What four seats are Linda and you? Oh Clark. Okay. Okay. Okay. Okay you run again aren't you? It's up to zoom. Three incumbents. Yeah. And both. Two that could have three or four child. Who else? All of them don't have nine people. No. No. We don't have nine people. No problem. They're primary. We don't have a lot of people. We don't have three for mayor. He's next time. Linda's not ready. I know that he is. I know that he is ready. What about the mayor? I think he thinks that it's coming back. I'll call this special meeting to order and we'll start with the two items on the consent agenda. Councillor, you have in front of you the proposed consent agenda. Either one of those items that you would like to remove for individual consideration. Hearing no response, I will entertain a motion to approve the consent agenda as presented. I move where you are putting consent agenda as presented. I have a motion by Mr. Bell. May I have a second? Second. Second, Mr. Birx. Discussion? All in favor say aye. Aye. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second for this upcoming fiscal year, 2122. Yes, sir. Today is the appropriate time to adopt the budget. This budget was presented in a workshop to the council and then as a public hearing earlier this month. The general fund is allocated at $34,647,069. The Water and Suerreur fund, we're looking for allocation of $20,456,069. The Water and Sower Fund, we're looking for allocation of 20,456,723 dollars for a total of $55,103,792 dollars. We are not asking for any tax change. Tax rate will still remain at 0.665 per 100 valuation. And we are not asking for any water and sewer rate changes. Those are also the same as they have been for the past few years. Any anything in the budget ordinance that you would like to discuss? If no discussion, I recommend adoption by reference, please. Thank you. Any questions? Okay. I'll entertain a motion to approve this budget by reference. Mayor, I move the adopted reference of budget ordinance by reference. I have a motion to approve the budget ordinance for 2021-22 by reference of Mr. Bale. May I have a second? Second. Second. The snow discussion. All in favor say aye. Aye. All opposed. Motion carries the 2021 budget is approved. Mr. Reeves just refreshed my memory here when we had our audit and our auditor came and made his report. What was our fund balance? I don't know that off the top. I mean no per se any. I'm sorry. John you remember what was 36 32? No it's it's higher than that mayors in the 40s. Okay. It's the required. We're actually above our our sister cities. Which I would say about 35. Oh. And we're above that. Now in the budget resolution, the importance is to amend that you adopt a consent agenda if you know as we did get money back to fund balance because we did have a conversation about a lot of projects this year that were coming out of fund balance are not going to. They're going to be out this year. So I just want to emphasize that to say that we're not appropriating to million in one going to be out this year. So I just want to emphasize that to say that we're not appropriating $2 million in one year and $2 million in another year. Is it pretty? 50, $5 million. 50, $5 million. Money back and we're appropriating. Yeah, you're going to go back and then it's going to appropriate again. I want to make sure that that is clear that it's. Well, and I will commend both of you on the good job we do, the financial condition of the city and the fund balance. We have a significant fund balance and while we're appreciative of that, we have to be careful that we don't abuse that going forward. We will appropriate a little bit for some special projects coming up, but I think we will continue to maintain a more than adequate fund balance. So thank you both, you and John, for the hard work on the budgeting. Thank you, Mayor. I mean, I'm reporting to the council about about a month ago, Treasure Fallwell was in town for the rotary meeting and he pointed out that Randolph County and the city of Ashbur were next on financial shake by his own testimony so we'll try to stay off his by the letter to John list. Okay item four, Mr. Auger, you're going to request approval for the annual interlocal agreement for with Randolph County for law enforcement, dispatch services. Yes, sir. Just quickly you have in your packet of resolution requesting that and this is the first action item of the new budget of the FY21-22 budget. This item will begin July 1st and that's for enhanced law enforcement dispatch services for our police department. They run records. They do all kind of things for us down there that we don't have to fund ourselves. And they also provide the 24 hours. So we request approval at this time. This is the appropriate time for that. And there is a packet in your resolution you can adopt by reference. Any questions regarding this interlocal agreement for a long force dispatch. Just about what we paid just a little bit more than get a little increase. So it's, I mean, it was only two or two and a half percent more. It's roughly four dispatchers, four telecommunicators. The equipment and all that's paid for it through our fauntax. Okay. We'll entertain the motion to approve this request by reference. There I move that we approve by references interlocal agreement for law enforcement dispatched services. Thank you Mr. Birx. Do I have a second? Second. Second is reading. Discussion? All the favor say aye. Aye. All opposed? Opposition carries. Now we're going to entertain a motion, do we? Do we have the proper wording for that motion? I guess the agenda would be. Yes, Mayor, just follow that agenda and you'll be, you'll line up with the general statute. Okay. You want me to request the, it'll be sufficient if you just request it as word of their. All right, so then I'll take care of it. Council, I'd like to request the Council entering to a closed session for section 143-318.11A3 of the North Carolina General Statutes to discuss a matter that falls within the Attorney's Client Privilege. May I have a motion to that effect? So moved. I have a motion by Ms. Reading. May I have a second? Second. Second. Mr. Moffitt. All in favor say aye. Aye. All opposed. Okay, we are in closed session. Mr. Sudden. It's reading. All in favor say aye. Aye. All opposed. We have a return to open session. And Mr. Auger and I believe you have a next item on the agenda. Yes, ma'am. Your package is resolution, uh, bared by the city attorney to allow, uh, city manager, John Auger and to, uh, how outside council to act as the service to BOA in your resolution is the hourly rate and the council and we would approve the request resolution be approved by resolution at this time. My reference at this time I'm sorry. You're having front of your resolution authorizing the city manager to execute a letter of engagement with Colleague Pridgin P.A. for outside council. May I have a motion to approve our reference? the executive leader of the engagement with college preaching and P.A. for outside council. May I have a motion to approve our reference? Move the reference. Motion by Mr. Moffitt. I have a second. Second. Second. Mr. Bell. Discussion. All in favor say aye. Aye. All opposed. Motion is approved. All right, Mayor, that concludes the 2020-2021 fiscal year and our we begin July 1st on the 21-22 year for the members of the council. Mayor Smith will be out of pocket thirsty in some next week as he gets his other footwork done so we wish a good luck mayor if we need to we can reach out to Mr. Moppet hope we don't need you I mean we know it's fine if we do need you. So with that mayor that's all the staff has for this this year. Okay Anything anybody do you law seconds coming up Yeah, I need it was July 2nd I thought it was I had 18 I had been made a change, I thought it was like 12 or 11, 18. It's a second. It's a second. It's a second for how long? You have to see. You have to have to have a new one on the six. I'm going to be laid up at the house for that period of time. I think I got one. Yeah. I'll make a ring. I'll make my arrangement. Oh, the second, huh? The second, the sixth thing I really did think it was in the team. Well, Katie's got a different, a pen, it's the 12th of a clock noon on the second, to the 12th of a clock noon on the 16th. Do not think they take it your calendar. What I thought that paper from the library says something else. That's what the Board of Elections website says. That's what the website says. All right, well, okay. Well, I know if there's a bad guy, I'm just going to worry about that. You guys don't run, these people are there on the second and the twelman. $12 for us, I think it's 15 per year later. I think it's been, it is actually more for the mayor. Yeah. I make more. I think it's actually more fun. I make more. I can't imagine you make $100 more than we did. We're all working. We're adjourned. Thank you, Mayor. O'Copper hits. O'Copper hits. Is game tonight? Yeah. And they're all on the table. I don't know. It's a letter. I wasn't sure if they won't play the deflated. Sure.
