This is the appointing time for public comment periods. Anyone at all, you have to select to address the City Council tonight. Mr. Mayor and City Council, my name is Hal Johnson. I'm the Randolph County Manager. I'm here tonight to congratulate and express my appreciation to John Ogburn, your city manager for the award and recognition that he's getting ready to receive here tonight. 2019 has been a challenge in year for the City of Asheboro and for Randolph County government and we're really partners in so many different issues. And the work of John Ogburn as a city manager, John and I, we talk every day. We coordinate on so many different items that are affecting the city and the county. And I just wanted to be here as the county manager to congratulate John and to say thank you for your advice and the help that you've given me over. My time as county manager and I look forward to that as we move forward with so many issues impacting the city of Asheboro and Randolph County. So thank you, John. Thank you very much. Thank you, Mr. Johnson. And we certainly appreciate working with you the relationship we have with the county probably the best city county relationship we've ever had. Come on up sir. I'm sure. Hello, my name is Barry Stutz. I live in Dixieland Acres, and I just like to thank the City Council for letting me just say a few words. And I'm not trying to, you know, I was here last month, and I'm not trying to like causing trouble or anything like that. But if I could just address the problem of speeding in our neighborhood and Dixieland acres, you know when it was built back in a day, was never meant for the amount of traffic that it has and or that it currently sees today. And it seems that just about everyone uses it as a cut through between 64 and zoouparkway. Excuse me. And it is extremely convenient for the people that are cutting through, but not for the Dixieland residents. And there have been quite a few accidents. Recars have been overturned, teabone in each other, driving into an actual house, and the run of the meal fender benders. It's simple physics, really. The faster a car is going when it hits you, the more likely you are to be killed. Our speed limit is 35, which is way too fast for our neighborhood with this limited site distance, nearer roads, pedestrians, the elderly, and pets. Statistics have shown that 93% of all people hit would survive a crash at 20 miles per hour. I'm not suggesting that our speed limit goes down to like 20, or to like 20, but maybe 25. Neighbors have already put up signs that say, drive like your kids live here. The city has put up additional reflectors on a stop sign at the end of Brookdale, but most people still continue to run it. The people, the police work patrol mean the neighborhood a while, but when they move on the speeders come right back. If you all wouldn't mind, I would like just to throw a couple suggestions out there that maybe some four way stops. Be put in place at all the intersections, speed humps which not speed bumps, but speed humps which tend to reduce speed to about 15 to 20 miles per hour. Place that strategic locations and the current speed limit dropped from 35 down to 25 miles per hour if possible. And for the police to remain visible in our neighborhood, at least for a time being, maybe they could do like speeding selectives, and that would only, you know, require maybe like, I know it sounds crazy, but like 30 minutes a week at the high traffic volume days, you know, maybe a Monday, one week, you know, a Saturday, another week, or whatever. If all else fails, if the city wanted to do a cheaper alternative, they could just put a ditch and an ice-split rail fence across Pine Grove. Therefore, blocking the traffic. That's kind of radical. Don't beat me up too bad, but I'm just throwing out some ideas. And I just want to thank you, the City Council, and Mr. Auger and the Mayor and everybody, just for let me come out here and talk. Welcome, anytime to come speak to us. We later on in our agenda, we will have a report on some preliminary findings for the Dixon and Nacre traffic problem. And we have, I think our engineering staff has a suggestion for a first step toward maybe addressing that, so not to keep you here all night, but we have a short agenda if you want to hang around and hear Michael Anderson's presentation you may hear some encouraging news Thanks for being here mr. But just recently, the International City County Management Association, Mr. Argo was recognized for his 30 years of service to local government for recognizing and recognizing the significant contributions and achievement in local government for recognizing and recognizing significant contributions and achievement in local government administration. So they gave a really beautiful plaque that even all hanging in office among many other awards and plaques that Mr. Argrout has earned and I take over the years. A very beautiful plaque that was recognized as his 30 years of service to local government. And thank you, man. Nobody, nobody asked for our understands exactly what this man does to this community. So we're proud of you, we're a little working with you. It sounds real. Thank you. It has your back. Thank you. I got you a head of armor. It's not a pleasure. I have to sit here also. I The staff is recommending to the city manager that the traffic engineering firm be hired to complete a traffic and safety study of the area in question. And we have spoken with DRMP, Inc., of Ashboro, and they're looking at getting a proposal together for us for the traffic study. Dixieland acres contains approximately 400 or contains 421 dwellings and approximately 850 vehicles and five miles of city maintenance streets. The North Carolina session law 2013-401 modified section 143-64.32 of the North Carolina General Statutes allows the local government to exempt in writing particular projects from qualification-based selection. So this basically the Mini-Brooks Act, we have put this in front of the city manager and we're awaiting their proposal. I am back at position. Yes sir. Okay. Thank you. The D.O level, local knowledge already exists in there, so that's what we shared out with folks as opposed to, you know, it's not just Joe or Jim walk through some of the boards, they also know the intimate knowledge and our traffic patterns. And that's what we call when we came a couple of funds together to council, being at it at home with what's a big neighborhood. So, the RN field will have traction counting equipment, and we've done a lot of speed with police out there, as you've mentioned. So we've got speed data to give to them. They'll probably have some public meetings to talk with for the neighbors at the time. So once we've started talking about just, we couldn't just work in front of your house. So once we started, we just need more, so we can get done right the first time. And all the criteria such as side-distance, grades, there's many changes, in fact, the kind of things that they can't do, so this is good idea. There's other questions that they were who would not be constructed in today as it is now. And that streets are narrow, the hills are probably not acceptable, great. In some cases, and it's just a monumental task to do this study in the plant like in fairness to our staff and the members best to reach out and get a professional study done and see what they recommend in the way of solving these issues. So bear with us. We will fall in with this and we feel your pain. I am one of the people that cuts through that memory. I live a little longer in the zoo parkway and I'm through there a lot. And I'm conscious of the speed. But many, many people are not. It's coming over that hill there on Brookdale. The blind hill and the yard guy parked in the middle of the road. I've had a couple of kind of blinds just by parking and back in his train. We promised you we will address this in just the wheel moves slow. The chair suggestions were very much in tune. It was surprisingly that here a four-way stoplight, there's a coy I guess, it'd be three-way on the air with it, but there are tools in the toolbox. I see Dr. Lutcher saying, I wish we had the money to work at the 24-foot wide and permanent debtor and have them refarking. You know, the days of assessments, they're not that popular anymore. That will also be the night that the City of Anstera Recreation Center, formerly known as the Macrary Gym, will be open, dedicated to the citizens of Astonera. And if you have not had a preview or seen anything like it is absolute fabulous. It is a show place and I'm proud to say that so much of the work was done by City employees. We have truly a recreation center that is probably unrivaled anywhere in North Carolina because the generosity of the Acme has been a great family and the dedication of our City employees and the commitment to this project from our city manager. It's going to be worth the trip. We open that night of the ribbon cutting six blocks. Sorry about that. A lot of the heavy comeouts. And as usual, we're hoping to have carry drives and all the whole fashion Christmas celebration on sunset and North Street. North Street down in front of the jam will be part of Christmas on sunset this year. It's sometimes you have to go somewhere else to see. But it's, while there's no place like home, the organized, it runs well. It really is a fee. Best compliment I can give you. You can't tell. It runs like this, but boy, you can get it on it. I'm looking forward to everyone in the community seeing the swimming pool and their preferred. Have you ever been at the basement of the Billmore House and seeing the pool up there? This looks better. It's a little small. It's the same era of same-of-teeth-looking, and the bottom of that pool is just phenomenal with something. The same of teeth looking, and the bottom of that pool is just phenomenal. So everything about it is really something, but the way that's been restored to me just stands out. Thank you, Mr. Momma. Regarding the jam, a lot of questions, we've all had questions about how's this going working, what are you going to do, and what are you going to do and what are you going to offer? And let me just say for the record that a lot of that is still in deliberation, programming is an ongoing thing. We have an asset there that we've never had before and we're not exactly sure what all we can do there. The opportunity may be broader than we imagine going into it. We'll have a lot of offerings there in the way of classes and activities that we've never been able to do before. So we're excited about that. As I said earlier, it's due to the generosity of the Macrary family and the Redding's, the Ag Me family, and also the foresight and dedication of our city manager because he's one that's put this together and made it come together. He is one that has not one time said we can't do that or we won't do that. He has said let's see how we can do that. I remember one time I came to work here he said I am in my dream job. I'm home, I'm where I want to be. And I'm pretty comfortable in telling you that many times over the 20 how many years you've been here? 20? 20? That he's had opportunities to go bigger and better. I came on City Council to say that's the same time John came on. And we've learned, he's learned as per, he already needs a job. And I've learned a lot from him.
