do that. Thank you. Okay. This is a very technical presentation, so I'm going to skip the technical items. The equipment we're looking to replace at the notification pump station is 29 years old. It is very outdated. It's seen a lot of wear and tear. It was in the building that had the leaky roof so it's seen some damage. Long story short to replace that equipment, most everything in the plant is tied together through the SCADA system, through the cable network we have through the plant. And it's all tied, so there's going to be variations of fixing everything to tie it all together. We were starting with replacing the BFDs and putting a new PLC at that station to talk to the PLC at the Skated Computer. Skated Computer runs the plant. The PLC at the Skated Computer, the technology isn't supported anymore. We cannot make it talk to the computer. I mean, it's just for the analog. I'm lost too. But their PLCs are programmable logic controllers. They communicate from a piece of equipment. They take a signal from the piece of equipment, transfer it to computer code, send it down a line, another PLC at our computer, retrieves that, turns it back in, turns it into computer data that goes into this case system that we can read and operate the planet. Is that an explanation? That's more than I needed that. Okay. When does that of my support and no more footage trying to tell you? Yes. It's a bottom line that's really clear for pretty high-pitched monster ejectum. Okay. Yes. To explain that, we couldn't just replace one thing. We could replace that one thing, but we'd have to adjust everything else to make it work. So we went with the idea of the engineer, came up with the idea of just replacing all the PLC's and the plant and tied together. His estimate was $380,000 for $400,000 budget. So his estimate was under the budget number. The bid came back. The low bid was $491,500. Of course, that's well over budget. The Bids came back. The low bid was $491,500. Of course, that's well ever budget. This price concern us, we did talk to all the contractors. And what we learned is they're all good people. They've got a lot of work. They didn't need the job. They were all going to have to hire more employers or employees or work every time to do the job. That's why the business was so high. So we are reevaluating how we want to do this. We're probably going to open it up. This was tight to 80% of the job was computer programming. There wasn't a lot of equipment involved. It was mostly programming to tie everything together. So we had specified the programmers, the integrators, we wanted to do the work. So we're probably going to loosen up the specifications for that and re-bid it. So let me step back. I'm just going to briefly go over a few things that were completed. Through the course of the year we held quarterly meetings for July, October, January and April and during those quarterly meetings we also have quarterly safety committee meetings for the airport and we discuss the status of the FBO operations. My slides are not here. So I'll just go. We discussed the status of the FBO operations. Currently, you know that Karen McGraw is the FBO operator. Everything seems to be going great as far as her she's concerned with rentals, hanger rentals and everything like that. We also reviewed the status of the museum and their activities, including the fly-in and other activities that the museum does. We reviewed and discussed possible marketing strategies for the Asheville Regional Airport. I think that's something that's kind of how on their list, the airport authority wants to really try to market the airport and get some more interest over the next few years. We also monitored the approach to airport run away 21, the clearing which was paid for with the federal grants, non-primary entitlement grants. They were in 2013 they actually changed the approach and we had to do some extra clearing. We are now in compliance and we're going to be requesting reevaluation of our approach. We also monitored the hangar site prep and taxing and grading for the new proposed road coming in off of Toth Hill Farm. And the runway marking project was completed this year as well. We received funding from the Division of Aviation for complete runway rehabilitation with a surface coat and new new markings. We also discussed the progress of possible new proposed new terminal building with a remodel for the existing building. And as well as the annual transportation improvement program tip. And let's see. I believe that's about it. In my slides, which are not here, we were able to budget an additional $35,000 for the remodel of the existing terminal building and this would be a complete upfit, new sheet rock, insulation, wiring, flooring, plumbing, yes sir. To make it work to our advantage until the new terminal building or the proposed new terminal building is built. Just came from a meeting with the terminal building committee. We are very excited and hopefully within the next few months we'll be able to bring something tentative to you on the new Terminal Building as well. I think that's about it. Therefore, it carries the same weight. And this vacancy appointment will feel the entire remaining term that Mr. Hunter served. So this deployment of this person will go to December of 17. December of 17. Now the council, how they counsel the drivers who that person to be is entirely within their authority. They can have open call and have letter sent to the clerk or to the mayor. They can simply nominate names. It's entirely under their control. The general statute is pretty clear that this is a council item. And that's pretty much other than you have to appoint someone. So I'll have to put it out. The pertinence of the council's accent to give us guidance. Well, we have in the past just appointed. We've considered taking applications. We have various options. And I don't think at this point we have any definite idea of which way to proceed. But if the council has any interest in discussing this we'll go ahead. Mr. Mayor. I'm careful consideration. I'm comfortable in proceeding at this time with an nomination to nominate a long time city advocate and a person that certainly certainly no stranger to these meetings that I think would serve our common interests very well due to her long time example of service.
