The first item on our agenda tonight will be a recognition of Todd DeHaven, Detective and the Police Department Officer here. Chief. Sir, my name I'm Councilor. Not all recognize one of our authors, Todd D. Hagman has been with us since 1995. And each year we recognize an officer that is far above in works hard and very diligent what he does. So when all the names came up from the teams, what names stood out from the teams, what names stood out to the whole administrative staff, and that was Todd D. A. So Todd, what you're coming up here in might be going on. Todd is one of those guys I've actually supervised before. I've worked with him a Saturday before, and one of those guys were, you know, I have to supervise. He does his job, he does it diligently and professional, and he's just an awesome officer. We just oversee and look after the application process, but these guys this year we had a tie and it's an honor and I'm just proud to be a part of the association but if you hear these guys you would understand why they received this award. This time I'd like to recognize Brandon Herley. He's a firefighter too. He does a wonderful job for us and we appreciate everything you do. Thank you. Like the slate of zone hearing on application to reach zone property located at 609 and 617. Thank you for those who are planning to speak this evening on an agenda item. I mean, you're not otherwise identified on the agenda. If you would print your name in this logbook at the podium, that'll help to clerk to accurately reflect your name in the minutes. But this case this evening does involve a request of Resignant Property to a General Use District, so therefore legislative act of the council, no requirement for sworn testimony this evening. As the mayor said, this is a request by Richard Stockner, property owner to request two properties identified as 609 and 617 North Carolina Highway 42 North from the current ONI, which is an office of institutional designation to R10, which is a city, medium, density, residential district. There are three parcel numbers involved in the request. It's 1.66 acres in size. Currently there are two single family residential dwellings on the property. A little note, those homes are considered legal nonconforming due to the current office and institutional designation of the property. And I think that's primarily what's driving the request here this evening. If you look at the overview map of the property and I think that's primarily what's driving the request here this evening. If you look at the overview map of the areas, is that the intersection of highway 42 North and East Salisbury Street, cross from Toronto Park, we zoom in a little closer and get a better feel for what the surrounding development patterns and surrounding zoning, you'll see that surrounding residential zoning is R10, which is what the request is to go back to. This will look, I think, familiar to those of you who've been on the council for a while. There was some history back in 2014. It was a request to rezone to OAS6, which was denied, and then a follow-up request to rezone to ONI instead of the OASix and that was approved on the Web Council. This request is to take it back to the original designation which was our 10. Nothing really noteworthy about the majority of the property. As you look at the topographic map, the aerial map shows you an idea of where where we are. These are photos I were taken on November 24th. This is looking at 609. Highway 42 North. This is a subject property 617 Highway 42 North. This is our view looking away from East Salisbury Street towards Dublin Road. And this is looking west along East Salisbury Street back in Georgetown. And so view at the intersection looking east at that intersection. I pointed out the current use of the properties is legal non-conforming. That does have an effect on the owner's ability to expand. And oftentimes when you get into the financing situations, the lenders have some concerns if it's a legal, even if it's a legal non-conforming designation. We did go ahead and update the city's land use plan back in October. We do believe that this area is going to transition to offices as time goes on. But this return back to our 10 doesn't really hinder that what we think will be the long-term transition out there. So overall, we looked at the land use plan. Well, it's got an office and institutional designation recommendation for proposed land use. I think that's several years down the road for no harm in taking this back to our 10 overall or supportive of the request and I think the land development plan is as well. We recognize that this preserves existing residential neighborhood which is a goal of the LDP and this residential zoning can be served as a transitional zoning as time goes on and the properties redevelop out there. So therefore we believe it's still consistent with the LDP and it's going to permit a more reasonable use of property in the short term and therefore recommend approval. I'll note that the plan of board saw this last month and also recommended that it be approved this evening. So Mr. Gallagmor is here this evening. Mr. Mayor Council thanks for the opportunity. I wouldn't really share how to go about doing it this direction. I'm not always going the other way. Frankly, this market probably will emerge at some point. It hasn't. It's residential. It's going to stay residential most likely for a while. And it's in the best interest, I think, of both the neighborhood and the owner to put it back. It is a tentative use of residential. And after looking at the market and what we can expect moving forward, I think it makes the most sense for everyone concerned. Any questions? Questions? I will do this again, not this direction. Item 7B, discussion of enhanced partnership between the fire department and the community development and the vision of the Dr fire department and the community development division that's in the Garth to assist fire cover inspection program and free incident planning to do just for all. Thank you, Mayor. I'm gonna move out from the day I sent you to make it a little easier for me to see from up here and talk directly to you. With the retirement of Mike Jones, we have an opportunity to promote our other two fire inspectors, Tony Fruitt and Bill Barton. We have an opportunity for our racking file fire fighters, most of some one shift you saw here tonight to begin to do pre-planning and level one inspections as they go into businesses. So we got a real opportunity to further our teamwork and our partnership to better utilize available resources and expertise to enhance fire protection and suppression services provided by the city, expand the coordination and communication between the fire department and the fire bureau, the prevention bureau which is housing the community development division. Now remember we moved it up here several years ago so we'd have one stop shopping. So when a developer or builder they come here they get their zone in their building in their fire inspection fire check all at one time. The plans aren't floating around town when they're trying to find each other and we're able to provide pretty quick turnaround on plan review and all that. And it also gives them the mechanism for our entry level firefighters to get their level once or typically to do inspections and we do a lot of pre-planning. So Chief Wright's firefighters need to be able to get in buildings and see what's there before it's dark and smoky. So this is a really good opportunity for that. I'm going to have a backspace. Sorry. We got 13 people in the fire department that have level one inspections. I expect we'll be training them up to get level two and level three inspections as we go further down the office through this process. There will be conducting those inspections. And I think we counted about 1,600 level 1 inspections. Something? Something. Something to that. In town, our fire prevention bureau, that's Tony Pruitt and Bill Barton. I think all you know Tony and Bill. That will form the inspections of occupants for level two and level three those are going to be the high intensity occupancies and they already have those level two and level three certifications and they can do more incident planning in those larger facilities. What we're trying to do is use our best resources and merge them all together. Fire prevention will continue to investigate referred fires for calls and concert with AFD. Tony Fruitt, most of you know a couple of years ago went through BLET and it's both sworn as a police officer and a firefighter here. And so he can do criminal investigations. That really makes a difference not only with the determination of an arson, but as well as the investigation part, which is going to be interrogation, arrest, evidence gathering, evidence preparation, all those type things. So then Bill Barton, who most of you know will be as appointed the deputy chief fire inspector and will achieve the fire inspector's investigative duties. Chief Wright will oversee all investigations led by his staff. Now his staff is the primary on the scene. They will make an initial estimate if there needs to be a fire investigation. I think we may have just a couple of those a year. Most of our fires are accidental. We run by the way just, it's a pocket number about 25 to 2700 calls a year. And it's not our any that they just, you know, almost every council meeting they come by. I pick on chief right, say they do that on purpose, but. I feel a little bit like, if they can't come out here, because I'm a lady, you can come out. Yeah. Actually, we're going to a ramp at West Nixby in Holland. Yeah. And the auto extensor, one of the big things we do. Also, we want to strengthen our public education. As you know, we do lots of more time to do that. We're going to have a lot of more time to do that. We're going to have a lot of more time to do that. We're going to have a lot of more time to do that. We're going to have a lot of more time to do that. We're going to have a lot of more time to do that. We're going to have a lot of not going to be good. And that includes fire drills, emergency plans as well as fire hazards. And the benefits of this partnership it allows AFD personnel to become more familiar with occupancies. Now that you would, that's buildings in our term, what they call occupancies they need to respond to in the future. It uses the skill sets of both our fire department and our fire prevention personnel and provides cross training. Now the great thing about our fire personnel is every firefighter hired by the City of Ashbrows already EMT1 because we're in the first responder program. So we actually have firefighters at EMT2, some of them are paramedics, so we have a ability to do a lot. Also we're fully staffed in the fire department now with our hiring recent hires. We have, we're running a squad truck, which is like a rescue truck. And then pretty soon when our aerial gets here, you know, the one we approved a little while ago, the used one, the max was here. I think that was in November. Then we'll be getting that online. So we'll be fully online and ready to go. I can't say enough about the firefighters and the work they do. It can be, I've said this many times before, it can be sheer moments of boredom followed by sheer moments of terror. So you've been there. Yep. So that's what we're going to do. So what will the average person see? What will the average person notice? There'll be very little change. The majority of occupancies required to hire fire code inspections. We'll see AFD personnel conduct initial inspections instead of fire provision staff. But a lot of times we're in there anyway. A more public education and maintenance are improvement of the city fire department rating. Now you know we're a four, fire department rating, a four, and we're working on a three. This is part of that process as two. So on a Friday, January the 15th, next Friday, I will appoint Tony Fruitt as chief fire inspector and Bill Barton as deputy chief fire inspector. The mayor will issue the oath at 2 o'clock. You're all in body. We're excited about this partnership. I think it's a great use of resources and a great way to move our education forward. I would add to that too, originally, you know, when our fire system was all set up, we did not have alcohol inspections. We now have about 100 license holders plus or minus within the city. They have an additional set of inspections that has to be done too. So that gives more time for Bill and Tony to do those inspections also. And I'll be glad to answer any questions, Mayor. And Chief's here and Trevor's here, of course. Any questions? Sounds like a good point. We think so, and we think it really strengthens. You know, having the fire inspections, the community development, zoning guys, code enforcement, and building inspections all here, it really is, it's really helped. And Walker's bidding the bill on his seat. He can tell you it's pretty frustrating if you need an inspector and can't find him. Generally, you need something, generally something wrong, right? Or you need guidance for something. And the money is always being wrong, right? Or you need guidance for something. And the money's always being spent, right? It's always been. So yeah, the out goes always more than the income when you're building. So, yes, so we're excited about it. And thank you. Trevor, are you doing the next act of day? I'm sorry. Code enforcement activities on the ice plant. Real briefly, we'll let you know that this past Tuesday, the 436 West Hallsbury, which is the ice plant, was conveyed by the state of Miss Marion to Mr. Lee Davidson. Mr. Davidson has been in touch with our office. He's well aware of the need to bring the structure into compliance with the city's non-residential building maintenance code, which is what we had been talking with the Marion family about, and we're getting ready to present an ordinance for councils review to order that building down. With Mr. Davidson's purchase, that's kind of bought some time to allow him to take some action on the property. He has given us an idea of some preliminary plans on what he'd like to do with the property, has talked about zoning and building requirements with us. We're still going to hold a hearing with him just to keep the process moving forward and we've told him that just to keep ourselves covered, that we will move forward with because the building's still in violation even though he's a new owner, that we will move forward with because the building is still in violation even though he's a new owner. Our hope is and from discussion with him is the expectation is it will resolve itself before we get to the end of that process where we would have to present an ordinance. I'd be very surprised by that if you didn't see any action certainly by the end of the month not been scheduled as of yet. Typically when we provide notifications within it's about 10 days from the day. We did reach out to him just to let him know that he would be getting that notice from us just to communicate that with him. We're happy to work with him to bring this into compliance, but we'll get that letter out in the next few days. Paul. Thanks, sir. You bet. All right, this is a follow-on. This is reallocating the money from what was originally in construction. 4,500 account to move it to a new or another line item for an engineering administration account for the apron we have and we recommend adoption by records. Mayor Smith, Mayor, Mayor Trogden, Paul Trollinger, Mac Priest, Keith Crisco, and I think Mayor when I was tired I believe you were the only one on the council. So, that's guess it's just me and you left. And Miss Carter was on the redevelopment commission, Mr. Squares was on the planning board and I was hard. It's just been a great run. It couldn't be a better place to raise a family and unfortunate. I was thinking about all the people that we've seen retire up here, you know, on all the great people we've had. And it's really amazing, but we got such talented people that's come in. I mean, Michael Leonard and Michael Rooney, and you know, we had Darryl Rich, now we have Debbie Reeves, and she was the finance treachery by Tried Business News is one of the financial performers of the year. Debbie's been here 14 years, and for 14 years in a row, we've won the government finance officer certificate of excellence financial reporting, and chief right and chief it's just been a just been a wonderful experience you'll never hear me complain about it all right so anyway thank you for the my one of personal pressure. His visitation is 4 to 9 at P. funeral Home, the city has sent flowers from both the mayor and the city council and the staff and the police department. I think there's two sprays down there. Saturday, January night, that 2 p.m. is the official funeral ceremony. Mayor Smith will attend and represent the city at the funeral. Our own chief Williams will be a Paul Bearer and former chief Mason is one of the officials at the ceremony. If you noticed all the half flags or half staff on the city and county facilities, the governor did issue an order that they remain so until sunset tomorrow. Most of you know Sheriff Reed started in our police department trained almost everybody that's in our police Department now and to be do we missed and we do appreciate the sharing of the jurisdiction with the sheriff. I believe most of the deputies will be at the either in the ceremonial parade or the controlling traffic or at the funeral ceremony itself. We'll be covering the center of the county under mutual aid. For a little while, if somebody asks it, we'll be outside the city limits for a little while. I think basically maybe 11 to 10 o'clock tomorrow night or something. So we're more than happy to do that. If the world's reversed, they'd do it for us. So again, and we appreciate Sheriff Read and all the improvements he had in our police department. I have one question for Mr. Null. Planning staff making a progress on our appearance. Yes, my earned fact, we've prepared. We've already set up an application. We've kind of accelerated our general tax amendments to incorporate that request in. It's been to the planning board, the draft language was to plan a board this Monday evening. We also presented to the Redevelopment Commission. We're tweaking it somewhat. If you have, essentially what I told Redevelopment was that we took away, that we wanted folks to come in and talk to us about their facade improvements downtown so that we did away was that we wanted folks to come in and talked us about their facade improvements downtown so that we so we did insert language that does if you are making improvements to a facade in the CBD we do that does require zoning compliance permit. It makes sense because we have colors we do have color prohibitions and other requirements so it only makes sense that folks we have the ability to have folks come in if they are doing facade projects just to keep make sure that they are We have the ability to have folks come in if they are doing facade projects just to keep make sure that they are going to be in compliance at the end of that. And we also are the current draft language will include a prohibition of painting what has historically been unfinished masonry facades, which I think was from what I've heard that has been the primary concern of what we potentially were going to see down here on sunset was a painting of A beautiful brick building with some type of stain or paint So you know the thought on our end is to is to not allow that for buildings that have historically been Unfinished in masonry so you know Those are the the two things that I'm feel certain that the council kind of was after and masonry. So, you know, those are the two things that I'm feel certain that the council kind of was after us four, and we'll be presenting that next month if there are other suggestions in the meantime please share those. It would cover the whole tier one of our center city overlay, which does turn the corner there. So I think what traditionally people think of as the, it would include worth over to worth portions of A of those street. So. He was referring to about what almost happened. So you were saying that people just need to look elsewhere before you start throwing rocks around in Asheboro. It's a good place to live and I agree a hundred and fifty percent. Perspective. Yeah. It's started a new year, and I'd like to encourage us to applaud the work of the mega site, the great news that we got from that, and let that inspire us to help ourselves as well. You know, that actually brings some attention and we should be able to actually use that to multiply that effort for our own sales and our own efforts as well. This year would be a good year as we can start that. Look at some economic things of our own, you know, the scale that we can adhere to. I can remember when Mayor Maiden re-worked for Sheriff Rebworked for Jerry Ares at the Curum Market and I would go up there late at night because I was dating somebody from out of town and we would go up there at night and get snacks and things and he would always say, wow, what kind of work do you do? He'd ask me that every week and say, well, what kind of work do you do? And I tell them, I said, this is not my car. This is somebody else's car I'm driving. I'm driving. I was driving on my room cat like you. But you were asking that every week. You want to tell us about your kid in the orange? You've really got to beat. It's pretty got too big. I would just say, even though it was old news, or last year's news, how proud I was of the work that the city did for Christmas on sunset. I think that the more effortless things look, the more work you know has been done in the past. And it was just a wonderful, wonderful experience. And also the work that the city had to do faced with all the flooding and the issues that we had not too long ago. So, just proud of the city. Thank you. Well, staff, we just started new year.
